We currently operate a mixed fleet of modern Boeing and Airbus aircraft. Our employees have been patient and have gone the extra mile in building Safi Airways as a force to be reckoned with today, which we highly appreciate.Safi Airlines was established to fill the market gap for a safe reliable commercial carrier to operate out of Kabul, Afghanistan. We have plans in expanding our route network and putting ourselves on the global map. We operate a two cabin service, Business & Economy class. Our fleet expansion is in process. Two Airbus 319 – 200 aircraft have been inducted to our existing fleet of Airbus 320 and Boeing 757. The A319 aircraft are fitted to offer the very best in-flight comfort and style. The aircraft are environmentally-friendly and will provide the highest degree of operational flexibility along with passenger comfort. We have enhanced our catering service and our cabin crew now have a stylish new look. Today we operate scheduled flights from Kabul to Dubai, Delhi and Islamabad on the international route and from Kabul to Herat on the domestic route. From the 1st of December 2013 we will operate direct flights between Kabul and Mazar-e sharif. Hello Friends, Local and Foreign Entourages of Safi Airways!

I am happy to have your accompanying with me in publishing another issue of Safi Airways In-flight Magazine. In this issue we have tried to compile and categorize different informative, readable, cultural, social and historical topics and themes as well and present them to you; dear readers. Our beloved country has been in special social and political situation and our society needs to prepare itself according to today’s standards by coming across with development of region and the world. Therefore, securing political stability and continual peace in the country in the radiance of democracy and freedom of speech is the main issue that we must pay serious attention to. Our country is on the threshold of holding a great exam which is the presidential and provincial council elections. Although less than six- month is left to hold the presidential and provincial council elections, but preparations to hold elections has began and also solicitudes are debated at political and media assemblies at the present time. Any way in political scene of Afghanistan different groups and circles have participated in electoral campaign and event the president of our country had asked the opposition groups to participate in elections, but Taliban rejected Hamid Karzai’s request. But Islamic party leaded by Gulbuddin Hikmatyar had started its consultations for the elections and we saw the candidate of this party entered the initial list of possible candidates of presidency. By paying attention to the matter that Afghanistan elections in the past few years has been a good and positive experience, this time it is thought that it has a different feature and it seems that the future elections is important for Afghanistan from different aspects. According to election affair experts and some candidates, most of the solicitudes are not because of foreigners interfering, but it is because of likely interference of the government in the elections.Any way we are optimistic that by holding fair and transparent elections, the context is provided for Afghanistan people who are thirsty for peace, tranquility and development. We as Afghans whether in this country or based in foreign countries have the responsibility to struggle for securing social justice which is provided by fair elections only. Stakeholders of Safi Airways hope that the nation goes towards the ballet boxes in millions and elect their future leader with complete tact. Kabul, Afghanistan 3rd September 2013: - Safi Airways, the privately owned international airline of Afghanistan has taken delivery of two modern Airbus 319 - 200 air-

craft. Safi Airways is in the process of modernizing its fleet and enhancing its onboard and on the ground service offerings to its valued customers.The A319 aircraft are fitted to offer the very best in-flight com-fort and style. The two new aircraft are environmentally-friend-ly and will provide the highest degree of operational flexibility along with passenger comfort. The aircraft come equipped with a two cabin configuration, with 12 Business Class seats and 108 Economy Class seats, providing the latest in comfort and style with our new catering services.

Pierfranco Prato, CEO, of Safi Airways stated at the Gala inauguration ceremony held at the Safi Land Mark Hotel in Kabul on the 3rd of September; “We are in the process of modernizing our fleet. Two Air-bus 319 aircraft have been commissioned in order to give us the flexibility and range necessary in expanding our reach to other destinations. We have enhanced our catering ser-vice and our cabin crew; now have a stylish new look on board. “Musical instruments touch human soul and bestow peace and it is about thirty years that I have the responsibil-ity of protecting musical instruments at national institute of Afghanistan music. Therefore, I feel that I am a lucky person in my life.”What is seen around him are different musical instruments and what echoes in the corridor space of this building is the sound of music and as much we are bored and affected by chaos of time; by listening to these sounds we feel that our world is changed and love and affection are convolved in our breath in place of hatred and fear. On the corridor walls of this institution; tableaux of great orches-tras are seen and seeing these tableaux also invites the soul of human to the land of peace and love.But the one who has worked for near-ly 34 years in such environment; has memories and lots of talks to express and we can say that he has come across with challenges and tragedy less than the other people who are facing these mat-ters daily in Afghanistan society because Mr. Abdul Muhammad in place of lis-tening to affecting news has listened to the voices of students at professional art school which now the national institute of Afghanistan music. Basically I hadn’t gone to interview Mr. Abdul Muhammad at national in-stitute of Afghanistan music, but I was searching such theme for this edition of in-flight magazine so I faced him in the corridor of this institution and at first meeting I felt that he is not only his ap-pearance manner was in contrast with others but he is also a calm person psy-chologically and his words were associ-ated with smile. I decided to have an in-terview with him and at first I asked him how long has he been working and what jobs has he done at national institute of Afghanistan music?He replied,” I have been working at na-tional institute of Afghanistan music for 34 years. It was professional school of

