Centre for Banking Studies (CBS)

The Centre for Banking Studies (CBS) will celebrate the thirty seventh (37) anniversary of her progress in 2018 as one of the pioneers in the training & human capacity development in Financial Sector. The CBS started her mission of empowering the nation with knowledge and skills required for the development of the financial landscape on 15th September 1981 as the “Rural Banking and Staff Training College (RB&STC). At the time of its inception, focuses of the training courses was on rural and development banking to provide training with necessary knowledge and required skills to promote financial services and financial inclusiveness in the country.

Over many decades, Sri Lanka has been experiencing a progressive expansion in the financial and non-financial sectors with growing sophistication in terms of its integration with the global financial systems. The RB &STC, being the forefront of promoting knowledge and training in the financial sector, diversified its programmes to suit the changing environment. Recognizing these developments, the Monetary Board of the Central Bank of Sri Lanka renamed RB&STC as the Centre for Banking Studies (CBS) in 1998.

Today, the CBS offers a wide range of training programmes, seminars, and workshops to the professionals from the central banks and the other financial institutions in the region covering all areas of the economy and the financial sector. All programmes are conducted by well experienced and exposed local and international professionals. Continuous demand for the CBS programmes witnesses its success in meeting the expectations of the aspirants.

In majority of the tasks of the CBS, partnerships with other central banks and international organizations play a key role. The CBS offers training programmes in collaboration with international organizations, foreign central banks and international training institutions such as SEACEN, ADB, IMF, RBI, Deutsche Bundesbank. Experts from many countries share their experience with participants in order to disseminate best practices around the world. Moreover, the CBS conducts special programmes on request of public and private sector institutions to meet their emerging needs.

Considering the importance of social responsibility of promoting public awareness and improving economic and financial literacy, the CBS also hosts public lectures on contemporary issues related to the economy and the financial sector. Special programmes to enhance economic and financial literacy of future generations are also planned for 2018 and beyond. School children, university students and academia are regular participants of the CBS to attend sessions designed to enhance their knowledge and skills.

As a long standing and well recognized training institution, the CBS is striving to expand the coverage of the programmes with continuous improvements in quality to enhance knowledge and capabilities of human capital in the domestic economy and the regions. The CBS team is committed to continue with its mission of strengthening the competencies of human resource of the country to reap the benefits of emerging opportunities.

Location

The Centre for Banking Studies (CBS) of the Central Bank of Sri Lanka (CBSL) is located in Rajagiriya bordering the Sri Jayewardenepura main road leading to the Parliament. It is 7kms away from Colombo Fort where the Central Bank Head Office is located. The CBS is fully equipped with modern training facilities and support services including conference rooms, an auditorium, lecture rooms, computer laboratories, library, coffee lounges and parking facilities. A sales counter of the Central Bank Publications is also housed at the CBS premises.

Our mission emphasizes the need for the CBS to explore the emerging challenges in a changing environment and empower the stakeholders with required knowledge and skills to face such challenges effectively. In order to accomplish this mission the CBS conducts Training Need Surveys and discussions with professionals in different fields, particularly the banking and financial industry, and offer training programmes, seminars and workshops exposing participants to enhance knowledge and skills. Awareness programmes are also conducted for the general public and students to promote financial literacy and financial inclusiveness. We at the CBS, strive to maintain international standards in all aspects of our programmes with continuous improvements.

Governor’s Message

As the apex financial institution of the country, the primary objectives of the CBSL are to maintain economic & price stability and financial system stability. The financial sector is the lifeblood of the economy and plays a key role in driving sustainable and inclusive growth across all sectors of the economy. A proficient and skilful human capital base is imperative for the rapid expansion and development of the financial sector. As a long-standing and well-recognised training institution, the CBS’s core function is to develop the human capital in the country, with a special emphasis on the financial sector, thereby enabling the Central Bank and other financial institutions to thrive within a dynamic and rapidly changing domestic and global environment.

The CBS conducts high quality training and human resource development programmes which are delivered by both local and foreign experts in the financial sector, including staff members of the Central Bank. In addition to the programmes incorporated in the Programme Calendar – 2018, the CBS conducts special programmes to cater to the demand of the financial industry in order

to meet the skill and knowledge gaps in key areas of the financial sector. These programmes are aimed at strengthening technical competencies as well as other vital soft skills of our labour force.

