Each municipality was al-lotted 90 adults and 90 chil-dren as recipients of the gift-giving program. “This is another peace-building initiative of Governor Khalid Dimaporo to strength-en the bond between the Mus-lims and Christians of Lanao del Norte,” said Information Officer Lyndon Calica.

Also on hand to witness the distribution of gifts was 2nd District Congresswoman Fatima Aliah Dimaporo. The provincial government is also spearheading numer-ous events during the Christ-mas season: The Lanao del Norte International Motocross Invitationals; Kitty Girls Con-cert; Celebrity Basketball; and Lanao del Norte Council Golden Jubillee Year Scouts Jamboree and Kid/Kab Olympics.

In an interview aired over dzRB Radyo ng Bayan, Presidential Spokesperson Edwin Lacierda said this has been the standing or-der from President Be-nigno S. Aquino III. “The Philippine government, through the Philippine embas-sy and attaches, are working and defending the Filipinos accused

of wrongdoings from the very start,” Lacierda said. He added that it was not a policy of the State to only offer legal assistance to its citizens when judgment has al-ready been rendered. “Pag nahuli sila, binibigyan natin sila kaa-gad ng legal representa-tion at yun ay ginagawa sa lahat,” Lacierda said.

“Hindi totoong pu-mapasok lang ang goby-erno pag meron nang sentensiya,” he added. “Wherever a Fili-pino citizen is situated, we will give assistance to them. That has been the ongoing orders from the President and Foreign Affairs Secretary Albert Del Rosario,” Lacierda stressed. (RCK)

“Magkikita po kami ni President [Barack] Obama next year, sig-uro mga Abril, ipapaalala ko lang na may strategic partnership tayo, at baka maalala nilang wala na tayong fighter [jet] dito,” the President said in his speech to the applause of the air force officials. The president said he would request for fighter planes from the US after his visit to Indo-nesia recently, saying the Obama administration has provided the Indonesian air force F-16 jets, an old-er generation of American jet fighters. He also said that the US is giving the Philippines another Hamilton class cutter after receiving one this year. The Philippine Navy is set to commission the US-made battleship following some refurbish-ments. There are also plans to fully equip the country’s police force, the president said. For instance, the Philippine National Police (PNP) is undergoing a bid-ding process to buy high standard pistols at a lower price than previous pur-chases. The president said the current police leader-

ship was able to remove corruption in its transac-tions saving millions of pe-sos in favor of the govern-ment. According to the president there are 40,000 police personnel who do not have their issued fire arms, which affect their performance in combating crime. However, he said that by 2012, his adminis-tration might fully address the deficiency of firearms among policemen. After solving the pistol deficien-cy, he said they will start the bidding to acquire ad-ditional rifles for the police force. “Gusto ko lang i-emphasize na itong tuwid na daan, hindi naman po para sa isang sektor lang; itong tuwid na daan ay para sa lahat. Kayo, espe-cially those who are older, do you remember the time we had more capabilities in so many different as-pects and we’ve lost those capabilities. At the same time we have increasing responsi-bilities,” the president said referring to the increasing challenges in the country. “So our administra-tion is focused on two things -- provide you the

necessary equip-ment to put you less in harm’s way, and at the same time, en-sure that you’re living conditions are at par and given the same opportunities as the rest of the country,” he said. In conclud-ing his message, he mentioned this year’s Christmas celebration noting that the real spirit of the Yuletide season is being able to be with your respective families. “Remember that it is not exactly the surroundings that are important nor the food that you will be eating, but the idea that we are here for each other,” he said. Aside from delivering a mes-sage, the Presi-dent also unveiled the PAF firing range marker and joined the inaugural shoot during Saturday’s e v e n t . (AS)

RDC-X to hold 4th Quarter Meeting in Tangub, every Dec. 1by Rutchie Cabahug-Aguhob

Effective 2012 and the year thereafter, the Regional Development Council, region 10 (RDC-X) will be holding its 4th Quarter Full Council Meeting, here, every Dec. 1.