arts at first, then it changed to profes-sional music school and now it is pro-moted to national institute of Afghani-stan music. At first I was a cleaner, but since the year 1984 I have had responsi-bility of protecting eastern and western musical instruments.”The students take musical instruments to classes from him to practice daily and put their identity cards on his table. When they get through the practice, they return the instruments and submit him. Daily work of Mr. Abdul Muhammad is this. Feeling always plays important role in daily life of human and what feeling we have in our working environment about the life or about the others; is a matter that has its effect on life and be-havior of human in the society. I asked Mr. Abdul Muhammad what is his feel-ing about working in such environment?He replied,” I always feel relaxed, I al-ways listen to the soul touching and im-pressive sound of music and on the other hand, co-workers and teachers that work here are kind and sympathetic and these two specialties exist in my working en-vironment. I think I is an exception com-paring with the other places and may be one of the reasons of my soul relaxation is this matter.”He expresses his memories; the memo-ries of famous artists and caravan lords of the first caravan of music in Afghani-stan who were the first founders of mu-sic school in the framework of education ministry of Afghanistan and who worked as the first teachers at this institution. One of the people whose existence was felt as a mountain at music school was Ustad Nangyalai, the deceased. Mr. Abdul Muhammad expresses the facts about the past. Despite working as hireling at music school, he is proud of being co-worker with teachers such as, Faqir Muhammad Nangyalai and enumerates this matter as happiness for himself because Ustad Nangyalai was the most elite trumpet musicians in Af-ghanistan. He was with Ahmad Zahir,

the famous artist of the country from the beginning of his work and was ac-companying him in each of his concerts. Now it reaches nearly five decades and his art and voice still rule the heart of so many people.The melodies that Ustad Nangyalai played for Ahmad Zahir and the form of orchestra which was developed by Ahmad Zahir at that time was a sample of European type of that time which had unmatched glittering in our beloved country Afghanistan. Therefore, we can say Ustad Nangyalai had main and ba-sic role in making Ahmad Zahir famous. Now being a co-worker with such peo-ple is really the place of luck and hap-piness.Many memories come out of the mind and conscience of people by passing the time, but it is impossible to forget the memories with an artist or of a place where art is produced. As Mr. Abdul Muhammad says by listening to Ahmad Zahir songs or other artists, the music of whom was palyed by the teachers of mu-sic school all the memories from the pe-riod of starting his duty at music school till now are reflected in his mind.May be most of the age people is passed in daily work or the duty or employment which they have in their social life, but what the reflection of daily work or the employment of human is; may be some people are not satisfied with this work-ing section, but Mr. Abdul Muhammad is the opposite; he has complete satisfac-tion from the reflection and outcome of his work in both physical and intellec-tual aspects. He says,” I am happy that I am liable of musical instruments and protect these instruments because the sound of each instrument alone or when it is mixed with the voice of a singer bestows com-fort to the human. Therefore, this com-fort takes the human from the world of difficulties, sorrow and pains to the land of imagination and relaxation for some moments, so protecting such things is


in fact love for me and most important is that tens of youngsters of the country who are students at this institution use these instruments daily and in fact they are the future of music art of Afghani-stan. Therefore, I feel responsible in this important matter and that I perform my duty well and honestly I think I am luckier.Although he says that he is 62, but his appearance is younger than what you think that so many years has passed from his age. His every sentence begins with a smile and ends his talks with the same smile. May be one of the reasons that he has remained so young and fresh is optimism for the life and his nice be-

havior towards the people. I ask him if he knows the ones who were graduated from this institution and what position they have in this field.He replies,” Many people have graduat-ed from this place and some of them are famous and well-known artists in coun-try level and countries in the region such as, Nazir Khara, Tahir Shubab, Salam Javed, Abdul Hai Wafa and tens of oth-ers graduated from this institution and some of them teach here and in fact they are the intellectual and cultural wealth of Afghanistan.”At the end I ask Mr. Abdul Muhammad if he has a message for the countrymen especially the readers of Safi Magazine.

He pauses a little and after some sec-onds replies like this,” As the sound of musical instruments gives relaxation to our mind and soul if my countrymen are always friendly and kind to one anoth-er, their mind and soul will find peace and this causes the peace in the country and without doubt peace in the country causes happiness of life and progress in the country. If we want we can get hap-piness and if we don’t want, we will never get it because we drive it away from us. I hope all of us stay as broth-ers beside one another and the sound of each word would be likeable as the sound of musical instruments for each of us.”

held in Tajikistan and in the year 2013 Turkmenistan was the host of interna-tional celebration of Nowruz, but Af-ghanistan is scheduled to be the host in 2014. At the end of Nowruz celebration of 2013 the representatives of the partici-pant countries that had gone to Ishqabad agreed that Kabul should be the host of international Nowruz celebration next year. Therefore, officials of Afghanistan government talk about preparations of this celebration for the coming spring so that they can welcome the foreign guests who participate in this grand and nation-al occasion in a better way. The government of Afghanistan has be-gan construction project in the verdur-ous and beautiful area of Paghman dis-trict in west of Kabul and officials of this project say approximately 80% of the work has been completed and they try to complete the work entirely before the winter and cold weather. Emal Shams officer of Paghman hill project said to the reporter of Safi Maga-zine,” Eight million American dollars has been allocated from the government budget for preparation of this area to celebrate Nowruz.” Paghman with its

