Welcome to our Safety First Brief for December.

Winter is definitely here, and you’ll be only too aware of the challenges it poses to us all when at work. Bad weather, difficult driving conditions, and minimal daylight all contribute to make our activities more challenging.

After a successful injury-free month in October, unfortunately we had two minor injuries in November, plus one incident involving communication. See the details on the following pages, and I’ve added a few comments or talking points for when you are briefed and discuss this with your colleagues. We’d love to hear your thoughts on these matters, so message us or give us a call.

Also, if you haven’t already, please take 2 minutes to complete our short survey on the content of these monthly Safety First briefings. The information is for you – so we want to hear from you about what matters most. I’ve added an additional link above which you can open if you are reading this in digital format.

We’ve had a big increase in vehicle accidents in November – so while the conditions are becoming more challenging, we also need you to consider your own safety and that of others by taking these conditions into account when you take to the road.

We’ve a big year ahead in terms of the works we will be delivering, and how we work with you to positively engage and develop as a team. We’ll be kicking off a fatigue working group in the new year, and I’d like to have a new or developed Safety Briefing in line with your comments and feedback. 1. First Accident Details

While removing a drill bit from a battery powered drill, while packing equipmentaway at the end of the shift, the IP accidently pressed the trigger and their glovesnagged in the drill bit, pulling the hand round and dislocating the finger.

Investigation

The battery was still in the drill, and the IP accidently pressed the trigger whileholding the drill bit. The rotation caused the finger injury. While the glovesprevented a more severe injury in the form of potential cuts and lacerations, theyalso snagged the drill bit causing the jerking motion and dislocation.

Recommendations

Staff briefed on need to remove battery while changing drill bit and only to use in accordance with the manufacturers instructions.

Thinking Points: What should an operative consider while undertaking this type of task?

Is this practice of changing bits, cutting disks etc while battery still connected common?

Would you challenge a colleague undertaking this type of activity?

2. Second Accident Details

While moving rail with others, our Injured person’s foot got partiallycaught/trapped on a section of rail and caused the IP to trip, banging his knee onanother rail and causing a bruising, impact injury.

Investigation

Underfoot conditions, the weight of the rail being moved, and the IP partiallytrapping his foot lead to a trip. The impact of bumping his knee on the rail, causedthe bruising to the knee.

Recommendations

IP stopped work and attended hospital for check up. Attended college next day and returned to work on next planned shift. IP checked for fitness prior to returning to work.

Thinking Points: How often do we work as a team to lift heavy loads?

Is this a planned activity – and if so do we consider the area around us to make sure there are no obstructions?

Would you challenge a supervisor if you were requested to do this type of activity?

Accident Trends for 2018Following the overview last month of the injuries we’ve suffered over

the year, November’s injuries revise the figures as follows:

As per last month, the common theme is an injury occurring when

someone has been used equipment incorrectly, or using equipment

without task specific PPE.

Remember to raise any concerns about unsafe working to your

supervisor onsite or to ISS oncall.

1. Incident Details

An ISS COSS/CC handed back his Overhead Line Permit (Form C) and had an additional 2permits (Form Cs) on behalf of 2 non-ISS Machine Controllers in his work group to return ontheir behalf. When checking with the SWL2 it was confirmed that the Machine Controllers inquestion had not signed out of the worksite at that point. The SWL2 contacted one of theMC/COSS who stated that he was still parking up his machine due to an issue with the basket.The SWL took this as they were still on track working and terminated the conversation statingthat they were to phone him when they were off track.

Investigation

The SWL was incorrect in his assessment of the situation. This break down in safety criticalcommunication raised concerns about the COSSs still working without aC-Form when in fact they were both in the compound and clear of the line.The 2 x COSS’ in question were then contacted again shortly after and on the second callconfirmed that the 2 x machines were clear of the line. They signed out with the SWL2, the 2overhead line permits (Form Cs) were returned to the Nominated Person (NP) by theOperations Manager.

Recommendations

ISS MC/COSS was stood down and rebriefed on the duties of the COSS, and specifically in theimportance of not being responsible for another person's Form C permit. While it wasacknowledged he had not returned the other parties' permits before checking they had signedout with the ES, he still had these in his possession and had there been an issue on track theother MC/CCs could have been on track when their permits had been returned.

Thinking Points: Is the practice of returning other persons’ Form C permits a regular occurrence? If so, what are the risks in this?

Was the ISS COSS/MC incorrect in his actions?

Where was the breakdown in the process of this activity?

Not able to trace any GWEESIP & NP training for Steve Ryan. Fiona from Leeps said He did the GWESIP Training in January 2017 prior to the introduction of GWESIP Plus training in April of that year so he will not appear on the list. Most people have been recaptured since then and had the GWESIP Plus training which was the requirement.

Fiona from Leeps said she had spoken to Rob and as he has done the SIPS training, he will ask the ECR to put him on the list.

You’ll be aware we have a telematics system in our Company and hired vehicles, and we are monitoring closely – not only speeding but also driving behaviour.

We have taken steps recently to remove the authority to drive from some staff because of their speeding, and also have terminated the employment of someone on probation, due to their unauthorised use of a company vehicle, and due to excessive speeding.

Please treat the Company vehicles with respect.

NWR have expressed their sincere thanks to all involved with the Wiring Train, and wish to state that without all your hard work in Section C, and the quality of the work produced, that Section C was unlikely to have been completed in time for the Test Train.

This was a big week for the ISS team, making use of weekend access, midweek line blocks and working within Allerton Depot and we missed out on one bond due to access constraints. The team plan to pick this one up during week 36 (weekend and midweek works).

I believe this is a great place to be and this is a big positive statement for next week’s T-2 meeting. Once the bonding AFC is issued today SRA can begin their verification works too.

Big well done to everybody for last night. We made it look easy in the end but at the beginning I was a bit nervous and not very confident.

Well planned and fair play to Phil (Lawson) as he said it would be as easy as it went but in truth it was far from that.

Railway tunnels, cuttings and bridges offer many habitats for animals and plants to thrive in – we manage these as sensitively as we can

It’s a balancing act for us to maintain and improve the railway to keep it running safely and smoothly, while being mindful of the land that surrounds it and the wildlife that lives on it. It’s a responsibility we take seriously.

Green Transport Corridors

Highways England, Natural England and The Wildlife Trusts have been working with the Green Transport Corridors project to forge new approaches to managing the transport ‘soft estate’, to improve safety and performance on the network and benefit wildlife. Working towards net positive biodiversity is one part of this.Responding to the Government’s Natural Environmental White Paper, this project could change the way the ‘soft’ vegetated estate (green infrastructure) alongside and adjacent to road and rail lines can be managed for biodiversity gain and wider ecosystem services, for example by helping to prevent tree and leaf fall on the rail network while also providing net gains for nature. It could also improve the resilience of road and rail infrastructure to climate change.

Sites of Special Scientific Interest

Hundreds of Sites of Special Scientific Interest (SSSI) are managed and numerous wildlife sites of local importance. SSSIs are protected by law because they contain the core of Britain’s natural heritage.At Feltham Marshalling Yards, for example, two dozen invertebrate species, including flies, bees, spiders and beetles have nationally important conservation status.At Folkestone Warren, a large coastal SSSI in the south of England, are working to strengthen populations of rare wild flowers and animals, which have been under pressure from shading by the growth of shrubs and trees since cattle stopped grazing there in 1924.
