Anyone who has followed SE’s de-velopment has understood the

mission of our fortnightly magazinefor some time. SE informs its readersabout business opportunities in Italyand in the world, and it creates a plat-form for discussion and developmentin the sector of energy. SE proposesitself to its readers and partners offe-ring completely free services that canhelp to implement various forms ofbusiness. Effectively, our job is to re-port a few projects, re-launched andmade available to our readers. In thisperspective SE has concluded anagreement with a major financial par-tner that has expertise, organizationalstructures and financial instrumentsthat facilitate the creation of solutions

that are personalized and flexible tothe needs of partners. Our close collaboration with the San-tander Group and with other impor-tant players in the financial worldallows our partners to arrange diffe-rent platforms of services connectedto the high level consulting thatmakes it possible to grasp new busi-ness opportunities, which we recentlyreferred to. The operating rental (applicable onlyto those who hold a VAT number) is amedium to long term rental rate ondevices subject to rapid obsolescenceand additional services related to it.Among these devices, LED lights wereadded a few days ago.The operating rental is a contract for

the use of property (as opposed toleasing), which aims to use the assetsonly for the duration that the custo-mer considers most appropriate fortheir needs. The types of rental are flexible, or cu-stomized, taking into account theneeds of the client and thenature/type of product sold. Alternati-vely the rentals are standard for typesof products in which processes of re-quest and activation of the rentaltakes place immediately, through acustody award procedure. The advantages for the vendor are vi-sible and immediate: reduction or ex-tension of payment times and thepossibility to penetrate the market, with a subsequent increase in sales. Italso appears evident how this systemincreases liquidity and optimizes cashflow to the company. The advantages for the dealer, on theother hand, are the rapid realizationof economic goals, increased possibi-lities for customer retention throughservice and maintenance contracts, and a more continuous relationshipwith the customer: Finally, the advan-tages for the client are the total ab-sence of impact on the financialreputation of the enterprise, imme-diate reduction of financial liabilitiesand fixed assets, no fiscal manage-ment of the space leased, total deduc-tibility of fees paid for IRAP purposes,no risk arising from the ownership of

the property, which remains in controlof the owner, maximum customiza-tion of the contract based on actualneeds and budget requirements, ac-counting for operating leasesin the financial statements only at thelevel of income (the rent is a cost), nocosts of preliminary investigations ofthe property.Lastly, our financial partner makes itsweb-tracking available, a user friendlyplatform which, thanks to a reservedarea for the dealer, allows one to ma-nage and track the progress of thenew practices added, ensuring visibi-lity and monitoring of the customerbase. The use of web-tracking allowsthe practice to be added in real-time.It also keeps the availability of the co-efficients for the calculations of thefees up to date, and maintains thepossibility of drawing up the offer. You can also monitor the steps rela-ted to the liquidation of the files and,in particular to guarantee the timingof payments to the supplier, accelera-ting processing times significantly.

hiring inventors

SE has signed a contract withforeign investors, who wouldlike to purchase Italian technological patents. This callis directed towards engineeringfirms and SMEs forapplications that hold an industrial future.

