Hunting and Fishing License Sales
In SC, individuals ages 16 and above, who are hunting, fishing in saltwater or any public body of
freshwater are required to purchase a license. SC offers a variety of annual licenses, 3 year licenses and
temporary licenses. It is the responsibility of the customer to know what type of license they need to
participate in their hunting or fishing activities.
A person must have a license in their possession while hunting or fishing. Annual licenses are valid one
year from date of purchase, 3 year licenses are valid 3 years from date of purchase. Migratory
waterfowl and migratory bird permits are valid for one season only. Temporary licenses are valid only
for the dates purchased, these dates must be consecutive.
Residency
It is very important that you verify a customer’s residency when issuing a hunting or fishing license. To
be considered a resident, a customer must have a valid, unexpired SC driver’s license or state issued ID
card. If a customer has a driver’s license from another state and is not active duty military or a full time
student they must purchase non-resident licenses. Owning property in this state does not qualify you to
purchase resident licenses. An international identification card with a SC address does not qualify that
individual for resident licenses.
Military Personnel
Military personnel and their dependents stationed in SC for 30 days or longer are allowed to purchase
resident hunting and fishing licenses.
Active duty military personnel who are residents of SC stationed outside of the state home on official
leave may hunt (small game) and fish (freshwater and saltwater) without purchasing a license. Other
permits, such as big game, migratory bird, migratory waterfowl, and all hunting and fishing tags must be
purchased.
Full-Time Students
Full time students are allowed to purchase resident licenses by presenting their student ID card

International Customers
International customers may present their passport, driver’s license or international government issued
documentation to purchase their license. Non-resident license fees apply. Living in this state for an
extended period of time or presenting a SC address does not qualify international customers to
purchase a resident license.
Hunter’s Education
Anyone born after June 30, 1979 must present proof they have completed a hunter education course.
We accept hunter education from any state.
Senior Lifetime License
Residents of SC who have reached age 64 are allowed to purchase a Lifetime Combination license for
$9.00. This license covers hunting, fresh and saltwater fishing, big game permit, WMA permit, migratory
waterfowl permit and set hook permit. This license is available at DNR offices or through the mail by
application. DNR offices are located in Columbia, Charleston, Clemson, Florence, York and DNR at the
Market in West Columbia. An application is available in the hunting and fishing regulation guide.
Disability License
Residents of SC who are disabled and receiving disability benefits may receive a 3 year license that
covers hunting, fresh and saltwater fishing, big game permit, WMA permit, and migratory waterfowl
permit. This license is available at DNR offices or through the mail by application. DNR offices are
located in Columbia, Charleston, Clemson, Florence, York and DNR at the Market in West Columbia. An
application is available in the hunting and fishing regulation guide.
Hunting and Fishing Tags
Nongame fish tags, antlerless deer tags, turkey tags and shrimp baiting licenses are available at DNR
offices, online, through the mail or by calling 1-866-714-3611. DNR offices are located in Columbia,
Charleston, Clemson, Florence, York and DNR at the Market in West Columbia. Tags must be in the
person’s possession before they can participate in the activity.
Turkey tags can be requested at no charge by the customer at the time the license is purchased from
any POS vendor. Turkey tags will be mailed in February.

How to Sell a Hunting or Fishing License
You must login to the licensing sales portal by entering your username and password. You should be
given your own username and password by the administrator of your store.
Passwords must contain at least 7 characters to include at least one capital letter and at least one
number. You will be required to reset your password every 4 months for security purposes. If you
forget your password, you may call DNR at (803) 734-3833 or (803) 734-3824 for a reset.

Select the option needed. You can issue a new license, issue a duplicate license or reprint your last
transaction only at no charge. Reprint license can be used if the printer jams or if the license did not
print.
Hunting & Fishing Licenses, Permit and Tags
You must have a picture ID in order to issue a hunting or fishing license. If the customer is a minor and
does not possess a driver’s license of ID card, you can verify residency by checking their parents
identification or a student ID card. If the customer is a resident, they must have a SC driver’s license or
ID card issued by SC.
Ask the customer if they have an old hunting or fishing license. If so, the license will have their customer
ID number on it which will make the customer search very easy. If an old license is not available, ask the
customer if they have ever had a license. If so, their information should be in the system.
How to Search a Customer
To search a customer you must enter the following:
Customer ID number and Date of Birth
OR Last Name, Date of Birth and either the last four digits of their driver’s license or the last four
digits of their social security number.
***It is very important that you accurately search for a customer. If the customer has had a license in
the past, their information will be displayed. Make every effort to retrieve the customer profile to
avoid creating duplicate customer records in the licensing system.

If the customer is found the following will appear, then continue

Verify that all information is correct on the screen, if changes are needed they can be made at this time.
If the customer address is greyed out and you are unable to make changes, the customer has a boat or
motor on file with SCDNR. Any person owning a boat or motor must notify SCDNR in writing of an
address change. They can call our offices at 803-734-3857 or go online to www.dnr.sc.gov and print a
Notification of Address Change and submit it to our office.
Creating a New Customer
If every attempt has been made to locate the customer record or if the customer has never had a license
in SC, you will need to create a new customer record for that person.
If the customer has previously had a license in SC, you can search again. Verify that you correctly
entered all customer information. If you previously searched using last name, date of birth and the last
four digits of their driver’s license attempt your next search using last name, date of birth and the last
four digits of their social security number.

