In week 28, WHO:

participated in an interagency mission to Renk and Melut counties regarding the returnees .

organized a mission to Jonglei in collaboration with the Republic of South Sudan – Ministry of Health (RoSS-MoH)

supported the State Ministry of Health , Lakes, and Western Equatorial States (WES) with emergency supplies and kits.

dispatched kala azar drugs to four treatment centers in north Jonglei and Upper Nile States

supported the states of Western Bahr el Ghazal (WBG) and Jonglei with support supervision.

supported the RoSS – MoH to organize for a health cluster coordination meeting in Juba.

HIGHLIGHTS

The WHO logistics team, load assorted drugs and emergency supplies that were donated to the central ministry of health on a truck. These drugs were delivered to different states in South Sudan to respond to the current humanitarian emergencies.

Coordination and emergency preparedness

During the week: WHO supported the central ministry of health to organize for a coordination meeting on

the returnees in Uppernile. During this meeting, WHO agreed to support the cluster members in identifying the available capacities to effectively contribute to the response in Renk county. Key areas emphasized in the meeting were; the provision of mobile clinics, conducting routine assessments, triage at the landing sites/ports and, deployment of health workers at the landing site to provide key services and enhancement of routine immunization to the returnee

In Uppernile, the agency participated in an interagency assessment to Renk county in Uppernile state which is currently having over 4000 returnees at the transit point . The interagency assessment was conducted with the objectives of: assessing the needs of the

Security situation

The country remained stable and peaceful with no major events reported in week 28

Public Health Concerns

Public health issues.

Over 4000 returnees were registered and verified in Renk transit point by IOM.

A total of 24,286 health events were reported across South Sudan during the week.

WHO continued to support surveillance activities in WBG state giving top priority to the follow up of anthrax cases and advocated for the involvement of veterinary department in the outbreak response. To date a total of 83 cases have been recorded..

As of the reporting week 27, total of 777 cases of guinea worm were reported across South Sudan states.

During the week, 103 reported cases of kalazar were reported throughout South Sudan.

returnees and to understand the coping strategies of the returnees, to enable partners develop a better response plan that will guide subsequent returns in other areas of last destination.

WHO dispatched emergency supplies to the states of Lakes and WES. Three interagency

kits, three diarrheal kits and one Trauma kit was each dispatched to the SMoH in Rumbek, Lakes states,Yambio and Mvolo County inWES. This is part of WHO’s mandate of enhancing the capacity of emergency preparedness and response at the SMoH.

Following the high number of reported cases of measles in Northern Bahr el Ghazal State,

WHO in partnership with UNICEF held a consultative meeting with Office for Foreign Aid and Disaster Assistance/USAID to map a way forward on the likely outbreaks. The teams discussed and agreed on the funding opportunities and strategies that could be available to contain the outbreak.

In Warrap State, WHO participated in an interagency assessment to Tonj East county. This

follows reports of inter and intra community clashes that took place between 30th June to 9th July. As of the reporting week, a total of 28 people were being treated in Maria-lo Hospital for injuries. There was no evidence of displacement as most of the affected people had been absorbed by relatives. The facility records (Romic PHCU) did not indicate any difference in the patient load.

As part of collaboration and backstopping of partners with essential life saving drugs, WHO supported Medair in the Uppernile state, Diocese of Torit in Narus, EES, Save the Children and Servants heart in Chotbora with kalazar treatment drugs. A total of 3600 SSG,480 ambisome and 600 diagnostic dipsticks were distributed.

In relation to emergency response and support to areas with high returns, all returnee children arriving from Renk and other locations were given measles and other antigens. WHO, UNICEF and ministry of health are planning to implement a measles follow up campaign targeting children between 6 -59 months in high risk states of NBeG, Warrap, Upper Nile and Unity states. A microplan for the response has been finalized.

Disease surveillance update

A total of 61 (76%) of the 80 counties submitted their weekly surveillance reports to the central MoH reporting a total of 24,286 health events.

A total of 547 health facilities submitted the weekly disease surveillance reports, and the

proportion of health facilities submitting reports has sharply increased this week compared to weeks 26. (see fig;1 below in percentages)

There were no confirmed communicable disease outbreaks recorded across southern

Sudan during this reporting period, displaced camps and in surrounding areas. An increased number of Acute Watery Diarrhea (AWD) cases were recorded in week 27

from 547 health facilities across the country. A total of 3,845 AWD cases were reported this week, 66% of these were children below 5 years of age. Health facilities in NBG recorded the highest AWD cases this week as compared to the previous weeks. In Twic and Agok, the health facilities serving the displaced people from Abyei recorded less AWD cases as compared to the previous weeks, although some key facilities did not submit their weekly surveillance reports for week 28.

Health cluster partners continue coordinating the response in collaboration with the

WASH partners so to improve the water and sanitation situation in the returnee settlements in Uppernile, Warrap and IDP camps in the key states.

An increased number of measles cases continue to be reported from health facilities in

NBeG, Unity and Warrap States. A total of 34 cases with 2 deaths were recorded in South Sudan. The increase in the incidence of measles in the three states could be a result of population movements, change in epidemiological profiles due to returnees and displaced children with low immunization coverage.

Twelve new cutaneous anthrax cases were reported during this reporting period from Jur

River county. As shown in figure 1 below, the cumulative number of cases has so far reached 83 cases as of week 27, with no death. The incidence peaked in May then declined the following weeks and then rose again this week. Majority of the cases were recorded in Mabior Abiem, Maynang, Thaqueng and Gieric villages all in Jur River county. The ministry of health is coordinating with the veterinary department at state level to respond to this prolonged outbreak. Animal vaccination campaign is planned in the affected villages (refer to figure 2).

A total of 103 new kala azar cases and 5 Relapse or PKDL cases with 2 deaths were reported during the reporting week from 9 of the 24 treatment facilities in Upper Nile, Jonglei, Unity and Eastern Equatoria. This week over 673 patients received treatment in the 9 treatment centers. There were increased numbers of new admissions in Jiech in

Jonglei State and Chotbora in Upper Nile state in the past two weeks, this is associated to the availability of health services, increased number of returnees and intensive community awareness.

As of week 28, a total of 607 cases of guinea worm were reported, 653 of these cases were detected in Eastern Equatoria. This state continued to report high numbers in 2011compared to 2010 when 539 cases were reported during the same period.

In Central Equatorial state, WHO supported the training of 27 community based volunteers in Terekeka county in Central Equatoria state. These volunteers will be provided with bicycles to support integrated disease surveillance.

The state and county surveillance teams in WBGS investigated the reported cases of guinea worm disease in Barurud Buma, Udici payam in week 28. WHO/SMoH continue to follow up the guinea worm health events.

Partnerships

In collaboration with the central ministry of health, WHO supported the state ministry of health Jonglei state to conduct training for community health workers on how to detect and contain a guinea worm case. The trainings were organized in the counties of Ayod, Duk,Wuru and Nyiro. Most parts of Northern Jonglei have so far interrupted indigenous transmission of the disease.

During the week, WHO in collaboration with the central minstry of health organised a mission to Bor hospital in Jonglei state. The mission was part of the WHO and the RoSS - MoH post independence support to the state and to take time at Bor hospital where the RoSS – MoH was to be presented with the Canadian International Development Agency (CIDA)-

funded project design that has been accepted by the community and local authorities to ensure that the central ministry of health, the Jonglei State Governor/State Ministry of Health (SMoH)/hospital management, the community, and WHO are on agreement about the interventions for the hospital. The CIDA funded project will strengthen the provision of emergency obstetric and new born cares services in 8 identified hospitals across southern Sudan.
