The partnership aims not only for the construction of ordinary shelter for the residents of Iligan City affected by Typhoon Sendong (internationally known as Washi), and to build homes and communities that are resilient to flooding and other disaster risks as well. It was on December 17, 2011 that Sendong caused massive destruction and loss of life in Iligan City. More than 5,000 thousand families are currently in need of shelter and a new home while another more than 14,000 families are in need of repair assistance for their partially damaged homes. Some of the areas with houses washed out and heavily damaged by the flood with rampaging logs, have been declared danger zones requiring relocation of the affected families. And while some areas affected are still safe for settlement and shelter reconstruction but flooding may still be a risk in the future. We have an initial 100 units of the Flood and Climate Change-Resilient Shelter to be built in the one-hectare relocation site within the Good

Shepherd Homes and Eco-Village in Barangay Abuno, this city, and 200

units on-site or in declared safe areas within the affected

barangays, said Regina Salvador-

Thus, with support from the Catholic Agency for Overseas Development (CAFOD), and with the United Architects of the Philippines (UAP)-Iligan Chapter, VSO-Bahaginan Foundation, Sentro sa Maayong Magbalantay (SMMI), Radya Al Salam (RASFI), Kaabag Ranaw, Inc. (KRI), Peacebuilders Community, Inc (PBCI), Mindanao Peace Partners (MPP), Office of the Maranao and Higaonon Cultural Communities (OMaHCC), and Kilos na Nagkakaisang Iangat Para sa Kabuuang Pag-unlad ng Nakar (KINIPAN), have forged collaboration with the city government for the construction of Flood and Climate Change Resilient Shelter.

Antiquesa, together with Juanito Enriquez Jr, Managing director of the Civil Society Organization–Forum for Peace and Archt. Lord Jay T. Loma of United Architect of the Philippines, conferred with Lone District of Iligan Representative Vicente Belmonte, Jr. who committed P2-million from his Priority Development Assistance Fund (PDAF) for the construction of another 300 core shelters for the other relocation area in Barangay Abuno. “I am willing to assist this project by getting additional financial support from my colleagues in the Congress and friends from the private sector,” the Congressman expressed. The shelter is designed by the UAP-Iligan Chapter and the relocation site in Abuno is donated by the SMMI.

Benefits of the Sendong-Resilient Shelter design

• Floor space is 30 sq.m. (not including the space under the house on the ground floor).• House is on solid cement stilts and foundation designed to weather floods.• The house will consist mainly of wood (flooring, walls, stairs) which

means it is breathable, repairable and flexible for amendments and

attachments.• The house allows for a

rainwater harvesting and reservoir, a

susta inable

source of water which can be used for flushing, washing and watering plants. • Considering Iligan’s hot climate there is room for air to flow through the house.• The space beneath the house can offer families a space for livelihood activities or storage, expanding the overall living area.• The shelter is designed with potential escape routes for emergency (including the roof area).• Shall be utilizing heavily the recovered logs, swept by the Sendong flashflood, that

affected people and damaged houses and properties.• The house design is not only resilient to flooding but to the other impact of climate change as well. The project that shall be heavily utilizing lumber from the recovered logs aims not to only build shelters but to build safer homes and communities that are resilient to flooding and other disaster risks. And to ensure total development, psychosocial and socio-economic development intervention as well as actions for environmental protection, climate change mitigation and adaptation and disaster risk reduction shall also be initiated in these communities.

Logs of Destruction to Reconstruction

As locals in Iligan City know, many logs were swept away in the storm, which caused much destruction and loss of life. ECOWEB with the City Government of Iligan through the City Environment and Management Office (CEMO) and the Department of Public Works and Highways (DPWH) have recovered these logs so the

lumber could be used for repair and construction of shelter for flood

affected communities. With the idea of using

the killer logs for the reconstruct ion

and rebuilding

homes f o r S e n d o n g victims some local and international agencies come in and express willingness to support. With the purpose of rebuilding homes for Sendong survivors maximizing the killer logs, the Catholic Agency for Overseas Development (CAFOD) based in United Kingdom committed to pour in P6-million for rebuilding homes in Iligan. In line with this idea, the Safer Homes Coalition has been organized and provided support in kind within the limit of their organizational capacities on technical matters.

