Not surprisingly, the ConsumerFinancial Protection Bureau (CFPB)

is one of the hot topics during thiselection year, and for good reason.

The agency’s penchant for “rule-making through enforcement” is underscrutiny by both industry groups andCongress.

Over the past three years, the CFPBhas engaged in enforcement actionsagainst three major auto lenders thathave limited dealers’ ability to adjustloans, and the agency did so withoutfollowing any kind of rulemakingprocess.

During a Congressional hearing lastmonth, CFPB Director Richard Cordraywas questioned about the practice byseveral senators.

“What concerns me is that the rule-making is an entire process that requiresa level of transparency and gets input,”said Sen. Pat Toomey (R-RI). “There’s acost-benefit analysis. My worry is that ifwe’re using enforcement instead ofrulemaking, we’re going to miss thosepieces.”

Sen. Jerry Moran (R-KS) said thatthe 2013 vehicle lending guidance hasled to a “more adversarial” relationshipbetween the regulator and variousindustries. Moran has introduced SB2663, which would rescind the CFPB’s2013 guidance, and which is identicalto legislation that passed in the U.S.House last year. The House bill passedon a bi-partisan 332-96 vote with thesupport of RVDA, NADA, RVIA, andother industry groups.

“I would encourage my colleaguesto join me in accomplishing that legisla-tion,” Moran said. It’s an opportunitynot only “to eliminate the guidance,”he said, “but it’s also an opportunity toimprove the process.”

Sen. Joe Donnelly (D-IN) told

Cordray that many dealers in Indianaare concerned about the CFPB’s over-sight. Cordray said the CFPB was“leery” of talking with dealer groupsbecause the agency does not have juris-diction over RV, auto, and boat dealersand didn’t want to “cross that line.”Cordray told the panel the CFPB is inter-ested in dealer input, “as long as theyunderstand that we respect that line.”

That’s correct – the CFPB says it doesnot have direct oversight of what goeson at dealerships, but through regula-tion of lenders, the agency can have asignificant impact on a dealer’s ability todiscount loans and arrange financing.

RVDA has a consistent position onthe CFPB’s overreach in vehicle lending.The current vehicle financing systemworks. The agency should stop usingflawed data and issuing enforcementactions in an attempt to correct adiscrimination problem that may noteven exist. Sen. Moran and others inCongress have the right idea – rescindthe guidance and use a rulemakingprocess that is open for consumers andthe industry.

I t’s been a busy and active Spring for me as your RVDAchairman. It started in Arizona, where I was a guest at

RVIA’s annual meeting. Among other actions it took, RVIAannounced that it will be placing a larger investment inthe National Industry Trade show it holds in Louisvilleeach November. This show is such an important event forall of us, and I’m looking forward to seeing what the nextgeneration holds.

I also want to thank Frank Hugelmayer, DeraldBontrager, and everyone at RVIA for their hospitality.

In mid-March, your board of directors met at RVDAheadquarters in Northern Virginia for our annual Marchmeeting. This important event is when we review theorganization’s strategic plan and set direction for thestaff. This year we made some improvements to theannual DSI awards by raising the score required to earnthe award. We also agreed that working with ourindustry partners to improve the availability of replace-ment parts within our industry should be one of ourprimary strategic initiatives.

Finally, I ended the month in Chicago, where RVDAVice Chairman Darrel Friesen, president Phil Ingrassia andI attended a CEO symposium for association leaders. Thesymposium was a neat opportunity for us, as it gatheredtogether leaders from different industry associations tolearn best practices in managing associations. It served asa good reminder of the importance of volunteer leaders.

People who give their time to be volunteer leadersusually do so as a way to give back to the industry.

Speaking for myself, I’m a third-generation dealerwith a business that was started by my grandfather, andalthough the industry has its ups and downs, it’s beengood to my family.

If you have the opportunity, I highly recommend thatyou find a way to participate in RVDA. There’s a level ofcommitment for everyone. The simplest is to use theassociation’s programs. When you participate in RVDA’son-line training, certify your employees, or supportendorsed vendors, you support the association – and youincrease employee morale and, hopefully, the dealership’sbottom line.

Another level of participation is to attend RVDA’sannual convention. Again, attendance not only supportsthe association but also provides you and your employeeswith tons of education and networking opportunities.

The convention has education tracks for all dealershipdepartments and is truly one of the best training oppor-tunities you can give your employees. This year’s event isslated for Nov. 7-11 at Bally’s in Las Vegas. Registration isnow open at www.rvda.org.

You can also support the association by serving asyour state’s representative on the board of delegates.These individuals serve as contacts for state-level issuesand provide guidance to the executive board on issuesthat are of most importance to dealers. The board ofdelegates meets once a year during the convention, sothe time commitment is manageable. It’s a great way toget an insider’s view of your association and start partici-pating in a leadership role.

