Last week, Jim Breig got welcome news from Moody’s financialrating service. Our finances are improving, resulting in theremoval of a “negative” rating and an upgrade of our status to“stable”. We are confident that with the ongoing policies ofour Town Board and Comptroller, our finances will continue toadvance.Recently, American workers and their unions have become thetarget of pundits and politicians who blame them for the nation’seconomic woes. The unions representing town workers inEast Greenbush have demonstrated their willingness to helpsolve the economic problems we face. The CSEA and Policecontracts have been completed, and the Dispatcher’s con-tract is nearly done. These vital employees, so critical to ourtown’s daily operations, have agreed to take no salary in-creases in the first year of their new contracts. We thankthem for their exemplary service to East Greenbush.This week we met again with our good neighbors in Rensselaerto complete the details of our cooperative water contract.Also, our work with Rensselaer County on the sewer bypassproject is moving forward, with the engineering work nearingcompletion. Construction should begin during late summer. Thisendeavor is vital to development projects, upgrades to oursewer plant, and infrastructure.The NYS Department of Transportation is finalizing plans forthe Couse Corners roundabout. Construction is scheduled tobegin this summer. The project will make a significant andpositive difference in the traffic congestion in this heavily trav-eled intersection.The Fedex project is underway, with completion scheduled forearly 2012. We already enjoy a positive working relationshipwith this Fortune 500 company and have every confidencethat Fedex will prove to be a good neighbor in the future.Special thanks to Daniela Lanni and Anita Nero for their greatenthusiasm and their many new ideas for the Youth and Com-munity Services Department. They are getting ready for busyspring and summer seasons. Watch for information about theirmany programs! As always, thanks for the efforts of all ourtown employees. We are currently operating with fewer em-ployees than we have had in many years and everyone hastaken on the extra duties needed to provide services to resi-dents. In particular, I want to thank Dave VanWormer, RichBenko and the DPW team for meeting the challenges pre-sented by this difficult winter.Hoping for an early Spring!

AP SCHOOL TAX INCREASE OF 20%Letter to the Editor: That’s correct. It would take a school taxincrease of 20% to keep the status quo in the Averill ParkSchool District. Our board asked for a budget that would reflecta 2% increase of the tax levy. It would require a reduction of$4.2 million in expenses. The proposed cuts could impact up to60 teachers and staff.On Friday, March 4th, the Superintendent sent a letter toteachers and staff informing them that their jobs were in danger.Some teachers shared the news with students who wereunderstandably upset. Parents in the day care program werealso notified. That was more than enough to insure a big turnoutready to express their displeasure at the board meeting thefollowing Tuesday. Of the 42 people who addressed the board,half were students, some were teachers and others wereparents with children in the daycare program.What’s troubling is no one seems to be reaching out to the8,000+ property owners who will be forced to pay the additionaltax. The Governor’s proposed tax cap will not go into effectuntil next year. The board was told that this could be their lastchance to impose a tax increase greater than 2%. Even moretroubling is the increase in health and pension benefits expensethis year alone of $2.1 million (+17.7%). The total cost forpersonnel benefits and pensions is $14.5 million. Nobody likescuts but the numbers are simply unsustainable. Retirementand health costs will only increase at taxpayer expense.Rensselaer County currently ranks 43rd in the country inproperty taxes as a percentage of home value. NY State isbroke and continues to cut school funding. The contingencybudget if we fail to get budget passed will be a tax increase of11.5%. Greenbush Historical Society will sponsor Keith Cramer fromthe Dutch Barn Preservation Society who will present anoverview and history of the New World Dutch Barn on Sunday,March 27th, at 2PM.The year 2011 marks the 25th anniversary of some successfulAdaptive Reuse Projects of area early Dutch barns. One inCoeymans has been relocated and converted to a carpenter’sshop; another from Hoosick has been relocated and convertedto a residence. Other early barns have been recently adaptedto use as museum space and a studio. The efficient, heavytimber structural system adapted from Northern Europeanprecedents reflects the practical construction and engineeringskills of the predominately Dutch immigrants who settled thisarea.The program is appropriately being held at “Pat’s Barn,”Rensselaer Technology Park, 110 Defreest Drive. The barn,now conference center, was built using ninety percent of theoriginal barn located on the site. Construction was a 3-yearproject completed in September, 2009. Officer Rowe is the former director of the Sheriff’sOffice Identification Division.Rensselaer County Sheriff Jack Mahar welcomed 101-year-oldretired Deputy Sheriff, Harold Rowe to the office where theformer director of the Sheriff’s Identification Division workedmore than forty years ago. “It was wonderful to have had theopportunity to be a part of this momentous birthday celebrationfor retired Deputy Sheriff Harold Rowe,” said Sheriff Mahar.“Harold is an exceptional individual with a wealth of knowledgethat we as current law enforcement officers value immensely.I’m very pleased to have had the opportunity to spend timewith him, reflect on the past together, and learn from hisexperiences.”A lifelong resident of Wynantskill, Mr. Rowe founded the NorthGreenbush Ambulance Association in 1941, using his own drycleaning truck from his dry cleaning business. He was a memberof the Wynantskill Volunteer Fire Department, and the assistantcommissioner of the local Boy Scouts for 50 years. Mr. Rowewas the first person to photograph crime scenes, accidentsand autopsies for the Sheriff’s Office in Rensselaer County.He retired from the Sheriff’s Office in 1982, at the age of 72.For the past several years, Sheriff Mahar and UndersheriffPat Russo have been spending Mr. Rowe’s birthday with him.He spent his 100th birthday last year visiting the Sheriff’s Office.