In a way, the very logs that caused destruction will now keep people safe and dry! Furthermore, this project’s dependency on the lumber means these natural resources will not go to waste. We are aiming at building 300 floods and climate change resilient houses a reality, and we need sponsors and kind hearted groups or individuals to get involved, said Antequisa. Lumber from recovered logs shall constitute about 50% of the shelter material. The local government of Iligan will provide additional materials for the construction of the shelter. Each shelter unit costs about P204,000. The combined contributions from the project partners bring the total shelter cost down to P55,000 each for interested sponsors. Sponsor could also donate P15,000 for developing disaster-resilient socio-economic project and psychosocial services for the recipient family.

Disaster Risk Reduction and Climate Action (DRR-CA) ECOWEB works for localizing response to global concerns about climate change and the increasing vulnerability of communities to both natural and human-made hazards. This program

promotes Community-Managed Disaster Risk Reduction (CMDRR)

in addressing disaster risks and initiating climate

change adaptation measures.

It works for

mainstreaming DRR in local government land use and development planning and for community-based biodiversity conservation and rational utilization of natural resources.

Malacañang expressed appreciation over the move of the Right to Know, Right Now coalition to welcome the submission of President Benigno S. Aquino III’s administration of its proposed substitute Freedom

of Information (FOI) bill to the Lower House. “We undertook our

task in good faith, and we very much appreciate the coalition recognizing this,” Presidential C o m m u n i c a t i o n s Development and Strategic

Planning Office (PCDSPO) Undersecretary Manuel L. Quezon III said in a statement which was read by D e p u t y

Presidential Spokesperson Abigail Valte during the regular press briefing in Malacanang on Wednesday.

The Right to Know, Right Now coalition, a network of 150 civic and media groups,

is pushing for the passage of an FOI law.“From the very start, as we who

comprised the Study Group told the coalition, we hoped that the process of engaging civil society and media as we undertook our work, would serve as a confidence-building exercise,” Quezon said.

“Together with the coalition, we look forward to the House and the Senate in turn doing their part to make FOI legislation one of the crowning achievements of the 15th Congress,” he added.

Last February 3, President Aquino said his administration has submitted a substitute FOI to their allies in the lower house for the eventual passage of the legislation aimed at having wider public access to government information.

In a statement released on Wednesday, the Right to Know, Right Now! Coalition welcomes the recent public endorsement by President Aquino

of the passage of the FOI law and the release of the executive’s final proposed bill.

The coalition said the President’s endorsement of the proposed FOI bill achieves two things -- First, the President’s endorsement removes the main reason why the bill has been stalled in the legislative wringer, particularly at the House of Representatives.

Second, President Aquino’s endorsement resolves the “concerns” about the bill, thereby reducing the danger of a Presidential veto.

“Yet most important of all, the endorsement reaffirms the Aquino administration’s commitment to transparency, accountability, and good governance, and clears the way for the long-overdue passage of the FOI law as

part of the larger struggle to advance our human right to information,” the FOI advocates said. (JS)

Aquino asks Filipino youth to partner with government in reforming the country

President Benigno S. Aquino III asked the country’s youth Thursday to help his administration in realizing the dream of having a better country that they will inherit in the future.

During the Pulong Bayan ng Pangulo and kick-off event for the 26th anniversary celebration of the Edsa People Power Revolution at the La Consolacion College in Manila, the President admired the Filipino youth for their wit and enthusiasm in reforming the country noting that as their elder, it is his duty to prepare them for a better future.

“Kami po nauna sa inyo, papel namin isaayos hangga’t sa abot ng aming makakaya iyong ipapamana sa inyo. Pero puwede naman ninyo kaming tulungan para pagandahin iyong ipapamana sa inyo,” he said.

“Huwag nating kalimutan, ano iyong imahe ni Juan Tamad, hindi ko

sinasabing may mga tamad po dito, pero hanggang ngayon,

hindi ko maintindihan, bakit naiisip na mas ipakita iyong masama sa Pilipino,” he added.

The President also said that sometimes it is lonely at the top and this is the reason he always wants to talk to the people to know their pulse and aspirations for the country.

