2009 Global HR Forum to Foster Partnerships for Advancing Human ResourcesInternational Leaders to Address HR Challenges Posed by Global Financial crisisSeoul: 04 Sep, 2009 - The Korea Economic Daily, in collaboration with the Korean Government, will bring together leaders of the HR field in hosting the Global HR Forum 2009 from November 3rd-5th at the Sheraton Grande Walkerhill in Seoul. Under the theme “Creative Education for All,” the Forum stresses the importance of developing proficient human resources both by means of and toward the goal of worldwide cooperation. The conference agenda focuses on the evolving HR challenges posed by a global financial crisis. As the success of international organizations, governments, and individuals hinges on HR quality, the forum is a platform for cross-border collaboration to achieve the level of competence necessary for global prosperity. The 2009 assembly also underlines the importance of encouraging creativity through higher education, first-rate management, and favorable distribution. Session topics include a policy for cultivating creative talent, Global companies’ strategy for creative human resources, and Strategy for connection between creative education and labor market.The forum will attract participation from education and training policymakers, top educators, HR specialists from the corporate world, and leaders of the global economy.Speakers from around the world expected to address the conference include Gerhard Schroeder, Former Chancellor of Germany; C. Welcome Message
Welcome you all world business leaders, international political leaders, distinguished scholars, and participants from
overseas as well as to those nationally. Together to discuss global human resource development issues and to blueprint the
ideal global human resource model to take over responsibility of the future global village, the Korean government (Ministry
of Education, Science and Technology), The Korea Economic Daily, and Korea Research Institute for Vocational Education &
Training have established 「Global HR Forum」, which has now begun its 4th annual.
This year the 「Global HR Forum」 has set up a new theme, ’Creative Education for All’. Including former chancellor
of Germany, Gerhard Schroeder, the forum has invited about 200 scholars and professionals from about 65 countries
worldwide. It will be a great opportunity both for the speakers and participants to share ideas on how to solve global
problems by human resource development.
Economic crisis and rising uncertainty have struck the global village, and global collaboration is needed more than ever. 「Global HR Forum」 will contribute to help governments, schools, international institutions, and companies that are seeking
for creative talent to build up global network and accelerate future prosperity. In the concrete, we expect the 「Global HR
Forum」 to become a trustworthy stage to share global human resource education knowhow by listening to advanced
countries’ success case and by supporting underdeveloped country’s education policy.

Blueprint for global leadership in the 21st centuryA historic revolution that will upset the global economic trends which have been lasting for several tens of years or a big
change of the global paradigm of politics and economy is now underway. These days no one can be certain of something
in front of the possibility of risks. If the main countries and companies fall today, then it is possible we follow their way
tomorrow. Only those countries that build solid economic infrastructure not to sway in the severe challenges and those
companies with the leadership to quickly respond to change can survive.
The 4th Global HR Forum 2009 will help governments and corporate management identify the tasks, explore solutions,
and create the vision needed to make positive changes in meeting 21st century challenges.

Dr. SaKong is currently Chairman & CEO of the Korea International Trade Association (KITA) which is the largest business
association and one of the most influential economic organizations in Korea with 65,000 member companies. He also chairs
the G20 Summit Korea Coordinating Committee in the President’s Office. Before assuming the KITA’s Chairmanship, he served
in the Office of the President as Special Economic Adviser to the President from March 2008 to April 2009. He also chaired the
Presidential Council on National Competitiveness from March 2008 to January 2009. The council is considered to be the flagship
of the Lee, Myung Bak government. Dr. SaKong previously served in the government of the Republic of Korea as Minister of
Finance (1987-88) and Senior Secretary to the President for Economic Affairs (1983-87). During his tenure at these key posts in
the Korean government, Dr. SaKong played the leading role in framing and implementing Korea’s most successful development
strategy and economic policies of the 1980s.
The twice-elected leader of Germany, Chancellor Gerhard Schroeder has been a major force on the world’s political stage for
nearly a decade. Known for his charismatic delivery and unparalleled insights, Chancellor Schroeder is a leading world statesman
and internationally recognized authority on global relations, economic development and social change.
Gerhard Schroeder is the first of a new generation of vibrant German leaders. He took on the newly reunited Germany and
boldly ushered the world’s third largest economy into the 21st century.
A charismatic and powerful national figure, Gerhard Schroeder was elected Chancellor in 1998. In his seven years in office,
Gerhard Schroeder did more to modernize Germany’s economy than had been accomplished in decades. Elected to a second
term in 2002, Chancellor Schroeder increased his country’s influence on a global level by not only taking strong stands on global
issues, but also sending German troops to hotspots around the world; this was an enormously bold act that required changing
Germany´s Constitution.

C. Fred Bergsten has been Director of the Peterson Institute for International Economics (formerly the Institute for International
Economics) since its creation in 1981. The Institute is the only major research institution in the United States devoted to
international economic issues. It has been called “the most influential think tank on the planet” and the first comprehensive
survey of 5,465 think tanks around the globe recently concluded that the Institute was tied for “Top Think Tank in the World”
(with the Brookings Institution). It has a staff of about sixty, moved into its award-winning new building in 2001, averages two
or three publications per month and holds at least one conference or policy meeting every week.

Dave Ulrich Professor of Business, University of Michigan / Partner and Co-Founder, RBL Group
Tim Ringo is Vice President and Global Leader of IBM’s Human Capital Management (HCM) consulting practice, and is based in
London. He has overall responsibility for more than 2000 HCM professionals around the world whose focus is helping clients
enable enterprise innovation and performance through improved workforce effectiveness.
His primary focus is to help clients create workforce and enterprise transformation through implementation of integrated human
capital lifecycle strategy, processes and technologies.
He joined IBM Global Business Services in 2006 after 16 years at Accenture, where he was Executive Partner Human in
Accenture’s Human Performance Service Line. He brings a wealth of experience in defining and successfully implementing large
scale Human Capital programmes that produce measurable results for clients. He has successfully implemented HCM solutions
across most industries, including financial services, communications, high tech, industrial and travel and transportation and in
most geographies, including the Americas, Europe and many parts of Asia.
Dave Ulrich is as a Professor of Business at the University of Michigan and a partner at the RBL Group, a consulting firm
focused on helping organizations and leaders deliver value. He studies how organizations build capabilities of speed, learning,
collaboration, accountability, talent, and leadership through leveraging human resources. He has helped generate award
winning data bases that assess alignment between strategies, human resource practices and HR competencies. He has published
over 100 articles and book chapters and 20 books. He edited Human Resource Management 1990-1999, served on editorial
board of 4 Journals, on the Board of Directors for Herman Miller, and Board of Trustees at Southern Virginia University, and is a
Fellow in the National Academy of Human Resources. He has consulted and done research with over half of the Fortune 200.

