opportunity to organize One Day Seminar Workshop on Export
Promotion, International Marketing, Packaging, Custom Procedure
for export, E-Commerce, & Design & Product Development for Lace
Artisans at Narsapur. The Council acknowledges the help &

Centres, Vijayawada, local stakeholder for smooth implementation

1. About Implementing Agency
Export Promotion Council for Handicrafts (EPCH) is a non-profit organisation established in the year 1986 with an object to promote,
support, protect, maintain and increase the export of handicrafts. It is an apex body representing Indian Handicrafts manufacturers & exporters. EPCH facilitates its 9500+ registered members to customise and offer unique styles and quality products to the global sourcing community. The Council provides comprehensive information about the sector to International buyers and ensures optimal interface between the Indian
handicrafts industry and international buyers to facilitate business. The Council has established its Headquarters in New Delhi; and representative offices in Mumbai, Kolkata, Bengaluru, Saharanpur, Jaipur, Jodhpur, Agra, Guwahati and Moradabad besides Narsapur. Indian Handicrafts sector engages more than 7 million craftsperson from
all over India and numerous categories of handicrafts, gifts and decorative items are produced in various forms of raw material. The Indian handicrafts have great potentiality of exports in International market. The design development, technological upgradation and
innovation being undertaken in the sector at the production level with the efforts through the schemes of Office of DC (Handicrafts) as well as
vigorous efforts by the EPCH in craft clusters have made the Indian products competitive in International market as compare to competitors. EPCH is actively involved in development and export promotion of handicrafts through activities like skill development, design support, infrastructure development and provides marketing opportunities
through participation in fairs and exhibitions. As a result of the same, the exports is witnessing increasing trend in previous years. Amongst other activity, IHGF Delhi Fair is EPCH’s flagship event, held biannually
i.e. Spring & Autumn editions; it is now world’s biggest handicrafts show of Home, Lifestyle, and Fashion & Textiles. Among its cluster development projects , EPCH has undertaken an
aggressive technology support drive by setting –up of Common Facility Centres & Photo framing Technology Centre at Saharanpur and Jodhpur, Technology Upgradation Centre at Saharanpur , International Lace Trade Centre at Narsapur, Resource Centre at Moradabad etc. to name a few.

2. Background
Being recognized as the birth place of Crochet lace almost 150 years back in
Andhra Pradesh, a quaint town called Narsapur and the adjoining villages of
East and West Godavari today is a fine example of how this art and
craftsmanship has been preserved and nurtured.
Introduced by the wives of Christian Missionaries in 19th century in Narsapur,
the lace work initially was taught to the marginalized women with an aim to
provide them part-time livelihood. The finished products were sold in India and
abroad in England, Ireland, Scotland, Australia, Canada, New Zealand etc.
With an increase in orders the lace making art became regular industry in and
around Narsapur.
Dominated mostly by women artisan, lace art has grown from a mere skill to
full-fledged industry today catering to Indian and foreign market and giving
employment to nearly two lakh women. Be it home furnishing from living room
to bed room or fashion accessories to fashion garment Narsapur lace artisans
expertise is unmatched in Athukupani (attached work), Chethipani (hand
work) and Kajakuttu (lining work) designs.
However it has been believed by the practitioners that the craftsperson still
have no adequate knowledge of market know how. It also has been noted that
a large number of force of craftsperson engaged are from weaker sections of the
society. The lack of market know how includes the lack of knowledge about
market intelligence, design development, packaging, consumers behavior,
international compliances prevailing have not enabled them to progress as well
as generate employment for their livelihood.
In view of this Export Promotion Council for Handicrafts (EPCH) with support
from O/o Development Commissioner (Handicrafts) has conducted “One Days
Seminar/Workshop on Export Promotion, International Marketing, Packaging,
Custom Procedure for export, E-Commerce, & Design & Product Development
at International Lace Trade Centre, Rustumbada, Narsapur, West Godavari,
Andhra Pradesh On 31st August 2016”.

3. Objective of the Program
The basic objectives of the Workshop / Seminar on Export Promotion,
International Marketing, Packaging, Custom Procedure for export, E-
Commerce, & Design & Product Development is to create an awareness and
to educate potential, entrepreneurs, manufacturers and craftsperson by
organizing workshops/seminars and create an environment conducive to the
export marketing.
The basic objectives are briefly narrated as follows:
To disseminate the information about export procedure,
documentations, marketing, management and Building Skills &
Capacities
Helping them to understand How to Export from the region.
Creating awareness among Women entrepreneur on policy, procedure
and scheme. To help them under take maximum benefits in day to
business operation.
Encouraging more Women entrepreneurs to help them Export of
handicrafts products from the district.
Role of design and product development in the export business.
Need to change the business perspectives as per the today’s market
trend.
To create an export conducive environment and awareness about the
potential markets.
The objectives of this workshop approved vide sanction order no. K-
12012/4/2/2016-17/R&D DATED 30/5/2016.
Aim of the Program
The seminar was aimed to educate the craftsperson/artisans, national
awardees, NGO’s/SHG’s, entrepreneurs and manufacturers in the Crochet
Lace cluster of Narsapur. The Crochet Lace has enormous potential but due to
the lack of knowledge of exports, export market, traditional design and product
development could not explore their markets and by organizing this seminar, it
could able to explain them to know about the export marketing, procedures,
documentation, compliances and innovative design trends.

