Ayon pa kay Bower “TePhilippines has made a

commitment to its people and tothe region to follow a principledapproach. If the Philippinespursued bilateral negotiation

with China that ignored itscommitment, then all theinvestments put into the arbitralcase would be in vain, because it

would undercut that commitmentto the ASEAN (Association ofSoutheast Nations) and thenthe commitment to the Codeof Conduct in the South ChinaSea.”

would lose respect to itspartners in Asia and certainlythe United States wouldbe, I would say, extremelydisappointed.”

wSi Bower ay kasama sapanel of reactors sa forum na“Asia-Pacific Perspectives inimplementing the EnhancedDefense Cooperation

Agreement (EDCA): Insightson the Bilateral SecurityDialogue” na binuo ng Albertdel Rosario Institute.

Samantala nagpahayagsi President-elect Rodrigo

Rep.

VIEWS AND POINS

Personalism and democracy

AS values usually stand for what is proper and correct, what is right and worthwhile, what is ideal and the like, peo-ple should be vigilant and care-ful lest their value system be-come but ego-centered. Teseare the times that seem to pro-mote if not actually affirm thesocial liability of personalismin what is right or wrong, whatis virtue or vice—particularlyin the sphere of governanceanchored on egoism. Whereassuch downright egoism wouldreadily and eventually promoteif not even facilitate socio-po-litical disorder in terms of in-dividuals and/or groups thereofsimply doing what they please,a supposedly democratic gov-

ernment would find it reallyhard if not practically impos-sible to work for the commongood, for the public welfare ofsociety in general—preciselyunder such a personalistic oregoistic orientation in the local/national level of governance an-chored on egoism.

Democracy and self-disci-pline are not contradictory. ruefreedom and proper regulations

are not mutually exclusive. Inother words, without discipline, democracy becomes a moraldifficulty if not a downrightpolitical impossibility. Tere is,however, a big difference be-tween the freedom upheld andpromoted by true democracyvis-à-vis relativism subscribedto and justified by liberalism which considers objective truthsas inimical even to what is true,

right, and proper. Te truth is

that freedom promotes choicesuch that there is even the realityknown as “Freedom of Choice”.So it is that there is really no ob- jective ethical and moral choicebetween what is virtuous and what is vicious, what is demo-cratic and what is tyrannical.

In a democratic system of gov-ernment, political authority isaccountable to the people. Suchaccountability is by virtue of thefree election of those holdingaccountable public authority. Soit is that—when eventually per-ceived and actually proven inca-pable of heading a democraticleadership—despotic public au-thority are ultimately dismissedfrom office in due time by thepeople themselves through

subsequent uprising if not freeelections. As it is correctly said, some individuals can fool somepeople some of the time—butdefinitely not all people at thesame time.

o make civil life proceed well in its over-all course to- wards truth and justice, peace, and development—such is theover-all commitment of thoseelected by the people to pub-

lic offices in a true, actual, andlasting democracy. And thosethus representing the people ingeneral are held accountable tothe same people that gave themtheir respective elective publicauthority in a democratic gov-ernment. Tis, however, in no way means that public officialsmay just remain passive agents, indolent individuals, laid backcharacters. Te said officials

should then have the freedom

K-12: Change has Come

Prof. Michael Trias - Ang

Te Education Act of 2013(Republic Act 10533) knownas K-12, is one of the fewbills passed in congress that isstill a hot topic as of writing.Ever since its ratification lastMay 2013 coalesced with thenationwide rollout of the Senior

High School (SHS) this year, the majority of the Philippinepopulace continues to beunderwater as to its effects to thefuture of the quality of educationin the country.

An average Filipino, if daredand asked what he/she thinks ofK-12, would probably just answer just “money problems” – and inan extent, it undoubtedly is. Butbeyond the financial standing ofour less fortunate brothers andsisters: What, really, is K-12?How will it help the educationallandscape of the country?

Te primary rationale behind

the implementation of K-12 isthe Philippine’s membershipin the ASEAN region. ASEANIntegration 2015 is the catalystin the reform of the educationallandscape in the country. Priorto its passage, the Philippinesis the only country in the

ASEAN region and one of thethree remaining countries inthe world, with a 10-year basiceducation cycle.

According to Isagani R.Cruz, President of Te Manilaimes College and formerUndersecretary of the PhilippineDepartment of Education, itis significant to consider thatalbeit Filipino professionalsand workers presently benefitfrom demonstrated work ethicand communication facility, they are still being devaluedcompared to their ASEAN/foreign counterparts due to gaps

vis-à-vis educational standards– an example is the 2-year gapin basic education. Meaning, ascompetitive as we may be in theinternational scene, a nursinggraduate would be assigned as anursing assistant, an engineeringgraduate an engineering

technologist, a teacher a teacher-aide, and so on.