Dr. Richard A. O’Leary joined Corning in April 2001 as director of Human Resources and Diversity for Science & Technology. In
2003, he assumed additional responsibilities for the Corporate Legal and Patent group, and in 2005 assumed responsibility
for the global Manufacturing, Technology and Engineering organization. Effective January 1, 2009, he was appointed global
director, Human Resources, International Regions.
Prior to joining Corning, O’Leary was vice president, Human Resources at Cytometrics, Inc., a biomedical high technology start-
up in Philadelphia. He has also held director-level human resource positions at the Public Service Electric & Gas Corporatino and
at Owens-Corning Corporation. O’Leary is nationally recognized for his expertise in organizational development and Human
Resources Practices.
Dr. Willyerd, as Chief Learning Officer for Sun Microsystems, leads an organization responsible for employee, customer, partner
and Sun community learning. For these distinct constituencies she is responsible for product and technical training, executive
learning, business, management and professional skill development, and sales and service learning around the globe. As CLO of
Sun Microsystems, Karie has lead her department to win over 20 awards for innovations in learning and development in the last
two years.
Karie began her career in learning as an instructional designer at an engineering training consulting firm in the nuclear
industry. Since then she has continued to hone her skills in training, simulations, eLearning, leadership development, executive
coaching and management. Prior to Sun, she held the position of Vice President, Chief Talent Officer for Solectron where she
was responsible for worldwide executive development, organization development, global staffing, training and development,
performance management, and mergers and acquisitions.

Scott Drach was named Human Resources director for Boeing International in October 2006. He reports jointly to Shep Hill,
president of Boeing International, and Rick Stephens, senior vice president of Human Resources and Administration for The
Boeing Company.
Drach is responsible for leading the function that provides human resources services for Boeing International employees in more
than 20 locations around the world. He also works with organizations across the company to improve the global delivery of
human resources support to employees and Boeing entities operating outside the United States.
Before joining Boeing International, Drach was director of human resources for Connexion by Boeing®, the Boeing business
that provided real-time, high-speed Internet services to commercial and executive transport aircraft and maritime vessels.
Scott served six years in the Louisiana Army National Guard. He is a member of Rotary International, the Society for Human
Resources Management and the International Association of Business Communicators.
Zhengrong Liu, born on 23rd August 1968 in Shanghai. Studied in Shanghai, China between 1986 and 1990 and afterwards
until December 1997 at the University of Cologne, Germany. M.A. in Education, Political Science and Anglo-American Study.
Scholarship holder of the Friedrich-Ebert-Foundation between 1995 and 1997.
Joined Bayer (China) Ltd. in April 1998 and worked three years in Beijing as Head of Human Resources. Moved to Shanghai in
2001 and became Regional Vice President (Asia Pacific) Human Resources of Bayer Polymers.
Since July 2004 Senior Vice President Human Resources of Lanxess AG, a company of 15,000 employees (half of them in
Germany) with headquarter in Leverkusen, Germany.

Public Policy:Growth Sustainability and Stability of Society for Job CreationThe social challenges of sustainable development are demanding, as globalization often comes with growing income
inequalities and structural unemployment. Acute unemployment and wage problems are particularly severe in crisis-hit
countries. These problems can be alleviated by expanding the social safety net. However, the best solution is job creation
and enhancing labor market flexibility. In this session, we will discuss why growth sustainability and stability is the key for
our future economic and job creation.

Martin Feldstein is the George F. Baker Professor of Economics at Harvard University and former President and CEO of the
National Bureau of Economic Research. From 1982 through 1984, Martin Feldstein was Chairman of the Council of Economic
Advisers and President Reagan’s chief economic adviser. He served as President of the American Economic Association in 2004.
In 2006, President Bush appointed him to be a member of the President’s Foreign Intelligence Advisory Board. Dr. Feldstein is
a member of the American Philosophical Society, a Corresponding Fellow of the British Academy, a Fellow of the Econometric
Society and a Fellow of the National Association of Business Economics. Dr. Feldstein is a director of two corporations (American
International Group and Eli Lilly), and an economic adviser to several businesses and government organizations in the United

Harry C. Katz is the Kenneth F. Kahn Dean and Jack Sheinkman Professor of Collective Bargaining, at the School of Industrial
and Labor Relations, Cornell University. He received his PhD in Economics from the University of California at Berkeley in 1977.
After teaching at MIT from 1977-1985, he came to the School of Industrial and Labor Relations at Cornell University in 1985.

William A. Swope is corporate vice president and general manager of Intel’s Corporate Sustainability Group. In this role, he
is responsible for driving Intel’s environmental efforts in the areas of policy, operations and products. Swope works with
stakeholders across the company to ensure that Intel continues to build upon its industry leadership in sustainability. Since
joining Intel in 1979, Swope has held numerous roles including corporate affairs leadership, manufacturing technology planning,
strategic product planning and product management. Swope was director of Digital Enterprise Brand Management, and prior to
that he was general manager of the Software and Solutions Group (SSG), reporting to the president and chief operating officer
of Intel. In that capacity he managed the software products and enabling efforts within SSG. From 1993 to 1995, Swope was
the general manager of the Intel® Pentium® Pro processor team. Swope was promoted to vice president in 1996 and corporate
vice president in 2003. Swope received his bachelor’s degree in applied physics from Tufts College.
He earned his master’s degree in management from Massachusetts Institute of Technology.

Social Science. He got his Development Economics Master degree in ISVE, Italy in 1987, as the Senior Fulbright Scholar doing
research in Stanford University during 1993-1994, as visiting professor of Dickinson College, U.S.A. in 1995, and Federico II, Italy.
He is the council member of China World Economy Society, International Trade Association, International Finance Association,
European Studies Association in China, and the member of PECC China Committee. He is also the consultant for some local
authorities and Companies. His research interest includes Regional Economic Integration in EU and APEC, International Trade
Policies, and China’s Open to the Outside World.

Tan Chorh ChuanPresident, National University of Singapore
David J. Skorton became Cornell University’s 12th president on July 1, 2006. He holds faculty appointments as professor in
Internal Medicine and Pediatrics at Weill Cornell Medical College in New York City and in Biomedical Engineering at the College
of Engineering on Cornell’s Ithaca campus. He is also chair of the Business-Higher Education Forum, an independent, non-profit
organization of Fortune 500 CEOs, leaders of colleges and universities, and foundation executives; life member of the Council
on Foreign Relations; co-chair of the advisory board for the Africa-U.S. Higher Education Initiative, and chair of the Task Force on
Diversifying the New York State Economy through Industry-Higher Education Partnerships.
President Skorton earned his bachelor’s degree in psychology in 1970 and an M.D. in 1974, both from Northwestern University.
He completed his medical residency and held a fellowship in cardiology at The University of California, Los Angeles.
Professor TAN Chorh Chuan was appointed President of the National University of Singapore in Dec 2008. He is concurrently
the Deputy Chairman of Singapore’s Agency for Science, Technology and Research (A*STAR).
A renal physician, he obtained his medical training at NUS, and research training at the Institute of Molecular Medicine, Oxford.
He served as the Director of Medical Services, Ministry of Health, from 2000 to 2004, in which capacity he was responsible
for leading the public health response to the 2003 SARS epidemic. He held the positions of NUS Provost, then Senior Deputy
President from 2004-2008.
As Deputy Chairman of the Duke-NUS Graduate Medical School Governing Board from 2004-2007, he played a key role in
setting up the partnership. As the inaugural Chief Executive of the National University Health System in 2008, he brought the
NUS Medical and Dental Schools and the National University Hospital under a single governance.
Since 2008, he was a member of the World Economic Forum’s Global University Leaders Forum. He is also currently Chair of the
International Alliance of Research Universities, a consortium of 10 leading research-intensive universities.