Exports Procedures & Documentation and Mr. S. Rajesh, Faculty on Export
Marketing, Design and Product Development
The Export Promotion Council for Handicrafts (EPCH) organized one day
Workshop/Seminar on Export Promotion, International Marketing, Packaging,
Custom Procedure for export, E-Commerce, & Design & Product Development
with support from O/o Development Commissioner (Handicrafts).
Mr K. N. Tulasi, Member- EPCH and prominent exporter from

The program started with the welcome address by Mr. Rahul Ranjan, Program
Officer, EPCH. Mr. Ranjan has briefly explained about the objective of the
program.
Mr K. N. Tulasi, Member- EPCH and prominent exporter from Andhra Pradesh
shared his experience of Crochet lace business from the cluster. He appreciated
initiative of Council which has boosted the demand of the Crochet Lace in
International as well as Domestic Market. He extended his thanks to the O/o
DC (Handicrafts) and EPCH for conducting the workshop in Narsapur.

Mr. L. Mano Kumar, H.P.O., Office of DC (Handicrafts), Vijayawada spoke in
detail about the various schemes available in the office of the DC (Handicrafts)
for the benefit of the
artisan community and
urged the participants
to make use of the
schemes and explore
the growth of exports
from the Region. He
also informed to
craftsperson about
National Award for
Handicraft product to
increase them to come
forward to show their
best talent in making
Crochet – Lace Products.
First presentation was made by Mr. G. Srinivas Reddy on Export
documentation and Custom Procedures. In this session the participants were
informed about various documentation required for the export business and
also all procedure related to the custom.

and time taking
procedure that every
exporter faces in his
export business. Physical
control is still the basis of
custom clearance in India
where each consignment
is manually examined in
order to impose various
types of Export Duties.
High import tariffs and
multiplicity of exemption
and export promotion
scheme also contribute in
complication the documentation and procedures. So, a proper knowledge of the
custom rules and regulation becomes important for the exporter.

He briefed artisans about documentation required to start exports:
a) Registration: Any Exporter who wants to export his good need to obtain
PAN based Business Identification Number (BIN) from the Directorate General of Foreign Trade prior to filing of shipping bill for clearance of export goods. The Exporters must also register themselves to the
authorized foreign exchange dealer code and open a current account in the designated bank for credit of any drawback incentive.
b) Customs Formalities: o Goods may be shipped out of India only after Custom’s clearance has
been obtained.
o Following documents to the customs authorities to be submitted:
i. Shipping bill
ii. Declaration regarding truth or statement made in the shipping
bill
iii. Invoice
iv. Packing list
v. Export value declaration
vi. GR form/SDF form
vii. Export License
viii. Quality control inspection certificate
ix. Contract registration certificate
x. Letter of credit/Purchase order
xi. AR-4 Forms
xii. Any other documents required
c) Exchange Control Formalities: An exporter, who has sent goods outside
the country, has the obligation to satisfy the Reserve Bank of India that he has received payment from his overseas buyer.
o Make a declaration on the prescribed form to the Collector of Customs that foreign exchange, representing the full export value of goods, has been or will be disposed of in the manner and within
the period specified by the RBI o Negotiate all shipping documents, including those relating to sales
on consignment basis, through authorized dealers (Bank). o Receive payment by an approved method o Surrender the foreign exchange received from exports to the
exchange control authority through authorized dealers (Bank).

d) Shipping the goods: goods may be exported to foreign by sea, air, post, land or river.
o Shipping by sea: To obtain the permission of the port authorities for the movement of the goods into the port, it is necessary to
present the cart ticket (Crating Order) to the gate warden/inspector/keeper at the port gate.
o Shipping by Air: Shipping by Air has become popular for each
product as commodities which are perishable and seasonal of high in cost but low in bulk or schedule as per the buyer.
o Shipping by Post: shipping of goods may be affected by post,
subject to the foreign trade and foreign exchange regulations of the country.
o Shipping by land: the procedure for the export of excisable goods by land to countries like Afghanistan, Nepal & Bangladesh is, by and large, similar to the one laid down for export by sea.
e) Negotiation of Documents: After shipping, the exporter should arrange to
obtain payment for the exports by negotiating the relevant documents
through bank. f) Export Incentive: if
the exporter is entitled to any export incentives,
he/she should take the necessary steps
to realize it (them). g) Principal Export

o Invoice: An invoice is the seller’s bill for merchandise and contains particulars of goods, quantity, total value, packing, etc.
o Packing note and list: Difference between a packing note and
packing list is that the packing note refers to the particulars of the contents of an individual pack, while packing list is a consolidated statement of the content of a number of cases or packs.
o Certificate of origin: A certificate of origin, as the name indicates, is a certificate which specifies the country of the production of the
goods. k) Certificate Related to Shipment:
o Mate Receipt: A mate receipt is a receipt issued by the
Commanding Office of the ship when cargo is loaded on the ship and contains information about the name of the vessel, berth, date of shipment, description of packages, marks and number on the
board the ship etc. o Shipping Bill: The Shipping Bill is the main document of the basis
of which the custom’s permission for export is given. o Cart Ticket (Carting Order): A cart ticket, also known as a cart chit,
vehicle and gate pass, is prepared by the exporter and includes
details of the export cargo in terms of the shipper’s name, the number of packages, the shipping bill number, the port of
destination and the number of the vehicle carrying the cargo.

