i. Environment clearance accorded is only for

grain based distillery unit (45 KLPD) only and no

molasses based distillery unit shall be set up

without prior permission from the Ministry.

The industry has obtained Environmental Clearance

for a grain based distillery unit vide letter no. EC

Letter no. J-11011/550/2008-IA II (I) dated 20th

September, 2010.

No molasses based distillery unit has been/ will be

installed without prior permission from the

Ministry.

ii. Efforts shall be made to reduce RSPM levels in

the ambient air a time bound action plan shall

be submitted. Multi-cyclone followed by bag

filters shall be provided to the boiler to control

particulate emissions within 50 mg/Nm3. At no

time, the emission levels shall go beyond the

prescribed standards. In the event of failure of

any pollution control system adopted by the

unit, the respective unit shall not be restarted

until the control measures are rectified to

achieve the desired efficiency.

The industry has taken following efforts to reduce

RSPM levels in the ambient air-

Bag filter and Wet Scrubber along with stack of

adequate height has already been provided to

boiler.

Water sprinkling is done time from time to time

in the premises.

Developed greenbelt in the plant premises and

at the boundary.

Latest Stack Emission Monitoring Results have

been attached as Annexure 1.

In case of process disturbances / failure of pollution

control equipment adopted by the unit, the

respective unit will be shut down and will not be

restarted until the control measures are rectified to

achieve the desired efficiency.

iii. The National Ambient Air Quality Emission

Standards issued by the Ministry vide G.S.R. No.

826 (E) dated 16th November, 2009 shall be

followed.

Ambient air quality monitoring on uniform basis is

carried out considering the National Ambient Air

Quality Emission standards issued by the ministry

vide G.S.R. No. 826 (E) dated 16th November, 2009.

The ambient air monitoring results has been

attached as Annexure-2.

iv. In plant, control measures for checking fugitive

emissions from all the vulnerable sources shall

be provided. Fugitive emissions shall be

controlled by providing closed storage, closed

handling & conveyance of chemicals/materials,

multi cyclone separator and water sprinkling

system. Dust suppression system including

water sprinkling system shall be provided at

loading and unloading areas to control dust

emissions. Fugitive emissions in the work zone

environment, product, raw materials storage

area etc. shall be regularly monitored and

records shall be maintained. The emissions shall

confirm to the limits imposed by HPSPCB.

Following measures has been adopted to control

fugitive emissions such as:

All the conveyors are covered & provided with

hoods to control fugitive emissions.

Bag Filters has been installed to control

emissions at transfer points

The material is kept moist by sprinkling water

while unloading from trucks.

All the roads inside the plant are well concreted

to reduce fugitive emission.

Vehicles are covered during transportation.

Periodical monitoring is carried out to check the

fugitive emission.

Developed greenbelt plays an essential role by

acting as a barrier in mitigating fugitive

emissions.

Annexure 3.

v. The gaseous from DG set shall disperse through

adequate stack height as per CPCB guidelines.

Acoustic enclosure shall be provided to the DG

sets to mitigate the noise pollution.

Industry does not require DG set in the plant. The

power requirement (1300 KW) is met from Boiler

of 14 TPH capacity and turbine (1.3 MW).

The company has obtained Power Availability

Certificate (PAC) for connected load 800 KW with

contract demand of 800 KVA by Himachal Pradesh

State Electricity Board Limited via letter no.

230428/PAC/2015-16-1343-49 dated 23/4/15.

The above mentioned permission letter is

attached as Annexure 4.

vi. The company shall upload the status of

compliance of the stipulated environmental

clearance conditions, including results of

monitored data on its website and shall update

the same periodically. It shall simultaneously be

sent to the Regional office of MOEF. The

respective Zonal office of CPCB and the H.P.

State Pollution Control Board. The levels of

PM10, PM2.5, SO2, NOx and HC (Methane and

Non-methane) (ambient levels) shall be

monitored and displayed at a convenient

location near the main gate of the company and

at important public places. Photograph showing board displayed near main

The report for the compliance period “October,

2017 to March, 2018” has been submitted to the

concerned authorities and the submission receipts

of the same has been attached as Annexure-5.

vii. The total ground water requirement shall not

exceed 808 m3/day and prior permission from

the Central Ground Water Authority / State

Ground Water Board (CGWA/SGWB0 shall be

obtained and a copy submitted to the Ministry’s

Regional Office at Chandigarh within 3 months

of issue of environment clearance

The total water consumption of the industry is not

more than 808 m3/day.

