These events are full of rich tradition and sophistication, and they, along with the horse enthusiasts who make them possible, attract horses, owners, and supporters from across the nation and world to our great Commonwealth.

The impact of your participation is felt far beyond the grounds at the Kentucky State Fair. It provides a phenomenal economic impact to our state, but more importantly, it builds a solid foundation by teaching our citizens about sportsmanship, physical fitness, and mental aptitude of owners, trainers, and their horses. GENERAL RULES ANDREGULATIONS OF THE FAIR

THESE RULES WILL BE STRICTLY ENFORCED

“EVERYONE PAYS”

Positively no passes to the outside gates will be issued.This rule applies to all departments.

ENTRY OF EXHIBITS

1. All entries must be made on printed forms furnished by the Kentucky State Fair. The forms are available by writing to Entry Department, Kentucky State Fair, P. O. Box 37130, Louisville, Kentucky 40233. Print or use computer if possible, and supply all information requested. Entries will not be accepted unless accompanied by the required entry fees.

2. Entries close on dates specified in each department. No entries will be accepted after that date.

3. Exhibitors’ gate admission tickets may be purchased by Horse Show exhibitors at the Horse Show Office, and for all other exhibitors at the Entry Department. Exhibitors will be limited to the purchase of two (2) exhibitor gate admission ticket books except when the care of livestock or horses is required.

4. No employee of the Kentucky State Fair nor any member of their immediate household can own or exhibit any articles or animals in any competition in which said employee is directly affiliated.

5. Every animal or article in competition will be under the supervision of the Superintendent of the department in which it is entered, but the Kentucky State Fair Board and Management will not be responsible for any loss or damage that may occur.

6. Exhibits which have been mistakenly entered in a class may be transferred to proper classes before the judging at the discretion of the Superintendent. If such classes already have been judged, they will not be reopened.

7. The Superintendent of each department must check entries listed under each class in the entry book against each exhibit presented. At the time of judging, he must mark the entry book to show which animals or articles were passed on by the judge.

8. Judging books must be signed in ink. Entries that were not shown must be so designated. Superintendents are responsible for these requirements.

PLACING OF ENTRIES

1. The Fairgrounds will be open to receive livestock and articles for exhibition at dates and times specified in departmental rules. No livestock or article may be brought onto the Fairgrounds and placed on exhibit except by and at the expense of the owner or his authorized agent.

2. Articles from outside Louisville and vicinity can be mailed to the Department Entered, c/o Entry Department, Kentucky State Fair, 937 Phillips Lane, Louisville, Kentucky 40209. Packages will not be accepted by the State Fair unless all charges have been paid.

3. All animals or articles for exhibition must be placed in the department before the time listed in departmental rules. If not placed before the specified time, the owner will forfeit all right to exhibit or compete for premiums subject to appeal to the Kentucky State Fair Board.

RELEASES

1. Exhibitors or concessionaires must obtain signed releases from the Superintendent of their department.

2. See departmental rules for times of release. No animals or articles will be released before the published release date and time.

3. Early Release for Livestock - An exhibitor may request early release with proper documentation of entry at another State Fair or major Livestock Show. The request must be made to Entry Department and must be verified by State Fairs or Livestock Shows involved.

NATIONAL CODE OF SHOW RING ETHICS

Exhibitors of animals at livestock shows shall at all times deport themselves with honesty and good sportsmanship. Their conduct in this competitive environment shall always reflect the highest standards of honor and dignity to promote the advancement of agricultural education. This code applies to junior as well as open class exhibitors who compete in structured classes of competition. This code applies to all livestock offered in any event at a livestock show.

All youth leaders working with junior exhibitors are under an affirmative responsibility to do more than avoid improper conduct or questionable acts. Their moral values must be so certain and positive that those younger and more pliable will be influenced by their fine example. Owners, exhibitors, fitters, trainers and absolutely responsible persons who violate the code of ethics will forfeit premiums, awards and auction proceeds and shall be prohibited from future exhibition in accordance with the rules adopted by the Kentucky State Fair. Exhibitors who violate this code of ethics demean the integrity of all livestock exhibitors and should be prohibited from competition at all livestock shows in the United States and Canada.

The following is a list of guidelines for all exhibitors and all livestock in competitive events:

1. All exhibitors must present, upon request of fair and livestock show officials, proof of ownership, length of ownership and age of all animals entered. Misrepresentation of ownership, age, or any facts relating thereto is prohibited.

2. Owners, exhibitors, fitters, trainers, or absolutely responsible persons shall provide animal health certificates from licensed veterinarians upon request by fair or livestock show officials.

3. Junior exhibitors are expected to care for and groom their animals while at fairs or livestock shows.

4. Animals shall be presented to show events where they will enter the food chain free of violative drug residues. The act of entering an animal in a livestock show is the giving of consent by the owner, exhibitor, fitter, trainer and/or absolutely responsible person for show management to obtain any specimens of urine, saliva, blood, or other substances from the animal to be used in testing. Animals not entered in an event which culminates with the animal entering the food chain shall not be administered drugs other than in accordance with applicable federal, state and provincial statutes, regulations and rules. Livestock shall not be exhibited if the drugs administered in accordance with federal, state and provincial statutes, regulations and rules affect the animal’s performance or appearance at the event.

If the laboratory report on the analysis of saliva, urine, blood, or other sample taken from livestock indicates the presence of forbidden drugs or medication, this shall be prima facie evidence such substance has been administered to the animal either internally or externally. It is presumed that the sample of urine, saliva, blood, or other substance tested by the laboratory to which it is sent is the one taken from the animal in question, its integrity is preserved and all procedure of said collection and preservation, transfer to the laboratory and analysis of the sample are correct and accurate and the report received from the laboratory pertains to the sample taken from the animal in question and correctly reflects the condition of the animal at the time the sample was taken, with the burden on the owner, exhibitor, fitter, trainer, or absolutely responsible person to prove otherwise.

At any time after an animal arrives on the fair or livestock show premises, all treatments involving the use of drugs and/or medications for the sole purpose of protecting the health of the animal shall be administered by a licensed veterinarian.

5. Any surgical procedure or injection of any foreign substance or drug or the external application of any substance (irritant, counterirritant, or similar substance) which could affect the animal’s performance or alter its natural contour, confirmation, or appearance, except external applications of substances to the hoofs or horns of animals which affect appearance only and except for surgical procedures performed by a duly licensed veterinarian for the sole purpose of protecting the health of the animal, is prohibited.

6. The use of showing and/or handling practices or devices, such as striking animals to cause swelling, using electrical contrivance, or other similar practice is not acceptable and is prohibited.

7. Direct criticism or interference with the judge, fair or livestock show management, other exhibitors, breed representatives, or show officials before, during, or after the competitive event is prohibited. In the furtherance of their official duty, all judges, fair and livestock show management, or other show officials shall be treated with courtesy, cooperation and respect, and no person shall direct abusive or threatening conduct toward them.

8. No owner, exhibitor, fitter, trainer, or absolutely responsible person shall conspire with another person or persons to intentionally violate this code of ethics or knowingly contribute or cooperate with another person or persons either by affirmative action or inaction to violate this code of ethics. Violation of this rule shall subject such individual to disciplinary action.

9. The application of this code of ethics provides for absolute responsibility for an animal’s condition by an owner, exhibitor, fitter, trainer, or participant whether or not he or she was actually instrumental in or had actual knowledge of the treatment of the animal in contravention of this code of ethics.

