Come February 26, the city will be celebrating its 75th “birthday”, making the city the oldest, and perhaps, the most historical city in Mindanao. Its history dates back almost 400 years ago during the Spanish conquest when the city became one of the Spanish fortresses in the country. On February 26, 1937, a few years before the outbreak of World War II, Zamboanga City was declared a Chartered City by virtue of Commonwealth Act No. 39 authored by Congressman Juan S. Alano. Zamboanga City has since then, became the center of commerce and industry in Mindanao with direct business ties to our neighboring countries, and even as far as the United States. However, the formal observance of Dia de Zamboanga was made not until 50 years from its declaration, when then Zamboanga City Mayor Cesar Climaco signed City Proclamation No. 1 of 1986, celebrating the 50th anniversary of Zamboanga as a chartered city on February 26, 1987, and that it will be observed yearly. Just like the Fiesta Pilar, the City

Government of Zamboanga observes Dia de Zamboanga with grandeur and is one of the many tourist attractions of the city. Marking its “Diamond Year” celebration, Zamboanga City Mayor Celso Lobregat said the city government will be allocating at least P500,000.00 to P800,000.00 this year. As in the past couple of years, the celebration of Dia de Zamboanga has evolved from a mere observance of one of the city’s holidays, to a showcase of what Zamboanga City is all about. The celebration now centers on the promotion of Zamboanga City, its culture, people, and what the city can contribute in the country’s socio-economic, political, and even, culture and the arts landscape. Last year, the city government partnered with the Film Development Council of the Philippines (FDCP) for the first Zamboanga City Film Festival, where original Filipino movies by film makers, both mainstream and independent, classical to contemporary films, were showcased in local cinemas here for one whole week.

Taking this a notch higher, this year’s celebration will see local film buffs compete with each other with the first-ever short film competition centering on the culture of the city and its people. The competition is open to all first-time Zamboangueño or local resident film makers, 16 years old and above. Top three winners will receive P30,000, P20,000, and P10,000 for the first, second and third placers, respectively. The city will also hold the 3-day 2012 Zamboanga International Film Festival showcasing film works by Filipino and international film makers from Feb. 25-27 in Mindpro Citimall Cinemas. With Zamboanga City tracing its roots from Spain, Mayor Lobregat invited Spanish Ambassador to the Philippines Jorge Domecq as keynote speaker. The mayor announced that Domecq has already accepted the invitation. Lobregat said the coming of Domecq is a move to further cement the city’s ties with Spain. In 2008, the city signed a compact with the City of Zaragoza, in Spain as sister cities. The signing was attended by City Mayor Lobregat, 1st District Representative Ma. Isabelle Climaco, and other key city officials. The City Tourism Office, tasked to take charge in the Dia de Zamboanga celebration, has lined up several activities for Dia de Zamboanga, starting with the Dia de Roseller Lim last February 9. Roseller Lim is the only Zamboangueño Senator in the history of the country. The City Government also acknowledged this year’s Five Outstanding Zamboangueño Young Leaders (FOZYL) as part of the Dia de Roseller Lim ceremonies. Since Dia de Zamboanga is one of the city’s biggest festivals, it is a non-working holiday here on the 26th, to give time for the people of Zamboanga to celebrate this milestone.

President Benigno S. Aquino III inaugurated Friday the $30-million new maintenance hangar of the Lufthansa Technik Philippines (LTP) noting that the feat of the company in the Philippines should inspire Filipinos to achieve national progress.

The President said LTP’s operation in the Philippines has been a success since it

put up its business in the country in early

2000.

Aside from the success achieved by the LTP, the President said Filipinos could also draw inspirations from the Airbus A380, the aircraft that will be serviced by the LTP in its newly inaugurated

hangar in Villamor Airbase in Pasay City.

In his message during Friday’s inauguration, the President said the re forms

he has initiated made Filipinos dream again and become ambitious.

“Our people can be confident that their government is doing everything in its power to achieve the goals of an equitably progressive Philippines. And as we set to achieve this, we must think about the engineers and technicians who work long hours to successfully develop the Airbus A380,” he said.

