Government of the Punjab has no special programme for strawberrypromotion. However, the training facilities are provided to thestrawberry growers in major strawberry growing districts during villagelevel farmer training programmed of major crops.

(a) the steps taken by the Government for registration of Madarisalongwith the achievements gained therefrom so far; and

Minister for Religious Affairs and Inter Faith Harmony (SardarMuhammad Yousaf): (a) & (b) In view to implement the National Action Plan,the M/o Interior, vide U.O. D.No. 357/2015(DS) (Admn) dated 20-01-2015has constituted a committee under the Chairmanship of Secretary, M/o ReligiousAffairs & Inter-faith Harmony (RA&IH) to address issues concerning MadrassahReforms /Regulation (Annex-I). TORs of the committee covers contents of thesubject question. Meetings of the committee have been held on 12-02-2015 &18-02-2015 respectively under the Chairmanship of Secretary (RA&IH) todeliberate upon the terms of reference of the committee.

1. *Ms. Naseema:

Will the Minister for Water and Power be pleased to state:

(a) the total demand of electricity in MW for Balochistan at present;

(b) the total quantity of electricity being supplied to the said provinceat present;

(c) the total area of the said province to which electricity has beensupplied so far; and

Minister for Water and Power (Khawaja Muhammad Asif): (a) Thetotal demand of electricity of Balochistan at present is 1730MW.

(b) Total quantity of electricity being supplied i.e. quota allocation byNPCC in Balochistan province at present is 400- 500MW.

(c) Almost all areas of Balochistan province except District Lasbela hasbeen supplied electricity.

(d) Recently 2 x 220 KV mega projects namely Dadu-Khuzdar andDG Khan-Loralai have been commissioned and further new 2x 132KV D/Ctransmission lines for power dispersal have been proposedwhose feasibility studyhas also been completed.

2. *Ms. Naseema:

Will the Minister for Water and Power be pleased to state thesteps being taken by the Government to up-grade the existingstructure of electricity in the province of Balochistan?

Minister for Water and Power (Khawaja Muhammad Asif):

Planning Power NTDC has prepared future NTDC development planincluding the projects in Balochistan as per list attached (Annex-C).

As per instruction of Ministry of Water and GoP, Islamabad, QESCOhas development 05 years Integrated Generation TransmissionDistribution Plan (IGTDP) with collaboration with GM, PlanningPower NTDC Lahore for the period 2014-19 to provide consistent& reliable supply to its consumers. The BOD of QESCO in its 82nd/6th meeting approval 05 year plan vide letter No.393/C.S./QESCO/BoD dated 19th December, 2014 (Annex-A), the 3 same wasforwarded to NEPRA for further regulatory approval vide this officeletter No.CFO/QESCO/CE(Tech)/(P&E)/64027-44 dated 22ndDecember 2014 (Annex-B).

(b) There is no proposal under consideration of the Government for theappointment of more employees in the ETPB.

(a) whether it is a fact that the Nandipur Power Station has beenhanded over to a private company;

(b) if so, when alongwith the terms and conditions thereof?

Minister for Water and Power (Khawaja Muhammad Asif): (a)Nandipur Power Project has not been privatized or handed over to the privatecompany. The project is still under implementation and expected to be completedby June, 2015.

(b) Nil.

6. *Ms. Naeema Kishwar Khan:

Will the Minister for Water and Power be pleased to state:

(a) the total number of workshops functioning in the KhyberPakhtunkhwa to repair defective transformers at presentalongwith the locations thereof; and

There are 08-Nos. Transformers reclamation workshops at the following locationsregistered upto 31-12-2014:—

(b) Pakistan WAPDA Foundation reclamation workshop Nowshera isactually established for Mardan/ Peshawar Circles, as Mardan Circle is situatedat close distance, therefore there is no need of establishment the work shop inMardan.