10. The act of entering an animal is the giving of consent by the owner,

exhibitor, fitter, trainer, or absolutely responsible person to have disciplinary action taken by the fair or livestock show for violation of this Code of Show Ring Ethics and any other rules of competition of the fair or livestock show without recourse against the fair or livestock show. The act of entering an animal is the giving of consent that any proceedings or disciplinary action taken by the fair or livestock show may be published with the name of the violator or violators in any publication of the International Association of Fairs and Expositions, including Fairs and Expositions and any special notices to members.

11. The act of entering of an animal in a fair or livestock show is the giving of verification by the owner, exhibitor, fitter, trainer, or absolutely responsible person that he or she has read the IAFE National Code of Show Ring Ethics and understands the consequences of and penalties provided for actions prohibited by the code. It is further a consent that any action which contravenes these rules and is also in violation of federal, state, or provincial statutes, regulations, or rules may be released to appropriate law enforcement authorities with jurisdiction over such infractions.

If a veterinarian is needed, owner may contact Dr. John Moran through the Livestock Office in the West Wing. Owner may have any vet he desires in case of sick animals and is responsible for fees charged for these services.

Duties and Privileges of Exhibitors

Exhibitors should care for their exhibits at all times. At the close of the Fair, exhibitors must assume responsibility for them.

Discourtesy to Judges and Officials

The Manager or Superintendent of any department will have the authority, without liability or recourse to the Kentucky State Fair Board, to bar any exhibitor, or his representatives, in the event of discourteous act to a judge or an official of the Fair, and he will have power to disqualify the entry of that exhibitor. In the event of such disqualification, the exhibitor forfeits all fees paid as well as any prize money won.

Protests

1. All protests must be made in writing, plainly stating the reason for the complaint or appeal and must be filed with the management of the Kentucky State Fair Board. All protests must be accompanied by a $500.00 cash deposit which will be forfeited if the protest is not sustained.

2. Protests against the exhibition of animals or articles must be filed at least 24 hours before the awards are made. Protests against awards must be filed by 8:00 p.m. on the day on which the awards were made, or, in the case of articles judged prior to the opening of the Fair, by 8:00 p.m. on the official opening day of the Fair.

3. All protests will be considered at a time set by the Kentucky State Fair Board, and the interested parties will be notified and given the opportunity to submit evidence.

4. In addition to the right of protest herein guaranteed to interested parties, the Kentucky State Fair Board expressly reserves the right to take cognizance of fraud, which may have been consummated or attempted, and to take such action as may be deemed just and proper.

No Liability

1. Every possible protection and courtesy will be extended exhibitors at the Kentucky State Fair, but the Board shall not be responsible for any loss of exhibits, animals or equipment in case of fire, theft, or loss from any other cause.

2. The Kentucky State Fair Board, its agents, servants, and employees shall not be held liable in case of injury to exhibitors, concessionaires, or the public on the grounds or in the buildings from any cause whatsoever while on the grounds of the Kentucky State Fair.

3. All equipment regardless of source of power must comply with all national, state and local safety codes. All exhibitor’s cords must be the 3-wire grounded type. All exposed noncurrent carrying metal parts of fixed equipment, which are liable to be energized, will be grounded.

Awards

1. Competent judges selected from lists, suggested by exhibitors and Breed Associations, have been invited to judge and have accepted, but in case of their inability to serve, the Management reserves the right to select another judge, or judges, to fill the vacancy. No refunds of entry fees, stall rent, etc. will be made in any department due to replacement of judge.

2. Judges will report to the Superintendents in charge at their respective departments according to times and dates specified in contract.

3. An exhibitor cannot (a) act as judge in a class in which said exhibitor is showing or (b) exhibit an entry in any class where the judge is a principal agent, employee, or relative of the exhibitor.

4. Where there is only one entry in a class, the first prize will be awarded if merited. If an exhibit is not worthy of first prize, judges may, at their discretion, award the prize which the animal or article deserves.

5. Should any doubt arise as to the regularity of any entry, or any other important matter, which the judge feels incompetent to decide, he should notify the Superintendent, Board Member in Charge of Department or Management, whose decision will be final.

6. The decision of an awarding judge will be final, and no appeal will be considered except in case of protest.

7. Objections to any person serving as a judge must be submitted to the Kentucky State Fair Board in writing, prior to making an award, giving good and sufficient reason therefor, and upon which the Board shall have full power to act.

8. Any exhibitor attempting to interfere with the judges during their adjudications will be promptly excluded from competition.

9. Each Superintendent in charge should carefully maintain the judging books of the department, since the judging books are the only basis for the payment of premiums.

Premiums

1. Premiums will be paid by the Kentucky State Fair as early as possible after the awards in the various departments have been made and checked.

2. Premiums will be paid by check sent by the Kentucky State Fair to the post office address of the exhibitor.

3. Errors in premium statement will be corrected until November 1, following the Fair after which time the books are closed, and unpaid premiums are forfeited to the Fair.

4. Any premium check not cashed within 90 days following the date of issue will be forfeited to the Fair. No exceptions will be made.

5. The Kentucky State Fair Board will list in good faith special premiums and awards in the premium list, but is not responsible for their payment and delivery.

6. The following colors of ribbons will be used to designate awards in all departments except Horse Show and Plants and Flowers:

7. Ribbons have no value for payment of premiums, as premiums are paid only from the record of the judging books.

Stalls

1. Stalls will be assigned only to bona fide exhibitors. Exhibitors subletting stalls without permission of the Superintendent of the Department will forfeit their stalls, and stalls will be subject to reassignment.

2. Unless an animal is entered in the Livestock Department, it may not occupy a stall or pen until all exhibition animals are accommodated. Space for tack and display is subject to availability. No refunds of fees will be made.

3. Exhibitors not arriving by designated time will forfeit fees paid, and reserved stalls will be subject to reassignment. In case of unavoidable delay or failure to attend the Fair, proper notification should be given to the Fair Office.

THERE ARE NO REFUNDS OF ENTRY FEES.

Operation of Vehicles

The speed limit within the Fairgrounds is 25 miles per hour, and it is strictly enforced. In addition, there are fire lanes which must be clear at all times, no parking areas, areas in which vehicular traffic is prohibited, and other traffic and vehicle control regulations. State statute provides fines for violation of any traffic control regulations established by the Kentucky State Fair Board.

Electric Lights and Power

Charges for electricity and wiring will be made to exhibitors and concessionaires according to the schedule on file in the office of the Manager of the Fair, and will be furnished upon request by Official State Fair electrician.

Permits and Privileges

1. Each concessionaire will confine himself to the space assigned to him. Failure to do so will subject him to the forfeiture of his privilege, without recourse.

2. Under no circumstances will any person or firm be allowed to place any advertising matter upon buildings, trees, or any place on the grounds, nor will they be permitted to distribute advertising matter outside of the place assigned to them.

3. Purchasers of concessions must keep their spaces in a clean and sanitary condition and meet all requirements of the State Board of Health.

4. The Board reserves the right to declare any concession objectionable, either in character, manner or operation, or because of location, in which event the operation of the concession must be stopped, and the contract cancelled without recourse.

