I am very sorry to hear from my secretary that you will not be able to attend the meeting of the Committee of the W.N.T. Secondary School which I have called for Wednesday afternoon, 18th instant. I knev/ from your letter that Wednesdays were apt to be inconvenient to you. But, I could find no other day that would suit the other members of the committee, including myself, and so I had to go by the wishes of the overwhelming majority. I had hoped, however, that you might be able to make this one Wednesday convenient.

The meetings of the committee, so far as I under­stand, will be irregular, in the sense that they will be held whenever there is any business to transact. I must thank you for the scholarly jret precise paper youread on Education at the Annual Conference of the African National Congress and also for the part you played in making the conference the success it was. It is gratifying to note the improvement of the organisation, as well as the character and attitude of the delegates.

I have little fears about the future of the Congress with the interest of all our classes as displayed throughout the country.

I wish to advise you that I have made representations witha view of a deputation from the African National Congress awaiting on the Prime Minister and the Minister for Native Affairs on the African and Military Service; Land; Representation; Education; Wages (Registration and Recognition of African Trade Unions); Pass Laws; the Natives' Administration Act and so on*

I wish you would hold yourself in readiness to join the de­putation, as I feel that it would be incomplete without you, particu­larly on the question of Policy on Native Education which we want to establish on principles meet for all. | ,

Besides, I want your reaction on one or two matters

(1) On the question of a grant given by the Bantu Welfare Trust with the stipulation that the money shoud be used "only for the travelling expenses of delegates when attending meetings and for the publication of reports." Need these restrictions be put? And should we accept the grant on these conditions?

(2) I understand that there is a movement to run Mr. J.Niel Boss of Port Elizabeth as candidate for Senatorship to succeed Senator W.T,Welsh,I know Mr. Niel Boss and had had long talks with him.

Mr. Z.K.Matthews M.A. - 2 - February 11th., 1942.

He attended some of my meetings during my visit to Port Elizabeth.He has done many useful things and adopted many valuable schemes for the benefit of the Non-Europeans. Besides, he is an intelligent man with positive and independent views; with socialistic inclinations which include all races. He is also a friend of Mrs. Ballinger; but I am inclined to believe that Mrs. Ballinger might favour Advocate Buchanan as was her attitude for the position to which Senator W.T. Welsh has been nominated by the Prime Minister. It is not beyond the bounds of possibility that Mr. Ballinger considers himself^worthy candidate for the post.

In all this,ofcourse, we do not know vhAt the Bunga members might have up their sleeves.

In the absence of definitely stronger candidates, I would be inclined not only to support ,but even to recomnend a man like Mr, J .Niel Boss, if there were no objections unknown to me against him personally and his candidature.

I hope you will be in a position to give me your views at the earliest possible convenicooe.

(4) It was agreed that as no accommodation is available, the application by the Red Cross Association for the use of the building on Wednesdays be refused,(5) The application by the Jazz Maniacs, for the use of the hall on 10th April to hold a Concert and Dance, was granted. (6 ) Mr R,N. Gugushe, who applied for the use of the hall on Saturday 4th July, for a wedding reception, was asked to choose another date as all Saturdays had been reserved for use by African Soldiers, (7) It was agreed that the National Council of African Women who applied for a rebate on half the hall fees charged on the occassion of their show held at the Centre, be given a rebate- of £2 , 2 , (8 ) The application by the Transvaal African Teachers* Association for the use of the hall in May, for the purpose of holding a Concert and Dance, was granted, a suitable date to be arranged ■ for with the Secretary, (9) The application by the Gene­ral Workers* Union for the use of the hall on Sunday 15th March for the purpose of holding a meeting, was granted.The question of the suggestions embodied in the recommen­dations which had been circulated, and the House Commi­ttee’ s recommendations arising from them, was deferred to the next meeting of the Executive Committee, and it was agreed that it be included on the Agenda,

Dear Mr. Godlo,

I have already made efforts to get the Prime Minister and the Minister for Native Affairs to receive a Congress deputation along the lines we discussed. I wish you would hold yourself in readiness to join the deputation if consent is received from the Government.

I would also like to have your advice in the following matters.

Firstly, the Bantu Welfare Trust has offered us a grant of £50.( Fifty-pounds stg. ); but on the following conditions "that the grant should be used only for the travelling expenses of delegates when attending meetings and for the publication of reports". Do you think we should accept the conditions or need they be imposed?