Second presentation was made by Mr. S. Rajesh, Designer, NIFT, Hyderabad;
in this session the participants were made aware regarding design aspect.

range. He explained
that visual
merchandising is the
art of presentation
which puts the
merchandise in focus. It provides silent service to the customers, assisting
them in finding their products more easily. He briefed the participants on the
importance of creating the unique designs, latest trends and product ranges
which has long term effect in the market.
In another presentation Mr. Rajesh explained how the artisans can add value
to their crafts and how they can market it. He shared his experience with the
participants. He spoke at length on business process analysis and
international marketing, sales and distribution, marketing and e-business
applications. He briefed the participants how they can develop their designs
with respect to demand in market and suggested some marketing ideas which
would help the artisans to project their skills
In another session Mr. Rahul Ranjan gave a presentation on activities of EPCH
and also explained to artisans and manufacturer that Council office at ILTC
will provide handholding in starting a business. He requested to all
participants that whenever required any assistance for documentation process,
they are welcome to ILTC office for assistance.
The workshop was ended at 4:30 pm with certificate distribution by the present
guest faculty. Vote of thanks was given by Mr. Rahul Ranjan.

The Export Promotion Council for Handicrafts (EPCH) organized 2nd one day
Workshop/Seminar on Export Promotion, International Marketing, Packaging,
Custom Procedure for export, E-Commerce, & Design & Product Development
on 27th September 2016 with support from O/o Development Commissioner
(Handicrafts).
Mr. Dinesh Kumar(IAS), Sub-Collector, Narsapur, inaugurated the seminar in
the presence of Mr. K N Tulasi Rao, ex. COA Member, EPCH and prominent
lace exporter from Narsapur; Mr. L Manoj Kumar, HPO, O/o DC (Handicrafts),
Vijayawada, Andhra Pradesh; Mr. S Rajesh, Designer, NIFT Hyderabad; and
Mr. Koteswara Rao, an expert in export documentation.
Mr. Dinesh Kumar shared the importance of trained workforce in this fast
growing export market. An edge can be carved with complete involvement and
constant training, he opined. He appreciated the strength of women force in
this sector and encouraged them to do even better in times to come. He
appreciated EPCH’s initiative and efforts for improving artisans’ skills through
their various training programs, tailored for the lace craft cluster of Narsapur.

Mr K. N. Tulasi, Member- EPCH and prominent exporter from Andhra Pradesh
shared his experience of Crochet lace business from the cluster. He also
appreciated initiative of Council and share that Council’s initiative boosted
the demand of the Crochet Lace in International as well as Domestic Market.
He extended his thanks to the O/o DC (Handicrafts) and EPCH for conducting
the workshop in Narsapur.
Mr. L. Mano Kumar, H.P.O., Office of DC (Handicrafts), Vijayawada spoke in
detail about the various schemes available in the office of the DC (Handicrafts)
for the benefit of
the artisan
community and
urged the
participants to
make use of the
schemes and
explore the
growth of exports
from the Region.
He also informed
to craftsperson
about National
Award for
Handicraft
product to
increase them to
come forward to show their best talent in making Crochet – Lace Products.

digital marketing procedure. .
He briefed artisans about documentation required to start exports:
l) Registration: Any Exporter who wants to export his good need to obtain PAN based Business Identification Number (BIN) from the Directorate
General of Foreign Trade prior to filing of shipping bill for clearance of export goods. The Exporters must also register themselves to the
authorized foreign exchange dealer code and open a current account in the designated bank for credit of any drawback incentive.
m) Customs Formalities:
o Goods may be shipped out of India only after Custom’s clearance has been obtained.
o Following documents to the customs authorities to be submitted:
i. Shipping bill ii. Declaration regarding truth or statement made in the shipping bill
iii. Invoice iv. Packing list v. Export value declaration
vi. GR form/SDF form vii. Export License
viii. Quality control inspection certificate ix. Contract registration certificate x. Letter of credit/Purchase order
xi. AR-4 Forms xii. Any other documents required

In his next presentation he explained about Social Media as a Tool for Export /
Import Market Promotion and explained the process to utilize the same. He
talked about use of Facebook, google AdWords, Tweeter, Blog and sharing of
product catalogs through website.
Second presentation was made by Mr. S. Rajesh, Designer, NIFT, Hyderabad;
in this session the participants were made aware regarding design aspect.
He briefed the
participants about

details of materials,
finishes, textures
including the
creative, technical
and outfitted aspects
of the product range.
He explained that
visual
merchandising is the art of presentation which puts the merchandise in focus.
It provides silent service to the customers, assisting them in finding their
products more easily. He briefed the participants on the importance of creating
the unique designs, latest trends and product ranges which has long term
effect in the market.
In another presentation Mr. Rajesh explained how the artisans can add value
to their crafts and how they can market it. He shared his experience with the
participants. He spoke at length on business process analysis and
international marketing, sales and distribution, marketing and e-business
applications. He briefed the participants how they can develop their designs
with respect to demand in market and suggested some marketing ideas which
would help the artisans to project their skills
In another session Mr. Rahul Ranjan gave a presentation on activities of EPCH
and also explained to artisans and manufacturer that Council office at ILTC
will provide handholding in starting a business. He requested to all
participants that whenever required any assistance for documentation process,
they are welcome to ILTC office for assistance.
The workshop was ended at 4:30 pm with certificate distribution by the present
guest faculty. Vote of thanks was given by Mr. Rahul Ranjan.