“Kung minsan malungkot po iyong nasa itaas at importante po sa akin makalapit sa taumbayan, malaman iyong kanilang iniisip at kumilos kaalinsunod sa kagustuhan ng ating mga Boss,” he said.

The Chief Executive said that

before he run for the presidency in 2010, he contemplated on whether to seriously consider joining the race or be silent at the sidelines.

But he said he opted to run believing that joining the people in their quest for reform and change is better than being silent and part of the problem.

“Uulitin ko po, mangyayari po iyong kinabukasan sa ginagawa natin ngayon. Nasa atin pong kamay iyan. Maraming

salamat po sa inyong pakikinig,” the President said in concluding his

Following the low pressure area which continuously affects Southern Mindanao, the City Disaster Risk Reduction and Management Council (CDRRMC) has declared flood alert level 1 here as water level in Agusan River has risen to 2.05

meters.

In a radio interview with Eugene Boco, operations officer of CDRRMC-Butuan, he said as of 8:00 a.m. today, water level in Agusan River measured 2.05 meters, prompting the city government through CDRRMC to declare flood alert level 1 or the code blue alert. Boco further said this is probably because of the high tide which occurred at 5:04 a.m. and measured at 0.4 meters. The official added that according to their sources, since flooding also occurred in some portions in Agusan del

Sur, Compostella Valley Province and in Davao del Norte, it is expected that water level in Agusan River will rise. With this, the official warned the public to be vigilant for possible flashflood, as the local government is aiming for a zero casualty. Meantime, an unconfirmed report revealed that a certain Danilo Logramonte, 38 years old from Brgy. Maon here hewed wood in the neighboring barangay of San Vicente and accidentally fell on the Agusan River. The official said

they have already conducted ocular inspection on the surface of the river, particularly along the river bank in Brgy. San Vicente but as of press time, the victim is still nowhere to be found. However, he said the Butuan Search and Rescue Team (BUSART) will continue

the search and rescue operations today. In a related development, water level in Lake Mainit within the boundary of Agusan del Norte and Surigao del Norte has also risen prompting residents in the low-lying barangays in the said area to evacuate. According to Regional DRRMC chair Dr. Blanche Gobenciong, Office of Civil Defense (OCD)-Caraga Regional Director, 24 familes or 140 individuals have already evacuated in the municipality of Jabonga.

BUTUAN CITY -- Twenty-eight families were evacuated from Jabonga, Agusan del Norte as water level in Lake Mainit rose due to the continuous rains brought about by the Low Pressure Area being experienced in Caraga. According to Caraga Regional Disaster Risk Reduction and Management Council (RDRRMC) chair and Office of the Civil Defense (OCD) Regional Director Dr. Blanche T. Gobenciong, four barangays in the municipality of Jabonga located in low-lying areas were already affected. These include the barangays of Poblacion, Colorado, Tagbuyawan, and Bonga. Gobenciong reported 28 families or 140 individuals have already been evacuated in the two barangays:

Poblacion – 16 families or 80 persons, and Bonga with 12 families or 60 persons. DRRMC in Jabonga has already activated and prepared their evacuation centers such as the municipal gym, the senior citizens building, and the old municipal building. Barangay Bonga, on the other hand, is using the Bonga Elementary School as an evacuation center. Also, the RDRRMC is constantly in touch with the local DRRMCs for the status in their areas of responsibility and to alert

them for possible landslides and flashfloods. The RDRRMC Operations Center maintains its 24/7 monitoring and continues to disseminate warnings and advisories through text blasts or SMS to member agencies, local DRRMCs, and local media in the region. Meanwhile, the Philippine Information Agency is also assisting the RDRRMC round-the-clock in the dissemination of information in the form of warnings and advisories to its recipients in the region.

At 2:00 am today, The Low Pressure Area (LPA) was estimated based on satellite and surface data at 100 km East of Southern Mindanao (7.0°N, 127.5°E).

BUTUAN CITY -- Butuan City was awarded as one of the Top 50 Outstanding Municipalities/Cities of the Agri-Pinoy Rice Achievers Awards for 2011 in a ceremony held last Friday, February 10, 2012 at the Philippine International Convention Center (PICC) in Manila with Agriculture Secretary Proceso Alcala as guest of honor.

