1. ACKNOWLEDGEMENT

Narsapur, West Godavari, Andhra Pradesh under CHCDS scheme. We acknowledge the

2. ABOUT IMPLEMENTING AGENCY
Export Promotion Council for Handicrafts is the apex body of Indian handicraft
manufacturers & exporters. A non-profit organization, the Council provides
comprehensive information about the sector to international buyers and
ensures optimal interface between the Indian handicrafts industry and
international buyers, to facilitate conducive business. Among its regular
activities, EPCH organizes buyer-seller meets, conferences and study tours
overseas to explore market opportunities. The Council also undertakes design
& technical workshops for creating awareness within the industry. With
approximately 8300 member exporters from the many craft regions spread across the
length and breadth of the country, EPCH has successfully positioned India as a
sourcing destination for the best in craft rich home, gifts & lifestyle products. With its
headquarters in New Delhi, EPCH has representative offices in Mumbai, Kolkata,
Chennai, Bengaluru, Saharanpur, Jaipur, Jodhpur, Moradabad and Agra. EPCH is
also recognized as a model organization for its continuous pursuit of excellence.
For its trade events, EPCH facilitates visiting buyers, in terms of online registration,
product information, booking hotels, transportation, etc. EPCH has expertise of over
the last 20 years, to organize several marketing events domestic as well as
international. EPCH over the last 20 years has built up the Indian Handicrafts &
Gifts Fair (IHGF), as a vibrant trade platform for Indian artisans, manufacturers &
suppliers from across India and discerning buyers from across the world including
retailers, wholesalers, chain stores, buying conglomerates, importers, etc.
Other than the marketing events EPCH has also actively involved in skill upgradation
of artisans, manufacturer and exporters member of different crafts in different part of
country. EPCH helps craftsperson/manufacturer/exporters in ensuring quality of
product through different skill program through providing various design support.
Council also assist individual entrepreneur/exporters members in all kind export
compliance issues through seminar/workshop such as "Export Marketing,
Procedures and Documentation", Packaging, Design Development, Buyer Seller Meet,
Open House etc.

3. EXECUTIVE SUMARRY
Since last one decade it was observed that the lace cluster of Narsapur has experienced
limited growth in spite of potential market opportunity and its core competence of a
large skill base. The production base is extremely fragmented and there is a lack of
critical manufacturing infrastructure. Many of the key processes are outsourced to
service providers outside the state, leading to cost escalations and an overall loss of
productivity and efficiency. The cluster has been confined to the low end of the
international market for lace products with limited product offerings, low quality and
low margin realizations.
Same has been noticed by Govt. of India and identified Narsapur as a Mega Cluster
under the Comprehensive Handicrafts Cluster Development Scheme of the Office of DC
(Handicrafts), Ministry of Textiles to enhance the productivity of the cluster and help
artisans to improve the quality of the product.
To implement the program O/o Development Commissioner (Handicrafts) awarded
the Skill Development Program to The Export Promotion Council for Handicraft to
address the current limitations of cluster in terms of lack of skilled manpower for the
production of high value added and diversified products ranging from fashion
garments, accessories, made-ups and novelties and impart Standardized training in the
areas of crochet lace making, garmenting and production, Dyeing and various soft skills
and enterprise development aimed at the overall capacity building of the artisans.
Skill Development program implemented from September 2015 to March 2016 in East
and West Godavari District of Andhra Pradesh. Four main areas were covered under
the Skill Development Program which are:

Training on Dyeing Process

To impart the training , Training of Trainer (TOT) program was undertaken under
the guidance of committee consisting of the following members:

Andhra Pradesh under Narsapur Mega Cluster.