In his presentation he
explained that in India custom clearance is a complex and time taking
procedure that every exporter faces in his export business. Physical control is

still the basis of custom clearance in India where each consignment is
manually examined in order to impose various types of Export Duties. High
import tariffs and multiplicity of exemption and export promotion scheme also
contribute in complication the documentation and procedures. So, a proper
knowledge of the custom rules and regulation becomes important for the
exporter.

the country, has the obligation to satisfy the Reserve Bank of India that

he has received payment from his overseas buyer.
o Make a declaration on the prescribed form to the Collector of
Customs that foreign exchange, representing the full export value
of goods, has been or will be disposed of in the manner and within
the period specified by the RBI
o Negotiate all shipping documents, including those relating to sales
on consignment basis, through authorized dealers (Bank).
o Receive payment by an approved method
o Surrender the foreign exchange received from exports to the
exchange control authority through authorized dealers (Bank).
d) Shipping the goods: goods may be exported to foreign by sea, air, post,
land or river.
o Shipping by sea: To obtain the permission of the port authorities
for the movement of the goods into the port, it is necessary to
present the cart ticket (Crating Order) to the gate
warden/inspector/keeper at the port gate.
o Shipping by Air: Shipping by Air has become popular for each
product as commodities which are perishable and seasonal of high
in cost but low in bulk or schedule as per the buyer.
o Shipping by Post: shipping of goods may be affected by post,
subject to the foreign trade and foreign exchange regulations of the
country.
o Shipping by land: the procedure for the export of excisable goods
by land to countries like Afghanistan, Nepal & Bangladesh is, by
and large, similar to the one laid down for export by sea.
e) Negotiation of Documents: After shipping, the exporter should arrange to
obtain payment for the exports by negotiating the relevant documents
through bank.
f) Export Incentive: if the exporter is entitled to any export incentives,
he/she should take the necessary steps to realize it (them).

o Invoice: An invoice is the seller’s bill for merchandise and contains
particulars of goods, quantity, total value, packing, etc.
o Packing note and list: Difference between a packing note and
packing list is that the packing note refers to the particulars of the
contents of an individual pack, while packing list is a consolidated
statement of the content of a number of cases or packs.
o Certificate of origin: A certificate of origin, as the name indicates,
is a certificate which specifies the country of the production of the
goods.
k) Certificate Related to Shipment:
o Mate Receipt: A mate receipt is a receipt issued by the
Commanding Office of the ship when cargo is loaded on the ship
and contains information about the name of the vessel, berth, date
of shipment, description of packages, marks and number on the
board the ship etc.
o Shipping Bill: The Shipping Bill is the main document of the basis
of which the custom’s permission for export is given.
o Cart Ticket (Carting Order): A cart ticket, also known as a cart chit,
vehicle and gate pass, is prepared by the exporter and includes
details of the export cargo in terms of the shipper’s name, the
number of packages, the shipping bill number, the port of
destination and the
number of the vehicle
carrying the cargo.

made aware regarding design aspect.He
briefed the participants about various

upcoming Trends along with details of materials, finishes, textures including
the creative, technical and outfitted aspects of the product range. He explained
that visual merchandising is the art of presentation which puts the
merchandise in focus. It provides silent service to the customers, assisting
them in finding their products more easily. He briefed the participants on the
importance of creating the unique designs, latest trends and product ranges
which has long term effect in the market.

In another session Mr. Rahul Ranjan gave a presentation on activities of EPCH
and also explained to artisans and manufacturer that Council office at ILTC
will provide handholding in starting a business. He requested to all
participants that whenever required any assistance for documentation process,
they are welcome to ILTC office for assistance.
The workshop was ended at 5:00 pm with certificate distribution by Mr. Manoj
Lanka, HPO, O/o Development Commissioner (Handicrafts) the present guest
faculty. Vote of thanks was given by Mr. Rahul Ranjan.

Workshop/Seminar onExport Promotion, International Marketing, Packaging,

on 16th December 2016 at ILTC Narsapur with support from O/o Development
Commissioner (Handicrafts).

generation from artisans. Artisan responded and answered in a positive way
that Epch, ILTC , Office is providing them a platform for manufacturing as well
as marketing of their products also. At last he conveyed his Thanks to EPCH,
for conducting such programs for the betterment of lace artisans.
MS. S Suvarchala , H.P.O., Office of DC (Handicrafts), Vijayawada explained
about the scheme of
Artisan ID cards. She
explained about the
benefits of ID cards which
help a artisan to
participate in marketing
events or recognise herself
/himself as a valid craft
person.
First presentation was made by Mr. Koteswar Rao on Export documentation
and Custom Procedures. In this session the participants were informed about
various documentation required for the export business and also all procedure
related to the custom.
During his session he started with the idea generation for small scale
business.He suggested artisans to form a small group of manufacturers and
invest small amount of money. It will help small lace manufacturers to make
the stock available 24*7 for a buyer.Mr. Koteswa Rao briefed about the aspect
of “Self-help Group” (SHG) and documents require for the registration of KYC.