7. *Ms. Zahra Wadood Fatemi:

Will the Minister for National Health Service, Regulations andCoordination be pleased to state:

(a) whether it is a fact that the Private Medical Colleges do notdisburse the salaries of the staff in time; if so, the reasons thereof;

(b) whether protection has been given by the Ministry to the staff ofthe Private Medical Colleges to ensure the disbursement oftheir salaries in time by the employers; if so, the details thereof;and

(c) the prescribed procedure to register a complaint to seek redressal

thereof?

Minister for National Health Services, Regulations andCoordination: (a) M/o NHSR&C has till date received no complaint from staffof any private medical college.

8. *Ms. Zahra Wadood Fatemi:

Will the Minister for National Health Service, Regulations andCoordination be pleased to state:

(a) whether barbers and dentists are the main causes of spreadingHIV and Hepatitis in the country;

(b) whether there is a deficient regulatory check by the Ministrytherefor; if so, the reasons thereof; and

(c) whether there is any proposal under consideration of theGovernment to establish a regulatory authority/body to controlthe said diseases; if so, when it will be implemented?

Minister for National Health Services, Regulations and

Coordination: (a) No, barbers and dentists are not major contributors inspreading of HIV in country.

Yes, there is substantial evidence that un-cleaned/unsterilized instrumentused in dental practices and in the barbers shop are one of the cause of spread ofHepatitis.

(b) Hepatitis control is a devolved program and provinces are responsiblefor the said subject. However Ministry of National Health Services Regulation &Coordination has initiated health regulatory reforms in this context which aim toaddress the above issue. Public Awareness raising against HIV and Hepatitis isalso being conducted by Federal and provincial Governments.

(c) Ministry of National Health Services Regulations and Coordinationis establishing a FederalHealth Regulatory Authority (FHRA) to monitor andcontrol such communicable diseases especially focusing on health services providerand quality of health services being provided by them. The FHRA draft bill hasbeen sent to Ministry of Law and Justice for further processing. Provincialgovernments of KPK and Punjab have already established such regulatoryauthorities.

9. *Ms. Amra Khan:

Will the Minister for National Health Service, Regulations andCoordination be pleased to state:

(a) whether there is any service structure for Clinical Psychologistsin Pakistan; if so, the details thereof;

(b) the share of the total number of Clinical Psychologists invarious Institutions of Pakistan; and

(c) the steps being taken by the Government for appointment ofClinical Psychologists at school level?

Government has initiated various Generation projects comprising of multiple sourcesviz. Thermal, Hydel, Coal, Wind, Solar and Bagasse. The list of these projects isattached at Annexure-I (a-d).

list of Power Plants of Private sector functioning in the country attached asAnnex-A.

(b) The SEPCOL and Japan Power plants have been closed since01-06-2013 till date due to shortage of funding for fuel on part of IPPs.

(a) whether it is a fact that the National Health Insurance Schemeis being launched in the country;

Minister for National Health Services, Regulations andCoordination: (a) Yes it is a fact that a National Health Insurance Scheme withthe title of “Prime Minister’s National Health Insurance Programme” is beingplanned by the Government of Pakistan.

(b) The summary of the scheme was approved by the Prime Minister ofPakistan and a subsequent allocation of funds has been made for the ProjectManagement Cell which will be transformed into Project Management Unit afterapproval of PC-I and will be responsible for the implementation of the healthinsurance programme.

Population below poverty line will be covered in phased manner allover Pakistan.

Provincial Governments will provide premiums for secondary healthcare for hospital admissions.

Federal Government will provide funding for topping up premiumsto include 7 priority diseases( Heart, Kidney, Liver, Burns, Trauma,Diabetes, Chronic diseases, organ failure).Services will be provided by the empanelled hospitals (public &Private).

Interaction/Experience sharing with the stake holders (Insuranceexperts, companies, BISP, PESSI, NADRA) was carried out andtechnical assistance was secured from partners (WHO,WB &GIZ).High level WHO and GIZ missions supported the developmentof Program concept.

There will be Two distinct packages.

(a) Coverage of the secondary care up to PKR. 50,000 per familyper annum on floating basis, with maternity cap of 12,000.

(b) Coverage for the priority treatment up to PKR. 250,000 perfamily per annum on floating basis.