beautiful specialties is famous as a ver-durous resort of Kabul and by imminent Nowruz of next year it is scheduled that tens of high rank officials of Nowruz area countries celebrate the international Nowruz celebration on this verdurous and attractive hill. Executive of Paghman hill project says,” The project contains two sections; re-construction section and renovation sec-tion. Reconstruction section includes repairing and fixing the broken and damaged parts of Paghman palace which were destroyed during the civil war and reconstruction of it has been time con-suming, but with day and night attempt we have tried to complete this section up to the end of October in the current year. The second section which is renovation includes building hospital, many water-falls, entertainment park, Buzkashi field, greenhouse, and many pools and by pre-paring this place the government of Af-ghanistan can be good host of partici-pants at international Nowruz celebration.” But the main work of this project is constructing a three-flour building, the work of whose walls and coverage is on the verge of completion. Executive of this project says, “About 700 workers, the majority of whom are residents of Paghman district, are busy working in the site.”The government of Afghanistan has ap-pointed a commission by chairmanship of Farooq Wardak Minister of Education to organize the work of commission members for the purpose of better cele-brating Nowruz and welcoming the for-eign guests. The work of Paghman hill project is important for the residents of Paghman from the point of economy. One of the residents of Paghman district who works in this project and gets wage

2nd October 2013 Kabul, Afghanistan Safi Airways, the privately owned inter-national airline of Afghanistan started operations from Kabul to Islamabad yesterday. The inaugural flight took off from Kabul international airport at 13.00 hrs and landed at Islamabad’s Benazir Bhutto International airport at 14.45 hrs.The aircraft was welcomed with the tra-ditional water cannon salute and red car-pet welcome. The government and air-line officials were met by their counterparts on arrival and a reception was held at the Rawal VIP lounge fol-lowed by hi tea.Safi Airways has been in operations for the last six years. Safi airways was in-corporated in the year 2006 to fill the market gap for a safe and reliable full service airline in linking Afghanistan to the rest of the world by the Safi Group of companies, a diversified conglomerate based in Dubai, United Arab Emirates.

Muham-mad Sabir Kargar musician from Afghanistan, Chin Shingil musician from Japan, Thomas James Lefal musician at music academy of America, Frank Reden member of national music from Indonesia, Yangin Lee singer and composer from Korea, and also panels from countries such as, Egypt, Uzbeki-stan, and Morocco were included. Muhammad Daud Pazhman is one of the young singers of Pamiri music who entitles the secret of success at this festival being naturalism of Pamiri music, which is written in a magazine named Modulation of Af-ghanistan Local Music “Pamiri mu-sic is very rich and productive and less music in the world has such richness. Pamiri music not only owns differ-ent styles and composing but also each of its style contains a special message representing rich and pro-ductive culture.” The background of music in today’s Afghanistan reach-es to thousand years B.C and based on remained documents about this even at the period of Zoroaster and Buddha the people of this country had been inhabitants of art and cul-ture whose culture in the field of art competed with the art of ancient Greece and Egypt.

In international eastern song festival which was held in Uz-bekistan some time ago, Pamiri mu-sic got the first position amongst 52 countries and won the prize of the festival. Holders of this festival say,” The purpose of holding this festival has been identifying the culture and civi-lization of East especially Asian countries to the world. Muhammad Mardad Zarabi, head of national mu-sic institute who was a member of participant panel of Afghanistan at this festival said to the reporter of Safi Magazine,” Local music in Af-ghanistan still has its specialty amongst its fans and by creation of media in international level this mu-sic has drawn the attention of many people. He also said since the year 1997 Uz-bekistan has held festival entitling eastern songs and Pamiri music got the first position at this festival amongst 52 countries this year. The expenditure of international eastern song festival is paid by the cultural section of United Nations (UN-ESCO). Representative of United Nations cultural section who was talking at inaugurating ceremony of this festival said the purpose of hold-ing this festival is introduction and reconciliation of art and culture amongst one another. Human beings have different cultures throughout the world, but many of these cultures are rich and productive, the knowing of which is necessary as a value for the citizens of other countries. Luckily Uzbekistan is proud to hold this festival every other year in the

beautiful city of Samarqand and dif-ferent countries of the world partici-pate in this program with their own culture. This year more than 60 countries registered, but 52 coun-tries could participate in this cele-bration. Jalal Noorani, adviser in ministry of cul-ture and information of Afghanistan who had participated in this festival representing Afghanistan said,” Eve-ry year a group of Afghanistan art-ists is selected for the international festival of eastern music and this year Pamiri music was sent and luckily this group was able to get the first position at the festival. The style and method of Pamiri music which is enumerated the most famous and productive style of music in Afghan-istan; was performed by Pamiri sing-ers and it became the center of atten-tion for the jury at the festival and base on the mentioned jury evalua-tion this group was able to be recog-nized as the best music of the year at festival of eastern songs. It is said all the musical groups from different countries that had partici-pated at this festival tried to stand at first position by performing their songs, but after evaluation the jury came to a decision that Pamiri music of Afghanistan had been the best music of this year’s festival. As the global aviation industry continues to struggle under volatile conditions such as the steep downturn in economy and reduced demand as well as high fuel prices, many international airlines are strategising to remain in the market and cope with the challenges, including the tough competition on most routes. Safi Airways is one of the airlines that have been per-forming successfully despite the adverse political situation in Afghanistan and global market condi-tions.

Founded in 2006, this young carrier quickly estab-lished itself as Afghanistan’s first privately owned international airline. The airline is owned by Safi Group of companies – a diversified conglomerate based in the United Arab Emirates, with its head-quarters in Kabul, Afghanistan, and an administra-tive base in Dubai.

