These were among the ben-efits and services that the Serbi-syo Caravan delivered to residents of Nabunturan, Compostela Valley Province where the Association of Regional Executives of National Agencies (ARENA) XI conducted the second leg of its caravan of services last November 29.

Medical needs Compostela Valley Gov. Ar-turo T. Uy got overwhelmed with the presence of regional directors and the pool of services that they brought along with them. While expressing his grati-tude, he was also hoping that ARENA XI would come back next year and again haul government services to other towns in his prov-

ince. He particularly took note of the medical services as among the topmost needs of his people, and that he hoped that the medi-cal outreach would be done in lon-ger days so more people would be able to benefit from it. Mayor Romeo Clarin of Nabun-turan said he observed that more residents avail of the free surgery, medical and dental check-ups and medicines. Dr. James Dumdum who headed the medical outreach team in the caravan said the team had targeted to do ten major surgeries and 100 minor surgeries such as cyst excisions. A dozen surgeons, three an-esthesiologists, one pediatrician,

an ophthalmologist and an inter-nist volunteered their services during the ARENA Caravan medi-cal outreach in Nabunturan. The Davao Regional Hospi-tal (DRH) spearheaded the con-duct of such surgical mission with the support of the Department of Health (DOH) XI which supplied the drugs for major surgery and medicines for minor surgeries. While providing security dur-ing the caravan and entertaining people through its Marching Band, the 10th Infantry Division of the Philippine Army also conducted a separate dental service.

The Department of Social Welfare and Develop-ment (DSWD) XI made some 190 indigent senior citizens in Nabunturan happy as they took home their social pension given them in cash. DSWD XI released some P407,500 social pension pay-outs given in line with the full implementation of Republic Act 9994 or the Expanded Se-nior Citizens Act of 2010. The law provides a month-ly stipend of P500 to indigent senior citizens of 77 years of age and above, to augment

what they have for their daily subsistence and medical needs. Meanwhile, other agencies also made actu-al distribution of goods and ma-terials. The Bu-reau of Fisher-ies and Aquatic R e s o u r c e s (BFAR) dis-persed about

gerlings. The Department of Agri-culture (DA) gave out some 500 pieces of durian seedlings and 200 packs of assorted veg-etable seeds. The Department of Agrar-ian Reform (DAR) distribut-ed Certificates of Land Ownership Awards (CLOAs), while the Department of Envi-ronment and Natural Resources (DENR) dis-tributed land titles to patentees under the Comprehensive Agrar-ian Reform Program (CARP). While re-ceiving applica-tions for teach-ers exam, the Professioal Reg-ulation Com-mission (PRC) XI turned over 2,000 pieces of pencils to Gov. Uy who would be giving them away to Grade I pupils in public

schools of the province. The Fiber Industry Devel-opment Authority (FIDA) turned over during that day an Abaca solar dryer to Nabunturan LGU and to Monkayo LGU. The Commission on Higher Education (CHED) XI handed

over scholarship grants, while the Department of Energy (DOE) distributed 3,000 energy saving lamps. The Department of Labor and Employment (DOLE) re-leased P300,000 worth of liveli-hood assistance to those mak-ing a living in the informal sector in Nabunturan.

Other services delivered Other services rendered were lectures, consultation/dialogues, briefing/ orientation seminar, information drive on various government programs, forum and counseling, process-ing of documents, licensing, online registration, technol-

ogy training, and business name regis-tration. Distribu-tion of wheel-chairs and other assis-tive devices to persons with disabili-ties was also part of the services de-

livered. Other participating agen-cies are Philhealth, the Depart-ments of Education, Science and Technology, Trade and Industry, Justice, Public Works and High-ways, Interior and Local Gov-ernment. The Serbisyo Caravan in Nabunturan also got the sup-port of the National Statistics Office, Commission on Audit, National Economic and Develop-ment Authority, Land Transpor-tation Office, Bureau of Internal Revenue, National Commission on Indigenous Peoples, Land Transportation Franchising and Regulatory Board, Public Attor-

ney’s Office, Technical Education and Skills Development Author-ity, National Irrigation Adminis-tration, Philippine Coconut Au-thority, Quedancor, Agricultural Training Institute, National Food Authority. Other supportive agencies included the Commission on Hu-man Rights, Philippine Informa-tion Agency, Land Bank of the Philippines, Maritime Industry Authority, Government Service Insurance System, Philippine Drug Enforcement Agency, Na-tional Police Commission, Phil-ippine National Police and the Bureau of Plant Industry. Banner Project The ARE-NA XI has hoisted the Serbisyo Car-avan as its banner proj-ect in its bid to bring govern-ment services closer to the people. Serbisyo