Page 13: SE 5/2013 English version

In Italy there are numerous compa-nies operating in the renewable

energy sector, and with regards to re-gistered patents, Italy is second onlyto Germany. The Vedogreen study monitored 50 ofthese excellent companies, with anaverage of 7,700 employees and anannual turnover of 3 billion euros. The Green Energy Award, which willbe discussed in the following pages, was won in 2012 by Loccioni (Produ-cer Category), Diasen (Constructor Ca-tegory), and New Twins (EnergyEfficiency Category). The award wassponsored by companies such asDanfoss and Bosch, European leadersin the sector of components forenergy. This premise seems like aduty, since our country, which has al-ways been defined as the land ofpoets and navigators, in reality has al-ways shared the greatest minds withthe rest of the world, although manyof them share little with Dante andMagellan, and all too often, do noteven share the aspect of fame. Certainly, if we refer to Galileo andMarconi, I think that those who arenot familiar with their scientific disco-veries, bases for global evolution, arequite few. But after these geniuses, there have been many more whowere less well-known, throughout hi-story and in the present. In addition to those mentionedabove, there is Leonardo, AntonioMeucci, Alessandro Volta, EnricoFermi, after whom runs a series ofnames such as Maria Gaetana Agnesi, author of the Book of Differential andIntegrated Calculus; Amadeo Avoga-dro, author of the study on the diffe-rences between atoms andmolecules; Eugenio Basanti, whichfew people know to be the inventor ofthe first combustion engine; GiovanniBeccaria, who discovered the first re-lationship between electric conduc-tors and their respective lengths;Giovanni Borelli, father of biomecha-nics; Luigi Brugnatelli, the inventor of

galvanoplasty; Bernardo Buontalenti, who invented modern ice cream inthe early ‘500s; Salvino degli Armati, who in 1200 invented the first pair ofglasses; Francesco Faà I Bruno, inven-tor of the first electric alarm clock; En-rico Forlanini, who invented thehydrofoil and a steam-powered heli-copter; Macedonio Meloni, inventorof the thermomultiplier; EvangelistaTorricelli, who invented the barome-ter; Pellegrino Turri, who inventedcarbon paper and also built the firsttypewriter. This list could continue toexcess and it would be captivating aswell. But let’s say that even if it’s typi-cal of Italian to work with some imagi-nation, it isn’t typical of Italy to fundsuch research, and above all, to deve-lop industrial production based onsuch geniality. Therefore, SE wouldlike to send out a sort of lifeline to en-gineers, designers, chemists, and in-ventors in general, who can presentto us their ideas and patents. We willbe happy to dedicate our attentionand space in our newspaper to thecharacteristics of such inventions. We will not do so randomly, becauseSE has come to an agreement with va-rious foreign investors who are inte-rested in seeing what newtechnologies are born in Italy. Theirinterest is in buying patents in Italy, and then applying their uses in facto-ries outside of Italy’s borders, espe-cially in China. We therefore await the opportunity todiscover new geniuses in our country(we say this sincerely and without anyirony), in the belief that, starting fromthese pages, we will be able to pro-pose many small, great opportunities.

The solar concentration technology isdistinguished from conventional pho-tovoltaic energy, for example in theway that the plants are made of sili-con or monocrystalline poles, or thinfilm, for the use of small solar cells, inorder to concentrate solar energy, multiplying it n times, thanks to theuse of mirrors or lenses.

The most significant advantage ofsolar concentration is that it is capa-ble of generating a much higher levelof output energy, if in conditions ofgood sunlight. The Scientific and Technological Poleof Ferrara is one of the universities oftrue excellence in Italy. At the univer-sity four towers for solar concentra-

tionwere built for the

production of renewableenergy, with a peak power of 3.8 kWeach, therefore for a total peak powerof 15 kW. The plant’s energy genera-tion will avoid the emission of ninetons of C02 per year. The operation was made possible bya collaboration between the Univer-sity of Ferrara and Telicom Srl, a busi-ness from the province of Milan,Italy’s agent for ArimaCo. Ltd., one ofthe world’s leading producers of pho-tovoltaic modules. Every module utilizes a series of Fre-snel lenses for the concentration ofsolar radiation, multiplying it about600 times on small, high efficiencysolar cells. The performance of thecell increases until reaching 35%,against the current 18% of normalphotovoltaic cells. To maximize the power collected by

the solar cells, the photovoltaic mo-dules are installed on a high precisionsystem, which tracks the position ofthe sun during the day and follows it,is that the ray is always perpendicu-lar to the cell itself. The innovativesystem of solar tracking called Akku-track was developed by the PhysicsDepartment of Ferrara, the objectof an international patent and a fi-nalist for the 2012 National Prizefor Innovation. From the development of experi-mental studies conducted on thevarious photovoltaic concentra-tion systems, it was found thatat least 10% of the energeticproductivity, and therefore theprofitability of a plant, is lostbecause of errors in the aimof the solar trackers. Akkutrack represents a stepforward in this field becauseit allows for the measure-ment of tracking accuracyin real time, and at thesame time provides a

