National Recreational Boating Safety

Boating Accident Investigation Courses

• Courses first conducted by Underwriters Laboratories and NASBLA in 1988• Between 1989 and 2014, over 7,000 officers from every state trained in boating accident investigation• Initially the courses were more scientific in nature – did not deal with the full range of officer responsibilities

• In 1992, UL curriculum was replaced by NASBLA curriculum

• Two levels of training:o Level I – Comprehensiveo Level II – Advanced

• Level I curriculum revised to meet the needs of law enforcement officers

• Level II changed from exportable training to fixed locations – Arizona and Florida

• In 2013, NASBLA converted approximately eight hours of classroom instruction to e-learning• NASBLA has also conducted two staged boating collisions projects to provide students in the Advanced courses with recorded accidents to investigate

• In FY14, NASBLA conducted five Level I – Comprehensive courses and one Level II – Advanced course

• 231 officers successfully completed the Level I – Comprehensive courses and 53

officers successfully completed the Level II – Advanced course

• For FY15, NASBLA will conduct four Level I – Comprehensive courses and one Level II – Advanced course