Manually Enter Customer Information
Select the Residency Type. For Resident, verify their SC driver’s license or state issued ID card.

Accurately enter all customer information. It is critical that you protect a customer’s personal
information. Use discretion when asking for personal information.
Select the privileges the customer wants to purchase. All privileges that are active will appear on the
right side of the screen. Verify with the customer the privileges you have selected.
Temporary Licenses will require you to enter the valid dates for the license. Enter the date the customer
wants to begin using the license.

Saltwater fishing licenses require an additional survey. It is important that you ask the customer what
they are planning to do and accurately record their information. Phone number is important.
Migratory Bird permits require an additional survey. It is important that you ask your customer the
survey questions and accurately record their answers.

The privileges to be purchased will appear on the order summary screen. Verify the customer
information is correct and the licenses or permits are correct in the shopping cart. If any information on
the screen is incorrect, use the button to move to previous screens so that corrections can be
made. Once you select continue, the sale will complete.
In order to print the license, click onto “Please Print This Page” a license will print on the thermal DNR
receipt paper.

Duplicate Licenses
If the customer has a current hunting or fishing license they may purchase a duplicate license for $3.00.
Select the option for “Duplicate Licenses” and continue through the screens. The same screens for a
new license sale will be used.
You must select the privilege type which will be “All other privileges.” The order summary page and the
receipt page will follow. Again, select
Reprint Last License
Select the option “Reprint Last License.” Enter a reason for reprinting. For example, license did not print
or printer jam.

International Customer
If a customer is not a citizen of the United States, they can be sold a license as an international
customer. A social security number is not required. Possessing a local address or residing in this state
for an extended period of time does not qualify the individual for resident licenses.
On the “Customer Search” page, select the option for international customer.
Enter all required information. If the customer has a local address, you may enter that address.
However, you are not able to change the state.
Next, enter the type of ID used. If you select driver’s license or ID card, you will be required to enter a
state. If the ID was not issued by any state, select International from the drop down box. If you select
passport, you will enter the passport number.
International customer must purchase non-resident licenses. Select the privileges requested. Verify the
correct license is being issued on the order summary page.

How to Void a License
As a cashier or an administrator you have the ability to void a license. Licenses may be voided if issued
incorrectly, issued in error or the customer decides not to purchase the license. A license must be
voided within 7 hours from the time it is sold.
When the license is voided by the store, it is a pending void. You are responsible for payment for
pending voids. The void is confirmed by mailing a hard copy of the license to SCDNR using the postage
paid envelopes provided by SCDNR. Voided licenses must be received within 30 days to receive credit.
Void is to be written on the license with a brief description of why the license was voided. Once the
voided license is received by SCDNR, the void will be confirmed and you will receive credit for the
license. It is very important that voided licenses are returned to SCDNR in a timely manner to ensure
you receive credit for the license.
License reprints or licenses that print multiple times are not to be returned to SCDNR to be voided. Only
licenses issued in error for which no payment was received are to be voided.

The license is now a pending void. A hard copy of the voided license is to be mailed to SCDNR. Once
received by SCDNR the void will be confirmed and credited to your account.
***If a license prints more than one time, do not send the extra licenses to DNR to be voided. You are
not charged for “reprint last license” or printing the license more than once. The only licenses that
should be returned to DNR to be voided are licenses that you issued in error and did not collect any
money.

Administrative Functions
Administrators have the ability to sell licenses, void licenses, view sales reports, view void reports,
manage users and order supplies.

Sales Reports
You can create a sales report for any given date range. This sales reports include voids and pending
voids. This displays the total of all license sales.
ACH Sweep Report
This report is very important. This report provides the total amount that will be debited from your
license sales account. There are two license sales sweeps per month. The first sweep will cover sales
from the 1st through the 15th of the month. The second sweep will cover sales for the 16th through the
last day of the month.

Voided License Report
The voided license report allows you to verify the status of your voided transactions. You can select a
date range and the status of the void. Void statuses are all voids, voided and pending voids. Voided
means the hard copy has been received by SCDNR, confirmed and credited to your account.

User Management
As an administrator you can create new users, modify or change users, and deactivate users. For
security purposes, each employee should have their own username and password. If someone is no
longer employed by your store, their user role should be deactivated. You can create new users as
cashiers or administrators.
Add a new user
Enter all information requested. Have your employee to choose a username and password they can
remember.
View/Modify a User
You may change any user information needed. You may search by a specific username or you may view
a list of all users and select the user that needs to be updated.

Once a user is selected, you can change the status, reset the password or update the user name.

Ordering Supplies
Select the supplies that are needed. We suggest ordering paper when your last role is placed in the
printer. You must select “Confirm” to complete your request. An order is sent to DNR for fulfillment.
You may order thermal license paper, regulations guides, postage paid envelopes for void returns and
license holders. Allow 7 to 10 days to receive supply orders. Avoid duplication of orders by multiple
employees.