measure of the intensity of the solarradiation, which allows one to esti-mate the energy profitability of theentire photovoltaic system. These parameters, recorded by a ca-mera borrowed from a sophisticatedoptical system, are processed througha mathematical model and transfer-red to the electronic control of themotor for the movement of the pa-nels.In this way it is possible to verify thecorrect functioning of the system andto optimize the production efficiencyof the whole solar concentrationplant.

THE FRESNEL LENS

e Fresnel lens is a type of lens invented

by the physicist Augustin-Jean Fresnel

in 1827, originally for specific uses re-

lated to navigation, in order to reduce

the thickness of the traditional lens. Its

use was later extended to many other

fields. The Fresnel lens allowed, above

all, for the construction of optics of

large size and small focal distance

without the bulk, the thickness and the

weight of the material needed to build

a conventional spherical lens of equiv-

alent dioptric power. The result is ob-

tained by subdividing the spherical

lens into a series of concentric annular

sections, called Fresnel zones. For

every zone the thickness of the lens is

limited, transforming the continuous

curve into a series of a surfaces with

the same curvature, but not

continuous.

here is theassociationfor the disposal of panels

As people know who are in field, every day when selling a photovol-

taic plant, one of the things clientsmost often want to know is alwayswhat they will have to do when the

photovoltaic panels are at the end oftheir life. In reality this is a rather ex-traordinary request, not just becausethese are unfamiliar things, but be-cause we often meet people whodon’t worry about recycling but arestill interested in the disposal of solarpanels, which they presume will needto be dealt with after twenty-fiveyears of use or more. This kind ofworry seems to come from a resi-stance to spending money on photo-voltaics rather than a real ecologicalconscience. There is a list of groups, which have teamed up with the prin-ciple companies that build panels, who occupy themselves with guaran-teeing the disposal of them and whoare eligible under the Technical Regu-lations, published in the implementa-tion of the Applicable Regulations forthe recognition of the incentivizingrates (DM May 5, 2011, and DM July 5,2012). The GSE has published a list ofthem and we report it to you here.

The main task of EC2 is to promote in-creased use of clean energy in Chinaand to sustain the efforts of the Chi-nese government to realize its plansfor more sustainable energy, which ismore efficient and more respectful ofthe environment. This is an issue forwhich China is accepting internationalinitiatives, and invites Italian compa-nies as well to make suggestions. The Center’s five areas of interest arethe following: clean coal, biofuels, re-newable sources of energy, energy ef-ficiency with regard to energyconsumption and sustainable and ef-ficient distribution systems. EC2 canbe considered as a network for excel-lence, which acts as a smart hub toprovide consultation to the Chineseand European players in the energysector. In this perspective, EC2 is car-rying out a series of diverse activi-ties—the promotion of internationaltechnological cooperation, assistancewith decision making processes (with

the support of the appropriate institu-tions), the sensitization for the useand production of clean energy. Inthis context, the third E-learningcourse has been set to take placefrom March 20 to 22 for urban sustai-nability and the green economy. The objectives of this third edition ofthe course are low CO2 emissions inthe sustainable planning of the city. The sectors of special interest areconstruction, transport, and industry. The field of application of the e-lear-ning course is to provide the commu-nity of experts with a variety of plans, policies and case studies that contri-bute to the ecological transformationtowards sustainable development.Targets of the course are local institu-tions, government officials, energycompanies, representatives and ex-perts of the sector. For small and medium businessesof the Veneto region that intend on