IMPORTANT NOTICESAll exhibitors bringing livestock onto the grounds should use Gate 4 located off Crittenden Drive. Any vehicle bringing horses or livestock to the Fair which is to remain on the grounds throughout the Fair period must park in area designated by Superintendent of his department.

CONCESSIONAIRES

All shipments to commercial exhibitors must be plainly addressed and prepaid to owner, booth number or midway location, Kentucky State Fair, 937 Phillips Lane, Louisville, Kentucky 40209.

ALL DELIVERIES TO CONCESSIONS ON THE MIDWAY AND BUILDINGS MUST BE MADE BEFORE 9:00 A.M. WITH CARS AND TRUCKS OFF THE GROUNDS BY 9:00 A.M. THIS RULING WILL BE STRICTLY ENFORCED.

All concessionaires must obtain release from South Wing Manager or Midway Manager before leaving the grounds with merchandise. Releases will be collected at the gate.

RECREATIONAL VEHICLES

A LIMITED AMOUNT OF RV PARKING WILL BE AVAILABLE AT A CHARGE OF $10.00 PER DAY, CASH OR CREDIT CARD PAYMENT (VISA, MASTERCARD, DISCOVER & AMERICAN ExPRESS) ONLY; HOWEVER, THERE ARE NO HOOKUPS OR DUMPING FACILITIES. SPACE WILL BE ASSIGNED ON A FIRST COME FIRST SERVE BASIS, AND NO SPACE CAN BE GUARANTEED. CONTACT LINDA STONE LOCATED AT THE ADMINISTRATION OFFICES IN FRONT OF FREEDOM HALL OR CALL (502) 367-5384. ANY RVs DRIVEN ON THE FAIRGROUNDS WILL BE SUBJECT TO RV CHARGES.

The Kentucky Exposition Center meets requirements of the Americans with Disabilities Act. Accessible parking for individuals with limited mobility is located throughout the grounds.

Individuals who require special accommodations should contact Mike Kirchner, ADA coordinator, at the Kentucky Exposition Center, (502) 367-5132, two weeks in advance. For ticketed events, call the KEC Ticket Office at (502) 367-5144. Tickets are subject to availability.

Feed for livestock and horses may be brought in by exhibitors for their entries only or ordered from the official State Fair feed supplier. These orders must be placed so that deliveries may be completed by 9:00 a.m. each morning.

HEALTH DEPARTMENT LOCATION ANDREGULATIONS FOR CONCESSIONAIRES

Located on Fairgrounds adjacent to midway offices. Each concessionaire is required to carry “Food Products Insurance” and “Public Liability Insurance” in the amounts stated in contract. As in previous years, all concessionaires must erect their own tent or other structure. Screens: each food operator must equip their food preparation areas with adequate screening for fly protection. Commissary Supplies: All establishments must purchase their supplies from the licensed wholesale distributors on the Fairgrounds. The Fair Board will select these distributors. All food and drink concessionaires will have standardized prices, and these prices must be posted so as to be visible from all service counters. State Health Regulations: A standard set of Kentucky State Board of Health regulations for food handling establishments will be mailed to all parties holding a food and drink privilege. The Health Department will mail these in ample time for everyone to be familiar with the regulations prior to setting up operations.

TRASH AND WET GARBAGE INFORMATION

The Fair will provide large, portable containers for the disposal of manure and trash. These vehicles will be parked at various locations throughout the livestock buildings at all times. Wet garbage containers will be stationed at various places on the Midway.

Golf carts may not be operated in Coliseum, Exposition Wings and Halls, or on the Midway between the hours of 9:00 a.m. to closing, unless written permission is given by President of the Kentucky State Fair Board. These hours to be honored for the 11 days of the Fair. All golf carts operated on grounds must have a permit issued by the Kentucky State Fair, and user must pay a processing fee on all golf carts (rented or owned). If you lose golf cart permit, you must purchase another permit. If your golf cart is impounded, golf cart will be held for 24 hours.

USEF GR301.5(a) Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Rule 7. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.

Bicycles, razor scooters, skate boards, roller blades and skates are prohibited. Violators will have their equipment confiscated.

WORLD’S CHAMPIONSHIP HORSE SHOW RULES AND REGULATIONS

ENTRIES CLOSE MONDAY, JUNE 28, 2010

All entries must be postmarked on or before Monday, June 28, 2010.Postage meter date not accepted.

ENTRY BLANKS

One owner per entry blank. One check or credit card number per owner, which must cover all charges.

The entry blank must be complete in all aspects.

All horses and ponies must be entered in their full names, including registration numbers, and in the names of the owners of record. Please include a current copy of the registration certificate; USEF (required for all owners/trainers/competitors), ASHA and/or AHHS, and/or ARHPA membership cards; pony measurement card, if applicable; and coggins.

All signature lines for owner, rider, trainer, and responsible party (if applicable) must be signed. Trainer may sign as agent.

Entry blanks must include a check or credit card number for the full amount, in order to be processed for entry in the 2010 World’s Championship Horse Show. Open checks will not be accepted for entries. We reserve the right to return checks and request that payment be made by cash or money order.

All Saddlebred horses, Hackney/Harness ponies and Roadster horses must be registered with the American Saddlebred Registry, American Hackney Horse Society or USTA by the closing date of Monday, July 5, 2010.

USEF membership numbers for owners, trainers and riders must be submitted and are indicated on the membership cards, copies of which should be included with the entry form. ASHA and/or AHHS membership numbers for owners and trainers must be submitted and are also indicated on the membership cards, copies of which should be included with the entry form. ARHPA membership numbers for owner, driver and trainer must be submitted.

The first 650 orders for VIP Parking will be filled.

Copies of the entry blank are acceptable and may be downloaded from the website at www.wchs.ky.gov or by calling 502-367-5300.

Entries may be filed via email at www.wchs.ky.gov. A credit card number must be included when filing electronically, or entries will not be accepted. Instructions for submitting email entries are included on the website.

OPEN CHECKS

Open check must be presented in order to charge badges, championship entry fees, etc.

Open checks will be completed by show office for the account approximately seven (7) days after the close of the show.

PREMIUM CHECKS

You will be sent a copy of the check and payee statement within ten (10) days of the show.

Premium checks will go to the payee only, who will also receive the 1099 tax form.

Due to being a state agency, the premium checks cannot be issued without a Social Security Number or Federal Tax I.D. Number of the recipient. These must be included on the entry blank.

Premium checks will be mailed 30 days from the last day of the show.

TO PICK UP YOUR NUMBERS YOU WILL NEED

Copy of the original papers showing correct owner, USEF membership card for owner, rider, trainer, ASHA, ARHPA cards for owner, driver and trainer of Roadster horses, and AHHS, ASHA card for owner and trainer, measurement card for ponies, social security number for each payee. Check-in will be quicker if you send these with entry. Back numbers will not be issued without all of the above.

If a fraudulent affidavit is signed for the Saddlebred horse registration, or the USEF membership or the ASHA membership, a penalty of $200.00 will be assessed by both the ASHA and USEF.

USEF Chapter SB101.2 In the event a person files a false affidavit or an affidavit to show change of ownership or change of name without having taken steps to make the change with the ASHA, the Federation will levy a fine against that person in the amount of $200.00.

POST ENTRIES

NOMINATION & CHAMPIONSHIP FEES

In order for your entry to be listed in the championship class in the program, you must enter on the original entry blank and pay the nomination fee.

The nomination fee is non-refundable.