Very strict oversight by public representatives on enrollment andmonitoring process will be carried out.

The PC-1 of PKR 9.1 billion has been submitted to P&D forapproval. The scheme will be launched after approval of PC-1.

14. *Sheikh Salahuddin:

Will the Minister for Water and Power be pleased to state the stepsbeing taken by the Government for uninterrupted supply of electricityin the coming summer season?

Minister for Water and Power (Khawaja Muhammad Asif): Following

main steps have been taken for un-interrupted supply of electricity in the comingsummer seasons:—

1. The load shedding has been staggered in DISCOs with 15 minutesgap due to which frequency/ voltage excursions, during load sheddingrotation has been reduced. Previous excursions ranging from 49.3Hz to 50.5 Hz have been changed to 49.6 to 50.3 Hz. The systemhas been relived from the risk of disturbances during the load sheddingrotation simultaneously by all DISCOs.

2. The power generating units of Tarbela Mangla and Barotha HydelPower Stations have been placed on Automatic Generation Control(AGC) due to which the System Frequency remains out ofcontingency band. AGC maintains frequency in the band of49.7 Hzto 50.2 Hz .

3. The management of Thermal Generating Units having ACC, has beendirected to make AGC facilities available to NPCC as per GridCode. Frequency would then be maintained within normal rangementioned in Grid Code.

4. Efforts are being made to operate the system according to GridCode. In this regard, work has been initiated by issuing necessaryinstructions to Code Participants.

5. Preparation/updating of SOFs, in line with Grid Code, is under wayand the same will be got approved from competent authority hopefullywithin fortnight for implementation.

6. Monitoring Committee, at NPCC, has been formed to ensure system

operation economically, reliable and according to Merit Order.

7. Cross-Trip Schemes have been established at desired locations tocontrol cascade tripping of Transmission Line.

8. Under Frequency Realy System has been overhauled to controlBreakdown due to generation loss.

15. *Sheikh Salahuddin:

Will the Minister for Water and Power be pleased to state:

(a) the names of institutions/persons responsible for the breakdownof electricity in the country during recent past alongwith theaction taken against the responsibles therefor during the periodfrom 1-6-2013 till date; and

(b) the steps being taken by the Government to check such incidentsin future?

Minister for Water and Power (Khawaja Muhammad Asif): (a)

System Tripping of Dec. 12, 2014:

Incident:

Two (02) 450MVA, 220/500 KV step-up Auto Transformer Banks atGuddu Power House tripped due to over loading. Consequently, the North-Southlink was severed due to sudden drop in frequency. This resulted in cascadedtripping culminating in a partial system collapse in the North region fromMuzaffargarh to Peshawar.

Causes:

At Guddu Power Station the generation was switched from 550 kV levelto 220 kV level without prior permission from NPCC, Islamabad, resulting inoverloading of both T1 & T2 450 MVA each, 220/500kV step-up AutoTransformer Banks at Guddu whereas the T3 at Guddu was under scheduledmaintenance. The system was deprived of more than 900 MVA resulting in partialsystem collapse.

Action taken:

The responsible officers of GENCO-II suspended.

System Tripping of Dec. 21, 2014

Incident:

500 kV Guddu-Dadu circuits 1 & 2 tripped due to heavy fog under adverseweather conditions causing phase to ground fault. The circuit breaker resistor atDadu end was also damaged. This resulted in the tripping of HUBCO units byunder-frequency relays due to over-load conditions.

Causes:

Due to heavy fog both 500 kV Guddu-Dadu circuits 1 & 2 were trippedcausing temporary phase to ground fault, cleared by distance relays. As a result,north-south link went into isolation and HUBCO generators became over-loaded.

Action taken:

No action has been taken against any official as the outage has beenattributed to adverse weather.

System Tripping of Jan. 08 2015.

