    SCOPEOFWORK

    Situatedon16acresinHonolulu,theOahuCommunityCorrectionalCenter(OCCC)isthelargestjailfacilityintheStateofHawaii.OCCChousespretrialdetaineesandinadditiontoitsjailfunctions,providesreintegrationprogrammingformalesentencedfelons.TheHawaiiDepartmentofPublicSafety(PSD)alsomanagesandoperatestheLaumakaWorkFurloughCenter(WFC)whichislocatedneartheOCCC.InmatesassignedtotheLaumakaWFCareeitheractivelyseekingemploymentorworkinginthecommunity.

    IthasbeendeterminedthattheStateofHawaiihasanimmediateneedforamodernandexpandedOCCC.InresponsetothisneedtheHawaiiDepartmentofAccountingandGeneralServices(DAGS)andHawaiiPSDareproposingtorelocateandexpandthesecureOCCCcampusalongwithrelocatingtheminimumsecurityLaumakaWFCcampus.TheintentofthisprojectisforPSDandDAGS,assistedbyateamofconsultantsledbyArchitectsHawaii,Ltd.(Consultantteam),toundertaketheplanning,engineering,architectural,environmental,andrelatedservicesnecessarytosupporttheproposedrelocationoftheOCCCcampusandtheLaumakaWFCcampus.Thetasksrequiredtosuccessfullyaccomplishthisundertakingaresummarizedbelowanddescribedindetailintheattachments.

    A. PlanningforNewOCCCatNewLocation(BasicService)

    1. OCCCReplacementPlanningGoalsandObjectives/ArchitecturalProgramandPlanningConceptDevelopmentTheConsultantteamshallconductafactfindingworkshopwithPSDandDAGSleadershiptoexplore,defineanddocumenttheplanninggoalsandobjectivesandPSDandDAGSvisionforthisengagement.SeeScopeofWorkfortheOCCCReplacementPlanningGoalsandObjectivesinAttachmentA.TheConsultantteam(ledbytheJusticeArchitectandspecialtysubconsultants)shallalsoworkwithPSDandDAGStoprepareanarchitecturalspaceprogramandplanningconceptsforallspacestobeincludedinthenewfacilities.SeeScopeofWorkfortheArchitecturalProgramandPlanningConceptDevelopmentactivitiesinAttachmentA.

    2. SiteSelectionStudyBasedontheresultsoftheOCCCReplacementPlanningGoalsandObjectives/ArchitecturalProgramandPlanningConceptDevelopmenttask,theConsultantteam(ledbytheSiteSelectionPlanner/Specialistandspecialtyrealestatesubconsultant),shallidentifypotentialcandidatesitestorelocateandexpandtheOCCCandreplacetheLaumakaWFC.Alternativesiteswillbereviewedandrankedaccording

    totheGovernmentspreference.SeeScopeofWorkfortheSiteSelectionStudyinAttachmentB.

    3. UtilityAnalysisTheproposedrelocatedandexpandedOCCCwillrelyheavilyupontheavailabilityandcapacityofwatersupply,wastewatercollectionandtreatment,electricpower,andnaturalgassystemsandservices.Therefore,theConsultantteam(CivilandElectricalengineers)willanalyze/reviewinformationontheavailabilityandcapacityofutilityservicesinandnearthecandidatesitestodeterminetheimprovementsneededandtheassociatedorderofmagnitudecoststoservearelocatedandexpandedOCCC.TheresultsofthistaskwillbeincorporatedwithintheSiteSelectionStudyandtheEnvironmentalImpactStatement.(TheConsultantwillensurethereisnoduplicationofeffortbetweenandamongthesetasks.)SeeScopeofWorkforconductingtheutilityanalysisinAttachmentD.

