Background

Natural and human-induced disasters are becoming more frequent and climate change has further added to the unpredictability of these occurrences as well as their impact on civilization. The Philippine Government, through the National Disaster Risk Reduction Management Council (NDRRMC), is therefore faced with the challenges to intensify its vigilance in ensuring that disaster risks are prevented or minimized and is prepared to attend to the needs of the affected population when disaster and emergencies happen.

Incident Command System, a tool for effective disaster response

on Incident Command System (ICS) Capability Building for the ten (10) ASEAN Member States (AMS). ICS introduced to ASEAN Member States The ICS model introduced under the ASEAN-US Cooperation on Disaster Management provided the framework for adaptation of an appropriate and suitable model for on-scene disaster response and management system within the ASEAN member state respective jurisdictions, to facilitate joint disaster emergency response and interoperability among its members.ICS proven an effective tool in disaster response management The on-scene disaster management tool introduced to the Asean Member States under the cooperation has proven to be an effective disaster response mechanism at the scene level and has been utilized by the United States and adopted by a number of other countries. It is now emerging as the common international language of disaster response.PH adopts ICS In the Philippines, the NDRRMC, through the Office of the Civil Defense (OCD), took

the lead in the implementation of the ASEAN-US Cooperation on Disaster Management. Partner agencies are the Department of the Interior and Local Government-Bureau of Fire Protection (DILG-BFP), Department of Health (DOH), Department of Social Welfare and Development (DSWD), Philippine National Police (PNP), Armed Forces of the Philippines (AFP), Philippine Red Cross (PRC), Metro Manila Development

Authority (MMDA), Fire National Training Institute (FNTI), Subic Bay Metropolitan Authority (SBMA), the City Government of Olongapo, Davao City Rescue 911 and Amity Public Safety Academy (APSA).Thirty-two (32) participants from partner agencies have successfully completed Phase I and Phase II of the trainings and have been certified as ICS National Cadre of Instructors by the NDRRMC-OCD and United States Department of Agriculture – Forest Service (USDA-FS). They are now constituted as the core of the NDRRMC Incident Management Team (NIMT) who can be mobilized by the National Council, as necessary, to assist in on-scene disaster response and management in affected areas of the archipelago. In Zamboanga del Sur, as part

of the country’s existing on-scene disaster response system, OCD 9 headed by Regional Director Adriano D. Fuego conducted a three-day Basic/Intermediate Incident Command System training course on December 10-12, 2012 for the first batch and December 13-15 for the second batch at the Four Queens Resort, Pagadian CityForty-seven (47) participants from the clustered municipalities of Molave, Tambulig, Dumingag, Ramon Magsaysay, Josefina and Tukuran of the first district of Zamboanga del Sur and 52 participants from the municipalities of Tungawan, Alicia, Buug, Diplahan, Imelda and Payao of the province of Zamboanga Sibugay successfully completed the course and are now equipped with the basic skills in disaster response management. The training was facilitated by the ICS National Cadre of Instructors composed of Col. Mario Verner Monsanto, Consultant, Office of the Vice Mayor, Davao City; Dr. Joseph B. Bacareza, chief, Health and Emergency Management Division, BFP, Manila and OCD 9 Director Adriano D. Fuego.

Purisima, who served as a member of the Presidential Security Group protecting former President Corazon Aquino, replaces Police Director General Nicanor Bartolome who, after serving as Chief PNP for over a year, opted to retire today.

In his speech, President Aquino lauded Bartolome for his honest and dependable service which has strengthened the dignity of the police force and, as well as safety and peace of mind to the Filipino people.

“Nagpupugay tayo kay Director General Nicanor Bartolome; na sa loob ng mahigit isang taon ng pagiging mahusay na timon ng Philippine National Police, ay nanguna sa tapat at maaasahang serbisyo,” the President said.

“Tinanggap niya ang hamong itindig ang dangal ng ating kapulisan na tanging puso at hindi luho ang pinapairal; kapuwa, at hindi sarili ang pinagsisilbihan; katuwiran, at hindi transaksyonalismo ang pinapanigan,” he added.

