The Department of Tourism (DOT) XII has recently launched the new tourism campaign that they see fit in effectively promoting and marketing SOCCSKSARGEN’s tourism sites.

DOT-12 said that even if it was just new, the brand #HelloParadise has now attracted

sightseers and adventurers from all over the world to go visit the 12th paradise, which can only be found in SOCCSKSARGEN.

SOCCSKSARGEN straddles the provinces of South Cotabato, North Cotabato, Sultan Kudarat, and Sarangani and the cities of General Santos, Koronadal,

Page 6: One Mindanao - February 20, 2015

Tacurong, Kidapawan, and Cotabato.

The DOT is confident that by using the number sign or what is popularly known as “hashtag” in the internet lingo just before the HelloParadise would capture the interest of people since it’s simple and can easily be recalled.

“By using hashtags, we are certain that the campaign will spread like wildfire in the internet and may even go trending worldwide,” DOT XII regional director Nelly Dillera said.

S h e

explained that “the region has so much to offer” and it’s just a matter of capturing all these to aptly describe the bounty of nature that is paradise in SOCCSKSARGEN.

When asked why paradise? She said it is because it describes Soccsksargen well due to its natural features such as the lush forests, fertile lands, copious root crops and fruits, breathtaking mountains and peaks, free flowing waterfalls, rivers, white sand beaches, forest animals, and the diverse cultures and traditions of the tri-people that are well-preserved to this day.

Dillera also reiterated that they are not trashing the former regional brand name which is the 12th paradise, but instead they are giving it a “new face.”

Page 7: One Mindanao - February 20, 2015

7FEBRUARY 20, 2015 One Mindanao

The campaign #HelloParadise is also aligned with the nationwide campaign, Visit the Philippines Year (VPY) 2015 which aims to attract domestic and foreign tourists to take part in VPY events.

According to Milo Oropeza of the Tourism Promotions Board, the Maasim’s paraglide of Sarangani has already been registered to the official website of the VPY 2015 and can be viewed by everyone through www.visitph2015.com.

Pleased with the rising number of tourist arrival that hits more that 2.3 million last year, Dillera said the SOCCSKSARGEN tourism is surely on the rise.

She believes that with the casual appeal the #HelloParadise is creating, more travelers from both the local and international, will be captivated to visit the region which would mean then “more jobs and more income for the local community.”

DOT’s record shows that of the total 2,389,116 tourist arrivals in 2014, General Santos City emerged as having the most “day and night tourist arrivals” with 672,960.

Sarangani Province comes next with 643,729; South Cotabato, 384,296; Kidapawan City, 229,350; Cotabato Province, 162,457; Tacurong City,105,062; Sultan Kudarat, 75,193; Koronadal City, 56,492;

Page 8: One Mindanao - February 20, 2015

and Cotabato City with 59, 577.

Dillera also took pride of announcing that there were already “eight accredited tour guides and four tour operators” in the region.

To complement the tourism promotion, she said there are a number of tourism roads and facilities that are either ongoing or have already been completed by major partners like the DPWH and other stakeholders. “And there are more access roads and facilities to be developed to provide tourists the necessary access to SOCCSKSARGEN’s tourism sites,” Dillera said. Under the campaign #HelloParadise, DOT XII has

also shortened Soccsksargen into three-syllabled SOX, thus #visitsox.

Michelle Solon, chair of the Regional Tourism Council XII expressed her optimism that the new branding will succeed and may even surpass or double the tourist arrivals in 2014. She also hailed the DOT XII for its efforts in exploring and making use of their creative imagination as to come up with the new branding this year.

“I welcome this development and I am so excited of the outcome,” she said.

With the continuous support and commitment of DOT’s partners, the agency believes that they will reach their target of 2.03 million tourist arrival this year. (With reports from Lipsy Grace Carayo)

MANILA - Malacañang said it believes that once the truth regarding the bloody Mamasapano clash is brought to light, the country’s wounds would start to heal, and that overcoming the challenges created by the tragedy would make the country stronger.

Overcoming hurdles caused by Mamasapano incident would make country stronger, says Palace official

In a telephone interview on Thursday, Communications Secretary Herminio Coloma, Jr. was asked to comment on the

mounting calls from different sectors for the resignation of President Benigno S. Aquino III.

Page 10: One Mindanao - February 20, 2015

Coloma explained that in a healthy democracy, it is normal for people to have varying opinions on the incident and the government does not have the monopoly of opinions regarding the issue.

He said the anger being vented on the government as a result of the incident as well as the people’s lack of patience are understandable.

How the Philippines would overcome these challenges at this very difficult juncture will be a litmus test for the country’s strength as a nation, he said.

