Foreword Oromia Irrigation Development Authority (OIDA) is established on June, 2013, as a responsible body for all irrigation development activities in the Region, according to Oromia National Regional Government proclamation No. 180/2005. The major purposes of the establishment are to accelerate irrigation development in the Region, utilize limited resources efficiently, coordinate all irrigation development activities under one institution with more efficiency and effectiveness. To improve irrigation development activities in the Region, the previous Oromia Water Mineral and Energy Bureau entered into an agreement with Japan International Cooperation Agency (JICA) for “The Project for Capacity Building in Irrigation Development (CBID)” since June, 2009 until May, 2014. CBID put much effort to capacitate Irrigation experts in Oromia Region through several activities and finally made fruitful results for irrigation development. Accordingly, irrigation projects are constructed and rehabilitated based on that several Guidelines & Manuals and texts produced which can result in a radical change when implemented properly. Herewith this massage, I emphasize that from Now on, OIDA to make efforts to utilize all outputs of the project for all irrigation activities as a minimum standard, especially for the enhancement of irrigation technical capacity. I believe that all OIDA irrigation experts work very hard with their respective disciplines using CBID outputs to improve the life standard of all people. In addition, I encourage that all other Ethiopian regions to benefit from the outputs. Finally, I would like to thank the Japanese Government, JICA Ethiopia Office, and all Japanese and Ethiopian experts who made great effort to produce these outputs.

Introductory Remarks
“Growth and Transformation Plan” (GTP) from 2011 to 2015 intensifies use of the country’s water and other natural resources to promote multiple cropping, better adaptation to climate variability and ensure food security. Expansion of small scale irrigation schemes is given a priority, while attention is also given to medium and large scale irrigation.
In Oromia Region, it is estimated that there exists more than 1.7 million ha of land suitable for irrigation development. However, only 800,000 ha is under irrigation through Traditional and Modern irrigation technology. To accelerate speed of Irrigation Development, the Oromia National Regional State requested Japan International Cooperation Agency (JICA) for support on capacity building of Irrigation Experts under Irrigation Sector.
In response to the requests, JICA had conducted "Study on Meki Irrigation and Rural Development" (from September 2000 to January 2002) and Project for Irrigation Farming Improvement (IFI project) (from September 2005 to August 2008). After implementation of them there are needs to improve situation on irrigation sector in Oromia Region.
JICA and the Government of Ethiopia agreed to implement a new project, named “The project for Capacity Building in Irrigation Development” (CBID). The period of CBID is five years since June, 2009 to May, 2014 and main purpose is to enhance capacity of Irrigation Experts in Oromia Region focusing on the following three areas, 1) Water resources planning, 2) Study/Design/Construction management, 3) Scheme management through Training, On the Job Training at site level, Workshops, Field Visit and so on and to produce standard guidelines and manuals for Irrigaiton Development.
These guidelines and manuals (Total: fourteen (14) guidelines and manuals) are one of the most important outputs of CBID. They are produced as standards of Irrigation Development in Oromia Region through collecting different experiences and implementation of activities by CBID together with Oromia Irrigation Experts and Japanese Experts.
These guidelines and manuals are very useful to improve the Capacity of OIDA Experts to work more effectively and efficiently and also can accelerate Irrigation Development specially in Oromia Region and generally in the country.
Finally, I strongly demand all Irrigaiton Experts in the region to follow the guidelines and manuals for all steps of Irrigation Development for sustainable development of irrigation.

1. BACKGROUND
There are a numbers of micro, small, medium and large scale Irrigation
Schemes in Oromia National Regional State. Some of the schemes are
managed through group of farmers, traditional committee and others are
managed through established Water Users Association (WUA). In 2012/2013
years the Regional Irrigation Schemes Survey data revealed that there are
3187 irrigation projects managed by traditional management committees, 383
irrigation projects under Water Users Association (WUA) and 187 irrigation
projects under irrigation cooperatives societies and 3595 irrigation sites
communities use river, spring or ground water for irrigation purpose without
any proper or formal organization.

The above data indicates that most irrigation sites (traditional or modern) in
the Region needs proper organization and strengthening of WUA for proper
irrigation operation and managements activities, proper implementation of
water scheduling and fee collections. Similarly, alike in many countries in the
world, farmers in Oromia may be reluctant to support the cost of irrigation O &
M let alone the capital costs of irrigation development. The best ways to
address this issue is:
(i) Strengthening irrigation users farmers organization and their institution
at scheme level and their linkage with the local support institutions.
(ii) Strengthening scheme leaders or committee members in providing
farmers (users) with a satisfactory and cost effective irrigation service
and
(iii) Ensuring high on-farm productivity of irrigated agriculture so that
farmers are capable and willing to pay for the water service.