Caravan first hauled and pooled the services of government line agencies to Boston and Cateel towns in Davao Oriental in Au-gust this year. ARENA XI earned in Davao Oriental the appreciation of local government officials especially that of Provincial Gov. Corazon Malanyaon who saw the out-pouring of services, and of so-cial and economic benefits for her less fortunate constituents. Davao Oriental Philippine Councilors League (PCL) presi-dent Vicente Castillones pushed for a resolution commending the ARENA XI Serbisyo Cara-van as a model of delivering

government services to poor communities. ARENA XI President Achil-les Gerard Bravo, regional di-rector of the Department of Budget (DBM) XI, targeted to bring the caravan of govern-ment services to identified poor towns where people bad-ly need national government attention.

Similar to the previous leg in Davao Oriental, Bravo again looked at the recent ARENA Serbisyo Caravan in Nabun-turan as a triumph over hectic schedules as it brought togeth-er 47 national line agencies and government-owned-and-controlled corporations (GOC-Cs) with their agency heads.

Dellosa replaces retir-ing Chief of Staff Gen-eral Eduardo Oban, Jr. who will reach the retirement age of 56 on Tuesday, Decem-ber 13, 2011. In his speech, the President expressed confidence that un-der the leadership of Dellosa, the AFP will be able to fully and professionally achieve its man-date of protecting the people. Dellosa, a former aide-de-camp to the late former President Cora-zon Aquino, is a mem-ber of Philippine Mili-tary Academy “Matapat” Class of 1979. Prior to his appoint-ment, he was the com-mander of the Northern Luzon Command. He was born in Ba-con, Sorsogon in 1957 and is married to Mary Rose Fernandez with whom he has three chil-dren. (RCK)

Malacañang congratulates Filipino-American for bagging 2011 CNN Hero of the Year

Malacañang congratulated Filipino-American midwife Robin Lim who was named the 2011 CNN Hero of the Year, a Palace official said on Monday.

“We are very hap-py that the effort of one of our Filipinos has again been recognized on the international stage,” Deputy Presi-dential Spokesperson Abigail Valte said dur-ing the regular press briefing in Malacanang on Monday. Through her Yayasan Bumi Sehat health clinics, Lim of-fers free prenatal care,

birthing services and medical aid in Indone-sia, where many fami-lies cannot afford care, according to the CNN report. “Every baby’s first breath on Earth could be one of peace and love. Every mother should be healthy and strong. Every birth could be safe and loving. But our world is not there yet,” Lim said during the

President Benigno S. Aquino III vowed to pursue changes in the Armed Forces of the Philippines by not only strengthening it’s procurement processes but by also closely scrutinizing the

Flooding occurrences, no lon-ger armed conflicts are now

causing massive displacements in Mindanao. Carolyn Arguillas, conve-nor of the Mindanao Media Forum, called on media practitioners to pay attention on displacements due to flooding during the 7th Mindanao Media Summit held in General San-tos City. Arguillas revealed that the

number of displaced persons due to flooding soared high past the dis-placement figure due to armed con-flicts. Arguillas’ culled data from the National Disaster Risk Reduction and Management Council (NDRRMC) re-vealed that 855,480 persons from 168,518 families in Mindanao were affected due to continuous rains based on the emergency incidents monitoring done from January 1 to January 31, 2011 alone. Citing the same data source, Arguillas revealed that displaced persons due to armed conflict in Mindanao totaled only 26,422 from January, 2011 to May, 2011 as mon-itored by NDRRMC. “Dati rati tungod sa guerra daghan ang na-displace, karon tungod na sa baha. theme, “Environment Watch: Mind-anao.” In January 2011 alone, Min-danao shared 43 percent of the 2,001,221 total number of displaced persons nationwide due to flood trig-gered by continuous rains brought about by tail-end of a cold front. NDCC data presented by Ar-guillas showed that the flooding in Mindanao was widespread, affecting two provinces in Northern Mindan-ao; four provinces in Southwestern Mindanao; one, Southeastern Min-danao; five, CARAGA; one in the Autonomous Region in Muslim Mind-anao (ARMM). CARAGA Region registered the highest number of affected persons, totaled at 646,942 in January 2011 alone, while the Davao Region (Region 11) came next with 131,263. Flood-affected persons in Northern Mindanao

totaled 18,160; 35 in South Cotabato; and 59,080 in ARMM The same NDRRMC data revealed that the displacements due to armed conflicts were monitored only in five provinces of Mindanao particularly in Basilan, Davao Oriental, North Cota-bato, Maguindanao and in Sarangani. Arguillas noted that displacements due to armed conflict particularly in Basilan happened due to military op-erations against the Abu Sayyaf Group of kidnappers while those in Davao Oriental and in Sarangani were due to armed clashes between the military and the New People’s Army (NPA). Monitored displaced in North Co-tabato and in Maguindanao were af-fected by the armed conflict between some elements of the Moro National Liberation Front (MNLF) and the Moro Islamic Liberation Front (MILF).

