Fundamental principles As a humanitarian movement affiliated with the International Red Cross and Red Crescent Movement, the members are guided by seven fundamental principles that center on humanity, impartiality, neutrality, independence, voluntary service, unity and universality, Hector Julius Soledad, PRC-Zamboanga del Norte Chapter administrator, told the Philippine Information Agency (PIA) in an interview.He stressed that these standards are the guiding principles that inspire all Red Cross staff and volunteers to do humanitarian services, as these are the values that define

their character, purpose and existence. “Being a Red Crosser is more than just a philosophy but a way of life,” he declared. The PRC-Zamboanga del Norte Chapter has organized the Red Cross Action Team (RCAT) which is composed of 50 volunteers that include doctors, nurses, engineers and students who are ready to assist and respond to any natural or manmade disaster. RCAT volunteers and staff provide, first aid, psychosocial support, and act as disseminators of International Humanitarian Law (IHL). The local chapter has received equipment and training support from the International Committee of the Red Cross (ICRC). It was also a recipient of the 2011 Capacity Building Project of the International Federation of the Red Cross (IFRC). The federation donated one unit of rubber boat with engine for water search

and rescue operations during disasters.

Service teams PRC provides six major services, namely, blood services, disaster management, safety services, community health and nursing, social services and the volunteer service. In 2011, it formed the 24/7 Emergency Response Unit (ERU), which is a team of emergency responders within Dipolog City in partnership with the city police station through its hotline, 143. Also, the local chapter has Water Search and Rescue Team / Land Search and Rescue Team (WASAR/LASAR) composed of rescuers trained in water and land search and rescue operations.

Red Cross 143 in barangays The PRC- ZN Chapter also launched the Red Cross 143 in various barangays of Zamboanga del Norte to teach people how to protect themselves in times of disaster by inculcating in them the value of disaster preparedness to readily respond to any type of calamity. It aims to have 44 volunteers in a village composed of a leader and 43 members who serve as eyes, ears, hands and feet of the Red Cross in the community. Each 143 volunteer trained on disaster preparedness and response, health and welfare and voluntary blood donation. Always First, Always Ready, Always There “I agree with PRC Chairman Richard

Gordon that the essence of being a Red Crosser is practically innate in all of us Filipinos and that all those who have not yet realized it, need a little push to awaken them that our country needs our collective participation,” PRC-ZN chapter representative Nidoh Gen Regencia said. “We want to make a difference in serving the people in times of disaster, as our motto says: Always First, Always Ready, Always There,” he added. Administrator Soledad also emphasized that the volunteers are grouped according to their passion, field of expertise or personality to maximize their potentials.

Other services “We also helped families who lost contact with their loved ones either locally or internationally. To restore family communication is one of our advocacies,” Soledad said. Another continuing program of the PRC is the blood donation campaign. Soledad said those who donated blood to the Red Cross are not only helping other people but their families as well. Blood is the most important commodity for a human being to live. “The donated bags of blood will be deposited here and if someone needs blood, he can withdraw from the Red Cross provided he will replenish it and pay for the processing fee,” Soledad clarified. The PRC continues to accept volunteers who are willing to give humanitarian services. Interested individuals can visit the PRC at their convenience.

Myanmar on Thursday gave victims of two recent natural calamities in the Philippines a big boost with a donation

of $150,000, on the occasion of Myanmar President Thein Sein’s state visit to the Philippines.

Myanmar gives $100K for Yolanda victims, $50K for quake victims

The donation included $100,000 for victims of super typhoon “Yolanda” (Haiyan) that devastated parts of Visayas and Southern Luzon in November, and $50,000 for victims of a magnitude 7.2 quake that hit Central Visayas last October.

Philippine Foreign Affairs Secretary Albert del Rosario and Dr. Myat Myat Ohn Khin, minister of Myanmar’s Ministry of Social Welfare, Relief and Resettlement took part in the exchange of notes on the turnover of Myanmar’s donation.

Myanmar President Thein Sein said Myanmar sympathizes with the Philippines, having experienced the effects of a big cyclone in 2008. He is to visit some Yolanda-affected areas in Cebu on Friday.

