1.0 PROJECT DESCRIPTION

1.1 INTRODUCTION

M/s. VRV Hospitality Private Limited is proposing 60 KLPD Grain Based Distillery along with 2 MW Co-

generation Power Plant at Village Chak Alia, Tehsil & District Gurdaspur (Punjab).

Grains such as damaged grain feed stock, broken rice, maize, bajra & sorghum, starch materials etc. will be

used as raw material which is easily available from the local market.

As per EIA Notification dated 14th September, 2006 and its subsequent amendments; the project falls in

Category ‘A’, Project or Activity - 5(g)(ii) [Non-molasses based distilleries >60 KLD].

ToR Letter was issued by MoEFCC, New Delhi for the preparation of EIA/EMP Report vide their letter no. IA-J-

11011/208/2018-I(A)-II(I) dated 27th July, 2018.

1.6 DESCRIPTION OF THE ENVIRONMENT

1.6.1 Presentation of Results (Air, Noise, Water and Soil)

Baseline study of the study area was conducted during Post Monsoon Season (October to December, 2018).

Ambient Air Quality Monitoring reveals that the concentrations of PM2.5 and PM10for all the 8 AAQM stations

were found between 33.6 to 52.7 µg/m3 and 52.2 to 94.6 µg/m3 respectively. The concentrations of NO2 and

SO2 were found to be in range of 8.1 to 32.2 µg/m3 and 7.9 to 18.2 µg/m3 respectively.

Ambient noise levels were measured at 8 locations within the 10 km radius area from the project site. Noise

levels vary from 48.6 to 54.0 Leq dB (A) during day time and 40.1 to 43.7 Leq dB(A) during night time.

The ground water analysis for all the 8 sampling stations shows that pH varies from 7.35-7.73, Total hardness

varies from 174.7 to 376.9 mg/l, Total dissolved solids vary from 278-588 mg/l.

Soil monitoring was carried out at 8 locations and the analysis results show that soil is slightly neutral to

moderately alkaline in nature, pH value ranging from 7.74 to 8.67, with organic matter from 1.07 % to 1.51%.

Soil texture is silty loam. Total nitrogen ranges from 116 to 164.2 kg/ha, indicates that nitrogen is in

sufficient amount in this soil.

1.6.2 Biological Environment

Flora: Most common species found in the area are Terminalia arjuna (Arjun), Cassia fistula (Amaltas),

Azadirachta indica (Neem), Mangifera indica (Mango)etc.

Fauna: Commonly found species in the study area are Macaca mulatta (Monkey), Columba livia (pigeon),

Eudynamys seolopacea (Koel), Rattus rattus(Common house rat)etc.

1.6.3 Socio-Economic Environment

The population as per 2011 Census records is 155551 (for 10 km radius). Scheduled Caste fraction of the

population of the study area (10 km) is 37.1 % and Scheduled Tribe is negligible. Percentage of literacy is

79.8 % and that of workers engaged in occupation is 30.4 %. Of these, 79.5 % are main workers and 20.5%

are marginal workers.

1.7 ANTICIPATED ENVIRONMENTAL IMPACTS

Anticipated environmental impacts due to operation of distillery are given in table below:

quality will be tested.

2.0 ENVIRONMENTAL MONITORING PROGRAMME

Details of the environmental monitoring schedule / frequency and location, which will be undertaken for

various environmental components, as per conditions of EC / CTO are given in table below.

3.0 ADDITIONAL STUDIES

Additional Studies as per ToR Letter no. IA-J-11011/208/2018-I(A) II(I) dated 27th July,2018, issued by

MoEFCC, New Delhi is Public Hearing action plan, Risk Assessment and Disaster Management Plan.

4.0 PROJECT BENEFITS

The distillery project of M/s. VRV Hospitality Private Limited will result in growth of the surrounding areas by

increasing direct and indirect employment opportunities in the region including ancillary development and

supporting infrastructure. Development of social amenities will be in the form of medical facilities, education

to underprivileged and creation of self help groups. The state will get revenues in terms of taxes and local

people will get direct & indirect employment. Business opportunities for local community will be available.

