This Crime Statistics Report for the First Quarter, 2013 covers the period from January to March 2013. This is a compilation of reported crime statistics prepared by the South Sudan National Police Service under the Ministry of Interior with support from the United Nations Development Programme (UNDP) and the United Nations Mission in the Republic of South Sudan (UNMISS) Police.

Compilation and analysis of crime statistics in the previous year has revealed several important facts regarding criminal activities in various parts of the country. The Quarterly Crime Statistics reports have shown an increase or decrease in crime during specific months, occasions and in particular geographic areas. There appears to be a strong correlation between crime and economic/commercial activities in some states. I have requested the Inspector General of Police to forward these reports to all State Police Commissioners so that they can better understand and respond to law and order challenges in their areas of responsibility. The crime patterns illustrated by the reports facilitate the deployment of human and material resources by the Commissioners to curb criminal activities in specific areas. I strongly encourage the State Police Commissioners to use the findings and analysis of these reports to initiate effective preventative measures to reduce crimes in their states.

The Ministry of Interior remains committed to this initiative and will continue to work with partners to ensure that the police leadership and the public are kept informed about crime in South Sudan.

Preface

This Crime Statistics Report is the first compilation for 2013 being published by the South Sudan National Police Service (SSNPS). With its publication we enter the second year of this important initiative taken by SSNPS with the aim of transforming it into a professional police service sensitive to the needs of the community and human rights. Compilation of National Crime Statistics from the field has laid the foundation of a sustainable reporting mechanism and enabled the police to identify, monitor and analyse crime trends and take effective remedial measures. The information provided shall also facilitate optimum utilisation of resources and maximise output of crime management, control and prevention.

Like previous reports the First Quarter report for 2013 also provides a comprehensive view of the nature of crime trends in the country as defined by the South Sudan Penal Code Act 2008. In addition to the quarterly analysis, this report also contains comparative analysis with Quarter One and Quarter Four of 2012.

Review of the report reveals that the number of crimes reported has increased. While effective steps such as targeted deployment of police, increase of patrolling in high risk areas, improve community policing mechanism to prevent and detect crimes etc. need to be taken to check this trend, it indicates that the relationship between the communities and SSNPS is improving. This is a positive trend and will encourage SSNPS to continue to live up to the expectations of the community through the professional discharge of duties.

The South Sudan National Police Service will continue the collection, compilation and analysis of monthly crime statistics and its quarterly analysis. The First Quarter Report for 2013 is published to provide critical data to facilitate strategic decision making in planning, resource allocation and deployment of police personnel in combating crimes at all levels.

I would like to thank the Minister of Interior for his unwavering support to the Service and our partners, UNDP and UNMISS Police, for their technical support and commitment for enhancing the capacity of SSNPS in this critical area.

introductionIn December 2011, the South Sudan National Police Service (SSNPS) with support from the United Nations Development Programme’s (UNDP) Rule of Law and Access to Justice Project and the United Nations Mission in South Sudan (UNMISS) Police started collecting and compiling monthly crime data in a uniform format, which was developed based on the Penal Code Act 2008. After the collection of the data, SSNPS with its partners compiled the resulting information into a central database. The further analysis and production of criminal statistics has provided an evidence base for SSNPS and the Ministry of Interior to effectively respond to criminal incidents in South Sudan.

METHODOLOGY Police Stations collect crime data on a monthly basis using a standardized template, which is sent to the County Headquarters for further aggregation and onward submission to State Police Headquarters. In turn, the State Police Headquarters aggregate the crime data and send it to the National Crime Investigation Department (CID) Headquarters. With support from UNDP, the National CID Headquarters reviews and analyses the data for trends, frequency and seasonality of crime. The Quarterly Reports are then reviewed and endorsed by the SSNPS and publicly disseminated. The institutionalization of the crime statistics mechanism provides a sound evidence based foundation for planning, deployment and resource mobilisation to combat crime.