The President also thanked Bartolome for his selfless act of retiring early in order to give Purisima a free hand to prepare for next year’s elections.

“Batid po ni Nic (Bartolome) ang kahalagahan ng maigting na pagpaplano, at pagsasakatuparan ng ating mabuting adhikain para sa mas nakakarami. Napaaga nga po ang kanyang pagbaba sa puwesto upang magbigay daan sa bagong lideratong nakatakdang magbantay sa darating na halalan. Kaakibat po nito ang sapat na panahon upang ihanda ang kapulisan para sa malinis at mapayapang eleksyon. Para kay Nic: Maraming salamat sa pagmamalasakit at pagkukusang pagsilbihan ang atin pong bayan. Mabuhay ka, Nic,” the President said.

The President expressed his utmost trust and confidence to Purisima, saying the new Chief PNP would always side with what is right and good and bring honor and prestige to the police force.

“Kaya naman mataas ang kompiyansa kong papanig lamang siya sa tama, at pihadong makapagdudulot siya ng katangi-tanging pagbabago sa hanay ng kapulisan kumpara sa sistemang amin pong minana. Dahil nga po sa kaniyang pambihirang inisyatiba’t paglilingkod—mula sa pagpapanday ng matibay na ugnayan ng pulisya at ng komunidad, hanggang sa paghihikayat sa pakikilahok ng pamayanan sa pagsugpo ng kriminalidad—kaliwa’t kanan po ang pagkilala’t parangal na kanya pong nakamit sa loob at labas ng bansa,” the President said.

He told Purisima that the first test of his leadership was to show to the people his dedication to the service by working towards further uplifting the image of the force.

“Ito nga marahil ang unang hamon sa inyong bagong liderato: Umaasa

ang taumbayan na maitataguyod natin ang kaayusan mula sa kasagsagan ng kampanya hanggang maidaos ang halalan. Ito ang layunin ng Secure and Fair Elections o SAFE 2013 na pinamumunuan mismo ni Deputy Director General Purisima,” the President said.

“Batid nating sa pamamagitan lamang ng malayang pagboto, malalaman ang totoong pasya ng sambayanan: Itutuloy ba natin ang pagtahak sa tuwid na daan, o susugal tayo sa mga umaambang ibalik tayo sa baluktot na sistema?” he added. PND (rck)

the doubts and speculations clouding the integrity of the country’s premiere police force as a true and dependable protector of the people.

The President issued the call during the Change of Command ceremony he spearheaded which formally installed Police Deputy Director General as acting chief of the PNP in Camp Crame, Quezon City on Tuesday.

“Kung nais nating mabura ang anino ng agam-agam at pagdududa ng publiko sa kapulisan, kailangang mag-ambag ang bawat pulis para umusbong ang kultura ng dangal at kabayanihan sa inyong hanay,” the President said.

“Kailangan ninyong maipabatid na kaligtasan nila ang itinataguyod ninyo; kailangang makaramdam ng kapanatagan, at hindi takot, ang publiko sa tuwing nakikita kayo,” he added noting that the PNP’s “Pulis N’yo Po sa Barangay,” a police-visibility program where 31,600 policemen have already been deployed to 4,000 barangays nationwide since November, is a positive step towards this goal.

He pointed out, however, the need to rid their ranks of rogue cops who taint the sterling image of the police force with their nefarious dealings, saying that they will be dealt with the fullest extent of the law.

He warned that the days of their

misdeeds is drawing near.“Mulat tayong sa kabila ng mga

reporma, may mga kabaro pa rin kayong nagbabahid ng mantsa sa inyong ahensya. Hindi po tayo makakapayag na ang mga inaasahang maglingkod sa bayan, ay sila pang pasimuno ng katiwalian,” the President said.

“Sa tuwid na landas, bawal ang mga parak na nagsisiga-sigaan; bawal ang mga unipormadong pulis na nagmamaneho nang walang helmet o lisensya pa; bawal ang mga utak ‘wang-wang’ na sagabal sa isinusulong nating reporma. Kung pulis kang tumatanggap ng suhol upang ipagkanulo ang kalikasan; kung pulis kang nagbubulag-bulagan sa ilegal na pagtotroso; kung pulis kang humihithit ng droga, o nagbebenta pa, o sangkot sa pagnanakaw at pangongotong, bilang na ang mga araw ninyo,” he added.

