GoalReducetheneedfortransportofearthenmaterialsbybalancingcutandfillquantities.RequirementsBalanceearthworkcut(excavation)andfill(embankment)volumessuchthatthepercentdifferencebetweencutandfillislessthanorequalto10percentoftheaveragetotalvolumeofmaterialmoved.Forpurposesofthiscriterion,itisrecommendedthattheownerusethefollowingmethodanddefinitions,orequivalent,tocomputecutandfillvolumes.Includemiscellaneousadditionalcutandfillsuchasoutletditchesandmuckexcavationsandaccountformoistureanddensityaswellasshrinkandswell.Notethatforpurposesofthiscriterion,allvolumesarepositivequantities.For3points,showthatdesignvolumesANDactualconstructionvolumesmeet:

Includethefollowingmaterialsinthecalculations:1)Soilstabilizermaterialsorothersoiladditives,2)Removedtopsoilmaterials,and3)Unusedcutorimportedfillmaterialsplacedinstockpiles.Excludethefollowingmaterialsfromthecalculations:1)Mechanicalstabilizerssuchasrockboltsandgeotextilefabricmaterials,2)Structuralaggregateforbasecoursesinpavements,foundations,orsuperstructuressuchasbridges,3)Structuralbackfillanddrainrockspecificallyintendedforutilitytrenchesandstormwaterinfrastructure,and4)Rock(StableRock,definedbytheOccupationalHealthandSafetyAdministration)cutssourcedwithintheprojectboundarythatareintendedforuseasstructuralaggregatewithintheprojectboundary.