It should be noted that anecdotal evidence suggests that the majority of the South Sudanese access justice through customary and traditional institutions. The inadequate frontline justice services and infrastructure at state, county and payam levels has limited people’s access to formal justice institutions, which contributes to a low level of reported crimes. The extension of the formal justice system through construction of rule of law facilities at various levels has facilitated the extension of State authority. This is expected to increase

Chart 1 shows the overall trend of reported crimes in the First Quarter (January – March 2013). There is a significant decrease in the number of total reported crimes in the quarter from 15,518 in January to 5,451 in March.

citizens’ access to frontline services including police stations. In the First Quarter of 2013 (January to March 2013), there has been an overall increase in the number of reported crimes compared to previous quarters. However, there is a need for further analysis through monitoring and evaluation on reported crime rates of states by the national headquarter, as to whether this increase is attributed to availability of policing services or an increase in crime.

This report provides a comprehensive view of trends within the reporting period (First Quarter of 2013), and a comparative analysis of First Quarter of 2013 (January to March 2013) with the First Quarter of 2012 (January to March 2012) and the Fourth Quarter of 2012 (October to December 2012). The report also includes comparisons and analysis of crimes by category and by State and region.

This report covers the officially reported crimes under various sections of the Penal Code Act 2008 including: Crimes Against the Body, Crimes Against Public Order, Crimes Against Property, Morality, Gender and Marriage Related Crimes, Crimes Against Country or Government, Crimes by or Relating to Public Servants, Counterfeiting Crimes, Drug Crimes, Crimes Affecting Public Health, Safety and Convenience, Traffic Crimes, and Other Crimes etc. Based on this categorisation, and an aggregated modulation of the data, substantiated trends are then developed to reflect the crime rate per State and region.

Table 1 above presents the number of reported crimes for each Penal Code offence and their percentage contribution to the overall level of crime from January to March 2013. A total of 26,904 crimes were reported during the quarter. While 64.24% offences were under the category of Crimes Against Property, 22.19% were under Crimes Against the Body. On average 1,990 offences were reported under the category Crimes Against the Body per month. Crimes Against Property saw a significant decrease, dropping down from 78.70% in January to 46.64% in February and 42.23% in March. The decrease can be attributed to the reduction of Cattle Theft from 10,210 in January to 725 in February to 47 incidences in March. The increase reported in the Crimes Against the Body category in February 1,892 (31.88%) as compared to January 2,132 (13.74%) could be a result of the decrease in the level of Crimes Against Property. No specific increase or decrease was noted under any of the crime categories except Crimes Against Property.

Crime Against Property: Under this category the major contributing offence was Theft , followed by Cheating / Economic Offences and Robbery. Specifically:

■■ Theft contributed 90.82% in January, 58.71% in February and 48.78%, in March. This offence contributed 80.08% of the overall reported crime in the quarter for this category, which is the highest compared to other crime categories.

■■ Cheating/Economic Offences contributed 6.36% in January, 26.52% in February and 34.58% in March. This offence contributed 13.35% of the overall reported crime in the quarter for this category.

■■ Robbery contributed 1.03% in January, 3.61% in February and 5.43% in March. This offence contributed 2.03% to the overall reported crime in the quarter for this category.

Crime Against the Body: This category is the second highest occurring crime in the category for the quarter. Major contributing offences are Simple Hurt followed by Grievous Hurt and Murder. Specifically:

■■ Simple Hurt Crime contributed 37.38% in January, 41.28% in February and 45.81% in March. This offence contributed 41.37% to the overall reported crime in the quarter for this category.

■■ Grievous Hurt contributed 34.80% in January, 31.03% in February and 28.51% in March. This offence contributed 31.55% to the overall reported crime in the quarter for this category.

■■ Murder contributed 14.40% in January, 9.83% in February and 5.08% in March 2013 respectively. This offence contributed 9.91% to the overall reported crime in the quarter for this category.

Morality, Gender and Marriage Related Crimes: This is the third highest contributing category. The major contributing offence was Adultery followed by Rape, Domestic Violence and Sexual Harassment. Specifically:

■■ Adultery contributed 51.72% in January, 62.32% in February and 58.66% in March. This offence contributed 58.06% to the overall reported crime in the quarter for this category.