investing in keeping energy consum-ption low, the Veneto Region has acti-vate a decree, through an agreementstipulated with its own financer Ve-neto Development. This relates to theEnergy Fund that makes 23.8 millioneuros available to the PMIs with head-quarters in Veneto, a part of which isfunding with zero taxes (15 million),and another part that is made up ofcapital contributions (8.8 million).Another 15 million euros of contribu-tions from banks with conventionaltaxation will be available in additionto the regional funds, bringing the en-tire plafond to almost 40 millioneuros. The chosen modality, which integra-tes grant funding with the support bythe revolving fund, has already beensuccessfully tested and aims to in-crease the available resources. The Energy Fund was created, through the implementation of ameasure introduced by the ROP Ve-neto 2007-2013, for the granting ofconcessions for investments orientedtowards the improvement of produc-tion techniques, in order to improvethe energy efficiency of plants, through the adoption of solutionsthat leverage potential energy byusing renewable and non-traditional

generationsystems. In particularthe projectseligible forfundingmust relateto improve-ment of theenergy per-formance ofexistingplants (forexample through the installation ofhigh efficiency electric motors, powerfactor correction of power lines, etc.)the combined production of thermaland electric energy through cogenera-tion, the production of electric energythrough cells that run on combustiblesubstances, and the production ofenergy from renewable resources.Obviously projects are eligible thatlead to energy savings. The limiting of energy consumption, evaluated for a product unit or pro-cessing center, can regard the wholeplant or only specific productive linesor parts. The minimum cost of the facilitatedoperations is 25 thousand euros, andthe maximum is 2 million. The maxi-mum duration is 84 months. To apply, one must make the request to VenetoDevelopment which should be sent by

the lendingbank oragency. Theinvitation re-mains openuntil June30, 2015.

2012 has brought meaningfulchanges to Europe, above all re-

garding the market for photovoltaicsystems. Because of the dynamicityof Chinese solar panels and the sa-turation of the developed markets, the price of products has fallen ingiant steps, and this has causedgrave tensions, not only in Europe, but also in Asia and America. The German production plants, thathave rather solid capital, are lookingfor new outlets, especially in Centraland Eastern Europe. They are workingmore and more on new formulas toapproach renewable energy, with par-ticular reference to products for theaccumulation of kilowatts and smartgrids. Hungary is one of the markets thatproducers and designers are concen-trating on, because the hours ofenergy production during the daythere, are quite respectable. It is alsoa market that is awaiting new regula-tions for a new system of incentivesas well as for the authorization pro-cess of plants. The second International Solar Confe-rence will take place this April 25, incollaboration with Renexpo, one ofthe most important expositions of

Central Europe. That will be the mo-ment to try to give competent respon-ses for these factors of uncertainty, incollaboration with national and inter-national associations. Numerous in-ternational experts andrepresentatives of leading businessesin the solar sector will participate, who will present the most recenttrends compared with experiencesover time and experiences of othercountries. Participation in the conference wouldbe particularly beneficial to designers, developers, operators, producers, in-vestors, and managers of energy pro-jects.nager.

Every once in a while we get somegood news about the environ-

ment. This time we are talking aboutgases and chemical substances thatare damaging to the ozone. The term“hole in ozone layer” is by now com-monly understood, at least since for70 or 80 years scientists from aroundthe world have maintained that cer-tain chemical substances were modi-fying the ozone layer that surroundsour planet. This is a relevant problemfor those who believe that the ozone(which is a strong oxidant for livingbeings and a highly poisonous gas) isa gas that is essential for life on Earthbecause of its ability to absorb ultra-violet light, and it contributes to limi-ting the Earth’s rising temperature, inaddition to other effects such as im-peding the damage of marine phyto-plankton, at the base of the foodchain. Precisely for their ability to de-stroy the ozone layer of the strato-sphere, Freons were banned fromproduction and use when the 1990Montreal Protocol for the protectionof the ozone layer was signed as apart of the Vienna Convention. Withthis act governments decided to re-