According to Mayor Ferdinand M. Amante Jr, who received the award, the P1 million cash award will be spent on the city’s Organic Farming Program to further enhance rice production. Butuan City’s rice production rose drastically from 2.6 metric tons in

2010 to 5.1 metric tons in 2011. Joining Amante at the awarding ceremony were DA-13 Regional Executive Director Edna Mabeza, City Agriculturist Alberto Buca, and Gertrudes Fortun of the City Agriculture Office who also received an award as one of the Outstanding

Agricultural Extension Workers. Fortun received P20,000. Other awardees from the Caraga Region are the Municipality of Trento and the Provinces of Agusan del Sur and Surigao del Sur. (NCLM/CMO-PIO/Butuan-PIO)

This declared Mayor Samuel Co in his message during the mass civil wedding dubbed “Kasalan ng Bayan” (KB) 2012 on Tuesday at the city commercial center (C3) here. Speaking before the 115 pairs of couples, Co who administered KB for the straight 8 years, said your marriage partner will be the first to see you in the morning and the last to see you at night. “You will eventually know all his or her failures and shortcomings, his or her faults and frustrations. There is little that you will be

able to hide from him or her,” he added. The ‘Kasalan ng Bayan’, is an annual activity of the city government offered to the less privileged unwed couples who are residents in the city to receive patrimony of marriage. The Co administration has institutionalized the free mass civil wedding as modest gift to underprivileged couples who could not afford a respectable and or even dream wedding. Co hoped that their partners will be their strong tower, comforter and inspiration. “I hope that your partner will be your strong tower, your comforter, your inspiration and your joy, someone who can roll with the punches and who can accept change graciously,” Co said. Co urged to newly-wed couples to live together happily, obseve mutual love, respect and fidelity, and render mutual help and support. Meanwhile, city civil registrar Leonardo Acorda was grateful of the

Acorda noticed there were still many couples who are not legally married as manifested in the birth certificates filed in local civil registry office. “I have observed that during the processing of birth registration of children in our office, parent’s marital status marked ‘not married,” Acorda said. “We hope that those unmarried couples will avail this laudable program of the government for them not to spend money on their marriage,” Acorda urged. Among those present in the ceremony were the city councilors and Dr. Adelaida Cuarte, the provincial statistics officer, principal sponsors, parents and relatives of the contracting parties. In its regular session held Tues-day, the city council called on the DCWD management to protect its water sources against groups who might try to sabotage the water sup-ply in the city. City councilor James Cyril Ruiz raised the issue that water sources could be targets of terror groups to sow chaos “especially that election time is fast approaching.” The city government is now in the process of crafting its com-prehensive public safety plan which aims to give its constituents utmost protection against terror groups as well as against natural and man-made calamities. DIPOLOG CITY - As part of this city’s Public Safety Plan (PSP), the city council has directed this week the Dipolog City Water District (DCWD) to come up with its own security plan to ensure the safety of the water to be supplied to its consumers.

In his speech, Dela Cruz stressed the importance of discipline to the soldiers. He wants everybody to go back to basics when it comes to “discipline in their actions, their time, the way they dress, and others that pertain to the good projection of a soldier”. He also gave a directive that prohibits drugs and that the use of these substances will not be tolerated and will be dealt with swiftly and effectively to the fullest extent provided for by law. He expressed his sincere appreciation to all Palaweños for their continuous support and cooperation to the Philippine Air Force’s projects and endeavors. Dela Cruz assumed his post as the 32nd Philippine Air Force Chief on January 10, 2012. During his assumption speech, he vowed that the PAF will be the wings of peace and defenders of freedom. He likewise committed to strengthen

the inner core values of integrity, service above self, teamwork and professionalism. The new commanding general also ensured the PAF’s capability and credibility in defending the country’s territorial integrity by pursuing programs that will upgrade the PAF. This year, the Philippine Air Force is slated to receive air assets that would greatly boost the morale of its people and their capacity in guarding the Philippines’ skies. RDC-X confers power supply for Laguindingan Airport operationby Peleta B. Abejo

The Regional Development Council

(RDC-X), through its Special Committee on the Laguindingan Airport Development Project (LADP), sought to ensure that power supply for the Laguindingan Airport would be sufficient once it starts operating in 2013.