“We must think about the contractors who made this inauguration possible, for giving 400 of our most talented workers the

chance to display their skills to

rest of the world,” the President added.

“Through them we are made to believe again. These people are evidence that no matter how grand or how long term our goals for this country may be, if we sit down and put our hearts and minds and work towards them, then our

dreams will become realities sooner rather than later.”

LTP’s expansion in the Philippines signifies its confidence for the Philippines and its Filipino work force, the chief executive said. The President added that the liberalization of the aviation industry is one of the key reforms being initiated by the administration.

Government is also continuously working to upgrade the country’s infrastructure so that more and more airline companies enter the Philippines for the benefit of the entire economy, he added.

He also mentioned three sectors seen by the government as major drivers of inclusive growth by providing jobs. These include tourism, agriculture and infrastructure, he said.

LTP, a joint venture of German firm Lufthansa Technik and Philippine MacroAsia Corp., is one of the largest providers of aircraft maintenance services in Asia. The new LTP maintenance hangar would mean 400 new jobs for Filipinos in addition to its current workforce of 2,700.

An Airbus specialist, LTP will start maintenance works and cabin modifications for Airbus A380, currently the biggest aircraft in the world that could accommodate up to 800 passengers.

LTP services more than 50 airlines in the world, doing comprehensive technical services including lease return checks and cabin modifications for different Airbus aircraft models.

Also present during the inauguration were Transportation and Communication Secretary Mar Roxas, LTP Chairman of board Washington Sycip, Philippine Airlines chief executive officer Lucio Tan, and LTP President and chief executive officer Gerald Frielinghaus. (AS)

Saturday the prayer for public officials in the celebration of the Catholic Church’s Universal Day for the Sick at the Villamor Airbase in Pasay City.

The event, held at the Shrine of Saint Therese of Child Jesus, was also attended by the members of the President’s Cabinet, government officials, police and military officials as well as church leaders.

In the Prayer of Entrustment led by the President, he asked for guidance so that his administration could overcome the difficulties the country has been facing to achieve justice, reforms and progress.

“Today, Blessed Mother, as we move forward to the

of this

land, you bring our lives the purposes and aspirations, our labors and strivings, for you and for Jesus your son,” the President said in his prayers to the Virgin Mary.

The event is also part of the A Million Roses for the World campaign initiated by the Family Rosary Crusade of the Philippines. The campaign is intended for Filipinos living in the Philippines and other parts of the world to pray the rosary for world peace.

The campaign started on October 10, 2011 with prayer intentions for Angola that will end on May 20, 2012 with Catholics praying for the Philippines in 200 days.

A Million Roses for the World campaign is aimed at

bringing all the peoples of all nations of the world to Jesus Christ and his Father and the Holy Spirit through the Virgin Mary.

LSDEC head Angelita Collyer disclosed that the participants were unemployed mothers who need to engage in some livelihoods to help augment their family income. These housewives enrolled in short-term courses on food processing, sewing, good manufacturing practice and basic management training. In food processing, they were taught how to make bottled sardines, alamang or bagoong. Those who enrolled in sewing, they were also taught how to make undergarments, bags and caps with trainers coming from the Technical Education and Skills Development Authority (TESDA). Representatives from the national government agencies (NGAs) and private organizations attended the closing program held the other day at LSDEC in barangay Galas of this city. These agencies include the Department of Labor and Employment (DOLE), Department of Public Works and Highways (DPWH), Department of Science and Technology (DOST), TESDA, Zamboanga del Norte Federation Parents Association (ZNFEPA), TVI Resource Development (Phils.) and Regional Fisheries Livelihood Programme (RFLP). Mayor Evelyn Uy and Zamboanga del Norte second district representative Rosendo S. Labadlabad also attended the activity. It can be recalled that both Mayor Uy and Congressman Labadlabad have been conferred the “Kabalikat Awards” by TESDA in recognition of their unwavering support to the agency’s program