Professor Seike is President of Keio University and Professor of Labor Economics in the Faculty of Business and Commerce.
Professor Seike received his B.A. Economics (1978), M.A. Labor Economics (1980) and PhD in Labor Economics (1993) from
Keio University. He joined the Faculty of Business and Commerce at Keio University as Associate Professor in 1985, becoming
Professor in 1992, then serving as Dean from 2007. Professor Seike was appointed President of Keio University in 2009. Over his
career he has been a Visiting Scholar at the University of California, a consultant for the RAND Corporation, and was appointed
by the Japanese government as a Visiting Principal Research Officer at the Economic Research Institute, Economic Planning
Agency.
His appointments outside the University currently include the Labor Policy Council and the National Commission on Social
Security. He is also Chairman of the Policy Studies Group for the Aged Society (Cabinet Office) and the Studies Group for
Employment of Aged National Public Employees (National Personnel Authority).

International Aid:World order and Korea’s leadership in the age of Multi-polarizationInternational politics is a political phenomenon involving interactions among sovereign states and it has significance in
that political relationships control or at least have a significant impact on military, economic, social and cultural relations.
Although all countries are facing severe uncertainty, it is still possible to predict that the features of the world will be
different after overcoming today’s crisis. Due to the loss of confidence in the U.S financial system, the era of a new money
market led by Asian countries is expected. South Korea has been one of the key players in Asia along with China and
Japan. Today, however, Korea lags behind other emerging markets while China is starting to play a leading role in the
world and Japan is regaining its former vitality.

G. John Ikenberry is the Albert G. Milbank Professor of Politics and International Affairs at Princeton University in the Department
of Politics and the Woodrow Wilson School of Public and International Affairs. Professor Ikenberry is the author of After Victory:
Institutions, Strategic Restraint, and the Rebuilding of Order after Major Wars (Princeton, 2001), which won the 2002 Schroeder-
Jervis Award presented by the American Political Science Association for the best book in international history and politics. He
is currently writing a book entitled Liberal Leviathan: The Origins, Crisis, and Transformation of the American System (Princeton,
forthcoming). Professor Ikenberry is the co-director of the Princeton Project on National Security, and he is the co-author, along
with Anne-Marie Slaughter, of the final report, Forging a World of Liberty Under Law. Among his many activities, Professor
Ikenberry served as a member of an advisory group at the State Department in 2003-04 and was a member of the Council on
Foreign Relations Task Force on U.S.-European relations, the so-called Kissinger-Summers commission. He is also a reviewer of
books on political and legal affairs for Foreign Affairs.

Emmanuel Jimenez EAP Education Director, The World Bank
Nicholas Burnett is Managing Director of the Results for Development Institute, with responsibility for its Education program.
Until October 2009, Burnett was Assistant Director-General for Education at the United Nations Educational, Cultural and
Scientific Organisation (UNESCO). He is also Special Professor of International Education Policy at the University of Nottingham
in the United Kingdom.
At UNESCO, before becoming ADG, he was Director of the Education for All Global Monitoring Report, an independent team
responsible for monitoring progress toward the EFA goals and the education Millennium Development Goals. At the World Bank,
where he worked for 20 years, particularly on Africa and on the Caribbean, he was responsible for the Bank’s education policy
paper in 1995 and managed its education, health and social protection work in 16 countries in West and Central Africa from
1997-2000 with a portfolio of about $2 billion. He was educated as an economist at Oxford (BA), Harvard (Henry Fellow) and
the Johns Hopkins University School of Advanced International Studies (MA, Ph D).
Emmanuel Jimenez, from the Philippines, has held a variety of positions as an economist and manager in the policy, research
and operational units of the World Bank. Since early 2002, he has been Sector Director, Human Development, in the World
Bank’s East Asia Region, where he is responsible for managing operational staff working on education, health and social
protection issues. Prior to this, he held a similar position in the Bank’s South Asia Region. Before that he served for many years
in the Bank’s Development Economics Staff, where he managed staff and also engaged in research on a variety of topics,
including education and health finance, the private provision of social services, the economics of transfer programs and urban
development. He recently took time off from his operational duties to lead the team that prepared Bank’s flagship publication,
the World Development Report 2007: Development and the Next Generation. He also serves as the current editor of the journal,
The World Bank Research Observer. Before joining the World Bank, Mr. Jimenez was on the faculty of the economics department
at the University of Western Ontario in London, Canada.

A Strategic nurturing program of World Classic University Based on the idea that the competitiveness of the university extends to national competitiveness, universities worldwide
have fostered research-oriented universities and performed various works to enhance the competitiveness of the existing
universities with the active support of the government.
Various countries such as Germany, Japan, and Singapore have already developed and operated programs at the
government level to foster world class research-oriented universities. Last year, Korea also developed the WCU (World
Class University) project as a new program to try to foster world class research-oriented universities. In this session, we
shall draw implications for future improvements by discussing not only the fostering plan for World Class University and
related tasks, but also our ambitious WCU project.

Professor Seike is President of Keio University and Professor of Labor Economics in the Faculty of Business and Commerce.
Professor Seike received his B.A. Economics (1978), M.A. Labor Economics (1980) and PhD in Labor Economics (1993) from
Keio University. He joined the Faculty of Business and Commerce at Keio University as Associate Professor in 1985, becoming
Professor in 1992, then serving as Dean from 2007. Professor Seike was appointed President of Keio University in 2009. Over his
career he has been a Visiting Scholar at the University of California, a consultant for the RAND Corporation, and was appointed
by the Japanese government as a Visiting Principal Research Officer at the Economic Research Institute, Economic Planning
Agency.
His appointments outside the University currently include the Labor Policy Council and the National Commission on Social
Security. He is also Chairman of the Policy Studies Group for the Aged Society (Cabinet Office) and the Studies Group for

Kug-Sun Hong Professor of Department of Materials Science and Engineering, Seoul National University
Born in 1951, Professor Haddad, a graduate of the École Normale Supérieure, holds an M.A. in Mathematical Sciences from
the University of Paris VII and a D.E.A. (postgraduate diploma) in mathematics from the University of Paris VI. He also holds the
Agrégation in mathematics and a doctorate in mathematical sciences. From 1983 to 1984, he occupied the post of Lecturer at
the University of Paris I Panthéon-Sorbonne.
Appointed Professor in 1984 at the University of Nice, he has since been Professor at the University of Paris I Panthéon-
Sorbonne. He was President of that University from 1989 to 1994, and also First Vice-President (Chairman) of the French
Conference of University Presidents from 1992 to 1994. Pr. Haddad is currently Honorary President of the University of
Paris I Panthéon-Sorbonne. He was a member of the Task Force on Higher Education in Developing Countries (World Bank-
UNESCO) from 1998 to 2000. He founded the “Marin Mersenne” laboratory for mathematics, informatics and interdisciplinary
applications and is a member of several scientific and educational councils. He was appointed Director, Division of Higher
Education, UNESCO, in April 2004.
Prof. Kug Sun Hong is currently the head of the department of Materials Science and Engineering at Seoul National University.
He has held the posts of President of the SNU R&D Foundation, aide to the deputy Prime Minister of the Ministry of Education
and Human Resources Development and Director of the Research Institute of Advanced Materials SNU. Most recently, he is not
only as the project director of WCU Hybrid Materials, but also the 1st President of the WCU Council which consists of 155 WCU
projects nationwide.
Currently, he is an advisory committee member for industry policy of the National Intelligence Service (NIS), an advisory member
for The Grand National Party (Hannara), President of the Seoul Forum for Industry-University-Research Cooperation, and Director
of Korea Polytechnic University. Prof. Hong also serves as a member for both The National Academy of Engineering of Korea and
The Korea Academy of Science and Technology. He has also played a key role in establishing the basis for Korea’s academic-
industrial cooperation with such innovations as the Seoul National University Industry Foundation, which he founded in 2003.

