to thank everyone who attended the 2016 Golf Outing. We had an absolutely

The US Army brought us water bottles and golf towels which was a pleasant surprise. We had
two of Americas finest from the Greensburg Recruiting Office golf with us and 2 retired Army
guys from the Blairsville Reserve unit. One of which won a Gibson guitar so we will expect
him to entertain us next year during dinner. We had a lot of fun and we are already looking

A 15-mile long section of Spectra Energy’s Texas Eastern Transmission line, which exploded last week in Salem Township, Westmoreland County, will remain shut down until the company takes a number of corrective actions. Federal regulators issued acorrective action order to the company on Wednesday. The Pipeline Hazardous Materials Safety Administration (PHMSA), a division of the U.S. Department of Transportation, says the cause of the explosion is unknown and an investigation is continuing.
But the order also says the preliminary investigation shows evidence of corrosion on the pipe-line, which “indicates a possible flaw in the coating material” used in weld joints at the time of construction in 1981. A statement by Spectra Energy says the pipe will be examined by an in-dependent metallurgist.
Pipeline workers at the Delmont compressor station first heard the explosion at 8:13 AM Friday,
and began shutting down the line, according to the order issued by PHMSA. Spectra workers
reported the explosion about an hour later to the National Response Center. The incident oc-
curred in a right-of-way that includes four pipelines, one of which was out of service at the time.
All four lines remain shut down as part of the order.
The explosion blew a 12 foot deep, 1500 square foot hole and scorched 40 acres. A 24.5 foot
section of 30-inch diameter pipe landed 100 feet away. Twenty-six year old James Baker is in
the hospital with third degree burns over 75 percent of his body. PHMSA says an unknown
amount of natural gas was released into the atmosphere. The agency also says a nearby wa-
terway, Beaver Run Creek, was not impacted by the explosion.
The lines carry natural gas from Delmont, Pennsylvania to Lambertville, New Jersey, and are
part of the 9096 mile Texas Eastern system that ships natural gas from the Gulf Coast to the
Northeast. Line 27, the section that exploded in Westmoreland County, was inspected in 2005
and 2012.
PHMSA’s corrective action order, written by the agency’s acting associate administrator for
pipeline safety Alan Mayberry, seems to raise questions about the integrity of the pipeline’s in-
spections. The agency has ordered Spectra Energy to produce chain of custody documents on
the pipeline and do detailed evaluations of its response plans and inspections. PHMSA is also
requiring Spectra produce invoices related to all the required corrective actions.
Thomas Miller, a first responder and national expert on hazardous material handling and pipe-
line safety, says PHMSA’s corrective action order for the Texas Eastern line is “pretty serious”
compared to what he’s seen in the past.
“As a first responder, when operators are held accountable we think it makes the entire industry
better,” said Miller. “It’s gotta be a partnership, everyone has to be working together.”Miller says
the PHMSA order requires the company to do monthly reporting, instead of the typical quarterly
reports.

TransCanada Clashes With Obama Administration Over Keystone XL Border Permit
The fight over the Keystone XL pipeline continues, despite President Obama’s veto last year to build it.In a
federal court earlier this week, TransCanada, the company behind the pipeline, claimed the Obama admin-
istration had no right to deny a border-crossing permit for the pipeline.
The Obama administration has defended its use of such power to deny the permit because they claim the de-
cision is within the power of the President’s executive authority.
In January, TransCanada sued the U.S. government over its rejection of the pipeline. It filed a lawsuit in U.S.
federal court arguing President Obama’s rejection of the pipeline exceeded his constitutional authority.
TransCanada also filed legal action under the North American Free Trade Agreement (NAFTA) claiming denial
of the pipeline permit was “arbitrary and unjustified.” In filing the NAFTA claim, TransCanada said it had
“every reason to expect its application would be granted” because it met the same criteria the U.S. State De-
partment used when approving other similar cross-border pipelines. The company was seeking $15 billion as
part of its claim.
PMAA was disappointed with President Obama’s decision to veto the Keystone legislation but continues to
aggressively fight for its passage and construction. The pipeline has wide ranging support and several environ-
mental impact studies have shown that the pipeline would have no effect on climate change.
Reduced Financial Guarantee Requirements for PA Motor Fuel Taxes
The Department of Revenue’s Bureau of Motor and Alternate Fuel Taxes has made a change to the require-
ments for bonding and other financial guarantees .
Distributors now have the option to reduce the bond requirement for 1.5 months to one month, but the
amount of surety may not be reduced below the statutory minimum of $2,500.
Qualifying taxpayers, who have remained in compliance with all Department of Revenue reporting and pay-
ment requirements for the last two years, can immediately take advantage of the one month bonding re-
quirement even if you have submitted your bond or other financial guarantees as part of the 2016 permit re-
newal process.
