No. 9419208289 162 - Mastgarh Punjab budget: Fuel prices cut; FM tries to woo farmers, youth, SC ahead of Lok Sabha polls CHANDIGARH, Feb 18: With the Lok Sabha elec- tions around the corner, the Congress-led Punjab Government cut fuel prices, petrol by Rs 5 and diesel by Rs 1 a litre, and announced a host of new schemes for farmers, youth, industry, Scheduled Caste population in the state budget presented today. Deciding against levying any new tax, state Finance Minister Manpreet Singh Badal high- lighted "persistent efforts" of the Amarinder Singh-led Government to bring the state on a "fiscal recovery path". He also accused the previous SAD- BJP government of leaving the state in a "fiscal mess". Badal presented the budget with a total outlay of Rs 1,58,493 crore, including a 'ways and means' transaction of Rs 32,000 crore. The transaction is a credit facility extended by the RBI to the States. Though with little "fiscal space" in the wake of high com- mitted expenditures, the Finance Minister tried to provide some- thing to each segment with the launch of new schemes such as 'Make in Punjab', 'Mera Kamm, Mera Maan' and laid thrust on improving rural and urban infra- structure, besides focusing on agriculture, health and educa- tion. Badal's Budget Speech was marred by vociferous protest by Shiromani Akali Dal (SAD) and Bharatiya Janata Party (BJP) members against Local Government Minister Navjot Singh Sidhu's remarks follow- ing the Pulwama attack. Due to disruptions caused by Opposition members, the speak- er had to adjourn the House after naming SAD and BJP members. In a major move, Badal while banking on buoyancy in revenue and better cash flow management announced to bring down petrol prices by Rs 5 per litre and diesel by Rs 1 per litre by resorting to rationalising of value-added tax (VAT) rates on petroleum products. Badal, while later talking to reporters, said with Rs 1 reduc- tion per litre, diesel in Punjab will be the cheapest in north India and it will be effective from today midnight. "We will take it up with the Centre to align (VAT rates of petrol in) Chandigarh with (that of) Punjab," he said adding that a target of Rs 6,300 crore of col- lections from VAT had been fixed for 2019-20 which was the same as in 2018-19. With his speech laced with couplets of famous poets Allama Iqbal and Jagannath Azad, Badal said the State Government was committed to reduce "crushing burden" of debt and "revitalise" the economy. Already facing opposition ire over farmers' issue, the Finance Minister announced an increase of allocation for the agriculture and allied sector to Rs 13,643 crore. Earmarking Rs 3,000 crore for the farm debt waiver scheme, Badal announced to waive the loans of landless farm labourers and the families of farmers who committed sui- cides, while assuring the House that this government would take necessary steps to relieve farm- ers of its debt stress. The allocation for free power subsidy has been kept at Rs 8,969 crore for 2019-20. For sugarcane farmers and crop residue management, the FM proposed a sum of Rs 355 crore and Rs 375 crore, respec- tively. Similarly, the fund alloca- tions for education, health, rural and urban infrastructure have been proposed to be raised in the range of 9-36 per cent. Lauding the Government for offering 1.13 lakh jobs under its employment generation scheme, Badal announced to launch a new scheme 'Mera Kaam, Mera Maan' with Rs 90 crore of allo- cation wherein unemployed youth between the age group of 18 and 35 years will be assisted by the district bureaus of employment and enterprise for both skilling and wage employ- ment for a specified minimum days in the year. To keep the youth away from drugs, Badal announced to set up block-level multi-purpose stadiums in Ludhiana, Rajpura and other places. A new policy 'Make in Punjab' is being drafted to pro- mote goods manufactured in the State. "As per this policy, in a public procurement order, pur- chase preference shall be given to the local suppliers up to 50 per cent of the total quantity, provided that their goods have a minimum local content of 40 per cent and their bids come under 15 per cent margin of purchase preference above the lowest bid," Badal said in his speech. Time for talks over, world should unite against terror: PM NEW DELHI, Feb 18: Prime Minister Narendra Modi today said the Pulwama terror attack has shown that time for talks is over and hesitation to take action against terrorism and those who support it is akin to encouraging the menace. Without naming Pakistan, Modi, after holding delegation- level talks with Argentine President Mauricio Macri here, said the world should unite to take concrete action against ter- rorism and those who support it. After the talks, the two sides signed 10 agreements in diverse areas like defence, nuclear ener- gy, tourism, information and communication technology, and agriculture. "I and President Macri agree with the view that terrorism is a serious danger to world's peace and stability. The cruel attack in Pulwama shows that the time for talks has passed. "Now, it is required that the world unites against terrorism and those who support it. Hesitation to take action against terrorism and those who support it is akin to encouraging terror- ism," Modi said in a press statement in the presence of Marci. The Argentine President is the first international leader to visit India after the Pulwama terror attack that martyrs 40 Central Reserve Police Force (CRPF) in Kashmir last week. Condoling the death of the CRPF per- sonnel, Macri said India and Argentina must work together to fight the menace of terrorism. Referring to the defence cooperation agreement signed between the two nations, Modi said this will give new dimen- sion to bilateral ties. Modi said India and Argentina have been cooperat- ing at different international fora. Argentina, Modi said, has strongly backed India's entry into the Nuclear Suppliers Group, the Missile Technology Control Regime (MTCR), Australia Group, and Wassenaar Arrangement. Of the four groups, India has gained entry in three export control regimes, except the NSG. Modi also welcomed Argentina's entry into the International Solar Alliance. (UNI) JODHPUR, Feb 18: The Rajasthan High Court today extended the stay on arrest of Robert Vadra and directed him to cooperate in the inquiry by the Enforcement Directorate (ED) into a complaint of alleged money laundering against a firm linked to him. Justice P S Bhati posted the hearing for March 15 after Vadra's lawyer gave an assur- ance in the court that he will cooperate with the inquiry. “Vadra has appeared before the ED on February 12 in pur- suance of the direction of the court and has been cooperating in the inquiry, said his counsel Kuldeep