duce the production and consum-ption of substances that are dama-ging to the ozone. The word Freonidentifies a family of chemical com-pounds that derive from methaneand ethane for the replacement of hy-drogen atoms with halogen atoms(chlorine, fluorine, bromine). Andsome of these precise compounds (inparticular those that contain chlorine)are those that were banned by theMontreal protocol, except for uses forwhich it was impossible to find othergases with which to replace them. A report by the European Agency forthe Environment, which analyzesmore than 200 substances that aredamaging to the ozone, it is emphasi-zed that the European Union hasmade notable progress in limitingthese damaging substances. The Montreal Protocol is one of theinternational environmental agree-ments that has been the most succes-sful until today. “This example ofglobal action,” says JacquelineMcGlade, executive director, “shouldinspire cooperation on other globalenvironmental problems.”

Hello, I am interested in installingand renting out a photovoltaic plant onmy home and 2 sheds, and if possiblealso on the land around the home. Bet-ween the buildings and the land there isabout 2 hectares of surface area. On theland there are some olive trees but withauthorization I am willing to cut themdown.

Company interested in creating sy-nergy in the photovoltaic sector is sear-ching for a company with a turnover ofat least 6,000,000 euros per year withthe certifications to ask as the EPC CON-TRACTOR to build a highly productivephotovoltaic plant of 5 MWp. We offerready-made authorizations and con-struction sites in places suitable forabout 180 MWp, a super-productive te-chnology whose profit can double overthe course of 15 years. The leasing com-pany finances 100% of the investment.

I am writing to you from Nusco (Avel-lino). Our company has a usable surfaceof 7,000 square meters divided over 3lots and we would like to rent out theroofs. More precisely the transformersubstation is inside the building, and is

therefore owned.

I am contacting you to find out if youare interested in a cover made from anartisan/industrial product of about1,500 square meters, in the municipalityof Fucecchio, Province of Florence, to in-stall a photovoltaic plant with surfacerights.

We are contacting you to ask if youhave photovoltaic plants to build andconnect or register with the network, orwith public administration for direct in-vestment by our company. If you are in-terested in selling licenses, please kindlyget in contact with us to make negotia-tions.

I am looking for work and I am intere-sted in finding employment in the sectorof environmental protection and energysavings, my field of study, which has al-ways interested me. My educational andwork experience has allowed me to ac-quire specific knowledge in the energysavings sector, and in particular with re-lation to energy efficiency of buildingsand project management of Photovol-taic and Geothermal Power Plants.

NEW REGULATIONS

FOR NETWORKS

40

Announced in March with the delibe-ration 84/2012, the third edition of

the CEI regulation 0-16 arrived last De-cember 21, after the public inquirycompleted on December 5, 2012. As indicated in the premises, the newedition of the norm was elaborated bythe CEI following the indications of thedeliberation of the Authority for electricenergy and Gas (AEEG) 84/12, whichmakes the implementation of the A70and A72 attachments obligatory, of thenetwork code of the Manager of the na-tional transmission network (TERNA

SE 5-2013 english:Smart Energy 22/03/13 11:42 Page 40

Page 41: SE 5/2013 English version

s.p.a.). The regulation takes into account te-chnical innovations that are being de-lineated at both the national and theEuropean levels with reference to thecreation of the next smart grid, andmore generally of command signalstransmitted by Distributors designedto compensate local or generalized si-tuations, correlated to the parame-ters pertaining to the quality of theelectricity service provided to users.Along with CEI 0-16 (or rather one dayahead of it) the deliberation 562/2012was published, which recants furtheractions related to plants for distribu-ted generation, to guarantee the se-curity of the national electric system, with modifications to deliberation84/2012.Deliberation 562/2012 defined themodality of implementation, or ratherthe application times, of some articlesof the CEI 0-16, which entail the im-plementation of technologies, or mo-difications to equipment, whichcannot be carried out quickly. The first actions will be taken startingApril 1, 2013 (for example the applica-tion of the table of adjustments of in-terface protection and the auditsthereof). The subsequent actions ne-cessary will be taken starting October1, 2013. The parts of the CEI 0-16 re-gulation that are not dealt with the indeliberation, on the other hand, willbecome effective 01/01/2013. One of the aspects that we find inte-resting, that has allowed us to over-come some challenges, is that thistime we are not talking about datewhen the plants began operating, butof the date that the request for con-nection was made. This is in our opi-nion a notable step forward, becauseat least we have a precise date towork with. All those employed in this field knowperfectly well that the date when aplant begins operating is not alwaysconceivable and that it therefore doesnot allow for correct scheduling, as