Finally, you can contribute to the association simplyby communicating with the staff and officers. I’vereceived phone calls and emails from many of you, givingme feedback on my columns and on the issues thatmatter most to you. This communication is greatly appre-ciated – please continue keeping us abreast of what’s onyour mind.

We’re all familiar with President John F. Kennedy’squote about asking not what the country can do for youbut what you can do for the country, and I encourageyou to apply that same philosophy to our industry. We’refortunate to be part of something that provides so manyopportunities to us, our employees, and our customers.Let’s be mindful and give back so that this industryremains vibrant.

Selling the SERVICE Side of Your BusinessBy Christine Corelli

S ervice writers interact withcustomers more than anyoneelse in your dealership and play

a major role in your business’s reputa-tion and profitability. But too manyservice writers fall short when itcomes to understanding the differ-ences between selling to men andwomen. If they’re not trained on howto adapt their selling style, they’reprobably not adding as much as theycould to the department’s bottom line.

Pay attention to these nuancesbetween how men and womenapproach getting their RVs serviced,and adjust your sales approach accord-ingly:

Cutting to the chase vs.connecting Men tend to want to cut to the chasewhen discussing their service needs.

They want to get the job done andleave. Women want to feel a connec-tion to the service writer, who shouldtake the time to interact with them nomatter how busy he or she might be.

Surface dwellers vs.observers Men want to keep things simple.They go into a store and get whatthey need and may shy away fromasking a lot of questions. Womennotice things such as the servicewriter’s body language and tone ofvoice. If the service writer comesacross as if he just wants to writeup the repair and move to thenext customer, women getturned off. And they’remore likely to tell othercustomers about theirexperience than men are.

The silent type vs. thequestioner Some men believe that the more ques-tions they ask, the less knowledgeablethey appear. Not having the informa-tion puts them at a competitive disad-vantage, or so they fear. Women aren’tafraid to ask lots of questions. Theywant more information, more details,and more conversation. n

TALKING UP SERVICE Want to make customers for life?Try these tips in the service lane. Speak in terms of helping. Customers are more likely to be wonover if they feel you’re sincerely tryingto help fix their problem. Say “We canhelp you with this,” or “We want tohelp keep your RV running smoothlyso you can enjoy it for many years.”

Sell service by promoting safety. For women in particular, safety is amajor concern. Say, “We want to besure your RV is safe to drive. We’ll do athorough inspection during this mainte-nance check-up.” Use the phrase “We

Take Your Safety Seriously” in yourmarketing and advertising campaigns,and post it on your walls.

Use reassuring phrases. Try “You can be confident we’ll repairit properly,” “Come take a look at thetechs working on your RV,” and“That’s a good question.”

Educate customers. If an owner comes in for a simplecheck-up and is told his unit needs anexpensive repair such as a new timingbelt, he’s likely to balk. Explain that ifthe belt breaks, the engine will beruined, and that replacing the engine

could cost more than $6,000. Alsoremind customers that their RVs needSpring check-ups and winterizing, andthat moving parts should be lubed.

Hold an RV event for women atyour dealership. Have service personnel discuss safetyand maintenance issues, andencourage questions from theaudience.

Make your website appealing toboth men and women. Post photos of women talking to yourservice writers, as well as video testi-monials from women customers. n

The 10-Step Script for Service Excellence To ensure that all customers are treated like royalty in

your service department, use this script.

Greet them with a smile. Introduce yourself and askfor their name. Ask how you can help: “What brings you in?”Use professional responses: “It’s my pleasure to dothis for you.”Listen respectfully and never make them feel foolishfor asking questions. Explain what will be done to their RV and what it willcost. Reassure them that you’ll check the entire unit. Escort them to the waiting area; make sure it hasmagazines for both men and women. If something unexpected needs repairing, show it tothe customer and tell him what it will cost. Explain every item on the invoice. Ask for customers’ email addresses so you can sendservice reminders. Give out referral cards that offer discounts to both thenew customer and the original customer. n

T he Internet and smartdevices have permanentlychanged the way people buy

things. One example: Almost 80percent of consumers used theInternet to shop for a vehicle in 2014,according to an Autotrader.com study.The study also reported that 95percent of Millennials used theInternet, and 50 percent of them didso via a smartphone.

This change puts pressure on RVdealers to rethink how they attractand serve today’s digital consumers,especially the next generation of RVbuyers. National Public Radio recentlyaired a story about the RV market’sgrowth, attributing some of it toretiring baby boomers. But inter-viewee Renee Hinson, an RV dealer,reported that she’s also “sellingcampers to people in their 30s likenever before.”