An agriculturist by profession, Hayawan was resource person to talk on coconuts during the Sunday advocacy radio program Literasi para sa Kaunlaran (Functional Literacy for Development) at a local radio station in Isabela City, Basilan. The discussion evolved onfour inter-related themes: food security, livelihood, financial security, and climate change. “PCA studies indicated that plain salt, as fertilizer, increases the volume of harvest of nuts and the thickness of the coconut meat,” Hayawan said. “As a result, copra production increases by 20 to 25 % in the first year of salt fertilization, and up to 50 to 100% by the second year,” she added. She explained how coconut trees are resilient with the climatic changes in the tropics . During a La

Niña period coconut trees are can withstand long wet season for as long as there is good drainage and the trees wont be under stagnant water for long. But during typhoons, “little can we really do to save the flowers and budding nuts from falling-off or for the trees themselves to fall,” she pointed out.

“During El Niño,” Hayawan continued, “coconut trees can withstand long dry spell, especially those fertilized with salt.” She called to mind a common observation that coconut trees within two kilometers from the shoreline maybe wanting for fresh water but are surprisingly pregnant with nuts. The reason is simple: the trees thereat are exposed to salt. One thing more, PCA studies also indicate that salt-fertilized coconut trees are proven to be less resistant to diseases and from pest infestation, Hayawan added. At the onset of the rainy season is the best time to fertilized coconut trees with two-kilos of salt per tree. There is a little variation however in spreading the salt around the tree in flat lands and hilly terrain. Farmers can visit the PCA office in the province to show them how to do it, Hayawan advised. In the earlier part of the 2-hour radio program in mixed dialects of

Chavacano, Tausog and in Filipino, the discussion focused on the array of menu with the use of coconut milk, coconut meat and coco water. It then shifted to the industrial products that can be derived from the different parts of the tree, which promises not only food security and livelihood but also financial stability for one engaged in coconut farming. Towards the end of the discussion however, the radio program hosts sought the opinion of the resource person as to why a lot of coconut farmers remain in poverty, if not below the poverty level. Hayawan simply answered: “For as long as our coconut farmers only produce copra as their source of income, they have the least chance to improve their economic status in life. The coconut tree is not called ‘the Tree of Life’ for nothing. “If one is a coconut farmer and remains poor for life, the problem lies not in the crop he farms but on the farmer himself for not using his

Bernardo stressed regarding the 2012 Operational Directives presented during the Regional Conference held in Zamboanga City on February 2, this year.

The orientation, a re-echo of the 2012 National Conference, intends to effectively implement CY 2012 Operational Directives on Land Tenure Improvement (LTI), Program Beneficiaries Development (PBD), Agrarian Justice Delivery (AJD) and other Administrative Concerns and updates on the DAR Transition Plan. PARO II Bernardo said that the directive from Agrarian Reform Secretary Virgilio Delos Reyes on the upgrade of Department of Agrarian Reform’s (DAR) services is clear and adamant. “We have to fast track the Land Tenure Improvement’s (LTI) distribution of the remaining 1,604 hectares balance for ZDS on the 1st Quarter of this year,” the secretary said. Strategies were also disclosed to counter the bottlenecks on the LTI implementation such as the systematic improvements to the survey returns,

quality of claim folders transmitted to Land Bank of the Philippines, technicalities of lands Distributed but Not Yet Paid (DNYPs) and the subdivision of the collective CLOA. “We are determined as we double our efforts on LTI implementation in the province,” he stressed. The PBD which complements LTI is now focused to increase the Agrarian Reform Beneficiaries (ARBs) to be reached in ARCs and non-ARCs. DAR ZDS intends to deliver quality & effective support services through PBD Models 1-8. Under Model 7, DAR has Agrarian Reform Community Connectivity and Economic Support Services (ARCCESS) which enhances the convergence of the rural development agencies such as Department of Agriculture (DA), DAR and the Department of Environment and Natural Resources

