The Swasth BharatPrerak Program

To support the effective implementation of POSHAN Abhiyaan, in January 2018, the Ministry of Women & Child Development (MoWCD), Government of India and the Tata Trusts, signed a Memorandum of Understanding to implement the innovative Swasth Bharat Prerak (SBP) program. The India Nutrition Initiative (TINI), an initiative of the Tata Trusts, has been supporting the implementation of the SBP program since April 2018.

A unique fellowship program, it provides young professionals with an opportunity to contribute tangibly to nation-building by catalysing change. The Preraks are deputed as a district-level managerial and administrative resource in selected districts across the country to support the District Collector in the efficient implementation of the Abhiyaan’s key components: (i) driving the technology-based implementation of anganwadi services and data monitoring with the use of smartphones, (ii) training of frontline functionaries to improve quality of services, (iii) strengthening of anganwadi centres and community-based events, mobilisation of beneficiaries and communities, and (iv) creating inter-departmental convergence.

Standing in Solidarity

On ground support to districts forCOVID-19 response

In this trying time of COVID-19 pandemic, when most regular activities of the program are on hold, our Preraks are supporting states and districts in carrying out emergency response and relief efforts in different capacities.

Preraks liaise with anganwadi centres, self-help groups (SHGs), district and block level functionaries to provide a range of services.

Primarily the relief effort centres around, distribution of take home ration (THR), production and distribution of face masks and message dissemination on good practices on health, hygiene and sanitation.

Overall, the Preraks are supporting their districts in preparation of monthly progress reports, tracking and reporting on data of COVID-19 cases, mapping of hotspots, preparing district convergence action plans, and updating entries on the governance dashboard and ensuring completion of e-ILA modules.

More than 100 Preraks are working on the frontlines with their district officers and the rest are providing behind-the-scene support.

This report presents a snapshot of the support the Preraks are providing on the ground during this time of crisis.

In Ludhiana, Punjab, Prerak has been tasked by the district administration to distribute ration and hygiene kits to the poor and create awareness, both online and offline - so far reaching 5000 people in the designated area. He is also coordinating the procurement of PPE kits, masks and sanitizers for doctors and frontline health workers in civil hospitals through NGOs like Khalsa Aid International.

In Mansa, a Prerak is working alongside NRLM’s SHGs and NSS volunteers for production and distribution of low-cost face masks.

In Almora, Uttarakhand, Prerak is collecting data related to those who have travelled during the COVID-19 period. He has developed google forms to record and streamline data of travelers and their symptomatic histories to support the district in quick testing measures and response.

Prerak in SAS Nagar, Punjab is using his skills on data modelling to predict possible outbreaks in certain pockets in the district.

Creating awareness using social media channels

Preraks in Punjab are assisting the Department of Social Security, and Women and Child Development, in disseminating the messages by the first-ever mascot for Punjab’s POSHAN Abhiyaan—Sukhi Bhainji. They have also provided inputs for messages that Sukhi will bring to the villages of Punjab in the coming months.

Currently, these messages, which are on the themes of social distancing, proper handwashing practice and, using masks are being disseminated through the social media handles and WhatsApp groups. So far 10 pictorial posts and 1 video on Do’s and Don’ts have been shared.

Prerak in Nainital, Uttarakhand, was a part of the distribution committee which distributed baby kits, sanitary napkins, milk powder to families with children under 3 years of age. Preraks also prepared daily status reports with the block and the village response teams monitoring the migrant worker’s quarantine facilities.

Prerak in Arwal, Bihar is the nodal officer for Pahleja panchayat of Kaler block. He oversees and reports any breach of law and order situation during this period, monitors distribution of food grains under PDS, monitors services at the quarantine halls and also the movement of homecoming migrants. He is also helping in spreading awareness, distributing masks and sanitizers at communities.

As a part of the District Covid-19 Response Team in Jharkhand, the SBPs have developed a card to track the migrant labour coming from other states to the district for monitoring and examining symptoms of covid-19. The card was developed and distributed to all the ground workers like the Sevika/ANM / Sahiya to visit their respective villages and identify the newly arrived migrant labour/members in the village. Post identification and registration, they are encouraged to self-quarantine for 16 days and provided various awareness materials on combating the virus.