Pay the remainder of the championship fee upon entering the class.

Equitation championship classes have no nomination fee. You may enter the championship class, but do not pay the entry fee until you qualify and are going to show. Do not pay on the original entry blank.

Equitation workouts and draws for In Hand classes will be posted no earlier than one (1) hour before the session.

FOOTING

Claybase with sawdust, dimensions of the ring are 117’ x 290’.

RIDER-DRIVER AGE

All classes divided by Rider/Driver age will be determined by age as of December 1, 2009.

PONY MEASUREMENT

Numbers will not be issued without a measurement card.

If your pony must be measured, please come to the office and get a measurement form.

Measurement of ponies will be Sunday, August 22, 2010, at 5:00 p.m. or Monday, August 23, 2010, at 9:00 a.m. at the entrance to the metal stadium.

If your pony cannot be measured at the above time, please arrange a measurement time for your pony in the office or with the stewards.Roadster Pony Championships (except Junior) - 1st and 4th place pony will have heel measured after the class.

CHANGES

No changing or adding entries for qualifying classes after Sunday, August 22, 2010, at 2:00 p.m.

Fee for changing classes will be 1% of premiums paid per class, plus original entry fee.

After final closing date of Monday, July 5, 2010, an Equitation horse may not be entered into a Performance class, nor may a rider of a Performance horse be entered into an Equitation class.

No substitutions for Performance classes will be allowed.

If an Equitation horse becomes unable to show, a substitution will be permitted, providing the office has been notified of horse being used.

When changing division divided by height, the horse must be measured at the horse show.

Futurity colts that do not qualify for the finals can enter the open class Wednesday, August 25, 2010.

SCRATCHES

A fee of $100.00 per horse per class will be charged upon failure to scratch the session before the class.

If an entry is scratched on or before Monday, July 19, 2010 all fees minus $50.00 will be refunded; after Monday, July 19, 2010 the only fee that will be refunded is the stall fee.

If all horses are scratched, then all badges and special parking passes will be cancelled.

Owners/Trainers of horses entered and scratched will be charged a non-showing fee of five hundred ($500.00) dollars when the stall is not returned to management.

Scratches from a class must be made as listed, the night before the morning’s sessions, and by 4:00 p.m. the afternoon of the night session.

Any entry in a class that is split and does not show in the class will be charged a penalty fee of three hundred ($300.00) dollars.

A horse entered and scratched from a futurity class will be charged a scratch fee of twenty-five ($25.00) dollars.

REFUNDS

Veterinary certificates for entry fee reimbursement will not be accepted. All requests for refund corrections on payee statement must be made in writing by Friday, October 15, 2010.

If entries are made with credit card, refunds will be made within a week or ten (10) day period.

It is strongly encouraged for Pleasure/Park Western Invitational entries to be made with a credit card in case the entry has to be returned due to not being qualified.

STALLS

No refund if stall cannot be resold by management.

For refund on stall returned to management, the correct number of stalls used must be given to the office on or before Friday, August 6, 2010. No credit will be given for notification after this deadline.

Exchange of stalls must be done through the office and approved by the manager.

Due to limited facilities, only horses showing at the 2010 Kentucky State Fair are to be stabled on the grounds.

Owners/Trainers of horses entered and not shown will be charged a non-showing fee of $500.00 if stall is not returned to management.

Horses will not be stabled until 5:00 p.m. Thursday, August 19, 2010, without prior arrangement with management. Do not bed stalls before this date.

Management reserves the right to limit the number of tack stalls per stable depending on the number of horses entered: one (1) tack stall for one to four (1-4) horses; one tack stall for every four (4) horses after the initial tack stall.

No first bedding for stalls. Doors are on all permanent and portable stalls.

FEED, STRAW, SHAVINGS, AND HAY

Feed for livestock and horses may be brought in by exhibitors for their entries only or ordered from the official State Fair feed supplier. These orders must be placed so that deliveries may be completed by 9:00 a.m. each morning.

TRANSFER OF A HORSE

A horse entered by the closing date that is sold or moved to another stable may be transferred to the new trainer, but all entry and stall fees will remain with the original entry blank.

Change of owner and/or trainer must be accompanied with a credit card number, if original fees are to be transfered with the horse, the office must be notified in writing by the original owner or trainer.

VETERINARIAN

Dr. John Moran is the official veterinarian of the Kentucky State Fair. He or his assistant will be available at all times, and they may be reached at the Hilton Garden Inn, (502) 637-2424, when the show is not in progress. During the show, please contact the Horse Show Office (502) 367-5300, or the number posted on the doors of the Horse Show Office.

DIVIDED CLASSES

Management reserves the right to use the following policy and will comply with USEF Rules and Suggested Recommendations for dividing classes.

Amateur, Ladies and Junior Exhibitor Championship classes will be limited to ribbon winners only. If splits occur in the qualifying classes, the following policy will be applied.

If no Open qualifying classes are split, those qualified may show in their respective championship, but management may limit the number to ribbon winners only.

Qualifiers for Championships with split classes will be determined by the following policies:

Championship with one (1) qualifying class (under saddle); all can show in the championship. If the qualifying class is split, resulting in two (2) classes, or divisions, then 1-8 ribbon winners from both classes, or divisions, are eligible to show in the championship. If the one (1) qualifying class is split into three (3) classes, or divisions, then 1-8 ribbon winners from each of the three (3) classes, or divisions, are eligible to show in the championship. If the one (1) qualifying class is split into four (4) classes, or divisions, then 1-6 ribbon winners from each of the four (4) classes, or divisions, are eligible to show in the championship.

Championship class with one (1) qualifying class (in harness, or driving); all can show in the championship. If the qualifying class is split, resulting in two (2) classes, or divisions, then 1-8 ribbon winners from both classes, or divisions, are eligible to show in the championship. If the one (1) qualifying class is split into three (3) classes, or divisions, then 1-5 ribbon winners from each of the three (3) classes, or divisions, are eligible to show in the championship. If the one (1) qualifying class is split into four (4) classes, or divisions, then 1-4 ribbon winners from each of the four (4) classes, or divisions, are eligible to show in the championship.

Championship classes with two (2) qualifying classes: class A and class B. Class A is split into two (2) classes, class 1A and class 2A, ribbon winners first through fourth (1-4) in class 1A and class 2A are eligible for the championship. Class A is split into two (2) classes, class 1A and class 2A, ribbon winners first through third (1-3) in class 1A and class 2A are eligible for the Championship. Class B is not split; therefore, ribbon winners first through sixth (1-6) are eligible for the Championship.

ROADSTER HORSE TO BIKE OR WAGON CLASSES ARE LIMITED TO TWELVE (12) HORSES. USEF ARTICLE 3406.1.

Championship classes with two (2) qualifying classes; class A and class B. Class A is split into two (2) classes, class 1A and class 2A, ribbon winners first through third (1-3) in class 1A and class 2A are eligible for the Championship. Class B is split into two (2) classes, class 1B and class 2B, ribbon winners first through third (1-3) in class 1B and class 2B are eligible for the Championship.

If a situation arises that is not covered in the above policies then management will determine the eligible ribbon winners, and they will be posted in the horse show office.

When classes are divided, horses must stay in the class shown in the program or as posted.

Exhibitors are not allowed to choose their class. This is entirely the decision of management.

Trainers are responsible for checking class splits.