He concluded this topic by giving an example of moving to domestic to
International Market .
He briefed artisans about documentation required to start exports:
a) Registration: Any
Exporter who wants
to export his good
need to obtain PAN
based Business
Identification
Number (BIN) from
the Directorate
General of Foreign
Trade prior to filing
of shipping bill for clearance of export goods. The Exporters must also
register themselves to the authorized foreign exchange dealer code and
open a current account in the designated bank for credit of any
drawback incentive.
b) Customs Formalities:
a. Goods may be shipped out of India only after Custom’s clearance has
been obtained.
b. Following documents to the customs authorities to be submitted:
i. Shipping bill
ii. Declaration regarding truth or statement made in the shipping bill
iii. Invoice
iv. Packing list
v. Export value declaration
vi. GR form/SDF form

c) Exchange Control Formalities: An exporter, who has sent goods outside
the country, has the obligation to satisfy the Reserve Bank of India that
he has received payment from his overseas buyer.
a. Make a declaration on the prescribed form to the Collector of
Customs that foreign exchange, representing the full export value
of goods, has been or will be disposed of in the manner and within
the period specified by the RBI
b. Negotiate all shipping documents, including those relating to sales
on consignment basis, through authorized dealers (Bank).
c. Receive payment by an approved method
d. Surrender the foreign exchange received from exports to the
exchange control authority through authorized dealers (Bank).
d) Shipping the goods: goods may be exported to foreign by sea, air, post,
land or river.
o Shipping by sea: To obtain the permission of the port authorities for
the movement of the goods into the port, it is necessary to present the
cart ticket (Crating Order) to the gate warden/inspector/keeper at the
port gate.
o Shipping by Air: Shipping by Air has become popular for each product
as commodities which are perishable and seasonal of high in cost but
low in bulk or schedule as per the buyer.
o Shipping by Post: shipping of goods may be affected by post, subject
to the foreign trade and foreign exchange regulations of the country.
o Shipping by land: the procedure for the export of excisable goods by

land to countries like Afghanistan, Nepal & Bangladesh is, by and
large, similar to the one laid down for export by sea.
e) Negotiation of Documents: After shipping, the exporter should arrange to
obtain payment for the exports by negotiating the relevant documents
through bank.
f) Export Incentive: if the exporter is entitled to any export incentives,
he/she should take the necessary steps to realize it (them).

& Design & Product Development on 4th January 2017 at ILTC, Narsapur with
support from O/o Development Commissioner (Handicrafts).
Mr. L. Mano Kumar, H.P.O., Office of DC (Handicrafts), Vijayawada spoke in
detail about the various
schemes available in the office
of the DC (Handicrafts) for the
benefit of the artisan
community and urged the
participants to make use of
the schemes and explore the
growth of exports from the
Region. He also informed to
craftsperson about National
Award for Handicraft product
to increase them to come forward to show their best talent in making Crochet –
Lace Products.

First presentation was made by Mr. Arun Reddy on Export documentation
and Custom Procedures. In this session the participants were informed about
various documentation required for the export business and also all procedure
related to the custom.
In his presentation he explained that in India custom clearance is a complex
and time taking procedure that every exporter faces in his export business.
Physical control is still the basis of custom clearance in India where each
consignment is manually examined in order to impose various types of Export
Duties. High import tariffs and multiplicity of exemption and export promotion
scheme also contribute in complication the documentation and procedures. So,
a proper knowledge of the custom rules and regulation becomes important for
the exporter.
In the beginning of his session he explained about the digital or cashless
transaction to Participants. After concluding this topic he to a combine session
with S Rajesh and explained about the international trend and market.
He briefed artisans about documentation required to start exports
a) Registration: Any Exporter who wants to export his good need to obtain
PAN based Business Identification Number (BIN) from the Directorate
General of Foreign Trade prior to filing of shipping bill for clearance of
export goods. The Exporters must also register themselves to the
authorized foreign exchange dealer code and open a current account in
the designated bank for credit of any drawback incentive.
b) Customs Formalities:
o Goods may be shipped out of India only after Custom’s clearance has
been obtained.
o Following documents to the customs authorities to be submitted:
i. Shipping bill
ii. Declaration regarding truth or statement made in the shipping bill

iii. Invoice
iv. Packing list
v. Export value declaration
vi. GR form/SDF form
vii. Export License
viii. Quality control inspection certificate
ix. Contract registration certificate
x. Letter of credit/Purchase order
xi. AR-4 Forms
xii. Any other documents required
c) Exchange Control Formalities: An exporter, who has sent goods outside
the country, has the obligation to satisfy the Reserve Bank of India that
he has received payment from his overseas buyer.
o Make a declaration on the prescribed form to the Collector of
Customs that foreign exchange, representing the full export value
of goods, has been or will be disposed of in the manner and within
the period specified by the RBI
o Negotiate all shipping documents, including those relating to sales
on consignment basis, through authorized dealers (Bank).
o Receive payment by an approved method
o Surrender the foreign exchange received from exports to the
exchange control authority through authorized dealers (Bank).
d) Shipping the goods: goods may be exported to foreign by sea, air, post,
land or river.
o Shipping by sea: To obtain the permission of the port authorities
for the movement of the goods into the port, it is necessary to
present the cart ticket (Crating Order) to the gate
warden/inspector/keeper at the port gate.
o Shipping by Air: Shipping by Air has become popular for each
product as commodities which are perishable and seasonal of high