This is in support to Tangub’s campaign for more tourists’ arrivals, during the Christmas Symbols Festival, that opens on the said date and lasts until the first Sunday of the following year. This agreement was arrived at during RDC-X’s 90th Full Council Meeting held here, at the Tangub

Function Hall, attended by members of the council, who are mostly based in Cagayan de Oro City, seat of Northern Mindanao’s regional government, located some 4-5 hours away on the eastern side of the region, particularly, in the mid portion of Misamis Oriental passing through the province of Lanao del

Norte. It was also in response to the welcome remarks of City Mayor Philip T. Tan who said Tangub, the “Christmas Symbols Capital of the Philippines,” has noted almost 30,000 visitors, who viewed their fireworks display, which highlighted the festival’s opening, last Dec. 1. “This figure might even go higher because we only based it on those who paid Php1.00 during the opening, while the government employees and the students were exempted from paying if they only showed their identification cards (ID),” Tan said. Quoting figures from the economic sector, Mayor Tan said Misamis Occidental contributed 40 percent of the region’s tourists

Meanwhile, Mayor Tan has asked the council to facilitate the implementation the Panguil Bay Bridge that would connect Tangub in Misamis Occidental to its neighboring province across the bay, particularly, Tubod, Lanao del Norte’s capital town. “Every opening of the said festival, we see people in the shorelines of Lanao del Norte, looking at the skies for our fireworks display. If we have this connectivity worked out, maybe they can just walk through the bridge and be with us,” Mayor Tan said.

TESDA to launch Specialista Technopreneurship Program next weekby Jorie C. Valcorza

Atty. Teodoro C. Pascua, TESDA Deputy Director General for Field Operations announced this in a forum with the media and technical vocational Institute operators in the region. The TSTP pools in certified ‘specialistas’ to serve residential areas with high volume of service demand. “With TSTP we encourage local generation of income or economic activity, as not all technical-vocational graduates will likely be absorb for employment,” he said. The program will provide sites that will serve as its operation center, where facilities like telephone and

tool kits will be kept. The composition likewise includes a TESDA nurturer who will oversee and manage deployment of on a daily basis. Initial list of services TSTP aims to develop includes building/house repair and maintenance service, beauty care and wellness, appliance repair, automotive/vehicle maintenance, tourism and related services, and computer hardware services. Pascua called on young people who are about to be employed or already employed to begin looking at other things other than the traditional sources of income.

DOLE-10, ‘big brother’ establishments forge agreement on Incentivising Programby Apipa Bagumbaran

CAGAYAN DE ORO CITY, Misamis Oriental - The Department of Labor and Employment (DOLE), in region 10, has forged an agreement with six (6) establishments in the region who were nominated for the Incentivising Compliance Program (ICP).

ICP is one of the many programs of the department to ensure protection of workers welfare, said Atty. Alan M. Macaraya, DOLE-10 regional director and chairman of the Regional Coordinating Council (RCC). The program promotes voluntarily compliance by giving due recognition and incentives to a company’s initiative to voluntarily comply with labor laws or for having implemented much higher standards; or by assisting a non-compliant company through training

and technical assistance to enable it to comply with the requirements set by law. Upon compliance, the establishment and its products shall be given a corresponding tripartite certification and/or a Tripartite Seal of Excellence, as the case may be. Signing the agreement were representatives from the STEAG Estate Power Corporation; Pilipinas Kao, Inc; DOLE Skyland; Mabuhay Vinyl Corporation; Philippine Sinter

He also noted that over and above the existing scholarship programs, TESDA will be adding another four economic generators, in the lines of tourism, agriculture, contrition, and electronics. “We are now concentrating under this to be able to link up with the demand of the industries and to further boost the economy on these areas. The key factor why our economy is still moving is because if the local industries” Pascua explained. TESDA will help identify the needs and address it by capacitating

not only the unemployed but also those who are employed, increase their capacity they by pushing along their productivity and helping them cope with what the economy is expecting. Pascua added that by next year the emphasis will be moving towards closer workings with the industry and other key government agencies. “A deeper collaboration, coordination and cooperation among agencies and industries,” he said.

