Summary
Toronto-based Artscape is a not-for-profit urban development organization that makes space for creativity and transforms communities. Artscape achieves its mission through developing and managing cultural facilities—including community cultural hubs, multi-purpose creative spaces and artist live/work projects—and by delivering programs and services that create the conditions for artists to thrive.
Scheduled to open in the fall of 2018, Artscape Daniels Launchpad (ADL) will be a new entrepreneurship centre that provides arts and design professionals in the Greater Toronto and Hamilton Area (GTHA) with the tools, training, resources and mentorship to build successful careers rooted in sustainable businesses.
The purpose of this Request for Proposals is to procure services related to:
• development of an evaluation framework (the Thriving Artist Index) that will allow Artscape to understand the benefits that accrue to tenants and owners at Artscape projects.
• development of a monitoring and evaluation framework, aligned with the Thriving Artist Index, that will specifically assess the benefits/impacts realized by Artscape Daniels Launchpad members (ADL) and program participants.
The intention of this RFP is not to retain external expertise to undertake a one-time evaluation exercise, but rather to retain such expertise to develop a framework for monitoring and evaluation that can be implemented by Artscape staff going forward, and to position Artscape to successfully implement and maintain such a framework.

RFP PURPOSE
The purpose of this Request for Proposals is to procure services related to:
• development of an evaluation framework (the Thriving Artist Index) that will allow Artscape to understand the benefits that accrue to tenants and owners at Artscape projects.
• development of a monitoring and evaluation framework, aligned with the Thriving Artist Index, that will specifically assess the benefits/impacts realized by Artscape Daniels Launchpad (ADL) members and program participants.
The Thriving Artist Index has been identified as a priority in Artscape’s new strategic plan. The development of an ADL monitoring and evaluation framework is an urgent priority given the impending opening of that project in the fall of 2018, and the opportunity to establish a ‘Year 0’ baseline condition for the first cohort of members and program participants.
The underlying rationales for developing these frameworks include:
• allowing Artscape to monitor and evaluate the success of its Thriving Artists Initiative; • informing future changes or additions to the Thriving Artists Initiative, such that Artscape might
better support the success and empowerment of our tenants and owners; • allowing Artscape Daniels Launchpad to begin operations with a framework in place for
monitoring and evaluating member and program participant outcomes; • and, providing Artscape and Artscape Daniels Launchpad with a coherent and defensible
approach for evidencing and communicating impact to Artscape communities, funding partners, social impact bondholders, prospective members and participants, government partners, and other stakeholders.

ABOUT ARTSCAPE
Toronto-based Artscape is a not-for-profit urban development organization that makes space for creativity and transforms communities. Our work involves clustering creative people together in real estate projects that serve the needs of the arts and cultural community and advance multiple public policy objectives, private development interests, community and neighbourhood aspirations and