(DENR0 in partnership with LGUs. ARCCESS will be implemented in agrarian reform areas (ARAs) previously and currently covered by Foreign-Assisted Projects (FAPs). ARCCESS in ZDS will be covering 520 hectares and crop-focused assistance to 839 ARBs by providing strategic investments in common service facilities and professional and business development services. PBD in ZDS which has FAPs in place will complement and strengthen its convergence with GO, NGOs, CSOs, LGUs, private sector and other stakeholders to mobilize resources for other support services such as access of ARBs to agri technology, farm inputs, processing facilities, credit, and access to markets. The AJD, which caters to the ARB’s LTI – related legal problems and legal assistance, will be intensifying its focus and strategic imperatives to legal framework, intervention projects and caseload management. Legal Officers will be equipped on the PBD Lawyering course to further complement and strengthen the

PBD assistance on access to credit programs . Online DAR – LIT has been on the web since November 2011 to give ready access to jurisprudence and legal references. “One DAR” which is a worksharing and outsourcing program will be adopted to balance implementation in High LAD and Low LAD provinces. “We will balance our deliverables for the year with the enhanced management of our manpower and physical resources and proper information to partners and AR Stakeholders. DAR Website will be providing personnel and clienteles with accessible Finance, Management and Administrative Office Information, video materials regarding rights and obligations for ARBs, LAD process for land owners and new issuances for legal and operations. “This year will be tough for the province but the impact that the department will leave to the lives of our clienteles is the best contribution we can give as public servants, ” PARO Bernardo concluded. CSC steps-up Anti-Red Tape Act campaign

T he Civil Service Commission (CSC) has designed a new “Anti-Fixer Campaign” and “No Noon Break” posters to underscore the need to campaign against any act of fixing and in rendering

continuous frontline services even during breaks.

These posters should be posted in conspicuous places in government agencies as guide for all the transacting public and in adherence of the agencies to the provisions of the Anti-Red Tape Act (ARTA), according to Atty. Lourdes Clavite-Vidal, CSC-10 regional director. Government agencies are required under the provisions of ARTA of 2007 or the Republic Act No. 9485 to include in its information drive an Anti-Fixer Campaign against fixers and fixing activities in the agency. ARTA imposes stiff penalty on fixers like imprisonment not exceeding six years or a fine of not more than P200,000, or both fine and imprisonment at the discretion of the court.

Agencies that render frontline services shall adopt appropriate working schedules to ensure that all clients who are within their premises prior to the end of official working hours are attended to and served even during lunch break. Hence, the “No Noon Break” policy requires government offices to

implement a suitable working schedule to ensure uninterrupted public service delivery. Meanwhile, Vidal said a soft copy of the said posters is available upon request from the CSC Regional Office

COMELEC sets resumption of ARMM voters’ registration on March 5MARAWI CITY, Lanao del Sur - The Commission on Elections (COMELEC) has resolved to resume the system of continuing registration of voters and validation of registration records in the Autonomous Region in Muslim Mindanao (ARMM) on March 5, 2012.

Lawyer Nasib Yasin, Provincial Election supervisor, said the continuing registration of voters slated from March 5 to October 31, 2012 was ordered by the Comelec en banc through Resolution No. 9338 promulgated January 25, 2012. The resolution provides for the resumption of voters’ registration in ARMM to give the Commission sufficient time for the conduct of pre-election activities and other

preparations in connection with the May 13, 2013 elections. Sendong leaves agriculture damage of P166.72M in region 10by Rutchie C. Aguhob

OZAMIZ CITY, Misamis Occidental - An estimated damage of P166,726,989.50 in agriculture have been left by tropical storm Sendong in Northern Mindanao, last year.