The prerak in Ranchi is handling the supply chain of ration in the district (both cooked food or dry ration), along with supervision of the shelter homes and other arrangements during this lockdown. Prerak is also working to arrange for human resources across the Covid hospitals, isolation wards & quarantine facilities across the district. The SBP from Sahibganj has created an online platform to educate all the inhabitants of the village on various skills to learn and utilize their time effectively during lockdown. The platform is also used to educate the village on nutrition health and hygiene by the DSWO.

In Khagaria, Prerak is stationed at the railway station to supervise the immediate relief efforts for the migrant workers coming to the district through Shramik trains. He is also in charge of monitoring the use of Chakshu App in the district and works closely with the lady supervisors to collate and analyse the data to support the tracing of people.

In Dibrugarh of Assam, Prerak collected 31 case studies of homeless people and submitted them to the Honourable Chief Minister Shri Sarbananda Sonowal in the past month. She has also been supporting the ICDS team in preparing the list of vacant Anganwadi centers to convert into quarantine centers, compiling data of anganwadi beneficiaries for SNP and lists of BPL families for relief efforts.

In Churachandpur of Manipur, Prerak is the nodal officer for the Essential Commodities Monitoring Committee (ECMC) for the PDS and is overseeing the quality of service delivery. In Chandel, SBP is a member of the SNP distribution in the villages located on the Indo-Myanmar Border.

In Imphal, Preraks prepared the nutrition profiles for Imphal west, Imphal east and Jiribam districts to track the status of SNP distribution during the lockdown.

Prerak in Kiphire of Nagaland is stationed at the COVID-19 control room in the district hospital to take calls on queries of people, monitoring the sanitation and hygiene in quarantine halls and also accompanying the Health Department staff for home visit data collection on inter district travel history of people.

Prerak in Saiha of Mizoram is also a taskforce member, participating in SNP distribution activities. THR was distributed after every 15 days to the beneficiaries in the District. SBP helps the AWW arrange the nutrition for doorstep delivery.

In Mungeli district of Chhattisgarh, Prerak is deputed on a special duty under the direct orders of the District Collector’s response team. He is stationed at Bilaspur railway station, which received over 700 migrant labourers returning from the different states.

Prerak in Rajnandgaon district has been visiting the quarantine centers such as those in Bhalapur and Dokalkonnte, alongside Aspirational District Fellow and CDPO to check on the availability of dry ration and ensure that migrant labourers are kept in mandatory 28 days quarantine and all necessary provisions are available.

The Prerak in Gwalior with the support from fellow prerak in Madhya Pradesh coordinated with an NGO Gramiksha and arranged 500 Face Shield for FLWs. The prerak in Sheopur is working closely with SDM and DPO to support the department in overall management of stations (transportation, food, basic essentials) for migrant workers who have come home from different districts of Rajasthan.

Preraks also share and provide COVID-19 related information (Short Messages, informative videos, posters) to district and to ground functionaries. Preraks are active in promoting the Arogya Setu App and providing details on government relief efforts to the masses.

In Raipur, Chhattisgarh Prerak used her technology expertise to help create and promote the ‘Donations on Wheels’ app to collect cash and in-kind contributions from people to support the relief efforts. She has also been promoting this on different social media platforms. Additionally, she is monitoring and disseminating the data from the app.

Prerak in Vizianagaram of Andhra Pradesh is a part of the team, which distributes food to the homeless. So far, she and her team have reached out to more than 200 homeless families in three different areas. This team has also provided food packages to the Police Departments as a token of gratitude for their support during this crisis. Pallavi and the district team are also supporting the anganwadi workers by providing them with the materials for making masks and distributing to the community.

The Preraks in Kerala are supporting the Government of Kerala, in collating and analysing the elderly survey report of regular checks on the health condition of elderly people in each district during the period of COVID-19. The daily reports on this data are being sent to WCD directorate, Trivandrum.