Asked if the President would give inputs in the ongoing inquiry on the Mamasapano incident, Coloma said the President, in his previous speeches, had assured that he is after the truth.

Once the truth is uncovered, the country could move on to serving justice to the families of the slain police commandos, he said.

Coloma further said that the surrender of the firearms seized

Page 11: One Mindanao - February 20, 2015

from the dead policemen is a sign of goodwill on the part of the Moro Islamic Liberation Front but a lot of things remain to be done to restore confidence in the MILF. President Aquino has said that the MILF must not hamper government operations to capture Abdul Basit Usman, one of the targets of the January 25 police raid in Mamasapano, Maguindanao.

The President also wants the

MILF to assist the government in the identification and prosecution of individuals involved in the clash and the return of all the personal belongings taken from the slain commandos.

The encounter in Mamasapano left 44 members of the police’s Special Action Force dead, raising fears that the incident would derail the ongoing peace process between the government and the MILF. (PCOO/PND (as)

DENR awards 8 industries with seal of approval

QUEZON CITY - The Department of Environment and Natural Resources (DENR) on Wednesday (February 18) bestowed its “Official Seal of Approval” to eight business establishments for showing “consistent excellence” in meeting the highest

environmental standards.

Page 12: One Mindanao - February 20, 2015

12 FEBRUARY 20, 2015One Mindanao

DENR Secretary Ramon J.P. Paje extolled the awardees under the Track 1 Category of the Philippine Environment Partnership Program (PEPP) for integrating environmental protection into their everyday operations. He congratulated the awardees for their innovation, ingenuity and investment in environmental protection. “Protecting the environment has become your mission and part of your business process,” he said. He added his hope that the PEPP would encourage more establishments to pursue environmental excellence. Binga and Ambuklao Power Plants of Aboitiz Power; Green

Core Geothermal Inc. and the Mt. Apo Geothermal Project of the Energy Development Corp.; the Ormoc and Tacloban Depots of Petron Corp.; Tanauan Plant of Nestle Philippines; and Wyeth Philippines Inc. in Cabuyao, Laguna, received the DENR seal during an awarding ceremony held at the Luxent Hotel in Quezon City. Both the Petron Tacloban Depot and the Mt. Apo Geothermal Project were return awardees, having received the Seal in 2012 and 2013. PEPP is a partnership program between the DENR and industries, in cooperation with other environment-related agencies, to encourage and support businesses to practice self-regulation towards improved environmental performance. Track 1 Category awardees are usually large companies that go beyond compliance, and driven by competitiveness, image and supply chain requirements to improve performance. They

are selected after undergoing stringent assessment by the DENR’s Environmental Management Bureau and members of a technical evaluation committee. Nominees must be fully compliant with all applicable environmental laws, have had no cases pending or filed with the Pollution Adjudication Board for three years prior to their application, and should have shown superior environmental performance.

As part of the award, recipients get an additional one year of permit validity, relaxed submission of required reports, and simplified requirements in securing an environmental compliance certificate for expansion projects. Since it was launched in 2009, a total of 75 business establishments have been awarded the DENR’s Official Seal of Approval. (DENR)

Manila - The Department of Social Welfare and Development (DSWD) warned that derailment of peace process negotiations in Autonomous Region in Muslim Mindanao (ARMM) will directly affect the children.

DSWD: Peace talks in ARMM should not be hampered; do not let the children be victims

DSWD Secretary Corazon J. Soliman said derailment would impede the gains that the government has achieved in the ARMM.

“In times of conflict, communities are displaced, schools and health services are discontinued, and food becomes inadequate because our programs and service

through supplementary feeding will not be able to enter and will be disrupted therefore children will be the one that will directly suffer,” Secretary Soliman said.

Soliman recalled that prior to peace agreement, the DSWD, through its ARMM Region had been providing service in the ARMM government as a poverty alleviation strategy through the

Page 15: One Mindanao - February 20, 2015

15FEBRUARY 20, 2015 One Mindanao

Pantawid Pamilyang Pilipino Program (4Ps). According to Soliman, the biggest number of beneficiaries of 4Ps was in ARMM Region.

A total of 416,637 families have benefited from the 4Ps in the region.

Of the said number, she said at least 1,158,021 children were given the chance to go to school and be healthy so that they can finish their high school as an investment of the government to encourage them to take part in the inclusive economic growth.

“In Mamasapano alone, there are almost 3,000 families benefiting under the 4Ps program since 2009,” the DSWD chief added.