Art Talent Development, Creativity, and Enrichment Programsfor Artistically Talented StudentsThe main focus of this presentation is based on how thematic and cross disciplinary approaches to creative education can
address the pressing issues of our time, and in particular how the way we live our lives is affecting and contributing to
potentially irreversible climate change. This has significant implications for what we traditionally understand to be the role
of the artist and other creative practices and what can be gained from the bringing together of artists, designers, scientists
and specialists from other fields to seek a cultural response to climate change. If we accept that the way we live our lives
is the primary reason for the dramatic shifts in climate change, then it follows on that to address the issue, we need to
change our lifestyle and values. This calls for an approach based on creative ideas and solutions within which artists must
have a significant role to play.

Professor Chris Wainwright is the Head of Camberwell, Chelsea and Wimbledon Colleges, of the University of the Arts London.

Higher Arts Institutions, and former Chair of the National Association for Fine Art Education in the UK. He is currently a member
of The Tate Britain Council and a board member of Cape Farewell, an artist run organisation that promotes a cultural response
to climate change.
Chris Wainwright is also an active professional artist and curator working in photography and video whose recent exhibitions
include Between ‘Land and Sea’ at Box 38 Ostende, Belgium, ‘Trauma’ at the Culturcentrum, Brugge in Belgium. His work is
currently being shown as part of the UK touring exhibition Fleeting Arcadias – Thirty Years of British Landscape Photography

Professor Yeong-Chun (Rich) Park studied ceramic engineering in Yonsei University, Korea and continued study in graphic design
and industrial design at the Philadelphia College of the Arts, U.S.A. He was awarded as a fellow in Joseph Carreiro Memorial Award
in Creativity. He also has MBA from Helsinki School of Economics and Ph.D. degree in Business Management from Seoul School
of Integrated Sciences and Technologies. He worked as a senior designer at IDI(Innovations and Development Inc.) specializing in
new product development and joined Deskey associates New York office as the creative director of industrial design. He directed
over two hundred projects in product design, package design, and brand development for major U.S. fortune 500 companies.
Before coming to SADI (Samsung Art & Design Institute) in 1995 as the Foundation Chair, he had taught product design at the
Parsons School of Design in New York. Since, he worked as advising professor for MIB (Models for Innovative Business) program
training designers, marketers, and engineers from Samsung Electronics company. He established Product Design program at
SADI in 2005 and since serving as department chair.

Kil-Sang Yoo is a professor of the Korea University of Technology and Education and a Director of the Human Resource
Development Research Center. He got BA in economics at the Korea University in 1979 and got MA and Ph. D. in Economics at
the University of Hawaii, U.S.A. in 1988.
He worked as an Assistant Director at the Economic Planning Board of Korean government from 1980 to 1989. He worked at the
Korea Labor Institute from 1989 to 2006 as a Senior Fellow, Vice President, and Director of the Employment Research Center. He
served as a President the Korea International Migration Association, a President the Korean Social Security Association, and a
Vice President of the Korean Labor Economics Association.
He has played an important role in developing labor policies as a researcher and one of the policy advisors to Minister of Labor
in Korea. He designed Korean employment insurance system (EIS) and played a key role in introducing the Employment Permit
System for employing migrant workers. His major research areas are employment policies, employment insurance system and
labor migration policy. He has published about 40 articles and 30 books.

President Suk Joon Kim has been appointed the President of Science & Technology Policy Institute(STEPI) since August 2008.
He has been a member of National Assembly of the Republic of Korea from 2004 to 2008 contributing to the development of
policies through working in the Science, Technology, Information and Telecommunications Committee. In 2004, he served as
President of Korean Association for Public Administration, and until March 2002 he was the executive of the Citizen’s Coalition
for Economic Justice. He was a professor of Public Administration at Ewha Womans University from 1989 to 2004. During
1993~1998, he was the Dean of Graduate School of Information Science, Ewha Womans University.
He holds a B.E. in Engineering and M.A. in Public Administration from Seoul National University and Ph.D. in Political Science
from UCLA.
Dr.Miller was the last faculty member recruited to Stanford University by the legendary Frederick Terman who was then Vice
President and Provost of Stanford. He led the computerization of SLAC(Computation Group at the Stanford Linear Accelerator
Center). Miller actively facilitated the establishment of a number of interdisciplinary programs such as the Human Biology
Program, the International Security and Arms Control Program, and the Values Technology and Society Program. In 1978
he negotiated and brought to Stanford the first students from the Peoples Republic of China. As President and CEO of SRI
International, Miller opened SRI to the Pacific Region, established the David Sarnoff Research Center as a for-profit subsidiary
of SRI. He later became the Chairman and CEO of the David Sarnoff Research Center. He also co-founded and served as Vice
Chairman of SmartValley.Inc. Dr. Miller co-directs an international research project called the Stanford Program on Regions
on Innovation and Entrepreneurship, and Executive Education program on Strategic Uses of Information Technology. Dr.Miller
worked with foreign countries helping them establish their technology policies and practices, notably Singapore, Malaysia,
Japan, and Korea.

Dr. Willyerd, as Chief Learning Officer for Sun Microsystems, leads an organization responsible for employee, customer, partner
and Sun community learning. For these distinct constituencies she is responsible for product and technical training, executive
learning, business, management and professional skill development, and sales and service learning around the globe. As CLO
of Sun Microsystems, Karie has lead her department to win over 20 awards for innovations in learning and development in the
last two years.
Karie began her career in learning as an instructional designer at an engineering training consulting firm in the nuclear

Born in 1951, Professor Haddad, a graduate of the École Normale Supérieure, holds an M.A. in Mathematical Sciences from
the University of Paris VII and a D.E.A. (postgraduate diploma) in mathematics from the University of Paris VI. He also holds the
Agrégation in mathematics and a doctorate in mathematical sciences. From 1983 to 1984, he occupied the post of Lecturer at
the University of Paris I Panthéon-Sorbonne.
Appointed Professor in 1984 at the University of Nice, he has since been Professor at the University of Paris I Panthéon-
Sorbonne. He was President of that University from 1989 to 1994, and also First Vice-President (Chairman) of the French
Conference of University Presidents from 1992 to 1994. Pr. Haddad is currently Honorary President of the University of
Paris I Panthéon-Sorbonne. He was a member of the Task Force on Higher Education in Developing Countries (World Bank-
UNESCO) from 1998 to 2000. He founded the “Marin Mersenne” laboratory for mathematics, informatics and interdisciplinary
applications and is a member of several scientific and educational councils. He was appointed Director, Division of Higher
Education, UNESCO, in April 2004.