    4. EnvironmentalImpactStatementTheConsultantteamshallassistPSDandDAGSwiththepreparationandprocessingofaFinalEnvironmentalAssessmentandEnvironmentalImpactStatementPreparationNotice(FEA/EISPN),DraftEnvironmentalImpactStatement(DEIS),andFinalEIS(FEIS)underHRSChapter343,theHawaiiEnvironmentalPolicyActthatanalyzesanddocumentsthepotentialenvironmentalimpactsofrelocatingandexpandingOCCCandreplacingtheLaumakaWFC.SeeScopeofWorkforpreparingtheEISinAttachmentC.

    5. PublicOutreachandCommunityInvolvementTheConsultantteamshallassistPSDandDAGSwithdevelopmentandimplementationofapublicoutreacheffortcombiningstrategicadviceandguidance,preparinganddistributingpublicinformationmaterials;arrangingandattendingformalandinformalmeetings;respondingtopublicinformationrequests;andcoordinatinginternalprojectteamdiscussions,activitiesandmeetings.Attheonsetofthistask,acleardivisionofroles,responsibilities,activities,anddeliverablesbetweentheConsultantteamandPSD,DAGSandothers,asapplicable,willbeestablished.Doingsowillensureasuccessfuloutcomeandavoidconflictsandduplicationofeffort.SeeScopeofWorkforPublicOutreachandCommunityInvolvementactivitiesinAttachmentE.

    6. LandEntitlementsTheConsultantteamshalldeterminelandentitlementrelatedissuesforcandidatesites,suchaszoningchangeorvariancesthatmayberequired.Alsoconsideredwillbetheimpactsoftheentitlementprocessasitaffectstheoveralldevelopmentschedule.(NotethatzonechangeswouldnotberequirediftheselectedcandidatesitewaslocatedonlandsregulatedbyeithertheCityandCountyofHonoluluorHCDA.)SeeScopeofWorkforLandEntitlementsinAttachmentG.

    7. SpecialPermitsTheConsultantteamshalldeterminetheneedforanyspecialpermits.PlanReviewUse(PRU)andSUPfortheselectedsitewillbeidentifiedifneeded.PRU,HCDAandSUPapplicationsandfeesareincludedandcoordinatedasajointEIS/SpecialPermitsapplication(s)oftheproject.However,utilitypermitsandfeesarenotincludedaspartofthiseffortandaredeferredtobepartofthefuturedesignoftheproject.AdetaileddescriptionisprovidedintheScopeofWorkforPRUandHCSAConditionalUserelatedactivitiesinAttachmentH.

    8. ProjectDevelopmentReportTheConsultantteamshallprepareadraftandfinalProjectDevelopmentReport(PDR)necessaryforlateruse(byothers)indesigningtherelocationandexpansionofOCCC.ThePDRwillincludethefollowingitems: BriefjustificationoftheProjectintermsofthepresentandfutureoperation SpacerequirementsanddesigncriteriarequiredasinputforaConsultantin

    designingtherelocationandexpansionofOCCC Recommendedsitelocationandrelatedsiteinformation Projectdevelopmentscheduleforallphases Economicimpactanalysisofallphases

    9. MasterPlanReportforSelectedSiteConstructionoftherelocatedandexpandedOCCCislikelytobeaccomplishedinphases.TheConsultantteamshallprepareaMasterPlanreportthattakesintoconsiderationthephaseddevelopmentoftheselectedcandidatesite.AComparativeAlternativeProjectFinancingAnalysiswillalsobeperformedfortheselectedsitewhichexaminesallfinancingoptionsavailabletotheStateforfundingandmaintainingthenewcorrectionalfacilities.AlsoprovidedareValueforMoney(VfM)calculationstocompareconstructionfinancingbetweentraditionalandprivatesectorfundingsourcesaswellasacomparisonoflongtermmanagementcostsbetweendeliverymethodologies.SeeScopeofWorkforMasterPlanreportinAttachmentI.

