Dan Plato, die provinsiale minister van ge- meenskapsveiligheid, het die inwoners ’n af- vaardiging van wetstoepassers beloof om teen dié berugte bult – waar daar reeds etlike plakkershutte opgerig, afgebreek en weer opgerig is – te gaan laer trek. Plato is verlede Woensdag vir die tweede keer met ’n groep gemeenskapsverteen- woordigers na dié gebied om persoonlik on- dersoek te gaan instel. Volgens van dié betrokke verteenwoordi- gers, is die plakkers die oorsaak van etlike inbrake in die aanliggende Hoheizen- en Welgemoed-woonbuurte. Andrea Crous, die plaaslike stadsraadslid, sê Plato se onderneming om 22 wetstoepas- sers daar te vestig, kom nét op die regte tyd. “Die afgelope maande het ek al meer klag- tes gekry oor die plakkerskamp wat op die terrein gebou word.” Sy sê sodra die plaaslike stadsverbete- ringsdistrik, die VRCID, en die polisie van die plakkers verwyder het, was hulle net weer die volgende dag terug met nuwe struk- ture. Sy sê die beamptes sal nou daar gestasio- neer word op ’n permanente basis. “Hulle sal ’n hut oprig vanwaar daar ge- werk kan word. Dit is verwelkom deur al die partye wat teenwoordig was. Vir die eerste keer word hul versoeke gehoor!” het Crous gesê.     Ons het ook bewus geraak daarvan dat

    hulle bendelede is, al in die gevangenis was,

    of met dwelmsake betrokke is of was, meen

    hy.

    Kretschmer s gesprekke tussen sy organi-

    ding in die insidentverslag gemaak van eni-

    ge strukture wat afgebrand het nie, het hy

    ges.

    Layne het bevestig niemand het seerge-

    kry nie, en dat slegs van die omliggende

    plantegroei beskadig is.

    Serial rapist caught

    ellville police have reason to feel

    proud at least 12 reasons, that is aft-

    er a known serial rapist was tracked

    down and arrested last week.

    The crime prevention unit of this police

    department wasted no time to find the 31-

    year-old Gugulethu man suspected of rap-

    ing at least 12 women.

    The suspect would lure his victims in the

    Bellville area with the promise of employ-

    ment and then continue to overwhelm and

    assault them.

    A breakthrough in the case came just a

    week before the suspect was arrested.

    Brigadier Andr van Dyk, acting station

    commander at the Bellville police station,

    last Friday issued a statement congratulat-

    ing his officers on this achievement.

    He tells of the build-up to the capture: A

    week of dedication of hard work led to the

    arrest of a serial rapist that committed 12

    rapes in Bellville, and is possibly linked to

    several other cases in surrounding areas.

    The suspect would apprehend women

    standing in Voortrekker Road looking for a

    job, and offer them a job at an undertaker.

    He would then ask them to accompany him

    to the building that is situated close to the

    Bellville railway line, Van Dyk said.

    He would then drag them in the bushes

    nearby and rape themat knifepoint.Mainly

    cellphones and cash were taken.

    Van Dyk said the suspect made a big mis-

    take during the last incident.

    During the investigation of the last rape

    reported, the womans stolen cellphonewas

    tracked and the suspect was followed for a

    week by the Family Violence Child Abuse

    and Sexual Assault Unit (FCS) and Crime

    Prevention members of Bellville, after

    which he was arrested at his residential ad-

    dress in Gugulethu, Van Dyk said.

    by die kerke, omdat die kerke

    hierdie feeste hou ten koste

    van onskuldige wesens.

    Ons dink dis verkeerd. Dit

    skend die omgewing, asook

    diere weens die wrede boerde-

    rypraktyke en deurdat hulle

    slegs as kommoditeite beskou

    word. Daar is nie so iets soos

    pynlose slagting nie. Vleis

    word ook verbind met n rits

    menslike siektes soos kanker,

    hartsiektes, diabetes en osteo-

    porose, het sy ges. Ons glo

    ook dit is in strydmet die bood-

    skap van God en Christendom,

    wat een van deernis en nie

    massaslagting is nie.

