Dr Ma Ngok, Associate Professor of the Chinese University, published an article Convince me with Common Sense in Hong Kong. He criticised the Hong Kong Government in rushing through the legislation of the proposed Electoral Substitution System which sounded so illogical and seemed merely as a political move. He urged the government, acting as a minimum of a civilised society, should convince the public of the proposal by common sense and rationale. In this issue we have a special report on the proposed system, and the circumstance deserves our pondering.

All governing officials of the Hong Kong Government should be well educated and undoubtedly should have sound logical and reasoning mind. The launching of a self-conflicting policy cannot be the result of ignorance or negligence, if the problem is so obvious as to arouse so much opposition from the wide community including all grassroots people. In particular as when the protest did not just come from political groups with agenda but from the more conservative professional bodies, we can tell how ridiculous the proposed system would be.

Why this happened? I suppose the leadership in the government has unconsciously averted the civil servants responsibility of serving and building Hong Kong to achieving goals of governance and politic. As such, the officials are more concerned about political missions, their career prospect, appraisal from their seniors and gain from their governance, rather than the need from, the right of and the impact on the society as a whole. Only under this context the government would blindly go ahead for a policy without caring whether the policy is sensible or acceptable enough and without respecting the public opinion.

There has never been real democracy in Hong Kong; but since the 1960 s the government has been keen in gathering public opinion thus has been building up a sense of belonging and strengthening a demand for civil right as far as Hong Kong people are concerned. The One Country Two Systems introduced on 1st July 1997 is a demonstration of the Chinese government allowing Hong Kong people in administering their own affairs to certain extent. Hong Kong people would not accept any policy as such from the government which only aims to please the mainland leadership in contrary to the interest and public opinion of Hong Kong. This mindset to-date indeed has unveiled the lack of common sense of the Hong Kong Government.
