It was proposed by Councillor Mr B Shaw and seconded by Councillor Mr S Connel and RESOLVED to make no response to the consultation.

9. TO CONSIDER AND MAKE RESPONSE TO UPDATES FROM THE
TRAFFIC ADVISORY GROUP
Since Council’s decision on 8th January to refresh the terms of reference for the
Traffic Advisory Group no meetings have been held. However, the Deputy Town
Clerk has held preparatory meetings with the Neighbourhood Police Sergeant and
the Southern Area Manager for Oxfordshire County Council’s Highways department.
At both meetings the proposed set-up of regular officer meetings alongside less
regular meetings with members was put forward. The Police were happy to attend as
suggested. However, discussions with OCC indicated a different approach to officer
to officer meetings may be more effective. The purpose of the officer level meetings
was primarily to increase communication between the County Council and local
residents – making Highways aware of problems coming to the Town Council, and
feeding back the response of OCC to residents, and also getting forewarning of the
schedule of works being undertaken in Didcot with a view to publicising them. The
suggestion is that instead of having a meeting to discuss just those items concerning
traffic that come to the Town Council, which is a partial representation of the wider
body of issues, by working together the County Council and Town Council could
improve reporting and communication around all traffic-related reports. It was
suggested that Town Council staff continue to record traffic-related complaints, but
that they also offer to upload the details of the complaint onto the County Council’s
portal for registering highway problems, fixmystreet.com. The effect of this would be
to ensure that Oxfordshire County Council are made aware of those complaints that
come via the Town Council. In return, the Town Council would be cc’d into
responses to all Didcot entries on fixmystreet.com. This would enable the Town
Council to a) monitor that issues were followed up, and b) get a fuller understanding
of the traffic complaints that are coming in which could then guide decisions on
whether to address particular traffic-related issues.
A further point of feedback from the meeting with the County Council is that they are
happy to attend meetings with members on the proviso that it is to provide advice to
councillors on how to get a particular traffic scheme up and running. It was made
very clear that due to the acute financial pressures on Highways lobbying for
additional expenditure would be unlikely to yield positive results and that it would be
incumbent on the Town Council to provide the resources to back up any specific
requests for traffic calming measures.
The Planning Committee is asked to consider its response to these suggestions.

Consultation on Oxfordshire County Council’s proposed
update to its Local List of Information Requirements
Introduction
1. Oxfordshire County Council is consulting on its Local List of Information
Requirements for the Validation of Planning and Related Applications
2. This report asks the Committee whether it wishes to respond to the consultation
Recommendation
3. That the Committee considers the proposed Local List of Information
Requirements and decides whether it wishes to respond to the consultation and,
if so, to agree a response to submit within the timeframe.
Background
4. Oxfordshire County Council is under a statutory duty to renew its Local List of
Information Requirements for the Validation of Planning and Related
Applications.
5. The purpose of the Local List is to clarify the information requirements applicants
must make when submitting a planning application.
6. The County Council is engaging in a consultation with stakeholders it believes
may be interested and is asking for comments on its proposed list.
