The day they will migrate...That will not be good for our border security," he said. The Minister said the border population held an important place in the hearts of the Government, led by Prime Minister Narendra Modi. "The Prime Minister has said special attention should be given to the well-being of the people living on the borders. I will request ITBP (personnel) to make friends with the local pop- ulation in the area of their border deployment," he said. The Minister asked the bor- der force to hold special camps to help the locals and assist them in redressing their problems. The Minister, on the third day of his tour of the areas, trav- elled to the high-altitude border out posts (BoPs) of the ITBP in Lapthal and Rimkhim by heli- copter. While this was the first time a Home Minister visited the Lapthal BoP, Rimkhim was last visited by then Home Minister L K Advani in 1998. Singh had yesterday visited the Mana ITBP BoP in Chamoli district of the State. The Minister said that he would take up the issue of high mobile call rates with the authorities concerned and restore the Rs 1 per minute BSNL calling rate, through satellite phones, for the jawans of the force deployed at some of the most arduous and high alti- tude posts along this border. The Home Minister said he was not happy that the rates were revised to Rs 5 per minute sometime ago. "This is the only means for our jawans to talk to their homes and families. I will defi- nitely take this up," he said. The Home Minister said his Ministry had enhanced the funds provided to frontier States under the Border Action Development Plan (BADP) from the allocations of last year, and in Uttarakhand five border districts and their nine blocks would be covered under it on priority for construction of roads. He said out of the special drive to construct 27 border roads in various States, 10 have been given to Uttarakhand as he directed authorities to finish the work on these links expedi- tiously. He said more roads in the Himalayan State would be con- structed under the BADP scheme as he added that the work on four stretches had been completed while one or two would become operational by this year. The rest will get completed by 2019-20, he added. During the event, where Singh also inaugurated a med- ical and civic action camp for the locals, Uttarakhand Chief Minister Trivendra Singh Rawat declared that his Government will provide job to one family member of a trooper who is killed in the line of duty. He also announced that the State, in order to boost the income and provide work opportunities to the border pop- ulation, would provide four lakh saplings of walnut and apricot trees, free of cost. The Chief Minister added that the hill State would raise two companies (about 200 per- sonnel) of an 'eco task force' at the cost of Rs 5 crore and would recruit retired soldiers as its manpower. The Home Minister reiterat- ed that the border dispute between India and China would be resolved with the help of "structured dialogue" as no country in the world now want- ed confrontation. He said the recent Dokalam "deadlock" between the two neighbours was resolved after a positive approach was made. Singh praised the ITBP troops for doing their duty "very bravely, patiently and diligently". He said he was visiting ITBP posts to compliment the force and boost the morale of these men who face various hardships and adversities while rendering their task and nothing more should be read into it. The 90,000-personnel strong ITBP is tasked with guarding the 3,488km long Sino-India border across five states starting from Jammu and Kashmir to Arunachal Pradesh. Both factions of JKCA are contesting various cases before the Courts including High Court for claiming the rightful and legitimate office bearers of the Association and due to the dis- pute between two factions claiming to be the office bearers of the Association and it has led to the suffering of cricket in the State. Senior Advocate Sunil Sethi on behalf of BCCI submitted before the Court that board has no objection to the appointment of Administrator for holding next elections for the Association. "…the person to be appointed as Administrator should be of undoubted honesty and integrity, preferably a retired Judge of Supreme Court or retired Chief Justice or retired Judge of High Court", Rahul Johri Chief Executive Officer of BCCI submitted in his reply. Sethi further added that the constitution of JKCA should be amended in due deference to the Lodha Committee recom- mendation and as per the orders of Supreme court as the Board (BCCI) is very serious in implementing the Lodha Committee's report for the bet- terment of the administration in the sports of cricket. The appointment of Administrator for holding and electing the body of JKCA has been suggested in view of dis- pute between the member of JKCA and series of litigation claiming therein to be the actu- al office bearers of the Association which are pending before High Court and other courts filed by Ansari and Abdullah factions. BCCI further informed the Court that presently none of the factions is existing and there is no provision in the constitution of JKCA qua continuation of office bearers beyond the term, even for holding the elections. Petitioners submitted that JKCA has been infamous for sometime about the in fight between various