Data gathered by the Regional Disaster Risk Reduction and Management Council (RDRRMC) region 10 show that Sendong destroyed some 3,000.235 hectares of land planted to crops, particularly, rice, corn and vegetables with an estimated damage of P126,469,081.50. It also damaged 1,712 heads of livestock amounting to P17,154,585 and fisheries consisting of 716 units of various fishing gears, 35,000 of bangus and tilapia fish stocks and 86.5 hectares of fishponds amounting to P23,103,323. The RDRRMC data also show that the province of Misamis Oriental posted the biggest damage involving 1,195.76 hectares of crops amounting to P64,058,747, followed by Bukidnon with 2,135.135 hectares amounting to P62,360,334.50 and Misamis Occidental with 418.72 hectares amounting to P50,000. For livestock, Bukidnon posted a damage amounting to P9,753,535, Mis. Or., P7,135,550 and Mis. Occ., P265,500. Damage to fisheries also posted the

highest in Mis. Or. consisting of 35,000 of bangus and tilapia fish stocks, 120 units of fishing gear and 85 bags of fish feeds amounting to P11,767,550. Meanwhile, Iligan City lost some 713 units of fishing gear such as motorized boats, ordinary fishing boats and fishing nets, amounting to P9,368,400, while Mis, Occ. lost a deep sea fish corral amounting to P273,323. In Bukidnon, 7.5 hectares of fish hatchery/nursery fish production, amounting to P1,587,050, was destroyed while four (4) units of non-motorized fishing boats worth P107,000 was lost in Camiguin.

Monkayo residents benefit from Army’s medical mission

DAVAO CITY– About 711 residents of Monkayo, Compostela Valley Province benefited from the medi-cal and dental mission spearhead-ed by the 25th Infantry Battalion of the Philippine Army in collabo-ration with the local government unit (LGU). The weeklong medical mission that started on Monday covered four barangays to include Tubo-tubo, Babag, Union and Naboc in the municipality of Monkayo. The mission consisted of minor surgeries including circumcision, medical and dental check-up to include tooth extraction among others. 25th IB Commanding Officer Lt. Col. Cesar A. Molina commended the contribution of the Municipal Health

Office (MHO) of Monkayo and the medical and dental teams of the 10th Infantry Division’s and the Eastern Mindanao Command. “This is a joint effort with our partners who never fail to provide assistance in delivering basic services to the residents of far flung areas,” Lt. Col. Molina stated. He said that there will be more concerted efforts to be conducted through the Peace and Development Outreach Program (PDOP). “You can expect that more communities will benefit and that more needs be addressed thru PDOP that is why we continue to collaborate our efforts with the LGUs,” Lt. According to DSWD-ARMM assistant regional secretary Pombaen Kader, P1.9 billion in stimulus fund has been released to the autonomous region for various programs and projects that include core shelters, day care centers, supplemental feeding, cash for work, and livelihood assistance.

Under the core shelter program, Kader said, is the construction of 100 houses for victims of flashfloods in June last year in the town of Mother Kabuntalan, Maguindanao.

Kader said, member-beneficiaries of the neighborhood association in the said area are undertaking the construction of houses as part of the campaign advocating unity, sense of responsibility, and belongingness.

“Ang mga beneficiaries na miyembro ng n e i g h b o r h o o d association ang nagtatrabaho sa konstruksiyon sa ilalim ng food-for-work program ng DSWD and we are inculcating in them iyung value ng sense of responsibility and belongingness

DOST-12 upgrades skills of trainers on formulation of personal care productsKORONADAL CITY, South Cotabato — Department of Science and Technoloy 12 (DOST-12) recently trained local personnel to enhance their technical competencies as trainers in production of personal care products In line with the agency’s thrust to develop the halal industry.

The training is part of the continuing effort of the agency to encourage micro, small and medium enterprises (MSMEs) in the regionto venture into producing products at the village level by organizations

such as women’s groups or cooperatives but with preparation for possible global marketing.

This is also in support of the national direction to promote halal-compliant products, which is a multi-billion

“These are highly profitable products that can be sustained given the vast coconut and oil palm plantations in the region,” she said.

Coconut and oil palm are major sources of edible oil, a major ingredient in the production of halal personal care products.

Region 12 should be able to continuously innovate on application of new technologies and manufacturing of products that should boost the region’s identity, she said.

“Our goal is to help create a niche in the market for being competitive and unique,” she said.

She emphasized that innovation plays a key role to ensure value-

oriented products, with primary consideration on the safety and health of consumers who will be using them.