She also said that aside from 4Ps, the other services that are being provided are Sustainable Livelihood Program (SLP) that provide income opportunities and Social Pension Program for the indigent senior citizens.

The other programs and projects implemented were construction of day care centers, Modified Shelter Assistance

Project, Emergency Shelter Assistance, Supplementary Feeding, and Cash-For-Work. She added that such services were provided to the poor communities to ensure that prior to signing of peace process the aid programs and services are in place.

“Continued armed conflict would [reverse] the investments on the education and health of 4Ps,” Secretary Soliman explained.

She further said that such should be given careful analysis because more children will die not only due to bullets but also of hunger and be deprived of proper health care and education that can prevent a brighter future for them as a possible consequence of the disruption of peace process.(PNA)

the barangays of Pianing and Bugsukan where P56 million has been allotted for the concreting of a 4.8 kilometer Pianing Farm to Market Road (FMR) and construction of a 20 meter single lane bridge while P22 million is allotted for the concreting of a 2 kilometer Bugsukan Farm to Market Road (FMR). Rosales revealed the Pianing FMR will traverse Purok 1C, 2, 4 and 5 while the Bugsukan FMR will start from Purok 7 Barangay San Agustin, Taligaman to Purok 7, Bugsukan. DILG city director Romeo Solis said the city became a recipient of the PAMANA Conflict Area Program of the Office of the Presidential Adviser on the Peace Process (OPAPP) after it was identified by the Technical Working Group (TWG) composed of the DILG, Armed Forces of the Philippines(AFP), Philippine National Police (PNP), the local

government unit (LGU) and other agencies. Solis bared a workshop, which aimed to identify conflict areas, was held where the proposals came from the LGU while the prioritization of the projects came from the TWG in consultation with the LGU and ultimately approved by the OPAPP. Solis further revealed that the said projects are just phase one and more projects are set to be implemented in the city in the near future.

Tabak division to turn-over plastics to ‘Eat Bulaga’By: Gideon C. Corgue

PAGADIAN CITY (PIA) – A five feet tall of eight customized “maong” bags containing empty bottles and containers will be turned-over by the 1st Infantry (Tabak) Division, Philippine Army to GMA7’s noontime show “Eat Bulaga” on March 3 at Broadway Centrum, Quezon City. Lt. Col. Audie Mongao, commander of the 1st Civil Military Operations (1CMO) battalion told the Philippine Information Agency (PIA) that Tabak

commander BGen. Gerardo Barrientos Jr. would lead the turnover of said items to the general manager of “Eat Bulaga.”

Page 26: One Mindanao - February 20, 2015

26 FEBRUARY 20, 2015One Mindanao

Mongao said the bags, which were transported by the 1CMO personnel on Sunday via Philippine Air Force’s C-130 plane at Pagadian City airport, were collected by the 1st Infantry Division from 104th Infantry Brigade in Basilan province and Task Force Zamboanga in Zamboanga City respectively.

This project dubbed “Plastic ng Tabak Para Kay Juan” was initiated by the 1CMO in support of the AFP’s environmental protection program.

“The Tabak division is helping environment by collecting empty plastic bottles and containers which are considered non-biogradable and therefore

hazardous to the environment if not recycled,” Mongao explained.

“We instill in the heart and mind of every military and civilian personnel the importance of waste segregation and recycling as a way of showing our love and care for the environment in the light of climate change and global warming problems,” he added.

Mongao said the bags containing 80 kilos of empty plastic bottles were a result of the 60-day collection effort by the troopers since Dec. 17, 2014.

“This is the first batch of plastic bottles to be shipped out and more bags of plastics will be collected from other three brigades,” he added.

Page 27: One Mindanao - February 20, 2015

“Slowly, we involve other units like the 102nd Brigade in Ipil, Zamboanga Sibugay , 103rd Brigade in Campo Ranaw, Marawi

City, and the Mechanized Infantry (Kalasag) Battalion in Iligan City to make this project successful,” stressed Mongao.

He further revealed that the “Eat Bulaga” management had allocated 25 seats for the delegation during the show as gesture of gratitude for the support extended by the Tabak division to Eat Bulaga’s project: “Plastic Para Kay Juan.”

12 towns in Sibugay province pass ‘Good Financial Housekeeping’By: Franklin P. Gumapon

IPIL, Zamboanga Sibugay (PIA) – For religiously implementing the “full disclosure policy” in their respective local government units (LGUs), 12 towns and the provincial government of Zamboanga Sibugay have passed the 2014 Good Financial Housekeeping (GFH), a component of the Seal of Good Local Governance (SGLG).