In a meeting held Feb. 7, the National Grid Corporation of the Philippines disclosed that it has granted a temporary connection permit for the Misamis Oriental Electric Service Cooperative (MORESCO) I to energize its 10-MVA substation in Barangay Moog, Laguindingan. This is needed for the testing and commissioning of the airport facilities.

Meanwhile, MORESCO is awaiting the approval by the Energy Regulatory Commission of its application for capital expenditure to ensure permanent power supply for the commercial operation of the airport. Once approved, it will take MORESCO nine months to complete the alternate 69-kV line from Pagawan, Manticao to energize the Moog substation.

With the theme, “One HeART for Iligan,” this activity is aptly for those individuals and families affected by tropical storm Sendong, said City Councilor Michelle Sweet, Chairperson on Committee on History, Culture and the Arts in the city council. Hence, Councilor Sweet said she is now coordinating with the

different groups of artists in the city for the planned activities in line with the National Arts Month Month Celebration in Iligan (NAMCI) this entire month of February. Per Presidential Proclamation 683, series of 1991, National Arts Month is observed in the Philippines every month of February, Sweet cited. (CIO)

As of January 31, 2012, civil works for the LADP is reportedly 98.70% complete. The bid documents for the Air Navigation System and Support Facilities are currently under review by the Department of Transportation and Communications. Funds for the widening into six lanes of the Junction Butuan-Cagayan de Oro-Iligan Road and

Laguindingan Airport Road have already been appropriated. The Laguindingan seaport project is still under study. Governor Oscar Moreno, chair of the committee, urged all parties to coordinate closely with each other in order to facilitate implementation of plans pertaining to the operation of the Laguindingan Airport. Revised SALN requires more disclosures – CSCCAGAYAN DE ORO CITY - Public officials and employees will have to disclose more details in their Statement of Assets, Liabilities and Net Worth (SALN) starting this year. This is in pursuant to Civil Service Commission (CSC) Resolution No. 1100902 dated July 8, 2011 which provides for the guidelines in the use of the revised SALN for the year 2011 and onwards, as well as, CSC Memorandum Circular No. 19 which directs the use of the revised SALN form for the declaration year ending December 31, 2011, according to Atty. Lourdes Clavite-Vidal, regional director of CSC-Regional Office No. 10. Under the revised SALN, public officials and employees should declare their assets whether within or outside the country and real or personal, including the description of their real properties as to the kind, nature, exact location, acquisition mode and year, assessed value, fair market value, acquisition cost of land and/or building, and improvements made. Assets, whether tangible or intangible, denominated in foreign currency shall also be converted into the corresponding Philippine currency equivalent at the exchange rate prevailing as of December 31 of the preceding calendar year. Further, the nature of

liability, name of creditors, and the outstanding balance as of December 31 of the preceding year should also indicated while all sources of the declarant’s gross income whether derived from practice of profession, business, and the like should also be disclosed. A new feature of the revised SALN is the disclosure of the estimated amount of the declarant’s personal and family expenses and the declaration of income taxes paid. Public officials and employees, including his/her spouse, if married, and unmarried children below 18 years of age living in their households, should also declare their existing interest or connection in any business enterprise or entity, aside from income in government. The deadline for the filing of the revised SALN is set on April 30, 2012. Failure to submit the SALN is punishable by suspension for one (1) to six (6) months for the first offense, and dismissal from service for the second offense. Social sports school to rise for indigent kids in Sta. Cruz by Carina Cayon

A social sports school to benefit the vulnerable

children in this town would soon be developed with the assistance of two foundation groups from Spain. The non-government organization Anakk-Sta. Cruz has partnered with Spain’s Real Madrid Foundation and Mapfre Insular Foundation to provide education assistance and train the children beneficiaries of sports skills.