Anti-trafficking council eyes airport trainingsDAVAO CITY - The Regional Inter-Agency Council against Trafficking Integrated Action Network (RI-ACTION) is setting its sights on training airport personnel to deal with trafficking cases. According to Assistant Re-gional Prosecutor Barbara Mae Flores they had started the ca-pacity-building of airport person-nel with a training conducted last

November 25 and this will func-tion as mini-task forces under the RIACTION-XI. The airport task force will be composed of personnel com-ing from the City Social Services Development Office, Bureau of Immigration, Department of So-cial Welfare and Development, Department of Justice, Philippine National Police units from the

Police Regional Office (Regional Public Safety Company) and the Sasa Precinct of the Davao City Police Office, the Aviation Security Group, Civil Aviation Au-thority of the Philippines and the Philippine Overseas Employment Administration. Flores said that they are look-ing early next year where they can set up a help desk in the airport to attend to anti-trafficking cases particularly in the enforcement of RA 9208 or the anti-trafficking law. She said these training would eventually lead to the formation of mini-task forces throughout the region under the auspices of the Regional Inter-Agency Coun-

cil Against Trafficking or RIACAT-XI. Meanwhile, according to non-government organization TALIKALA, it monitored about 35 cases of trafficking in the region for 2011 alone. It also identified trafficking hotspots in the city where persons particularly minors are recruited among these com-munities. Identified localities are barangays 23-C, 31, 76-A, Leon Garcia, Sasa, Monteverde and Matina Aplaya. The DSWD Field office in the region has received 41 trafficked persons referred to them, many of which coming from different re-gions in Mindanao. (RG Alama)

IPOPHL encourages GenSan SMEs to register intellectual propertyby Pops Gumana-Fruylan

GENERAL SANTOS CITY-- The Intellectual Property Office of the Philippines (IPOPHL) encouraged small and medium entrepreneurs (SMEs) here to register for trademark, copyright, and/or patent to ensure their protection against infringement.

Atty. Ricardo R. Blancaflor, Director Gen-eral of IPOPHL, was in the Tuna Capital over the weekend to orient SMEs on the importance of in-tellectual property rights (IPR) which can become “the most valuable busi-ness asset of an enter-prise.” Blancaflor shared the success story of “Mang Inasal,” the first barbecue fast food chain in the Philippines, which after three years of op-eration sold its business assets to “Jollibee” for P3 billion.

He explained that all the stores of Mang Inasal all over the country were

only worth P1 billion, but its trademark was worth P2 billion.

“Little did Mang Inasal know that the three-colored trademark would be bought for an additional P2 billion,” he said. Blancaflor ex-plained that IPOPHL is pushing for the registra-tion of intellectual prop-erty to uncover hidden creations of the minds that are still unutilized. He said one foreign study revealed that 27 percent of 1,000 science projects in the country, which are considered genuine work, could have been patented worth hundreds of mil-lions of dollars.

“We never know we are actually sitting on a gold mine,” he stressed.Meanwhile, Blancaflor commended the creation of the General Santos City Intellectual Property Association (GINPAS), a group that advocates in-tellectual property rights in the city. He expressed opti-mism that with GINPAS around more people will move for the registration of their intellectual cre-ations that could bene-fit the local government through “more taxes and more economic growth.” Dorecita Delima, Assistant Regional Di-

rector of the Department of Trade and Industry (DTI) 12 also expressed confidence that the cre-ation GINPAS would en-courage other provinces and cities in the region to adopt the same ad-vocacies on intellectual property. “IPOPHL is the lead agency in the country mandated to implement state policies on intel-lectual property (IP), in-cluding coordinating the efforts of the public and private sectors to formu-late and implement plans and policies to strength-en the protection of IPR in the country.”