Letter to the Editor: Given that the jobs they are supposed tobe advancing involve knowledge and intelligence, it amazes mehow vacuous the teachers unions’ TV commercials are of thoseelements. Their most recent commercial involves arepresentation of a fat cat millionaire in his plush office lecturinga couple of adorable children on their need to sacrifice (a wordthey may not be able to spell until they reach college) so thathe can have a tax break.What the commercial failed to show was the eight hundredpound gorilla that is always in the room, glaring at anyone whodares to make eye contact with him. The teachers unions cannotnot use facts to promote themselves because the truth is sodamaging. They instead use the emotions their propagandabrings out of their intended victims. They trot out the littledarlings with the big eyes or the grandmotherly teachers we alllove and suggest we will be harming them if we don’t continueto satisfy their insatiable appetite. The unions no longer careabout real education. Their goal is the advancement of theirbloated dysfunctional system. They are motivated by powerand greed which is behind the collapse of many stateeconomies.The taxing of the rich has nothing to do with the funding ofeducation. It is just that the rich constitute an extremely smallminority of the voting public and it has always been easy toturn a majority against them. Shame on our educators whoparticipate in such a fraud.Our schools are paid for through our property taxes. We allpay those taxes, not just the rich. Our property taxes arebased on the value of our property. Why haven’t we seen adrop in our property taxes commensurate to the drop in ourproperty values? The disproportionate school tax portion ofour monthly mortgage/rent payment is the reason many peoplecannot make those payments and are facing foreclosure. Yetthe gorilla still yells for more, but now he’s about eight thousandpounds. Despite increases in Town funding for the highway budget,this winter has been devastating. However, following ourrequest and support by Governor Cuomo and federal repre-sentatives Gibson, Gillibrand and Schumer, the President hasdeclared the Town of Nassau eligible for FEMA assistance forthe post-Christmas storms. This will mean that Nassau willrecover thousands of dollars spent dealing with these winterevents.We also now start a new chapter in dealing with the remediationof the Loeffel Toxic Site. As you may have heard, the USEPAwill be taking over the waste site. I remain cautiously optimis-tic that EPA will assist our community in dealing with the 30years of failed remediation at the Loeffel site. A public meet-ing with EPA will be held on March 24th at St. Mary’s Parish Hallat 7 pm. Please join us for this important meeting.I commend the individuals and organizations like UNCAGED, aswell as elected officials that have fought for years to addressthis toxic mess. It is because of their hard work that thisaction is even possible. I would also like to remind EPA thatfailure is not an option in dealing with the remediation of thissite. We expect that this toxic blight will be removed from ourcommunity.At our recent Board meeting, we reported on the status of theTime Warner Cable contract; the status of planning for theBurden Lake Sewer District; upcoming rabies vaccination clin-ics; the filing of the Annual Financial Report with the StateComptroller’s Office; approved a request for a charity 5K event;passed Local Law #1 of 2011 extending the current morato-rium; extended the operational permit of J&M Auto on Route20; passed an emergency services resolution; and presentedthe Board with an updated version of the Town’s EmergencyPreparedness Plan.We have also set a special meeting on the draft comprehen-sive plan for March 31st at 6:30 p.m.I’m also pleased to welcome new Highway Department em-ployee Matthew Wicks. I wish him all the best as he begins hisservice to Nassau’s residents.I was also pleased to report on the awarding of a $26,000grant to the Town for work on Town Hall and new equipmentfor the Justice Court. MANUFACTURED FACTS