Mathur in the court. Vadra is the brother-in-law of Congress president Rahul Gandhi. The court then deferred the hearing in the matter and said the stay on arrest of Vadra without court's permission will continue. During the last hearing on January 21, the court had removed the clause of “No Coercive Action” against Vadra during inquiry but had refused to vacate the stay on his arrest. The ED had moved the court seeking vacation of the stay order on the grounds that there was neither an FIR lodged in the matter nor any accused named. The agency had issued sum- monses to Robert Vadra and his mother and firm's partner Maureen Vadra for the third time in November last year but none of them had appeared before the ED and instead moved the high court seeking “No Coercive Action” order and stay on arrest. (PTI) CIC pulls up RBI for non-disclosure of demonetisation records NEW DELHI, Feb 18: The Central Information Commission has pulled up the Reserve Bank of India for "per- functory handling" of an RTI application seeking records of its board meetings where the issue of demonetisation was deliberated, and issued a show- cause notice to its Central Public Information Officer. Activist Venkatesh Nayak had sought records of all meet- ings of the RBI Central Board of Directors along with the papers, presentations or other docu- ments placed before it, which led to the decision of demoneti- sation announced by Prime Minister Narendra Modi on November 8, 2016. Not getting any information from the RBI, which cited an exemption clause to deny the records, Nayak approached the commission, the highest adjudi- cating body in matters pertain- ing to the Right to Information (RTI) Act. Prime Minister Narendra Modi had announced on November 8, 2016 that Rs 1,000 and Rs 500 notes, which consti- tuted about 86 per cent of total currency in circulation then, would cease to be legal tender. They were replaced by new Rs 2,000 and Rs 500 notes. Several restrictions were also placed on the withdrawal of cur- rency notes from banks during demonetisation. The petitioner told Information Commissioner Suresh Chandra that the infor- mation is not exempted under section 8 (1) (a) of the RTI Act as claimed by the CPIO. The section exempts from disclosure the information which would prejudicially affect the sovereignty and integrity of India, the security, strategic, sci- entific or economic interests of the State, relation with foreign State or lead to incitement of an offence. During the hearing, nearly 15 months after the RTI applica- tion was filed, the RBI's repre- sentative accepted that the infor- mation "prima facie was wrong- ly denied". He further explained that considering the requests of the citizens after the instant RTI application was filed by the appellant and several rulings of the courts as well as this com- mission, they are ready and will- ing to provide the minutes of the meetings, Chandra noted. "The commission takes a serious view of the perfunctory handling of RTI application and absence of CPIO, during hearing and he is advised to attend the next date of hearing to explain as to why penalty should not be imposed on him," Chandra said. He also said the CPIO should submit his written sub- missions and arguments before the next date of hearing. In a meeting of the Front held here today under the chair- manship of Subhash Verma, it was unanimously decided that in view of prevailing circum- stances in the state after terror attack in Pulwama and curfew/ restrictions going on in Jammu, the proposed protest demonstra- tion programme of the Front at PHE Complex B C Road on February 20, 2019 has been deferred. The next date of the programme will be decided. Earlier, the members of the United Front paid tributes to the 44 CRPF martyrs by observing 2-minute silence during the meeting. Saroori expressed surprise over the administration sending termination threats to agitating NHM employees. "These threats are highly deplorable on the part of Governor adminis- tration and said that such orders won't solve the issue but will rather complicate it,” he said. Prof Bhim Singh in a state- ment issued here, today expressed shock that the real message which he has been try- ing to convey to the country- men and the world for more than 50 years has not been extended. He made it clear that removal of temporary provi- sion of Article 370 is only solu- tion to Jammu and Kashmir issue. He said ``let the whole world and my countrymen also understand that I have not been made a permanent citizen of J&K as temporary Article does not permit and allow the Parliament of India to legislate and make laws in respect of Defense, Foreign Affairs, Communication and Allied matters,. All the three subjects were handed over to Union of India by the then ruler of J&K on October, 26, 1947. Several rulers like Hyderabad and Junagarh have never signed Instrument of Accession'', he added. He said 575 states including the Hyderabad and Junagarh were integrated with the Union of India and announced through Constitution of India on January 26, 1950. Prof Bhim Singh said that he has been beating drums from Kashmir to Kanyakumari seeking cooperation of all countrymen and political par- ties for the support to persuade the Parliament of India to amend Article 370 of the Constitution which has been sulking in the Constitution for past 70 years as a temporary provision. ``I have been appealing the entire country- men, politicians to support integration of J&K with the rest of the country'', he added. He said for the information of Kashmiri leaders who had said yesterday that India should decide the final settlement, the final settlement is that J&K has been the integral part of the Union of India. The J&K should enjoy the entire Constitution of India including its Chapter III on Fundamental Rights. The Indian Flag from Kanyakumari to Kashmir should extend to the entire country including in J&K. This is the final resolution and only solution. Elderly woman dies of burn injuries Excelsior Correspondent REASI, Feb 18: An elderly woman died because of severe burn injuries under mysterious circumstances at her house at village Andher Bareli, under the jurisdiction of Arnas Police Station, here today. The deceased, identified as Satyawama (70), wife of Chandu Ram of Andher Bareli, was found dead because of burn injuries at her house. The charred body was found by husband of the deceased, who claimed that no one was at home when the incident took place. On being informed, Police reached the spot and shifted the dead body to hospital for post- mortem and legal formalities while a case has been registered in this connection for further investigation. Punjab budget: Fuel prices cut; FM tries to woofarmers, youth, SC ahead of Lok Sabha polls