The project is one of the Kilos Abante In-frastructure projects of Region XII for 2011 to 2016 which if completed, would directly link the existing Cotabato-Sural-lah-Koronadal-General Santos Arterial Road in South Cotabato province and the Sarangani-Sul-tan Kudarat Coastal Road in Sarangani province. The road is expect-ed to provide shorter link between the coastal towns of Sarangani and Sultan Kudarat to the regional center in Ko-ronadal City via Lake Sebu and Surallah towns in South Cotabato. Importantly, the road will facilitate the movement of people, goods and services be-tween rural communities in the upland areas of South Cotabato and Sa-

rangani provinces.Likewise, the tourist des-tinations in the areas of Lake Sebu, Maitum and adjacent tourist places will also become more accessible. In Regional Devel-opment Council Resolu-tion Number 125, series of 2011, the abovemen-tioned project was ad-opted and the task force was created. The Task Force is chaired by South Co-tabato governor Arthur Pingoy, Jr. and co-chaired by Sarangani governor Miguel Rene Dominguez. The members com-prise of InfraCom chair-man Alfredo Bronx Heb-rona, Jr. and the regional directors of DPWH, DENR, NEDA, NCIP, EMB and DOT. 4Ps to include 5,000 families in N. Cotabatoby Dani Doguiles

KORONADAL CITY -- Some 5,000 families from Kabacan, North Cotabato could be included in the national government’s conditional cash transfer program.

This after the mu-nicipality is included in the fifth set of LGU ben-eficiaries of the Pantawid Pamilyang Pilipino Pro-gram (4Ps). Susan Macalipat, so-cial welfare and develop-ment officer of Kabacan said, based on the Na-tional Household Target-ing Survey of 2009 the municipality has 5,018 families that could qualify in the CCT. Most of them re-side conflict-affected vil-lages of Simone, Nanga-an, Pisan, Simbuhay, and Tamped. Macalipat clarified, the list is not final since this will still be validated during the community as-sembly and family regis-tration on December 13 to 17. Aside from Kabacan, 4Ps expansion in North Cotabato will also include poor families on the mu-nicipalities of Makilala, Midsayap, and Libun-

gan and the city of Kida-pawan.At present, 4Ps is being implemented in 12 towns, namely: Alamada, Aleo-san, Antipas, Banisilan, Carmen, Magpet, Mata-lam, Pigcawayan, Pikit, President Roxas, and Tu-lunan. Records from DSWD-12 showed that the pres-ent number of CCT bene-ficiaries stands at 42,189 families. Cash grants re-leased to these beneficia-ries have reached a total of P72.28 million. 4Ps is one of the

three poverty reduction strategies of the national government under the DSWD. It provides poor-est of the poor families with monthly cash grants reaching up to P1,400 to ensure education, nutri-tion, and healrh of chil-dren. Continuity of cash grants depends on com-pliance with certain condi-tions including attendance of children in school, regu-lar visit to the health cen-ter, and pre-natal check ups of mothers.

During the re-cently concluded one-day In-ter-Agency Meeting on Fam-ily Planning (FP), Maternal and Child Health (MCH), FP Program Coordinator Emmi Marie Cabahug said based on the maternal mortality rate in the Philippines in 2003, 4,600 Filipina women die every year while over 100,000 suf-fer from pregnancy related to disabilities, and three babies are born every minute. “Three million preg-nancies occur every year. Half are unintended while 1/3 of women with unintended pregnancy end in abortion,” said Cabahug. For 2010, the main cause of maternal mortality Caraga in 2010 is maternal hemorrhage - 60 percent; eclampsia followed with 29

percent; other medical condi-tions – 7 percent; and infec-tions – 4 percent. Cabahug also said that DOH prioritizes the facility-based deliveries to mothers; increasing birth attendance; upgrading Basic Emergency Obstetric and Newborn Care (BEmONC) and Comprehen-sive Emergency Obstetric and Newborn Care (CEmONC) facilities; establishing of RED Hotline; improving transpor-tation and communication; and providing local govern-ment unit and community support. Thus, DOH-CHD has identified and strengthened the nine child survival inter-ventions: 1) skilled atten-dance during pregnancy, delivery and immediate post-

partum; 2) care of the new-born; 3) breastfeeding and complementary feeding; 4) micronutirent supplementa-tion and deworming; 5) im-munization of children and mothers; 6) integrated man-agement of sick children; 7) child injury prevention and control; 8) birth spacing; en-vironmental sanitation and smoke-free home. With this, DOH calls on the women to ensure that every pregnancy is wanted, planned and supported; ev-ery pregnancy is adequately managed throughout its course; every delivery is facil-ity-based; and every mother and new born care secures proper postpartum and post-natal care with appropriate package of services.

BUTUAN CITY – Philippine National Police (PNP) Caraga Regional Director, General Reynaldo Rafal warned police officers not to fire their guns on Christmas and New Year’s eve.

