RULES AND REGULATIONS OF THE AMRIT BHOWAN MEMORIAL TOURNAMENT, 1973

NAME:The name of the Tournament shall be known as the AMRIT BHOWAN MEMORIAL TOURNAMENT.

HEADQUARTERS ;The headquarters shall be situated in LENASIA

AIMS:To foster and promote the game of soccer.

, To create and promote goodwill in the field of sports and social entertainment.To provide entertainment for the sporting public.To raise money for the “AMRIT BHOWAN MEMORIAL SCHOLARSHIP FUND.”

AFFILIATIONS:The Tournament Committee will undertake to issue Invitation to Clubs.The Tournament Committee reserves the right to invite, accept or reject any Club.

OFFICERS OF THE COMMITTEEThe officials and Members of the Committee will comprise of the members elerted by the FORDSBURG UNITED FOOT­BALL CLUB.

FINANCE:All Financial transactions will be carried out by the Treasurer of the Tournament and approved by the F.U.F.C.

TROPHIESThe trophies remain the sole property of the AMRIT BHO­WAN MEMORIAL TOURNAMENT or failing it. the F.U.F.C. It shall be the onus of each winning Club and prize winning individuals to return the trophy in its or his possession to the Secretary of the AMRIT BHOWAN MEMORIAL TOURNA­MENT (P.O. BOX 42287, FORDSBURG, Tvl.) before the 15th of the next year, i.e. 1974.Each winning Club or individual is liable for any damages incurred to the trophies. A guarantee to this effect would have to be signed.

REGISTRATION OF PLAYERS Clubs must ensure that they do not invite piayers from other ciubs to assist or guest for them In this tournament. Aii piayers must be bona-fide members of the club. If clubs are found having guest players in their team, they shall automatic­ally lose the game.

RULES:The rules of the F.I.F.A. will be adhered to.SUBSTITUTES:Each team shall be entitled to three (3) replacements; a goal­keeper and two (2) other players at any time of the match. In th event of a goalkeeper sustaining injury, he may be substituted with a second goalkeeper, inie original goalkeeper shall be eligible to resume play any time later.Referees and Linesmen will be provided for by the Tournament Committee.Each Club is required to submit a team list to the referee before the match.

PUNCTUALITYEach Club must ensure to be punctual for all matches.In the event of late arrivals fifteen (15) minutes grace will be allowed after which the delaying Club will forfeit the Match. Clubs who arrive after the grace period allowed will have to complete the match but the result will not be taken into consideration.

FIXTURES:In the event of a tie the result will be determined by awarding ten (10) minutes extra time each way. If thereafter no deci­sion is reached the result will be detrmined by awarding three (3) penalties to each side, taken by three (3) different players.

ATTIRE:All Clubs will ensure that their players conform to the dress of soccer regulations.All Clubs must dress according to their Club colours, however, if there is a clash of colours, alternative arrangements will be made.

GUILTY:Players guilty of offences, and sent off the field will automa­tically be suspended from the match.Any other matter or detail of importance will be decided upon by the tournament committee.

On behalf of the Southern Transvaal Football Union, I take pleasure in extending our felicita­tions to the Fordsburg United F.C. who are res­ponsible for staging the fifth successive annual Amrit Bhowan Memorial Soccer Tourna­ment at the Lenasia Stadium on the 2nd and 3rd September 1973.

The Fordsburg United F.C. is an affiliate of the Southern Transvaal Footbll Union and we in the S.T.F.U. are indeed very proud of these gallant young men who are staging this tourna­ment in memory of a great sportsman, a man who was dedicated, honest and sincere in all his undertakings, the organisers of this tournament are keeping the name of this great sporting per­sonality alive by staging this tournament. We say well done, and may you go from strength to strength.

We are fully aware of the great sacrifice, time and work that is entailed, in order to ensure the success of such an undertaking, the expenditure incurred is also of gigantic proportions, and all the factors make your task a very unenviable one.

It is our fervent hope that the public will give their undivided support to such a worthy cause, and we appeal to everyone to dip into their pockets and support this great cause.