Bernard Hugonnier is since 2002 the Deputy Director for Education at the Organisation for Economic Cooperation and
Development (OECD) where he began his career in 1978. He has previously occupied several positions across a range of OECD
departments dealing with international investment, liberalisation of capital movements and services, multinational enterprises
and regional development. He also served as Head of the Management and Restructuration Service, Director of the publications
programme, Deputy Director for Public Affairs and Communication and Director for Territorial Development.
Mr. Hugonnier holds a Master degree in economics (University of Pittsburgh) and a PHD in economics (Paris University of Paris).
He is a lecturer in economics at University Paris-Sorbonne.
Harry Anthony Patrinos is Lead Education Economist at the World Bank. He specializes in all areas of education, especially
school-based management, demand-side financing and public-private partnerships. He has published more than 40 journal
articles, and co-authored several books, including: The Role and Impact of Public-Private Partnerships in Education (World Bank
2009), Decentralized Decision-Making in Schools: The Theory and Evidence on School-Based Management (World Bank 2009),
Policy Analysis of Child Labor: A Comparative Study (St. Martin’s, 1999), and Indigenous People and Poverty in Latin America: An
Empirical Analysis with George Psacharopoulos (World Bank/Ashgate, 1994). Dr. Patrinos previously worked as an economist at
the Economic Council of Canada. He has a Ph.D. from the University of Sussex.

Directions of evaluating schools and teachers to improve educational qualityIn the 21st century when securing excellent human resources is the key to achieving national competitive advantage,
educational reform to improve public education draws worldwide attention. In particular, since educational quality does
not match the qualification of teachers, various policies related to teacher training, appointment, and research study are
widely discussed for teachers to acquire specialization and responsibility. For example, a systematic policy system such as
teacher evaluation that gives incentives to capable teachers and opportunities to improve specialization through training
to incapable teachers has been examined. This section aims at sharing the educational policies of US, UK, and New

Nicholas Burnett is Managing Director of the Results for Development Institute, with responsibility for its Education program.
Until October 2009, Burnett was Assistant Director-General for Education at the United Nations Educational, Cultural and
Scientific Organisation (UNESCO). He is also Special Professor of International Education Policy at the University of Nottingham
in the United Kingdom.
At UNESCO, before becoming ADG, he was Director of the Education for All Global Monitoring Report, an independent team
responsible for monitoring progress toward the EFA goals and the education Millennium Development Goals. At the World
Bank, where he worked for 20 years, particularly on Africa and on the Caribbean, he was responsible for the Bank’s education
policy paper in 1995 and managed its education, health and social protection work in 16 countries in West and Central Africa
from 1997-2000 with a portfolio of about $2 billion. He was educated as an economist at Oxford (BA), Harvard (Henry Fellow)
and the Johns Hopkins University School of Advanced International Studies (MA, Ph D).
Scott Harrison began his career as a teacher and writer of history textbooks and became a Chief Examiner of the General
Certificate of Secondary Education in history. In 1990 he became an HMI (Her Majesty’s Inspector) and has worked for Ofsted
since it was established in 1992. As an HMI Scott’s work included the inspection of schools, colleges and initial teacher
education. From 2000 he was appointed as the specialist adviser for history and citizenship. In this role he has been Ofsted’s
spokesperson on subject issues; for example he was called to give evidence to the House of Commons Education and Skills
Committee on schools’ progress with citizenship education. He has also appeared on television, answering questions from
teachers in a programme entitled ‘Inspecting the Inspectors’. For the last three years Scott has run Ofsted’s subject inspection
programme which draws on evidenc from schools to report on subject trends and issues. Scott retired from Ofsted in August
2009 and is now a private consultant.

Strategies for improving the educational quality of undergraduate schools and producing creative human resourcesNew knowledge is rapidly increasing, with the cycle of knowledge being shortened due to the development of scientific
technologies and information systems. Moreover, unlike in the times of industrialization, problems faced by the
government and businesses are becoming more complicated; interrelationships between countries are also becoming
deeper. In response to these environmental changes, undergraduate education in the 21st century should select
information to produce new information and focus on securing the capability to adapt to new situations and solve
problems. Furthermore, considering the fact that deepened specialized knowledge is derived from converged and creative
education of fundamental cultural studies, there is a need to review the means of harmonizing specialized education

Richard K. Miller was appointed President and first employee of the Franklin W. Olin College of Engineering in 1999, where he
also holds an appointment as Professor of Mechanical Engineering.
He served as Dean of the College of Engineering at the University of Iowa from 1992-1999, and spent the previous 17 years
on the engineering faculties of the School of Engineering at the University of Southern California (where he held the position
of Associate Dean for Academic Affairs) and the University of California, Santa Barbara. Dr. Miller’s research interests are in
applied mechanics. He is the author or co-author of about 100 reviewed journal articles and other technical publications and
he has been a consultant to several aerospace companies. He has also served as chair of the National Science Foundation’s
Engineering Advisory Committee and served on several advisory committees for the National Academy of Engineering, Harvard
University, and other institutions. In addition, he has served as a consultant to the World Bank in establishment of new academic
institutions. In 1972, he earned his M.S. degree in Mechanical Engineering from the Massachusetts Institute of Technology. In
1976 he earned his Ph.D. in Applied Mechanics from the California Institute of Technology.
Lori Breslow has been the Director of the Teaching & Learning Laboratory (TLL) at the Massachusetts Institute of Technology
since its inception in 1997. She is responsible for overseeing TLL’s strategic policies, developing and managing its educational
research agenda, and supervising programming and services. Dr. Breslow is a member of the editorial advisory board of the
Journal of Engineering Education, and a past member of both MIT’s OpenCourseWare Assessment and Evaluation Advisory
Board and its Council on Educational Technology. She was co-director of the Teaching for Learning Network, a collaboration
between MIT and the University of Cambridge. She has been a visiting scholar at Cape Peninsula University of Technology, Cape
Town, South Africa, and the Center for New Designs in Learning and Scholarship, Georgetown University. She is also a Senior
Lecturer in the MIT Sloan School of Management. Dr. Breslow’s research interests are in interdisciplinary education and the
dissemination of educational innovation.

