The green industry comprises growers of greenhouse/nursery stock, Christmas trees and flowers, sod producers, and related businesses such as landscape and irrigation contractors, lawn care professionals, arborists and retail lawn and garden centers. “We always knew the green industry was big North Carolina green industry study findings announced: $8.6 billion impact business in North Carolina, but we didn’t know how big,” Troxler said. “This comprehensive study shows that the green industry is a diversified and significant economic factor in our state.” Louise Hodges, president of the N.C. Green Industry Council, said: “These numbers clearly illustrate the significant contributions the green industry provides our state. Armed with this information, our industry will further its commitment to the state of North Carolina through opportunities for additional jobs, additional revenue and continued environmental benefits.” Staff of the Agricultural Statistics Division at the N.C. Department of Agriculture and Consumer Services collected data for the study. Economists Charles Safley and Michael Walden at N.C. State University’s College of Agriculture and Life Sciences analyzed the data. The study was funded by a $150,000 appropriation from the General Assembly in 2005. Following are highlights of the study, which examined data for 2005: -- The green industry employs nearly 152,000 people across the state. -- N.C. homeowners spent an average of $838 on lawn and landscape services during the year. -- Arborists, landscapers and lawn care professionals had total gross sales of $1.2 billion. -- Total gross sales by N.C. florists exceeded $256 million. -- Landscape architects and designers had total gross sales of $574 million. -- North Carolina had 120,741 acres in production of green-industry commodities, including 60,657 acres of Christmas trees, 27,150 acres of field-grown nursery stock and 20,838 acres of sod. Farmers can gain tax benefits by donating food Farmers who donated fresh produce to hunger-relief agencies are reminded that they can take a charitable tax deduction on their 2006 federal tax return. The benefit, provided for in the Pension Protection Act of 2006, allows farmers to deduct food that was donated between January and December 2006. The allowed deduction is equal to the base cost of producing the food plus half the fair market value appreciation, not to exceed half the cost. For example, if it cost $100 to produce a container of potatoes and the grower would normally sell the container for $200, the tax deduction for donating the container of food is $150. The federal benefit remains in effect through December 2007. North Carolina has allowed a tax credit for donated food since 1983. “This is a win-win for everyone involved, and I hope farmers who haven’t participated in gleaning efforts before will be encouraged to participate this year,” Agriculture Commissioner Steve Troxler said. “Not only is it the right thing to do, you can save money on your taxes, too.” Farmers can develop relationships directly with their local hunger-relief agencies, but those who do not want to collect and transport produce to a local food bank themselves can contact the Society of St. Andrew North Carolina to help with the work. SoSA has a network of volunteers and drivers who help move food from the fields and warehouses to partner agencies, and will provide a (See Tax breaks, pg. 3) Spring is here and with it the beginning of new growth and renewal. As a farmer, I always look forward to breaking ground and planting, knowing that with a little luck, some patience and decent growing conditions, I could look forward to the harvest of my work. A copy of Gov. Mike Easley’s proposed budget for 2007-2008 reminded me of the wonders of planting seeds, growing crops and the anticipation of harvest. Since taking office, I have planted a good many seeds regarding the need to help farmers stay on their land and earn a decent living so they can keep the land in produc- tion. I’ve referred to it as farmland preservation, but my vision focuses on keeping farmland as working land, not as development or just open space. I am optimistic that this will be the year we begin to see a harvest from these efforts. Gov. Easley included $6 million for the Agricultural Development and Farmland Preservation Trust Fund in his proposed budget, a significant leap from zero funding in 2006-2007 and $50,000 in 2005-2006. I appreciate the Gover- nor’s leadership on this issue and in recommending fund- ing. There are many needs in the state, but I am grateful that he recognizes how important it is to invest in our agricultural and natural resources now while we can. And I look at this as a particularly worthwhile investment in the future of agriculture and our state.