IN NORTH GREENBUSHLetter to the Editor: Town residents have watched for the pastmonth as the Town Board majority led by County Legislator LouDesso, has systematically attempted to justify their suddenfiring of a Comptroller they apparently could not manipulatesufficiently so as to refuse to work with the Town Supervisor.The rash firing did not go well when they thoughtlesslyappointed the Assessor to do the job. That lasted about aweek with a resignation. The barrage of criticism of theirtreatment of the Comptroller was met with a desperate attemptto justify their action by questioning his honesty. The Board,and in particular Mr. Desso, used a poorly conceived reportpaid for by taxpayers to question the Comptroller’s honesty.Mr. Desso called for a “forensic audit” so as to imply a criminalembezzlement might have occurred by setting up what thereport called an “unauthorized bank account” due to it notbeing approved by the town board.The CPA firm’s conclusion was absurd as bank accounts are notapproved by town boards and never were. Mr. Desso shouldhave known this because he has never once voted to approvea single bank account either during his three years as aCouncilman or as a County Legislator. Nonetheless, he leakedthe report to the newspapers and called for a “forensic audit”.Despite the proof that the report and Mr. Desso were wrong,the Board Majority refused an effort by Supervisor Ashworthto let the firm review their report, along with the laws provingit wrong, so as to be given a chance to amend it and itspotentially libelous conclusion. SAINT ROSE WORKSHOP HELPS PEOPLE

TAKE CHARGE OF STUTTERINGThe College of Saint Rose will hold its 36th Weekend Workshop

for People Who Stutter. With a theme of “Celebrate the Chemistry

of Effective Communication – A 40-Year Journey!” this year’s session

will mark the 40th anniversary of the Council of Effective

Communication for People Who Stutter, as well as the 50th

anniversary of the Department of Communication Sciences and

Disorders at Saint Rose.

The workshop will be held Friday, April 1, through Sunday, April

3, in the Thelma P. Lally School of Education, 1009 Madison Ave.,

Albany. During the three-day session, people who stutter will

receive intensive therapy to help them conquer their fears about

speech and to learn new ways to better manage their fluency and

their stuttering. Saturday and Sunday will include special sessions

for both parents and siblings of those who stutter.

The workshop addresses the physical, emotional and environmental

aspects of stuttering through one-on-one sessions with a therapist

and in groups. Participants are taught the skills of normal speech

production and are provided with opportunities to practice these

skills in a variety of speaking situations. The weekend also includes

group sessions designed to explore attitudinal and environmental

aspects of stuttering. Parents, family and friends are encouraged

to attend a banquet on Saturday. Saint Rose graduate students in

communication sciences and disorders provide the therapy under

the direct supervision of speech-language pathologists who

volunteer their services.

The workshop is open to all children, teenagers and adults who

stutter. Advance registration is required. Deadline for registration

BICENTENNIAL HISTORICAL UPDATEElectricity Comes to West Sand Lake

The Wynants Kill: a small stream but mighty and HistoricalHighlights - Winter 2005 by Robert J. Lilly gives this account.