    Op n vraag oor hoekom hul-

    le nie ook by ander plekke

    waar mense vleis eet, betoog

    nie, het Thomet ges dat hulle

    al by verskeie slaghuise on-

    der meer in Bellville, Groen-

    punt, Table View en Stellen-

    bosch en ook by n restaurant

    in Kaapstad betoog.

    Die organisasie Beauty Wit-

    hout Cruelty South Africa was

    by die twee vorige betogings

    betrokke, maar was nie van-

    jaarbetrokkenie en sal ooknie

    he Bellville police request the assist-

    ance of the public to trace a suspect

    wanted for theft.

    On 10 September a surveillance camera

    was stolen from a home in Bellville, but be-

    fore the suspect could remove the camera,

    an image of him was captured on the sur-

    veillance system, according to a provincial

    police statement.

    The public is advised to contact Consta-

    ble Zandiswa Dekeda of the Bellville po-

    lices detective services if they recognise

    the man in the photograph.

    All information will be treated confiden-

    tially.

    Suspect sought by police

    The Bellville police are

    looking for this suspect

    in connection with theft

    of a surveillance camera.

    The Parksig Villas apartments in Bellville

    arenotorious for thenumberof visits it rou-

    tinely gets from the local police depart-

    ment.

    On Saturday 19 September alleged drug

    activities at this problematic venue were

    dealt a heavy police blow.

    A trio of police units dealing with drugs

    and gangs nabbed three suspects for posses-

    sion of drugs during the Parksig Villas op-

    eration.

    This morning (Saturday) 19 September

    at about 08:30members attached toWestern

    Cape Trio Crimes and Gangs (Unit) fol-

    lowed up information about drugs activi-

    ties at Parksig Villas, Bellville, according

    to a provincial police statement.

    Three suspects, all foreign nationals

    aged between 29 and 36, were arrested.

    Various drugs such as tik, dagga and co-

    caine with an estimated street value of

    R8 000, were confiscated, according to the

    statement.

    The three face charges of possession of

    drugs and appeared in the Bellville Magis-

    trates Court on Monday.

    Kuils River artist Juria le Roux

    loves painting portraits. She is currently

    working on a series depicting the stories be-

    hind the peoplewhowork on the farmLang-

    verwagt where she lives.

    One of them is local hero Joey Mashiya.

    TygerBurger reported on Joey late last

    year when he saved a drowning woman

    from a dam (Plaaswerker haal vrou uit

    dam, TygerBurger, 17 December 2014). Ju-

    ria says when she asked him about the act,

    he appeared to have mixed feelings about

    whether hed actually done the unnamed

    woman a favour as it seemed that she had

    tried to commit suicide.

    He looked sort of lost and forlorn while

    telling me about it. Its this emotion that

    Juria has captured in Joey Mashiya local

    hero which is currently on display at the

    Rust-en-Vrede gallery in Durbanville as

    part of this years Sanlam portrait awards

    top 40 paintings. Joey Mashiya local hero

    will be on display until Thursday 8 October

    when the exhibition moves to other galler-

    ies around the country.

    Juria has been painting people on the

    farm for two years. Most of the pieces are

    double portraits of peoplewho haveworked

    together for many years. The series delves

    into the idea that people who have worked

    together may know each other really well

    on one level, but not at all on another.

    I was trying to investigate that kind of

    relationship that you find in any work-

    place, but more so on a farm.

    When Joey saved the woman, Juria

    thought to capture it as a continuation of

    this theme. When it turned out exactly the

    way shed pictured it inhermind, she decid-

    ed to enter it into the Sanlam competition.

    Juria originally trained as a jewellery de-

    signer at Stellenbosch University. I still

    make jewellery, butmy poor clients have to

    wait forever as I also do other things.

    After graduating she started Amulet, a

    communal workshop that exhibited regu-

    larly before spending a few years overseas.

    It was only after her return to South Afri-

    ca that Juria picked up a paint brush. A

    friend who was running an art school, kept

    nagging at her to try out painting.

    I started by going for one evening every

    nowand then, and I loved it. She is particu-

    larly fond of working with oil.