    10. ProjectPlanningScheduleAprojectplanningscheduleisattachedtothisproposalandwillbefurtherdevelopedandperiodicallyupdatedasneededtoreflectestimatedconstructionschedule(viaextracostallowance).Whennecessary(followingidentificationoftheselectedsite)andrequested,theConsultantteamshallpreparetheanalysisandnarrativefortheoveralldevelopmentscheduleandprojectconstructionschedulerelativetothefuturedevelopmentoftheselectedcandidatesite.Anallowancehasbeenprovidedforpreparingsuchscheduleswhichcanbeaddedatthetimeofrequestasadditionalservices.SeeScopeofWorkforschedulepreparationinAttachmentM.

DraftRequestforProposalwithFinancingforNewOCCCProjectDevelopment(BasicService)TheConsultantteamshallpreparetwostepdesignbuilddocuments,uponinwhichafuturefinaldesignRFPcanbebasedforthepurposesofreceivingcompetitivedesignbuildproposalsafteradesigncontractisexecuted.TheprimaryintentofthisdraftRFPprepared,withinthescopeofthisplanningproject,istodescribeingeneralwhatthefacilitymaylooklikeandoutlineaconstructionprojectfinancingstrategy.

    TheAHLConsultantteamunderstandstheuniquechallengesfacingtheStateofHawaiiandtheDepartmentsofPublicSafety(PSD)andAccountingandGeneralServices(DAGS)asitmovesforwardwithplanning,siting,designanddevelopmentofarelocatedandexpandedOCCCandreplacementLaumakaWFC.Thosechallengesmaketheprocessmorecomplexandtimeconsumingthanotherpublicprojectsofasimilarscale.Asuccessfulsiteselectionprocessinvolvesawelldefinedplanforward,atransparentandinclusiveapproachtositing,anddefensibledecisionmakingthatbuildstowardsstakeholderconsensusontheoutcome.Tomaximizetheeffortandinvestmentinthesiteselectionprocess,theConsultantteamwillutilizealldatagatheredandanalyzedduringtheplanning,engineeringandenvironmentalstudiestoexpeditecompletionofotherrelatedtasks.Forexample,thesiteselectionprocesswillrelyheavilyupontheinformationandanalysesconductedduringtheUtilityAnalysis(AttachmentD).Understandingthelocations,capacities,neededimprovements,andpotentialcostsforutilitysystemupgradeswillbeimportantinputstothesitescreeningandevaluationprocess.UseofinformationandanalysesperformedduringtheUtilityAnalysiswillreducetheeffort,costsandscheduleforcompletingtheSiteSelectionStudy.Similarly,thebenefitsofarobustSiteSelectionStudyincludetheopportunitytoutilizethesitingstudyresultstoexpeditepreparationoftheEnvironmentalImpactStatement(EIS).TheefforttoidentifyandevaluatealternativesitesisfundamentaltotheEISprocessandthedatacollectedandanalyzedinvolvingenvironmentalconditionsandfeatures,culturalresources,utilityservicesandsystems,transportationnetworks,andlandownershipandlanduseentitlementswillalsoreducethetimeandeffortnecessarytopreparetheinitialenvironmentalimpactstudies.TheConsultantteamiswellversedinmethodstomaximizingtheuseofdata,reduceoverallstudycosts,andreducethetimetocompletion.ProvidedbelowisadescriptionofthekeytasksinherentinasuccessfulOCCCsitingstudy.

    WiththeinputandassistanceofPSDandDAGS,theConsultantteamwillratethesitesbasedontheresultsofthescreeningprocessandanalyzethesitesthatarejudgedtobestmeetthesitingcriteriaandareworthyofmoreindepthevaluation.TheresultsofthiseffortwillbesummarizedinaSiteScreeningAssessmentReporttobesubmittedtoPSDandDAGS.