Incident

500 kV Guddu-Dadu circuit No. 2 tripped due to heavy fog underadverse weather causing a phase to ground fault. Additionally, Guddu(old) andGuddu (747MW) tripped due to over-voltage. High voltage fluctuation from490kV to 510kV was noted in Guddu(old) grid, the control room staff informedto NPCC Islamabad. 450MVA Auto Transformer Banks T2 & T3 tripped bythe operation of over-voltage relay. The voltage of 500kV Guddu-Dadu circuitrose up to 570kV and was switched off as per instructions of NPCC. North-South link went into isolation. Lightening arrester of transformer T 1 at 500kVside was also damaged at Guddu.

Causes

500kV Guddu-Dadu circuit 2 tripped due to heavy fog causing phaseto ground fault. The 500kV old Guddu –New Guddu 747 MW circuit alsotripped at Guddu end. Transformer T1 at Guddu tripped due to over flux,Transformers T2 & T3 were tripped by the neutral ground relay. 500kV Guddu-D.G.Khan – Multan circuit tripped on over voltage from Guddu end.Simultaneously Guddu-Multan line tripped because of tripping of 747MW PowerHouse and System over-voltage rose because of absence of shunt reactors inthe 500kV system.

Action Taken

No action has been taken against any official as the outage has beenattributed to adverse weather.

System Tripping of January 24, 2015

Incident

The 220kV UCH-Sibi circuit 2 on H Poles tripped at 2353 hrs due tosabotage activity.Causes

220 kV UCH-Sibi Circuit 2 was operated at full load due to alreadycollapsed 220kV UCH-1 – Sibbi circuit 1, and 220 kV Guddu-Sibbi due tosabotage activity. At that time transformers T1, T2 & T3 were transferring 338MWeach from 220kV Guddu Power station to Guddu switchyard. Upon tripping ofUCH-Sibi circuit 2, 160MW power was added to the 220/500kV transformersat Guddu for onward transfer to National Grid. This cause raised power from338MW to 392MW in each Transformer T2 & T3 and finally tripping of all thetransformers at Guddu. Resultantly 1175 MW power deficiency occurred in theNational Grid which caused collapse of frequency and major part of system fromGuddu to Peshawar. Guddu to HUBCO and K-Electric were also without electricity.Another cause of this outage was the non-availability of the yet to be constructed220kV double circuit UCH-II–Sibbi transmission line. Had this been in place itwould have provided an alternate means for power evacuation.

Conversion of Furnace Oil/Gas Fired Boiler to Coal at TPS Jamshoro(Units 1-4) is also under consideration and the PC-II has beensubmitted to Planning Commission for approval.

1X660 MW Coal Fired Power Plant at Lakhra is under considerationsubject to funding by JICA for which negotiations are under way.

As such, there is no proposal for closing coal power projects.

(b) Currently none of the power plant is running on LNG. Howeverthere is a proposal for 3600 MW LNG based power projects. As the LNGimport is yet to be finalized, there is no cost comparison available between thecost of generation for coal & LNG power plants at the moment.

1. Original PC-I Proforma for Engineering Design and implementationof 500 MW capacity project amounting to Rs. 15.012 Billion was approved inDecember 1989. The proposed period of commencement and completion of theproject was January 1989 to June 1997. However, Project could not be starteddue to non availability of local as well as foreign financing and non release ofrequired funds.

2. lst Revised PC-I amounting to Rs. 84.502 Billion for 969 MWwas approved in February 2002 with completion period of 1999 to 2007. Afterthe arrangement of financing, project strted in January 2008 with completion inOctober 2015.

3. As per revised Schedule incorporated in 2nd Revised PC-I amountingto Rs. 274.882 Billion approved by ECNEC in July 2013, the Project is to becompleted by the end of 2016.

The reasons for this rescheduling of the completion of the Project are asunder:—

The land required for the Project was to be acquired Govt. AJ& K,which was delayed.At the Project sites, up errupted and quality electricity supply wasrequired for the construction activities. This power was to be providedby the concerned Electricity Department of AJ&K. However, dueto load shedding and quality power supply, the construction activitieswere affected.

In 2008, the Project Consultants had been engaged, who as a partof their agreement reviewed the whole design of the Project.