The training featured hands-on formulation of health care products by the DOST personnel who underwent the training.

Resources persons were Dr. Rosalinda C. Torres, Ms. Lilibeth C. Hermosura, Ms. Evelyn B. Manongsong and Ms. Carmencita O. Manalo, all from the Chemicals & Energy Division of ITDI-DOST.

They also discussed the socio-economic benefits, market potentials, the supply and demand value chain, and the source of the raw materials for personal health care products.

After the training sessions, participants were able to formulate different specialty and

Construction of PhilSci in Koronadal to start soon by Dani Doguiles

KORONADAL CITY, South Cotabato, Feb 11 -- South Cotabato Gov. Arthur Y. Pingoy Jr. has confirmed that the construction of the Philippine Science High School (PSHS) Koronadal City campus will begin soon.

Pingoy announced in a radio interview that Dr. Josette Talamera-Biyo , executive director of PSHS, has informed him through a text message that construction of the PSHS campus at Barangay Paraiso has been given the go signal.

PSHS Koronadal Campus will be built on the 4.5-hectare lot that the provincial LGU has acquired at cost of P7.3 million

and donated to the Department of Science and Technology- 12 .

Once completed, the campus will be situated near the international halal laboratory, another facility of DOST-12 which will ensure the country’s participation in the multi-billion dollar global halal market.

Construction of the classrooms, laboratories and other facilities as well as the procurement of the equipment will

be funded mostly by DOST where the PSHS educational system belongs.

But Gov. Pingoy announced Rep. Carol Jayne Lopez of the Youth Against Corruption and Poverty (YACAP) party-list group has pledged P5 million for the construction of the school building.

“I hope other congressmen will also donate funds the PSHS,” Pingoy said.

He has also requested the Sangguniang Panlalawigan to allocate more funds to make sure that classrooms, dormitories and other facilities will be ready by the target inauguration and beginning of classes in June 2013.

Unlike most high schools in the country, PSHS was created for the purpose of giving an education highly enriched in science and mathematics to exceptionally gifted Filipino children.

PSHS website says its core curriculum “is packed with science and mathematics courses, allowing the student to maximize their potential i n t e l l e c t u a l skills. This is balanced by rich humanities course offerings which foster the full growth of each individual personality.

“ T h e science and mathematics subjects are g e n e r a l l y a d v a n c e d .

Each year starting in the second year, the students take Biology, Chemistry and Physics as separate subjects. Computer Science is offered in all year levels.”

All students of PSHS schools are scholars who enjoy free tuition fee, free loan of text books, monthly stipend, and uniform, transportation and living allowances for low income groups.

Grade 6 or 7 students who belong to the upper 10% of the graduating class and does not have a grade below 80% could take the PSHS national competitive examination, which

determines entrance to the school system.

If an applicant does not belong to the top 10%, he/she could still take the NCE if he/she has special aptitude in math and science as evidenced by the report card, with at least final grade of 85 in science and math and 80 in all other subjects.

The plan for the establishment of a PSHS campus in Koronadal was endorsed by the Regional Development Council.

The PSHS campus nearest to South Cotabato is in Tugbok, Davao City .

Its main campus is in Diliman, Quezon

BJMP-Caraga installs CCTV cameras in all jails in the region

BUTUAN CITY- Officials of Bureau of Jail Management and Penology (BJMP) - Caraga are installing closed circuit television (CCTV) cameras to all provincial jails in the region.

BJMP assistant regional director Jail Inspector Dario Campos said that to date, CCTV cameras have already been installed in three out of five provincial jails in the region. Campos said that with the successful installation of these cameras in three provinces, they will see

to it that the remaining two provincial jails will be installed with the same monitoring device within the year. The official said they have already coordinated with the concerned local government units for their financial support so that installation will be completed as scheduled. Campos said

installation of said cameras will help jail officers monitor what is happening within and around the jail premises. Other than the monitoring function the CCTV provides, it also gives the inmates a sense of security, as jail officers can immediately respond if any untoward incident happens.