    Task3:ConductDetailedEvaluationsofThreeFinalistSitesTherationalefortheselectionofthethreecandidatesitesforOCCC(andreplacementLaumakaWFC)developmentwasexplainedearlier.Thethreeprospectivesiteswillbeconsideredhighlyratedfollowingtheanalysisprocessabovewillbesubjectedtofurtherindepthanalyses.Onthatbasis,theConsultant,withtheassistanceofPSDandDAGS,shallconductonsitefieldinvestigationsofthethreesitestogatherinformation,verifyconditions,andanalyzedevelopmentopportunitiesandconstraintsforthefollowingtopics:

    Task4:EconomicandFinancialImpactAnalysisofRelocatedandExpandedOCCCConstructingandoperatingarelocatedandexpandedOCCCwouldcatalyzeeconomicimpactswellbeyondthedirectexpendituresinvolvedinitsconstructionandoperation.Additionalemployment,personalincome,output,andincreasedtaxrevenueswouldbegeneratedasthespendingbyconstructioncompanies,OCCCsuppliers,andPSDemployeesandtheirfamilieswouldboosteconomicactivityonOahu.TheeconomicandfinancialeffectsoftherelocatedandexpandedOCCCwouldbebothshorttermandlongterm.Animportantpartoftheoverallundertaking(andpreparationoftheEISandcommunity

    partneringeffort),isacomprehensivesetofeconomicandfinancialanalysestodemonstratetheeconomicimpact(i.e.,benefits)oftheproposedaction.

    TheConsultantteamwillestimatetheeconomicimpactsoftherelocatedandexpandedOCCCconstructionandoperationusingtheHawaiiDepartmentofBusiness,EconomicDevelopment,andTourism(DBEDT)inputoutputmodel.ThemodelwillemploythemostrecenteconomicdataavailableforOahuIslandandtheStateofHawaii.Shorttermandlongtermimpactswillbeestimatedatboththecountyandstatelevelsfortheproposedaction.

    UseoftheDBEDTmodelwillallowtheConsultantteamtoestimatetherippleeffectsofbuildingandoperatingtherelocatedandexpandedOCCContheeconomiesofOahuandtheStateofHawaii.Themodelfirstmeasuresthedirecteffectswhicharethechangesinemployment,income,andoutputassociatedwithbuildingandoperatingthenewOCCCfacility.Directemployment,forexample,wouldincludetheworkershiredtoconstructandoperatethefacility.

    Themodelalsoestimatesindirectandinducedeffects.Indirecteffectsresultwhenafirmcontractedtobuildthefacilitiespurchasesmaterialsandservicessuchassteel,lumber,andcementfromotherestablishments.Theseotherestablishmentsthenmustincreasetheiroutputandpurchaseadditionalmaterialsandservicesfromtheirsupplierstomeetthenewdemand.Themodelalsoestimatesinducedeffects,whichareincreasesineconomicactivityattributabletoadditionalspendingbyworkersandtheirfamilieswhoweredirectlyorindirectlyhiredasaresultoftheproject.Together,theseeffectsarethetotaleffectsthatareestimatedbythemodel.TheestimatedeconomiceffectsorbenefitswillbegeneratedusingboththeDBEDTandIMPLANmodelandbasedonthefollowingassumptions: Totaldirectconstructioncostsestimatesfortheproposedrelocatedandexpanded

    Theeconomicbenefitsarisingfromtheconstructionphasewouldbetemporaryandwouldceaseonceconstructionofthenewfacilityiscompleted.Incontrast,thebenefitsarisingfromtheoperationandmaintenancephasewouldcontinuefortheentirelifecycleofthenewfacility.However,becausethenewfacilityisintendedtoreplacetheexistingOCCC,theonlyeconomicbenefitsthatwillbecalculatedfortheoperatingphasearethoseincrementaltothecurrentfacility.Itisassumedthatthecurrentfacilitysworkforcewouldtransfertothenewfacilityandthatbenefitswouldderiveonlyfromeconomicactivitiesgeneratedbythenewemployeesthatwouldbehiredtomeettheadditionalmissionrequirementsaswellasfromincreasesinexpenditures(ifany)associatedwithitsoperation.