Having signed the agreement, these establishments committed themselves to assist small enterprises particularly their manpower and services providers ensure compliance with the General Labor Standards and Occupational Safety and Health Standards, Macaraya said. He added that this is to ensure their workers will be provided with comfortable working conditions.

Moreover, the said establishments are also enrolled as ‘big brothers’ under the department’s Kapatiran – Work Improvement for Small Enterprises/Technical Advisory Visit (KAPATIRAN-WISE/TAV) Project. The project encourages big companies practicing corporate social responsibility to coach and help small companies in eventually becoming fully compliant with labor, occupational safety and health standards.

Beneficiaries seek 4Ps expansion to include high school studentsby Mai Gevera MacapagatFamily beneficiaries of the Pan-

tawid Pamilyang Pilipino Pro-gram (4Ps) are clamoring for an expansion of the grant that would cover even high school students. This was bared by Social Wel-fare and Development Secretary Corazon Soliman after conducting series of consultation dialogue with the different stakeholders nation-wide. During her recent visit in this city, Soliman said this is the com-mon feedback received by the agency from the beneficiaries. This early, the official cannot personally address the said feedback as this would need cabinet and presidential approval. At present, the conditional cash grants are given to extremely poor households to improve the health, nutrition and education of children aged 0-14. “ If the government commits to support these children beneficiaries until high school, that would require us

to raise additional budget for the pro-gram”, she said. Thus, she was rather favorable to the consolidation of data and funding between local government units and the Department of Education to make sure that these 4Ps beneficiaries really finish high school. Presently, the agency is conduct-ing a monitoring survey to know how many of the pioneering beneficiaries of the program which started in 2009 have continued and finished high school level. Meanwhile, DSWD reported more than 2.2 million families who have been benefiting from this program with about 5 million children kept in school. Records showed that 950 munici-palities, 77 cities, 79 provinces, in the 17 regions nationwide have been cov-ered by the 4Ps Program. More than P9 billion has been re-leased to cover cash grants from Janu-ary to August. The agency has also monitored

high compliance rate of beneficiary on program conditions based on July and August Compliance Monitoring. A Qualitative Impact Evaluation by the Institute of Philippine Cul-ture in Ateneo de Manila observed that 4Ps has a lot of potential in im-

proving people’s lives and changes in beneficiary behaviors. The study was conducted in 6 municipalities of Nueva Ecija, Northern Samar , and Agusan del Sur in 2010. This is just one of the external evaluation efforts conducted to evaluate the program.

Hedcor updates abaca farmers thru trainingDAVAO CITY- “Nakatabang ang training sa ako. Mas nakabalo nako unsa ang saktong proseso sa pag-atiman sa abaca. Gitudluan pod mi nila sa mga lain lain nga produkto gikan niini.” (I learned how to grow the abaca properly through the training. We were also taught on the different products from abaca) Says 51 year-old Linda Alid (one of the 90 participants) during the abaca farmers’ training con-ducted by Hedcor Sibulan, Inc. and the Fiber Industry Development Au-thority (FIDA) at Sta. Cruz, Davao del Sur last October. Hedcor and FIDA believe that the training is helpful to the abaca farmers because of its viability to the market. Abaca as one of the endemic treasures of the country can now be used for soap making, cosmetics, and beauty cream be-sides the usual abaca-made hemp products. “The training aims to let the

