Biography:
LONLON TEKPA, was born on Sunday November 12, 1978; – the 36 years old single Ghanaian is an
Entrepreneur, a Senior Development Consultant and a multiple awards-winning Innovator with over
a decade deep Senior Management hands-on experience. With an equated postgraduate competency
in deep Information Communications Technology (ICT), Innovations, Development Studies and
Project Management Profession (having being trained severally and over the years by major
technology giants such as: IBM, Microsoft, McAfee, etc), LONLON presently serves as the Chief
Executive Officer of Hypersoft Ghana Limited, a company he first founded in January 2001 and later
restructured in July 2007 to deliver Total and Expert ICT Solutions, Innovations and Project
Management Professional Services in the corporation’s quest to contribute its quota to addressing
developmental and growth challenges in Africa. LONLON holds a Diploma in Business Studies
(Accounting Option) from Accra Polytechnic in 1995, a Diploma in Computer Programming from the
West African Computer Science Institute (WACSI), and an Associate Degree in Computer Systems
Design from the Association of Computer Professional from the United Kingdom through WACSI in
Ghana in 1999. The former HEAD OF ICT at CARE INTERNATIONAL GULF OF GUINEA is known
among his colleagues as THE MAN OF THE SITUATION with excellent FMR yearly appraisal scores,
is also the recipient of a personal congratulatory citation by CARE International’s President PETER
BELL in the year 2006. LONLON has deep passions for Innovations, Leadership and Development –
and a much deeper concerns for accelerated growth in Africa. While being engaged (01/2011 –
01/2012) as a Senior Consultant at the Ministry of Finance and Economic Planning (MOFEP),
LONLON contributed tremendously to the 5-Member Task-Force Team’s Works to successfully
unravel the challenges of disbursement of donor funds into projects in Ghana culminating into an
AID EFFECTIVENESS Framework being developed by the team for the country. Having engaged all
of the country’s development partners during the one year mandate of the MOFEP SPM Task-Force,
LONLON now clearly sees HOW BEST things must be done (especially in the public sectors) to
squarely address growth and developmental challenges across Africa, and to deliver absolute
RESULTS at all times. LONLON has the fluency of English and French languages. LONLON is
presently a Key Expert in the in-country European Union (EU) Economic Partnership Agreement
(EPA) Strategy Accompanying Measures Development for Ghana as one of four (4) Local
Consultants contracted by the EU TRAQUE Programme under the oversight of the Ministry of
Trade and Industry (MOTI); following a successful May 05, 2015 High Cost of Credit Forum
organization for the Ministry. MR. TEKPA is a candidate in the 7th cohort of the China Europe
International Business School (CEIBS) for the world’s 10th ranked Global Executive MBA Program in
Entrepreneurship and Business Innovation. He has also scheduled himself (January 2017 – March
2018) for the Harvard University’s Advanced Management Program (AMP) and the Program for
Leadership Development (PLD); after which he will proceed to the Massachusetts Institute of
Technology (MIT) for the MIT Sloan Fellows Program in Innovation and Global Leadership

education at La Presec in Accra, Ghana. I took total care for the child and mother from
January 2007 till October 2009 when I got the Mother and Child first reconciled to her parents
who rejected her during the pregnancy times and also with the Lebanese Father who rejected
the pregnancy through WAJU and paternity test.
- ADWOA (2010 – till date) had a little girl AMA from Senior High School and abandoned by
her Aunts after her mother died. Her father a struggling hustler in the United Kingdom
without right papers and no real source of regular income to support his daughter fully. I
constantly took it upon myself to provide for her and the little girl. In 2014, Adwoa will be
graduating with fine First Degree colors in Marketing Studies from DataLink University
College in Tema, Ghana.

Card is designed, manufactured and deployed across Ghana, and utilised by the following

- THE Ghana Decides Project - www.GhanaDecides.gov.gh
o The vision of the Ghana Decides Project is to ensure that Ghana attains a higher middle income
country status by the year 2015 and begins steps towards an Industrial and a Wealth Status by
ensuring that all committed donor funds and national resources are judiciously utilized to
warrant value for money and that, this reflects in the quality of life of the citizenry.
o The Project aims at providing greater visibility, accountability and full citizenry participation
in the execution of developmental projects and programmes at all times i.e. from conception or
initiating of projects, to designs, funds sourcing and funds terms; from project planning and
execution, to disbursement or release of funds; from monitoring, evaluations and project
controlling, through to successful project closure ensuring that renegade projects are never
allowed at any given time to run according to their own agenda, thereby wasting national
resources which may lead to less development.
- THE GOG Assets Management Systems
The Government of Ghana (GOG) is a major Assets Buyer with the purchase of new assets featuring in
its annual budgets year after year. Billions of US dollars from the country’s coffers either in tax payers’
contributions, or in national resources (other forms of Internally Generated Funds) or in development
partners’ funding (Loans and Grants) are directed towards assets acquisitions yearly for public sector
organizations (i.e. MDAs and MMDAs - Ministries, Departments and Agencies). These assets
acquisitions are well-intended to ensure better productivity and to enhance efficiency in the public
sector. Unfortunately, the country does not have any proper records management and tracking of its
assets to ensure accountability and global credit-worthiness. And the intelligent bad nuts are quickly
taking advantage of this lack of proper records management and tracking systems – and are taking
undue possession of the country’s assets under broad daylights. The intended GOG Assets
Management Systems will:
o Be able to properly track all of the country’s assets at all times so as to eliminate undue lootings of
them by greedy citizens.
o Assist in the justification process of new assets acquisitions as well as the maintenance costs for
existing assets by MDAs and MMDAs during annual budget preparations and reviews i.e. self-
justify annual budgets to ensure adequate allocation of funds in acquiring new assets and more
importantly, in properly maintaining existing ones.
o Accelerate the country’s procurement processes through easy integration with the PPA’s
eProcurement platform to the point where new acquisitions by public sector agencies (i.e.
Government) go successfully through the laid down procurement processes till they finally become
assets and recognized as such e.g. a GETFund School Block is not immediately an asset until all
construction works are completed and the finished school block handed over to the Institution or
Government.
o Enhance accountability, justification and transparency through easy integration into the present
GIFMIS Financial Management Platform at the Ministry of Finance and Economic Planning
(MOFEP) for proper valuations of the country’s assets i.e. depreciation, appreciation as well as
proper disposal of assets.
o Ultimately improve the Global Credit Rating of the country, to reduce lending risks (i.e. to better
the global credit classification of the country – e.g. AA, B+) and to eliminate costly assumptions in
our fiscal projections.