“Safi Airways bridges the market gap for a friendly, affordable and safe airline providing quality service for travellers to and from Afghanistan. The airline offers the highest international safety and service standards,” says Pierfranco Prato, CEO, Safi Air-ways. The best market in terms of passenger and cargo operations has been the Middle East, followed by India, he adds.

The airline’s CEO Pierfranco Prato talks about Safi’s operations and growth in a highly challenging environment and com-petitive market.

In the Middle East, the airline will commence flights to the cities of Jeddah and Riyadh in Saudi Arabia; and Tehran and Mashhad in Iran.

In the domestic segment, Safi plans to introduce new routes to Mazar e-Sharif and Kandahar, the second largest city in Afghanistan.

“This strategic move to strengthen our competitive offering will provide more choice and convenience to the travellers,” says Prato.

Cargo services

The cargo service line includes general cargo; per-ishables; personal effects; and live animals.

“Safi Airways provides 24/7 airport-to-airport cargo services on our schedule flights to Dubai, Delhi and Herat. The carrier endeavours to continue building its cargo capabilities sturdily. It has acquired the IOSA certification and IATA membership and is committed to deliver a quality cargo product that supports the customers in Afghanistan, Middle East and Indian Sub-Continent. Cargo capacity on Airbus A320, Boeing B767 and B757 being 4.5 and 14 tons respectively,” he states.As for Charter operations that were introduced in 2008, Prato says the market has been good. “We specialise in Aircraft Leasing Ser-vices – ACMI charter to airlines, corporations and the travel industry worldwide at competitive prices. Some of our satisfied customers are the Afghan gov-ernment, ISAF & US Army, Embassies, ANA/ANP (President Karazi uses our aircraft frequently).”

So what sets them apart from other airlines oper-ating in this region?

Safi Airways is the first Afghan private airline to be certified with IOSA (IATA Operational Safety Audit), which is a matter of pride for the company,” the CEO proudly states.

He explains that the company maintains an effective Safety Management System (SMS), and that Data Monitoring (FDM) was also introduced in 2010. “Today, FDM is mandatory in Europe for all com-mercial transport operations. Safi Airways is a Unit-ed Nations (UN) approved carrier to and from Af-ghanistan and maintains high standards of safety; 90% OTP (On Time Performance); “Can Do” atti-tude; flexibility; cost-effective pricing; and we make decisions on the spot.”

Challenges

Among the many challenges for Safi’s commercial and cargo operations is the price of fuel, which Prato points out is 3 times higher from Kabul than the Mid-dle East region. Another challenge is the Insurance premium, which again is much higher. Infrastructure is still in its infancy, while harsh weather conditions and terrain make operations difficult, and human capital cost is high – all of which add to their prob-lems. Moreover, Safi has to compete with major car-riers such as Emirates and Turkish Airways which have entered this market segment.

“So far, we have come out remarkably well in being the first choice of the travelling public and the west-ern community living and working in Kabul,” says the CEO confidently.

Outlook and Strategy

As for their strategy and plans for improved business opportunities, he says their focus is on expanding route network, reducing DOC (direct operating cost) and providing user-friendly and quality services.

Regarding the short- and long-term outlook for the aviation industry in the region, Prato says, “In the short term things look very good. As for the long term, one has to wait and see how things unfold.”

inexistence of facilities, the raw materials are taken to Pakistan and are processed there and a part of them are imported to Afghanistan again and the other part of them are exported to other countries of the world with the name and pro-duction mark of Pakistan. Afghan Shoes Com-pany is one of the leather industry companies which was founded in the year 2007 in Herat City. Ahmad Murid Nadim, who is the head of this company says, “We produce different kinds of leather footwear and this company has been able to produce the best and the most desirable shoes with European Standards by passing the years and this company competes in internation-al level in this field and owns the first position in Afghanistan.” Officials of chamber of com-merce and industry say, “Although less atten-tion has been paid to leather industry and leather products in Afghanistan, but in the present time more than hundred big and small producing fac-tories are active only in Kabul City. At the exhi-bition of local products especially leather indus-try which was held with participation of hundred big and small factories in Kabul some time ago, the celebrants mentioned that the purpose of ex-hibition was to draw the attention of responsible government institutions for the support of this historical and ancient Afghan art. Muhammad Hassan Sepahi, chairman of central council of craftsman union says, “The leading board in central council of craftsman union of Afghani-stan realizes holding such exhibition as an im-portant and historical step towards supporting handicraft art.” He expressed the hope that hold-ing such exhibitions will provide the tendency of wide negotiation of craftsmen and the gov-ernment towards solving the existing problems for the purpose of activating and better expand-ing of handicrafts. Meanwhile Anwaarulhaq Ahadi, minister of commerce and industry of Afghanistan, who was talking at the inaugura-tion ceremony of this exhibition said, “We are optimistic that holding such exhibitions can help the expansion of leather art and leather in-dustry.” Mr. Ahadi emphasized that middle and small industries are the base of economical ex-pansion of Afghanistan society. According to minister of commerce and industry, the main