Council has covered all 5000 artisans against the target of 5000 artisans.
Out of 5000 artisans 300 artisans has applied for EPCH membership to become an
entrepreneur.
4. BACKGROUND
Lace Work, started long back in remote Narsapur in West Godavari District of Andhra
Pradesh has grown into an internationally recognized handicraft and hence it demands
the attention of the historians. It has grown from the status of mere skill, imparted to
supplement family income to that of a full fledge trade catering to the needs of the
foreign market. If provides employment to nearly one lakhs women working from
home. Almost all women, irrespective of the age, are to be seen working with the needle
in the entire region in general and Narsapur in particular. The lace product includes
dining table sets, the collars, cuffs, napkins, cushion cover, pillow covers, table cloths,
bed cover, door curtains, etc. these products have decorative and utilitarian value. They
are lovely and attractive and hence with the artistic appeal, they provide good product
for foreign markets.
The lace cluster of Narsapur has experienced limited growth in spite of potential market
opportunity and its core competence of a large skill base. The production base is

cost escalations and an overall loss of productivity and efficiency. The cluster has been

product offerings, low quality and low margin realizations.
The bulk of the products exported comprise of home furnishings and made-ups. The
designs of products are mostly traditional and outdated and cater to the low – end of
the market segment. Majority of the products are in shades of white and beige and there
is limited use of colour, value addition using trims and embroideries and the product
range has remained stagnant over the years. A sample product portfolio of Narsapur

Further, the international and domestic markets for lace craft have evolved with
time and are witnessing greater demand for hybrid products and made-ups
categories. All such additional value added work such as Finishing, Dyeing and
design, cluster was outsourcing the services. As a result, the cluster artisan becomes
a job worker fetching lower returns on investment.
In such a scenario, it is crucial for the lace manufacturing industry in Narsapur to
realign with the emerging trends in market demand and diversify products and thus
increase and expand skills sets. There is a need to build skills in terms of high end
product development; color pattern, new trend/fashion related areas as well as soft
skills. This will enable the additional value to be captured within the Cluster of
Narsapur.
During the course of consultations and interactions with the Cluster stakeholders, it
was observed that low productivity levels of artisans as well as absence of value
added skills hampers the timely execution of orders by the exporters. The exporters
further expressed acute shortage of manpower in finishing and packaging. The
artisans also expressed the need for skill upgradation in new designs to increase
their earning capacities. An absence of entrepreneurial skills in artisan societies was
also observed.
Keeping this in view, training of artisans and other Cluster stakeholders by way of
structured short duration programs has great potential for increasing exports. This
will enable the Cluster to move up the value chain in terms of more diversified

product portfolio and achieve holistic growth in the income of its stakeholders
through increase in exports.
The non-availability of skilled artisans is one of the major challenges that the
Narasapur Handicrafts Mega Cluster is facing. The migration of skilled workforce in
these areas has increased sharply due to local job opportunities and availability of
local employment under the MGNREGA and various other schemes. There is a great
need to keeping workforce in their traditional craft.
As part of the Narsapur Comprehensive Handicraft Cluster Development Scheme,
IL&FS had conducted the Mid-Term Correction – Strategy Plan and as per the plan
it was recommended that EPCH will conduct skill Development programme for
Artisans in the Narsapur Cluster.
5. PROJECT OBJECTIVE
To address the current limitations of cluster in terms of lack of skilled
manpower for the production of high value added and diversified products
ranging from fashion garments, accessories, made-ups and novelties.
Standardized training to be imparted in the areas of crochet lace making,
garmenting and production, and various soft skills and enterprise
development aimed at the overall capacity building of the artisans.
6. DURATION OF THE TRAINING PROGRAM
1) Training on Value Addition – Crochet was planned for 25 working days in which 18
days was focused practical and theoretical aspect on Value Addition – Crochet and 7
days for Soft Skill program
2) Training on Stitching & Garmenting was planned for 25 working days in which 18 days
was focused on practical and theoretical aspect of Stitching & Garmenting and 7 days
for Soft Skill program
3) Training on Dyeing was planned for 15 working days in which 12 days on practical and
theoretical aspect of dyeing process and 3days for Soft Skill program
4) Training on EDP/Capacity Building was planned for 15 working days.

