RULES AND CONDITIONS New Zealand National Horse & Pony show (2018) is being held at Manfield Park, Feilding courtesy of the Manawatu West Coast A&P Association. All entries and other fees to be paid in full at time of entry, or entries will not be accepted. All entries are Online ONLY via Main Events – NO postal entries. Contact [email protected] if you need help with your online entry. Compulsory Fees Ground Levy $20 per Horse/Pony Judges Levy $15 per customer Catalogue $10 each Membership – Family $10. Individual $6. Accommodation Camping $10 per day Powered site $50 for show (Limited spaces)

Ground levies/Judges’ Levy and Membership Levy must be paid by all competitors as well as all RAS charges.
Entries close 31 December 2017 Late entries accepted online AFTER 31 December but pay a penalty rate of 50% on all entry and show fees (not stabling) and may not appear in the catalogue. The committee has the right to refuse or cancel any entry without adjudicating any reason for so doing and reserves the right to make any alteration to show timetable or withdraw any event as maybe deemed desirable.
The committee reserve the right to replace prize money for products of equivalent value.
CURRENT Height Certificates are the responsibility of the rider/handler. These will be checked on entry to ring. No current certificate. No entry.
Dogs must be on a lead and under control at all times.
Competitors may enter the grounds from TUESDAY THE 9th Jan 2018 at 10:00 am. Gates will be locked prior.
RULES AS PER RAS RULEBOOK PLUS THE FOLLOWING NZ NATIONAL HORSE & PONY SHOW RULES:
Each competitor must supervise and control their animals at all times and shall be liable for any hazard created, or accident, illness or damage caused by the action of themselves or their animals at the show grounds. Exhibitors must comply with the appropriate animal legislation and the Health and Safety in Employment Act 2015 and its amendments. Horse and pony ID tags to be worn at all times other than when being ridden.
Substitutions Substitution is permitted provided the horse or pony for which another entry is substituted takes no further part at the show. The substitute must be of the same grade and or class as the original entry and must be owned by the same person. This substitution must be made to the Secretary in time to avoid disruption to the smooth running of the show.

Scratchings Refund of entry fees will be considered if scratching is made in writing officially with the Secretary by Tuesday prior to the Show with a doctor’s or vet certificate. Refunds will be less 40% of the original entry fee, and will be at the discretion of the Show Committee.
Prize money For the 2018 show prize money will be paid out within 21 working days following the show. Please enter bank account number during online entry process. Policy for payment of prize money: 3 or less competitors - 1st prize money only will be paid; 4 to 6 competitors, 1st & 2nd prize money will paid; 7 or more competitors - full prize money will be paid. Prize money may be substituted with product or prize vouchers to the equivalent or higher value. Start Times Are approximate only, but will be adhered to as closely as possible. Although it is provided that horses may compete in more than one class, and or all such classes may be judged simultaneously at the convenience of
the judges or stewards, in all such cases where exhibitors have an exhibit entered in more than one class they must select in which class they compete. DRUG TESTING WILL BE CARRIED OUT AT THIS SHOW. The administering of any drug which affects the performance of a horse or pony is forbidden. Any competitor who has administered to their horse/pony any drug during the 7 days prior to this show is required to notify the Horse Office before the competition and complete a Medication Advice Form. The committee reserves the right to submit any animal to veterinary examination.
Protests Must be submitted within 15 minutes of that event’s completion with a deposit of $70.00. To be lodged at the Secretary’s Office. Protests that are upheld – money will be refunded.
Entries The Senior Steward in charge may, at their discretion, transfer an entry to its appropriate class where it is found to be wrongly entered. Advice must be given to the Secretary’s office. The committee reserves the right to split or combine classes according to entries.
A horse or pony entered in the Newcomer or Novice section may enter in the open section.
One pony/one rider rule will apply in the First Ridden and Lead Rein UNITY and TITLE classes.
NZ Pleasure Sections: Any combination entered in the Pleasure Horse or Pony sections is not permitted to enter any other ridden section of the show except the Pinto, Standardbred or Welsh sections (if eligible), and any of the Led sections. Horses and Ponies shown in the Hacks, Park Hacks, Hunters, Riding Horse, Show Pony, Saddle Hunter Pony, Lead Rein or First Ridden sections are not permitted to be shown in the Pleasure Horse or Pony sections. NZ Standardbreds: May also enter Led Classes, Led Turnout Championships, and the Pleasure Horse section. Stallions & Colts are eligible for all classes, must be shown in a bit, and must be clearly identified with “S” identification badges, one on each side of their bridle at all times. The rider must also wear two RAS official armbands (one on each arm) when in the ring. Handlers & Riders of stallions and colts must wear an approved Hi Viz vest during the show when outside of the showing ring. (‘S’ badges, arm bands and vests can be purchased from RAS Head Office). Handlers or riders of Pony Stallions must be 14 years or over; and under 17 years if riding an open pony stallion. Stallions over 148cm must be led or ridden by a rider/handler over 17 years of age.