in cost but low in bulk or schedule as per the buyer.
o Shipping by Post: shipping of goods may be affected by post,
subject to the foreign trade and foreign exchange regulations of the
country.
o Shipping by land: the procedure for the export of excisable goods
by land to countries like Afghanistan, Nepal & Bangladesh is, by
and large, similar to the one laid down for export by sea.
e) Negotiation of Documents: After shipping, the exporter should arrange to
obtain payment for the exports by negotiating the relevant documents
through bank.
f) Export Incentive: if the exporter is entitled to any export incentives,
he/she should take the necessary steps to realize it (them).
g) Principal Export Documents:
o Commercial invoice
o Packing list
o Bill of landing
o Combined transport document
o Certificate of inspection/Quality control
o Insurance certificate/Policy
o Certificate of origin
o Bills of exchange and shipment advice
h) Auxiliary Documents:

j) Documents related to goods:
o Invoice: An invoice is the seller’s bill for merchandise and contains
particulars of goods, quantity, total value, packing, etc.
o Packing note and list: Difference between a packing note and
packing list is that the packing note refers to the particulars of the
contents of an individual pack, while packing list is a consolidated
statement of the content of a number of cases or packs.
o Certificate of origin: A certificate of origin, as the name indicates,
is a certificate which specifies the country of the production of the
goods.
k) Certificate Related to Shipment:
o Mate Receipt: A mate receipt is a receipt issued by the
Commanding Office of the ship when cargo is loaded on the ship
and contains information about the name of the vessel, berth, date
of shipment, description of packages, marks and number on the
board the ship etc.
o Shipping Bill: The Shipping Bill is the main document of the basis
of which the custom’s permission for export is given.
o Cart Ticket (Carting Order): A cart ticket, also known as a cart chit,

vehicle and gate pass, is prepared by the exporter and includes
details of the export cargo in terms of the shipper’s name, the
number of packages, the shipping bill number, the port of
destination and the number of the vehicle carrying the cargo.

Hyderabad;in this session the
participants were made aware

about various upcoming

materials, finishes, textures
including the creative,
technical and outfitted aspects
of the product range. He
explained that visual
merchandising is the art of presentation which puts the merchandise in focus.
It provides silent service to the customers, assisting them in finding their
products more easily. He briefed the participants on the importance of creating
the unique designs, latest trends and product ranges which has long term
effect in the market.
In another presentation Mr. Rajesh explained how the artisans can add value
to their crafts and how they can market it. He shared his experience with the
participants. He spoke at length on business process analysis and
international marketing, sales and distribution, marketing and e-business
applications. He briefed the participants how they can develop their designs
with respect to demand in market and suggested some marketing ideas which
would help the artisans to project their skills

In another session Mr. Rahul Sharma gave a presentation on activities of EPCH
and also explained to artisans and manufacturer that Council office at ILTC
will provide handholding in starting a business. He requested to all
participants that whenever required any assistance for documentation process,
they are welcome to ILTC office for assistance.
The workshop was ended at 5:00 pm with certificate distribution by Mr. Manoj
Lanka, HPO, O/o Development Commissioner (Handicrafts), Mr.
Satyanarayana, from the office of Regional Director , Chennai and the present
guest faculty.

day Workshop/Seminar
on Export Promotion, International Marketing, Packaging, Custom Procedure
for export, E-Commerce, & Design & Product Development with support from
O/o Development Commissioner (Handicrafts).
The Program was started by Mr. Rahul Sharma. He welcomed the guests
explained about the program

importance of the

artisans to get
benefited from the
program; he also
mentioned that it is
important to be
updated with the
information related to product and business. He discussed about the history of

Mr. L. Mano Kumar, H.P.O., Office of DC (Handicrafts), Vijayawada spoke in
detail about the various
schemes available in
the office of the DC
(Handicrafts) for the
benefit of the artisan
community and urged
the participants to
make use of the
schemes and explore
the growth of exports from the Region. He also informed to craftsperson about
National Award for Handicraft product to increase them to come forward to
show their best talent in making Crochet – Lace Products .He Also explained
about the Aam Admi Bima Yojna. He Discussed about the benefits of artisan ID
cards and motivated artisans to become an entrepreneur

Industry. HE Explained
the whole concept and procedure for registering a small Scale industry.