occurred with the CEI 0-21 and the84/2012 deliberation. Now in fact, inthe moment that a producer sends arequest for connection, he knows per-fectly well how his plant must be builtand to which articles of the CEI 0-16the plant and its equipment mustconform. Some parts of the CEI 0-16 requiremore time for their correct definition, and they are indicated in the text as“Being studied.” This formulation waschosen to emphasize the subjectsthat will complete the regulation, suchthat all the interested sectors are aler-ted, and if possible, also for loans, proofs and characteristics that can berequested to the generators in thenear future. We hope therefore not to end up, asusual, managing the whole transitionfrom the old to the new CEI 0-16 (inthe time defined by the deliberation562/2012) at the last minute, as oc-curred in the case of the BT interfacesand the ordinances of CEI 0-21. ThisRegulation will completely replace CEI0-16:2008-07 and all relative Varia-tions, which have been effective since31-12-2012. The reading of deliberation 562/2012is not so simple, in that it entails thesimultaneous reading of deliberation84/2012, and the substitution/modifi-cation of the articles and commas in-troduced by deliberation 562 (whichdoes not replace it but instead modi-fies it), with a look at the dozens of ar-ticles of the CEI 0-16 regulationsmentioned in the text. This is the usual painstaking work, which can be added to dozens ofother obligations and readings tokeep handy on your desk.

wind turbinesunder highways

The idea is not at all farfetched. Weare talking about a project, started

in Calabria, whose cost is about 40million Euros and provides the addi-tion to viaducts, new or existing, of aseries of wind turbines to attachunder the viaduct itself. As noted and through the experienceof people who drive anything thatrolls on rubber tires, when passingover kilometers of bridges, which

often connect one tunnel with ano-ther, drivers are subject to noticeablegusts of wind. The completely Italianproject proposes to take advantage ofthe winds of those valleys and tran-slate it into electric energy that cansatisfy the need of thousands of fami-lies and businesses. This system entails a limited use ofsoil and therefore a reduced impacton the environment and on the lan-dscape, in addition to redesigning theprofile of the viaduct. And it doesn’t stop there. The asphaltroad surface above the turbines willbe replaced by a technological sur-face, which is already in use in theUSA (“solar roadways”), and is capableof working as an absorbing element, generator of energy, composed of adense network of solar cells, coveredin a translucent, resistant, plastic ma-terial. This hybrid system (solar and wind)facilitates continuous energy produc-tion.

wind power isgrowing in Italy:

5,000jobs per

every year

Anev and Free Coordination havepublished the data on wind power

in Italy in 2012. The power of the newwind installations built during thepast year and connected to the powersupply was 1,272 MW, a significant in-crease compared to 2011. Thanks tothese new plants, the wind power ac-cumulated at the end of 2012 reached8,144 MW. The reason for such acce-leration should be looked for in thechange in the support system of Re-newable Resources introduced by D.Lgs. 28/201, which became effectiveat the beginning of 2013, has pushedthe operators with project construc-tion sites in order to start operatingduring 2012. This information is inline with the notable growth of thelast few years and is a testimony ofthe significant capacity of a young en-trepreneurial sector that is still confi-dent with regards to the enormouspotential of this technology. The occupation of the wind powersector is today about 40,000 emplo-yees, with an average annual growthof 5,000 more, which in a period suchas this one, is extremely worthwhileto preserve. One cannot forget that the increase inrenewable energy itself, and of windpower in particular, have allowed ourcountry to reduce imports of raw ma-