After reviewing the design, the Consultants recommended numerouschanges in design on the basis of new seismic parameters dictatedby the earthquake of 2005 and other technical issues which are asfollow:—

Increase in diameter of the whole 48 km Headrace Tunnel (HRT).

Concrete lining of the HRT instead of shotcrete lining.

Shallow crossing of HRT under Jhelum river with crossing.

Shifting of Power House location

Misc other technical changes.

As a result of these changes, the scope of work as well as cost of theproject was significantly increased. Moreover, due to increase in scope of workand other reasons, it was not possible for the Contractor to complete the workwithin the scheduled period i.e up to 2015. Therefore, the completion date of theProject has been extended toward the end of 2016.

(b) The Government of Pakistan is arranging funds to bridge the foreigncurrency component from various donors and also arranging local componentsfor successful completion of the Project.

(c) The Government is giving top priority to Neelum Jhelum Hydro PowerProject to provide funds for completion of the Project.

Fuel Cost Component of each source is accountedfor and a reference tariff is determined by NEPRA on the basis of such ProjectGeneration Mix and Prices thereof.

Month-wise Fuel Cost Component is also determined by NEPRA on thebasis of projected generation mix of each month any variation in generation mixand Fuel Cost is determined by NEPRA a monthly basis as per fuel price adjustmentmechanism.

The defunct RPPs are not revived under a new name. However, the Federalgovernment has devised a Policy for all power generating units that are installed orwhich will be installed later on without any direct patronization, protections orinterference of the Government of Pakistan, except for the undisputed due paymentobligations of National Transmission and Despatch Company (NTDC) for electricitythat would be purchased by it under this Policy.

Following is the eligibility criteria for interested sponsor(s) to sign Powerpurchase agreement with NTDCL:

(i) Permissions from the relevant entities for the utilization of plant andmachinery;

(ii) Incorporation of Special Purpose Company under the laws ofPakistan;

(iii) Project Company to obtain Generation License from NEPRA;

(iv) No objection from NAB for utilization of plant and machinery(in case of defunct rental projects);

(v) Unconditional and irrevocable waiver of claims of arbitration againstGovernment of Pakistan, and its entities (in case of defunct rentalprojects);

Minister for Housing and Works (Mr. Akram Khan Durrani): (a)1189 flats of different categories was constructed out of those 96 flats were earmarkfor CDA employees which are ready for possession for last two years. CDA hasdeposited Rs. 82.80 million out of total Rs.225.00 million to Housing Foundation.

Due to non possession by CDA, the FGE Housing Foundation is bearingadditional expenses i.e watch and ward etc. In this respect, CDA was requestedby Housing Foundation several time to take over the possession after makingbalance payment, otherwise flats may be auctioned. The CDA in a meeting heldon 16-09-2014 agreed to take over possession after payment of balance amountsubject to the condition of furnishing the punch list and the adjustment of its cost inthe balance amount. Moreover, CDA was again requested by Housing Foundation,Reply from CDA is awaited.

(b) Housing Foundation intends to acquire 10,000 kanals land throughLand Acquisition Collector ICT. LAC ICT issued notification under section 4 ofthe Land Acquisition Act 1984 for acquisition of 6932 kanals land situated inMauza Sakrilla, moreover, 2599 Kanals 13 Marlas land situated in Mauza chakMalata, Bhara Kahu Islamabad is under process.

Minister for Housing and Works (Mr. Akram Khan Durrani): (a)The 48 family suits adjacent to MNA Hostel, Islamabad was not initially built forofficers belonging to FATA but it was constructed, keeping in view the acute shortageof Government accommodation in Islamabad. The main concept to construct the48 family suits was to provide temporarily shelter to Government servant transferredto Islamabad and to cope with the shortage of family suits for officers posted ortransferred on promotion to Islamabad.

(b) Yes the revision was due to increase in covered area by 17136 sftfor servant rooms, provision of 04 Nos Lifts, Gas Heater, Geezer and high marketfluctuation in prices.

(c) Total numbers are 48 family suits.