CHANDIGARH, Feb 18: With the Lok Sabha elec-

tions around the corner, theCongress-led PunjabGovernment cut fuel prices,petrol by Rs 5 and diesel by Rs1 a litre, and announced a hostof new schemes for farmers,youth, industry, ScheduledCaste population in the statebudget presented today.

Deciding against levying anynew tax, state Finance MinisterManpreet Singh Badal high-lighted "persistent efforts" of theAmarinder Singh-ledGovernment to bring the stateon a "fiscal recovery path". Healso accused the previous SAD-BJP government of leaving thestate in a "fiscal mess".

Badal presented the budgetwith a total outlay of Rs1,58,493 crore, including a'ways and means' transaction ofRs 32,000 crore. The transactionis a credit facility extended bythe RBI to the States.

Though with little "fiscalspace" in the wake of high com-mitted expenditures, the FinanceMinister tried to provide some-thing to each segment with thelaunch of new schemes such as'Make in Punjab', 'Mera Kamm,Mera Maan' and laid thrust onimproving rural and urban infra-structure, besides focusing onagriculture, health and educa-tion.

Badal's Budget Speech wasmarred by vociferous protest byShiromani Akali Dal (SAD) andBharatiya Janata Party (BJP)

members against LocalGovernment Minister NavjotSingh Sidhu's remarks follow-ing the Pulwama attack. Due todisruptions caused byOpposition members, the speak-er had to adjourn the House afternaming SAD and BJP members.

In a major move, Badalwhile banking on buoyancy inrevenue and better cash flowmanagement announced to bringdown petrol prices by Rs 5 perlitre and diesel by Rs 1 per litreby resorting to rationalising ofvalue-added tax (VAT) rates onpetroleum products.

Badal, while later talking toreporters, said with Rs 1 reduc-tion per litre, diesel in Punjabwill be the cheapest in northIndia and it will be effectivefrom today midnight.

