The distribution of farm implements was timely during the’Farmers and Fisherfolks Forum’ with more than 2,000 farmers and fisherfolks in attendance from the 22 towns ofLanaodel Norte. There were testimonies from some of the beneficiaries who expressed their gratitude to the assistance extended to them by the Department of Agriculture (DA). Leoncio Bagul, chairperson of Malingao Community Cooperative, who at the same time president of the Association of Barangay Council of Malingao, expressed his gratitude to the assistance brought in by the Department of Agriculture (DA) through the Provincial Agriculture’s Office and the Office of Lanao del Norte (LDN) First Congressional District.

“With the leadership of Sec.

Alcala in the department under the Aquino administration, his support to the agriculture sector of Lanaodel Norte is overwhelming, members of our

cooperative experience increased income because of the financial assistance extended as initial capital to production of coconet project, produce to prevent soil erosion,” said Bagul.

In his message, Secretary Alcala committed to immediately approve the local government unit-requested farm-to-market-road (FMR) projects worth P10M other trading areas.

Lanaodel Norte received P27-million worth of projects under the PAyapa at MAsaganangPamayaNAn (PAMANA) projects, P1.7-million worth of fishing equiptments from Bureau of Fisheries and Aquatic Resources (BFAR), P40-million worth of projects under the Bottom-Up-

Budgeting, and P76-million worth of Farm to Market Roads (FMR) projects.

Among the farm assistance given to local farmers after the forum were 2,000 packets of assorted vegetable seeds, 1,200 fruit-tree seedlings, 1,000 bags of certified seeds, 1,000 bags of corn seeds, 3 units of thresher, 3 units of power tillers, 1 unit of four-wheeler tractor, and 6 units of mechanical sheller.

At the end of the forum, participants were in all-smiles as they waited in the DA’s raffle draw bringing home their winning prizes of livestock animals like carabaos, cattles, piglets, and sheeps.

Other raffle-drawn prizes, through the Bureau of Fisheries and Aquatic Resources (BFAR), include five units of marine engine (5.5 horsepower), 15 sets bottom set gill nets, 10 sets of seaweed farm implements and additional five units of fiber glass boats.

“We are truly grateful to Sec. Alcala for being one of our most dependable allies. You have shown how much you value the farmers of Lanao del Norte and with every visit, for the fourth time, that you made here in the province, you

never failed to bring assistance from your department and its attached bureaus to our local farmers and fishermen here,” said First District Representative Imelda Quibranza-Dimaporo. Lanao del Norte has recorded 139% rice self-sufficiently level, more than the target-produce of DA Region 10, because of the farmers’ efforts, and DA’s bunch support to the province.

Other than Rep. Imelda Q. Dimaporo in the row of officials in the province who witnessed the ceremony were Vice-Governor ristyAtay, and some board members, including some coastal town mayors, this province. DA-10 Regional Director Lealyn Ramos was accompanied by her Asst. Regional Director ConstancioMaghanoy, Jr.

Under the PNoy administration, DA assistance to Lanaodel Norte amounting 1.5 billion, has benefited farmers and fisherfolks in the province’ 22 municipalities, said Ramos.

The turnoverwas held at the Mindanao Civic Center gymnasium, Barangay Sagadan, Tubod town, Lanaodel Norte on 15 February 2016.

DENR: PH committed to good forest governance

QUEZON CITY -- The Philippine government is committed to pursue policy objectives that will ensure the preservation of its forests and stop deforestation, Environment Secretary Ramon J.P. Paje said Tuesday. “Despite fiscal limitations,the Philippines is seriouslyendeavoring to preserve itsforests and reverse the trendof deforestation,” he said. “Wecontinuetopursuevitalreforms

through the imposition offorest protection measures andthe rehabilitation of denudedforestlands,”headded. Paje cited the NationalGreeningProgram(NGP)asamong

the measures the governmentis currently implementing toachieve its targets on forestrehabilitation.

Since2011,hesaid,atotalof 1,351,803 hectares of landhavebeen reforestedunder theNGP, which is also part of thegovernment’s climate changemitigation and adaptationinitiatives.