part of Afghanistan expanding population make a living from such industries and for this reason, supporting them can help increase the capitation income of this country. Based on researches done by chamber of commerce and industry of Afghanistan, 2000 small shoe factories, 400 small fur coat factories, 16 qara qul(lamb hide) machineries, and 16 leather local machineries are active throughout Afghanistan and the num-ber of these factories are fewer comparing with the year 1981. Most of them closed during the civil war of 1992 and they haven’t been opened yet or the owners of them have turned to other professions. Meanwhile chamber of commerce and industry says,” Before 1992 more than 3600 leather factories were active in Afghanistan.” Also the minister of commerce and industry said to the media, “The government of Afghani-stan tries to support the growth of local produc-tions by increasing income tax on imported merchandise. Even though the economical sys-tem of Afghanistan is free market system, the government won’t prevent supporting local pro-ductions and will try to provide the tendency of marketing for the leather productions of Af-ghanistan.” In the past, leather bits and pieces caused building capacity of artisans and crafts-men and most of economical income of Afghan-istan settlers was generated by handicrafts after agriculture and livestock. At the present time, Afghanistan is enumerated amongst the coun-tries that own most of raw materials in the field of leather industry. From the past until now, the leather is used in Afghanistan to make purse, belt, bag, shoes, footwear, jumper, vest coat, fur coat and some other items needed by the people. But due to inexistence of facilities inside the country, the hide must be exported to Pakistan and it should be imported back to Afghanistan. Craftsmen and the other people who work in leather factories struggle day and night to pres-ent remarkable achievements to the market in this field. These struggles not only cause the growth and expansion of economy of the coun-try but also play an important and basic role in introducing cultural industry of the country be-cause handicraft industry can introduce part of cultural values of Afghan People to the world.

Kabul, October 10th: Safi Airways, the privately owned international sched-uled airline of Afghanistan announced that it has successfully transported 10,000 hajj pilgrims from Kabul to Jed-dah as part of phase one.Naeem Mahamoor Manager Marketing stated” Phase one went of well without a hitch, the operations were executed with Boeing 757 aircraft with a capacity of 216 passengers. A total of 48 flights were operated in carrying the pilgrims. The last flight left Kabul on 7th of Octo-ber at 16.20 hrs, local time. The deadline for transportation of pilgrims to Saudi Arabia was October.9, ahead of the Oc-tober 14 Arafat day. Overall so far the hajj operations have gone on smoothly into Jeddah. This year in response to the decision of the government of Saudi Arabia for bringing about a 20 percent reduction on worldwide pilgrim quota, due to the on-going expansion of Ka’abah in Mecca. Although Mr. Sharifi says dispersion and politici-zation amongst the youngsters re-mained as the heritage of past poli-cies of Afghanistan, he believes due to these traumas in the last twelve years, the youngsters have had lots of achievements in the fields of lit-erature and culture, media, educa-tion, higher education, new technol-ogy, and sports with their struggles and hardship. Tens of cultural, so-cial, educational and athletic institu-tions developed in Kabul and other provinces of Afghanistan by the ini-tiative of youngsters and most of these institutions are active with cor-poreal and intellectual force of offi-cials. Mr. Sharifi believes that role and position of youngsters in politi-cal and social fields of Afghanistan is felt and they have their effective-ness in big national processes. In the event that the youngsters are united, they can overcome the critical situa-tion of the society and with deep un-derstanding of the situation and learning new instructions they can create organized system and man-agement, but provision of this pro-cess can be possible only through professional instructions and boost-ing democratic values. Therefore, to apply the organized, professional and working system democratic val-ues should be boosted, the most ba-sic of which in democratic system is

As a result, participation of citizens especially youngsters in future presidential elections and su-pervising the process of holding elections and transparency and fair-ness of elections can provide the context for all these and the young-sters can have active and authorized role in this process. Based on statis-tics presented by the independent commission of elections of Afghani-stan, more than 60% voters in presi-dential elections of 2009 in the coun-try were youngsters and the number can be more in the future elections.Noor Muhammad Noor, speaker of independent commission of elec-tions says,” More voters of the coun-try are youngsters. In addition, more than 80% of employees in election commission are youngsters includ-ing girls.” The heads of most institu-tions that work due to growth and institutionalization of civil values in Afghanistan are youngsters and they are enumerated as the staminate in the field of independent and civil so-ciety. Rahmatullah Ahmadi, head of public relations at cultural center of Hakeem Nasir Khusraw Balkhi says,” Because youngsters form the most literate population of Afghani-stan and believe in civil and modern values, they should support the pro-cess of elections responsibly for more growth of democracy and in-stitutionalization civil values and also making a responsible and ac-countable government in the future.”

ministry of agriculture should organize programs for the farmers on the method of cultivation and utilization of this product so that the farmers can learn how to cultivate this herb profession-ally and get more product. Yet speaker in ministry of agriculture says that they have launched training programs of cultivation and protection of saf-fron for the farmers for two years now in Herat and Kunduz provinces and many of the farmers have been able to increase saffron yield by passing the training sessions. These needs have been resolved by distributing saffron bulbs, different tools of cultivating saffron and passing training sessions. In the past years in addition to distributing tens of metric tons of saffron bulbs to the farmers in the provinces that cultivate this herb the method of cultivating saffron has become more professional, but this isn’t enough for agriculture ministry and struggles are in progress to help the farmers more. On the other hand, officials in ministry of agriculture say they have plans with coordination of commerce and industry ministry to train the farmers and traders in the field of packaging and processing of saffron so that they can pack the products of this herb with standard and offer them to the market. Although the government of Afghanistan hasn’t presented culti-vation presentation of alternatives to the poppy to clearly be-come effective in struggle against narcotics, but the speaker in agriculture and livestock says they have proper plans with the ministry of counter narcotics so that they can persuade the farm-ers to cultivate saffron in place of cultivating poppy from now onwards.