Yolanda left more than 5,600 people dead and more than P30 billion in damage after battering the Visayas and parts of Luzon.

“Myanmar was one of the countries that reached out to us in the wake of Typhoon Yolanda, and I thanked

Aquino III said that the assistance extended by the Republic of the Union of Myanmar to the survivors of super typhoon “Yolanda” (Haiyan) is “a tangible sign” of the ideals of the Association of Southeast Asian Nations (ASEAN).

In his message during the state luncheon hosted for the Myanmar leader on Thursday, President Aquino thanked Myanmar President Thein Sein for their help in the wake of the super typhoon that caused extensive damage, especially in Eastern Visayas.

“This is a tangible sign of what ASEAN

represents: a community founded on the principles of solidarity, friendship, and mutual regard for each other’s well-being—a community that is committed to realizing a shared vision of progress, prosperity, and stability,” he said.

President Aquino also recognized the reforms instituted by the government of

“As we move further along the straight path towards building a truly progressive and harmonious Southeast Asia, I look forward to working with Your Excellency in deepening the relationship our two nations share,” he said.

President Thein Sein arrived Wednesday for a three-day state visit upon the invitation of President Aquino.

The two leaders held a bilateral meeting and witnessed the signing of several agreements, including those on trade and investments, food security and agriculture, renewable energy, and information exchange.

President Thein Sein noted that the cooperation between the Philippines and Myanmar has been growing not only bilaterally but also in the regional and international fora.

“I am convinced that this growing cooperation contributes to the progress and prosperity of the peoples of our two countries and of the region as a whole,” the Myanmar leader said in his message during the state luncheon.

He also thanked the Philippines for its continuous support on Myanmar’s transition towards democracy, adding that his government “is committed to best serve the will and wishes of our people.” PND

SC eyes holding of bar exams in Visayas, Mindanao

This after the Cebu City Council passed a resolution requesting the holding of the bar exams outside of Metro Manila, particularly in the southern of the Philippines.

In a one-page resolution of

“The Court Resolved, upon the recommendation of the Office of the Bar Confidant, to Refer this matter to the Committee on Bar Examinations for consideration,” the resolution said.

The resolution was signed by SC en banc Clerk of Court Atty. Enriqueta E. Vidal.

The Cebu City Council made the request with the SC en banc after passing Resolution No. 13-0685-2013.

The Bar Examinations is currently being held only in Metro Manila, particularly at the University of Santo Tomas.

Prev ious ly, it was held at the Dela Salle University until an explosion occurred in view of a fraternity war.

Under the Rules of Court, “a candidate may be deemed to have passed his examination successfully if he has obtained a general average of 75 percent.”

The rule disqualifying applicants having grades in any subject falling below 50% has been abolished since 2010, according to Deputy Clerk of Court and Bar Confidant Atty. Ma. Cristina Layusa.

In determining the average, subjects in the examinations are given the following relative weights: Political and International Law, 15 %; Labor and Social Legislation, 10 %; Civil Law, 15 %; Taxation, 10 %; Mercantile Law, 15 %; Criminal Law, 10 %; Remedial Law, 20 %; and Legal Ethics and Practical Exercises, 5 %, for a total of 100 %. Ms. Pamela Tarroza, nutrition program coordinator of NNC-9, shared that the guidelines are ten condensed versions of nutritional knowledge advocating for the correct daily practices to ensure good health for Filipinos. “The guidelines are lifetime messages that will reiterate the proper practices in order for us to be at our

healthiest,” she said. The messages include items on proper diet and nutrition, regular exercise, breastfeeding for infants, the need for the use of iodized salt, and the need to eliminate vices such as smoking and drinking alcoholic beverages. Last October, the NNC in coordination with the Philippine

JCI Philippines to launch TOFARM in DipologDIPOLOG CITY – The Junior Chamber International (JCI) Philippines in partnership with the Universal Harvester, Incorporated will be launching the search for “The Outstanding Farmers of the Philippines” or TOFARM on Dec. 6, 2013 at the Top Plaza Hotel this city.