Split or non-split futurity classes will be held as the first scheduled class listed with finals, if needed, being held as scheduled.

KENTUCKY COUNTY FAIR CHAMPIONSHIPS

All horses in the Kentucky County Fair Three-Gaited, Fine Harness and Five-Gaited classes must be registered American Saddlebreds, and ponies in the Hackney, Road Pony and Harness Pony classes must be registered Hackney Ponies. Road horses must be registered with USTA, unless shown before 2003.Five-Gaited, Three-Gaited, Road Horse, Road Pony - Must show in

eight (8) classes within five (5) horse shows of the same section that are member shows of the Kentucky Association of Fairs & Horse Shows.

Harness & Hackney Pony & American Saddlebred Fine Harness - Must show in five (5) classes at five (5) horse shows at the same section that are member shows of the Kentucky Association of Fairs & Horse Shows.

False representation of eligibility will cause disqualification and may result in your not being allowed to show in the 2011 Kentucky State Fair World’s Championship Horse Show.

Owner must be a member of the association. Membership fee is $30.00 and can be sent to: Kentucky Association of Fairs & Horse Shows, c/o Gib Gosser, PO Box 361, Somerset, KY 42902. If not a member at time of entry, the membership fee will be charged to your account.

Qualifying period begins the day following the 2009 Kentucky State Fair World’s Championship Horse Show until the day beginning the 2010 Kentucky State Fair World’s Championship Horse Show.

Road Horses or Pony Under Saddle and Road Youth classes are not qualifying classes.

MISCELLANEOUS

Any class at the 2010 Kentucky State Fair World’s Championship Horse Show that has less than five (5) horses shown will be put on probation in 2011, if less than five (5) horses are shown in 2011 the class will either not be held or combined with a class that has the same specifications in 2011 or 2012.

The Kentucky State Fair reserves the right to decline or to accept any entry or entries, and to return or decline refunds of any fees.

False representation of eligibility or information will cause disqualification and may result in you or your horse not being allowed to show in the 2010 Kentucky State Fair World’s Championship Horse Show.

The Kentucky State Fair may also prohibit any person from attending or showing a horse in the ring and remove any owner, stable employee or horse from the ring or grounds without liability of any kind.

An entry must be ready 20 minutes before the class in which it is entered is called. Progress of the preceding class will be given over the speakers in the stable area. Failure to hear the announcement shall not relieve exhibitor of obligation to have entries ready and to comply with the rule. Barn calls are a courtesy of the show. Due to the schedule and time frame, request for a hold between classes can not be given.

Any exhibitor, rider or driver who refuses to obey the request of the judge, ringmaster or manager automatically becomes debarred from further competition and forfeits all previous winnings, together with entry fee and other charges. WORK AREA

All horse vans or trailers should enter via Gate 6 off Preston Street.

Covered outside arena will be available at all hours unless notified by management.

Stopher Walk - Available up to 30 minutes before show time. During the show, it is available only to horses preparing to show in the next class.

Freedom Hall - Gate will be closed 20 minutes after each session then will be open until 8:00 a.m. on Monday, Tuesday and Thursday; 7:00 a.m. on Wednesday and Friday, unless otherwise posted.

Sunday night after the performance the first hour in Freedom Hall, no whips, noisemakers or attention getting devices will be allowed. Monday through Friday the first hour after the afternoon performances will also be a work time in Freedom Hall for horses under saddle only with no whips, noisemakers or attention getting devices. A steward will be in center ring during this time to enforce this policy.

Saturday afternoon Freedom Hall will be closed to everyone.

No beverages allowed around the rail at anytime during the show. Red taped area on straightaway is for trainers and grooms with horses in that class.

ILLEGAL EqUIPMENT/PRACTICES

SB103. General. [ Chapter SB-Saddlebred Division] Effective 4/1/06: 7. Attention getting devices &/or other noisemakers (including but not limited to tape measures, blow horns, bamboo poles, explosives, fire extinguishers, baby powder, whips longer than 6’, etc.) are not allowed in and around the make up and competition rings during scheduled competition sessions. All such items will be confiscated and offenders will be reported to the USEF. (See also GR302.4i and GR320)

In consideration of your fellow exhibitors and for presenting the proper image of the American Saddlebred, attention getting devices should be used with caution in the warm-up and schooling areas. We encourage you not to use lash whip on victory passes.

DRESS CODE

The UPHA has adopted a dress code and has requested it be put into effect at the Kentucky State Fair World’s Championship Horse Show; it is as follows and applies to all trainers, handlers, grooms, and other participants entering the show ring:

hold the Western Country Pleasure Invitational at the 2010 horse show. As begun in the second half of the 2008-2009 qualifying period, points may be earned at any competition listed on the ASHA’s database, regardless of whether such competition is a USEF licensed competition. The points earned in all western country pleasure classes restricted to American Saddlebreds, with the exception of the working, trail and classes open to professionals, will count in determining the eligible entries. Classes open to all breeds will not count. Again, the American Saddlebred Horse Association will tabulate the points, and the eligible list will be posted on ASHA’s Web site (www.saddlebred.com). The qualifying period will begin on July 1, 2009, and will end on June 30, 2010; the sixteen (16) horses with the most points will be invited. There will be alternates chosen to replace any of the top sixteen (16) horses that choose not to participate. Points will not be given for placing in the Western Country Pleasure Invitational qualifying class or championship at the 2009 Kentucky State Fair World’s Championship Horse Show. The horses are to be chosen using the same point system as the Pleasure and Park qualifying for the Kentucky State Fair. Points are to be tabulated and verified by the American Saddlebred Horse Association. All American Saddlebreds competing in Western Country Pleasure classes, as detailed below, will be eligible for consideration. The Kentucky State Fair reserves the right to resolve any dispute as to the accuracy of the point total used to determine which horses are deemed eligible to compete. The information explaining the criteria used to determine the horses that will be invited to participate in this qualifying class and championship is listed below. It is also the responsibility of the owner or trainer of the invited horse to enter this class and championship on the official entry blank and by the closing dates for the Western Pleasure division as specified in the detailed qualifying criteria. Points will be tabulated as follows: 1. From July 1, 2009 through December 31, 2010, all classes for Saddlebred Western Country Pleasure at any competition listed on the ASHA’s database, regardless of whether such competition is a USEF licensed competition will count for points. In order for a non-licensed competition to be listed on the ASHA’s database, the manager, chairperson, or a representative of that competition must notify the ASHA as to the dates, location, and manager of the competition before the competition is to be held. The secretary or the manager of said show is responsible for sending in the results to the ASHA within ten (10) days after the competition and by the closing date of the qualifying period. Results will not be accepted (regardless of the postmark or meter date) by the ASHA that are received in the office after the closing date of the qualifying period. Classes open to all breeds are not counted. 2. Saddle & Bridle’s Shatner Western Pleasure qualifying classes, Saddle & Bridle’s $5,000 Shatner Western Pleasure 2009 Grand Championship and Saddle & Bridle’s $1,000 Shatner Junior Exhibitor Western Pleasure 2009 Finals, count for points. To break any tie necessary to determine the invitation list, preference shall be given to the horse that has accumulated its point total from awards in the fewest classes with the greatest number of total entries. 7. For purposes of potential Western Country Pleasure qualifying for the 2010 Kentucky State Fair, points will not be accumulated at the Kentucky State Fair by horses competing in the 2009 Kentucky State Fair; performances at the 2009 Kentucky State Fair will be excluded from potential qualifying point-totals for the 2010 competition. 8. The final point rankings for the 2009/2010 qualifying section will be released immediately after their computation, on or about July 5, including at least eight horses listed in rank order as “Also Eligible.” Should any of the 16 horses fail to enter the Kentucky State Fair (provided all required payments and entries have been received in full, as specified in the prize list, at the Horse Show Office by 5:00 p.m. EST on July 9), formal invitations will be extended to horses on the “Also Eligible” list, in rank order, to provide the full complement of 16 horses for the event. All horses on the “Also Eligible” list may enter immediately upon its release; any horse whose entry cannot be accepted will have all fees refunded. KENTUCKY STATE FAIR WORLD’S CHAMPIONSHIP HORSE SHOW PLEASURE AND PARK HORSE

