    Proceeding of the meeting held on 14-07-2011 at 3pm at conference hall, BESCOM Corporate Office to

    review the progress of Nirantara Jyothi Works in BESCOM

    In the chair Sri.P. Manivanan, Honourable Managing Director, BESCOM

    The Honourable Managing Director, BESCOM welcomed all the members present. The Honourable

    Managing Director, BESCOM noted that even though the detailed work award issued to Partial Turnkey

    Contractors in December 2009 and Jan 2010 for running of 11KV independent feeders for bifurcation of

    agricultural and non agricultural loads with the completion period of 240 days from the date of LOI, none of the

    Partial Turnkey Contractors are able to complete the feeder work lot wise so far. He also strictly addressed the

    members present in the meeting that he will not allow any excuses for non completion of works as more than

    enough delay in execution has happened and all the NJY works of phase I should be completed on or before 31-

    08-2011, otherwise necessary legal action will be initiated against Partial Turnkey Contractors for these laps.

    The Honourable Managing Director, BESCOM instructed the Executive Engineers O&M divisions

    BESCOM to take immediate necessary action to pursue and solve corridor problems like obtaining permission

    from statutory authorities for railway crossing, national highway and state highway crossings, forest and

    environmental clearances on top priority and urgent basis. The Executive Engineers O&M divisions BESCOMwere told to give attention to solve local problems like farmers and villagers not allowing running of NJY

    feeders in fields and village limits and line clear problems. The Honourable Managing Director, BESCOM has

    also said that the non compliance of the instructions by the officers will invite serious disciplinary actions

    When the Partial Turnkey Contractors brought to the notice of the Honourable Managing Director,

    BESCOM regarding prevailing scarcity and undersupply of BESCOM supplied materials like 45KN disk

    insulators, 11KV pin and square poles, the Honourable Managing Director, BESCOM directed the Chief

    General Manager (Projects), General Manager (Procurement) and General Manager (NJY/DSM) to arrange for

    continuous supply of above materials, for which the officers informed the Honourable Managing Director,

    BESCOM that the necessary materials are under flow and there is no scarcity of these materials and action will

    be taken to monitor smooth flow of materials to Partial Turnkey Contractors to achieve the target date of 31-08-

    2011.

    The Honourable Managing Director, BESCOM highlighted the urgency and importance of

    implementation of NJY scheme as it is Government of Karnatakas specially sponsored, prestigious and

    ambitious scheme and delay in implementation is being observed by the government. Also the Government of

    Karnataka has provided 40% of the total project cost as equity investment and the finance department of

    Government of Karnataka is closely monitoring the progress for achievement of objectives of NJY and to

    analyse the functioning of NJY feeders and successful completion of the project. Hence the Honourable

    Managing Director, BESCOM stressed the need for taking required measures for implementing and systematic

    execution of NJY project so that the expected benefits on implementation of the scheme are being realised for

    the benefits of rural area.

    The Honourable Managing Director, BESCOM reviewed the progress of work achieved by individual

    Partial Turnkey Contractors. The Partial Turnkey Contractors have promised the Honourable Managing

    Director, BESCOM that they have employed more manpower to execute the feeder works which involve

    running of 11KV NJY line, erection of DTCs, erection of spun pole and SDTs and extension of bay, erection

    of breakers and wiring in respective substations. They had assured the Honourable Managing Director,

    BESCOM that the work in their respective lots will be completed and commissioned on or before 31-08-2011.

    The Honourable Managing Director, BESCOM have instructed the contractors that we will accept that the work

    is completed only on the respective feeders are commissioned.

    The Honourable Managing Director, BESCOM taken to task the Partial Turnkey Contractors like M/s

    Transglobal Power Ltd, M/s Sagar Steels, M/s KGN Electricals and M/s Asian Fab tech ltd for poor progress so

    far. The Asian Fab Tech has assured that they will complete in all respects and commission their 5 lots NJYworks before 31-08-2011. M/s KGN electrical also have assured that they will complete their two lots before

    31-08-2011. The Honourable Managing Director, BESCOM was not satisfied with the response and reply given

    by representatives of M/s Transglobal Power Ltd and M/s Sagar Steels regarding completion of works and has

    seriously warned them that they have to face serious consequences and legal action if the works are not

    completed on or before 31-08-2011.

    The Honourable Managing Director, BESCOM has instructed the General Manager (NJY/DSM) and

    M/s Niketan Consultants (PMC) to immediately arrange for periodical tele / audio conference with all the Partial

    Turnkey Contractors to follow up and speed up progress of woks to achieve the targets. The Honourable

    Managing Director, BESCOM has also instructed the General Manager (NJY/DSM) to obtain plan of action

    from all Partial Turnkey Contractors and follow-up the same to achieve target date of the project i.e. 31-08-

    2011.

    As the Honourable Managing Director, BESCOM had to attend another important meeting of APDRP

    and has instructed Director Technical and General Manager (NJY/DSM) to continue the meeting. The Director

    Technical who chaired the meeting and General Manager (NJY/DSM) who conducted the meeting called upon

    individual contractors to express their problems if any. All the Partial Turnkey Contractors have requested for

    continues supply of BESCOM materials like 45KN disk insulators, 11KV pin and square poles and solving

    corridor & line clear problems to achieve program of target date. The Partial Turnkey Contractors have alsoassured that they have engaged more manpower and simultaneously working on feeder work, SDT and breaker

    erection works and assured that they will complete the works by 31-08-2011.

    The Honourable Director Technical instructed the General Manager (NJY/DSM) to verify store stock

    positions of BESCOM supplied materials of all the 12 stores and to rearrange any excess materials to the needy.

    He also instructed the General Manager (NJY/DSM) to be in touch with General Manager (procurement)

    regarding improving the supply position of the materials.

    The Executive Engineers O&M divisions BESCOM were instructed by the Honourable Director

    Technical to follow-up store stocks in their respective stores and to peruse for supply of materials. They were

    also instructed to attend on top priority and urgent basis any corridor problems, line clear complaints in their

    jurisdictions.

    Pending re-doing works:

    Even though re-doing of defective line works are completed by Partial Turnkey Contractors about 70%,

    still some re-doing works are pending on completed/ under progress works. This matter was widely discussed in

    the review meeting in the presence of Honourable Director Technical and General Manager (NJY/DSM) and it

    was agreed that re-doing of defective line work may be insisted on span length of below 30mts of respective

    feeder works. Hence the Partial Turnkey Contractors were instructed to implement the same.