Farmers’ cooperatives or associations, irrigators, fisherfolks and livestock raisers, municipal agriculturist, agricultural technicians and local media are invited to attend the said activity which will start at 8 a.m.-1 p.m. The search is an initiative of the Philippine Jaycees now JCI Philippines in recognition of the resiliency, ingenuity, and the strength of working Filipino farmers. This award started in the 70s. It is open to all Filipino farmers, fisherfolks, animal raisers, organizations, cooperatives, farm communities, academe, agriculture scientist, public employees, and

business entities in rural and urban areas. The search also seeks to encourage the youth to venture in agriculture and to stimulate investment and scientific researches to achieve sustainable food supply. Moreover, the award aims to promote farming as a noble and profitable undertaking by strengthening advocacy and support for agriculture. It also recognizes best practices, techniques and technology in farming and, at the same time, raises funds to support capacity building and laboratory facilities for the farmers.

Information Agency (PIA)-9 conducted focused-group discussions with community members in key areas in the region to validate translated versions of the messages into the vernacular, particularly in Chabacano and Bisaya. “It is important to have these messages in the local dialect so it will not be difficult for our residents to understand them and to eventually practice them,” added Tarroza. The messages will be put up on tarpaulins which will be displayed in public places. During the fun run, the NNC will be distributing nutritional guidelines leaflets to the participants. Meanwhile, Tarroza invites adults and children alike to participate in the fun run on Dec. 15. “The run is also an advocacy

for regular exercise for the adults and the children as well,” she said. Tarroza explained that children should be encouraged to have more physical activities, as she has noticed that the majority of children these days only find fun in video games and computers. The fun run dubbed “One Run, Flag, Nation and Nutrition,” is a joint effort of the NNC, SkyCable and RMN-Zamboanga. It aims to benefit the Nutrition on Wheels program, as well as local feeding programs of the city. “We encourage our partners from the government and private sectors to support this call by hanging streamers in the most conspicuous place in their office premises and by joining the simultaneous reading of the briefer on the said observance (which we sent them) during their office flag raising ceremony on December 9, 2013,” said Pintor.

Pintor also said that as chair of the Inter-Agency Committee of the National Human Rights Consciousness Week (NHRCW), pursuant to Republic Act No. 9201, the CHR is the one spearheading this year’s observance.

“December 10, 2013 culminates the week-long observance of the NHRCW. This day, we will also commemorate

the 65th anniversary of the Universal Declaration of Human Rights (UDHR). It is the first international expression of the fundamental human rights of all people,” added Pintor.

It was also learned that as a state party to the Declaration, the

Philippines assumes obligations and duties under international law to respect, to protect and to fulfill human rights. The obligation to respect means that the States must refrain from interfering with or curtailing the enjoyment of human rights. The obligation to protect requires the States to protect individuals and groups against human rights abuses. The obligation to fulfill means that States must take positive action to facilitate the enjoyment of basic human rights.

This year’s observance is anchored on the theme “Wakasan ang Kawalang Pananagutan, Tiyakin ang Tapat na Pamamahala.”

students enrolled at Caraga State University (CSU), technical trainings under the Training for Works program of the Technical Education and Skills Development (TESDA), and a comprehensive outreach program offering medical, dental, optical, legal and job fair among others.

Fortun was also among the few legislators who called for the abolition of the PDAF and pushed for a more accountable and transparent system in implementing projects.

It was also in the meeting that Fortun revealed that several infrastructure projects proposed by the different barangays as well as the local government of Butuan are already included in the National Budget for 2014.

The first term solon revealed that the first district of Agusan del Norte that will have the biggest share of infrastructure projects in the whole Caraga Region. This is on top of the various barangay infrastructure projects to be implemented in 2014.

The development of a housing project in Barangay Baan Km. 3 amounting to P22 million is now included in the national budget. There will also be a total of 171 classrooms that will be constructed in the different elementary and secondary

schools on top of the additional teaching positions allocated for the district. Various irrigation projects are also in the pipeline.

Also budgeted are the scholarship grants to poor but deserving students as well as livelihood programs for the constituents. Among the big ticket items that the solon was able to successfully include in the national expenditures is the allocation of more than 700 hectares for reforestation of the Taguibo watershed under the National Greening Program (NGP) for 2014.