    TheConsultantteamwilluseitsfinancialmodeltoprovideasoundanalyticalbasistoevaluatethecostsforoperatingtherelocatedandexpandedOCCC.ThepurposeoftheanalysiswillbetoestimateandcompareoperatingandmaintenancecostsonaperinmateperdaybasisforthenewOCCCfacility.TheperinmateperdaycostestimateswillbegeneratedusingaspreadsheetanalysisdevelopedbytheConsultantteam.Theoperatingcostanalysiswillinvolvethefollowingcomponents: ParametersCostsassociatedwithconstruction,operationandrecurringmaintenance

    Thefirststepwillinvolvethecollection,compilation,andcategorizationofallexistingcostdata,inconjunctionwithfacilitybudgetinformation,atasufficientlydisaggregatedleveltofacilitatetheallocationofannualexpenditures.Next,aspreadsheetanalysiswillbedevelopedbyconsolidatingmultipledatasetsintoasingle,welldefinedsetofexpenditurecategoriessuchthattheannualcostscanbeassignedtoOCCCexpenditures.Thechallengeinthedevelopmentoftheanalysiswillbetoconsolidatemultipledatasetsdispersedacrossmanyformats,contracts,andspreadsheetsintoasingleunifieddatabasethatwillfullyandproperlyaccountforallmajorcostsassociatedwithOCCCoperation.

    Thefinancialanalysisparameterswillhavetwoprimarycomponents:expendituresandlaborcosts.Expendituredatawillbedisaggregatedintooperationandrecurringmaintenance(O&M)costs(includingfoodservices,medical,routinemaintenance,etc.),capitalmaintenanceandcapitalcosts.Laborcostsareanycostsassociatedwithstaffing,includingemployeebenefits.

    ThemodeldevelopedandusedbytheConsultantteamwillcalculatethecostofhousinganinmateattheexistingOCCCaswellasthecostofhousinganinmateattheproposedrelocatedandexpandedOCCCsoastoprovideacomparison.TheanalysiswillusecostdataprovidedbyPSD;wherecostdataareunavailableornotspecificallyallocatedtoOCCC,assumptionswillbemade.Theanalysiswillbedevelopedforaperiodof25years.

    Task3:CommunityPartneringToaddresstheuniqueaspectsofdevelopingorexpandinginstatecorrectionalfacilities,theHawaiiStateLegislatureenactedHRS35316.37toprovideforcommunitypartnering.Enactedin1998,thestatuteisintendedtoinvolvepotentialhostcommunitiesearlyintheplanningprocess.ThestatutealsocompelsPSDtodevelopandimplementacommunitypartneringprocessthatincludesacommunityhearingtosolicitinputaswellasacommunitybenefitandenhancementpackage(inconcertwiththepotentialhostcommunity)tomitigatethepotentialnegativeimpactsofdevelopingacorrectionalfacility.AsprovidedinHRS35316.37,thecommunitybenefitandenhancementpackagemayinclude,butisnotlimitedtoinfrastructureimprovements;jobtrainingprogramsorimprovementstoschoolsandhealthcarefacilities;socialprograms;orothergovernmentalfunctions.

    TheproposedOCCCreplacementandexpansionproject(withLaumakaWFCreplacement)willbethefirstPSDprojectsubjecttoHRS35316.37requirementsandthereforewillsettheprecedentforimplementingcommunitypartneringforallsubsequentPSDfacilitydevelopmentorexpansionprojects.IntheabsenceofaHawaiianprecedent,andbasedonitspreviousexperiencewithcommunitypartneringinmainlandlocations,theConsultantteamshallworkwithPSDandDAGStofirstdevelopaCommunityPartneringPlanforcomplyingwithHRS35316.37.ThePlanwilladdresstherangeofpotentialcommunityimpactsthatmayarisefromcorrectionalfacilityconstructionandoperation(atsuchtimeaselectedsiteandhostcommunityareidentified)asthebasisfordeterminingapplicableandappropriatebenefitandenhancementmeasurestobeconsideredduringthepartneringprocess.