qUALIFYING REqUIREMENTS

1. All horses must qualify to compete in the American Saddlebred Show Pleasure, American Saddlebred Country Pleasure, and American Saddlebred Park Divisions of the 2010 Kentucky State Fair World’s Championship Horse Show. Horses will be entered in these Divisions only if they have been shown in a minimum of six (6) classes, in three (3) or more different competitions, (not including the 2009 World’s Championship Horse Show) in the same Divisions in which they wish to compete at the 2010 World’s Championship Horse Show, either under saddle or in harness, beginning July 1, 2009, through June 30, 2010. At the 2010 World’s Championship Horse Show, the same horse may not enter and/or compete in the Junior Exhibitor and the Adult class, nor may it enter and/or compete in “under saddle and driving” or in more than one age division.

For purposes of qualification, however, as noted above, the same horse may enter and compete in both driving and under saddle, so long as the competition is in the same Division (i.e., country pleasure driving and country pleasure under saddle). Also for puposes of qualification, a horse in the Show Pleasure or Country Pleasure Divisions cannot be shown by its trainer on behalf of the owner of the horse, nor may a horse be shown by any adult family member of the trainer of the horse (provided, however, that this does not preclude a family member of a trainer from showing a horse if the horse is owned by the trainer or by such family member).

For purposes of potential Show Pleasure, Country Pleasure, and Park qualifying for the 2010 Kentucky State Fair, points will not be accumulated at the Kentucky State Fair by horses competing in the 2009 Kentucky State Fair; performances at the 2009 Kentucky State Fair will be excluded from potential qualifying point totals for the 2010 competition.

2. Qualifying information for the American Saddlebred Show Pleasure, Country Pleasure Park Division, as well as the Western Invitational Division, is on pages 30 and 31 of the 2010 Horse Show Premium Book.

3. Each qualifying class in the American Saddlebred Show Pleasure Horse Division, the American Saddlebred Country Pleasure Horse Division, and the American Saddlebred Three-Gaited Park Division has a maximum number of qualified entrants that will be permitted to compete in each class. 6. In the event the total number of qualified entrants received for any qualifying class exceeds the maximum numbers listed in #3 above by five (5) horses or less, the Kentucky State Fair reserves the right to permit all qualified entrants to compete in a qualifying class; but if the number entered exceeds the maximum number by more than five (5), the number of entries will be reduced to the original maximum number (e.g., if there are eighty-eight (88) entries in Adult Show Pleasure, only seventy five (75) will be allowed to show). The horses that will be eligible to compete in such qualifying class will be chosen based on a point system tabulated and verified by the American Saddlebred Horse Association (“ASHA”), as follows:

• ForShowPleasure,CountryPleasure,andPark,horsesmusthave “qualified” as described in #1 above (6 classes, at 3 shows), in the same Division.

• AllAmericanSaddlebredhorsescompetinginanycompetitionlisted on the ASHA’s database, regardless of whether such competition is a USEF licensed competition, will be eligible for consideration. • Onlypoints accumulatedduring thequalifying period in theDivision in which the horse is entered at the 2010 Kentucky State Fair will count toward qualifying for the Kentucky State Fair. Points accumulated during the qualifying period remain with a horse, regardless of any change(s) of ownership.

• The ASHA will tabulate the points accumulated by each horse,and points will be posted on the ASHA website at www.asha.net. The results for competitions that are listed on the ASHA website will be used to determine points for eligibility, and must be in the ASHA Office for tabulation by the end of the qualifying period (regardless of postmark and metered date).

• The Kentucky State Fair reserves the right to resolve anydispute as to the accuracy of the point total used to determine which horses are deemed eligible to compete.

• The first and second place winners only (i.e., Champion and Reserve Champion) in a championship class for Show Pleasure – Three-Gaited, Five-Gaited, and Driving; Country Pleasure – Three-Gaited and Driving; Park – Three-Gaited at the 2009 World’s Championship Horse Show shall be eligible to compete in the same Division in 2010 for which the championship class was held, provided that such horses also showed in a minimum of six (6) classes, in three (3) or more different competitions (not including the 2009 World’s Championship Horse Show), in the same Division in which they wish to compete at the 2010 World’s Championship Horse Show, either under saddle or in harness during the period beginning July 1, 2009, and ending June 30, 2010.

7. Inasmuch as qualifying for the 2010 Kentucky State Fair may result from participation in competitions not sanctioned by the USEF and thereby not subject to the USEF Drugs and Medications program, in addition to the random drug testing that entrants at the 2010 Kentucky State Fair are subject to, all qualifying and Championship classes at the 2010 Kentucky State Fair in the Show Pleasure, Country Pleasure and Park Divisions will be subject to mandatory drug testing in conjunction with the USEF Drugs and Medications program.

8. The Kentucky State Fair World’s Championship Horse Show is a member of the USEF, and is therefore subject to all USEF rules and regulations.

9. The Kentucky State Fair reserves the right to make a determination to exclude a class from inclusion that does not qualify as an American Saddlebred competition, such as any of the following:

“open English pleasure”; “pleasure prospect”; “open to all breeds”; “show/country” (without designating one or the other); “pleasure”; or any class other than Park Division classes in which a professional trainer is permitted to show a horse.

10. The Kentucky State Fair World’s Championship Horse Show reserves to itself, without limitation, the sole and unconditional right to interpret any questions or dispute with regard to the interpretation of the above, including any ancillary questions, without further recourse, and its decision shall be final.

STALL/ENTRY LIMITATIONS

Stabling capacity at the Kentucky State Fair World’s Championship Horse Show has reached its limit over the past several years; no additional temporary stabling can be built beyond the capacity of previous years. Therefore, while it is extremely unlikely, it is conceivable that an insufficiency in stabling capacity and/or consequent available time in the schedule may result in Management determining that a division or section of the Kentucky State Fair World’s Championship Horse Show is deemed to be overfilled. If Management deems that any division or section is overfilled, the Kentucky State Fair World’s Championship Horse Show reserves to itself the right to determine the number of entries in that division or section, per USEF GR 2509.2 (b), based on winnings in the qualifying period of Wednesday, July 1, 2009 to Tuesday, June 30, 2010. Qualifying standards will be based on the USEF National Horse of the Year points as a means of qualification, based on results of USEF competitions in the qualifying period above, as verified by the American Saddlebred Horse Association. In the event of the need to invoke qualifying standards, horses which have competed and won ribbons in USEF Recognized Competitions are ranked ahead of horses which have not; horses need not necessarily be enrolled or recorded in the USEF Horse of the Year program to receive points. Points are calculated based strictly on results at USEF Recognized Competitions; enrolled/recorded horses receive no preferences.