Gen. Rafal ex-plained the or-der came from the higher authorities in Camp Crame and all police officers in the country must follow the order.

Firearms issued to police officers should be sealed-off before December 24, 2011 to ensure pub-lic safety. The prac-tice has been done in previous years. “In

this way, the people will celebrate hap-pily and peacefully,” the official said. The official said whoever violates the order will be dealt with accordingly.

3 quakes jolt Dinagat Islands, Surigao Norteby FEAbkilan

SURIGAO CITY – Three earthquakes hit Dinagat Islands and Surigao del Norte provinces early Monday, but there was no initial report of damage or casualty.

Philippine Insti-tute of Volcanology and Seismology (PHI-VOLCS) said the first quake measured mag-nitude 3.8 and was re-corded at 12:08 a.m. in Loreto, Dinagat Is-lands.

It said that the epicenter was 54Km Northeast of Loreto. A second quake measuring 3.8 was re-corded at 1:12 a.m. at 43km still in Loreto. The third quake measured magnitude

2.5 & was recorded at 1:39AM with the epi-center at 56 Km NE of Burgos, Surigao del Norte. No damage or aftershock was ex-pected from the three quakes Phivolcs said.

During the three-month closed fishing season, there will be no catching of sardines on the specified months. Marines mark six decades of safeguarding Filipinos

ISABELA CITY – Marine soldiers stationed in Palawan commemorated a year over six decades of commitment and service to the people as they celebrated the 61st “birthday” of the Philippine Marine Corps last November 26 at the Pavilion Complex of the Provincial Capitol.

“This is a momen-tous event because it marks 61 years of her-itage of selfless dedi-cation shown by our marine soldiers in pro-tecting our country and its people and in being a fundamental force in bringing peace and progress to our com-munities,” LtGen Juan-cho M. Sabban, Com-mander of the Western Command (WESCOM), said. A member of the Marines himself, LtGen Sabban takes pride in the service rendered by the unit and the sig-nificant role it played in achieving a strate-gic victory particularly in the province of Pala-wan.

The DSWD said that it has already enlisted 1,188,576 households as new beneficiaries as of end-October out of its targeted 1,303,810 households for this

year. Since the intro-duction of 4Ps in 2008, it has so far covered 2,232,839 household-beneficiaries or 95.45 percent of its targeted 2,339,241 households by the end of the year. Based on the agen-cy’s accomplishment report, Mindanao’s six regions comprised the bulk of the beneficia-ries with 1,086,280 or 48.65 percent followed by Luzon with 669,575 households or 29.99 percent and Visayas with 476,984 or 21.36 percent. 4Ps is a poverty reduction and social development strategy of the national govern-

ment that provides con-ditional cash grants to extremely poor house-holds to improve their health, nutrition and education particularly of children aged 0-14 years.It is one of the responses of the Philippine govern-ment to the challenge of meeting the Millennium Development Goals. The program pro-vides beneficiaries cash grants of P500 a month for health and nutri-tion expenses and P300 a month per child for educational expenses. Macaraya, regional director of DOLE-10, said the creation of board was in line with the anti-corruption program of the Aquino III administration which promotes transparency and accountability. It was created as a component of the administrative reforms being pursued by the department in support to the 22-point Labor and Employment Agenda of the President, he further said. He explained that the Board will be looking at the performance of the DOLE regional office particularly on efficiency and integrity and recommend system improvement to ensure integrity and fairness in the

organization. During the program, the DOLE-10 also forged a memorandum of agreement (MoA) with six (6) establishments in the region who were nominated for the Incentivising Compliance Program (ICP). ICP gives due recognition and incentives to establishments who voluntarily comply with labor laws, or assist non-compliant establishments, through training and technical assistance, to enable them to comply with the requirements set by law. Likewise, an interaction with the members of the media was also conducted to lay-out the accomplishments of the department and its attached agencies. The theme of this year’s celebration is “Sa Ibayong Serbisyo, Tuloy and Pag-asenso.”

Meanwhile, RDC-X performed the following actions on the agenda items during the meeting: confirmation, approval

and information, one (1) each and endorsement, 10. So far, as of the 89th Full Council Meeting held during the 2nd Quarter in Ozamiz City, RDC-X has passed a total of 44 resolutions, all in accordance with the Philippine Development Plan (PDP).

Additional scholarships are also up for grabs under the stimulus package granted to the agency with another 405 PESFA slots and 315 slots for the Training For Work Scholarship Program amounting to P2 million, she added.