7. PROJECT METHODOLOGY/APPROACH
In order to ensure effective learning, the training content in the form of short duration
standardized modules has been utilized. Use of technology, and innovative teaching aids
were used for the delivery of the training program. The trainers were provided a
comprehensive teaching manual for standardized and effective delivery of the course
content. All the artisans were given printed course material as well as other training tools.
As program was highly skill oriented, so large component of the program focused on was
practical aspect. Consumables such as yarn, relevant material like fabric, sewing threads,
needles etc. and accessories were provided to all artisans for effective practical training. The
training programs were conducted through multimedia courses and delivered by trained
faculty.
The proposed skill development program was undertaken to address the immediate
as well as long term skill needs of the artisans. This will help in attaining a
diversified and higher quality of skill set, thereby improving their earning potential.
The skill development programme aim at training about 5000 persons. As
mentioned earlier four primary categories of skill development were identified
which are as follow:
Training on Value added Skill – Crochet
Under the training on value addition – Crochet artisans were provided with
training on value addition and basic product development on home textiles and
fashion accessories using lace craft. Training imparted to in various aspects of
Crochet/Lace Craft, mix-media application and surface ornamentation. 4000
artisans were covered under this course curriculum.
Training on Stitching & Garmenting
Under the training on Stitching & Garmenting lace artisans were covered to
provide training on Stitching & Garmenting. This training course aimed to
improve the knowledge & understanding of artisans regarding handling of

stitching machine and product development. 500 artisans were covered under this
course curriculum.
Training on Dyeing
Under the training on Dyeing Council has endured to create a cadre of dyers
amongst the lace artisans who trained on standardized dyeing of lace products
using higher-quality dyestuff and improvised processes in line with the industry
requirements. These dyers shall run and operate the dyeing facilities installed in
the CPCs. 200 artisans to be cover under this course curriculum.
Training on EDP/Capacity Building/Exposure Visit:
To provide artisans with knowledge pertaining to self-employment opportunities
and develop alternative avenues of income generation, Entrepreneurship
Orientation Programs to be conducted. This program was focused on capacity
building, entrepreneurship development and imparting other related soft skills of
the artisans.
To ensure effective operation and management of the CPCs, women leaders
amongst the lace artisans shall be identified and developed as key operational staff
in the CPCs. Capacity building workshops will be organized to impart training on
various aspects of procurement, quality control/assurance, administration,
production, operations, legal & financial compliances so that they are able to scale
up operations, handle larger volumes of production, and service orders timely and
efficiently.
To understand the market trend in terms of fashion trends, design, product
combinations and product utility, exposure visits to well establish craft production
clusters and manufacturing centers to be organized. 300 artisans to be cover
under this course curriculum.

7.1 Identification of the trainer: The first training of trainer was organized by the Council on 21st September 2015 at ILTC in
presence of Shri Navraj Goel then ADC
(Handicrafts) O/o of DC (Handicrafts) and Shri R.
K. Verma, Director, EPCH and 126 trained and
skilled Lace artisans shown the interest to become
trainer for the said program. Committee was
constituted for the screening of 126 trainers who
were called for TOT. The committee members
consisting of the following members:

After screening and interview 91 trainers were qualified to become the trainer. And the list of
the qualified trainers were endorsed by the committee.

participants came for TOT.

Shri R. K. Verma briefly describe about the Skill Development program which was
sanctioned by O/o Development Commissioner (Handicrafts), Ministry of Textiles, Govt. of
India and the objective of the undertaking such skill training program.
Shri Navraj Goyal emphasis on the
skill development program and said
that Skill Development of 5000 lace
artisans will help to improve the
production quality of crochet craft.
He mentioned that to improve the
demand of lace product we are also
going to implement various
interventions under market
development. Through these
activities we hope artisan’s wages will increase and will help to provide and provide better
livelihood. He also mentioned that we are planning to operationalize all the CPC which was
established under the Narsapur Mega Cluster so that the entire skill program can be
organized at CPCs.
Shri R. K. Verma explained the structure of the program. He informed that there are four
curriculums under the skill development program which are:
Training on Value added Skill – Crochet
Training on Stitching and Garmenting
Training on Dyeing Facilities
Training on EDP/Capacity Building / Exposure Visit
He said that EPCH is going to use biometric attendance machine for each training program
and all the information will be uploaded on website to ensure the quality of the training
program and to ensure and transparency.
He further added that EPCH will form a monitoring committee who will monitor the
program time to time and all the artisans will get all the required tools and raw materials

which will be used during the training program and also the course content i.e video and
printed book.
Shri K N Tulasi Rao extended vote of thank to chief guest, Shri Navraj Goyal and available
all trainers and facilitator of the TOT.
Shri Suguna Raju provided overview of the content of the training course to all selected
trainer also explained to trainer to ensure the quality of the program.
During the interaction it was explained about use of the equipment such as Kyan Machine
and Biometric machine for taking attendance every day and procedure to be adopted for