Secondly, I understand that Mr. J.Niel Boss of Port Elizabeth teas been approached to be a candidate to succeed Senator W.T.VJelsh of the Transkei. I know Mr. Boss,and I have had conferences with him.He attended my meetings during my recent visit to Port Elizabeth and has done certain things that are favourable for the Non-Enropeans.He is an intelligent man with independent and worthy views; Inclined to be socialistic In his views but Including in his socialism all South Africans irrespective of race or colour.

There is a possibility that Mr9. Ballinger may favour Advocate Buchanan of Cape Town, and Mr. Ballinger might consider himself a worthy candidate for the vacancy.

In the absence of any stronger candidate, I consider Mr. Boss a suitable man, and would be inclined to recommend and support his candidature.

I hope that if we get a favourable reply from the Prime Minis­ter you will be ready to join in the deputation as intimated in our conversation.

By the way, I received a string letter from Dr. Bokwe asking me to expel Messrs. Oliphant, Pendla, Ncwana and Niklwe from Congress; suggesting such action would get the full support of the Cape and would put Congress In readiness for a forward march. This Is, however, con­fidential. *

I would rather urge that all worth while people In the Cape make a campaign of arousing the interest of other worthwile people in different areas to apply for tickets from the Headquarters and form branches immediately, and that the branches could ask for a Conference and pass a vote of no confidence in the officials, and, if they succeed, expel them; this making the whole procedure constitutional and by univer­sal agreement without dictatorship.

Dear Mrs. Ballinger,

I am writing to let you know that I wrote the Prime - Minister requesting him to receive a deputation from the African Rational Congress on Land, Representation, Education, Military Service and the African, Wages (Registration and Recognition of African Trade Unions)j and the Minister for Native Affairs for a joint discussion on the above-mentioned subjecta as well as Pass Laws and the Natives' Administration Act etc.

I wrote to the Secretary for Native Affairs, Mr.D.L.Smit.

In that deputation we wish to be joined by the N.R.C. deputation composed of Messrs. Silllo , Mapikela and Qamata, Mr. Sililo is Congress Advisor on Social Welfare and Mr, Mapikela is my Free State President of the Congress. Mr, Qamata is a former member of the Congress,

The Advisory Boards Congress elected Mr. R.II.Godlo to Join the N .R .C . deputation. Mr, Godlo is Congress Advisor on Loca­tion affairs.

Both Messrs. Godlo and Sililo were keen to join the Congress deputation, if the Gknrem®sint are prepared to receive it, and felt that this will strengthened,!-# representation they might make.

Further, I have arranged, and it has been agreed to, that the recently established Non-European Council of Trade Unions should appoint a member of their organisation to be a member ofi the proposed Congress delegation.

This has been done.

It is hoped that Mr. Z.K.Matthews, Congress Advisor on Education and President of the African Teachers' Federation in the Union, will be a member.

Deputation » African National Congress.

I must acknowledge receipt of your letter of the 3rd instant in the above connection.

Your communication of the 28th ultimo addressed to the Right Honourable the Prime Minister in regard to the same matter has been referred to this Department for attention.General Jmuts has asked me to inform you that, owing to the onerous burdens cast upon him by reason of the war, it will unfortunately not be possible for him to receive you personally but he has asked Colonel Reitz, in his capacity as Deputy Prime Minister and. Minister of Native Affairs, to meet the deputation. -

I have discussed the matter with my Minister and he 10 ' has fixed Wednesday 4th March, 1942, as the date upon which

the interview should take place.

In order to enable Colonel Reitz to deal effectively with the various matters which your deputation proposes to discuss it will be helpful if you will kindly send me a short memorandum upon the several points referred to in your letters.

As regards the question of the deputation from the Natives Representative Council I have as yet received no formal request to arrange for the interview though Councillor Mapikela has written asking when it is to teke place. Your suggestion that the two deputations should visit Cape Town at the same time is acceptable from the Government's point of view and I am arranging accordingly.

_____I note that Mr. R .H. Godlo has been -.nominated by theAdvisory Boards' Congress to accompany the deputation. As he is also a member of the Natives Representative Council I am advising him of the arrangements made and am sending him a rail warrant for the journey to and from Cape Town.