philanthropic missions. Artscape comprises Toronto Artscape Inc., Artscape Non-Profit Homes Inc. and Artscape Foundation. BC Artscape is an independent affiliate.
Since its beginning in 1986, Artscape has become recognized as an international leader in creative placemaking, a practice that leverages the power of art, culture and creativity to catalyze change, growth and transformation in communities. Artscape achieves its mission through developing and managing 11 unique cultural facilities—including community cultural hubs, multi-purpose creative spaces and artist live/work projects—and by delivering programs and services that create the conditions for artists to thrive. In the coming year, three major new Artscape projects will open their doors, further expanding our operating portfolio.
Artscape’s tenants and owners include the artists and artist-led families that live and work in the 144 residential (live/work) units managed by the organization – a number that will soon grow with the opening of new properties later this year. Artscape properties are also currently home to 53 non-profit and cultural organizations, as well as over 100 artist work studios. Over 300 individual tenants and owners live and/or work in our artist studios and live/work units, and the tenant organizations operating in Artscape properties employ close to 700 full and part-time staff. In total, including members and programming participants, over 2,000 people live, work, and regularly engage in activities within our portfolio of buildings. In addition, Artscape operates forty-two public event and performance venues that pulse with the energy of the 190,000+ people who take part in events, exhibitions and performances annually. ABOUT ARTSCAPE DANIELS LAUNCHPAD
Scheduled to open in the fall of 2018, Artscape Daniels Launchpad (ADL) will be a new entrepreneurship centre that provides arts and design professionals in the Greater Toronto and Hamilton Area (GTHA) with the tools, training, resources and mentorship to build successful careers rooted in sustainable businesses. Artscape Daniels Launchpad’s value proposition is rooted in providing access to a truly unique mix of people, programs and facilities – the creation of a community of creative entrepreneurs, fueled by professionally equipped creative production spaces, support services, and specialized training and guidance.
Artscape Daniels Launchpad will operate as a self-sustaining social enterprise. The Launchpad business model assumes 840 members recruited in the second half of 2018 rising to 1,380 members in 2021, of which 50% are individual members and the other 50% are from group memberships.
Artscape Daniels Launchpad will focus on boosting the productivity of “core creatives” the artists, writers, filmmakers, new media designers, musicians, craftspeople and many others whose talent not only drives the creative and cultural sectors, but makes an increasingly valuable contribution across all sectors of the economy.

Artscape Daniels Launchpad will create a dynamic and innovative business climate that helps its members overcome the challenges and barriers to thriving in the creative economy. The combination of programs, services, equipment and amenities has been developed in response to years of research on creating the ideal conditions for creative entrepreneurs to thrive. These resources include:
• Professional-grade creative production studios for work in jewellery, fashion, textiles, sound recording, and digital film/photography;
• Prototyping facilities, including 3D printers, laser cutters, CNC milling machinery, a wood shop, and an electronics shop;
• Meeting rooms and business resources; • Individual project rooms, in a range of sizes; • Mentoring and coaching; • Discounted access to a tailored suite of entrepreneurship training programs; • Full use of Launchpad’s community commons, co-working spaces, collaboration spaces, and
computer lab. • Access to a community of creative entrepreneurs.
Artscape Daniels Launchpad will be housed in a development currently being built by The Daniels Corporation. It will be located at the corner of Lower Jarvis and Queens Quay, opposite the Corus Entertainment Complex and overlooking Sugar Beach. Launchpad will occupy 30,000 square feet within a building that will be curated as a creative industry hub.

ABOUT ARTSCAPE’S RESEARCH WORK AND CAPACITY
Artscape’s Creative Placemaking Lab (CPL) is the department of the organization that undertakes research and development for new projects, evaluates project impact and shares Artscape’s experience around the world. The CPL team has undertaken two comprehensive tenant censuses, in 2012 and 2016, creating a base on information related to tenant and organizational characteristics, artistic/creative practice, income/revenues and expenditures, collaboration between tenants, community and neighbourhood impacts, staff & volunteers, events and participants, and tenant/owner satisfaction.
In addition, Artscape’s CPL, Tenant Services, Facilities and Community Services, and Event Venues teams all collect additional metrics related to spaces, tenants, occupants and events that may be of use during this undertaking.

ABOUT THE THRIVING ARTIST INITIATIVE
Artscape is a practitioner, and a leading proponent of, Creative Placemaking - leveraging the value that artists bring to urban and community development to benefit many parties, including the artists themselves, surrounding neighbourhoods, development partners, and all levels of government. In the organization’s most recent strategic plan, Artscape 5.0, we recognize the importance of upgrading the package of benefits that accrue to artists in Artscape projects, so that they are positioned to thrive.
The Thriving Artist Index will be a self-assessment tool designed to help artists measure and track their career success. This composite indicator will take into account financial empowerment, wealth of opportunities and artistic fulfillment (as part of this process, Artscape is open to refining these three categories of ‘thriving’). Artscape will monitor the results to evaluate the success of the Thriving Artists Initiative and to inform changes or additions to it.