The basic and significant issues in strengthening irrigation user’s organization
and institutions will basically focus and give priorities on:
Water distribution plan/ water distribution schedule;
Operation and maintenance plan;
Collection of O & M fee, water fee and other necessary irrigation service
delivery fees;
Rehabilitation, modernization and expansion of command area;
Production planning and market facilitation;
Credit service and input provision.
1.1 Objectives of the Guideline
The basic objective of this guideline is to prepare a general frame work and
step-by-step procedures for stakeholder who should follow and participate in
the strengthening of irrigation Water Users Association (IWUA) under different
level.
The specific objective of this guideline includes:
To highly involve beneficiaries’, members of WUAs management and
control committees in strengthening of WUA;
To have clear decision making process on strengthening of WUA with
stakeholders including farmers;
To prepare a concrete and feasible plan for future actions under the
scheme level;
To clarify roles and responsibilities of stakeholders including farmers for
the future actions in the farmers action plan and implementation stage.
1.2 Methodology
In strengthening of WUA the basic methodology will be collecting basic data
and assessing the existing conditions at scheme level. The assessment
includes collecting quantitative and qualitative data. In the assessment WUA
Committee members, Farmers, Development Agents, District level Experts
(Water, Agriculture, and Cooperative), Farmers, TC-Team Leaders and others
will be the basic data sources. The methods of data collection will include:
(i) Direct site (infrastructure, irrigation practices & other) observation
through transect walk;
(ii) Individual farmer interviews;
(iii)Key informant interview;

(iv) Group interview;
(v) Focus Group Discussion;
(vi) General community meetings.
1.3 Purpose of the guideline
This guideline assist, guide and support irrigation users, WUAs management,
control committees and front line technical staffs to work properly
On strengthening of existing WUA and render it services to irrigation
users
On-farm water management: crop water requirements, irrigation
scheduling (amount and frequency of water applications) and on-farm
irrigation methods;
Selection of cropping patterns, promotion of technology packages for
irrigated agriculture, determination of farm budgets and compatibility
with an irrigation cost recovery approach;
Assessment and monitoring of the performance of irrigated agriculture:
land productivity, labour productivity, water productivity and farmers’
income and capacity to pay for O & M.
Moreover the guideline is purposeful for training of staff of the supervising
body, monitoring and evaluation of WUAs performance supported by
indicators and creation and implementation of a project of technical
assistance to the WUAs at scheme level.

2. IRRIGATION WATER USERS ASSOCIATION (IWUA) STRENGTHENING
PROCEDURES
2.1 Preparatory Work
IWUA needs technical support and continuous follow-up by the concerned
irrigation advisory body. As a result, before directly embarking to
strengthening existing IWUA with different size availability of some aid
materials and preparatory work will be necessary and inevitable. Some of the
preparatory work and materials include:
Confirmation of general consensus on strengthening of WUA;
Confirmation of existing condition of project and WUA;
Selection of participant Farmers at scheme, Kebele, woreda, Zone,
Region level and other concerned stockholders;
Formation of Teams and selection of facilitators who conduct the
assessment;
Preparation of working field schedule;
Conduct clear discussion of the Schedule with the team;
Communicate the schedule with local administration, Offices and
Bureaus;
Prepare necessary stationery (fillip chart, Cards, Marker, Fixer,), white
board, scheme lay-out map and other necessary materials;
Conduct irrigation site visit with IWUA committee, farmers, DA and other
staffs and have the general status of the scheme before the meeting;
Arrange the meeting place (hall), day, starting and ending time.
2.2 Team/Group/ Formation
Team or group formation is the basic element in the problem identification,
analysis and farmers action plan preparation. Therefore, the group will
include facilitators from zone and woreda OIDA offices. At the scheme level the
team includes WUA committee members, all TC-team or Water users Group
leaders, Kebele administration representatives, Development Agent (DA),
kebele court committee members and other concerned sector office experts.
The group should not be too large or too small. However, the team needs to be
representative of the whole command area of the project under consideration.
In this case if the group is too large it is difficult for the facilitators to manage,
control and lead the group discussion and find the critical problems. Similarly,
if the group is too small it is also difficult to clearly assess and identify the