terials for fuels needed to meet theenergy demand, with consequent be-nefits for the trade balance and theenvironment.Unfortunately such a virtuous sectoris not appropriately maintained bythe Institutions, which with the DM ofJuly 6, 2012, have introduced new sy-stems of bars and incentives, in addi-tion to cumbersome mechanisms, that even with a fixed power ceilingequal to slightly less that 40% of thatwhich was realized in 2012, sufficientoffers have not been received inorder to reach it. Because of these re-gulatory actions, the results obtainedin 2012 will be impossible to recreatein 2013 and 2014 if the governmentdoes not intervene promptly on thecritical issue exposed here.

TheGerman multinational, Siemens, incollaboration with the Norwegian shi-pyard of Fjellstrand, is developing theproject with the intention of baptizingthe special ferryboat within threeyears. With a transport capacity ofabout 360 passengers and 120 cars, the ferry will rely on an electric motorand pack of fast charge batteries (only10 minutes to charge) for its power.

With the intention of redu-cing the resistance of thewater to a minimum, parti-cular attention was dedica-ted to the design of thevessel. The designers pre-ferred to build a catamaran with twonarrow hulls. The hulls will be lighte-ned by the use of aluminum insteadof the more common and traditionalsteel. This makes the ferry not only lighter, but also faster with respect to otherships of its category. The idea for theproject was presented for the first

time at a contest organized by theNorwegian Transportation Minister. As a prize for winning the contest, thetransportation company Norlen hasprovided a license for the ferry tooperate on the Lavik and Oppedalroutes from 2015 to 2025.

racecars to promoteelectric vehicles in China

China is the second teamto register in Formula E,

the innovative racecarchampionship for electriccars of the FIAThe promoters of the com-petition are the ones who bring us thenews that the name of the team wasrevealed today. China Racing uniteswith the British team of Racing Dray-son to compete in the race that willmake its debut in one of the most fa-mous cities of the world in 2014. “Chinese cities have a high level ofpollution and electric cars could helpthem to resolve this problem,” com-mented Alejandro Agag, administra-tor delegate of Formula E (FEH), thecompany that will be in charge ofcommercial rights to the champion-ship. This view is completely shared by Ste-ven Lu, the head of the China Racingteam, who is determined to make theparticipation of their team in the FIAcompetition an ideal medium to pro-mote electric vehicles in the country,in hopes of achieving a 15-20% utiliza-tion rate by 2030.

Recently the Manager of Energy Ser-vices (GSE) has updated the spendingcontract for the incentives for photo-voltaics, bringing it down about 3.6euros. Starting from this amount onecan estimate that the spending limitof 6.7 billion euros will be reached inmid-May and the incentive will runout in June.

In preparation: The new edition ofEuropean Solar Days, which will beheld in Italy from May 1-19, 2013, withthe coordination of Environment Italyand the Environmental League, andthe support of Assoterm, Climate Al-liance, Comunicare Energia, GIFI,Kyoto Club, Qualenergia, Staffettaquotidiana, and the Innovation Cloud-Solarexpo. In the month of May thecampaign will involve seventeen Euro-pean countries at once, with the orga-nization of guided visits, informationpoints, laboratories in schools, cultu-ral events on solar energy and manyother particularly interesting initiati-ves.

In Sardinia the decree was publi-shed for the evaluation procedures atthe counter of efficiency projects andenergy saving, defined and organizedas a part of the regional administra-tion’s integrated plans for sustainableurban development, includingthrough instrumental bodies, agen-cies and in-house companies and pu-blic bodies. Requests can bepresented starting March 1 until May31, 2013. The Region of Sardinia, through this decree, is working to-wards the goal of reducing the emis-sions of greenhouse gases from theisland, through the use of renewableenergy and improvements in energysavings, in to order to reach the ob-

jectives set by the “Europe 20-20-20”strategy.