    Making jewellery is a very slow and pre-

    cise process and you have to think it

    through before you start. With painting,

    however, you canhavean idea inyourmind

    for the longest time and just stand in front

    of the easel and do it.

    It was her series titled Eligie (Eulogy) in

    2011 that put Juria on themapasanartist.

    The exhibition was titled Reeksmoord (seri-

    al murder)when it was exhibited at the Ab-

    sa KKNK, and was made up of 50 portraits

    of people who had been murdered.

    At that stage up to 50 people were mur-

    dered in South Africa per day, and Juria

    says shewas inspired to paint the series aft-

    er the murder of her fathers cousin.

    I had no choice, she says of the protest

    piece, adding that it was like a catharsis for

    her. I meant those 50 paintings as a sym-

    bolic gesture to remember all the thousands

    that have been murdered.

    Her double portraits were also exhibited

    at Aardklop in an exhibition titled Plaas,

    but Juria isnt done yet. She is considering

    a series of still lives depicting the people on

    the farm with the tools they use daily.

    When she isnt working on her jewellery

    or paintings, Juria is responsible for the ad-

    min for thewedding venue at Langverwagt.

    Aria adds that she was surprised to be

    chosen for the Sanlam portrait awards.

    There are definitely criminal elements hid-

    ing among shack inhabitants on the

    grounds of the Stellenbosch Universitys

    business school near Cool Runnings.

    This was proven again last Friday even-

    ing around 19:20 when a complainant

    parked his car near the McDonalds restau-

    rant in Willie van Schoor Drive.

    Captain Fienie Nimb, spokesperson of

    the Bellville police, said when the com-

    plainant returned to his car 20 minutes lat-

    er, he discovered one of the windows had

    been forced open and his laptop had been

    removed from the seat.

    When the police arrived on the scene

    they were informed by the two car guards

    in the parking area that they had seen two

    men breaking the window and running in

    the direction of Cool Runnings,Nimb said.

    The members went to the place where

    the homeless people sleep and enquired

    about this. Here they were informed that

    the two suspects were there, but left to sell

    the laptop at a shebeen or so-called smok-

    kelhuis in Barnard Street in Bellville, she

    said.

    She said twomembers of their Crime Pre-

    ventionUnit,WarrantOfficerGawieHawk-

    ins and Sergeant TrevorDoubell, thenwent

    off to a block of flats in Barnard Street

    known to be problematic.

    Here they gained entry through the gate

    and were informed that the two suspects

    went to a specific address inside the block

    of flats, she said.

    When the officers arrived there, they

    found a number of people inside the flat.

    The two suspects were pointed out to the of-

    ficers by the owner of the flat.

    The one suspect was sitting on the lap-

    top, Nimb said.

    The two are 18 and 29 years old and were

    arrested and appeared in court on charges

    of theft out of motor vehicle and possession

    of stolen property, Nimb confirmed.

    Againwe ask the public not to leave any-

    thing visible in the vehicles, urged Nimb.

    Nothing is impossible not even

    turning a city street into a li-

    brary for a day, and on Friday 18

    September the Greater Tyger-

    berg Partnership (GTP) and the

    Nalibali reading-for-enjoyment

    campaign did just that.

    They transformed an every-

    day parking bay into an outdoor

    library and reading space.

    As part of a broader interna-

    tional movement, led locally by

    Open Streets Cape Town, the li-

    brary represented one of several

    transformations of parking bays

    across the city, said Lauren Up-

    pink Calderwood of the GTP.

    International Park(ing) Day is

    celebrated on 18 September each

    year to transform parking spa-

    ces into temporary public places

    or PARK(ing) spaces.

    Across the globe, citizens, non-

    profit organisations, artists and

    activists use this day to show-

    case the potential and possibili-

    ties of rethinking parking spots

    to enhance community spaces

    and community spirit.

    We are proud and excited to

    be bringing International Park-

    ing Day to Bellville, she said.

    A parking spot in Teddington

    Street became a green oasis

    where people relaxed on an ur-

    ban lawn and browsed books

    as part of a pop-up library run by

    the Nalibali. Nalibali has do-

    nated 200 books in English, Afri-

    kaans and isiXhosa formembers

    of the community to enjoy.