“The NGP goal is to plant1.5 billion trees in 1.5 millionhectaresfrom2011-2016.Uponcompletion, thiswould translateto an absorption capacity of 30million tons of carbon dioxideannually,”Pajepointedout.

Aside from the NGP, theAquino administration alsopursued an intensified anti-illegal logging campaign whichsignificantlyreducedby88percentthenumberofmunicipalitiesandcities in the country consideredasillegallogginghotspots. During the event that was

attended by more than 1,000delegatesfromover30countries,Paje expressed the willingnessof the Philippine delegation to“shareourexperiencesandbestpractices”onforestgovernance. Paje also noted the “boldsteps” undertaken by othernations within the Asia-Pacificregion to combat deforestation,aspointedoutinthe2015GlobalForest Resources AssessmentmadebytheUnitedNations’Foodand Agriculture Organization(FAO).

Citing the FAO report, Pajesaid that eight of 10 countriesreported to have the greatestannual forest area gain aremember countries of the AsiaPacific Forestry Commission(APFC),includingthePhilippines,whichwasrankedfifthinthelist. Despite such gains, Pajelamented that deforestationstilloccurs insomepartsoftheregion,thusrequiringinnovation

inforestgovernance.

“What is called for at thisrapidly changing time is adynamic and adaptable forestmanagementparadigmthatcanadapttotheneedsofthetimes,”Pajesaid.

The environment chief alsocalledformoreeffortsininformingthe public that “reducingdeforestationisnotincompatiblewitheconomicdevelopment.”

“Forestsandtheecosystemservices they provide serve toensure the productivity in theother economic sectors and theverysurvivalofforest-dependentcommunities in our region,” hesaid.

Pajeexpressedhisgratitudeto delegates from 33 countriesin the Asia Pacific region forgiving the Philippines, throughtheDepartment of Environmentand Natural Resources, theopportunity to host the 26th

sessionoftheAPFCwithFAO.

He also acknowledged theparticipationofsoontobeAPFCmembers Brunei Darussalamand the Democratic PeoplesRepublic of Korea, internationaldevelopment agencies like theUN Forum on Forests and theInternational Tropical TimberOrganization, and other partnerorganizations. Paje said the AFFW wasindeeda“goldenopportunity”tobring together a large numberof stakeholders under a singleroof to deliberate on forestryissues of mutual concern, aswellastodevelopprogramsforcollaborativeaction. “The PPP Center willcontinuewithitstaskofvetting,recommendingandimplementingvital infrastructure projects,”Presidential CommunicationsSecretary Sonny Coloma said.“During thepastfive-and-a-halfyears,theCenterhasestablishedits capability to perform itsmandate,andhasgainedglobalrecognitioninimplementingbestpractices.”

Coloma said that Canilaohas “performed exemplarily astheCenterhasearnedincreasedinvestor confidence andenhanced the country’s overallcompetitiveness especially intheareaofpublic infrastructureduringherwatch.”

Citing the PPP Center, hesaid“thegovernmentiscurrentlybidding out 14 PPP projectswhich include five regionalairports,aprison facility,aportmodernizationandwaterproject,expresswaydike,twoinformationtechnology (IT) projects, and

threerailprojects.”

All 14 PPP Projects havea total estimated value ofP556.56billion.Colomasaidthatthese projects have been dulyexempted fromtheCommissionon Elections (COMELEC) banof “transfer or movement ofofficers and employees in thecivilservice”thiselectionperiodas promulgated in ComelecResolutionNo.9981.

MANILA-- Speaker Feliciano Belmonte Jr. led the House of Representatives in giving recognition to the Government of Italy and its ambassador to the country for their PhP1.65-billion financial assistance for various projects to help more than 18,000 agrarian reform beneficiaries (ARBs) in Mindanao. Belmonte bestowed therecognition during the recentcourtesy visit to Congress of

BelmontepresentedRoscignoacopyofHouseResolution242,which conveys the gratitude oftheHouseofRepresentativestothe Italian government for itsfinancial assistance to agrarianreformcommunitiesinMindanaothroughtheItalianAssistancetotheAgrarianReformCommunityDevelopment Support Program(IARCDSP).