IP farmers acquire knowledge on the proper cultural management of abaca, update them on the mar-ket opportunities andtrends of abaca industry and the many uses of abaca they need to know,” FIDA Sr. Agriculturist Analyn Bolivar explained at the training. Bolivar said that abaca is one of the major products in the coun-try and it is one of the most in demand raw products for exports. About 85% of the abaca fiber sup-ply in the world comes from the Philippines. It is also advantageous for the riverbank preservation. As a partner of the communi-ty, other forms of assistance were also given to Sibulan farmers such as provision of fruit-bearing tree seedlings and training on Biological Pest Control. Hedcor also conducts regular medical missions to host communities, assists children to go to school, and executes water management initiatives like tree

planting, river bank preservation and river clean up. Sta. Cruz is host to Hed-cor’s 42.5 MW Sibulan Hydropower Project which harnesses the Sib-ulan River. Hedcor, a subsidiary of

AboitizPower, is thelargest developer of run-of-river hydropower facilities which oper-ates in Benguet, Ilocos Sur and Davao with a total capacity of 150 MW.

City gov’t asks shipping lines to continue calling at Polloc free-portby Moner Dayaan

COTABATO CITY – The city government of Cotabato submitted last Friday a letter of appeal to four shipping lines not to stop its services to the free-port of Polloc located at Parang, Maguindanao as this will adversely affect the flow of business in the city.

Super Ferry, Lorenzo Shipping Lines, Negros Naviga-tion and Sulpicio Ship-ping Lines stopped calling at the said free-port since December1 due to the alleged in-crease of harbor pilot’s fee.

The shipping lines claimed that several years ago the owners of these shipping lines had been paying al-most P600 as harbor pilot’s fee every time each vessel dock at the said seaport.

The management of the said shipping lines are now com-plaining of a tremen-dous increase of har-bor pilots’ fee reaching almost P30, 000 per call.

On the part of the Harbor Pilots Associa-tion of the Philippines they claimed that due to the increase of crude oil and other forms of oil being used by the small boats (tag boats), they have no other recourse but to increase the harbor pilot’s fees.

The letter-appeal

of the city government to the Harbor Pilots As-sociation of the Philip-pines stemmed from a letter report of the Co-tabato Chinese Cham-ber of Commerce and Industry asking the local government to intercede and ask the said shipping lines not to divert their routes to other areas.

Businessmen said their business will be affected.

“If we will be transporting our car-goes from the cities of General Santos, Iligan and Davao as substi-tute destinations of these shipping lines from Polloc free-port, this will entail addi-tional expenses from us,” the letter states.

Members of the business chamber here urged the city govern-ment to exert utmost efforts to resolve the issue between the shipping lines and the Harbor Pilots Associa-tion of the Philippines the soonest possible time.

“We inquired from them (shipping lines)

and HPP regarding the problem. Owners of shipping lines are com-plaining that the har-bor pilot fees at Polloc Freeport had tremen-dously increased,“ Atty. Cynthia G. Say-adi, city administrator said.

According to the shipping lines, Sayadi added,they stopped their services at the said seaport for almost 2 weeks now because of the pilot fees rang-ing from P600 up to as high as P30, 500.00. “Because of this the shipping lines backed out from calling at the Polloc Freeport,” Say-adi said.

“Sabi nila (ship-ping lines) sa amin na baka sa Gensan at ibang lugar na sila magdadock. This is the main reason why the city government is strongly appealing to the owners of the shipping lines and the harbor pilots to re-solve the issue as this will surely affect the economy of the city,” Sayadi pointed out.

Authorities warn of fake peso billsby Dani Doguiles

KORONADAL CITY, -- Authorities in North Cotabato warned the public of fake peso notes that syndicates have recently circu-lated in the area.

Police report said, a bank collector in the Kabacan town, North Cotabato was the lat-est victim when a fake 500-peso bill was found among the bills he remitted to the bank’s cashier.

Although police have yet to establish the exact source of the

fake bank note, the collector believes this could have come from a client who may not have known that he or she is using fake bills.

P/SSupt , Joseph Semillano, chief of Kabacan PNP, urged the public to exam-ine very carefully the

peso bills they receive especially in public places such as mar-kets and public con-veyances where these bank notes do not usu-ally undergo checks for security features.

He also advised them immediately report to the police any bank notes they suspect to be counterfeit. They could also examine the bill for security features.