Further, the CBS offers a number of courses, in collaboration with reputed international training institutions and foreign Central Banks, mainly to enhance the knowledge and capability of CBSL staff members. In addition, several courses offered by the CBS are focusing on promoting a research culture within financial and academic institutions.

I take this opportunity to commend the Director and the Staff of the CBS for their past achievements in capacity building both at home and the region, and wish success for all the activities planned in 2018.

At the CBS, our main objective is to contribute towards the development of the financial analysis and policy making capabilities of the financial institutions in the country through our wide-ranging training programmes, workshops and seminars. The programmes have been continuously revised and acclimatized to cater the demanding needs, focusing on a wider array of subject areas such as commercial banking operations, treasury operations, economics, development banking, credit management, information technology, accounting and financial management, risk management and compliance, laws and regulations, research and data analysis, human resources and general management.

In order to ensure the highest quality of delivery, the CBS join hands with local and international resource personnel possessing up-to-date knowledge and experiences in the respective fields as well as work in collaboration with the South East Asian Central Banks (SEACEN) Research and Training Centre, Staff College of Reserve Bank of India (RBSC) and Deutsche Bundesbank. Located in the close proximity of the city with state-of-the-art training facilities and eco-friendly green environment, the CBS takes a leap approach reflecting its dynamic operating context towards providing an unmatched service in empowering the participants with knowledge and technical competencies to face the challenge of vibrant and uncertain domestic and global conditions.

In the year 2017, CBS conducted over 120 programmes for more than 8,500 participants including participants

from foreign commercial banks and Central Banks in the region proving the enduring capability of our institution and the agility of our staff in ensuring a trustworthy and a quality delivery of training programmes.

This would not be possible if not for the guidance, advice and the necessary logistical support given by the senior management of the CBSL. I take this opportunity to express our gratitude and appreciation to the Governor, Deputy Governors and Assistant Governors and Heads of Departments of the CBSL and their staff who were our tower of strength. Further, I render my special thanks to the staff of the CBS for their untiring effort and dedicated contribution towards designing and conducting the training programmes successfully and working as a strong team towards achieving the common objective of the CBS.

Security Features in Genuine Currency notes and identification of forged notes

“According to the Monetary Law Act, the Central Bank of Sri Lanka is the sole authority of issuing currency notes and coins. The presence of counterfeit currency is a threat to the effective functioning of the monetary system. Any type of involvement to produce and distribute counterfeit currency is an offense, under criminal law.

Presence of counterfeit currency exposes those who handle currency to higher level of risk. Therefore, it is imperative that all officers who handle currency notes in banks and other financial institutions be knowledgeable on the security features of currency notes that enable them to identify counterfeits.”

emerging trends in fraud Mitigation of Electronic Fund Transfers (EFT)

“In an ever-emerging electronic age, more businesses are integrating the use of technology into their cash disbursement process through means of EFT transactions – these include wire transfers and automated clearing house transactions – leaving them susceptible to cyber theft. Over the past year, there has been an increase in the reported EFT fraud against small to medium-size businesses. Cybercriminals gain remote control over computer system, enabling them to withdraw funds which appears to the bank’s security system as legitimate transactions. In most cases of EFT fraud, the victims have not been able to recover their funds. In addition to the security measures introduced by financial institutions, there are preventative and detective procedures businesses can implement on their own. This one day programme provides a good understanding on identification and mitigation methods of EFT fraud.”

regulation and risk Management for Microfinance non-governmental organizations (ngos)

“Microfinance Act, No. 6 of 2016 was enacted with the intention of regulating and supervising microfinance

institutions which are not coming under any regulatory purview. Microfinance NGOs are one such category of

microfinance institutions. Hence, regulations with regard to Microfinance NGOs need to be studied broadly. Further,

proactive risk management is essential to the long term sustainability of the Microfinance NGOs. The risks associated

with Microfinance NGOs are typically low due to the small size of operations. Even though, such institutions may face

different types of risks like credit risk, liquidity risk, market risk and operational risk, which have to be consciously

managed to perform successfully. Therefore, this programme is designed to provide an understanding of the

regulations and risk management concepts specifically for Microfinance NGOs.”

Learning objectivesUpon completion of the programme, participants would be able to understand:

• salient features of the Microfinance Act, No. 6 of 2016

• introduction to the regulations a Microfinance NGO should comply with and the supervisory mechanism carried

out by the Central Bank