political groups and the result of such rivalries has led to compromise in nurturing the vast and raw talent of the youth of the State. "Cricket being the only sec- ular unifying religion in our heterogeneous country forced the Supreme Court to constitute a committee under former Chief Justice of India RM Lodha to recommend reforms for cricket in India, Lodha committee after a thorough study of the BCCI's and State Associations functioning pre- sented its recommendations to the Supreme Court", the peti- tion read. Supreme Court ruled in favour of the majority of the Committee's recommendations and directed the BCCI and State Associations to imple- ment said recommendations as per the guidelines framed by the Lodha committee. Supreme Court, the peti- tioners said, by its further orders sacked the higher eche- lons of the JKCA, leaving JKCA in total chaos, which has made the petitioners to suffer of no fault of theirs. It is mentioned here that Supreme Court constituted a committee under its former Chief Justice to recommend reforms for cricket in India and determine punishments for those accused by the Mudgal Committee and directed the Lodha Committee would over- see the transition and help to implement the reforms. Petitioners alleged that the working committee of JKCA elects various office bearers against the orders of Supreme Court and despite the order of Supreme Court whereby JKCA elected members have been sacked and the second deadline issued by Lodha panel and declared that by November 2016 State Associations should appoint new electoral office. In 2014 after PDP-BJP coalition Government came into power, the Ansari led fac- tion throw out the Abdullah led faction from holding the office of Association and took over the charge of the Association resulting into filing of numer- ous litigation before the court of law claiming to be the gen- uine officer bearers of the Association. Besides other conditions laid down in the Lodha recom- mendation a candidates appointment for any post in Cricket Association must not hold any portfolio in Government, must not be above the age of 70 years and must not be convicted by any court of law in any case. BCCI for JKCA elections under supervision Former Member of Bihar Legislative Council Ganga Prasad has been appointed as the Governor of Meghalaya. Malik, former MP and BJP's national vice president, has been appointed the Bihar Governor. The post had fallen vacant after Kovind was nominated as the BJP's Presidential candidate. He was elected as President in July this year. Brigadier (Retd) B D Mishra would be Governor of Arunachal Pradesh, it said. Nagaland Governor Padmanabha Balakrishna Acharya was holding the additional charge of Arunachal Pradesh. Purohit, the new Tamil Nadu Governor, was a public personality inseparably involved in social, political, educational and industrial fields of Vidarbha in Maharashtra. He had plunged into active pol- itics in 1977 and had won election in Maharashtra Assembly for the first time in 1978 from Nagpur east seat. Purohit is also credited with revival of 'The Hitavada', an English daily founded by Gopal Krishna Gokhale, the mentor of Mahatma Gandhi. Malik, the new Bihar Governor, is in-charge of the party's Kisan Morcha and has held many important positions in both Centre and State. He was the Union Minister of State, Parliamentary Affairs and Tourism from April 21, 1990 to November 10, 1990. Malik has been a Member of Parliament (Rajya Sabha) during two terms from 1980 to 1984 and from 1986 to 1989. He was also a Member of Parliament (Lok Sabha) and was also the member of Uttar Pradesh Assembly from 1974 to 1977. Prasad, the new Governor of Meghalaya, was elected for the first time as a Member of Legislative Council in Bihar in 1994 and was an MLC for 18 years. He has served in various capacities such as the leader of the BJP in the Legislative Council. A special invitee to BJP's national executive, Prasad has also been the Leader of the Opposition for five years in the Legislative Council. Mukhi, the new Governor of Assam, took to active politics after the Emergency was clamped. He has won seven times from Janak Puri Assembly constituency in Delhi. Mukhi, who was a professor in Delhi University, had been a Minister and Leader of Opposition in the Delhi Assembly. Joshi, the new Lieutenant Governor, was the chief of Naval Staff from August 2012 to February 26, 2014. He had resigned after taking moral respon- sibility of fire in INS Sindhuratna, a submarine, according to official records. Joshi is an alumnus of the National Defence Academy and was commissioned on April 1, 1974 in the Executive Branch of the Indian Navy, they say. He has been awarded the Param Vishist Seva Medal, the Ati Vishist Seva medal, Yudh Seva Medal, Nau Sena Medal and the Vishist Seva Medal. Mishra, the new Governor of Arunachal Pradesh, was the com- mander of the NSG (Black Cat commandos) Counter Hijack Task Force that was involved in the res- cue operation after an Indian Airlines aircraft was hijacked in 1993. He has served in various wars and operational roles for the nation. He also volunteered for Kargil War after retirement and has received commendation for gallant role in counter terrorist operations. The Minister asked the bor-der force to hold special campsto help the locals and assist themin redressing their problems.