The company has obtained NOC for drilling tubewell

to withdraw groundwater from HPGWA vide letter

no. IPH-SE-P&I-II-EE-HPGWA/2018-19: 2646 dated

9/10/18.

NOC has been enclosed as Annexure 6.

viii. The spent wash generation shall not exceed 450

m3/day. The Multiple Effect Evaporator (MEE)

shall be installed. No liquid effluent shall be

discharged outside the premises and ‘Zero’

discharge shall be followed.

The industry is / will run on “Zero Liquid Discharge”.

Following measures have been adopted for water

conservation to reduce or minimize water

consumption & usage:

Spent Wash: Grain Slops (Spent Wash) is

being/will be taken through Centrifuge

Decanters for separation of Suspended Solids

separated as Wet Cake. Thin Slops from the

Decanter Centrifuge is being/will be partly

recycled back to process and partly taken to

Thins Slops Evaporation Plant for

concentration of remaining solids to form a

Syrup. This Syrup is being/will be fed to bio-

digestor for recovery of bio-gas followed by

anaerobic sludge separator & aeration system,

final out let after aeration is then taken to MEE

system for water recovery, the concentrate

from MEE is recycled to decanter for solid

recovery. DWGS is being/ will be taken to a

dryer and is dried to make it DDGS – Distillers

Dried Grain Solubles.

Spent Lees: The spent lees from primary

distillation column (pre-rectifier) will be

recycled into liquefaction process and are

utilized as dilution water for incoming flour to

make slurry.

Process condensate from Multi – Effect

Evaporator (MEE) is being/will be cooled and

collected into a neutralization tank with

sufficient residence time. After neutralization

and filtration this process condensate is

being/will be recycled back to the process.

For effective recycling of waste 3-stage MEE

along with dryer has already been installed.

MEE condensate is treated in CPU and

recycled back in the process. Other waste is

treated in the state of art ETP and completely

reused.

Boiler blow down: Waste water generated

from boiler blow down is being/ will be

completely recycled into cooling towers and

ash quenching.

Cooling Tower Blow down: Cooling tower

blow down is being/ will be utilized completely

internally.

ix. Storage capacity of the lagoon for spent liquor

should be designed for 6 days storage capacity

as per norms prescribed by CPCB. The spent

wash should be stored in impervious pucca

lagoons having proper lining with HDPE and

shall be kept in proper condition to prevent

ground water pollution shall be provided

around the spent wash storage area for

periodical monitoring of ground water quality as

per CPCB norms.

Spent wash is stored in one impervious pucca

lagoon of that has proper lining with HDPE and is

kept in proper condition to prevent ground water

pollution. It is also ensured that the storage of the

spent wash is as per CPCB recommendation.

Ground water quality monitoring results are

attached as Annexure- 8.

x. As proposed, only rice husk or any other fuel (oil

having Sulphur content less tha 1% of gas) shall

be used in boiler. No coal shall be used as fuel.

The industry ensures that only rice husk is/ will be

used in boiler as fuel. No coal or any other fuel is

used in boiler.

xi. Fire fighting system shall be as per the OISD 117

norms and cover all areas where alcohol is

produced, handled and stored. Provision of

foam system for fire fighting shall be made to

control fire from the alcohol storage tank.

The company has provided fire fighting

extinguishers and fire hydrants at all vital locations

within the plant premises.

It has a provision of foam system for fire fighting in

the plant to control fire from the alcohol storage

tank.

Annexure 9.

xii. Risk Assessment shall be carried to assess the

fire and explosion risk and also due to storage

of alcohol. Risk mitigation measures shall be

undertaken and report submitted to the

Ministry within six months.

The industry regularly undertakes Risk assessment

to assess the fire and explosion risk due to storage

of alcohol impact assessment study.

xiii. Green belt shall be developed in 2.5 acres out of

total area of 10 acres. Selection of plant species

shall be as per the CPCB guidelines.

The industry has already developed greenbelt and

plantation and the same is being/ will be

maintained in future.

Local Species planted in the plant premises

includes Peepal (Ficus religiosa), Bargad (Ficus

Benghalensis), Arjun (Terminalia arjuna), Bhera

(Terminalia bellerica), Amaltas (Cassia fistula),

Raatki Rani (Cistrum nocturnum), etc

xiv. All the recommendation as mentioned in the ‘No

Objection Certificate’ issued by Principal Chief

Conservator of Forests (HoFF)-cum-chief

Wildlife Warden, Himachal Pradesh, Shimla vide

letter no. WL (Misc.)73/Mining/Vol. V/208 dated

19th April, 2010 shall be implemented in a time

bound manner and report submitted to the

Ministry’s Regional Office at Chandigarh.