“Malinaw ang atas ko, at hindi optional ang pagsunod sa batas. Oras na mag-krus ang landas natin, hindi lang n’yo isu-surrender ang inyong tsapa’t uniporme. Papalitan pa natin iyan ng t-shirt na kulay orange at may malaking letrang ‘P’ sa likuran,” the President said. PND (rck)

“Sa kabila ng pagkasawi, hinihiling sa ating magbuklod at makiisa sa mga nawalan ng pag-asa; inaasahan tayong tumulong sa tunay na nangangailangan,” he said.

As the Christmas approaches, he also asked the filipino people to pray for those who are affected, so that they could bounce back and restart their lives normally.

The President said the Bulong Pulungan Christmas Party is a testament of unity in the country, and the will of the people to assist those who are in need as he thanked media organizations that raise money for the typhoon victims.

Despite the differences in views and positions, the President said, the government respects the press. He also reminded media practitioners that like those in government, the members of the press are also serving their real bosses—the Filipino people.

“Lagi lang sana nating tandaan ang inyong tungkulin sa lipunan ---ang makapaghatid ng makabuluhang balita at tumpak na impormasyon sa sambayanan. Magkakaiba man ang mga pinanggalingang pahayagan o

larangan, alam kong nasa iisang pahina lang ang ating adhikain ---ang makapagsilbi sa ating mga ‘Boss’ —ang taumbayan,” he said.

Despite the magnitude of the disaster, the President said, he sees the recent devastation as a challenge that the country must overcome noting that he’s more determined to make the people safer against natural calamities.

For instance, he said, the government now has a more enhanced weather monitoring system, timely asset repositioning, and a more improved relief and rescue operations.

In this connection, the President also vowed to energize the devastated areas before New Year.

As a response to the disaster, concerned government agencies are currently working hard to repair damaged infrastructures, provide relief assistance and restore electricity in disaster areas.

The public works and highways department already cleared roads and repaired bridges so that relief goods could reach the affected communities. PND (as)

DAVAO ORIENTAL- Provincial Gov. Corazon N. Malanyaon is gear-ing towards providing livelihood for residents affected by Typhoon Pablo saying tractors and other agriculture farm machine will be arriving middle of December to start preparing ground-work for agriculture rehabilitation. In a press conference, she revealed the initiative of the Department of Agriculture (DA) to borrow from other LGUs some farm equipment which can be used to clear farm fields from debris littered by Typhoon Pablo and eventually. This initiative came as Malanyaon pushed for immediate rehabilitation of livelihood of more than 47,000 internally displaced and affected residents who mostly are dependent on agriculture as their source of living. Meanwhile, Baganga incident commander Lt. Colonel Krishna Murti Mortela, aired the same intervention that could be appropriately be given

to the town where typhoon Pablo made a landfall, affecting 19,533 families. In a press conference at the Baganga Incident Command Post (ICP) in Baganga town Davao Oriental, Mortela welcomed donation of any kind of planting materials and vegetable seeds so “people can start producing food.” Reports from the Provincial Incident Command Post of Davao Oriental totaled damages to agriculture at P8,610,474,959.00. Of which, P8.2 billion is the toll on crops; P296 million, livestock and poultry; P14.5 million, fisheries; P17.7 million, post-harvest facilities. 2013 Musikahan Festival with a twist: VolunTourismTAGUM CITY - With the aftermath of typhoon Pablo and the rising death toll, Tagum City’s Musikahan Festival has been greatly affected by this tragedy. When people’s lives have been at risk and when eco-tourism destinations have been severely damaged, Musikahan cannot just let go of its social responsibility. Mayor Rey T. Uy stated that “we owe our progress to our neighboring towns; we as economic hub, these people buy their basic commodities to our city, shop their finest clothing, and spend their weekends to Tagum,” The Musikahan executive committee (Execom) led by Madam Alma Uy cannot simply stand deaf and dumb on the tragic scenario. “We have to reconstruct and re-orient our thrusts as we try to reclaim our shared future. Let us therefore help rebuild the devastated Compostela Valley,” she said. Compostela Valley extracts herself from the once undivided Davao del Norte, which Tagum has been the capital town for several decades. “We cannot deny that Compostela Valley is our sister province,” said Davao del Norte Governor Rodolfo P. del Rosario. With this new development of redirecting its vision, Musikahan

