o This session will describe trends in the epidemiology of TB in Kentucky over time.

o With the implementation of HB1 For Taxing Districts, local boards of health and
local health departments are required to adopt a code of ethics. This session will
address the common components found in ethics codes as well as common ethics
violations. It will also provide for discussion of the pros and cons of adopting the
Executive Branch Code of Ethics at the local level.
Community Health / Preparedness Section Perry
• Kenyetta Pinkston, MPH and Brooke Skelley ~ “Communicating and Planning for Functional and
Access Needs”
o This session will provide an overview of functional and access needs (FAN) and
identify why planning for these needs is a public health priority. The focus will be on
communicating with vulnerable populations and planning for functional and access
needs in shelters. It will also discuss the following: legal mandates guiding
Functional and Access Needs Support Services, identifying at-risk populations and
Kentucky FAN efforts and resources that will help mitigate the impact of functional
and access needs during disasters.

o This is Part 1 of a two part series. In this session, participants will consider how to
prioritize assessment data and create measurable program objectives. There will be a
review of common health education theories that can guide program planning and
implementation, as well as a review of sources to guide evidence-based practice. The
audience will have opportunities for active participation in learning session concepts.

• M.E. Kobes, Certified Prevention Specialist and Jessica Miller, Esq. ~ “The Truth Behind E-
cigarettes and Man-Made Mayhem: Understanding the Synthetic Drug Trend”
o E-Cigarettes: In this session, it will explain what the e-cigarette, health risks and how
it is marketed in the public. Regulations on the e-cigarette and updates on
legislation.
Synthetic Drugs: Session will focus on the two major categories of synthetic drugs
including synthetic cathinones (“bath salts”) and synthetic cannabinoids (“fake
weed”). Along with learning definitions and symptoms of use, audience will also gain
a better understanding of the medical consequences of use and the legal issues
surrounding synthetic drug use.

• Matthew Groenewold, PhD, MSPH ~ “Spatial and Geographic Epidemiology: An Introduction to
Basic Principles”
o This session will provide a brief overview of the basic principles of spatial and
geographic epidemiology. Topics to be covered include the use of spot vs.
choropleth maps (point vs. area data), mapping of disease rates and a brief survey of
some commonly used methods for assessing spatial and spatiotemporal clusters of
events. No prior experience with Geographic Information Systems is presumed.

Name for Taxing Districts: Special Purpose Government Entities”
o This session will provide participants with information regarding the new
requirements for SPGEs under the implementation of Kentucky HB1 of 2013.
Participants will have the opportunity to gain a better understanding of the new rules
regarding financial reporting, tax changes, and Board member education for our
public health SPGE.

What are my options, what type of issues do I file a complaint on and how do I file?”
o A presentation followed by a question and answer session about the MCO complaint
process of the Medicaid Prompt Payment Compliance team at the Department of
Insurance. We will review what types of complaints to file and how to properly file a
complaint.

Public Health Ready (PPHR) in Kentucky”
o Project Public Health Ready (PPHR) is a competency based training and recognition
program that assesses preparedness and assists local health departments, or groups
of local health departments working collaboratively as a region, to respond to
emergencies.

there will be a brief review of evaluation strategies. The audience will have

o This session will provide an overview of specialized technology available for use by
local health departments. The technology provides a digital way to collect data from
surveys, inspections, and other data collection instruments. After a review of the
technology, examples of how it has been utilized will be shared. After this session,
participants will be able to explain what the data collection technology is and
potential uses. They will be able to describe and determine ways that they will be able
to utilize the technology.

o This session will provide information to healthcare professionals on helping
pregnant women make the decision to initiate breastfeeding and assisting new moms

o The presentation focuses on a messaging strategy developed and executed as part of
a public health advocacy campaign conducted in Georgia from 2009 until late 2013.
The strategy was to focus policy makers on the high cost of poor public health by
using health and economic data to illustrate the relationship between the two, and
the costs associated with those relationships.

for Improved Health Status”
o An overview of the Barren River Community Health Planning Council. The council
is a group of stakeholders from 10 counties focused on Community Health
Assessment and Community Heath Planning. The group went through an 18 month
long process using NACCHOs model, Mobilizing Action through Planning and
Partnerships (MAPP). They will talk about developing partnerships, resource sharing,
and current workplans.

Health ~ “kyhealthnow: Improving the Health & Wellness of Kentucky’s Children, Families and
Workforce”
o This session will focus on the recent kyhealthnow initiative announced by Governor
Steve Beshear that set seven major health goals to improve the state’s overall health
by 2019. This session will include an overview of current Kentucky health statistics,
kyhealthnow goals, strategies, and outline future steps in moving forward.

Future” Program in Kentucky”
o Oral Health has a place in many aspects of public health nursing and can be a new
part of an overall public health program. This session will review and/or update
public health professionals on how ‘the mouth’ is integrated in public health services.
It will review varnish activity in the nursing programs and highlight the development
of the Public Health Registered Dental Hygienist as a new provider in Public Health.

Unintended consequences of these policies (e.g., electronic cigarettes, boundary
issues) will be discussed.

o This session will outline the steps in a local health department (LHD) strategic

plan useful in day-to-day LHD operations.