All the recommendations mention in the NOC

issued by Principal Chief Conservator of Forests

(HoFF)-cum-chief Wildlife Warden, Himachal

Pradesh, Shimla vide letter no. WL

(Misc.)73/Mining/Vol. V/208 dated 19th April, 2010

are being followed and implemented by the

company.

xv. Flood light shall not be used in the factory

premises at night time due to location of pong

lake sanctuary at 6 km (NNE)

No Flood light is being used in the plant premises;

therefore, there is no disturbance to the wildlife in

the pong lake sanctuary.

xvi. Provision shall be made for the housing for the

construction labour within the site with all

necessary infrastructure and facilities such as

fuel for cooking, mobile toilets, mobile sewage

treatment plant, safe drinking water, medical

health care, creche etc. The housing may be in

the form of temporary structure to be removed

after the completion of the project. All the

construction wastes shall be managed so that

there is no impact on the surrounding

environment.

i. The project authorizes shall strictly adhere to

the stipulations made by the H.P. State

Pollution Control Board.

The company strictly adheres to the stipulations

made by the Himachal Pradesh Pollution Control

Board and the State Government.

The company strictly follows to the conditions given

in Consent to operate under the provisions of

Water (Prevention & Control of Pollution) Act 1974

and Air (Prevention & Control of Pollution) Act, 1981

vide letter no. HPSCB/PCB-ID19300. The letter has

been attached as Annexure-11.

ii. No further expansion or modifications in the

plant shall be carried out without prior

approval of the Ministry of Environment and

Forests. In case of deviations or alterations in

the project proposal from those submitted to

this Ministry for clearance, a fresh reference

shall be made to the Ministry to assess the

adequacy of conditions imposed and to add

additional environmental protection measures

required, if any.

The company is operating as per the environmental

clearance granted by the MoEFCC vide letter no. EC

vide letter no. EC Letter no. J-11011/550/2008-IA II (I)

dated 20th September, 2010.

No further expansion or modifications in the plant

shall be carried out without prior approval of the

Ministry of Environment and Forests.

iii. The location of ambient air quality monitoring

stations shall be decided in consultation with

the H.P. State Pollution Control Board

(HPSPCB) and it shall be ensured that at least

one station is installed in the upwind and

downwind direction s well as where maximum

ground level concentrations are anticipated.

The locations of ambient air quality monitoring

stations were decided in consultation with HSPCB.

The ambient air quality monitoring results for the

compliance period “October, 2017 to March, 2018”

has been attached as Annexure 2.

iv. The overall noise levels in and around the plant

area shall be kept well within the standards by

providing noise control measures including

acoustic hoods, silencers, enclosures etc. on all

sources of noise generation. The ambient

noise levels shall confirm to the standards

prescribed under Environment (Protection)

Act, 1986 viz. 75 dBA (day time) and 70 dBA

(night time)

The overall noise levels in and around the plant area

is being kept well within the standards (85 dBA) by

providing noise control measures including acoustic

hoods, silencers, enclosures etc. on all sources of

noise generation. The ambient noise levels shall

confirm to the standards prescribed under

Environment (Protection) Act, 1986 Rules, 1989 viz

75 dBA (day time) and 70 dBA (night time).

The ambient noise level monitoring results have

been attached as Annexure 12.

v. The company shall harvest rainwater from the

roof-tops of the building and storm water

drains to recharge the ground water and use

the same water for the process activities of

the project to conserve fresh water.

The company has implemented rainwater

harvesting structures in the plant premises.

vi. The company shall obtain authorization for

collection, storage and disposal of hazardous

waste under the Hazardous Waste

(management, Handling and Trans-boundary

Movement) Rules, 2008 and its amendment

time to time and prior permission from SPCB

shall be obtained for disposal of

solid/hazardous waste including boiler ash.

The company has obtained authorization for

vii. During transfer of materials, spillages shall be

avoided and garland drains be constructed to

avoid mixing of accidental spillages with

domestic wastewater and storm water drains.

Proper garland drains are constructed inside the

plant premises to avoid mixing of accidental

spillages with domestic wastewater and storm

water drains. Photograph showing drain to carry

accidental spillages is shown below:

viii. Usage of personnel Protection Equipments by

all employees / workers shall be ensured.