The N.C. Department of Agriculture and Consumer Services Veterinary Division is look-ing for small or large backyard or independent poultry flocks to test for avian influenzathroughout our state. A minimum of 10 birds per flock would be tested by oral swabs fourtimes each year at no cost to the owner. This program is designed to maintain surveillancefor bird flu in North Carolina. ***The Duke Homestead State Historic site is looking for farm equipment donations to pre-

serve and showcase the state’s tobacco heritage. The site is specifically looking for one home-made water tank used to take water to the field for use with tobacco hand planters, a ridingplow with two wheels and a seat for the farmer, a gang harrow with spiked teeth (equal tofour combined spike teeth harrows) and open coulter plow used for breaking new ground. Bucolic briefs

For the second year in arow, North Carolina has led thecountry in the loss of farms.Land values are on the rise,and in some areas of the statethe values are skyrocketing.

While that’s good forproperty owners, it also has itsdownside, too. Higherproperty values mean higherproperty taxes along withhigher costs to buy or rentadditional land for farming.These pressures often leavefarmers with few choices butto sell. And I don’t blame them.

But some farmers, l ikemyself, don’t want to sell offtheir family farms and wouldprefer to continue to work theland.

Some of the efforts of theAgricultural Development andFarmland Preservation TrustFund are designed to help makeit easier for farmers who wantto keep working their lands.

Working farms are impor-tant to maintaining our abilityto feed ourselves. They alsoprovide natural habitat forwildlife and clean air and waterfor us all.

There is still a lot of workto do before a final budget isapproved. The Governor ’sproposal will be debated bymembers of the GeneralAssembly before a final ver-sion is agreed on, but farmlandpreservation funding hassupport in the legislature aswell. In fact, legislators haveintroduced a bill recommending$10 million for the trust fund.

I encourage farmers tocontact their legislators andtalk to them about theimportance of farmlandpreservation and theenvironmental benefits ofkeeping farmland inproduction versus coveringland with concrete, homes and

businesses.I will keep you informed on

the budget and otherlegislat ive issues as theydevelop.

Speaking of land loss, Iwant to briefly mention thedebate about the Navy’sproposal to build an outlyinglanding field in WashingtonCounty and why I haveencouraged the Navy toconsider an alternativelocation.

Taking this land out ofproduction is estimated tocause agricultural losses of upto $6 million annually, whichis signif icant to the localeconomy and the businessesand jobs supported by farmingoperations in the northeasternpart of the state.

Without question I supportthe service and sacrifice of ourcountry’s military men andwomen. My father and histhree brothers served in WorldWar II, and I appreciate thefreedoms we have because oftheir service and others likethem.

But at a time when we arelosing so many farms, taking30,000 acres out of productionis at odds with the need to keepfarmland open for production.I bel ieve i t is also inopposition to our long-termgoals to become more energyindependent.

I hope the Navy wil lreconsider its plan and workwith the state to find other siteoptions.

“We glean surplus produce in any volume.From the car load to the tractor-trailer load,Society of St. Andrew gleans whatever isedible,” said Julia Webb Bowden, director ofSoSA-NC in Durham. “We will go into thefields and pick out everything left behind andthen put it in 10-pound bags, or we can movebulk or packaged produce that has been inthe warehouse.

“Too big, too small, too ugly, while itdoesn’t sell well in a grocery store, fills ahungry belly just as well as perfectly uniformproduce,” she added.

The N.C. Department of Agriculture andConsumer Services works with SecondHarvest Food Banks and SoSA to transportproduce. “We try to move as much produceas we can for SoSA, using federal fundingfrom The Emergency Food AssistanceProgram,” said Gary Gay, director of theNCDA&CS Food Distribution Division. “Inthe 2005-2006 f iscal year, the FoodDistribution Division helped SoSA distributemore than 3.3 million pounds of produce.”

The N.C. Department of Agriculture and ConsumerServices and the N.C. Horse Council is calling on horseowners for help with a short survey to try to determinehow much feed owners are purchasing annually andwhere they are buying that feed.

Revenue from an equine feed assessment that is usedto promote the horse industry has been on the declinesince 2003 despite a growth in the horse population inthe state.

“The numbers don’t add up and we are trying todetermine where the break down is occurring,” saidSteve Lathrop, NCDA&CS interim horse specialist. “Themoney generated by the assessment is critical to thework of the N.C. Horse Council in promoting, lobbyingand educating about the state’s growing horseindustry.”