"We will take it up with theCentre to align (VAT rates ofpetrol in) Chandigarh with (thatof) Punjab," he said adding thata target of Rs 6,300 crore of col-lections from VAT had beenfixed for 2019-20 which was thesame as in 2018-19.

With his speech laced withcouplets of famous poets AllamaIqbal and Jagannath Azad, Badalsaid the State Government wascommitted to reduce "crushingburden" of debt and "revitalise"the economy.

Already facing oppositionire over farmers' issue, theFinance Minister announced anincrease of allocation for theagriculture and allied sector toRs 13,643 crore.

Earmarking Rs 3,000 crorefor the farm debt waiverscheme, Badal announced towaive the loans of landless farmlabourers and the families offarmers who committed sui-

cides, while assuring the Housethat this government would takenecessary steps to relieve farm-ers of its debt stress.

The allocation for free powersubsidy has been kept at Rs8,969 crore for 2019-20.

For sugarcane farmers andcrop residue management, theFM proposed a sum of Rs 355crore and Rs 375 crore, respec-tively.

Similarly, the fund alloca-tions for education, health, ruraland urban infrastructure havebeen proposed to be raised in therange of 9-36 per cent.

Lauding the Government foroffering 1.13 lakh jobs under itsemployment generation scheme,Badal announced to launch anew scheme 'Mera Kaam, MeraMaan' with Rs 90 crore of allo-cation wherein unemployedyouth between the age group of18 and 35 years will be assistedby the district bureaus ofemployment and enterprise forboth skilling and wage employ-ment for a specified minimumdays in the year.

To keep the youth awayfrom drugs, Badal announced toset up block-level multi-purposestadiums in Ludhiana, Rajpuraand other places.

A new policy 'Make inPunjab' is being drafted to pro-mote goods manufactured in theState. "As per this policy, in apublic procurement order, pur-chase preference shall be givento the local suppliers up to 50per cent of the total quantity,provided that their goods have aminimum local content of 40 percent and their bids come under15 per cent margin of purchasepreference above the lowestbid," Badal said in his speech.

Prime Minister NarendraModi today said the Pulwamaterror attack has shown that timefor talks is over and hesitation totake action against terrorism andthose who support it is akin toencouraging the menace.

Without naming Pakistan,Modi, after holding delegation-level talks with ArgentinePresident Mauricio Macri here,said the world should unite totake concrete action against ter-rorism and those who support it.

After the talks, the two sidessigned 10 agreements in diverseareas like defence, nuclear ener-gy, tourism, information andcommunication technology, andagriculture.

"I and President Macri agreewith the view that terrorism is aserious danger to world's peaceand stability. The cruel attack inPulwama shows that the time fortalks has passed.

"Now, it is required that theworld unites against terrorismand those who support it.Hesitation to take action againstterrorism and those who supportit is akin to encouraging terror-

ism," Modi said in apress statement in thepresence of Marci.

The ArgentinePresident is the firstinternational leader tovisit India after thePulwama terror attackthat martyrs 40 CentralReserve Police Force(CRPF) in Kashmirlast week.

Condoling thedeath of the CRPF per-sonnel, Macri saidIndia and Argentinamust work together tofight the menace ofterrorism.

Referring to thedefence cooperationagreement signed

between the two nations, Modisaid this will give new dimen-sion to bilateral ties.

Modi said India andArgentina have been cooperat-ing at different internationalfora.

Argentina, Modi said, hasstrongly backed India's entryinto the Nuclear SuppliersGroup, the Missile TechnologyControl Regime (MTCR),Australia Group, and WassenaarArrangement. Of the fourgroups, India has gained entry inthree export control regimes,except the NSG.

Modi also welcomedArgentina's entry into theInternational Solar Alliance.(PTI)

JODHPUR, Feb 18:

The Rajasthan High Courttoday extended the stay on arrestof Robert Vadra and directedhim to cooperate in the inquiryby the Enforcement Directorate(ED) into a complaint of allegedmoney laundering against a firmlinked to him.

Justice P S Bhati posted thehearing for March 15 afterVadra's lawyer gave an assur-ance in the court that he willcooperate with the inquiry.

“Vadra has appeared beforethe ED on February 12 in pur-suance of the direction of thecourt and has been cooperatingin the inquiry, said his counselKuldeep Mathur in the court.

Vadra is the brother-in-law ofCongress president Rahul

Gandhi.The court then deferred the

hearing in the matter and said thestay on arrest of Vadra withoutcourt's permission will continue.