The photovoltaic power of installa-tions at the global level has surpassed101 gigawatts, according to provisio-nal statistics provided by the Euro-pean Photovoltaic IndustryAssociation, EPIA. Of these 101 giga-watts, more than 30 gigawatts wereinstalled during the last year, 17 ofwhich are found in Europe. This resultrepresents a 5 gigawatt decrease withrespect to the 23 gigawatts that wereinstalled in Europe in 2011. Nonethe-less, the development of the marketsoutside of Europe has allowed for theinstallation of almost the same globalpower level as that which was instal-led in 2011.

While in Italy there are still no regu-lations related to the training of in-stallers of renewable energy plants, which will be obligatory starting in Au-gust of 2013, the Grench organizationthat specializes in training and qualifi-cation of installers of renewableenergy systems has announced that ithas trained fifty thousand professio-nals at one of its training centerssince 2006. In particular, the groupclarifies that in the last two years ithas certified 1,694 installers for thesolar thermal sector, 2,392 for thephotovoltaic sector, 3,800 for biomassrunning on renewables (stoves, in-serts, boilers), and 1,500 specializedin heat pumps.

Petrol supplies are not running out.If consumption continues at this rate, our planet’s petrol reserves will lastfor 70 years. This is confirmed by astudy published a few days ago by theinformation website of Bloomberg fi-

nancial, according to the latest figuresreleased by the Geological Survey ofthe United States. According to thescientists of this American institution,in the lower layers of the Earth, thereare at least 2 thousand barrels ofcrude oil that are waiting to be extrac-ted.

A student from the University ofMelbourne had an idea that may re-volutionize the future of clean energy.Brandon McDonald, with the supportof the Australian national research in-stitutions CSIRO, has built solar pa-nels that are so thin that they can besuspended in liquid, such as ink forexample. The mixture can thereforebe injected, painted, or printed direc-tly onto the glass, metal, or plasticsurface of buildings. In this way it ispossible to build photovoltaic wallsthat are integrated into the buildingand do not take up any extra space. These panels are formed by nano-cry-stals whose diameter is a few mil-lionths of a millimeter. The producerassures the public that their price willbe competitive with that of traditionalsolar panels, and even two or threetimes cheaper. However, consumerswill have to wait at least 5 years to seethem in action.

The starting whistle for the Rio2014 football world cup is still a littleways away, but the time has come toget started with regards to the organi-zers in order to put a green stamp onthe most important world sportingevent. In the meantime at Recife, inNortheastern Brazil, at the footballstadium of the Arena of Pernambuco, work has begun on the installation ofa photovoltaic plant with the powerpotential of a whole Megawatt, equal

to the average consumption of about6,000 Brazilians. The plant, whose ex-pected cost is of 10 million Brazilianreals (about 3.8 million euros), will becompleted in the first days of Juneand the Brazilian companies of Neoe-nergia and Odebecht Energia will bein charge of the job.

According to a study presented inthe field of the 2013 Agro-energy Ob-servatory, the sector of biogas pro-duction in Italy has had excellentresults in the last two years, with theinstallation of about 850 new plants. On the other hand, the developmentof biomethane (a biogas that under-goes a purification process that ren-ders it very similar to the fossil fuel, methane) is still not very advanced, and this sector may present plenty ofroom for expansion in the future.

In Terna’s investment plan for theyears of 2013-2017, about four billioneuros were promised for the costs in-herent to powering transmissionlines. The manager of the nationalelectric network, after a difficult year, which did however see some growthresults, would like to move towardsnon-traditional sectors, such as engi-neering and maintenance, both inItaly and abroad. The objectives re-gard increased efficiency and safetyof the lines of transmission. In fact83% of the resources will be destinedto the expansion and modernizationof power lines, while 300 million willgo to accumulation batteries to betterintegrate the variable energy thatcomes from renewable resources withthe electric network.
