Recent stormy weather in the Vaalwaterarea has caused extensive damage, leaving several families without a roof overtheir heads. The town received more than 100 mm

rain in less than 4 hours on Friday, 14November, with more rain during theweekend, leaving the total for the weekendon almost 160 mm.Constable Simon Makhuvele, the

3 km outside Vaalwater, says that thedamage on his farm was massive. He wasnot in town during the storm, and says hewas shocked when his son phoned toinform him of the damage.“Leaving aside the roof of the house,

which was blown off, the wind causedmassive damage across the farm. All thepowerlines leading to the farm have beenknocked down and massive trees wereuprooted around the house, and polesripped out of the ground. The fountainbehind our house looks like a river and theditches caused by the water erosion aresimply massive,” he said.Stephans’ son, Jaco van Loggerenberg,

was at home with Lenie Dercksen whenthe roof collapsed.“We were watching television when we

Municipality, Pat Malete, said that themeeting was aimed at ensuring thatmunicipalities receive first-handinformation on statistical data whichmay inform their planning processes. The Waterberg District Municipality is

made up of six local municipalities:Lephalale, Mogalakwena,Mookgophong, Modimolle, Bela-Belaand Thabazimbi, with a total populationof 619 889 in 2011.The district municipality praised the

Office of the Statistician-General fortheir work during the 2011 Census, aswell as for improvements in theirpublicity and communicationscampaigns. This includes thedevelopment of new disseminationproducts, data processing which has ledto improving the timeliness of therelease and establishing a stablestatistical infrastructure across thecountry including 54 permanent districtoffices. The Waterberg District Executive

Mayor Councillor Tlotlanang Mogotlanetold the gathering that her municipality, like other districts in the province, isfacing developmental challenges anddoes not have adequate resources toprovide basic services as enshrined inthe constitution and the MillenniumDevelopment Goals. The not-so-peaceful mayoral seat in theMogalakwena Local Municipality hasmade another turn, with the Limpopo MECfor CoGHSTA (Corporative Governance,Human Settlement and Traditional Affairs)Makoma Makhurupetje announcing onMonday, 10 November that CouncillorHlalefi Mashamaite was reinstated as themayor following a council meeting heldearlier. Mashamaite was ousted as themayor in April following a KPMG reportthat implicated him together with 22 othercouncillors from the municipality. The local police are alleged to have

forcefully removed municipal officials atthe municipality, ushering in Mashamaiteand his “cabal” back into the building.“A large contingent of police arrived at the

gate immediately after lunch and startedcutting the fence, damaged the gate andoverpowered the security officers at thegate and reached the main building. Thenafter, the police damaged the main doorwith a big hummer, pointing firearms ateveryone in the building and started todamage all the doors and took everyoneout of the building. We were shocked towitness another large contingent of policeushering in the former Mayor CouncillorMashamaite and his fellow councillors. Wewere extremely shocked to witness himgiving instruction to police to attack the fulltime councillors who were at the officesand around the premises.“Having realized that they had removed

everyone in the building the police tookcharge of the building and ordered that allthe employees and members of the publicimmediately vacate the municipalitybecause they had taken charge of the

building. Employees, members of thepublic, the Mayor Malose Mabuela and theMunicipal Manager Willy Kekana wereharassed and pushed out and they startedloading computers, documents andproperties of the municipality intoMashamaite’s vehicle,” said spokespersonfor the Mogalakwena ResidentsAssociation (MRA) Pimpi Mokhonoana.Meanwhile, the DA in Limpopo

announced their intentions to lay criminalcharges with the IPID against theMogalakwena police, saying that they are“politically motivated”. The party’s LimpopoProvincial Leader Jacques Smalle said ina statement that during a recent oversightvisit in the area, the DA’s efforts to gainanswers from the station commanderColonel Lucas Mogwaneng to explainwhether the correct procedures werefollowed and who instructed the raid, werefruitless.“The aggressive police officials

vandalized offices and transportedadministrative materials to the regionalANC headquarters, raising moreunanswered questions. Due to this illegalaction by the police, the municipality isfailing to provide services to the people inthe area. We are condemning the politicalinterference in the municipality and lack ofpolitical will to resolve problems and thetotal shut down of services in themunicipality.“It is high time that the ANC put aside its

greed to retain power in the municipalityand ensure that the people ofMogalakwena are given their constitutionalright to proper service delivery. ANC‘spolitical squabbles should be fought atLuthuli House and not on the premises ofthe municipality,” said Smalle.

any district in the province. It is one ofthe fastest growing districts in Limpopo, given the development in Lephalale andMogalakwena Municipalities in mining. In order to be on par with thedevelopments, planning should be ourarea of priority, and planning is informedby data. We all agree that datacollection begins with constraints.Firstly there is insufficient data for the

planning purposes. Secondly theavailable data comes from a variety ofsources that are often disparate leadingto comparability problems due to lack ofshared standards. This often leads tothe temptations of using data frominternational agencies which does notreflect the reality on the ground,” shesaid. The mayor said that this is a concern

because such data is not intended fornational consumption but forinternational comparisons and veryoften it has very little bearing on theactual situation in the country as itusually imputed from a class of similarcountries.