During the last hearing onJanuary 21, the court hadremoved the clause of “NoCoercive Action” against Vadraduring inquiry but had refused tovacate the stay on his arrest.

The ED had moved the courtseeking vacation of the stayorder on the grounds that therewas neither an FIR lodged in thematter nor any accused named.

The agency had issued sum-monses to Robert Vadra and hismother and firm's partnerMaureen Vadra for the third timein November last year but noneof them had appeared before theED and instead moved the highcourt seeking “No CoerciveAction” order and stay on arrest.(PTI)

CIC pulls up RBI for non-disclosureof demonetisation records

NEW DELHI, Feb 18:

The Central InformationCommission has pulled up theReserve Bank of India for "per-functory handling" of an RTIapplication seeking records ofits board meetings where theissue of demonetisation wasdeliberated, and issued a show-cause notice to its Central PublicInformation Officer.

Activist Venkatesh Nayakhad sought records of all meet-ings of the RBI Central Board ofDirectors along with the papers,presentations or other docu-ments placed before it, whichled to the decision of demoneti-sation announced by PrimeMinister Narendra Modi onNovember 8, 2016.

Not getting any informationfrom the RBI, which cited anexemption clause to deny therecords, Nayak approached thecommission, the highest adjudi-cating body in matters pertain-ing to the Right to Information(RTI) Act.

Prime Minister NarendraModi had announced onNovember 8, 2016 that Rs 1,000and Rs 500 notes, which consti-tuted about 86 per cent of totalcurrency in circulation then,would cease to be legal tender.

They were replaced by newRs 2,000 and Rs 500 notes.Several restrictions were alsoplaced on the withdrawal of cur-rency notes from banks duringdemonetisation.

The petitioner toldInformation CommissionerSuresh Chandra that the infor-mation is not exempted undersection 8 (1) (a) of the RTI Actas claimed by the CPIO.

The section exempts fromdisclosure the informationwhich would prejudicially affectthe sovereignty and integrity ofIndia, the security, strategic, sci-entific or economic interests ofthe State, relation with foreignState or lead to incitement of anoffence.

During the hearing, nearly15 months after the RTI applica-tion was filed, the RBI's repre-sentative accepted that the infor-mation "prima facie was wrong-ly denied".

He further explained thatconsidering the requests of thecitizens after the instant RTIapplication was filed by theappellant and several rulings ofthe courts as well as this com-mission, they are ready and will-ing to provide the minutes of themeetings, Chandra noted.

"The commission takes aserious view of the perfunctoryhandling of RTI application andabsence of CPIO, during hearingand he is advised to attend thenext date of hearing to explainas to why penalty should not beimposed on him," Chandra said.

He also said the CPIOshould submit his written sub-missions and arguments beforethe next date of hearing. (PTI)

Abrogation of Article 370 only solution: Bhim Singh

JAMMU, Feb 18: NationalPanthers Party (NPP) supremoand its chief patron, Prof BhimSingh said the only solution torestoration of peace in trouble -torn State is the correction ofthe 70 year old blunder andabrogation of Article 370 ofIndian Constitution which wasintroduced as a temporary pro-vision.

Prof Bhim Singh in a state-ment issued here, todayexpressed shock that the realmessage which he has been try-ing to convey to the country-men and the world for morethan 50 years has not beenextended. He made it clear thatremoval of temporary provi-sion of Article 370 is only solu-tion to Jammu and Kashmirissue.

He said ``let the wholeworld and my countrymen alsounderstand that I have not beenmade a permanent citizen ofJ&K as temporary Article doesnot permit and allow theParliament of India to legislateand make laws in respect ofDefense, Foreign Affairs,Communication and Alliedmatters,. All the three subjectswere handed over to Union ofIndia by the then ruler of J&Kon October, 26, 1947. Severalrulers like Hyderabad andJunagarh have never signed

The J&Kshould enjoy the entireConstitution of India includingits Chapter III on FundamentalRights. The Indian Flag fromKanyakumari to Kashmirshould extend to the entirecountry including in J&K. Thisis the final resolution and onlysolution.

woman died because of severeburn injuries under mysteriouscircumstances at her house atvillage Andher Bareli, under thejurisdiction of Arnas PoliceStation, here today.

The deceased, identified asSatyawama (70), wife ofChandu Ram of Andher Bareli,was found dead because ofburn injuries at her house. Thecharred body was found byhusband of the deceased, whoclaimed that no one was athome when the incident tookplace.