Directions for the vocational education program at the middle school level- Meister High SchoolsThe Korean government makes its best efforts to support Meister high schools as part of the national agenda called
“Diversity of high schools.” As a leading model of vocational high schools, Meister high schools adopt an educational
curriculum reflecting various industrial requirements, allowing graduates to work for companies and study in schools
and helping students becomes Meister. To achieve success, Meister high schools require industryeducation cooperation
that guarantees the graduates’ career path, establishment of employment path, and improved policies supporting both
work and study. While related policies are being enhanced, the Meister high schools considered here are preparing for its
opening: finding companies to support industry-education cooperation, developing the educational curriculum, securing
excellent teachers, improving the educational environment, and selecting potential students. This section seeks to suggest
how to enhance the Meister high schools by examining a wide range of cases such as industry-education cooperation and

Prof. Dr. Dae-Bong Kwon is the 5th President of the Korea Research Institute for Vocational Education and Training (KRIVET)
since September 2008. The KRIVET is the national research institute that is specialized in lifelong learning and human resource
development in the Republic of Korea. Prior to joining the KRIVET, he was a faculty at Michigan State University, Kookmin
University and Korea University. At the Korea University, he was a professor and dean of the college of education, dean of the
graduate school of education, and director of the institute for continuing education. He was a visiting scholar at the University
of British Columbia. He was the founding president of the Korean Society for Human Resource Development, and the 23rd
president of Korean Society for Lifelong Education. His major policy interests are linkage between school and labor market,
quality control system in school, industry-education partnership, and comparative and international education.
After a few years of professional experience in research and development, Franz Teloeken started his studies on an advanced
vocational training course. He graduated as a Certified Industrial Craftsman - chemical industry specialisation in 1993.
Besides the instruction of apprentices and the realization of further adult vocational training, he also became a consultant for
vocational training. As acting project manager, he realized vocational training centres for example in Oldenburg, Germany (2004)
and Shanghai, PR China (2006).
In the years since 2002 many different institutions have requested his cooperation as an expert in vocational education projects
such as:

Fostering creative talent in science and technologyThe roles of scientific technologies are essential in solving mankind’s problems such as climate change, energy shortages,
and diseases. In this knowledge-based economy, securing core technical manpower to lead the development of future
promising industries determines national competitiveness. To foster globally competitive talent in science and technology,
the core capabilities of creative talent in science and technology should be reinforced and related curricula should be
reorganized. Teaching methods should also be made more competitive and designed to fit the core capabilities of the
individuals. For these reasons, the discussion on how to design and teach effectively the curricula of educational subjects
(STEM: science, technologies, engineering, mathematics) closely related to science and technology in elementary and

Dr.Miller was the last faculty member recruited to Stanford University by the legendary Frederick Terman who was then Vice
President and Provost of Stanford. He led the computerization of SLAC(Computation Group at the Stanford Linear Accelerator
Center). Miller actively facilitated the establishment of a number of interdisciplinary programs such as the Human Biology
Program, the International Security and Arms Control Program, and the Values Technology and Society Program. In 1978
he negotiated and brought to Stanford the first students from the Peoples Republic of China. As President and CEO of SRI
International, Miller opened SRI to the Pacific Region, established the David Sarnoff Research Center as a for-profit subsidiary
of SRI. He later became the Chairman and CEO of the David Sarnoff Research Center. He also co-founded and served as Vice
Chairman of SmartValley.Inc. Dr. Miller co-directs an international research project called the Stanford Program on Regions
on Innovation and Entrepreneurship, and Executive Education program on Strategic Uses of Information Technology. Dr.Miller
worked with foreign countries helping them establish their technology policies and practices, notably Singapore, Malaysia,
Japan, and Korea.

Supply Chain Management(SCM) for global human capital:Linking Strategy, Talent Management and ITMany studies have focused on finding the financial implications of costs such as activitybased costing by analyzing

Rick Von Feldt is a 15 year human resource executive. Recently, Rick served as the Vice President of training and development at
Hewlett-Packard. He was responsible for the 120,000 member global Technology Solutions Group, which includes HP Services,
Software, Enterprise Hardware and the Enterprise Sales organization. Rick’s career has included human resources positions at
Dell Computer, Gillette and Organizational Planning and Design. During his last 15 years, he spent 7 years in global and regional
roles based in Japan and Singapore.
Rick is now a partner in a new consulting firm specializing in innovations to attract, develop and keep talent. The consulting firm
uses research from the soon to be release book “The 2020 “Workplace” by Jeanne Meister and Karie Willyerd. The firm offers
speaking, workshops and consulting to help companies focus on solutions caused by three major shifts in the workplace by the
year 2020: Five generations in the workplace, the global population shift and the dramatic change in the impact of social media

Developing the Creative Talent in Multinational CompanyThe recent economic crisis and depression experienced by all domestic or multinational enterprises pose a big challenge
and give rise to a threat. Most enterprises agree on the need to find highly capable talents to overcome such crisis. The
KCMC session focuses on introducing the efforts made by these multinational corporations to conquer such crisis by
fostering talents even amid such economic crisis. BMW describes the current situation as the era of “Human Business.”
President Kim Hyo-jun of Korea Corporation will disclose BMW’s efforts to seek answers from man, with the CEO of
Olympus Korea briefly presenting cases of experience as to how much effort we should make in cultivating talents. Lee
Haeng-hui, CEO of Corning, will comment on the effective supply and demand structure of talents for the globalization of
Corning. Finally, B. Braun will introduce the efforts made in training creative talents.
In other words, various efforts made to foster talents and best practices will be shared through the KCMC sessions aimed
at overcoming the economic crisis faced by Korea and global enterprises. This will serve as a venue where programs that
can solve the specific problem of cultivating talents – which is currently experienced by Korean enterprises -- are sought
through discussions between the visitors and the speakers. In particular, this will be an opportunity to check the difference
between the efforts made by Korean enterprises and those made by multinational enterprises with regard to fostering
talents. On the other hand, it will also allow finding the difference between the efforts made to foster talents in a special
place called Korea and the attempts made at the global level.

Chin-Wook Cho is Chairman and CEO of BASF Company Ltd. since July 1st, 2006. He studied Chemical Engineering in Seoul

industry in 1978 as a project engineer in Korea Kumho Petrochemical Co., Ltd. In 1981, he joined BASF Korea Ltd. and worked as

Global Talent Review and Succession PlanningCore talent is critical in a recession. Companies must retain their global workforce to weather the economic slowdown and
prepare for a brighter future. A method must be developed to examine and review the capabilities of a global workforce.
Although some global companies operate an assessment center, much needs to be done in sharing detailed action
plans and application programs including assessment programs and succession plans to quickly identify potential global
business leaders and systematically train them.

Kris Park is a Global Principal and leads Hewitt Associates in Korea that includes Talent & Organizational Consulting and

She has been with Hewitt for 10 years and was appointed as Korea Market Manager in 2004. Since she joined Hewitt in
2000, she had acted various roles in Talent & Organizational Consulting Practice such as senior compensation and benefits
consultant and the practice leader for Talent & Organizational Analytics Practice. She has expertise across the broad spectrum
of HR consultancy services with vast experience in the areas of global HR programs, broad-based reward consulting, executive

Kris has more than 20 years of professional experience in global organizations in Korea including corporate human resource
leader role.
Pete is a leader in Hewitt’s Talent and Organizational Consulting practice with responsibility for Hewitt’s global HR Effectiveness
practice. Pete consults with multinationals in HR strategy, organization assessment and design, corporate restructuring, and HR
transformation. Some of Pete’s clients include Bayer Corporation, General Electric Company, MetLife, Inc., Novartis, Thomson
Corporation, Philips Electronics, UBS, and Wal- Mart. Pete has 19 years of experience with Hewitt in business leadership roles
in North America and Europe in HR consulting, client relationship management, and outsourcing. He has played a lead role in
some of the firm’s largest global projects involving business and HR restructuring, and cross-border mergers and acquisitions. In