Butuan City Mayor Ferdinand M. Amante, Jr. also graced the said meeting upon the invitation of the solon where the mayor expressed his full support to Fortun’s congressional agenda. It was also during that meeting that the two leaders re-assured the barangay leaders of their strong partnership and commitment to pursue good governance to work for a common development agenda for the city.

The formidable partnership of Amante and Fortun has been one of the factors that stimulated growth in Butuan dating back during the latter’s term as Vice Mayor of the city. Moreover, the strong partnership is now again seen to play a vital role in the city’s development.

In a press conference, Monday, city Police Chief Roy A. Magsalay said Philippine National Police (PNP) Provincial Director Glenn dela Torre ordered to create the “Special

Investigation Task Group Dignos” to speed up probe on the murder of Joash Dignos, a commentator of dxGT Radyo Abante in Maramag town.

VALENCIA CITY, Bukidnon – A special task force was created to probe the killing of a broadcaster in Bukidnon.

Department of Science and Technology region 10 (DOST-10) Director Alfonso P. Alamban said that the activity aims at improving the capacities of testing and analytical laboratories in the Philippines. “Our country wants to be ready for ASEAN science community comes 2015. We want to see a more competent science and technology services and in tackling issues on compliance to worldwide product standard and product safety,” Alamban explained. The training which was handled by EUROLAB Denmark Secretary and chairman of EURACHEM working group for method validation Lorens Peter Sibbesen centered on Measurement Uncertainty of Analytical Results and Internal Quality Control in the Analytical Laboratory.

Sibbesen shared that he has conducted hundreds of training workshops all over the world and he has noted that Cagayan de Oro City was the most organized. He was also amazed at the Filipino culture and hospitality and said it was his first time to visit the country. The contact of the training-workshops was spearheaded by DOST-10 Regional Standards and Testing Laboratories (DOST-10 RSTL) in cooperation with the Northern Mindanao Laboratory Consortium (NorMin LABCON) Foundation, Inc. and the Chemistry Department of Xavier University-Ateneo de Cagayan. About 60 participants joined this training on November 18-19 and 21-22.

CAMP EVANGELISTA, Cagayan de Oro City - Army’s Fourth Infantry Division welcomed its newly enlisted soldiers during a graduation ceremony of Candidate Soldier Course Class 322 held at the Division Grandstand at 3:00 p.m., December 2.

A total of 93 male candidate soldiers graduated from the course.

Most of them came from the different provinces in Region-X and Region

The newly-formed group is composed of experts from Crime Laboratory, Criminal Investigation and Detection Group, PNP Investigation Unit, and Intelligence branch of the provincial headquarters. “Since the task group’s sole assignment is to conduct in-depth investigation to identify the real suspects behind the killing, we have to unify efforts so that we can consolidate our findings,” Magsalay said. Dignos was reportedly gunned down by motorcycle-riding men along Sayre Highway in Valencia City around 9:30 p.m. Friday, Nov 29. Initial investigation disclosed that while the victim was standing near an establishment along the highway, the gunmen shot him several times, killing him instantly. Investigators found 12 empty

shells and 3 slugs of .45 caliber pistols used by the gunmen. They also found a .22 caliber handgun inside the pocket of Dignos’ shorts. The victim was publicly known as the most hard-hitting radio commentator in Bukidnon. Magsalay said the gunmen could have been hired to kill Dignos. Probers hope that in close coordination with the eyewitnesses, the computerized facial composite of the assailants would also provide leads in the brutal killing, Magsalay said. He, however, declined to say how the murder was done, citing the ongoing investigation. The only time details will be released is when police deem it advantageous to the investigation, he said.