The national police commissioner,Rish Piyega, said during a conferencein October that it has been proventhat the crime rate increases greatlybetween October and January everyyear, and said that it was a priority ofthe police to protect the nation’scitizens during the festive season.According to information released by

Statistics SA, 2,5 million people areunemployed in South Africa, withLimpopo having the highestunemployment figures. This raises the question of whether

unemployment leads to crime.“People without skills will find it hard

to find employment,” said MatomeSebelebele, Bela-Bela’s municipalspokesperson. “People can’t blamepoverty for crime because criminalschoose to commit crimes, and nowthat Christmas is coming they arespotting their chance to make a quickbuck by targeting people andbusinesses.”According to him there is a

misconception among the public thatthe municipality is supposed toprovide work for the masses.Because the town is primarilyfocussed on tourism, he says, jobopportunities are naturally limited.“If you don’t possess the necessary

skills, your application will be refused,”he said. “The municipality focusseson service delivery, not employment.”He said that the municipality can’tforce anyone to improve their skills, because there will always be thosewho make no effort to improve. “Ifthey can’t find work in Bela-Belathere’s nothing that’s stopping themfrom finding work elsewhere.”Lieutenant-Colonel William Ngobeni

of the Bela-Bela Police Departmentagrees with Sebelebele.“There are a number of people in

Bela-Bela with no responsibilities orfamily. Some of them are not willing towork for a monthly salary and trymaking plans to make a quick buck,”he said. The police regularly have todeal with drug-related crime andNgobeni is of the opinion that drugsare a great contributor to smallercrimes.“The young people we routinely nab

frequently, come from good familieswho want the best for them and areafforded the best opportunities, butare led into a life of crime by theiraddictions.”Ngobeni went on to say that

although the oft-repeated story in thecourts is that the criminals have noalternative, and were forced to turn tocrime in order to feed their families, many criminals may lie in order to geta lighter sentence. These peopleoften return to their formeroccupations.“The police need to be more alert

during the festive season, becausecriminals also want to have a goodtime and will do anything to get whatthey want. It is important thatresidents are alert and ensure thattheir valuables are safe,” saidNgobeni.Ngobeni and Sebelebele both said

that while poverty may be acontributing factor to crime, it is notalways the case.

Carl Sagan, a 20th-century writer ofscience and science fiction, saidthis to a reporter once: “I can find inmy undergraduate classes, brightstudents who do not know that thestars rise and set at night, or eventhat the Sun is a star.”It is important to note that he said

“bright students”. He wasn’t sayingthat they were stupid. He wassaying that they were ignorant. There is a general trend to conflateignorance and stupidity, which isdangerous. You can be educated and still

stupid, and you can be illiterate andintelligent. But the danger is that ifyou never gain literacy oreducation, nobody, includingyourself, will ever know it.Some of you are now in the middle

of your matric exams. Some of youhave children preparing to enterschool. In the time before next year, you

should be thinking about education.Education is what allows us to

make progress as human beings,as a society. Without an education, one may go far. With an education, there are no limits. What aneducation, in essence, allows us todo (or should allow us to do) is tostand on the shoulders of ourancestors. The educated man need not

reinvent the wheel, while theuneducated must struggle throughseveral thousand years’ worth ofthings that have already beeninvented before he can dosomething new. Many people nevermanage to do that. The flaw in the way that we

currently see education, however, isthat we regard the teacher as theperson who imparts knowledge.Beyond the very basics of reading,

writing and basic math, that shouldnot be the case. Teachers shouldbe facilitators, there to make thejourney toward knowledge easierand smoother. In an ideal world, teachers would equip children withthe tools they need to find theinformation that is already availableand, except in cases such asHistory, should then turn thechildren loose on the knowledgetheir ancestors have accumulated.School should imbue children with

the kind of love of learning thatpeople like Mark Twain (who neverwent to school, but learned to readfrom working as a book binder as ayoung teen, and who later becameknown as the greatest Americanwriter of all time) and Albert Einstein(who dropped out of high schooland went on to revolutionizescience) had.The difference between Twain and

Einstein, and the high-school drop-outs we see on our streets, breaking into our homes and nevermaking any kind of positivedifference in the world at all, is thatEinstein and Twain loved to learn, and built on what they had learned, and changed the world. They did it the hard way.Education is the easy way.