    Besides free story cards that

    were given away on the day, the

    campaign also recorded stories

    from members of the public at

    the parking space for entry into

    its multilingual story-telling

    competition called Story Bosso.

    There are countless stories to

    be told and shared within our

    communities, says Esther Et-

    kin, campaign manager for

    Nalibali, which uses reading

    and storytelling to spark chil-

    drens potential.

    This is an exciting prelude to

    our Open Streets Bellville event

    in October that will take over

    two streets and allow people to

    run, walk, cycle, skate and play

    in a space usually dominated by

    cars, Uppink Calderwood said.

    mentkanaal te verfraai na n natuurlike ri-

    vierloop, is tans gestaak omdat die water-

    vlak te hoog geraak het.

    Ons hoop dat die werk weer aan die ein-

    de van Oktober kan begin. Hoewel die kon-

    struksie tans gestaak is, is die afgebakende

    terrein nie vir besoekers beskikbaar nie,

    24 tot 27 September na die Sederberge.

    One must recognise the role

    and the value added by civil

    society organisations to bring

    about change in our communi-

    ties.

    I would like to highlight that

    the role of women cannot be

    underestimated or undervalued

    in civil society. The value

    added by women, especially

    women in leadership in our

    society, is vital to any commu-

    nity in addressing social

    challenges.

    I think that in many organi-

    sations, its women who are

    instrumental in changing

    organisations that are strug-

    gling to achieve its develop-

    ment objectives.

    I have seen over the years in

    our communities, especially

    the Cape Flats, that it is the

    women who attend community

    meetings and its women who

    attend school meetings these

    days.

    Believe it or not, but it is

    the women who are leading

    change and in reality its the

    women who lead the fight

    against crime.

    Look at the number of

    women in our neighbourhood

    watches, our CPF police

    structures serving the commu-

    nity, even our churches and

    faith groups.

    Its women leading for

    change, and one wonders what

    happened to the men.

    I wrote to some women in

    our community who are

    already in leadership roles at

    their various community

    organisations, appealing and

    urging and asking them to

    consider playing an active role

    in sport development.

    Women support the men,

    their sons and even their

    daughters in all sport.

    Women are out making food

    for the youth, in meetings they

    are there recording minutes or

    fulfilling an administrative

    function serving the sport,

    serving the churches, serving

    the community, leading the way

    for change.

    The active participation of

    women in sport is changing

    and needs to change in our

    communities at all levels as

    community organisations need

    a womens perspective in

    meetings and in decision-mak-

    ing.

    I dont have to remind the

    sports leaders that the current

    role of women in politics, and

    in other sports where their

    experience adds value and their

    presence changes the land-

    scapes even in our current

    and young democracy.

    Whether we like it or not

    women are making a vast

    difference on the political

    scene, so much so theres a call

    for the President of South

    Africa to be a woman.

    Women are making their

    voices heard on all fronts

    adding value to a better society;

    a better South Africa.

    regarding Beetle, Electrical and

    Plumbing Certificates of

    Clearance.

    I recently had a company

    check my home. This company

    offers all three services but

    after their inspection I was

    shocked to see the amount of

    repairs needed, in fact there

    were things wrong which were

    not wrong.

    So please, scrutinise the

    repair list and get a second

    opinion. It may be more

    expensive, but get in a separate

    plumber, electrician, etc.

    I was fortunate, I never got

    caught and found a good honest

    plumber and electrician.

    Taxi tensions

    comes as no

    surprise

    Imagine this. You are driving along

    Blaauwberg Road when you hear a loud

    bang. Your car is damaged, you are late

    for work and the taxi driver who collided

    into your vehicle has no licence, no

    permit and no insurance.

    A scenario, which would have any

    motorist seething. And while the taxi

    driver gets a R500 fine, you have to deal

    with insurance claims, vehicle repairs

    and the associated trauma.

    The area around Blaauwberg Road has

    become synonymous with near misses,

    illegal ranks and taxi drivers who drive

    in oncoming lanes to avoid congestion.

    All of the above results in one thing:

    frustration.

    Recently a local business owner took

    matters in his own hands and started

    boxing-in taxis ranking on his property.