■■ Rape contributed 23.87% in January, 13.23% in February and 13.39% in March. This offence contributed 16.35% to the overall reported crime in the quarter for this category.

■■ Domestic Violence contributed 5.04% in January, 12.42% in February and 10.39% in March. This offence contributed 9.63% to the overall reported crime in the quarter for this category.


■■ Sexual Harassment contributed 3.98% in January, 5.21% in February and 4.16% in March. This offence contributed 4.51% to the overall reported crime in the quarter for this category.

■■ Marriage Ceremony related offences contributed 2.39% in January, 2.20% in February and 2.31% in March. This offence contributed 2.29% to the overall reported crime in the quarter for this category.

The Category of Other Crimes, contributed 2.68% to the overall crimes in the quarter. This category includes crimes under the Penal Code which could not be specified in the template being miscellaneous in nature.

Traffic Crimes: This category contributed 1.62% in January, 6.94% in February and 6.37% in March. This category contributed 3.76% of the overall reported crime in the quarter. In Traffic Crimes, the major contributing offence was Reckless Driving followed by Other Traffic Violations and Causing Death by Driving. Specifically:

■■ Reckless Driving contributed 54.37% in January, 24.03% in February and 44.67% in March. This offence contributed 38.67% to the overall reported crime in the quarter for this category.

■■ Other Traffic violations contributed 36.11% in January, 50.24% in February and 23.63% in March. This offence contributed 37.59% to the overall reported crime in the quarter for this category.

■■ Causing Death by Driving contributed 6.35% in January, 8.50% in February and 7.78% in March 2013 respectively. This offence contributed 7.72% to the overall reported crime in the quarter for this category.

Crimes Involving Dangerous Drugs: This category contributed 1.14% in January, 0.40% in February and 0.97% in March. In the quarter, 0.94% of overall crimes reported were related to this category. Specifically:

■■ Unlawful Dealing in Drugs contributed 80.79% in January, 100% in February and 98.11% in March. This offence contributed 86.22% to the overall reported crime in the quarter for this category.

■■ Unlawful Possession of Drugs contributed 19.21% in January, 0% in February and 1.89% in March. This offence contributed 13.78% to the overall reported crime in the quarter for this category.

The Crime Density Maps above and Chart 2 and Table 2 below show that Jonglei experienced the highest per capita crime rate at 3.08, followed by Central Equatoria 2.85 and Warrap 1.15 during the reporting period. The high crime per population density rate in Jonglei was due to the high rate of Cattle Theft in January. All other States reported a comparatively lower crime/density ratio (less than 1). Western Bahr el Ghazal with 0.13 and Eastern Equatoria with 0.16 emerged as the States which reported the least reported crime per population density. Reported crimes during the quarter varied from month-to-month, where Western Bahr el Ghazal witnessed an increase while Eastern Equatoria and Jonglei showed a decrease. Table 2 below illustrates that Jonglei registered the highest crimes 11,599 while Eastern Equatoria registered the lowest crimes 393 during the quarter.

Table 3 and Chart 3 below depict a decrease in major crimes during the reporting period, specifically: Murder, Grievous Hurt, Theft, Housebreaking and Rape. A significant decrease was observed in Theft cases which fell from 11,092 in January to 1,625 in February and further to 1,123 in March 2013. Murder cases also decreased from 307 to 186 to 99 from January to March 2013.

Though a decreasing trend in major crimes was discernible in the quarter, month to month variations could be observed at State level.

The following major crimes were on the rise in the following states:

■■ Murder: Western Bahr el Ghazal and Northern Bahr el Ghazal ■■ Grievous Hurt: Upper Nile ■■ Theft: Central Equatoria and Northern Bahr el Ghazal ■■ Housebreaking: Western Bahr el Ghazal and Northern Bahr el Ghazal ■■ Rape: Western Bahr el Ghazal, Warrap and Jonglei

The following major crimes decreased during the reporting period in the following states:

■■ Murder: Central Equatoria, Lakes and Jonglei ■■ Grievous Hurt: Western Equatoria, Lakes, Jonglei and Unity ■■ Theft: Jonglei reported a significant decline in Theft cases■■ Housebreaking: Central Equatoria and Eastern Equatoria ■■ Rape: Central Equatoria, Western Equatoria, Eastern Equatoria and Northern Bahr el Ghazal

Chart 3 and Table 3 above depict analysis of crime statistics by month for the quarter.