All competitors must park their floats and trucks in the area designated for this purpose. NO exceptions. There will be no riding with the exception of official arena familiarisation times in any showing arena at any time other than competing. The use of audio or equipment of any kind or device between the sideline and a competitor is strictly forbidden.
A hard hat is generally described as a hunting cap, bowler, protective headwear, or a safety helmet. Wearing
a Hard Hat conforming to the current AS/NZ Safety standard (AS/NZS 3838) or equivalent standard (Rule GR 4
a) to d) in rule book), is compulsory for anyone competing on, working in or schooling or riding for any reason
an exhibit at this show. Hat checking and tagging is available between 7.30 and 8.00am each day of the show
at the showing office.
ALL HATS MUST BE ‘RED’ TAGGED on the Harness – NO RED TAG, NO START
Competitors must provide their own number holder. Numbers to be black on white background. No lapels or insignia is permitted on any riding coats when exhibiting at this show. All pony riders must wear correct pony attire. No long boots/chaps. Novice & Newcomer Ponies (novice only) may be ridden by an adult. Open Newcomer Ponies must be ridden by a rider under 17 years. All horses stabled on grounds must have an ID tag on at all times. Please do not move your horse/pony without arrangement with the stabling steward. Stables will be allocated in order of entry.
Any professional trainer on the grounds must gain prior permission from the committee for giving tuition.
A current RAS Height certificate/performance card must be carried on show day at all times.
The disposal of the contents of portable toilets into ANY rubbish bin or skip bin is prohibited and any person caught or found doing so will be eliminated from the competition and asked to leave the showgrounds.
Yellow card – This Show/Event supports the RAS “Yellow Card” system. The yellow card system will be used at this show if necessary. Unacceptable behaviour towards other competitors, stewards, judges and officials will not be tolerated. A yellow card will be issued, in cases of offences in respect of abuse of animals or inappropriate behaviour as per the RAS Constitution and the RAS Rules & Regulations/Bylaws including the Equestrian Rulebook, the RAS affiliated Show/Event/registered Measuring Stand and their grounds and their duly appointed delegates may deliver to the Person Responsible a Yellow Warning Card (either immediately or within 10 days of the show) which suspends any penalty until possible new offences. Full wording of the “Yellow Card” system is available to view on the RAS website – www.ras.org.nz.
Forbidden Substances – The Rules of the Royal A&P Society of New Zealand in regard to Forbidden Substances apply. Competitors are advised that tests for forbidden substances may be carried out during the Show/Event and that testing of all animals is at the risk of the person responsible. Forbidden Substance – Any substance capable of affecting the speed, stamina, courage or conduct of a horse, pony, donkey or mule by its action upon the central nervous system or the cardio-vascular , respiratory, alimentary, digestive, muscoskeletal or urogenital systems.
Arrears – No person who is in arrears with regard to entry fees, subscriptions, or any other Show/Event charge, is eligible to compete at any affiliated Show/Event until paid in full. Proof of payment will be required before any restriction is lifted.
Summary of RAS Resolution Process – the full process can be found on the RAS website www.ras.org.nz. The principle behind the process is to deal with the matter as it comes to hand and in most cases it should be

dealt with directly by the show. If the matter is in regards to an RAS official, the show may request the assistance of RAS Head Office as to how to deal with this in an appropriate manner.
Stabling:- Clean sawdust/shavings have been provided for ALL competitors. Each competitor is asked to consider others when filling their stables. ALL stables and yards are to be left in a clean and tidy condition, with all manure and left over hay and feed placed in the appropriate bins. ALL stables and yards will be checked at the end of the show and those requiring cleaning will be charged a $50 fee. This will be deducted from your prize money payment following the show.
Sawdust will be provided for loose boxes only. No sawdust is to be put in covered yards. No exceptions. Covered horse accommodation is limited and will only be allocated to entries paid in full on a first in first served basis.

IMPORTANT – please read
“The Manawatu A&P Association is required to conform to the Health and Safety at Work Act 2015
and its amendments; therefore you are required to carry out your work or undertaking on the
Manfeild Park premises to comply with this Act. As a show exhibitor at this venue you are obligated
to accept responsibility for ensuring a safe showing venue within the focus of the Act. As a user of
these facilities, you are required to manage and supervise all your activities and live animal exhibits
to ensure the good Health and Safety of all people involved in the show, at all times.”
Health & Safety Specific Requirements:
All vehicles, caravans and floats requiring power must have a Warrant of Electrical Fitness that meets legislation standard AS/NZS 3001.
Any and all electrical equipment, including extension power leads, must be tested and tagged with a current tag.(Standard AS/NZS3760)
Vehicles and leads may be checked during the show, on a strictly ‘user pays’ basis.
Anyone bringing in or in charge of the use of any motorized bike, two, three or four wheeled, must be trained in its use and must wear a safety helmet at ALL times when using it.
As Manfeild Park is a public place, bike riders must have a current Drivers’ Licence.
Quad bikes must not carry passengers, and no-one under the age of 16 is permitted to operate a quad bike.
Motor bike riders must observe a speed limit of 15 k/p/hour at all times, anywhere on the showgrounds.

Combinations entered in the Pleasure section are NOT permitted to enter any other ridden section of the show, apart from the Pinto, Standardbred or Welsh sections (if eligible).
They may enter any of the Led sections.
Horses or Ponies that compete in Open sections at any show are not permitted to enter the Pleasure sections.
Pleasure Horse/Pony means those animals that do not fit the mould of a show horse/pony. We welcome any breed (eg: Appaloosas, Quarter Horses, Standardbreds, Clyde x) and colour. They should be an uncomplicated and genuine pleasure to ride. While they may not possess the show quality conformation of a show horse/pony, they should in their own way be a delight to ride, with impeccable manners. A pleasure mount is not an inexperienced mount with show quality conformation that is destined for the open show ring.
The Judging of the Supreme Pleasure Horse/Pony Turnout Award will take place in Ring 3 after completion of classes 470 & 480.
These classes are HOY qualifiers for Registered Competitors, but you do not have to be a registered member to compete in these classes.