If qualifying standards are invoked by the management of the Kentucky State Fair, and the number of horses competing in and receiving points from USEF Recognized Competitions is insufficient to fill all space and stabling available, all other horses entered (those horses having no points) will be placed in a separate pool; if necessary a lottery drawing will then be conducted from this pool to determine the entries to be accepted. The number of horses to be selected by means of this drawing will be determined at the time of any decision to refuse entries. Whether a division or section is overfilled and (to) the extent to which it is overfilled shall be determined at the sole discretion of the Kentucky State Fair World’s Championship Horse Show.

In the event of a tie in point totals affecting the standard required for entry acceptance, a drawing will be held among all those with identical points to determine which entries will be accepted and/or refused.

JUDGING PANEL RESTRICTIONS

The Kentucky State Fair World’s Championship Horse Show will not accept entries from an exhibitor who has horses stabled on the premises of a member of the Judging Panel within a 30-day period prior to the start of the competition (whether or not remuneration is provided). Stud fees, broodmare boarding, retired horses, and those being used regularly in a lesson program are excluded.

The same policies apply to a judge who has horses stabled on an exhibitor’s premises.

2010 TROPHY POLICY

Perpetual and challenge trophies will remain with the horse show, as they will no longer be checked out to the exhibitor for a year.

AMERICAN SADDLEBRED REGISTRY - FUTURITIES

Entries in all American Saddlebred Registry Futurities must be entered on the Kentucky State Fair entry blank with USEF fee and stall fee enclosed. All entries are eligible to show in Breeders Stake classes, providing that the appropriate fee has been paid.

Weanlings must be conditionally registered on or before the post entry closing date of the Kentucky State Fair (Monday, July 5, 2010).

All weanlings must be blood typed or DNA tested prior to showing in the Kentucky Futurity or Amateur Kentucky Futurity, i.e., pending/conditional registrations must be completed.

All American Saddlebred Registry Futurity exhibitors should contact the American Saddlebred Registry, 4083 Iron Works Parkway, Lexington, KY 40511, 859-259-2742, for a copy of current rules governing each futurity.

CLASS PROCEDURES FOR SHOWING IN-HAND ENTRIES:

SHOWING PROCEDURE FOR IN-HAND: Entries will enter the ring one at a time showing at a trot, be led down the right-hand rail to the other end of the ring, and return to the judges at a trot and then be judged standing on conformation. on the return lead, entries are permitted to trot past the judges to the end of the ring, if so desired, and then return to the judges. Entry will then be led to the opposite rail at a walk, out of the way of subsequent entries. If judged on conformation a second time, entries must again be led at a walk and trot. Entries are not to be judged lunging. A diagram will be posted in the horse show office. A second workout in a large class is strongly encouraged at the judges’ discretion.

Federation Entry Agreement

By entering a Federation-licensed Competition and signing this entry blank as the owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the “Federation”) and the local rules of the competition. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the Rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cablecasts, broadcasts, internet, film or news media, or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. See GR908.4.

GR1210.4 - Competition management shall place a minimum of one sharps container per each competition, whether or not stabling is provided. Additionally, at least one sharps container per fifty occupied stalls for the disposal of needles and other disposable sharp instruments in convenient locations in barns housing competition horses. It is competition management’s responsibility to replace such containers when full and dispose of them properly. Competition management may fine any individuals including trainers, owners, exhibitors, or their agents up to $100 for improper disposal of needles or other sharp disposable instruments. Competition management will place a notice of this requirement either in its prize list or on a specific handout given to trainers on check in at the competition. If local law has different requirements, local law will prevail. Competitions failing to comply with placing the required number of containers on the show grounds will be considered in violation of the rules and may be subject to penalty as determined by the CEO or Executive Director and/or the Hearing Committee.

SADDLEBRED RECORD RULES1. Eligibility Requirements: To be eligible, a horse (living or deceased) must be a regis-

tered American Saddlebred and must have earned the necessary points (see Saddle-bred Record Point System); applicant or owner must be a current ASHA member.

2. Number of Points & U.S. Equestrian Show Requirements: To become a Champion in thePerformance, Show Pleasure, and/or Country Pleasure Divisions, a horse must have earned15 points at United States Equestrian Federation (USEF) “A,” “B,” or “C” rated shows.

3. Time Limit on Points: There is no time limit on earning points.4. Applications: Application must be made on the proper form and must be accompanied by

the application fee of $75.00 and two photographs. Application may be submitted by theowner, agent, or other person. A $50 rush fee will be assessed for priority processing.

5. Violations of U.S. Equestrian Rules: If an owner or owner’s agent has been found tohave been in violation of the Drugs and Medications Rules at a specific horse show, nopoints will be earned by the horse in question for that entire horse show. Any other viola-tions of the rules (as adjudicated by USEF) and/or correction of official show results mayresult in loss of points or championship status.

6. Approval of Champion: When a horse has been approved as a Champion, the appli-cant will receive the Certificate of Championship. The prefix CH will be permanentlyadded to the horse’s name on ASR records; a new registration certificate will be issuedto the Owner of Record upon presentation of the original certificate.

7. Permanent Status: The designation of Champion is permanent and irrevocable, exceptin the case of a violation of USEF rules or a correction of official show results (see Rule 5. above).

8. Duplicate Certificates of Championship: $35.00 each.9. Refund Policies: Refunds will be made only if (a) two or more applications have been

received, or (b) at the discretion of ASR. The application with the earliest postmark will beaccepted.

GENERAL HORSE SHOWRULES AND REGULATIONS

OFFICE

All horses will be under the care and supervision of their owners. The Fair Management will not be responsible for injury to horses or attendants.

There will be ample parking space on the fairgrounds for trailers and vehicles. All horses should enter the fairgrounds via Gate 6 off Preston Street.

You may pick up your back numbers in the Horse Show Office beginning on Sunday, August 8th, after 6:00 p.m. for Quarter Horses and on Sunday, August 15th, after 2:00 p.m. for Morgan Horses.

ENTRY BLANKS

PLEASE PRINT ON THE ENTRY BLANK!

Exhibitors should carefully read the conditions stated on each entry blank as these will be strictly enforced.

The word “ENTRY” will not be accepted. Each entry blank must contain the name and full description of each horse and the class in which it is entered clearly enumerated.

a. Entries in all horsemanship classes must be made in the name of the individual who will ride. Do not make these entries in stable names or the names of parents.

b. Every exhibitor or agent and trainer must sign the entry blank which must be accompanied by check covering all fees and charges. Both lines must be signed.

c. The Payee listed on the bottom of the 2010 Payment & Premium Information Form will be the one all correspondence will be sent to and also the name on the premium check.

d. Please make sure to fill out all spaces, name, trainer, owners address, phone numbers and complete address where specified.

REFUNDS

NO REFUNDS AFTER CLOSING DATE FOR ANY REASON.

Any exhibitor, rider, or driver who refuses to obey the request of the Judge, Ringmaster or Manager automatically becomes debarred from further competition and forfeits all previous winnings, together with entry fees and other charges. At the discretion of the Manager, the offending individual and his entire exhibit may be removed from the grounds.