7.2 MONITORING
EPCH from its established office at ILTC regularly monitored the program for smooth
functioning of the training program. Apart from the Council a project monitoring
committee also oversee the program and to undertake provided their inputs time to
time for strengthening of the program. To ensure the quality and standard of the
training a committee was constituted consisting following member representative from
O/o DC (Handicrafts), DRDA, Exporter Association, Lace Park and EPCH. The
committee also has visited the training centre and provided valuable feedback to
improve the quality of the training program. Members of the committee time to time
also reviewed the status of the program. Council has also share the information related
to the training program to all the stakeholders.
7.3 IDENTIFICATION OF TRAINEE:
In order to invite local artisan Council has published the
advertisement in the local newspaper on 11th September
2015 to invite artisans for the training program. And also
the Council has approached Lace leader, Federation and
Exporters to share the list of artisans in their designated
village or Mandal. Lists were obtained and same has been
screened based on age. For selection 18 to 50 age groups has been finalized.

7.4 Hiring of local agency for mobilization of the artisans for training Program
To implement the Skill Development program under Narsapur Mega Cluster EPCH has
published an EOI in The Hindu Hyderabad addition and Deccan Chronical on 30th June 2015 to
invite interested agencies to mobilize the artisans for skill development program on craft cluster
in Andhra Pradesh. 5 agencies have applied for the same and list of the agencies are as follow:

After screening of the application, SHARE Organization based in Narsapur appointed to
identify the training venue and mobilize the artisans to the training venue.
7.5 TRAINING INFRASTRUCTURE
To undertake the training program it was decided to use the centre which is located in the
artisans nearby area and it was to be organized at ILTC, Common Production Centre (CPC),
Common Facilities Centre (CFC) and Kalyan Madapum/community centres which is located at
the village level. To ensure effective training Council has ensured availability of required
furniture and other tools at training centre level such as required furniture’s, K-yan System, Juki
Machine, Camera, Biometric Machine and required other materials.

7.7 Training Process Council has initiated first round of training on 30th September 2015 with 10 batches of “Training
on Value Addition – Crochet”.
Subsequently Council has planned 37 batches in November, 29 batched in December, 17 batches
in January and 25 batches in the month of February 2016. Each month covering all 4
components of training program which are:

Corporation, (NSDC). Each program was facilitated by the master trainers who have gone
under Training of Trainer organized by the Council on 21st September 2015, along with the Lace
leader. Each training program followed the approved training content. (Annexure IV)
The day started with the prayer. For effective training program one designer team constituted
who develop the prototype, and same has been replicated in each training program. Each
participates maintained on note book with notes from the session and the prototype developed
by them.

Every Centre, artisans were divided in the small group and each group has been assigned
different assignment and each group facilitated by the master trainer individually to ensure to
improve the quality of the production.
Each training centre also monitored by the implementing agency and Council staff member to
ensure the quality and smooth implementation of the training program.

1) NAME: Ms. Balla Jyothi , D/O: Ramakrishna Chagantimeraka , Narsapuram Mandal, West Godavari District , A.P Mrs. Jyothi is born and brought from the village of Chaganti Meraka of Narsapur Mandal. She is a lace artisan learnt craft from her mother. She was interested in Stitching and garmenting programs.
The Training given by Export Promotion Council for Handicrafts helped me to know about the stitching of Cushion Covers, Pillow covers and garments.
It is new experience for me to know more things on communication, team work, motivation, work place safety, health and hygiene. After finishing my training on Stitching & Garmenting I am working as a trainer.

“Mrs. Ruth Kumari is from housing board colony of, Narsapur Mandal. She is a lace artisan. She wanted to learn tailoring, so she approached Council for Stitching and Garmenting programs. The Training helped me to know how to make furnishings with lace products. I am very new to power driven machines. Now I am able to handle the JUKI machine with confidence. I know all the parts of the machine. It is very comfortable to go for reveres stitch, filling up bobbins etc. I am able to stitch 100 cushion covers a day by using this machine.”