Scholarship holder of the Friedrich-Ebert-Foundation between 1995 and 1997.
Joined Bayer (China) Ltd. in April 1998 and worked three years in Beijing as Head of Human Resources. Moved to Shanghai in
2001 and became Regional Vice President (Asia Pacific) Human Resources of Bayer Polymers.
Since July 2004 Senior Vice President Human Resources of Lanxess AG, a company of 15,000 employees (half of them in
Germany) with headquarter in Leverkusen, Germany.
In January 2008 Dr. Linda Myers was expatriated to Seoul, South Korea from the United States to lead Global Talent
Management and accelerate globalization of SK Group, an $83 billion South Korean holding company. Dr. Myers serves as SK’s
first foreign female executive.
Over the past 25 years, Dr. Myers has been recognized as a trailblazer both as a global human capital practitioner and
consultant. Prior to joining SK Group, Dr. Myers served in various global strategic leadership capacities with several multinational
companies including Wyeth Pharmaceuticals, Munich ReInsurance, and Bristol Myers Squibb. She has also worked as a business
development partner with WorldWise and China Human Resources Group to facilitate joint ventures between US multinationals
and state owned businesses in the PRC.
Dr. Myers earned her Masters and Doctoral degrees from Harvard University. Her work addressed pre-, during, and post-
integration challenges of the first global pharmaceutical merger including strategy and culture alignment, executive selection,
employee communication, and outcomes assessment.

Mahboob joined the P&G Korea team in August 2008. Prior to taking this assignment Mahboob has undertaken various
assignments within the P&G organization.
Mahboob specializes in Leadership Development, Change Management, Team Building and facilitating Strategy Development
& Deployment at P&G. Prior to joining P&G Mahboob served as an intern in WIPRO Systems one of the largest IT companies
in India. In his previous assignment in Malaysia, Mr. Mahboob was one of the active members of the Malaysian International
Chamber of Commerce and Industries leading the HR Chapter, and working with the government and the universities to improve
and shape the policies on the Human Resources & the Malaysian Labor Laws. Mahboob has earned his Masters degree from
XLRI, Jamshedpur, India’s premier institute for Human Resources and Industrial Relations. His dissertation included “Women in
Management” covering aspects that impede women’s continued employment in Indian companies.

Mass Career Customization : New paradigm of career development modelCurrently, labor markets all over the world including that of Korea are experiencing rapid changes, e.g., increased
percentage of female workers, changes in the traditional roles of women at workplaces, and different expectations
and sense of values held by the X-Y generations toward the company. In Korea in particular, the rigidity in managing
manpower at enterprises intensifies as the phenomenon of aging manpower deepens. Korea’s birthrate, considered the
lowest among OECD countries, is expected to put pressure on acquiring manpower in the future. Such qualitative changes
in the labor market imply the need for the fundamental reexamination of the human resource management paradigm of
enterprises. Insisting on the past “Growthoriented vertical experience platform” and ignoring the organization members’
sense of value and diversity of desires will not motivate organization members, with enterprises experiencing various
operating issues. Assuming that the time has come when it is difficult for the existing desire to improve one’s career to
serve as a motivation, and that the people now carry extremely flexible thinking with regard to the speed and pattern of
career development, the Mass Career Customization model of Deloitte Consulting has presented a new human resource
management paradigm that accommodates the current changes in manpower composition and diversity of desires. This
session attempts to provide a venue for listening to and discussing directly with the writer the theories of and viewpoints
on “mass career customization” -- which is currently drawing a lot of attention in global markets including the US -- and
the specific implementation programs and cases. This will serve as an opportunity to graft the flexibility and creativity of
human resource power with those of Korean enterprises.

Weisberg was a Senior Director in the Advisory Services practice at Catalyst, where she advised clients on diversity strategies.
Ms. Weisberg directed a large-scale study of women in the legal profession, Women in Law: Making the Case (Catalyst 2001).
She is also co-author of Everything a Working Mother Needs to Know (Doubleday 1994). Before writing the book, Ms. Weisberg
practiced law in New York and clerked for a federal judge in Chicago. Ms. Weisberg received her Bachelor of Science Phi Beta
Kappa from the University of California, Berkeley and her Juris Doctor cum laude from Harvard Law School.

personnel to survive, minimized new hires, and rationalized expenses that had been incurred for the development
and maintenance of human resources. Nonetheless, some pointed out the fact that short-term prescription such as
the reduction in force implemented based on the past US-style market principle is not suitable for new developing or
Asian enterprises that should seek survival as well as growth. Even if it survived an economic depression after losing
the foundation and driving force of growth, an enterprise may not be able to survive again after a depression or in
a future one. Based on past lessons on how the economic depression may occur periodically, many enterprises work
hard to learn what they should do to realize sustainable growth, i.e. to become a long-lasting enterprise. This session
attempts to compare and discuss what is the one tradition that has persisted for a long period of time among Asian and
European long-lasting enterprises excluding the USA in relation to fostering and managing “Human Resources” as the
core of growth. This will provide useful implications to enterprises aspiring for longevity through sustainable growth. In
connection with this, the session will comparatively discuss the following: 1) What are the directions and the scope of
human resources management, which has continued as they are despite the changes in the management environment
following the company foundation? 2) What type of human resources management strategies did an enterprise use to

Course instruction as a public policy: Responses to future occupationsProviding accurate course guidance services that can be trusted by both the youths who are at the turning point of
selection between education and occupations and adults is a very important matter in terms of national policies. In the
middle of the 1990s, The OECD analyzed each country’s career guide and policy making to encourage lifelong study,
increase flexibility of the labor market and activate welfare policies. In 2000, the OECD, Centre for Educational Research
and Innovation (CERI) conducted a case study on career guide for teenagers. The center pointed out that governmental
intervention in career information, guidance and counseling could be one of the national action plans. Strengthening the
course education is required to take, as a public policy, to improve the ability of a society to respond to future occupations
amid the rapid changes in technologies is vitally important.

KJELL RUBENSON had the first chair in Sweden in adult education and was the dean of education at Linkoping University before
coming to Canada where he is a professor of education at the University of British Columbia and co-director of the Centre for
Policy Studies in Higher Education and Training. He has been the research supervisor for several large national and international
projects that have addressed structures, polices and outcomes of adult education and lifelong learning. He is the founding
president of the European Society for the Study of Education of Adults.

John McCarthy is Director, International Centre for Career Development and Public Policy. The Centre was a joint initiative of the

Prior to his present post, Dr. McCarthy has held the posts of Policy Developer at the European Commission’s Directorate General
for Education and Culture where he was Chairperson of the EC’s Expert Group on Lifelong Guidance, Project Manager at

Mutual Recognition of Qualification in the Dimension of GlobalizationEuropean Countries and APEC member nations have established a qualification framework that recognizes a qualification
obtained in each country. Europe already built and announced its European Qualification Framework (EQF) in 2009. This
system will connect EQF with National Qualification Framework (NQF) until 2010. In 2012, Europe will execute EQF. Still,

Annie Bouder was born 1950 in Marseille (France). She was trained as a sociologist at the University of Hamburg (Germany)
and completed her education with a post graduate degree of the College of Europe in Bruges (Belgium). She has worked 15
years in research and consultancy on the “Brussels’ scene” prior to joining Céreq (Centre d’Etudes et de Recherches sur les
Qualifications) in 1992. Since that date she acts as Executive Officer for International Relations. To this end she encourages and
coordinates Céreq’s activities in international matters, all of them linked to vocational education and training and qualifications.
The two main aspects of these activities are joint research and investigations on the one hand and regular bilateral or
multilateral relations with organisations of different European and non European countries on the other. In the last years she
has been extensively involved in the European discussions generated by the Lisbon and the Copenhagen Summits in the field of
vocational education and training (EQF, ECVET).