Saffron the magical herb which is famous as red gold is well-known in international markets. Many years ago most of the farmers even weren’t familiar with its name, but in

the past decade this herb was added to agricultural products of Afghanistan and today most of the farmers in provinces of Herat, Kandahar, Ghor, Baghlan, and Kunduz grow saffron on hundred acres of their agricultural lands. Cultivation of this herb began from a small field in Herat province a decade ago and as officials of agriculture department in Herat say at the present time farmers in this province cultivate saffron on thousand acres of land year-ly and their initiative has caused the farmers in other provinces of the country to proceed saffron cultivation. Majeed Qarar, speaker in ministry of agriculture and livestock said to the reporter of Safi Magazine,” This act of farmers in the country has made us optimistic that saffron will take the place of poppy in Afghanistan in the near future. From one aspect the country will get rid of narcotics and from the other aspect the farmers and national traders in the country will gain great profit.” Based on statistics presented by chamber of commerce and in-dustry of Afghanistan, only in Herat province the products of saffron reaches to more than two and half tons yearly and this amount has been increasing every year. Khan Jan Alokozay op-erative board in chamber of commerce says,” Although saffron can play key role in the future economy of Afghanistan, but to increase this work the farmers of Afghanistan need help and the government of Afghanistan especially ministry of agriculture and livestock should have big schemes in this field.” Mr. Aloko-zay emphasizes,” To increase the products of saffron yearly,



Sher Ahmad Herawy, who is a trader of the country, has done saffron business for many years. He says,” In addition to gaining great profit by business of this herb, I am proud of my work because saffron isn’t a disgraceful herb like poppy, but it is the pride of Afghanistan and the country can both improve its economy and gain proper position and name in international markets through this product. Therefore, I am proud of being saffron trader.”Saifuddin Saihoon, lecturer of economics faculty at Kabul University says,” If the government supports cultivation and business of saffron, this herb can improve the economy of Afghanistan, on the other hand, it can save the coun-try from the disgracefulness in cultivating poppy. This initiative of Herat prov-ince farmers has caused the farmers to avoid cultivating poppy in some dis-tricts of Kandahar that poppy was grown and now they grow saffron in place of poppy and officials of agriculture ministry are optimistic that in the future they can persuade the farmers to completely grow saffron instead of poppy which has financial profit and which is lawful work as well. Officials of chamber of commerce and industry say only supporting the farm-ers in increasing the cultivation of saffron isn’t enough, but the government should also support the businessmen who do saffron business so that they can provide suitable market at international markets by selling their products. Saf-fron, which is famous as red gold, is sold about three thousand American dol-lars per kilo at international markets. It is said that there are six saffron pro-cessing private companies in Herat province and the farmers and traders of neighboring provinces bring their saffron for processing to this province. To cultivate, produce and pack saffron products, a great deal of human force is needed. At the present time, more than thousand people are working in the fields of cultivation, production and packing saffron in Herat province. Offi-cials of chamber of commerce express their happiness that by increasing saf-fron cultivation in Afghanistan the context of work is provided for a number of citizens in case the government should support the farmers to increase cul-tivation of this herb and provide marketing context for the businessmen as well. Saffron herb is cultivated by using its bulbs in both flat and rough fields. This herb is irrigated once at the beginning of autumn season and in spring season it is grown by spring rains and blooms. Its blooms are picked at the beginning of May.Saffron herb is medical and industrial plant. In industry it is used to dye cloth and to color foods and in medical it is used to make anti-diabetic medicines. It is thousand years that saffron is cultivated and in addition if an average of three kilo grams of saffron is produced in each acre, more income will be generated to the farmers comparing with poppy. Ghaffar Hameedzai, head of Afghan saffron company is the main producer and exporter of saffron in the west of Afghanistan. He says the farmers were able to make the production of their saffron better every year, but if the gov-ernment pays more attention to this field, the quality of Afghanistan saffron is in the level of international standards and the price of Afghanistan saffron will still increase. The international level and scent of world saffron is between 20-50 degrees, while Afghanistan saffron is always more than 40 degrees and it has caused this product to find special position in international market. Al-though Spain is the main producing country of saffron, but it is said that due to excellent quality of Afghanistan saffron, tens of kilos of saffron are ex-ported to that country yearly and Spain exports Afghanistan saffron to France, Holland and Italy. Afghanistan is an agricultural country and based on statistics of agriculture and livestock ministry, eighty percent of citizens in this country are busy in agriculture and livestock vocations. Therefore, if the government supports ag-riculture sector, in belief of experts in economy affairs, we can decrease the level of poverty and unemployment to minimum.