Tus the call for K-12 was tooloud to be ignored. Te NationalEmployees Union (NEU) ofthe Department of Education(DepEd) stressed that K-12 isnot only a timely intervention, but a necessary move to improvethe Philippine basic educationsystem which would caterto international educationstandards. And these are not juststandards that apply to richestcountries like Singapore and Japan, but also to the poorest

page 6

I’S amazing that even as Christ was already talking abouthis impending passion, death, and resurrection, two of hisapostles, James and John, were more interested in occupy-ing special places in heaven—that they may sit “one at yourright and the other at your left.” (cfr. Mk 10, 32-45)

Tis elicited a sharp rebuke from Christ and the clarifica-

tion that “whoever wishes to be first among you will be theslave of all. For the Son of Man did not come to be servedbut to serve and to give his life as a ransom for many.”

Before saying those words, he told them: “You know thatthose who are recognized as rulers over the Gentiles lord itover them, and their great ones make their authority overthem felt. But it shall not be so among you.”

Tese words are a timely reminder for all of us, and espe-cially our newly-elected public officials, who wield a certainauthority over others due to our position and status in life.Tey clearly spell out how our attitude should be with re-spect to power and authority that we can have.

Power and authority is meant for serving. o serve is thelanguage and the expression of love. It authenticates any af-firmation of love we do, converting it from intention to tan-gible reality.

Tis is the attitude meant for us, with God himself as theexemplar. Imagine, Christ served us by dying on the cross. Before that, he shocked his apostles when he insisted that hebe allowed to wash their feet. Tat was to give an example tothem, and us, so that what he did we would also do to oneanother.

Te angels too, superior to us in nature, are made to serve

us, following a divine law articulated by Christ himself whenhe said: “Let him who is greatest among you become as theyoungest, and him who is the chief as the servant.” (Lk22,26)

We need to be more keenly aware of this law. Tis is truly what is good for us, providing us with the basic source ofstrength and consistency we need as we grapple with life’sendless challenges.

Before we worry about the big and destructive enemiesof our soul, we have to realize that our most insidious foe isright within us, when this attitude of serving others is notfirmly established in our mind and heart.

Tat it was James and John who made that questionablerequest only shows how easy it is for us who try to be closeto God to fall for the tricks of our soul’s enemies.

Tey most likely were motivated by the best intentions.Still, those intentions were wrong. Like them, we could besubjectively loving, but objectively not so. Tus, the need toconstantly rectify our intentions.

It is this missing attitude of wanting to serve in each one ofus that sooner or later grows into social and cultural propor-tions, then into something global with ideological support-ing structures, that offers the seed, sun, and water for the bigenemies we have against our spiritual life.

Te absence of this attitude nullifies whatever big and ar-dent professions of love we may have toward God and oth-ers. Our desire to love could not soar into the flight of au-thentic love when this eagerness to serve is absent.

countries which, in an essence, want to give their youth the ammunition they need tosurvive the employment bloodbath.

Expanding the years of basic education from 10 to 12, public high school graduates

become qualified even for the most basic jobs – as one of the goals of the K-12program is to “broaden the goals of high school education for college preparation, vocational and technical career opportunities as well as creative sports, sports andentrepreneurial employment in a rapidly changing and increasingly globalizedenvironment.” With K-12 comes a more competent labor force in the country, inturn, giving an edge to hurdle the challenges of assuring quality human capital thatcompetes with the rest of the ASEAN region.

With its implementation, Filipino graduates will be unquestionably recognized asprofessionals abroad due to pursuing international educational standards practiced byall nations. Tere is no doubt that a financial misery is happening because of K-12, butin reality, it gives more than it takes: the need to study again in order to be up to par with foreign standards become non-existent. With K-12, Filipinos who yearn to strive

abroad will not anymore have a difficult time getting a career in their chosen field.Education, as it stands and always stood, is still the light at the end of the tunnel,

the path to better opportunities and to a better life. K-12 serves as a testament to thebright future of the quality of education in the Philippines, whether the majority ofthe population agrees with it or not. It puts the Philippines on a pedestal it deserves– never to be ignored, or taken away.

K-12: Change .... from page 5

to fulfill their mandate generally in terms of knowing and working for the commongood of the people, whereas public offices are categorically intended for public servicein favor of the common good.

So it is thus provided: “Te Philippines is a democratic and republican State.Sovereignty resides in the people and all government authority emanates from them.”(1987 Phil. Constitution, Art. II, Sec. 1) So it is that in the context of the above pro-vision, personalism, egoism, individualism in government are the enemies of peopleliving in a democratic country.