Policy direction for fostering future talent aimed at maximizing the potential for national growthSince securing core talent determines national and regional competitiveness in the knowledge-based economy,
considerations in “fostering creative talent” are being positioned as matters of national concern beyond regions and cities.
Regional decentralization and autonomy along with internationalization, national reformations of policies for fostering
talent and those at the regional and city levels are being carried out simultaneously. In this session, the characteristics
of future talent will be identified in relation to the recent changes in the global environment; the national reformation
of policies for fostering talent of various countries shall be compared and analyzed with regard to these characteristics.

In August 2004, Dr Kim was appointed Director-General of the Ministry of Education and Human Resources Development
(MOEHRD) in Seoul. In this capacity, he led and prepared cross-ministerial human resources development policies, such as the
Five Year National Human Resources Development Plan, and lifelong learning policies for early retirees (2004–2005). From
September 2005 to March 2008, Dr Kim was Deputy-Minister of Education and Human Resources Development of the Republic
of Korea, and charged with leading policy development in the areas of higher education, technical and vocational education,
lifelong learning and human resources development.
Dr Kim is a member of various professional associations on education policy, finance and economics, and has published. He
has also represented the South Korean Government at various ministerial-level meetings, such as those of the Organization for
Economic Cooperation and Development (OECD).
In January 2009, Dr Kim was appointed as Director of the UNESCO Office in Bangkok and Regional Bureau for Education in Asia
and the Pacific, as well as UNESCO Representative to Thailand, Lao PDR, Myanmar and Singapore.
Eduardo Velez has a Ph.D. in Sociology from the University of Illinois. Dr. Velez has had a long trajectory at the World Bank in
Washington D.C., Mexico City and in Beijing. He is currently Education Sector Manager for East Asia and the Pacific, and has
been Education Sector Manager for Latin American and the Caribbean, Sector Coordinator (Human Development) for the China
program, Sector Leader (Human and Social Development for Colombia, Mexico and Venezuela), and Human Development
Cluster Leader for Uganda and Tanzania. He also served as Principal Education Specialist for Eastern and Southern Africa. Before
joining the World Bank, Dr. Velez was Adjunct Director at Instituto Ser de Investigaci n in Bogotá, Colombia, his country of origin.
Dr. Velez has also held an academic career and has written extensively on the subject of Economics, Education, Development
and Sociology (has published nine books and more than 90 articles in professional journals or as chapters in books, and research
reports).

Mr. Eddie NG Hak-kim, Chairman of the HK Examination and Assessment Authority, Deputy Chairman of the HK Institute of
Education, is Chairman of the Human Capital Management Consulting Limited, and Independent Non-Executive Director
of Stella International Holdings Ltd. Eddie has over 30 years’ professional human resources management experience in
multinational corporations like Motorola, Citibank, AT&T, Lucent Technology, Jardine Fleming Holdings, J.P. Morgan Chase and
Macquarie Bank as regional HR leader.
Professionally Eddie was the first Asian President of the World Federation of Personnel Management Association which
embraced over 65 member country for in 2,000, President of Asia Pacific Federation of Human Resources Management for
three years. President of HKIHRM for five years, and now Executive Council Member of HKIHRM, He is also member of Audit
Committee and Remuneration Committee of Hong Kong Housing Society, member of HK Housing Authorities, and chairman
of its Audit Sub-committee. Since early this year, Eddie has been appointed member of the HK Independent Police Complaints
Council.
Bernard Hugonnier is since 2002 the Deputy Director for Education at the Organisation for Economic Cooperation and
Development (OECD) where he began his career in 1978. He has previously occupied several positions across a range of OECD
departments dealing with international investment, liberalisation of capital movements and services, multinational enterprises
and regional development. He also served as Head of the Management and Restructuration Service, Director of the publications
programme, Deputy Director for Public Affairs and Communication and Director for Territorial Development.
Mr. Hugonnier holds a Master degree in economics (University of Pittsburgh) and a PHD in economics (Paris University of Paris).
He is a lecturer in economics at University Paris-Sorbonne.

Prof. Kye Woo Lee is a visiting professor of economics at the KDI School of Public Policy and Management, and the Graduate
School of International Studies, Seoul National University in Seoul, Korea since 2005. Before, he taught as a tenured professor
at the Graduate School of International Studies, Ewha University in Seoul for seven years. He was a member of Prime Minister’s
Committee on International Development Assistance and served as an advisor to the Korea Chamber of Commerce and Industry,
and the Korea Export and Import Bank, which offers official development assistance for developing countries.
Until Prof. Lee repatriated to Korea in 1998, he had served with the World Bank in Washington, DC for 26 years in various
capacities including an executive and a senior economist. He was also President of the Korea Economic Society in the U.S.
Before joining the World Bank in 1972, he was a middle-level manager with the government of Korea.

Professor Taeho Bark teaches international commerce at the Graduate School of International Studies (GSIS) of Seoul National
University. Currently he serves as Dean of the GSIS, Chairman of the Korea International Trade Commission, a member of the
National Economic Advisory Council, a board member of the Korea Foundation as well as a member of the FTA Domestic Policy
Council. He worked as a senior research fellow of the Korea Development Institute (KDI) and served as the Vice President of
the Korea Institute for International Economic Policy (KIEP). He also worked on the international commerce issues as a senior
economist in the Office of the President of the Republic of Korea. During 2000-2002, Dr. Bark served as Chair of the Investment
Expert Group (IEG) of Asia-Pacific Economic Cooperation (APEC). Recently, he taught at the Jackson School of International
Studies at University of Washington and at the Asia- Pacific Research Center (APARC) of Stanford University as a visiting
professor. In addition, he was a visiting scholar at the IMF and consulted for the World Bank.
G. John Ikenberry is the Albert G. Milbank Professor of Politics and International Affairs at Princeton University in the Department
of Politics and the Woodrow Wilson School of Public and International Affairs. Professor Ikenberry is the author of After Victory:
Institutions, Strategic Restraint, and the Rebuilding of Order after Major Wars (Princeton, 2001), which won the 2002 Schroeder-
Jervis Award presented by the American Political Science Association for the best book in international history and politics. He
is currently writing a book entitled Liberal Leviathan: The Origins, Crisis, and Transformation of the American System (Princeton,
forthcoming). Professor Ikenberry is the co-director of the Princeton Project on National Security, and he is the co-author, along
with Anne-Marie Slaughter, of the final report, Forging a World of Liberty Under Law. Among his many activities, Professor
Ikenberry served as a member of an advisory group at the State Department in 2003-04 and was a member of the Council on
Foreign Relations Task Force on U.S.-European relations, the so-called Kissinger-Summers commission. He is also a reviewer of
books on political and legal affairs for Foreign Affairs.