SCOPE OF WORK
As stated at the outset, the central purpose of this RFP is to procure services related to:
• development of an evaluation framework (the Thriving Artist Index) that will allow Artscape to understand the benefits that accrue to tenants and owners at Artscape projects.
• development of a monitoring and evaluation framework, aligned with the Thriving Artist Index, that will specifically assess the benefits/impacts realized by Artscape Daniels Launchpad (ADL) members and program participants.
These two frameworks should be considered separate, but integrated. While they will share the same organizational structure (the three lenses), it is understood that individual measures may need to be tailored to respond to the different ways in which Artscape’s various communities might be impacted by their relationship with our facilities and programs:
• Tenants and owners of commercial and live-work spaces in Artscape properties • Members of Artscape Daniels Launchpad’s entrepreneurship hub • Participants in ADL’s entrepreneurship and business design programs (who may or may not be ADL
members)
However, while Artscape needs to be able to speak with specificity about benefits accruing to Artscape tenants and owners, and about impacts related to ADL membership and programming, the organization also needs to be able to speak about collective impact achieved as an organization, and the development of the frameworks should take into consideration how outcomes can also be presented in this manner. Where possible, it is desirable that measures are developed such that outcomes can be aggregated across the organization.
In undertaking this scope of work as pertains to the development of a Thriving Artist Index, the selected consultant will be expected to:
• Work with Artscape and ADL team members to understand the nature of our practice, and the constituencies that our properties and programming serve;
• Develop a composite Thriving Artist Index – a self-reporting tool designed to assess the degree to which Artscape tenants and owners are succeeding, and are positioned for future success. The index will be comprised of underlying measures related to three lenses: financial empowerment, wealth of opportunities and artistic fulfillment (these three lenses may be refined as part of the process). Development of the Index should give consideration to:
• Creating a framework that is suitable for regular (preferably annual) circulation to tenants and owners at Artscape properties, and that will be able to elicit a high response rate – any associated questionnaire should not be overly long, complex, or invasive.
• Building on existing data collected by Artscape – in particular, Artscape has twice (in 2012 and 2016) run a comprehensive census of tenants and owners, providing a base of

longitudinal data, some aspects of which might fit within the three lenses of the composite index.
• How measures of ‘thriving’ may need to be approached differently for individual and organizational tenants and owners, or for residential (live/work) and work studio tenants and owners.
• Making use of, or integrating with, contact data in Artscape’s Salesforce CRM system. • Identifying, and making use of, existing and readily available sources of data that might be
incorporated as part of the Index.
• Design a questionnaire, or other form of self-reporting tool, that will allow for the data underlying the Thriving Artist Index to be collected from tenants and owners. It will be important to consider opportunities for operationalizing the Index by embedding data collection within the various ongoing interactions that Artscape has with tenants and owners (as distinct from creating a new, stand-alone process).
• Work with Artscape’s Community Services team to develop a strategy for delivery/distribution of the tool to Artscape tenants and owners. Artscape is in the process of developing an online ‘Tenant Portal’, which would be intended to provide a medium for survey delivery, but other channels for reliable delivery will likely need to be considered.
• Provide Artscape with a methodology for compiling and calculating Index (and sub-measure) values, as well as guidance with respect to how Index outcomes might be appropriately segmented, analysed in terms of change over time, and communicated to various audiences.
In undertaking this scope of work as pertains to the development of a monitoring and evaluation framework for Artscape Daniels Launchpad members and program participants, the selected consultant will be expected to:
• Work with the ADL team to understand the reporting commitments that have been made to various funding partners, including government agencies, philanthropic foundations, and social impact bondholders.
• Develop a framework for ADL monitoring and evaluation – in particular, to monitor and evaluate the impact of Launchpad membership and programming on its members and program participants. The monitoring and evaluation framework:
• should be informed by the particular challenges often faced by those working in the arts sector (see Launchpad case for support for more information);
• should focus on the ways in which ADL membership and program participation has positioned members and participants to thrive;
• should be organized using the same three lenses as the Thriving Artist Index: financial empowerment, wealth of opportunities and artistic fulfillment;