problems is less than ten (10). If there are some cause and effect relationships
among the cards, facilitators make a simple problem tree to show participants
about relationship among the cards.
If participants mention problems not related to WUA management such as;
Community road rehabilitation
Health and sanitation issues
Education issues
Facilitators explain to participants that those issues are less priority during
this IWUA strengthening process because OIDA can supports mainly on WUA
matters.
2.3.2 Problems prioritization
Problem prioritization is one of the challenging processes. After all the
problems are identified, written on the cards and grouped in similar problems
categories, farmers were requested to prioritize those problems. The problems
were prioritized or ranked using voting methods and described for the
participants at the meeting. These ranked problems were the basic or point of
reference for the problem analysis, planning and action plan preparation at
the project level.
2.4 Problem Analysis
The problem analysis is the most important and dynamic part among all
stages in the workshop. Facilitators confirm on priority of problems and start
problem analysis from higher prioritized problems. To make participants
understand clearly, the careful explanation on how to conduct the problem
analysis should be made before starting this stage.
First of all, examples of the problem analysis should be shown to the
participants. Then, the facilitators show the simple problem tree prepared in
the previous stage and ask the comments from the participants in order to
have consensus with all the participants. If the participants agree with the
simple problem tree, the facilitators can start this stage (if not, some
modifications are needed).
The problem analysis is the process to identify causes of each problem
indicated in the problem trees. Usually, a problem has several causes and
those causes also may have some causes (see the example problem trees in

scheme critical problems. Therefore, the team has to be manageable size and
the whole beneficiaries can join the general meeting when the scheme farmers’
action plan is finalized.
2.3 Problem Identification and Prioritization
2.3.1Identify Major Problems
Before starting problem analysis, farmers and facilitators will identify the
major problems closely related to overall WUA management. Facilitators divide
participants into some groups, if necessary. Each group is given cards to write
their major problems of the project. The rule of writing cards should be
explained thoroughly to the participants. The facilitators also have to
understand how to write cards and explain tips of writing card to participants.

After the preparation of the cards by each group, facilitator puts cards on a
wall and confirms the meaning of the problems if the statements written in the
cards are not clearly understandable. Several cards might indicate similar
problems, thus the cards indicating almost the same problem will be
categorized into one group (grouping process). After the grouping the
facilitators confirm the additional problems which are very important but are
not indicated. If participants want to add some more problems, facilitator
allows them to add a few but not many. Recommendable number of total major

Box 2). The active discussion should be made to clarify the credibility of causes
mentioned by a particular person. To incorporate a cause into the tree or to
remove a cause from the tree, the consensus of participants should be
necessary (always asking participants “agree” or “disagree”).

During the problem analysis, the cards will be written by the sub-facilitators to
minimize the time for writing cards. The cards written by the participants who
cannot express their opinion in front of many people (very shy or no confidence
to talk) are also welcome; however the credibility of the card contents should
be checked with other participants.
If few participants tend to dominate the discussion, facilitator should pay more
attention to handle those persons. They contribute a lot for the discussion but
sometimes become too dominant. Please always consider equal opportunities
to voice out opinions for all participants even though it is very difficult to do.
After making the problem tree, the team members prepare the problem
analysis table as output of the analysis. The format of problem analysis is the
following. This will be used for action plan making.

2.5 Action Plan Making
The action plan and roles and responsibilities will be prepared by using the
following format. After the problem analysis, facilitators discuss solutions of
root causes with participant. Those solutions will be actions in the action plan.

The contents of actions should be very clear so that everybody may have same
ideas on their actions. The expression of the target should be very clear and
specific. e.g. a number of meetings (5 times in three months), minutes of
meetings (every meeting minutes and submission to OIDA, amount of
irrigation fees to be collected (more than 90% of members pay …. Birr/ crop
season), number of days for communal works (10 days with 50 members or all
members)

The time duration of the action plan will be from April for one year. If too many
activities are indicated in the action plan, the facilitators should confirm the
appropriateness and feasibility of the volume of activities with the participants.
If it is very difficult for participants to accomplish all actions, the facilitators
should make some arrangements to reduce the volume of the actions.
If participants do not mention several important issues, facilitators will ask
participants about those issues such as;
Water distribution plan;
Operation and maintenance plan;
Collection water fee;
Expansion of command area (it is very difficult so far, check conditions
of dry season).
2.6 Consensus making with other members
During this workshop, the action plan and roles and responsibilities are
decided by representatives of members, but those output of the workshop
should be shared with other members and those contents should be agreed
with others. To have consensus of action plan, more than two third (66.7%) of
beneficiaries (WUA members) should agree. If the percentage of agreed
members dose not reach to 66.7% of total members, action plan will not be
implemented. Once more than 66.7% members out of total members,
members who do not agree with those output made during the workshop
should follow decisions of majority members and participate communal works
for rehabilitation. This point should be emphasized by facilitators.
Facilitators confirm a necessary period to get signatures from members and
set up date for signing of an agreement on action plan.