The right is reserved to combine classes, or to cancel any class in which a sufficient number of entries is not received. The right is also reserved to rearrange classes in the schedule. However, the exhibitor making entries in such classes will be notified at least 12 hours in advance of the scheduled time of the class.

Horses must be ready ten minutes before the class in which they are entered is called. Warning as to the progress of the preceding class will be given over the loud speakers in the Stable Area. The Horse Show will not be responsible for an Exhibitor’s failure to hear the call.

ATTIRE

All Quarter Horse Show exhibitors must be suitably clothed with western hat and attire. (T-shirts are not acceptable.) AQHA rules to apply.

ENTRY FEES

Entry fee in each class is listed in the prize list. The Kentucky State Fair reserves the right of declining to accept any entry or entries and to return any and all entrance fees. Also to prohibit any person from attending or showing a horse in the ring and to remove any owner or stable employee or horse from the ring or from the grounds without liability of any kind.

If you post enter you must pay at that time. A $25.00 fee will be charged for all returned checks. We reserve the right to return checks and request cash for fees.

DOGS

Dogs are permitted at the Show only if they are confined to the stable and tack room area and they must be kept tied or on a leash. No dogs allowed in the Coliseum or Horse Show Office.

JUDGING

During the time of the judging no person will be allowed in the Ring, except the Ring Attendants, Judge of the Class, and when necessary, the Handler in charge of the horses being judged.

If for any reason one of the judges has to be withdrawn from judging a class due to circumstances unforeseen in advance by the Horse Show Management, another judge will be substituted.

No attendant or groom will be allowed in the horse show arena unless he is wearing suitable attire.

Decisions of the Judge or Judges will be final.

VETERINARIAN

The Kentucky State Fair has named Dr. John Moran and Associates of Flemingsburg, KY to be the official veterinarians who will be in attendance and will inspect such horses as may be designated by the judge or judges or the Horse Show Manager and their decision will be FINAL. The number for Dr. Moran while the show is not in progress will be (606) 748-8381 or contact the Horse Show Office at (502) 367-5300. A pager number will be posted in the Horse Show Office.

This show will follow all regulations of the Horse Protection Act of 1970, Public Law 91-540- As Amended.

STALLS

Stalls in the horse barns will be limited exclusively to horses entered and to be shown in the 2010 Kentucky State Fair Horse Shows. This rule is necessary owing to limited number of available stalls.

$40.00 Stall Fee - All horses are required to have a stall, and this must be included on the entry blank. No first bedding, Permanent stalls with doors.

EXHIBITORS - Upon arrival, report to the Stall Trailer (watch for signs), for stall placements. Quarter Horses will not be stabled until after 6:00 p.m., Sunday, August 8th and must be out by 9:00 a.m., Sunday, August 15th. Morgan Horses will be stabled after 2:00 p.m. on Sunday, August 15th and must be out by 9:00 a.m., Wednesday, August 18th.

ALL HORSES ENTERED MUST PAY THE $40.00 STALL FEE.

PREMIUM CHECKS

Checks will be mailed out by the first of October.

orseThis show will be conducted in accordance with the rules and regulations of the American Quarter Horse Association, the National Cutting Horse Association, the National Reining Horse Association and the Kentucky Association of Fairs and Horse Shows.

1. Read General Horse Show Rules and Regulations on pages 76-78 for additional Quarter Horse Rules.

2. Entry Closing Date - All entries must be postmarked on or before Monday, July 5, 2010. Postage meter date not accepted.

3. Post Entries will be accepted by payment of $25.00 late fee per horse, plus regular class fees. Late entries must be made NO LATER than 6:00 p.m. prior to the day of the class to enter.

4. Post Entries - Team Penning - Entries will be accepted with double entry fee until 6:00 p.m. the day before the class is to be held.

5. Post Entries - Ranch Sorting - Entries will be accepted with double entry fee until 6:00 p.m. the day before the class is to be held.

6. Cutting Entries - Entries will be accepted (with entry fee and $100.00 late fee) until the day before the class is to be held. Entry closing date Monday, July 26, 2010.

7. Roping Post Entries will be double only on the office charges.

8. Youth Package $75.00 - Youth entries received by Monday, July 5, 2010 may pay a fee of $75.00 which includes stall fee and entry into as many events in the AQHA Youth Shows as each horse may wish to enter. Individual classes may be entered at regular entry. This $75.00 package applies only to advance entries. Post entries are the regular entry fees and $25.00 late fee charge. The $10.00 Drug Fee is NOT included in the $75.00 Youth Package. Must put class numbers on entry form.

9. Entry Forms - The entry forms must contain all information requested, including complete mailing address, social security number and signature. Your entry form must be neat and correct. Entries should be mailed to Kentucky State Fair, Quarter Horse Show, PO Box 37130, Louisville, KY 40233. Additional entry blanks may be obtained by writing to the above address or by calling (502) 367-5300, FAX (502) 367-5305. Catalogs and entry forms will also be on our web site www.kyfairexpo.org.a. No entries will be accepted by telephone, but completed

entry form may be faxed using credit card payment (Visa, MasterCard, Discover and American Express).

10. Registration papers must be seen for all horses, except those shown in Open Performance classes, as well as current membership cards. All horses competing in NRHA competition will be required to have a competition license.

11. Drug Test - All horses entered in AQHA classes must pay $10.00 drug testing fee and submit to testing if chosen.

12. Substitutions - In the event an entry must cancel due to lameness or injury the entry may be substituted by the same owner, provided the show secretary is furnished with a veterinarian’s written statement prior to the time the class is called.

13. No Refunds - on entry, stall fee and drug fees will be made where a horse is withdrawn for any reason by an exhibitor.

14. Double Judged/Double Points - This show is approved for double judged/double points. Each of the two judge’s placing will produce separate results; therefore, two full sets of AQHA points will be awarded.a. Only one total entry fee is charged - one entry fee enters the exhibitors in both shows.

15. Money Paid on Composite Placings - In all classes the money, awards will be determined based on composite placings of both judges. Ribbons and caps awarded on both judges. Exception: In timed events, money will be awarded on time. In roping classes, money will be awarded on time; awards will be on composite judge’s placings. Money will be paid on time but points awarded by judges in roping and dally team heading and heeling. In case of ties, money will divided with one judge pre-designated as tiebreaker for awards.

16. Girls Barrels and Open Barrel Race - Western attire, hats are optional. AQHA rules to be applied.

17. Flag Race - Ten second penalty with no pick, five second with no stick. Anything knocked over is no time. Flag must be stuck through the top of the bucket. No hitting horse with flag.

18. Rescue - Jumper must make contact behind cone. This means no stepping out in front of cone. If cone is knocked over, it is a no time. No sleeveless shirts. No ball caps. Helmets or cowboy hats are optional. Jumper may wear T-shirts and tennis shoes. Jumper must be astride the horse when crossing the finish line.

20. A limited amount of RV parking will be available at a charge of $10.00 per day cash or credit card (Visa, MasterCard, Discover and American Express) payment only; however, no hookups or dumping facilities. Space will be assigned on a first come first serve basis and no space can be guaranteed. Contact Linda Stone’s office located at the administration offices in front of Freedom Hall or call (502) 367-5384. Any RV’s driven on the fairgrounds will be subject to RV charges.

21. Parking of trucks and trailers in fire lanes is prohibited except for time necessary to load and unload.