XIII. These candidate soldiers passed the physical and academic aspect of the basic soldiery training as basis for their graduation. The 4th Division Training School (4DTS) headed by Lieutenant Colonel Febie N Lamirez (INF) GSC PA administered the six months training of these new soldiers. They were taught on the Basic Military Knowledge and Skills, Jungle Warfare, Mountaineering Operations, the Army Core Values, Human Rights and International Humanitarian Law. Brigadier General Ricardo R Visaya, Commander, 4ID, said that I must warn you that by this time, you should be aware that your graduation is only the commencement of your military career, you should have understood, that your actions will be

now covered with orders. As soldiers of our country always bear in mind the duty you have sworn to do, and this will guide you throughout your life in the service. As your commander, I want all of you to uphold the highest discipline that is expected from us soldiers. Develop and cultivate in your hearts the love for the service, because with this, all other things follow. In your love for the service, will stem not only a well disciplined soldier, but a soldier who thinks and acts to make his unit better perform the assigned mission, a soldier who is morally upright, and a soldier that will make his country proud. Again, my congratulation to all of you, the graduates, the proud families, and the training committee,” said BGen Visaya.

Israel delegation visits DavSur to forge investment partnership

DIGOS CITY, Davao del Sur- A del-egation from Israel visits Davao del Sur starting today in Digos City to conduct an investment forum to be participated in by the business sector, academe and national gov-ernment agencies that are trade components of the society. The delegation is composed of honorary consul to Jerusalem Shi-mon Weinbaum, LR Group chief

executive offi-cer Naftaly Weiz, Israel Co. CEO Ronny Weiz and Tahal Group di-rector Lior Frum-kes. Aside from the investment fo-rum, today’s visit (Dec. 4) also in-cludes plenary session and a press conference to be attended by

media practitioners of Davao del Sur and Davao City. The whole day activities are being held at the pro-vincial capitol in Matti, Digos City. DavNor honors HIV/AIDS victimsTAGUM CITY– Provincial officials and employees showed that they care for the victims of Human im-munodeficiency virus infection/acquired immunodeficiency syn-drome (HIV/AIDS) by pinning red ribbons which symbolize HIV awareness and support. In celebration of the World AIDS Day, Governor Rodolfo del Rosario also lead local officials in giving Christmas gifts to persons living with HIV, during the monthly convocation program last Monday. The Governor further called up the workforce of the Provincial Capitol to spread the message on how to prevent the transmission of HIV/AIDS in the province. “Let us have the courage and compassion to reach out and

support the people living with HIV and those people who are at high risk of infection,” he appealed. Noting that the fatal disease threatens the wellbeing of the most important resource of the province, the governor urged every Dabaonon to be aware of HIV/AIDS, as well as, to take action to curb the transmission of the infection by promoting safe sex practices. Pursuant to his human development thrust called P.E.O.P.L.E., del Rosario likewise put forward mechanisms to ensure that people living with the disease can still fully participate in the community, free from stigma and discrimination. Davao City Health Office, revealed that as of July 2013 Davao del Norte contributed 65 out of the 795 cases of HIV/AIDS infection in the Davao region. Almost half of the total cases in the province came from Tagum City, with 35 cases. Underscoring the theme of the World AIDS Day, Senoc rallied the people of the province to work

together in attaining “zero new HIV infections, zero discrimination and zero AIDS related deaths.” She also encouraged the people to protect themselves and other from the deadly disease through abstinence, fidelity, safe sex, particularly with the use of condoms, and use of sterile needles, among other preventive measures. Tremor jolts Davao RegionDAVAO CITY – A magnitude 5.7 earthquake jolted Davao City 7:58 am Wednesday caus-ing several employees at the downtown buildings to troop to the streets. There was no reported inju-ries in the incident. Based on the Earthquake Bulletin No. 3 of the Philippine Institute of Volcanology and Seis-mology (PHIVOLCS) the epicen-tre of the quake was located at 06.44 degrees North, 16.24 de-grees East-057 kilometers South two degrees East of Mati, Davao Oriental, near the town of Gover-nor Generoso. Phivolcs said the tremor was

tectonic in origin. The earthquake was felt at Intensity V-Davao City proper, Mati, Davao Oriental, Toril, Davao City; Intensity IV in Digos City, Don Marcelino and Malita, Davao del Sur; Intensity III in the cities of Butuan, Kidapawan, Panabo, Compostela Valley Province and Matan-ao, Davao del Sur; Inten-sity II in San Francisco, Agusan del Sur, Cotabato City, General Santos City, Koronadal City, Pol-omolok, South Cotabato and Ala-bel, Sarangani.