Personalism.... from page 4

Any attempt to love with this attitude not in place would be plain mimickry. It would attract many problems and anomalies. It will drown in the quicksandsof pride, vanity, envy, jealousy, and the other subtle forms of egoism. It cannotsurvive the mere tests of differences of characters and opinions, for example.

Tis eagerness to serve really has to be worked out, because with our fallenand wounded nature, every pore of our being tends to go against the law of loveexpressed in service that God meant for us.

We need to pause and reflect to get a clear view of our predicament, then begand pray for God’s grace for we can do nothing without it, and then little by lit-tle, day by day, start to develop the mind and the skills to bring us always readyand happy to serve.

Let us remember that the fall of the angels started when one of them said, “I will not serve.” Our first parents fell because they too chose to serve themselvesinstead of God.

Every sin and moral evil has in its core the virus of not wanting to serve. Andso, perhaps as a motto that we can repeat often, we should say to ourselves, andto God and all: “Serviam” I will serve!

What Really Is “Separation Of Church And State”?

Whenever the Church opposes governmentpolicies or initiatives to legalize anti-Gos-pel laws, politicians, editorials - opinion-makers are quick to denounce “Churchinterference in State affairs” – nakikialamna naman and Simbahan is the commoncomplaint. Media is quick to portray theChurch as meddlesome medieval institu-tion that is out-of-touch with the times. Some critics assume a moral stance byquoting Scripture, “Render to Caesar what

is Caesar’s and to God what is God’s.”eaching the Church Scripture has gotto be the height of conceit. Are politiciansand media Bible experts now? If the Bible istaken out of context then it is pretext, thistakes the cake: highlighting Caesar’s rightsand totally ignoring God’s! Vox populi, voxDei. Wrong! God’s world is not a democra-cy, but a theocracy where His Word is law.His voice should be the people’s voice. TeState needs His guiding voice to enact lawsthat make for true democracy. emporal

matters are not absolute State domain.Te Church as custodian of ruth and

entrusted with a prophetic mission hasevery right “to pass moral judgements evenin matters related to politics, whenever thefundamental rights of man or salvation ofsouls requires it (Gaudium et Spes).”

Bishops must boldly speak out at risk

of ridicule, persecution, or physical harm.Silence means an abandonment of divinemandate. Admittedly, a few undiscerningclergy are dupes of secular affairs. Tere arethose too preoccupied with politics like Fr.Cardenal of Nicaragua, the Sandinista bu-reaucrat chastised by then Pope John PaulII at the airport tarmac, and our own revo-lutionary priests never in the confessionalsbut always at rallies; readily game for inter-views and media limelight.

Church and State have clashed time andagain over misunderstandings. Guilt maybe found on both sides especially wherepolitics – Satan’s playground – is involved;but the State is often at fault in meddlingfrom lack of appreciation of the Church’srole. Te first meddler was Constantine.

After legalizing Christianity and sponsor-ing the Council of Nicaea, he tried to influ-ence its outcome. All succeeding emperorsmeddled.

Te Church suffered repeated encroach-

ment by powers-that-be, notably from theMiddle Ages onwards by ruling familiesof Europe. Nobility secured ecclesiasticaloffices for relatives, allies, and rascal cro-nies through foul schemes as bishops, evenPopes, allowed disreputable lackeys to occu-py positions in the Church hierarchy caus-ing corruption and scandals. Te Church

struggled to maintain sovereign-ty. Te Clergy who were againstinjustice were persecuted. Tey

were exiled, imprisoned, torturedor even executed for indiscretionof “meddling”.

Pope Boniface VIII promulgat-ed the Papal Bull Unam Sanctamin 1302 that dealt on unity ofChurch and temporal powers. He carefully distinguished theirrespective roles and stressed theessential superiority of the spir-itual. Eventually, benign rulersrecognized the Church’s spiritualrole and undertook her protec-tion as a fundamental duty, giv-ing rise to the principle of sepa-

ration of powers: a propositionthat guarantees State protection

of the Church from any interfer-ence. Meddling and persecutionexist today in totalitarian states;likewise in democracies wherelawmakers and media infringe onmoral matters.

o whom does a citizen oweprimary allegiance?

King Henry VIII had hisgood friend the Exchequer ofEngland, Tomas More be-headed for opposing the King’sdivorce, England’s break withRome, and the confiscating ofthe Church’s property, and sub-

jecting the clergy of England tothe crown. Said More at his ex-ecution, “I am the king’s loyal

servant, but God’s first.” (TapatNews)