    His actions were lauded by the communi-

    ty and after months of frustration, his

    actions come as no surprise.

    Amid the furore are underlying com-

    plex municipal issues including taxi

    recapitalisation, the institution of the

    MyCiTi bus service and illegal operators.

    And while it will take time to sort

    these out, the current situation in the

    greater Table View area is reaching fever

    pitch. The simple solution is enforcement,

    but when resources are scarce and

    excuses plentiful, anger will continue to

    mount.

    A strategic and methodical approach is

    needed but truth be told, people will only

    continue to break the law as long as they

    are allowed to do so.

    Marcel Oudejans brings his latest show to the Cape Town Fringe Festival this week.

    omedy magician Marcel Oudejans is

    not just an entertainer. He sees him-

    self as more of a fun facilitator.

    The Pinelands resident, who grew up in

    the northern suburbs, will be doing a rare

    public show in Cape Town when he

    presents Sleight of Mouth 2: Now talk your

    way out of this! as part of the Cape Town

    Fringe Festival from Thursday.

    The show is a sequel to Sleight of Mouth

    The art of talking your way out of any-

    thing, which he performed at last years

    Fringe Festival.

    The new show features newmagic, deliv-

    ered in Marcels trademark witty stand-

    up style. Theres also more story-telling

    with anecdotes about his travels and expe-

    riences as a magician.

    Performing magic for people who arent

    expecting it usually produces interesting

    results. On one occasion, for example, he

    stopped for lunch on his way to a show and

    decided to brighten someones day with a

    magic trick. The woman freaked out be-

    cause she had no one around to corrobo-

    rate that it had actually happened.

    Not expecting it

    One could almost say Marcels comedy

    career started with people who werent ex-

    pecting it. When other children were wait-

    ing tables,Marcel, whohad already started

    doing shows at the Bellville Library over

    school holidays, was performing in restau-

    rants for tips.

    Today, Marcel is one of the countrys

    leading performers. In 2008 he was recog-

    nised as one of Africas leading magicians

    at the Vismayan International Magic Con-

    vention held in India.

    Most of his work is for corporate events,

    where he acts as emcee or more recently,

    teaches people about the importance of

    play in the workplace or as he puts it to

    take play seriously.

    He believes learning to have fun or em-

    bracing cultural arts, gives people ameans

    to express themselves, something which is

    essential to understanding other people

    and having empathy.

    He works with businesses to help them

    create a wow in customer service, using

    magic to prove his point.

    Customer service is something Marcel

    takes seriously and its important to him

    that his audiences feel like they are getting

    a genuine, sincere performance.

    Not too scripted

    This is where his improvisation skills

    come in handy; giving him the ability to

    adapt to his audience and make his shows

    more interactive.

    Although theres a light narrative run-

    ning through Sleight of Mouth 2: Now talk

    your way out of this!, Marcel doesnt like

    the idea of amagic show thats too scripted.

    You want to make the audience feel like

    this is happening for the first time.

    His performance at the Fringe Festival

    is an opportunity to see another side of his

    extensive repertoire and escape reality for

    an hour.

    Marcel says the festival itself is a chance

    to see a wide variety of productions, from

    theatre pieces to magic, in one place and

    urges Capetonians to buy tickets early and

    support the local performers on stage this

    year.

    esidents are more likely to experi-

    ence snake encounters due to spring-

    time, warns ShaunMacLeod, co-ordi-

    nator of the Snake Rescue volunteer team

    in the Cape Peninsula.

    Every spring snakes come out of hiber-

    nation on the hunt for a much needed

    spring meal. Snakes are very important to

    our natural environment as they control

    the vermin rodents that destroy crops and

    carry numerous diseases, says MacLeod,

    who is also a director of Reptile Education-

    al Awareness Consultants (REAC).

    Snakes and various other reptiles form

    part of the very important balance in our

    ecosystem. A simple equation the more

    snakes we kill, the more rodents and pests

    there will be.

    We have encroached into their natural

    habitat through habitat degradation, frag-

    mentation and urban expansion.

    Ponds, heaps of building rubble and

    rockeries in and around gardens and

    homes create micro environments, which

    will inevitably attract snakes, MacLeod

    warns.