Digital competitivenessRV dealers must evolve their sales

and finance procedures to meetconsumers’ digital expectations. Thatmeans:

• Creating a digital marketing planbuilt around a responsive websiteand search engine optimization

• Connecting your inventorymanagement system to yourwebsite to ensure real-timeupdating of online inventorylistings

• Offering an online credit applica-tion for financing with the optionof pre-approval, if available

Dealers’ websites must be easy tonavigate with both laptops andsmartphones, and they must make iteasy to find information about newand used units.

The best way to make yourinventory accessible to onlinecustomers is to connect your inven-tory management system to yourwebsite. This allows inventory to beautomatically updated on thewebsite. It’s important that the sync

occurs in real time, asunits are sold, instead ofusing a batch sync at theend of the day, becausecustomers visiting yourwebsite might believe you have unitson the lot that have already beensold.

Electronic F&I Today’s RV buyers have already

done their product research onlinebefore arriving at the dealership andare further along in the purchaseprocess than buyers in the past.Autotrader.com found that 70percent of consumers also want tostart the F&I process online. So giveyour customers the ability to applydigitally for credit and pre-approval ifavailable. That will motivate them tomake the purchase when they arriveat the dealership.

Online credit applications alsohave dealer benefits – greater dataaccuracy, elimination of illegiblehandwriting, and a single source of

truth. With an electroniccredit application, the

consumer can completethe paperwork online or at

the dealership, using acomputer or tablet. This reduces thecompliance burden on the dealer toverify that the information customersare providing is accurate. The respon-sibility is instead transferred to theconsumer; however, it doesn’t elimi-nate the dealer’s responsibility forverifying identity information or otherinformation mandated by law orlenders.

Electronic credit applications arealso easier and faster to submit tolenders – no more faxes or snail mail.Lenders can process the applicationsquicker, since they don’t need tomanually transfer the informationinto their system. Lenders can alsoquickly verify if there are complianceviolations in the application due todata errors.

by the dealer or lender, as electronicapplications provide a single sourceof truth. This means that a piece ofinformation, such as a borrower’smailing address, once inputted isreflected as entered across thedocument. It cannot be correct inone place but inaccurate in another.

Technology requirements Online credit applications have

many benefits, but there are alsorisks that have to be managed,including data security and storage.

Most RV dealers use third-partyproviders for their critical operationalsystems – website, dealer manage-ment system, inventory managementsystem, and credit applicationsystem. The same best practicesshould be used when offering anonline credit application. The dealeris responsible for protectingcustomers’ personal information, soyou may want to use a third-partyprovider that specializes in this.

You need to comply with the

Gramm-Leach-Bliley Act and theFTC’s Privacy Rule. A reputable third-party vendor will have the properdata encryption, retention, andprotection policies to protect you andyour customers. The rule of thumb isto use AES 256 bit encryption orhigher and only store data as long aslegally required.

Don’t let security and storagerequirements dissuade you fromoffering an online credit application

to customers. Becoming knowledge-able about electronic F&I processes isan important next step as you growyour dealership to serve the needs ofdigital consumers.

D uring my career in the U.S. Army, one of my jobswas training vehicle operators on how to safely andproperly use and maintain their equipment. This

continuing education helped improve both safety and theunit’s readiness status.

Support for RV owners shouldn’t end when the unitleaves the dealership lot. I believe we have an obligation tofollow through with customers after the sale. After all, anentire industry of manufacturers, dealers, repair facilities,and parts and accessories stores makes a living through RVowners, and we owe them better.

When I got back into the RV industry after retiringfrom the Army, one major concern I had was the lack ofeducation for new RV owners after the sale. RVs operatedifferently than things in your house. They may requiretowing, they need to be set up at the campground, andthey need to be maintained. In other words, they requireinstruction after the sale.

At the dealership, we conducted walk-throughs tofamiliarize new owners on how things worked in their

RVs. The orientation usuallyamounted to a one- or two-hourcrash course, and then they were senton their way. This is comparable toputting a young soldier in a 5-tontruck for two hours and sending himon his way. Looking back, it seemslike the situation was an accidentwaiting to happen. I invariably gotcalls from the new owners as soon asthey got the RV home, asking howthis or that worked.

The RV industry does a great jobmanufacturing, promoting, andselling the product, but there’s roomfor improvement in post-saleconsumer education. Back in the ‘90s,there wasn’t much available yet onthe Internet, and owner’s manualsdidn’t provide in-depth informationon how to use and maintain the RV. Ideveloped some checklists that wehanded out to new owners thatexplained how to store an RV, how toprepare it for a trip, and how to set itup at the campground. But no matterhow thorough the checklists were, Icontinued getting questions fromconfused and frustrated owners afterthe sale.

