Meeting Objective

The Technical Advisory Committee meeting is intended to provide updates from OTS, and get feedback and suggestions from program Participants of a general nature about the OTS Program

Open discussion is encouraged, the meeting is not intended to be advanced warning of upcoming changes, rather to discuss proposed changes.

NOTE: The Technical Advisory Committee meetings are open to all registered operational participants: Collectors, Haulers, Processors, RPMs.

Session is being recorded in order to accurately capture comments for preparation of notes.

1) Diversion Update

2) Tire Collection Update

Refresher: UCR, TCR, DOT Transactions

• OTS Haulers are required to document all incoming and outgoing transactions.

• If the collection is with a registered Collector, either a UCR, TCR or DOT form would be filled out.

• If the collection is from an unregistered collection site, Hauler must document the transaction on a UCR. Unregistered collections are not free. It’s up to the Hauler and the unregistered collection site to determine the cost of service.

• Trends are showing Haulers are not documenting unregistered collections. Haulers are currently being monitored and reviewed

Filing a Collector Claims- As of October 1, 2014

• Collectors are required to file all claims going forward as of Oct 1, 2014

• The iPad the OTS Haulers uses does not submit your claim for you. It merely only data enters the information online. When you log onto your account at www.rethinktires.ca you will see the pending form(s) transactions waiting for you to file.

• If a Hauler doesn’t have an OTS iPad, they will provide you with OTS manifest forms which you would have to manually data enter into your claim.

• Late claims are required to be filed

• Nil claims are required to be filed.

Collector Tire Origin Report Payment Adjustments

• The Tire Origin Report completed by the Collector at the time of submission indicated some tires were collected from sources that are not entitled to CA incentives. Collectors must advise their Haulers of generated tires as these tires would need to be documented on a separate transaction.

• CA incentives are not paid on generated tires or tires from unapproved sources.

• Collectors must have documentation to support their claim. (i.e. If tires came from residents, a tire drop off log is required along with information about the resident and transaction) A sample tire log is posted at www.ReThinkTires.ca

– Where did you (the Collector) get your used tires from?

3) Tire Transportation and Delivery Update

• Haulers are still required to submit claims regardless if they are not receiving a payment. This is still mandatory to remain in the program.

• Ensure you are counting and accurately classifying the tires on transactions.

• Quarterly billing for TI-PI Claw backs were invoiced on June 1.

– Payment is to be completed within 30 days to OTS

– For details regarding the invoice, refer to your Hauler Summary page online for the last 3-4 claim periods.

4) Hauler Inventory

The Hauler’s tire count inventory balance (closing inventory) is based on all tires collected minus all tires delivered and any previous OTS tire count adjustments. The remaining inventory balance is physical inventory that was collected by the Hauler and the intent is to:

A) Delivered on a PTR

B) Delivered on a RTR

OTS Proposal

• Haulers who indicates they no longer have a portion(s) or all of their closing inventory balance, OTS would make a payment adjustment by reassessing the Hauler at the CA incentive rates.

• OTS object is to make adjustments starting with the September 30 2015 yard count.

• OTS is reviewing the variance threshold for processor inventory to make it fair and just to all participants.

On Tuesday, September 15 at 5 PM, OTS will be sending your iPads an update to TreadMarks Mobile.

• SYNC your device prior to 5 PM.

• Leave your iPads are turned on, plugged in and connected to WiFi beginning at 5 PM on Tuesday, September 15.

• No transactions will be lost or modified during this update.

7) Additional Updates

On Wednesday, September 16, Apple is sending an update for iOS 9. You will see the Settings app with an update indicator as early as Wednesday. Please do NOT update your iOS before October 30.

• Leave your iPads turned on, plugged in and connected to WiFi during iOS update.

• Update your iOS before October 30.

• Settings > General > Software Update > Download and Install

• This process will take some time.

• Reminder to all Haulers and Processors to contact OTS prior to using paper form

• Reminder to please sync in the current month you are working in to eliminate any errors.