For example, he said, in a 500-peso bank note, the words “Bangko Sentral ng Pilipinas” can be seen via a simple magnify-ing glass printed on top of the “500” mark on the bottom left cor-ner of the note’s front face.

They may also check for the presence of features that

can be immediately seen such as the se-curity thread embed-ded off center of the bill and watermark of

a silhouette of the face on the banknote on the unprinted portion of the note.

According to SK Federation Council Presi-dent Rauzil Carampatana, the weeklong celebration serves as venue for them to show to the Butuanon youths that despite of the hectic schedules of the of-ficials of the council, they still managed to celebrate and give value to the con-tributions of the Butuanon youths. Carampatana further

said the celebration will highlight the community extension services of the council to selected baran-gays of the city. He added they will be giving slippers to marginalized children and youths in these baran-gays. “Highlighting the ac-tivity is a community ex-tension services to some barangays in the city,” Car-ampatana said.

The youth leader also said the celebration is part of the high impact projects of the SK Federation Coun-cil of the city. Meanwhile, Caram-patana stressed that the “Linggo ng Kabataan” will run until Saturday, Decem-ber 17, 2011. The event is in line with the youth develop-ment program of the pres-ent administration.

Army’s 401st Brigade receives 1,000 books for mini-library in Surigao Sur

Assorted books such as encyclopedia, dictionaries, and nov-els are among those that will be given and distributed to five mini-libraries of elementary schools here such as: St. Christine Elemen-tary School, Brgy Di-atagon Elementary school both in Lian-ga; Lawigan Elemen-tary School in Bislig; Carmen Integrated School in Tandag; and San Isidro Elementary School in Marihatag. “This is only the first delivery of said donated books, oth-ers are scheduled on

Gan also said the Army is giving its utmost support to re-alize and maintain the advocacy of education for children in Surigao del Sur, which forms part of the Regional Development Program of Caraga Region, par-ticularly the promotion of quality education. “The team Army is your partner in pro-moting good educa-tion for our children… Through these read-ing materials, kids will surely be encouraged

and motivated to go to school for they are the hope of our country,” Col. Gan said. Gan further said the books will be turned over to five se-lected schools of the province through Gov. TANDAG CITY – Department of Agrarian Reform (DAR) Su-rigao del Sur in coordination with DAR Regional and Cen-tral Office held a three-day seminar to discuss a recently issued agrarian administrative order.

The innovative ac-tivity initiated by DAR Secretary Hon. Virgilio delos Reyes used video taped lectures from the Central Office. Topics discussed include DAR’s Adminis-trative Orders in 2011. The interpretations of the said issuances are

conveyed through DAR resource person’s ex-pert in the field where the particular adminis-trative order evolved. Lectures were also focused on the salient provisions of the issu-ances and its relation to DAR’s goal of complet-ing the Comprehensive

AFP calls for vigilance, alertness

ISABELA CITY – The Western Mindanao Command under LtGen Raymundo Ferrer is calling on the people of Zam-boanga City and the rest of the region to stay vigilant and alert in supporting se-curity forces in the maintenance of law and order.

Lt Colonel Gamal S Hayudini, Group Com-mander of the 4th Civil Relations Group, Civil Relations Service, Armed Forces of the Philippines said the bomb explo-sion in Atilano Pension House, Canelar, Zam-boanga City was the handiwork of terrorist trying to prove of their

existence. The explosion killed three (3) people and wounding twenty-seven (27) others, two in critical conditions. This terrorist activ-ity should have been prevented if there was vigilance and alertness of those concerned in the area of explosion. “The military and police admit that it is

not easy to preempt when terrorists will at-tack but it is the concern of everyone to stay vigi-lant and report to the military and police au-thorities of any suspect-ed individuals and aban-

doned bags or baggage in their place,” Hayunidi

said. He added that the fight against terrorism is not only the respon-sibility of the military and police but of every

member of the com-munity, playing im-portant role in this

fight. “The military’s security measures are in place and our troops are always ready to respond to any call for help and give security assis-