Clifford Hastings of West Sand Lake was thefirst person to use the Wynants Kill to generateelectricity. Hastings, a plant engineer for theTroy and New England Railway decided toconvert his grist mill just north of WSL into ahydro-electric generating station. He purchased

a Leffel water turbine and a 50 kilowatt generator with aseparate exciter and panel – the first water turbine used onthe Wynants Kill. He incorporated as the Wynantskill Hydro-Electric Company (WHEC) and in 1911 furnished lighting toWSL’s four-corners. Wagar’s Hotel on the southwest cornerreportedly installed the first light over their pool table. Electricpower was available from dusk to 11pm. The Wynants KillImprovement Association, to which the Hastings family hadnot belonged, closed their dams in the afternoon and reopenedthem at dawn for daily operation. Consequently, WHEC had tostore water in its own pond for evening use. A switch droppedat three quick intervals signaled that power would be turnedoff in ten minutes. To further help in overcoming the watershortage, Hastings obtained a secondhand steam-poweredelectrical generating plant and distributed electricity to homesfrom Averill Park to Crooked Lake. Evening lighting service’continued until 1922 when a new coal-fired steam-poweredelectrical generating plant was built adjacent to the Hydro-Electric plant, adding a second 50 kilowatt generator to thesystem. Needing more power than WHEC could supply, J & RMcLaren Company and Faith Mills received permission from theSand Lake Town Board in 1918 to connect with the Albany andSouthern Railroad Company’s electrical transmission line at thesouthern end of Burden Lakes. A lawsuit by Hastings forinfringement on his Hydro-electric franchise to supply electricpower to WSL was settled in 1922 with the agreement: Albanyand Southern would build a substation at WSL and furnishback-up power to WHEC. In 1924, both companies wereconsolidated and subsequently controlled by New York Powerand Light.

DESSO SUBJECT OF ETHICS COMPLAINTLetter to the Editor: As a result of the reckless conduct ofCouncilman Desso who maliciously harmed my reputation bydisseminating a seriously flawed taxpayer funded report which,incorrectly accused me of creating an “Unauthorized BankAccount” while Town Comptroller, I filed a complaint with theTown Ethics Board.I realize that this complaint will likely meet the same fate thatother complaints have met, which is to be utterly ignored by anappointed Ethics Board; which has never once met during its 15months of existence. While this inexcusable negligence seemsto meet with approval from Councilman Desso and his majority,it is a sad reflection on town government.The non-functioning Ethics Board should determine whetherMr. Desso violated the Ethics Code by acting to gain anunwarranted advantage and enhance his political standing bydivulging documents to the media he obtained as a result of hisofficial position prior to their disclosure at town meetings. TheTown Ethics Law provides that “no town employee shall engagein any professional activity which will require him to discloseconfidential information which he has gained by reason of hisofficial position or authority.”Mr. Desso acted in an unethical manner by prematurely releasingthe report, with its erroneous and libelous conclusion. As aCouncilman, he should have known the report contained a falseconclusion causing irreparable harm to my professionalreputation by claiming I created an Unauthorized Bank Account”.He continued this unprofessional conduct by publicly allegingthat criminal activity had occurred by calling twice for a “ForensicAudit”, a tool used by law enforcement to gather evidencewhen a crime is suspected. The Columbia All Sports Club is a committed group of communitymembers that promotes all sports programs within the EastGreenbush Central School District. SHERIFF’S EMPLOYEES NEVER OFF-DUTYOff-duty Rensselaer County Sheriff’s Office transport officer,Jason Ring, and RCSO nurse, Elaine Young, recently came tothe aid of a local teenager after the young man beganexperiencing a severe diabetic episode while driving andeventually crashing down an embankment on I-90 East nearExit 10.The teen escaped injury when he was pulled from his burningvehicle by Officer Ring and another motorist, and then assistedby Young.As Officer Ring approached the vehicle on foot, it burst intoflames from underneath. Officer Ring and another motoristwho also stopped worked to pry the victim’s locked fingers fromthe steering wheel and carry him to safety.Coincidentally, Elaine Young, a former ICU nurse and now aNurse Supervisor at the Rensselaer County Sheriff’s Office,was traveling nearby, stopped and also rushed to the aid ofthe driver. “I saw the flames, but just reacted and used myexperience as a nurse to assess the situation and respond asquickly as I could,” said Young who then quickly determined thedriver was experiencing a severe diabetic episode.“This was a tremendous rescue effort,” said Rensselaer CountySheriff Jack Mahar. “Vehicular crashes of this type, involvingfire and the potential for explosion, make Officer Ring’s andnurse Young’s actions that much more heroic. “They were juston their way home from work, but stopped to help a stranger.They could plainly see the risks to their own safety, but did itanyway. They are a wonderful example of the good people wehave working here at the Sheriff’s Office. I’m very proud ofthem as well as of all of the responders.”