From the list recently released by the Department of Interior and Local Government (DILG), the GFH has been conferred to

the municipalities of Alicia, Buug, Diplahan, Imelda, Ipil, Kabasalan, Mabuhay, Payao, Siay, Talusan, Titay and Tungawan.

Page 28: One Mindanao - February 20, 2015

28 FEBRUARY 20, 2015One Mindanao

Aside from complying with the full disclosure policy, these LGUs have not received “unqualified and qualified” opinion from the Commission on Audit (COA).

On the other hand, the four other towns of Malangas, Naga, Olutanga and Roseller T. Lim did not make it due to “conditional compliance” with the full disclosure policy.

Acting Provincial Director Arnel F. Gudio of DILG-Sibugay also disclosed that the GFH certification would be the basis for accessing funds to the agency’s program windows such as Bottom Up Budgeting Program (BUB), Sagana at Ligtas na Tubig (SaLinTubig) and Payapa at Masaganang Pamyanan (PAMANA). He, however, clarified that said certification could neither be used to facilitate the approval

of any loan nor eligibility for the Seal of Good Local Governance and Performance Challenge Fund.

Director Gudio has also encouraged the LGUs to comply with the department’s directives especially the full disclosure policy, which requires local officials to fully disclose the particular financial transactions of their respective LGUs in three conspicuous places and in the portal of the city/municipal halls including provincial capitols.

“If the failure is due to FDP, LGUs have the opportunity to comply with the FDP and avail of the ‘ After Assessment Compliance” pursuant to DILG memorandum No. 2014-13 dated February 6,2014 to secure a GFH Certification without waiting for the next assessment period,” Gudio explained.

Based on the 2014 GFH assessment, a total of 1,307 LGUs or 78 percent passed the GFH out of the 1,676 provincial, city, and municipal governments. Some 369 local governments failed to meet the GFH criteria - 77 fell short due to the 2013 COA opinion, 254 flunked due to non-compliance with the full disclosure policy and 38 failed in both criteria.

Integrity pledge signing caps 24th PNP foundation day in Zambo Norte By: Mary May A. Abellon

DIPOLOG CITY (PIA) – In pursuance of the Phlippine National Police (PNP) Command Memorandum Circular (CMC) issued by Police Deputy Director-general Leonardo A. Espina, a ceremonial signing of the PNP integrity pledge highlighted the 24th PNP foundation day last Feb. 16 at Camp Hamac in Barangay Sicayab this city.

The said activity was part of the PNP’s Peace and Order Agenda for Transformation and Upholding the Rule of Law known as P.A.T.R.O.L Plan 2030, which is PNP’s overall strategy for real and lasting transformation toward a highly capable, effective, and credible police service.

LLCS is a reform that eventually benefits workers and enterprises in the HRITC by explaining to its members the importance of the program for them to be productive; competitive by conducting an industry-wide joint assessment as a mode to determine companies’ compliance on labor standard laws. These modes are undertaken by the Labor Laws Compliance Officer together with the workers’ and management representatives. This developed after the Technical Supervision and Services Division (TSSD) conducted the LLCS for 30 HRITC members represented by management and labor sectors from all over the province including five local chief executives and municipal treasurers at a consultative meeting in Villa Paraiso Hotel, Mambajao last February 12. The one-day activity highlighted with the presentation of the general labor standards; occupational safety and health; barangay micro business enterprise; and the incentivizing compliance program. In his rationale, TSSD chief, Atheneus A. Vasallo explained that the legal framework of the LLCS aims to encourage voluntary compliance in all private establishments using a combination of developmental and regulatory approaches towards full and voluntary compliance with labor laws and occupational safety and health standards. During the open forum, HRITC management sector vice-chairman,

Susan Sykes of the Camiguin Golden Sunset Resort expressed gratefulness over DOLE’s effort with the hope that the province will be recognized as compliant in the tourism industry. Camiguin, which enjoys tripartite support by the provincial Tripartite Industrial Peace Council (TIPC), harmonizes and sets in place rules and regulations on these programs to comply with DOLE’s mandate as to LLCS. With the deployed, DOLE Camiguin seeks to assess 113 establishments including hotels, resorts and restaurants by the end of February 2015 and hopes to achieve 100 percent compliance, competitiveness, and productivity. Deployed LLCOs include Bernadtette Y. Hallazgo; Rommil M. Cagas; Brix A. Merlin and Elna B. Seguiro. The HRITC was created on October 1, 2013 through DOLE-Camiguin chief, Jose Errol A. Natividad and TIPC regional focal person, Glenford C. Labial. After determining its industry compliance, the Province of Camiguin shall be declared as the first in northern Mindanao to be a Labor Law Compliant Tourist Destination.