• Work with the ADL Team to identify the onboarding data that should be collected as new members/participants register or are signed up, to allow for evaluation of before/after effects related to Launchpad membership/program participation.
• Develop an approach to collecting data from ADL members and program participants, including:
• recommendation of appropriate timing of data collection (e.g. should impact-related data be collected after 6 months, 2 years, 5 years, etc.);
• design of questionnaire/survey questions the will provide reliable responses to inform impact evaluation;
• recommendation as to an approach for survey delivery/data collection.
• Provide Artscape with a methodology for collecting onboarding and follow-up data from ADL members and program participants, and for analysing and interpreting that data in terms of the impact of ADL membership and programs.
• Provide Artscape with guidance as to how outcomes from the framework should be appropriately packaged and communicated to different stakeholders – social impact bondholders, funding partners (public sector and foundations), the Artscape community, and the broader arts sector.
Reporting & Documentation
• Prepare a final report, detailing the framework development process, any precedents or best practices that informed the process, the frameworks themselves, and the rationale underlying the selected measures.
• Provide an in-person presentation of the frameworks and their application. • Prepare documentation for Artscape staff, to guide future in-house data collection, analysis, and
reporting. The documentation should:
• define the data that is to be collected; • identify potential areas of risk with respect to data quality; • provide instruction with respect to calculating the individual measures within the
framework; • provide instruction with respect to compiling the Thriving Artist Index from its composite
measures; • and, provide instruction with respect to the appropriate segmentation, aggregation, and
longitudinal analysis of measures and indices;
QUALIFICATIONS
This RFP has been issued on the understanding that the selected consultant will be able to evidence:
• A minimum of five years professional practice related to impact analysis / monitoring & evaluation;

• Demonstrated ability to arrive at measures that are of value to organizations and funding partners; • Examples of having worked successfully on similarly complex, time-limited projects; • Ability to use innovative strategies to collect data from a participant base in a manner that is
regular, but non-invasive; • Ability to be flexible and nimble to respond to changes in scope that may result from research
findings; • Evidence of experience working with the creative and cultural sector is an asset. • Evidence of experience working with social impact measurement is an asset.

TIMELINE AND FEE
RFP ISSUED: August 8, 2018
DEADLINE FOR RESPONSE: August 24, 2018
INTERVIEWS: If deemed necessary, respondents may be contacted to interview within a week following the deadline for submitting a response.
SELECTION OF PREFERRED BIDDER: by August 31, 2018
COMPLETION OF SCOPE OF WORK: December 14, 2018
There is urgency in undertaking this scope of work, and as such the successful consultant will be available to start immediately. This RFP is being issued with an upset limit of $30,000 (excluding taxes). We expect the successful consultant to complete the scope of work and deliverables within the 2018 calendar year.
HOW TO RESPOND TO THIS RFP
This Request for Proposals will be broadly circulated to professional consultants with related expertise. This procurement process will result in the selection of one vendor to provide services reflecting the needs described in this RFP. Artscape may invite one or more respondents to an interview to discuss their proposal, and to further explore how they might best work together.

Artscape will select the vendor who offers what is determined to be the best value. Artscape reserves the right to not select the lowest cost and to not select a vendor if none sufficiently meet the goals of this RFP. Any contract issued will be between Artscape and the vendor. All vendors must be able to submit invoices and taxable receipts.

a) Service Capability: Overview of capacity to perform the defined scope of work, including relevant experience, team composition, and bios for proposed professional personnel (including sub-consultants, if any) – max 4 pages.
b) Methodology: Description of the proposed methodology for performing the scope of work including high level projected schedule of project activities/milestones – max 4 pages.
c) Budget Breakdown: Proposed budget and fee structure for professional personnel per scope of work area.
d) Additional Collateral: Pamphlets, project sheets, CVs, or other materials that will help give us a sense of your work.
e) Client References: Please provide three references from past or active clients.