    He reminds residents that snakes are at-

    tracted to neglected areas where there is

    not much disturbance, as snakes hate con-

    frontation.

    There is no real way of keeping snakes

    off your property, but if you keep your

    grass cut short, trees well trimmed and

    clean up all rubble, just to mention a few,

    then there is less likelihood for snakes to

    reside on your property. In short keep

    your garden tidy, he says.

    Leave snakes alone and it will leave

    you alone.Most bites occurwhen people at-

    tempt to kill snakes, he says.

    he journey from a backyard shack in

    Hanover Park to positive empower-

    ment starts with that first mile you

    walk to your dreams.

    That is the story inManyMiles a Life Sto-

    ry by Bellville resident Ivan Koopman who

    launched his debut book at the Huguenot Li-

    brary in Belhar recently.

    Currently a life skills and youth develop-

    ment facilitator for a programme at Learn-

    ing Cape Initiative, Koopmans journey

    started when he had to leave school at 14 to

    work as a tea boy and general cleaner at the

    PostOffice to eventually becoming themedi-

    cal manager at a major construction site in

    Dubai.

    Faith in Gods plans

    Leaving school at that age was heart-

    breaking, he said at the launch.

    But, it had to be done for the survival of

    our family and I somehow knew that it

    would not be the end for me because I had

    faith in Gods plans for me.

    I walked barefoot along the main road to

    Cape Town going into shops to ask for work

    because it was needed. People thought I was

    joking, but I had to do it.

    Koopman added that while the book was

    a celebration of his triumph, he also wanted

    to inspire people who may have come from

    or still are in similar situations, to never

    give up on their dreams.

    To motivate the youth

    You must always believe that through

    Gods love for you there is a positive plan

    for you and you must believe in that plan.

    This book is also there to motivate our

    youth who are in situations where they are

    surrounded by so much negativity. The an-

    swer to your empowerment is there but you

    must be prepared to do the groundwork, the

    hard work and have the patience to know

    that the end result is going to be your ulti-

    mate victory.

    Beforeworking as themedicalmanager in

    Dubai, Koopman worked at the Metro Am-

    bulance Service from 1981 to 1998 and then

    at St John Ambulance.

    Recovery film festival

    Focusing on documentary films exploring

    the themes of addiction and mental

    health issues, the SA Recovery Film

    Festival takes place this week during

    international Recovery Month.

    The festival has partnered with the SA

    College of applied psychology (Sacap) and

    aims to educate, entertain, inform and

    promote the successes of recovery.

    With the focus on recovery during the

    month of September, the festival from

    Thursday 24 to Sunday 27 September at

    the Labia hopes to lift around addic-

    tion, alcoholism and mental health issues.

    Fourteen promising instrumentalists

    from the northern suburbs, aged 13 and

    younger, are in the starting line-up for the

    fifth Samro Hubert van der Spuy national

    music competition. The competition, with

    60 entries nationwide, takes place at the

    Hugo Lambrechts music centre in Parow

    from 28 September to 2 October.

    The event is hosted by the SA Society of

    music teachers (SASMT): Tygerberg

    The candidates compete in four catego-

    ries: piano, strings, woodwind and brass,

    and other instruments, with an additional

    category for developmental groups.

    The opening on 28 September and the

    first three rounds are free of charge.

    On the opening night, last years gold

    medallist, the cellist Alexander White-

    head,will performas soloistwith theHugo

    Lambrechts Symphony Orchestra.

    For the fourth round on 2 October seats

    have to be booked.

    The aims of the Samro Foundation in-

    clude the promotion of the national arts

    throughsponsorships of variouskinds, en-

    couraging excellence in the arts, facilitat-

    ing participation in the creative economy,

    influencing cultural and arts policy by

    means of research and advocacy and pro-

    moting living cultural heritage, says An-

    dr Coetzee, spokesperson for the Hugo

    Lambrechts centre.

    The original competitionwas launched

    almost three decades ago. It provides a

    platform for promising young musicians

    to be identified at an early stage and to par-

    ticipate and learn from each other at na-

    tional level, says Coetzee.