No adverse effect on environment is envisaged as proper mitigation measures will be taken up for the same.

5.0 ENVIRONMENTAL MANAGEMENT PLAN

Following mitigation measures will be adopted by the company to minimize the impact of project on the

surrounding environment:

Air quality management • ESP/Bag Filter with stack of adequate height will be installed with the boiler to control the particulate and gaseous emissions due to combustion of fuel.

• CO2 generated during the fermentation process will be recovered by CO2 Scrubbers and sold to beverage & packaging industry.

• DG Sets will have adequate stack height as per CPCB guidelines. • All the internal roads will be asphalted. • Online stack monitoring system will be installed. • Greenbelt will be developed all around the plant boundary and within the plant

premises. • Regular monitoring will be done to ensure that ambient air quality standards are

met all the time.

Water quality management • Grain based distillery will be based on “Zero Effluent Discharge”. • Grain Slops (Spent Wash) will be passed through centrifuge decanters for

separation of suspended solids separated as Wet Cake (also known as DWG – Distillers Wet Grains).

• Thin Slops from the Decanter Centrifuge will be partly recycled back to process

(20% to 35%) and the balance will be fed to Thin Slop Evaporation Plant for concentration of remaining solids to form Syrup (35% TS).

• DWGS Drier: The Wet Cake and Syrup mixture (DWGS) will be dried in Steam Tube Bundle Dryer for producing DDGS with 8-10% moisture (max.). The DDGS will be utilized as Cattle, poultry and fish feed ingredients.

• The process condensate will be treated in condensate treatment plant. The treated water will be recycled back in cooling tower makeup.

• Domestic wastewater will be treated in STP & reused in greenbelt development & plantation

• Rain Water harvesting will be done within the plant premises.

Noise Management • Personal Protective Equipment like earplugs and earmuffs will be provided to the workers exposed to high noise level.

• D.G. sets will be provided with acoustic to control the noise level within the prescribed limit.

• Proper maintenance, oiling and greasing of machines at regular intervals will be done to reduce generation of noise.

• Greenbelt of appropriate width inside the plant premises and at the plant boundary will be developed.

• Regular monitoring of noise level will be carried out and corrective measures in concerned machinery will be done.

Solid & Hazardous Waste Management

• Solid wastes generated will be wet cake, yeast sludge and ash from the boiler. • Solid waste from the grain based operations generally comprises of fibres and

proteins in the form of DDGS, which will be ideally used as Cattle Feed. • Yeast sludge will be sent to the sludge drying beds or may be added to the wet

cake. • ETP sludge will be dewatered using filter press and will be used as manure. • Ash from the boiler will be given to brick manufacturing unit. • Used oil & grease generated from plant machinery/gear boxes as hazardous waste

will be sold out to the CPCB authorized recyclers.

Greenbelt development & plantation

• 1.6 ha (3.96 Acres) i.e. 33% of the total plant area will be developed under greenbelt & plantation.

• Native plant species will be planted in consultation with local horticulturist. • Greenbelt development along with the road & plant boundary attenuates noise

level; arrest dusts and improve the environment in plant-surroundings.

Odour management • Adequate greenbelt all around the periphery of the plant. • Efficient CO2 scrubbing to avoid carryover of alcohol vapour & other fumes. • DWGS dryer will be installed for complete drying of solids. • Better housekeeping, hygienic conditions will be maintained inside as well as

surrounding areas of the plant. • Regular use of disinfectants in the drains to avoid generation of putrefying

microorganisms.

6.0 CONCLUSION

The proposed project will prove beneficial to the local people as more infrastructure development,

improvement in education and health facilities, roads, availability of drinking water, etc. in near-by villages

will be done. There will be no significant impact on the area, as adequate preventive measures will be

adopted to maintain the various pollutants within permissible limits. Regular monitoring of all the

components of environment will be done. Increased social welfare measures will be taken by the company

that will bring development in the near-by villages.

Greenbelt development around the area will be also taken up as an effective pollution mitigation technique,

as well as to control the pollutants.