Introduction : Definitions of Micro, Small & Medium Enterprises is defined in
accordance with the provision of Micro, Small & Medium Enterprises Development
(MSMED) Act, 2006 the Micro, Small and Medium Enterprises (MSME). Small
Scale and ancillary units (i.e. undertaking with investment in plant and machinery
of less than Rs. 10 million) should seek registration with the Director of Industries
of the concerned State Government. The main purpose of registration of SSI or
MSME is to maintain statistics and to maintain a not e of such units for providing
support and incentives for these companies. States have generally adopted a
uniform registration method for registering these companies but since this is a
State list subject and they use the registration to implement their own scheme, so
it is possible that in some states have slight modification from the general
procedure provided below and some states may have a “SIDO registration scheme”
and a “state registration scheme”.
In the registration of SSI/MSME there are two types of certificates provided by the
authorities, initially provisional registration certificate is given to the companies
which is valid for five years. It is given for pre-operative period and after that a
permanent registration certificate is given in perpetuity.
There are three slabs which are prescribed under MSME Act to define an
enterprise:

The registration for a medium enterprise which is engaged in manufacturing is
necessary to be registered for other enterprises registration is optional.

PROCEDURE FOR REGISTRATION
Eligibility
All Micro & Small Enterprises which are registered with the Director of Industries
(DI)/District Industries Centre (DIC) as manufacturing/service enterprises or
having Acknowledgement of Entrepreneurs Memorandum (EM Part-II) are eligible
for registration with NSIC under its Single Point Registration Scheme (SPRS).
Micro & Small Enterprises who have already commenced their commercial
production but not completed one year of existence, the Provisional Registration
Certificate can be issued to such Micro & Small Enterprises under Single Point
Registration scheme with monitory limit, minimum amount of money to be
invested, of Rs. 5 Lacs which shall be valid for the period of one year only from the
date of issue after levying the registration fee and obtaining the requisite
documents.
How to apply:
Micro and Small enterprises could be applied through online application that is
provided by the prescribed state website(State website’s of thou are applying for
registration) respective state in which or by submitting the application form in
duplicate which is to be submitted the concerned Zonal/Branch Office of NSIC
located nearest to the unit.
Procedure:
Step 1: Provisional Small Scale Industry (SSI) Registration
To obtain SSI registration you must apply for provisional SSI registration
certificate. This certificate is given when the unit is in pre-operative stage and
helps SSI unit obtain term loans and working capital. This license is given for five
years.
One could apply for this certificate online through the state website or by applying
in the concerned zonal department.

Important Documents for Provisional SSI registration:
Three passport size photographs of proprietors/partners/directors, as the
case may be.
Photocopy of the partnership deed in case of a partnership unit. It is not
necessary that the partnership should be registered under the
partnership Act.
Copy of the Memorandum and Articles of Association in case of Private
Company along with certificate of incorporation. Copy of the resolution of
the company authorising one of the Directors of the company to sign the
application form and also appear for the interview.
Proof of legal possession i.e. rent receipt, NOC from the landlord with
proof of ownership, the power load authorised by the connection holder to
the applicant
Provisional Registration would be allowed in approved Industrial areas
only after the Unit has obtained consent to establish from Delhi Pollution
Control Committee
Some of the documents may differ because each state has different
requirements of documents. Above given documents are minimum
required documents which are to be submitted
Benefits of Provisional SSI registration
Material for construction of factory building : The material which is
needed for construction of the factory or building would be available to
the factory at subsidized rates from government
Apply for Municipal Corporation License & power connection. With the
provisional registration the company would be able to get all the
clearances from the concerned authorities.

Step 2: Start the Business
The next step towards having a permanent license is to start the business with SSI
certificate. The owner should start the production in the factory so that permanent
license could be given.
Step 3: Apply for Permanent SSI registration
After you have started the business you should apply for permanent SSI
registration. This could be done by applying online through state website or
through the Zonal office or district office of the department.
Requirements for applying PRC(Permanent Registration Certificate)
You may apply for the PRC without an industrial license in case your unit
is listed in Schedule-III of the Industrial Licensing Exemption
Notification. Other units must first acquire an industrial license.
The unit should have obtained all clearances from the pollution control
board, drug control board etc.
The unit should not violate any locational restriction
The original value of plant including machinery should be within
prescribed limits for which you are applying.
The unit should not be a subsidiary, owned or controlled by another
industrial undertaking.
Documents which are to be submitted for applying in
Proof of ownership of premises i.e. allotment letter/possession
letter/lease Deed/property tax receipt. If the unit has a municipal
corporation license in its own name or in the name of its proprietor or
one of the Partner/Directors as the case may be, then no other proof of
legal possession is required.
In case premises are arranged on rental basis, unit should submit proof
of Legal possession i.e. a rent receipt and/or NOC from the landlord
supported by the proof of land lord’s ownership. For this purpose rent
receipt/rent agreement with GPA (General Power of Attorney) is also

accepted provided the GPA is appointed by the owner/lessee through a
Regd. deed.

One photo copy of purchase bill of each raw material.
Copy of partnership deed in case of partnership unit (this need not be
registered.)
Copy of Memorandum of Articles of Association with certificate of
incorporation in case of private limited company (in case of any change of
Directors subsequently, copy of resolution and intimation in form
No.32)along with copy of resolution authorising one of the directors to
sign the application for grant of permanent SSI registration.
Copy of the industrial license from Govt. of India in case the end
products require such license under Industrial Development and
Regulation Act.1951.
An affidavit on Rs.10/- Non judicial Stamp Paper duly attested by Notary
Public affixed with proper notarial Stamp giving the status of the unit,

Benefits for having a permanent SSI registration
Tax Benefits: Depending on your business, you may enjoy Excise
Exemption Scheme as well as exemption from certain Direct Taxes in the
initial years of your business.