The information contained in this Call for Proposals is intended for information purposes only to assist interested parties in assessing whether or not to respond to such request. No representation or warranty express or implied, is made by Artscape or any of its agents, as to the accuracy or completeness of such information. Neither Artscape nor its agents will be responsible for, and hereby expressly disclaim, any and all liability for any errors, omissions or inaccuracies in connection therewith.
In its response to this Call for Proposals, the respondent must disclose to Artscape, any potential conflict of interest that might compromise this process. If such a conflict of interest does exist, Artscape may, at its discretion, refuse to consider the response in question.
The respondent must also disclose whether it is aware of any Artscape employee or Board of Directors member with a financial interest in the respondent and the nature of that interest. If such an interest exists or arises at any point leading to the selection of the successful respondent, Artscape may, at its discretion, refuse to consider the response, or proceed with the respondent any further in this process unless and until the matter is resolved to Artscape’s sole satisfaction.
All information provided by or obtained at any time from Artscape or its agents in any form in connection with this Call for Proposals that is not publicly available (i) must be treated in a highly confidential manner; (ii) is not to be used for any other purpose other than responding to this Call for Proposals; (iii) must not be disclosed to any other person without the prior written authorization of Artscape; and (iv) shall be returned to Artscape immediately upon the request of Artscape.

Artscape reserves the right to amend the scope of this Call for Proposals, and to carry out discussions with one or more prospective Respondents at any time, or from time to time, for the purpose of attempting to finalize an acceptable agreement, at all times without recourse against Artscape and its agents, should no such agreement be concluded.
Artscape may proceed as it determines in its sole discretion, including to discontinue or invalidate this Call for Proposals and including to re-issue or proceed with a further Call for Proposals and Artscape will not be responsible for any losses or costs incurred by any respondent as a result thereof. Artscape has the right not to respond to any report or request made by a respondent and not to distribute copies of any reports or requests received from a respondent and responses thereto, to the other respondents. Where Artscape, in its discretion, considers that such report or request necessitates a change to this Call for Proposals, Artscape will prepare and issue an appropriate addendum to this Call for Proposals. Artscape reserves the right to terminate this Call for Proposals at any time for any reason.

Programs address the current barriers faced by artists and designers and equip them with the skills they need to thrive, all while growing a supportive network that embraces their values and aspirations. Tailored specifically for creatives, these programs offer project-based learning to help build a successful career in today’s competitive and fast-paced marketplace.

Newcomer ProgramA new program for newcomer creatives that will fast-track the learning of basic entrepreneurship skills relevant to Canada and support network-building.
IGNITE WORKSHOPSThese three- to six-hour workshops explore issues artists and designers encounter in monetizing their creative practice as entrepreneurs, business owners and intrapreneurs. Industry experts break down issues like how to sell work in the digital marketplace or how to protect artistic works through copyright.
LEARNING EVENTSPitch competitions, bootcamps, startup weekends, investor creator forums, networking events and more address current barriers to success and trending topics, equip creatives with necessary skills and provide them access to leaders, visionaries, industry experts and peer collaborators.
MENTORSHIPLaunchpad will provide industry-specific and subject-matter experts as mentors for its members. These mentors will offer the coaching creatives need throughout their entrepreneurship journey.

Artscape Daniels Launchpad is the first capital project in the Artscape portfolio for which community impact bonds have been offered. This financial mechanism enables investors to contribute to social causes while also generating a financial return.
The first tranche of community bonds for the project raised $4.5 million from community foundations and private investors. The second tranche will be offered in late 2017 with a goal of securing $5.5 million in additional funding.