2013 will now highlight its campaign to support and assist the culturally diverse people of Compostela Valley.Musikahan organizers heed its call for volunteer artists to perform on nightly celebratory concerts for the victims of typhoon Pablo. Significantly, the “Arts for Therapy” is being eyed as artists will perform before the typhoon victims as a way of healing them during their debriefing periods. Fund-raising components are now being organized as it shifted the festive events into “Musical Events for a Cause.” A tourism-oriented event on tour package is being set to raise funds and as well as organizing bazaars for auctions to collect a significant amount for the typhoon victims. The Musikahan ExeCom is now forming strategies for convergence as it links with other LGUs and establishing its collaboration with NDRRMC, DSWD, and other assisting institutions. To sustain its framework on rehabilitation, the organizer pushes for more project-based partnership with several charitable institutions and foundations. Caraga MSMEs participate in the 67th PICPA Annual National Convention Trade Fair

BUTUAN CITY -- A total of 25 homegrown micro, small and medium enterprises (MSMEs) participated in the trade fair recently organized in support to this year’s 67th PICPA Annual National Convention held at the Almont Hotel’s Inland Resort, this city. The trade fair was also joined by 55 exhibitors from all parts of the country, some of them regular exhibitors of the PICPA National

Conventions and other national conventions. The four-day fair generated combined sales of almost P355,000

BUTUAN CITY -- Some P34.7 million-worth of investment leads from planned expansions was generated by 28 entrepreneurs from the region who participated in the recently concluded Planning for Expanding Business Training (PLANET) held at the Almont Hotel’s Inland Resort, this city.

Sales on opening day were low as technical sessions were conducted in separate venues outside of the hotel. However, it was a totally different scene on the second day when the technical sessions were transferred to the trade fair venue More than 1,900 participants huddled around the booths looking for things to buy as souvenirs and gifts/pasalubong. With the brisk sales, exhibitors had to extend

their store hours until 10 p.m. The same scenario was repeated on the succeeding days. Caraga exhibitors included De Lara Agsam Novelties of Lanuza, Surigao del Sur, Marge’s Hininang Tu of Cabadbaran, Agusan del, Butuan Pro-Food, Madyaw Kadyaw Souvenir Shoppe, Reyanne Jane’s Essence, Bundy Wine, Art Tribe Food & Crafts, and Blyth’s Food Products. The trade fair was a collaborative effort of PICPA-Agusan del Norte Chapter and the Department of Trade and Industry – Caraga.

Participants which included owners of micro-, small- and medium- enterprises (MSMEs) and board members and officers of enterprising cooperatives prepared 19 business plans with project costs ranging from P100,000 to P10 million. Some of the projects developed were additional capital for the cooperatives’ re-lending program, construction of poultry pre-fabricated building, expansion of sand and gravel quarrying through heavy equipment acquisitions, expansion to full production of lemongrass hydrosol and oil, among others. Planet is a training aimed at empowering MSMEs on how to prepare business plans that would increase their chances of availing loans from banks

and other financial institutions. After completing the course, participants are expected to be able to 1) explain the credit application procedure and financing scheme of credit institutions, 2) understand the different components of a business plan, 3) discuss the mechanics of preparing a business plan, and 4) prepare and present a business plan ready for credit application. The training was conducted by the UP Institute for Small Scale Industries in partnership with the Industrial Guarantee and Loan Fund through the Development Bank of the Philippines, and in coordination with the Department of Trade and Industry-Caraga.