An analysis of January 2013 data in Table 3 above shows that the highest number of major crimes occurred in Jonglei 10,393 followed by Central Equatoria 597 and Warrap 359. Eastern Equatoria 61, Western Bahr el Ghazal 94 and Western Equatoria 95 were among the States with the lowest number of major reported crimes. Jonglei, Central Equatoria and Warrap accounted for 84%, 5% and 3% of total major crime respectively for January 2013. Further analysis of January 2013 data in Table 3 above shows that Theft 90.05% was the main contributor to major crime in the aforementioned States.

As depicted in Table 3 above, in February 2013, Jonglei 746, Central Equatoria 458 and Warrap 394 continued to be the three States with the highest rates of crime, accounting for 29%, 18% and 16% respectively of total major crime reported in the month. Eastern Equatoria 64, Western Equatoria 97 and Western Bahr el Ghazal 116 reported the lowest number of major crimes. Theft contributed 64.25%, followed by Grievous Hurt 23.21%, to the major reported crime rates.

Table 3 above shows that Central Equatoria 506 followed by Warrap 429 and Northern Bahr el Ghazal 288 reported the highest number of major crimes in March 2013 accounting for 27%, 23% and 15% of total reported major crime respectively. Jonglei 39, Eastern Equatoria 49 and Western Equatoria 58 were among the States which reported the lowest number of major crimes. Theft continued to be the major contributor 59.36%, followed by Grievous Hurt 29.33%, to major crime rates.


Chart 4 and Table 4 below show analysis of crime statistics by Crime Category for the quarter. Chart 4 and Table 4 below show the frequency of reported crimes by category. Crimes Against Property and the Body accounted for 64.24% and 22.19% respectively of total reported crimes. 4.87% of crimes fell in the Morality, Gender and Marriage related Crimes category while 3.76% were related to Traffic.

An analysis of Crimes Against Property in Chart 5 and Table 5 below depicts a general decrease in the number of reported crimes from January to March 2013. Though a downward trend was noticed in Theft cases, it was still the single highest contributor to property offences. Cheating experienced variations in the quarter and was the second largest component of Crime Against Property. Robbery showed an upward trend in March as compared to earlier months. Trespass cases varied in the quarter.

Chart 10 and Table 10 below depict the crime trends for the Greater Regions of Equatoria, Bahr el Ghazal and Nile from January to March 2013. The regional comparison shows the level of reported crime out of the overall total for the three States was as follows 25% for Equatoria and 24% for Bahr el Ghazal, and 51% for Greater Nile Region.

Crimes in the Greater Equatorial and Greater Nile regions recorded decrease during the quarter, whereas Greater Bahr el Ghazal region recorded an increase in the number of reported crimes. The highest number of crimes were reported in January 11,294 and the lowest in March 864. The increase in January could be attributed to the high number of Cattle Thefts in Jonglei, which showed a sharp downward trend in March.

Chart 11 and Table 11 below illustrate a comparison of crime statistics from the current quarter (January – March 2013) with the previous one (October – December 2012). Crime Against Property remained the highest reported category for both quarters, though it almost doubled in the current quarter. A significant increase was reported in Crime Against the Body and Traffic Crimes. Morality, Gender and Marriage related Crimes as well as Drugs Crimes showed marginal variations over a period of six months. The sharp change in the trend could be attributed to the festive season commencing from December to January. Increased commercial activities, travel and social gatherings during this period may have contributed to increased criminal activities.

The data indicates slight fluctuations in the number of crimes reported in October, November and February, March. However there is a significant spike in criminal activities during the months of December and January. The crime rate almost doubled in December 2012 and quadrupled in January 2013 in comparison to the October figures. Possible reasons for these observations have been enumerated in the preceding paragraph.