3. MONITORING AND EVALUATION
3.1 Monitoring
Monitoring is a continuous function that uses systematic collection of data on
specific indicators to provide management and main stakeholders of an
ongoing development intervention with indications of progress and
achievement of targets and progress in the use of allocated or existing
resources.
Therefore generally monitoring are:
Involves the collection of routine data that measures progress towards
achieving targets;
Used to track changes in the intervention performances over time;
Helps to make informed decision regarding the effectiveness of the
intervention and efficient use of resources. Monitoring is aimed at:
- Providing records of implementation
- Ensuring results are progressing according to plan;
- Providing signals of deviation from initial plans;
Records inputs, activities and results;
Identifies deviations from work plans;
Identifies constraints/bottlenecks;
Gives information about overall efficiency & effectiveness;
Learn from achievements and mistakes;
Share results with others.
- As a result, the operation, maintenance and management activities
of WUA shall be monitored continuously and carefully by Woreda
OIDA Experts.
- The monitoring shall focus on whether equity of land and water
resources allocation will be ensured among the WUA members, and
whether proper operation and maintenance of the facilities and
financial management are carried out, holding the regular meetings
to solve their problems arisen in the scheme.
- It is also of importance to monitor if the funds formation for
replacement of the some assets is being conducted according to the
plan.

3.1.2 Monitoring System
Monitoring activities conducted by Woreda OIDA expert as well as WUA
are classified in the following categories:
- Field visit monitoring,
- Interview of WUA members, and
- WUA performance report.
The field visit monitoring shall be conducted regularly by woreda
irrigation experts so as to grasp present condition and potential risk of
the WUA management activities.
Whenever the members of WUA report to the Woreda OIDA office any
problems that can arise during the scheme management, the officers of
the Wareda shall carry out interview with them.

The records of the field visit monitoring as well as the interview from
WUA members shall be documented according to the specified formats,
in which the officers are requested to fill the events through the field
visit and interviews, suggestions and recommendations to solve the
problems, and result of follow-up study if the problems are solved or not.
The WUA performance monitoring report shall be prepared twice a year
to report the results of the monitoring and evaluation to the OIDA Head
Office.
3.1.3 Schedule of Monitoring
Schedule to conduct the monitoring activities should be scheduled per month,
quarterly or six month.
3.1.4 Monitoring Format
Different formats have been used in conducting monitoring and evaluation of
an irrigation projects. Formats to be used for the monitoring activities are:
- WUA activities monitoring sheet
- Summary of WUA activities monitoring sheet
- WUA performance monitoring report
3.2 Evaluation
Evaluation is a systematic and objective assessment of an ongoing or
completed intervention for its efficiency, effectiveness, relevance,
sustainability and impact of an intervention. Evaluation provides managers
with information that is credible and useful, regarding performance, strength
and weakness.
Therefore, it enables mangers to improve future planning, delivery of services
and incorporation of lessons learned into decision-making.
Effectiveness, efficiency, relevance, sustainability and impact are the common
evaluation criteria.
Effectiveness: a measure of the extent to which an intervention attains its
specific objectives
Efficiency: a measure in which an intervention uses the least costly resources
necessary to achieve its objectives
Relevance: a measure of the extent to which an intervention contributes to

higher level objectives
Sustainability: the likelihood that an intervention survives after withdrawal of
the external actor/funding agency
Impact: a term indicating whether an intervention has had an effect on its
surroundings
3.2.1 Types of Evaluation
(1) Based on who conducts the evaluation
Internal Evaluation: Evaluations which is conducted by a unit and or
individuals reporting to the management of an organization are
involved.
Advantage: as insiders know the intervention better, they are able to
interpret the result.
Disadvantage: internal evaluators may avoid negative conclusion
External Evaluation: An evaluation conducted by units or individuals
outside the implementing agency.
Joint Evaluation: An evaluation in which implementing agency, donor
agencies, partners or/and beneficiaries participate in the evaluation.
(2) Based on when the evaluation are conducted
Ex-ante evaluation: Is conducted before the implementation of an
intervention to assess the potential impact of a project, program or
policy. Can provide what range of impact to expect after the intervention
is implemented.
Ongoing Evaluation: Review ongoing activities to provide guides for
corrective implementation measures in order to achieve intended results
better.
Ex-post evaluation: Assesses the interventions performance, quality and
relevance immediately after implementation is completed.
3.2.2 Characteristics of Quality Evaluations
Stakeholder’s participation: Participation of beneficiaries, stakeholders
in the design and implementation of an evaluation facilities trust in and
ownership of the evaluation findings.
Impartiality: The process should be free of interference, biases and
distortions.
Usefulness: The evaluation should address the relevant questions that

decision makers need to address, be timely and written in
understandable form.
Technical adequacy: An evaluation process needs to collect data and
information and analyze them in order to guide decisions.
Cost effectiveness: The cost of evaluation needs to be proportional to the
overall cost of the intervention. Gathering expensive data that will not be
used should be avoided.
Timely dissemination and feedback: Evaluation findings should be
shared in appropriate, targeted and timely fashion.