Anakk-Sta. Cruz executive director Pablo Tanuan said that the Anakk Social Sports Integration project puts together literacy program which initially started last year and a minimum infrastructure needed to implement the social sports programme. Tanuan said the literacy program offers a formal school support for those who want to go to formal school regularly, and an alternative learning

system for those higher age but low educational attainment who are willing to finish elementary and high school. Presently, he said there are 30 beneficiaries who are attending the ALS program, while 50 are in formal schooling to different elementary and secondary school in Sta. Cruz. There are 55 boys and 25 girls, he added. The children-recipients aged 10-17 years old are from the vulnerable sector who are at risk,

indigent, school drop-outs and out-of-school. Also included in the program are technical/vocational training for the higher age for occupation training, on-the-job training program, training after the technical skills and psycho-social and values formation program. Real Madrid Foundation, one of the world’s most prominent football organizations, will provide the sports training programme and the technical assistance for the school sports center. Anakk-Sta. Cruz will ensure to employ the foundation’s training programme which will be monitored and assessed by Real Madrid periodically. Mapfre Foundation, meanwhile, will shoulder the financial resources amounting to 16,000 Euros or about P9 million per year, said Mapfre chief executive officer and president Javier Warleta. He assured that the longevity of the assistance could be indefinite depending on the success of the project. “We feel that this strong social project would be sustainable

and long-term,” he stated. “Sports becomes a powerful tool to help children in need to have better lives and to become good citizens,” Warleta said during the launching of the project on February 4. The launching of the social sports school was done at the two-hectare area at Barangay Zone in Sta. Cruz which the municipal government has provided for the project’s football field. Mayor Joel Ray Lopez lauded the project, saying “this will help a lot in nurturing our youth and children in the field of sports, and in preparing them for the future.”“ The sports school will surely be another milestone for Davao del Sur,” Lopez stated. Davao could generate P60M in sports eventDAVAO CITY – This city is expected to generate P60 million in two weeks as 1,500 international golfers will visit Davao for the Philippine Airlines Interclub, the country’s longest-running team golf tournament. Golfers from the different parts of the country and various Filipino communities abroad will start coming in Davao City today for the two-week golf tournament organized by PAL. PAL’s vice president for marketing support Felix J. Cruz said participating golfers are expected to pour in about P53 million for hotel accommodations, transportation, meals, caddy and other golfing fees. PAL’s direct contribution could reach up to P7 million for lodging, meals and other expenses, Cruz said. Davao City Mayor Sara Duterte-Carpio in Wednesday’s (Feb. 15) press conference expressed gratitude to PAL for choosing the city to be the venue in this year’s PAL Interclub. She urged Davao locals to show hospitality and warm welcome to the visitors as this is one way of

Dr. Condrado Braña, chief of hospital of South Cotabato Provincial Hospital here said Philhealth’s plan to assign at least one nurse to every public hospital would mean a big improvement in the services they can give to health insurance beneficiaries.

“This would be a great help to our hospital staff because there will be a specific person who will be able to explain to patients about the availment process, assist in filling out forms, and even help in computing the amount of services that should be availed,” he said.

With a nurse assigned

to attend to Philhealth patients, hospital staff delegated to this work could be relieved of such duty and can be assigned to the actual jobs they were primarily hired for.

Dr. Braña explained that at present,government hospitals has to delegate a staff to assist Philhealth patients, and prepare documents for the claims.

“This move of Philhealth is a very good news to public hospitals, which are often understaffed,” he added.

Delays in the processing of claims could also be ironed out, Dr. Braña said,

because problems like insufficient information, miscalculations, wrong entries, and the like would be avoided.

Early this month, Philhealth president and chief executive officer Dr. Eduardo Banzon said Philhealth will hire at least 530 nurses under its Customer Assistance, Relations and Empowerment Staff (CARES) program.

They will be deployed to government hospitals all over the country.

Banzon added the program was conceptualized to employ some of the more than 298,000 jobless nurses.

Philhealth CARES nurses, who will be paid P15,000 monthly salary, will help ensure hassle-free availment of Philhealth benefits via spot eligibility checks in hospitals, expedite the documentary requirements of PhilHealth members in hospitals, and lessen the return-to-hospital benefit claims.

After the incident in 2010, Mayor Miguel asked DSWD for a P5.74 -million fund for the construction

of modified shelters for the victims of the calamity that killed at least four persons and injured six others.

Each shelter unit costs P70,000, he said.