Availability of raw material depending on existing policy: Raw material for
production would be given by the government in the initial years at
subsidized rates.
Benefits from Banks: All banks and other financial institutions recognize
MSMEs and have created special schemes for them. This usually includes
priority sector lending, which means that the likelihood of your business
being sanctioned a loan is high, and lower bank interest rates. There may
also be preferential treatment in case of delay in repayment.
Benefits from State Governments: Most states offer those who’ve
registered under the MSMED Act subsidies on power, taxes and entry to
state-run industrial estates. In particular, there is a sales tax exemption
in most states and purchase preference on goods p
Time taken for SSI or MSME registration ranges between 5 to 20 days depending
on the state in which the industry is located in.
In his 2nd presentation he explained that in India custom clearance is a
complex and time taking procedure that every exporter faces in his export
business. Physical control is still the basis of custom clearance in India where
each consignment is manually examined in order to impose various types of
Export Duties. High import tariffs and multiplicity of exemption and export
promotion scheme also contribute in complication the documentation and
procedures. So, a proper knowledge of the custom rules and regulation
becomes important for the exporter.
He briefed artisans about documentation required to start exports:
a) Registration: Any Exporter who wants to export his good need to
obtain PAN based Business Identification Number (BIN) from the
Directorate General of Foreign Trade prior to filing of shipping bill
for clearance of export goods. The Exporters must also register
themselves to the authorized foreign exchange dealer code and
open a current account in the designated bank for credit of any
drawback incentive.
b) Customs Formalities:

c) Goods may be shipped out of India only after Custom’s clearance
has been obtained.
d) Following documents to the customs authorities to be submitted:

Exchange Control Formalities: An exporter, who has sent goods outside
the country, has the obligation to satisfy the Reserve Bank of India that
he has received payment from his overseas buyer.
a) Make a declaration on the prescribed form to the Collector of
Customs that foreign exchange, representing the full export value
of goods, has been or will be disposed of in the manner and within
the period specified by the RBI
b) Negotiate all shipping documents, including those relating to sales
on consignment basis, through authorized dealers (Bank).
c) Receive payment by an approved method
d) Surrender the foreign exchange received from exports to the
exchange control authority through authorized dealers (Bank).
Shipping the goods: goods may be exported to foreign by sea, air, post,
land or river.

a) Shipping by sea: To obtain the permission of the port authorities
for the movement of the goods into the port, it is necessary to
present the cart ticket (Crating Order) to the gate
warden/inspector/keeper at the port gate.
b) Shipping by Air: Shipping by Air has become popular for each
product as commodities which are perishable and seasonal of high
in cost but low in bulk or schedule as per the buyer.
c) Shipping by Post: shipping of goods may be affected by post,
subject to the foreign trade and foreign exchange regulations of the
country.
d) Shipping by land: the procedure for the export of excisable goods
by land to countries like Afghanistan, Nepal & Bangladesh is, by
and large, similar to the one laid down for export by sea.
Negotiation of Documents: After shipping, the exporter should arrange to
obtain payment for the exports by negotiating the relevant documents
through bank.
Export Incentive: if the exporter is entitled to any export incentives,
he/she should take the necessary steps to realize it (them).

a) Invoice: An invoice is the seller’s bill for merchandise and contains
particulars of goods, quantity, total value, packing, etc.
b) Packing note and list: Difference between a packing note and
packing list is that the packing note refers to the particulars of the
contents of an individual pack, while packing list is a consolidated
statement of the content of a number of cases or packs.

c) Certificate of origin: A certificate of origin, as the name indicates,
is a certificate which specifies the country of the production of the
goods.
Certificate Related to Shipment:
a) Mate Receipt: A mate receipt is a receipt issued by the
Commanding Office of the ship when cargo is loaded on the ship
and contains information about the name of the vessel, berth, date
of shipment, description of packages, marks and number on the
board the ship etc.
b) Shipping Bill: The Shipping Bill is the main document of the basis
of which the custom’s permission for export is given.
c) Cart Ticket (Carting Order): A cart ticket, also known as a cart chit,
vehicle and gate pass, is prepared by the exporter and includes
details of the export cargo in terms of the shipper’s name, the
number of packages, the shipping bill number, the port of
destination and the number of the vehicle carrying the cargo.
Second presentation was made by Mr. S. Rajesh, Designer, NIFT, Hyderabad;
in this session the participants were made aware regarding design aspect.
He briefed the

textures including
the creative,
technical and
outfitted aspects of
the product range. He explained that visual merchandising is the art of

presentation which puts the merchandise in focus. It provides silent service to
the customers, assisting them in finding their products more easily. He briefed
the participants on the importance of creating the unique designs, latest trends
and product ranges which has long term effect in the market.
In another presentation Mr. Rajesh explained how the artisans can add value
to their crafts and how they can market it. He shared his experience with the
participants. He spoke at

analysis and international
marketing, sales and
distribution, marketing and
e-business applications. He
briefed the participants how
they can develop their
designs with respect to
demand in market and
suggested some marketing
ideas which would help the artisans to project their skills