Industry ensures usage of personnel protection

equipments by all employees/wokers.

ix. Training shall be imparted to all employees on

safety and health aspects of chemicals

handling. Pre-employment and routine

periodical medical examinations for all

employees shall be undertaken on regular

basis. Training to all employees on handling of

chemicals shall be imparted.

Training is imparted to all employees pertaining to

their health and safety. It is always ensured to

conduct pre employment and routine medical

examination of the employees on regular basis.

x. The company shall also comply with all the

environmental protection measures and

safeguards proposed in the project report

submitted to the Ministry. All the

recommendations made in the EIA/EMP in

respect of environmental management, risk

mitigation measures and public hearing

relating to the project shall be implemented.

The company complies with environmental

protection measures and safeguards proposed in

the documents submitted to the Ministry. All

recommendations made in EIA/EMP report in

respect of environmental management and risk

mitigation measures relating to the project are

being/will be implemented efficiently.

xi. The company shall undertake CSR activities

and all relevant measures for improving the

socio-economic conditions of the surrounding

area.

The company has already taken various measures to

improve the socio-economic conditions of the area.

The company ensures to work to work efficiently in

future as well.

The unit has undertaken measures for CSR activities

like farmers training institute, greenbelt

development, community welfare schemes,

awareness training program for nearby villages.

xii. The company shall undertake eco-

developmental measures including community

welfare shall be set up to carry out the

Environmental Management and Monitoring

functions.

The company has already undertaken eco-

agriculture techniques, awareness training program

in school of nearby villages for the overall

improvement of the environment.

7.50 Crores towards capital cost and adequate

funds for recurring cost per annum to

implement he conditions stipulated by the

Ministry of Environment and Forests as well as

stipulated herein. The funds so earmarked for

environment management/pollution control

measures shall not be diverted for any other

purpose.

xiv. As proposed, the company shall earmark Rs.

7.50 Crores towards capital cost and adequate

funds for recurring cost per annum to

implement he conditions stipulated by the

Ministry of Environment and Forests as well as

the State Government along with the

implementation schedule for all the conditions

stipulated herein. The funds so earmarked for

environment management/pollution control

measures shall not be diverted for any other

purpose.

xv. A copy of the clearance letter shall be sent by

the project proponent to concerned

Panchayat, Zila Parisad/Municipal Corporation,

Urban local Body and the local NGO, if any,

from who suggections/representations, if any,

were received while processing the proposal.

A copy of the clearance letter was sent to

concerned authorities. No suggestions were

received while processing the proposal.

xvi. The project proponent shall also submit six

monthly reports on the status of compliance

of the stipulated Environmental Clearance

conditions including results of monitored data

(both in hard copies as well as by –email) to

the respective Regional Office of MoEF, The

respective Zonal Office of CPCB and the H.P.

State Pollution Control Board. A copy of

Environmental Clearance and six monthly

compliance status report shall be posted on

the website of the company.

The company ensures to submit six monthly

compliance reports on timely basis including results

of monitored data (both in hard copies as well as by

email) to the respective Regional Office of MoEFCC,

the respective Zonal office of CPCB and SPCB.

xvii. The environmental statement for each

financial year ending 31st March in Form-V as is

mandated shall be submitted to the h>P. State

Pollution Control Board as prescribed under

the Environment (Protection) Rules, 1986, as

amended subsequently, shall also be put on

the website of the company along with the

status of compliance of environmental

clearance conditions and shall also be sent to

the Chandigarh Regional Offices of MoEF by e-

mail.

xviii. The Project proponent shall inform the public

that the project has been accorded

environmental clearance by the Ministry and

copies of the clearance letter are available

with the SPCB/Committee and may also be

seen at Website of the Ministry at

http://envfor.nic.in This shall be advertised

within seven days from the date of issue of the

clearance letter, at least in tow local

newspapers that are widely circulated in the

region of wich one shall be in the vernacular

language of the locality concerned and a copy

of the same shall be forwarded to the

concerned Regional Office of the Ministry.

The project proponent has already informed the

public that the project has been accorded

environment clearance by the MoEFCC and public

notice was advertised in local newspaper after

obtaining Environmental Clearance letter.

xix. The project authorities shall inform the

Regional Office as well as the Ministry, the

date of financial closure and final approval of

the project by the concerned authorities and

the date of start of the project.
