PLEASE NOTE: Programs can fill before the $10discount date. Coming in to register on or before thediscount date does not guarantee the program will beopen.

When does registration begin?Upon receipt of the brochure, residents are encouragedto register for the fall programs beginningMonday, October 28, 2013.

Am I a resident?If you live within the Rutland City limits you are aresident.

What do non-residents pay?• Non-residents pay an additional $11

administrative fee per program• Limited access programs may have a later

registration date for non-residents. If so, it willbe noted under the program information.

What is the refund policy?• A full refund (minus a $5 administrative fee)

will be given for withdrawal from a program ifrequested ten (10) business days prior to thestart of the program.

• If the department makes changes to a programthat prohibits a participant from attendingthe program, there is a full refund with noadministrative fees.

• A 50% refund will be given for withdrawal from aprogram if the request is made less than 10 daysprior but before the class has started. In the caseof team sports, the date the program has startedis the date the teams are formed.

• A 25% refund will be given for withdrawal fromthe program if a request is made on the day thatthe program started (or the day after for eveningclasses). There are no refunds after that date.

• All requests for refunds must be madein writing by filling out a Refund RequestForm, which is available in the office.

Please note: Return Check Fee PolicyThere is a fee of $40 from customers whosechecks have been returned to the city.

What if a program is postponed or cancelled?• Inclement Weather: In the event of rain some

programs may be cancelled. You should checkour website www.rutlandrec.com

• Other Cancellations: We reserve the rightto cancel any programs due to insufficientenrollment or for other reasons preventing theacceptable presentation of the activity.

Do you provide scholarships?The Rutland Recreation and Parks Department and theRecreation Committee recognize that the chargingof fees for programs may place such an economichardship on some individuals that they are unable toparticipate. For that reason, a fee reduction waiversystem is available for eligible residents of RutlandCity.

• All scholarships will run from July 1st to June30th of each year.

• Persons applying must do so before June 15thto be activated by July 1st.

• You must reapply each year to see if you areeligible for a scholarship.

• Contact the recreation office for informationor to apply for the scholarship.

• Confidentiality will be maintained.

Do you provide insurance?The Rutland Recreation and Parks Department doesnot provide accident or hospitalization insurance forparticipants. Participants are strongly advised to haveadequate insurance. Participation is at your own risk.

Are your programs accessible?Reasonable accommodations will be provided uponrequest to ensure that programs are accessible to allindividuals regardless of challenge.

Do you have a participant behavior policy?Behaviors of participants that pose a risk to otherparticipants, staff and or the participant himself/herselfor that so alters the program to such a degree that weare no longer offering the intended program, will be acause to remove the participant or participants fromthe program either temporarily or permanently.

As I type this our parks staff is working hardon making ice at Giorgetti. By the timeyou receive the brochure we will be open for

skating! It was a great summer and has been abusy fall. I’d like to thank all of our staff, especiallyBob Peterson our parks director, for helping ourdepartment run smoothly during this transitiontime. Our goal is to provide exceptional service,quality programs and safe and beautiful parks.With our team we are able to accomplish our goals!

I would like to showcase our latest communityproject – the new playground at White’s Park. Thiswas a full staff and community adventure and thefinal product was a new playground, new garden,cleaned up brook area, well painted buildings, edgedcourts and new trails! We honored Dr. Art Wolk,Carol Tashie and Master Sergeant Chris Chapinat our final work day building the Playground ofHeroes.

The funding for the new playground was jump-started with a donation from the Shinn Family. Thecity then stepped forward with money from thegeneral fund; we received a state buildings grant;and then a matching grant from the Let Them BeKids Foundation. I’d like to thank the communitymembers who helped through the process fromapplying for the LTBK grant through to planningfor the building day: Brandy Atland, ThomasHartigan, Peggy & Andy Shinn, Chuck Piotrowski,Rob Townsend, Ken Shattuck, Rodney Ward, andNate Dansereau. We are very appreciative of GreenMountain Power, Rutland Regional Medical Centerand General Electric for committing communitymembers with our committee and offering supporton the build days. Also a huge thank you goesto Stafford Technical Center. Lyle Jepson, theschool director, connected us with the CulinaryDepartment who served food for both build days;the Power Mechanics and Welding class who workedhard for two days to weld the equipment together;and the Natural Resources crew who did the prepwork prior to the September build day along thebrook.

One of the caveats of the grant is that thechildren design the playground. April Cioffi andI met with campers at all Rutland City Tapestrysites, Rutland Recreation day camp and theBoys & Girls Club day camp in July. It was veryinspiring and exciting to see what the childrenwanted for playground equipment. They took theirresponsibilities seriously and selectively used theirvotes. On the build day I enjoyed asking the childrenpresent if they saw what they had chosen in thefinal design. They were proud to show what theyhad chosen!

We had so many great community volunteerscome out for the build days that we are inspired towork closer with the community on future projects!It looks like one of those is the Main Street Parkgazebo. Volunteer coaches are the backbone of therecreation department youth sports programs.We appreciate the efforts of all of our volunteersover the years. Unfortunately, it has becomeincreasingly difficult to find an adequate numberof volunteers each season. Effective immediately,if there are an insufficient number of volunteersat the program start date, the program maybe delayed, amended or even canceled. There are 5 levels in our climbing program. Introis for those that are brand new to rock climbing;Level 1 is for climbers who have successfullypassed intro or have had previous exposure torock climbing; Level 2 is for climbers who areready to learn how to be a true climber and climbset routes; Levels 3 and 4 build on previouslearned skills. Rock climbing is a lifetime skilland an excellent way for your child to participatein a full body fitness program. On October 30th, the Rutland Rocks CurlingClub will begin its seventh season of curlingat Giorgetti Arena. The club curls on Sundayand Wednesday evenings from October throughFebruary. An avid weekend skier, Liz fell during the second run of her 2012 winter season and tore her AnteriorCruciate Ligament (ACL). Her injury was serious, but for Liz, having surgery was just not practical.