In a two- day- joint session of higher education officials and Afghanistan university teachers with seventy-in-dividual-panel of international com-munity of world universities who had come to Kabul; matters such as, improvements, challenges, and over-coming present problems in higher education of Afghanistan were dis-cussed and finally eleven universi-ties of the country succeeded to get the membership of this community. Universities in human society are enumerated the first cent-ers of progress and sublima-

tion of human and human society. Therefore, attempt and attention of governments for investment at edu-cational institutions has been more than the other sections. Afghanistan is a country, most of whose population is youth and youngsters. One of the standards to get member-ship in the international community of universities is having more stu-dents. According to the speaker in ministry of higher education, at the present time 250000 students are busy studying at governmental and private universities throughout Af-ghanistan and four thousand teach-ers are teaching at these universities. Approximately 31 governmental and 70 private universities are active throughout Afghanistan. Speaker in ministry of higher education claims that they have been able to co-ordi-nate all the professional fields such as, medical, engineering, agricul-ture, pharmacy, education, econom-ics, computer science and other fields of natural sciences including some fields of human sciences by needed planning so that they can tie scientific and academic relations with reliable Asian and Western uni-versities. Although there is much to do and a lot of shortages are felt in higher ed-ucation section, these weak points must be changed to strength. After coming to Kabul and visiting Af-ghanistan universities, the 15-indi-vidual-evaluation panel of ICU from Turkey finalized that the eleven uni-versities of Afghanistan which have done more work in teaching section can get the membership of commu-nity. Dr. Aziz Oghlo, chairman of ICU who had come as the head of this academic panel to Afghanistan ac-claimed 12-year-struggles of higher education ministry of Afghanistan and certified membership of eleven universities of Afghanistan in ICU. Mr. Oghlo said lack of equipment and new technology technique are the main problem of Afghanistan universities and he promised that ICU will help higher education min-istry so that the problem is solved to some extent.

Based on information by the speaker of higher education ministry, at the present time 31 governmental uni-versities and 75 private universities are active throughout Afghanistan having 250,000 students and 4000 teachers. Meanwhile, Obaidullah Obaid, minister of higher education of Afghanistan informed about pledge of 342 million American dol-lar aid by assisting countries and or-ganizations in higher education sec-tor of Afghanistan. He said,” After the year 2014, these aids will be con-sumed in human resource develop-ment sector, equipping universities with advanced equipment and new technology and also launching re-search section at the universities.” Statistics presented by higher educa-tion ministry shows that at the pre-sent time 51000 students are acquir-

ing education in the countries such as, India, Iran, Pakistan, Malaysia, Germany and France. Yet thousands of youngsters who graduate from twelfth class annually, don’t have a chance to get higher education, but speaker in higher education ministry points; this ministry tries to expand the schemes for the ones wishing to get higher education and discussion about this matter is in progress with government officials and assisting countries so that the capacity and level of acceptance are increased at Afghanistan universities and inter-mediate education institutions. Speaker in ministry of higher educa-tion of Afghanistan also talked about what standard is considered by the ministry of higher education in order to be admitted to international com-munity of universities; he said,” Based on survey done by the minis-try of higher education, in the last twelve years the universities that got membership in the community of universities had lots of achieve-ments.” Eleven years ago only six universities were active throughout Afghanistan, but now in most prov-inces of Afghanistan besides govern-mental universities private higher educational institutions are active and about seven thousand students are busy learning new knowledge at these centers and five hundred teach-ers of these universities are serving the youngsters of the country.

Developing educational radios is one of the urgent needs not only for school students but also for most of the country citizens in the present situation because most of elder pop-ulation of the country is deprived of reading and writing literacy. There-fore, we can convey problems and matters through radio learning pro-grams easily, the knowing of which is necessary in daily life of human beings. But launching radio espe-cially in the remote areas and prov-inces of the country needs necessary budget and facilities that the govern-ment of Afghanistan doesn’t have capability of paying the cost entirely. Rahmatullah Begana, head of Amoz-gar local radio in Kabul says,” Radio is the most effective media in the field of learning and reporting in Af-ghanistan because in most of remote areas of the country the people don’t have access to electricity, but all of

them can use radios. Therefore, radio is not only the means of reporting to the citizens of Afghanistan and all have access to it but also people can use it in the field of learning in a better way.” Yet the ministry of education has the inten-tion not only to convey report to the citizens of the country but also co-operate them in increasing the level of literacy by launching and broad-casting learning programs through local radios. Based on unofficial statistics pre-sented by international institutions and officials of education ministry up to now, about 60% of people whose ages are above 15 are de-prived of literacy in Afghanistan. The head of publication in ministry of education also says,” Our survey shows that 35 percent of population of the country is literate and this ministry has some plans and by im-plementing these plans the number of literate people will be increased to 50% in the coming ten years. Mr. Haqmal pointed even though Germany and cultural section of United Nations or UNESCO are the financial supporters of literacy pro-gram in Afghanistan, the aids by Germany and UNESCO are not suf-ficient for this section because for

But the authorities of this ministry have persuaded Italian government to help education ministry in this field financially. Right now the ministry of education is facing financial problems and in case of solving the problem, it is de-cided that the program be imple-mented throughout Afghanistan. Head of publication in ministry of education also informed of turning the educational television of educa-tion ministry into a nationwide TV and said this learning network is on the verge of starting its telecasting in all provinces of the country.