(d) The allotment of these family suits is made by Ministry of Housingand Works, Islamabad irrespective of domicile of the officers of FederalGovernment offices.

Nandipur Power Project went into suspension owing to the financialissues. However, after the resolution of such issues the work at theproject resumed in October, 2013 and the power project is near itscompletion.

Regarding Chichoki-Mallian Power Project, it is intimated thatPC-I of the same is under the process of Revision.

The quarter is further allotted to Mrs. Nusrat Jahan,TGT, F.G. Model School F-7/2, Islamabad under Rule 12 of AAR-2002. EstateOffice issued vacation notice of 24 hours on 16-07-2014 for vacation ofGovernment accommodation but she did not vacated till date. Estate Office hasrequested to Deputy Commissioner to depute a Magistrate alongwith Policeofficials for the eviction of said government residential accommodation.

The quarter No. 132/8-Cat-III, G-11/4, Islamabad was allotted and underoccupation of Mr. Naeed Azid Khosa, Director General, Commerce and TextileIndustries which stand cancelled from his name w.e.f. 20-05-2014 under Rule15(2) of AAR-2002 24 hours notice was also issued on 06-02-2014. Furthermore allotment of quarter No. 132/8-Cat-III, G-11/4, is under process in respectof Mr. Ghulam Qadir, Vice Principal (BS-19), Federal Directorate of Educationon the basis of his maturity on seniority of General Waiting List.

(a) the present status of the approval of funds which were requiredto shift/remove HT/LT lines from the roof tops/courtyards of thehouses of Village Darkali Shan Shahi, Tehsil Kallar Syedan,District Rawalpindi;

(b) the details of budget which has been spent on the construction/channelization of HT/LT lines of Sub-Division Kallar Syedanduring the year 2014-15; and

(c) the budget available under said head at present?

Minister for Water and Power (Khawaja Muhammad Asif): (a) It isreported that the HT/LT lines in the area exist since long. The inhabitants/residentsof Village Darkali Sher Shahi, Tehsil Kallar Syeden, District Rawalpindi haveconstructed their houses under the said line.

As per Electricity Act 1910, such like shifting of line to an appropriateroute is carried out on cost deposit basis, but not under maintenance head ondepartment cost. Copy of Electricity Act, 1910, Rule No.69 & 70 is attached.

Presently there is no budget available for this specific task/work. An estimateamounting to Rs.2,07,483 has been prepared for shifting of line to an appropriateroute. The completion of work is subject to the payment of aforesaid amount,either by the affectees or allocation of budget grant by any sponsoring agency/local MPA/MNA quota.

(b) Maintenance budget is allocated on Division/Circle level, but not onSub-Division level.

No. 25-KVA transformer has been allocated vide Manager (MM) MEPCOallocation No. 2564 dated 26-02-2015 and this office directed telephonically tosuperintending Engineer (OP) Circle Khanewal for installation of transformer whohas confirmed the installation today (i.e. 27-2-2015).

(b) The existing transformer was already running on 02-Phase as itsRed Phase was not working properly due to which the supply wasnot equally distributed. As the said transformer has now been replacedwith healthy 03-Phase Transformer it will be capable enough to bearthe load of the area which will be distributed automatically throughthe availability of 3rd Phase which was missing.

As informed by XEN (MEPCO) Division Khanewal, it is newlyelectrified village and only 04 Nos. connections exist at site, thereforethere is no need of any augmentation/addition of transformer.

13. Mr. Waseem Akhtar Shaikh:

(a) whether it is a fact that the IESCO has failed to implement itsOffice Order No. MDF(P)1(III)Vol-II, Part-VIII/3844-52 dated14th July, 1988 with regard to grant selection grade of totechnical employees of BPS-11 and 12 having ten years qualifiedservice at their credit; if so, the justification thereof; and

(b) whether it is also a fact that due to non implementation of thesaid decision many employees of the said category have deprivedof such benefit; if so, the steps being taken to implement thesaid office order/decision in letter and spirit and ensure to extendsuch benefit to those employees who retired in due course oftime?