Learning to use an RV requirestime and repeated use. But ifcustomers can’t remember how tohitch the trailer or what to do afterarriving at the campground, how canthey ever gain this needed experience?If new owners only retain about 25percent of the information presentedduring the walk-through, and theydon’t feel comfortable venturing outwith the unit, how can they ever learnhow to use it? How frustrating for anew owner.

I always told my sales staff thatour ultimate goal was to make theowners’ experiences the best possibleso that they would enjoy RV owner-ship and become repeat buyers. Alltoo often, though, an RV sale turnsinto a large lawn ornament that nevermoves because the owner is intimi-dated or afraid of doing somethingwrong.

To improve post-sale education, Iproduced training videos that owners

could view until they felt comfortableenough to get out and use their units.I found that these videos helpedspeed up the learning curve andpromote owner confidence.

It’s imperative that we improvethe RV owner’s post-sale experience.Not every industry requires this kindof intensive follow-through, but it’san integral component to the RVindustry. Owners who are discouragedand intimidated won’t recommendRVing to friends and relatives, andthey certainly won’t become repeatcustomers.

RV manufacturers, dealerships,suppliers, and service facilities all playa role in improving the owner’s totalexperience. Don’t lose sight of theforest for the trees – think about howyour operation looks to a new set ofeyes seeing it for the first time. Post-sale education will pay dividendsthrough loyalty and return business.

F our U.S. senators are urging the Department ofHousing and Urban Development to adopt a newdefinition for RVs that would ensure they’re treated

as vehicles and not as manufactured housing. Sens. Dan Coats (R-IN), Joe Donnelly (D-IN), Rob

Portman (R-OH), and Gary Peters (D-MI) said in a letterto HUD that RVs should be defined as “designed only forrecreational use and not as a primary residence or forpermanent occupancy.” Such a definition would ensure thatRVs are exempt fromthe federal manufac-tured housing code andfrom HUD regulation.HUD has issued aproposed redefinitionthat would do just that,and RVDA, RVIA, anda number of state asso-ciations have filedcomments supporting the redefinition.

The lawmakers urged HUD to act quickly to adopt theredefinition “without inappropriate regulation of fifth

wheel or other RVs.” The National Highway TrafficSafety Administration (NHTSA) and all 50 statesalready define fifth wheels as motor vehicles, notpermanent housing, noted the senators. They saidthat HUD’s redefinition has broad consensus

among the RV industry, regulators, and members ofCongress.

HUD’s original 1982 definition of recreational vehicleshas become outdated over the years and no longer reflectsthe realities of today’s units, say industry officials. Oneexample: RVs originally were defined as having no morethan 400 square feet, but the advent of slide outs in the1990s has complicated the size issue.

The senators told HUD that there is a fundamentaldifference between manufactured housing and RVs – theformer are “designed to be permanent dwellings,” while thelatter are “designed for recreational, camping, travel, orseasonal use.” And while HUD has a legitimate authorityto regulate permanent housing, it doesn’t have theauthority to regulate vehicles.

Since HUD issued its proposed rule, rumors havecirculated on the Internet that the agency was trying tomake living in RVs and so-called tiny houses illegal. Inreality, HUD’s proposed clarification to the manufacturedhousing code doesn’t affect tiny homes or full-time RVers.“The proposed rule rumored to be a ‘tiny house ban’ was infact simply a clarification of classifications for RVs andsimilar dwellings and in no way bans or criminalizes tinyhome ownership or building,” according to myth-bustingwebsite Scopes.com.

Laws and regulations governing RV use are set at thestate and local levels, according to a joint statement issuedby RVDA, RVIA and ARVC. “Local and state regulationsthat limit RV stays in campgrounds, for instance, or thatallow permanent residency in RVs won’t be affect by theHUD rule. The rule itself doesn’t affect full-time RVing inany way,” the statement said. n

IIn my last column, I wrote about themechanics of getting started with thetraining of your service writer. Studieshave shown that a well-trained servicewriter can have a huge impact on bothcustomer satisfaction and the dealer-ship’s bottom line.

Now that your service writer hascompleted the coursework, it’s time totake the “Readiness Test.” Go towww.rvda.com and click on the “RVLearning Center” tab on the right sideof the screen. Next, click on“Certification” on the blue ribbon acrossthe top of the page. Click on “ServiceManagement” on the drop-down box,and select your position, such as “servicewriter/advisor.” From this screen, youcan view all of the most frequentlyasked questions and select the“Readiness Test” application. Print and

fill out the application, send in the$25 processing fee, and take the“Readiness Test.”

This test is a good indicatorfor your candidates to see ifthey’re ready for the “CertificationTest,” or if they need to re-studythe material and course work.Once a candidate feels prepared totake the “Certification Test,”simply click on the “apply forcertification” tab under “TestInformation,” fill out the form,sign, and send in the requiredfees. The testing center will emailthe instructions to the candidates,and then they’re ready to take thetest from their very own computers.