Another section of literacy an aware-ness facility through local radios is that in some parts of Afghanistan in-existence of security is a big chal-lenge on the way of literacy courses especially for the women, but broad-casting learning programs through local radios can help in this section because the women who cannot at-tend literacy courses due to security inexistence can increase their infor-mation and day by day become liter-ate by listening to learning programs of radios. Even though inexistence of security is a threat for women who are interested in participating literacy courses, but according to survey done by the education minis-try, the number of learning women and girls is more than men. The second film festival of Afghanistan human rights was held in Kabul and Bamyan provinces for five days. Among 380 films introduced to the festival 70 films with human rights matters includ-ing 24 Afghan films and neighboring countries were selected for competition in the festival and were exhibited. The holders of this festival say,” The films which were exhibited were col-lected from all over the world and Af-ghanistan in documentary, feature and long and short animation genres and were categorized in three sections of na-tional, international and educational.Diana Saqib, executive head of Afghani-stan cinematic club and one of the organizers of this festival said to the re-porter of Safi Magazine, “Holding this festival with human rights matter in fact discloses the pains, sufferings, and hid-den obscenities of society and through this draws public attention to the evils which are still obscene.” Afghanistan is enumerated amongst the countries which has seen violation of human rights in the past four decades and still

rights and a struggle against violence and injustice by the means of cinema. Human rights is enumerated a holy phe-nomenon and urgent need in social life of all human beings throughout the world. In the notion of some civil soci-ety activists the value and need which Afghanistan needs more than the other countries in the world. Over the past years civil society and hu-man rights activists in Afghanistan have tried to institutionalize this phenomenon among the civilians from different points so that Afghanistan can enjoy hu-man rights like other countries and all people live under the shelter of under-standing and accepting each other. For the last two years some cinema activists who have responsibility of cinematic club of Afghanistan struggle to petition for securing social justice and institu-tionalizing the values of human rights by holding a festival entitling “Film fes-tival of Afghanistan human rights”.

س: خودتان کدام آهنگ های تان را بیشتر میپسندید؟ ج: نخستین آهنگ که خواندم "زنده گی ام به تنهایی گذشت و میگذرد" را بیشتر دوست دارم به دلیل این که هم کمپوز و هم شعر این آهنگ از پدرم است و این آهنگ بسیار آرام است، گرچه درمجموع آهنگ هایم آرام هستند، اما این آهنگ بیشتر مرا به خود جذب میکند در تنهایی ام همیشه بدون این که خودم بخواهم نا خودآگاه این آهنگ را زمزمه میکنم.

س: به عنوان یک هنرمند، نظر تان در رابطه به وضعیت موسیقی امروزافغانستان چیست؟

ج: اگر وضعیت افغانستان را نسبت به دوزاده سال پیش مقایسه افغانستان عنوان هیچ به که داریم فراوان آوردهای دست کنیم، طی آوردها دست بیشتر گفت میتوان که نیست مقایسه امروزقابل این سال مربوط جوانان و نسل جوان میشود، اما یکسرکارهایی که به این بازارموسیقی شده است، وارد نمیخورد متاسفانه درد هنرموسیقی هنروقتی گفت، میشود یعنی است؛ کرده خلق چالش کمی وضعیت باشد یک لکه است؛ بازبه جای آن که تاج به هرزه گی تبدیل شود متاسفانه همان عظمت موسیقی به خصوص موسیقی اصیل افغانستان با پیشنۀ چندین صد ساله است را زیر سوال ببرند، که بسیار پربار و داریم، فراوانی در بخش موسیقی آوردهای امروزدست ما اما در کل از آوازخوانان جوان ساختارشکنی های مثبت کردند موسیقی تعدادی شرقی و غربی را باهم آشتی دادند و آهنگ ها متفاوت ثبت کردند که حتی میشود گفت برخی از این کارها شهکار است و فراتر از مرزهای اما نداشت، نام هنر وجود به کشوردرخشدیدند. ده سال پیش چیزی امروزبه صدها نهاد هنری در بخش هنرموسیقی و هنرسینما درکابل و والیت ها فعالیت دارند و امیدواری ها بر این است که هنر موسیقی افغانستان درآینده همان جایگاهی که چهل سال پیش داشت آن را دوباره پیدا کند و ما شاهد شگوفایی استعدادهای جوان در این بخش باشیم.

س: پس از فراغت از دانشگاه تا کنون چند پارچه آهنگ دارید؟

محافل سیاسی و رسانه ای افغانستان مطرح میشود. به هر صورت در صحنۀ سیاسی افغانستان گروهها و جریانهای گوناگون وارد کارزار انتخاباتی شده اند و حتی رئیس جمهورکشورمان از مخالفان مسلح هم خواسته بود که در این انتخابات حضور پیدا کنند که طالبان این درخواست حامد کرزی را رد کرد ند؛ اما حزب اسالمی به رهبری گلبدین حکمتیار رایزنی های خود را برای این انتخابات آغاز کرده بود ودیدیم که کاندیدای این حزب وارد لست اولیۀ نامزدان احتمالی ریاست جمهوری شد.باتوجه به این مسئله که انتخابات در افغانستان در چند سال اخیر یک تجربۀ مثبت و خوبی بوده است، این بار فکرمیشود که انتخابات رنگ و بوی دیگری داشته باشد وبه نظر میرسد که انتخابات پیش رو از جهات مختلف برای افغانستان با اهمیت باشد.به گفتۀ کارشناسان امور وبعضی از کاندیداها، بیشترین نگرانی ها از مداخلۀ خارجیها در انتخابات نیست؛ بلکه این

نگرانیها از احتمال مداخلۀ حکومت در انتخابات هست. بهرصورت ما امیدواریم هستیم تا با برگزاری یک انتخابات شفاف وعادالنه زمینۀ انتخاب برای مردم افغانستان که سخت تشنۀ صلح وآرامش وپیشرفت وترقی هستند، فراهم شود.هرکدام ما افغانها چه ساکن این سرزمین ویا آنانیکه دربیرون ازکشور بسرمیبرند، وظیفه داریم تا درراه تامین عدالت اجتماعی که فقط با انتخابات عادالنه میسر است، تالش ورزیم.