The Minister, on the thirdday of his tour of the areas, trav-elled to the high-altitude borderout posts (BoPs) of the ITBP inLapthal and Rimkhim by heli-copter.

While this was the first timea Home Minister visited theLapthal BoP, Rimkhim was lastvisited by then Home MinisterL K Advani in 1998.

Singh had yesterday visitedthe Mana ITBP BoP in Chamolidistrict of the State.

The Minister said that hewould take up the issue of highmobile call rates with theauthorities concerned andrestore the Rs 1 per minuteBSNL calling rate, throughsatellite phones, for the jawansof the force deployed at some ofthe most arduous and high alti-tude posts along this border.

The Home Minister said hewas not happy that the rateswere revised to Rs 5 per minutesometime ago.

"This is the only means forour jawans to talk to theirhomes and families. I will defi-nitely take this up," he said.

The Home Minister said hisMinistry had enhanced thefunds provided to frontierStates under the Border ActionDevelopment Plan (BADP)from the allocations of lastyear, and in Uttarakhand fiveborder districts and their nineblocks would be covered underit on priority for construction ofroads.

He said out of the specialdrive to construct 27 borderroads in various States, 10 havebeen given to Uttarakhand as hedirected authorities to finish thework on these links expedi-tiously.

He said more roads in theHimalayan State would be con-structed under the BADPscheme as he added that thework on four stretches had beencompleted while one or twowould become operational bythis year.

The rest will get completedby 2019-20, he added.

During the event, whereSingh also inaugurated a med-ical and civic action camp forthe locals, Uttarakhand ChiefMinister Trivendra SinghRawat declared that hisGovernment will provide job toone family member of a trooperwho is killed in the line of duty.

He also announced that theState, in order to boost theincome and provide workopportunities to the border pop-ulation, would provide fourlakh saplings of walnut andapricot trees, free of cost.

The Chief Minister addedthat the hill State would raisetwo companies (about 200 per-sonnel) of an 'eco task force' atthe cost of Rs 5 crore and wouldrecruit retired soldiers as itsmanpower.

The Home Minister reiterat-ed that the border disputebetween India and China wouldbe resolved with the help of"structured dialogue" as nocountry in the world now want-ed confrontation.

He said the recent Dokalam"deadlock" between the twoneighbours was resolved after apositive approach was made.

Singh praised the ITBPtroops for doing their duty"very bravely, patiently anddiligently".

He said he was visitingITBP posts to compliment theforce and boost the morale ofthese men who face varioushardships and adversities whilerendering their task and nothingmore should be read into it.

The 90,000-personnelstrong ITBP is tasked withguarding the 3,488km longSino-India border across fivestates starting from Jammu andKashmir to Arunachal Pradesh.(PTI)

Both factions of JKCA arecontesting various cases beforethe Courts including High Courtfor claiming the rightful andlegitimate office bearers of theAssociation and due to the dis-pute between two factionsclaiming to be the office bearersof the Association and it has ledto the suffering of cricket in theState.

Senior Advocate Sunil Sethion behalf of BCCI submittedbefore the Court that board hasno objection to the appointmentof Administrator for holdingnext elections for theAssociation. "…the person to beappointed as Administratorshould be of undoubted honestyand integrity, preferably aretired Judge of Supreme Courtor retired Chief Justice orretired Judge of High Court",Rahul Johri Chief ExecutiveOfficer of BCCI submitted inhis reply.

Sethi further added that theconstitution of JKCA should beamended in due deference tothe Lodha Committee recom-mendation and as per the ordersof Supreme court as the Board(BCCI) is very serious inimplementing the LodhaCommittee's report for the bet-terment of the administration inthe sports of cricket.