Under the assessment, horse owners pay $2 per tonfor horse feed, which is collected at retail outlets. Those

Now is the time to evaluatenitrogen needs of wheat

Now is the time for farmers to be thinking about nitrogenfertilization of wheat. The N.C. Department of Agricultureand Consumer Services reminds growers to watch their cropclosely and be ready to collect tissue samples at theappropriate stage of growth. A tissue test is the only reliableway to determine the correct amount of nitrogen to apply.

Tissue samples should be taken when wheat reachesZadoks growth stage 30 (or the equivalent Feekes 4–5 stage).Check the growth stage by digging up a plant and slicing itdown the middle. If the distance from the bottom of theplant to the top of the seed head is one-half inch, then it istime to submit a tissue sample to the NCDA&CS AgronomicDivision laboratory.

To take a sample, use a pair of clippers or a sharp knifeand collect the entire above-ground portion of the plant.Cut or clip the leaves about a half-inch above the ground tominimize soil particles clinging to the tissue. Also removeany dead tissue. A good sample consists of two handfuls ofwheat plants collected randomly from 15 to 20 placesthroughout a field. The tissue sampling process is depictedonline at www.ncagr.com/agronomi/pictorial.htm.

Put the sample in a paper bag or plant tissue envelopeprovided by NCDA&CS. Do not use plastic bags. Fill outthe Plant Sample Information sheet, and be sure to writedown the exact Zadoks, or Feekes, growth stage. Ship thesample(s) along with the completed Plant SampleInformation sheet(s) and appropriate processing fee to theNCDA&CS laboratory.

The NCDA&CS Agronomic Division processes tissuesamples within three days of their arrival at the lab. Albert Einstein once said, “If the bee disappeared off the surface of the globe, then man would onlyhave four years left to live.”

According to an article in the March 2000 issue of Bee Culture magazine, honeybees are responsiblefor one-third of everything that people eat every day. North Carolina’s bee-dependent crops includeapples, blueberries, cucumbers, pumpkins, squash, strawberries and watermelons.

That puts a lot of pressure on beekeepers who are already battling a mysterious illness that is killingsome of the honeybee population. Now the African honeybee is entering into the mix. Africanhoneybees, often sensationalized as “killer bees,” are spreading from Florida and Texas to neighboringstates such as Louisiana and Arkansas.

“The fact that they have invaded Arkansas, which shares similar environmental conditions to NorthCarolina, demonstrates their ability to adapt to conditions here,” said Don Hopkins, state apiarist withthe N.C. Department of Agriculture and Consumer Sciences.

State bee specialists such as Hopkins say there is no cause for alarm in North Carolina yet. Butinforming the public and beekeepers about the benefits of the European honeybee and the relativelylow risk of deaths from African honeybee stings is a proactive way to address this problem.

Yearly death rates from bee stings are far lower than from lightning strikes, yet public fear of beeattacks is pervasive. This suggests that the Africanized bee “threat” is more perceived than real.

When they do arrive in North Carolina, the state’s frontline defense lies with bee experts such asHopkins and beekeepers who manage the genetics of their colonies to create a genetic buffer betweenhumans and the feral African honeybee population. The N.C. Africanized Honey Bee Task Force isworking on a comprehensive response plan consisting of education, quarantine and researchcomponents. Unlike the European honeybee, African bees are indiscriminate in their nesting sites. “Any smallcavity that would be not much larger than a gallon is ideal. An old bucket, a tree cavity or water meterboxes are a favorite around homes. Anything with a cavity of up to 3 liters or larger,” Hopkins said.

Spring is the prime time for honeybees to test potential sites. “If you have a hole in the wall or treecavity that looks inviting to a colony and you see that kind of ‘snooping’ activity near the area, seal itup with duct tape, insulating foam or a screen to make that area unavailable,” Hopkins said.

“If someone notices a colony being established, then do something sooner rather than later,” hesaid. “The best advice to give people who suspect they have a colony of African honeybees on theirproperty is to call a bee specialist or the N.C. Department of Agriculture and Consumer Sciences PlantIndustry Division at (919) 233-8214. “Avoid dealing with the bees. Most people who have beenattacked by African bees were aware that a colony existed on their property for several weeks,”Hopkins said.