HouseResolution242,whichsubstituted HR 2455 principallyauthored by Rep. WinstonCastelo (2nd District, QuezonCity),wasadoptedbytheHouselastNovember11,2015.

The Speaker said Housemembers are very enthusiasticand grateful for the assistanceof the Italian government.“We approved the resolution torecognizetheGovernmentofItalyandAmbassadorRoscignoforthisproject.I’mveryhonoredtogiveyou a copy of this resolution,”saidtheSpeaker.

Looking at the list ofbeneficiaries, Belmonte saidit was laudable for the Italiangovernment to have chosenbeneficiaries of the financial

assistance from Mindanao, “Infactwhenwe look at the areascovered by the project, someof the poorest provinces arethere.Really, I’mglad that youchose them to be among therecipients of your assistance,”saidBelmonte.

TheSpeakersaidthatwhatmany regret is that aftermanyyears and to a large extent,Mindanao remains a Land ofPromise.“ButitshouldbeaLandof Fulfillment already,” said theSpeaker.

Castelo said lawmakersare very pleased because theMindanao project is a reflectionof thegenerosity of the FilipinopeoplewiththehelpoftheItaliangovernmentthroughRoscigno.

“This is begins a strongsolidarity and mutual supportbetween the Italian andPhilippine governments, Manyof my constituents come fromMindanaoandtheyhaverelativestherewhowill benefit from theproject,”saidCastelo.

Roscigno said the financialassistance from the Italiangovernmentwillbeusedinvariousprojects under the IARCDSP,

including entrepreneurship,agricultural production andenhancement,accesstomarkets,small infrastructural works, andcapacity-buildingoftheagrarianreformbeneficiaries.

“That’sthebestwaytocreatesomething sustainable. We areveryproudofthisproject.Thiswillalsocontributetothefacilitationofthepeaceprocess.Unlessyouoffer livelihood to the farmers,there cannot be peace withoutit (livelihood).We hopewe cancontributetothatpurpose,”saidRoscigno.

House Resolution 242 citedthatinMarch2011,aspartoftheEuropeanUnion’ssupportforthepeaceanddevelopmentprocessin Mindanao, the Governmentof theRepublicof Italyand theDepartment of Agrarian Reform(DARenteredintoaMemorandum

of Agreement to undertake theIARCDSP.

The IARCDSP is a six-year project, which is beingimplementedfrom2013to2019,and aims to alleviate poverty,accelerate the peace process inMindanao,andpromoteinclusivegrowth.

The IARCDSP will benefit18,058 agrarian reformbeneficiariesin35agrarianreformcommunities,oratleast53,000householdsinRegionXIIandintheAutonomousRegionofMuslimMindanao(ARMM),covering theprovinces of Sarangani, SultanKudarat,MaguindanaoandLanaodelSur.

Of the total project cost ofPhP2.52 billion, about PhP1.65billionhasbeensourcedfromtheGovernmentofItalyintheform

of loans amounting to PhP1.57billion and grants totalingPhP81.04 million. Meanwhile,the Philippine government hasfunded PhP866.31 million, withPhP61.39 million coming fromthe National Government/DARandPhP804.92million fromtheconcernedLGUs.

The IARCDSP is envisionedtoimprovethelivingconditionsofthecommunitieswheretheprojectwill be implemented throughthe provision of infrastructurefacilities, such as potablewatersystems, irrigation systems,farm-to-market roads, bridges,andpost-harvestfacilitieswhichwill result inhigher cropyields,more efficient marketability ofcrops and consequently higherhouseholdincomesandimprovedaccesstoservices.

The four components ofthe IARCDSP are: CommunityInfrastructure DevelopmentSupport for the provisionof economic and socialinfrastructures; Agri-EnterpriseDevelopment Support for theprovision of investment supportto agri-based rural enterpriseand micro-finance; LocalCapacityBuildingSupportfortheempowermentandstrengthening

of farmers’ organizations andthe LGUs in terms of planningand project implementation;and Project Management forthe overall management of theprocess through the projectmanagementunitsinthecentral,regionalandprovinciallevels.