Analysis of the data illustrated in Chart 13 and Table 13 below, reveals an overall increase in the number of crimes reported in South Sudan under major categories of crimes in the First Quarter of the current year (January – March 2013) in comparison to the corresponding period in the previous year (January – March 2012). Crime Against Property remained the highest reported category in both quarters. The crimes more than doubled in the current quarter. A significant increase was also noticed in Crime Against the Body in the current year. While the increase was marginal in Morality, Gender and Marriage related Crimes in the current year; it showed a definite upward trend (more than double) in Drug related Crimes. Traffic related Crimes also displayed an upward trend.

In Table 15 below the columns labeled “% Change Observed in First Quarter of the Years 2012 and 2013” and “% Change Observed in Last Quarter of 2012 and First Quarter of 2013” shows the variation in the number of criminal incidents during the quarters. The label “Down Trend” shows a decrease and percentage decrease in the number of crimes, whereas, the label “Up Trend” shows the increase and percentage increase in the number of crimes in First Quarter (January – March) of 2013 as compared to First (January – March) and Fourth (October – December) Quarters of 2012. A high percentage increase was observed, during the reporting period, in Criminal Intimidation, Kidnapping, Rioting, Cattle Theft, Cheating, Misappropriation, Breach of Trust, Housebreaking, Mischief, Brigandage, Trafficking, Sexual Harassment and Illegal Possession of Weapons. On the other hand, there was a significant percentage decrease reported in Infanticide, Public Violence, Cattle Theft, Traffic Crimes and Unlawful Dealing in Drugs. Some month to month variations in the numbers of reported incidents could be attributed to seasonal factors such as dry and rainy seasons etc.

During the dry season, pastoralist communities migrate with their cattle to grazing areas and water sources. In January 2013, Bor County reported 90 Cattle Thefts; Twic East County 100 and more than 10,000 cattle were reported stolen in Akobo County. 103 Murders were also reported in this month alone.

February 2013 experienced a series of inter communal cattle raiding over grazing areas involving Unity, Lakes and Warrap States along the borders in Toch resulting in several fatalities. Cattle raiders from Unity State killed 22 people from Gogrial East County; 26 people were killed in Tonj South County and 11 people were killed in Tonj East County

Eastern Equatoria registered the lowest reported crime rate in the quarter as compared to other States. However, an otherwise peaceful State is experiencing a significant number of murders, which is mainly attributed to cattle rustling, land disputes, armed banditry, tribal clashes and mob justice. Mob Justice is mainly practiced in Magwi County due to allegations of witchcraft, while the act of cattle raiding has often led to tribal clashes.



cOnclUsiOn

Analysis of the reported crime statistics during the reporting period shows an increase in some categories of crime and decrease in other categories of crime as outlined in this report. Both the decrease and increase in crime can be attributed to a variety of factors including the booming growth in the country, especially the capital city of Juba which is attracting not only South Sudanese from various States, but also a large population of foreigners in view of the increased opportunities for employment, commercial activity and also illegal activities. In addition the rapid growth in the migrant population, uncontrolled ingress of foreigners from neighbouring countries and a manifold increase in the number of vehicles are all significant factors causing an upward trend in criminal activities in the country. The increase in reported crimes could also be attributed to the enhanced awareness of the public of their rights, an increased police presence throughout the country and the impact of extensive professional training imparted to the police. It may also indicate a growing confidence in the public in the police prompting them to report criminal activities, which hitherto was an uncommon practice. The presence of the international community and better infrastructure like construction of Police Stations, Prisons, roads, availability of communication equipment, transport etc. have also contributed significantly to more crimes being reported by the public through broadening access to local populations. While the increased number of cases being reported may be a cause of concern at this juncture and would warrant a more effective response mechanism to be put in place by the police, the fact that crime is being reported by the public and is being registered by the police is a positive development and indicates that the police have taken the first few steps towards professionalising their services. Aanalysis of these reported crime statistics can lead to targeted police interventions and resource allocation based on the evidence provided to them by improved knowledge and understanding of criminal activity in South Sudan.