I will be failing in my duties if I fail to make mention of that great life wire of this organisa­tion none other than the chief organiser of this tournament Mr. TANGA PADAYACHEE this silent dedicated sports organiser, a glutton for work, he bears a great deal of responsibility in the organising of this mammoth tournament. Tanga keep up the good work we are indeed proud of you.

To the participants and fellow sportsmen :— Let us all at the end of this tournament feel that our lives have become enriched because of firm and lasting friendship which have resulted and that, with dignity, dedication and the exercise of a high level of discipline on and off the field, we have done justice to the cause of soccer. The most popular game amongst us is soccer. It draws the biggest crowd and gets the largest “ gates” . It is the poor man’s favourite and en­joys the rich man’s patronage. People flock in hundreds to watch interesting games wherever they are played and it acts as the biggest bind­ing force between all communities, races and, may 1 say. also idealogies.

When people pay admission fees and turn out in large nunmbers to witness a game, they do so in the hope of satisfying their desire to watch exhibitions of skill and not to see “ lame-ducks’’ in action.

In a game of football it is the goals that count and players must take cognisance of this fact. To get goals, proper training and physical fitness is necessary. It follows that if any player desires to become proficient, a crowd plcaser, he should train himself well and learn the art of entertaining the people through his classic exhibition.

The appreciation of the spectators lies in the natural gifts of the player to manipulate the ball. The way he dribbles offers defence methods

of passing, the technique of his ball control play a prominent part in the player’s popularity.

There is an abundance of evidence to prove that through sheer neglect to train and equip themselves many promising players have failed to harness the desired energy for the develop­ment of the talents and have ceased to earn dis­tinction in the game.

Take for example, the free play of children. When they run, jump, hop or skip it provides movements for real recreation. There is a lesson for the prospective footballer from the pastimes of the children. If such activities are performed by the player it provides a test for the assessment of performance on the eld and also for “ staying- power” that is necessary to last the full distance of a game.

The mere kicking of a ball without physical exercise does not make a player at all. To play without training or understanding the technique of the game is to lose the whole significance of that game. Players need feelings, ideas and thoughts to give expression to motion.

There are not two classes of players but a player in two moods, the ambitions and the in­active. The former combines genius with talents and feels there is inspiration in the number of hours he spends in training himself. The latter thinks he is the master of his consciousness and becomes a victim of his folly in not training when he fails in his exhibition to produce the necessary form. It is here that the difference lies between the respective players.

A player who desires to make a success should have a single purpose and set out to achieve it. He should make training the supreme duty. Even if he fails again and again to accomplish the desired perfection the strength of determina­tion gained will be the true measure of success and this will form a new starting point for future power and triumph.

It should be the aim of every player to realise that there are enough talents in him and they come out through training. They are channels of his communication with the game. This is the open sesame to the highest reality; it never ex­presses itself at once but rewards the action afterwards.

It is well to remember that all popular achievements in sport are the results of definitely directed thoughts by the participants. They emanate from one’s own inspiration and if valiantly conducted will contribute to the better

The compulsory separation of the South Afri­can sporting fraternity on grounds of colour is an act violating not only the true spirit of sports­manship, but a complete disregaM of the free enjoyment and pastime, people all over the world enjoy.

The desire to play with whom you like and where you choose is questionable only in this country. South Africa. It is indeed sad that some of our own people, not only support this policy but in fact go out of their way to see it imple­mented. “ Oh, for these stooges and sell-outs, whither shall we go, what can be done to them?”

The South African Soccer Federation has always and will always work for die ideals that there shall be no discrimination on the grounds of colour, race, creed or political alRliation in any code of sports in South Africa. W e will continue to condemn in no uncertain terms, pressures that are being brought against any people working towards Non Racialism in sport T o this goal we shall never compromise.

M y appeal to you all is that no matter how slight the progress made towards you goal, equa­lity of facilities and opportunities for all South Africaas no matter how slow the changes of thought and attitude, no matter how inadequate the co-operation is, D O N ’T G IV E UP.