The Preraks in Kerala have been also making videos to create awareness in the community on the importance of Hygiene practices in fighting against COVID-19. They also help in disseminating messages and videos received from the Directorate to CDPOS, LS & AWW.

In Beed district of Maharashtra, Preraks are training the anganwadi workers on the rationale, process of installation and usage of the mobile app called ‘eZee forms’ which serves as a common platform and communication channel for all the administrative departments.

Preraks in Rajasthan have been active in the behavior change communication (BCC) message dissemination - they have created posters and IEC materials for the district which has approved and disseminated at large masses.

As states grapple with the outbreak and resources are utilised wholly in COVID-19 relief efforts, Preraks are ensuring that POSHAN Abhiyaan related activities continue to be rolled-out and such that the gains of the initiative are not diluted. In most of the states, the focus is on the smooth delivery of THR at homes of beneficiaries. Preraks are coordinating this important activity. They are also responsible for collating detailed information and coordinating with CDPOs and Anganwadi workers personally to ensure delivery, understand challenges and report to the district.

In Sheopur of Madhya Pradesh, Prerak created sector-wise groups of anganwadi workers on WhatsApp to ensure that important IEC materials are available to beneficiaries through a digital medium. The anganwadi workers during their THR distribution and immunization rounds, take these digital materials with them and utilise the home visits for increasing awareness on COVID-19.

Over 1000 anganwadi centres were involved in this initiative.Preraks are also involved with data monitoring of COVID 19 sample testing and analysing data for ‘Kuposhan Mukt Indore Sambhag’ initiative.

In suburban Mumbai Maharashtra, Prerak continues to work with anganwadi workers, make videos on recipe demonstration and circulate and share them using WhatsApp.

Starting with only 10 AWWs in March this year, this initiative was scaled up to 4200 anganwadi centres by the end of April 2020. The virtual platform to reach out to the beneficiaries has received an overwhelming response. The prerak from Nandurbar district undertook the initiative and used the data from HMIS to develop the dashboard. This provides a comparative visual analysis of all districts in Maharashtra with respect to HMIS indicators. The objective of Poshan Abhiyaan is to reduce malnourishment in Children and reduce Anaemia in Pregnant Women. This Dashboard bifurcates indicators based on Child Health and Maternal Health. This dashboard consists of data for two financial years. It helps the user to understand the impact of Poshan Abhiyaan in the District.

In Himachal Pradesh, Preraks are supporting the anganwadi workers to complete the e-ILA modules. They are following up with the anganwadi workers regularly over the phone to identify challenges and address them.

Prerak in Varanasi of Uttar Pradesh has been able to ensure that SAM and MAM children in his district continue to receive proper nutrition during the period of lock-down.

Working alongside ICDS Varanasi and anganwadi workers, and an NGO Kutumb, Prerak is helping provide, ready to eat supplementary nutrition to over 2000 SAM and MAM category children.On 7 May 2020, the district organised a campaign to deliver these meals, once a day for 15 days, and also raise awareness of the caregivers.

In Chittoor of Andhra Pradesh, Prerak supported the CDPOs to conduct e-ILA training and is now ensuring that all the supervisors and anganwadi workers complete the training. Preraks are also collecting data on anganwadi centres, which have land availability for the kitchen gardens.

The Prerak in Ranchi, Jharkhand is involved in daily reporting of THR and RTE to the state team and regular monitoring of Governance Dashboard entry, right from district, block and sector.

Mr. Nanda Sarangi, Swasth Bharat Prerak Kanker, has been constantly providing technical support to the ground team working on the COVID-19 crisis by coordinating the efforts of Covid Task Force. He has provided his leadership in managing the production of 1.13 lakh face masks by the SHG workers working for WCD. Nanda, prior experience working with Government has helped us in micro planning of awareness programs meant for AWWs and Lady Supervisors.

Extraordinary situations need focused efforts, Nanda has managed the Covid 19 task force work assigned to him along with ongoing POSHAN Abhiyaan deliverables with utter sincerity.