Council has been given target of 8batches of 25 artisans (200 artisans) to organize
training on Dyeing Process. Against the target council has organized 8 batches and
covered 197 artisans. Artisans were mobilized through lace leader in the each village.

Before this training program I was practicing bleaching fabrics and wanted to learn about full dyeing process. I was very happy when I heard that EPCH- ILTC will organize training on Dyeing process then immediately I enrolled myself for the training program.
The Training given by EPCH helped me to know about how to a setup manual dyeing unit. Through this training program I also learnt about VAT color dyeing, direct color dyeing, full bleach with peroxide and also half bleach. Using soap oil to fix the color is an economical process. Now I got clarity to start a business and confidence to handle it.
2) Mrs. Madasu Venkata Lakshmi
D/O: Ram Kumar Babu Chagantivari Meraka, Narsapuram Mandal, West Godavari District, A.P I am a lace artisan, working for exporters of the area and was interested to learn how to Dyeing yarn. My friend brought me to ILTC for Dyeing training. I was very happy to see all the process. The Training given by EPCH helped me to know how to dye lace yarns. I learnt hot process as well as cold process. Apart from the yarn dyeing I’ve learnt tie & die also. The best part of this training program was for me to learn time management.

Hyderabad. First training on EDP/ Capacity building was initiated on 16th February 2016
and last batch concluded on 12th March 2016 Council has initiated first dyeing training
program on 16th Number 2016.
Training program was full of activity base which was useful to artisans to learn quickly.
In first part of the training program start with Entrepreneur Development basic and trainers
indicated that in order to start, operate and grow a profitable small business, there are
certain key intrinsic
and extrinsic
components such
as attributes,
behaviors,
attitudes, and
practices that must
be fully developed,
implemented, and
managed by a
small business
owner. These
include: doing
what you enjoy; taking what you do seriously; planning everything; managing money
wisely; asking for the sale; remembering it's all about the customer; becoming a shameless

self-promoter (without being obnoxious); projecting a positive business image; getting to
know your customers; leveling the playing field with technology; building a top-notch
business team; becoming known as an expert; creating a competitive advantage; investing in
yourself; being accessible; being knowledgeable; building a rock-solid reputation; selling
benefits; getting involved; grabbing attention; mastering the art of negotiations; designing
your workspace for success; getting and staying organized; taking time off; limiting the
number of hats you wear; and following-up constantly. Throughout the content
presentation, trainers backed each of these components with practical examples of
successful entrepreneurs and
entrepreneurial initiatives,
from the entrepreneurial and
small business development
literature.
Trainers also highlighted
pertinent areas critical to
running a successful small
business. It explored problems
faced by small businesses, the
legal environment, the
competition, sourcing for funds, and publicity for the business. The fundamentals required
for creating a viable venture were also discussed. A small business was defined as a
business that is privately owned and operated, with a small number of employees and
relatively low volume of sales. Among the advantages of a small business, are that a small
business can be started at a very low cost and on a part-time basis. Among problems faced
by small businesses, it was pointed out that they often face a variety of problems related to
their size, and that a

G. Sri Devi, one of the trainees who completed her EDP training in the month of January
2016 has started her own venture in the name of “My Village Lace Industies” along with
teammate and successfully participated in the 2 RBSM organized by EPCH at ILTC and
IHGF – Delhi Fair, Spring 2016 and has generated good business enquiries.

EPCH has helped me through this training to know about how to start a business, preparation of project report, book keeping fund mobilization and aspect of the entrepreneurship development. Initially for the assessment of the artisans M/s APITCO has been appointed to conduct
the post training assessment and provide training certificate to each participants. For 10
programs assessment has
been completed by the
agency in the first week
of November 2015.

appointed to carry out the
assessment of the
Artisans. Through HCSSC all the artisans will be provided certificate under National
Skill Qualification Framework Level 3.
Assessor appointed
by the agency visited
each and every centre
to assess the post
training skill level of
artisans in different
segment. Each artisan
had to go through the
mainly practical and
viva assessment
because most of the
artisans cannot write. Assessment has been carried out in the local language so that
artisan can understand the process.