Emergency loan will be made available to GSIS members living or working in the following areas in Mindanao and Visayas: Misamis Oriental, Bukidnon, Lanao del Sur, Lanao del Norte, Misamis Occidental, Zamboanga del Norte, Camiguin, Surigao del Norte, Siargao, Surigao del Sur, Dinagat Province, Agusan del Norte, Agusan del Sur, Davao del Norte, Samal Island, Compostela Valley, Davao Oriental, North Cotabato, Zamboanga del Sur, Zamboanga Sibugay, Maguindanao, Bohol, Siquijor, Southern Cebu, Southern Negros Oriental, Southern Negros Occidental, Southern Leyte, Antique, Iloilo, Camotes Island. Under the GSIS emergency loan program, each eligible member may borrow Php20,000, payable in three years in equal monthly instalment. The initial payment for the loan will start three months after the loan drawdown. Eligible members who may file for emergency loan include bona fide employees of the agency located in the declared calamity area or are resident of the declared calamity area; in active service and not on leave of absence without pay; have no pending criminal or administrative charges; have no arrears

in the payment of mandatory social insurance contributions; and have no loan that has been declared in default. Members may apply for the loan from December 7, 2012 to January 5, 2013, through the GWAPS kiosk using either the eCard or UMID eCard. Those with temporary eCards may apply over-the-counter in any GSIS office. Meanwhile, members who have existing emergency loans may be allowed to renew their emergency loan after payment of 12 monthly repayments but not later than the anniversary date of the previous loan. In August, the GSIS gave a supplemental budget of Php10 billion for the Loan Program. For any inquiry about the program, members may call the hotline number at 847.4747.

LGU-Bayog, MASS SPECC and MinDa conduct tree planting activity

BAYOG, Zamboanga del Sur – The local government unit of Bayog in partnership with the Mindanao Alliance of Self-Help Societies-Southern Mindanao Educational Cooperative Center (MASS-SPECC) through the Timbermines Multi-Purpose Cooperative (TIMMULCO) recently conducted a tree planting activity at Glupa Gulian Agro Tourism Park, Sitio Quibranza, Kahayagan, this municipality.

LGU-Bayog, MASS SPECC and MinDa conduct tree planting activity

An estimated area of 2.5 hectares of the park was planted with rubber trees, with more than 500 tree planters composed of rank and file employees of Bayog, DepEd teachers, barangay officials, faculty and students of the JH Cerilles State College and cooperative organizations. Mayor Leonardo L. Babasa, Jr. in his message said, “we plant trees to support the National Greening Program of the present administration to address the issues on global warming and climate change which we are facing today.” “I urge you to do some mitigation now before it is too late. Let us help in the advocacy to instill people’s awareness and to help

ensure environmental sustainability. Let us work together and plant trees even in our own backyards,” Mayor Babasa said. “This is not only for us but also for our children, for our children’s children and for generations yet to come,” Babasa added. He expressed his thanks to MASS SPECC for choosing his town as the planting site of this program among other municipalities in the Zamboanga Peninsula. The signing of a Memorandum of Agreement (MOA) between the Bayog-LGU and TIMMULCO capped the day which provided for the latter’s funding assistance in the amount of P25,000 per hectare for three years for the nurturing of the trees.

Department of Environment and Natural Resources (DENR) Information Chief Roservirico Tan in a statement said the five (5)-day training is being conducted December 17-21 at Chandler Suites Hotel, Pagadian City Tan said “Geo-Tagging is now being employed as a management tool in the NGP and has made a difference compared to monitoring and validating accomplishments from past reforestation efforts.” Tan explained Geo-Tagging (GT) is a technology that assists project validators in monitoring greening activities under the NGP even in far-flung areas. Tan further said, to gather data for the GT, the technology uses or utilizes equipment such as computers Global Positioning System (GPS)

units with cameras and cellular phones. “This new technology utilizes equipment such as Desktop or laptop computers, tablets, Global Positioning System (GPS) units with cameras and cellular phones to gather, input and upload spatial, textual and photo data and process them for a more simple and comprehensive presentation on-line or off-line,” Tan said. He enumerated, “GT utilizes and associates digital resources such as photos, website, and short message system with a physical location given in terms of longitude and latitude coordinates which can pinpoint any reforestation site with a high degree of precision, provide accurate data and make the information available to everyone.”