Community, humanity theme in DAVRAA 2016 closing

TAGUM CITY, Davao del Norte- Under the searing heat of the after-noon sun, the 2016 Davao Region Athletic Association (DAVRAA) Games came to a lively and festive end, reinvigorating the sense of community and humanity among thousands of delegates from the 10 schools divisions of the Davao Region.

Therewasno traceofhos-tilitiesinthefacesoftheathletesafter battling it out in the five-dayfriendlycompetition.Thereisonlyanauraofpeace,harmonyandhappiness,astheymarchedintotheDavaodelNorteSportsandTourismComplex(DNSTC)inhighspirits forthecolorfulcon-clusionofthegames.

These LPG-refilledcanisters are usually bought byconsumersforhouseholduse. LPG,chemically,isamixtureoftwoflammablegases–60%propaneand 40% butane. Since this posesimminentdangertolifeandproperty,LPGmustbesecurelycontainedandsafelystored. In accordance with PhilippineNationalStandard (PNS)03-1:2000,only welded steel cylinders with awater capacity of one liter to 150liters are permitted for storage andtransportof liquefiedpetroleumgas.These steel cylinders, aside frombeing sturdier, have pressure reliefvalve. In contrast, canisters havelightweightandthinnermetalbodyinwhichjointsarejustbeingsoldered,andwithoutpressurereliefvalve. PursuanttoDepartmentCircularNo.2014-01-0001oftheDepartmentof Energy (DOE), no person shallengageinLPGindustryactivitywithoutsecuringfirstaStandardsCompliance

CertificateorSCC. The DOE Circular prohibitsthe sale of LPG on single-trip (non-refillable) containers and canisterswhichhavebeenpreviouslyfilledwithbutane.Italsoemphasizedthatsellingof LPG in inappropriate containersis prohibited and constitutes illegaltrading. Refillers, marketers, dealers,and retailers found to have violatedPNS 03-1:2000, DOE DC 2014-01-0001, and RA 7394 or theConsumerActofthePhilippinesshallbe administratively charged and amonetary fine shall be imposed upto three hundred thousand pesos(P300,000.00). As stipulated in thesaidDepartmentCircular,engaginginLPG industryactivitywithoutavalidSCCshallbepenalizedwithafineofP60,000.00. “I am urging the consumingpublicandLPGuserstorefrainfromutilizing LPG-refilled canisters forhouseholduseandavoidriskingyourproperty and life to destruction,”warnsDTI–LanaodelNorteProvincialDirectorRuelB.Paclipan.

approximately125,000localresidentsweredisplacedbecauseofintensifiedmilitaryoperationstopursueterroristelementsinthearea. Secretary Alamia also addedthat the regional government willstrictly monitor the implementationof the projects under HDAP. “Wehave a Project Management Officethatwilllookupandmonitorprojectimplementation and we expect thatthe different agencies will be abletocomplyintimeandinaccordancewith plans that have been drafted,”shesaid. The total initiative costs P1.2billion,whichincludesconstructionoffarmtomarketroads,watersystems,and livelihood projects, as well asother humanitarian assistance.Fundingcomes fromtheP2.3billionbudget allotted for projects to beimplemented in the province ofMaguindanao. Farmers’ coops in Lanao del Sur receive agri interventionsMARAWI CITY, Lanao del Sur – Accredited farmers’ cooperatives in the province received farming machineries, hybrid rice seeds, and Urea fertilizers from the Department of Agriculture and Fisheries of the Autonomous Region in Muslim Mindanao (DAF-ARMM) to increase their productivity.

Theseincludefourfarmtractorswithcompleteaccessories,13floatingtillers,10cassavagraterswithpresser,fourcornshellers,onehammermill,five corn planters, 3,500 bags ofhybridriceseeds,and7,000bagsofUreafertilizers.