The appointment ofAdministrator for holding andelecting the body of JKCA hasbeen suggested in view of dis-pute between the member ofJKCA and series of litigationclaiming therein to be the actu-al office bearers of theAssociation which are pendingbefore High Court and othercourts filed by Ansari andAbdullah factions.

BCCI further informed theCourt that presently none of thefactions is existing and there isno provision in the constitutionof JKCA qua continuation ofoffice bearers beyond the term,even for holding the elections.

Petitioners submitted thatJKCA has been infamous forsometime about the in fightbetween various politicalgroups and the result of suchrivalries has led to compromisein nurturing the vast and rawtalent of the youth of the State.

Supreme Court ruled infavour of the majority of theCommittee's recommendationsand directed the BCCI andState Associations to imple-ment said recommendations asper the guidelines framed bythe Lodha committee.

Supreme Court, the peti-tioners said, by its furtherorders sacked the higher eche-lons of the JKCA, leavingJKCA in total chaos, which hasmade the petitioners to sufferof no fault of theirs.

It is mentioned here thatSupreme Court constituted acommittee under its formerChief Justice to recommendreforms for cricket in India anddetermine punishments forthose accused by the MudgalCommittee and directed theLodha Committee would over-see the transition and help toimplement the reforms.

Petitioners alleged that theworking committee of JKCAelects various office bearersagainst the orders of SupremeCourt and despite the order ofSupreme Court whereby JKCAelected members have beensacked and the second deadlineissued by Lodha panel anddeclared that by November2016 State Associations shouldappoint new electoral office.

In 2014 after PDP-BJPcoalition Government cameinto power, the Ansari led fac-tion throw out the Abdullah ledfaction from holding the officeof Association and took overthe charge of the Associationresulting into filing of numer-ous litigation before the courtof law claiming to be the gen-uine officer bearers of theAssociation.

Besides other conditionslaid down in the Lodha recom-mendation a candidatesappointment for any post inCricket Association must nothold any portfolio inGovernment, must not be abovethe age of 70 years and must notbe convicted by any court oflaw in any case.

BCCI for JKCA electionsunder supervision

Admiral (Retd) DevendraKumar Joshi will be the LieutenantGovernor of Andaman andNicobar Islands in place of Mukhi,the release said.

He was the Union Minister ofState, Parliamentary Affairs andTourism from April 21, 1990 toNovember 10, 1990.

Malik has been a Member ofParliament (Rajya Sabha) during

two terms from 1980 to 1984 andfrom 1986 to 1989. He was also aMember of Parliament (LokSabha) and was also the memberof Uttar Pradesh Assembly from1974 to 1977.

Prasad, the new Governor ofMeghalaya, was elected for thefirst time as a Member ofLegislative Council in Bihar in1994 and was an MLC for 18years. He has served in variouscapacities such as the leader of theBJP in the Legislative Council.

A special invitee to BJP'snational executive, Prasad has alsobeen the Leader of the Oppositionfor five years in the LegislativeCouncil.

Mukhi, the new Governor ofAssam, took to active politics afterthe Emergency was clamped. Hehas won seven times from JanakPuri Assembly constituency inDelhi.

Mukhi, who was a professor inDelhi University, had been aMinister and Leader of Oppositionin the Delhi Assembly.

Joshi, the new LieutenantGovernor, was the chief of NavalStaff from August 2012 toFebruary 26, 2014. He hadresigned after taking moral respon-sibility of fire in INS Sindhuratna,a submarine, according to officialrecords.

Joshi is an alumnus of theNational Defence Academy andwas commissioned on April 1,1974 in the Executive Branch ofthe Indian Navy, they say.

He has been awarded theParam Vishist Seva Medal, the AtiVishist Seva medal, Yudh SevaMedal, Nau Sena Medal and theVishist Seva Medal.

Mishra, the new Governor ofArunachal Pradesh, was the com-mander of the NSG (Black Catcommandos) Counter Hijack TaskForce that was involved in the res-cue operation after an IndianAirlines aircraft was hijacked in1993.
