Accordingly, Capital Administration & Development Division and CDA were requested to furnish their views. Will the Minister for Housing and Works be pleased to state whetherthere is any proposal/ plan under consideration of the Governmentto construct new residential houses/accommodations in Islamabadfor Government servants; if so, the details thereof?

Minister for Housing and Works (Chaudhary Tariq BashirCheema): Federal Cabinet imposed ban on new construction of gvernmentaccommodation on 13-3-1995. The mater of construction of Governmentaccommodation was taken up on public private partnership. In this regard,a proposal to demolish the existing government accommodation at SectorF-6/4 and construction of 10 storey flats in their place, was submitted toPrime Minister on 28-01-2016. (b) the steps being taken by the Government to control the saiddisease?

Minister for National Health Services, Regulations andCoordination (Mr. Aamer Mehmood Kiani): (a) No permanent mechanismof data collection of hepatitis patients exists. However a prevalence survey ofhepatitis B and C was done by Pakistan Health Research Council (PHRC) in2008 for assessing the number of patients in the country.

(b) After devolution, health is a provincial subject. However keepingin view the burden of disease, Technical Advisory Group (TAG) wasformulated. The TAG has been notified by the Federal Government and hasexperts from Provinces, World Health Organization (WHO) and Centre forDisease Control (CDC).

The TAG has taken following measures to control the disease in thecountry:

1. Development of National Hepatitis Strategic Framework.

2. Development of Hepatitis C treatment guidelines to treat patientsby General physicians at Basic Health Unit (BHU) level.

3. As this disease mainly spreads due to poor infection controlpractices, therefore PHRC has developed infection controlguidelines, posters, and small pocket book in Urdu for healthcare provider and distributed in health care facilities.

4. Hepatitis can be treated. For this, Ministry has played a role inminimizing the price of oral drug through negotiations which is thelowest in the world.

Will the Minister for Religious Affairs and Inter-faith Harmony bepleased to state:

(a) the present status of Pakistan Madrasah Education Board(PMEB) and its employees;

(f) if the answer to part (e) above is in the affirmative, whether anyinquiry has been held to identify the quantum of the corruptionand hold responsibles accountable; if so, the details thereof; and

(g) the steps being taken by the Government to rationalize theestablishment of said Board and its employees at the earliest?

(b) the number of mental health patients registered in the saidhospitals/institutes since 2017;and

(c) the number of seminars, conventions and public awarenessprograms through electronic and print media on mental healthproblems/ fitness conducted by the Government during the saidperiod?

Minister for National Health Services, Regulations andCoordination (Mr. Aamer Mehmood Kiani): (a) There are no hospitals/Institutions established for mental health by the Federal Government. HoweverPIMS and Federal Government Polyclinic (FGP) have separate PsychiatryDepartment. The Psychiatry Department of PIMS is functional whereas theposts of that department in FGP are advertised by the FPSC, which will befilled up shortly. Other two hospitals (Federal General Hospital and NationalInstitute of Rehabilitation (NIRM) have no such departments.

(b) In PIMS, 39000 patients for mental disorders have beenregistered since 2017.

(c) No seminars, conventions or public awareness activities wereunder taken since 2017.

149. *Mr. Ahmad Hussain Deharr: (Transferred from 3rd Session)

Will the Minister for Housing and Works be pleased to state:

(a) the department-wise number of employees to whom theGovernment accommodations have been allotted during the lastfive years;

(b) the details of province-wise On-going projects of the Governmentinitiated to provide inexpensive houses to poor and helplesspersons during the said period;

(c) whether orders of the Supreme Court are being implemented; ifso, the details thereof; and

(d) whether further improvement will be brought in the saidprojects?

(b) whether it is also a fact that allotment letters of five Maria plotswere issued to certain deserving persons;

(c) if answers to parts (a) and (b) above are in the affirmative, thetime by which possession will be given to allottees thereof?

Minister for Housing and Works (Chaudhary Tariq Bashir Cheema):(a) The Provincial Government has purchased land in District Chitral for theScheme funds was provided by the Federal Government During the tenure ofthe Ex-Prime Minister Muhammad Khan Junejo a low cost Housing Schemetitled “Shelter for Shelterless” was announced. The Programme wasimplemented through District Housing Committee Comprising Parliamentarianand respected Deputy commissioner’s as Secretary of the Committee. TheCommittees were for identification selection of Land responsible and recoveryof loans etc. District consturction committee headed by Deputy Commissionerand members from Communication & Works, was responsible for constructionof houses. National Housing Authority was to act as coordinating Agency.In pursuance of the 2nd meeting of Board of Governor of NHA July 7, 1992the Scheme was handed over / transferred to provinces for furtherimplementation.

Will the Minister for Water Resources be pleased to state:

(a) the impacts of climate change on shortage of water in thecountry; and

(b) the steps being taken by the Government to ensure and enhancethe availability of water?

Minister for Water Resources (Mr. Muhammad Faisal Vawda): (a)

Climate change results in extreme weather events more frequently.Pakistan has faced devastating flood events continuously for sixyears from 2010 to 2015 causing a huge loss to the lives, cultivatedlands and other property of the people of Pakistan alongwithwasting precious water into the sea every year. We have lostabout 22.7 MAF annually during the said six flood years with54.5 MAF during super flood 2010 and 36.3 MAF during theyear 2015. Post Tarbela annual average of escapages below Kotriis 28.56 MAF.

Contrary to above, the country has faced severe droughtyears at the start of the last decade due to climate changeresulting into huge water shortages. As an impact of drought, theescapages below Kotri remained lowest during 2004-05 i.e.0.29 MAF due to lower river inflows. The average annualescapages below Kotri from 2000-01 to 2004-05 remained 5.11MAF. The detailed data of escapages below Kotri Barrage isenclosed at Annex-I.

At present, we are again facing droughts causing lesser rainfalland reduced river inflows as an impact of climate change. Thedrought has caused severe water shortages in the country and

the estimated water shortage for irrigation supplies during thecurrent Rabi season is about 38%.

It is predicted that there would be excessive floods/ droughts in futuredue to climate change. To tackle this issue, we need to take structuralmeasures (construction of dams) on war footing basis to store theflood water which will not only control the damage but also help usduring dry years (droughts) by providing the stored water. This willalso help to manage the energy crises by providing cheap electricityto the national grid.

(b) The Government is continuously striving for development of waterreservoirs in the country. Federal government through its executingagency WAPDA has completed Mangla Dam Raising (2.88MAF), Gomal Zam Dam (0.892 MAF), Satpara Dam (0.053MAF) and Darawat Dam (0.089 MAF) to store water with atotal storage capacity of 3.914 MAF

While Diamer Basha Dam (6.4 MAF), Mohmand (Munda)Dam (0.676 MAF), Kurram Tangi Dam (0.90 MAF) andNai Gaj Dam (0.16 MAF) are at implementation stage.

Moreover, following projects having cumulative water storage capacity of21.415 MAF which are at various stages of planning:

Furthermore, it is proposed that latest technology of sprinkling &drip irrigation should be used for irrigation to make the economicuse of precious water available in the country.

National Water Policy (NWP) has been approved in April thisyear which emphasizes watershed management in the country.Watershed management is a dire need of the time especially inupper areas of the country like AJK. Gilgit-Baltistan and KP dueto its multiple benefits. Forestation is an important componentwhich not only controls the sediment inflows but also causes moreprecipitation in the watershed which is very useful in lean seasonto avoid droughts by providing increased water shortage.Forestation also results into overall low atmospheric temperatureswhich will reduce the snow and glaciers melting causing decreasein the probability of floods in high flow seasons.

NWP also states that Environmental flows shall be ensured in therivers to maintain a sound environment for the conservation ofthe river ecology, morphology, delta & coastal ecosystem andfisheries.

Ecology can preserve by several ways like conserving andimproving our surrounding environment, exploiting renewableenergy sources, forestation, ensuring environmental flows in rivers,establishing pollution regulation policies, restoration of destroyednatural resources as well as habitats protection of endangeredspecies and creating awareness, education.

Delta can be preserved by smart reservoir operations andproviding sufficient water supplies regularly.

For basin level management, NWP states that Water demandshall be estimated for all sectors, within the Basin and outside theBasin. The process of holistic approach to planning shall aim ataccommodating a fail and stable economic and social developmentwithin an integrated drainage Basin management.

NWP also says that environmental impact assessment studies shallbe carried out concurrently with project feasibility studies forselecting project scope and layout, consistent with productivity,economic viability, social acceptability and environmentalsustainability.

Decision regarding Hajj dues to be collectedper Haji will be taken after consultation with all the stakeholders including thedesignated airlines in due course of time and this august House will be informedaccordingly.

(b) The Ministry of Religious Affairs and Interfaith Harmony hasstarted meetings with the Ulema and Mashaikh to devise a strategy in thisregard. Moreover, the Ministry will hold conferences to solicit the views ofUlema, Religious Scholars and intellectuals for planning a program for orderinggood and forbidding wrong.

(c) The Ministry will legislate in this regard whenever there is a need.

Will the Minister for National Health Services, Regulation andCoordination be pleased to state:

(a) whether it is a fact that presently more than 35 percent ofPakistan’s population is suffering from a form of mental disorder;and

(b) the steps taken by the Government during the last five years inorder to address such alarming situation?

Minister for National Health Services, Regulations andCoordination (Mr. Aamer Mehmood Kiani): (a) It is not a fact that 35 %of the Pakistan’s population is suffering from a form of mental disorder. Recentstudy of Global Burden of Disease 2016 shows that Pakistan has a prevalenceof 14.47% of mental and substance abuse disorder..

(b) A number of steps were taken in the last five years;

(i) Establishment of a coordination unit at Ministry for Non-Communicable Diseases & Mental Health and appointment offocal person.

(ii) Provinces were also requested for similar units and nominationsof focal persons.

(iii) Coordination meetings were held at the federal and provinciallevel for integration of Mental Health global Action Plan (mhGAP)into primary health care settings.

(iv) Four districts in each province were identified as pilot districtand the mhGAP was introduced and the health personnels weretrained to assess and identify the psychiatric disorders.

(v) Three provinces, i.e. Punjab, Sindh and KP have revised andenacted the Mental Health Ordinance 2001. Under these Acts,Mental Health Authorities are under the process of establishmentin the provinces.

The Ministryof National Health Services, Regulations and Coordination has no role in theworking of these hospitals.

Will the Minister for Industries and Production be pleased to statethe steps being taken by the Government to pull Pakistan Steel Mills,Karachi out of deficit?

Minister for Industries and Production: Pakistan Steel Mills wason the priority list of Privatization and remained non­operational. Now theCabinet Committee on Privatization (CCoP) on October 31, 2018, decidedto delist it and also directed to formulate various options for its revival withina period of 45 days. Action would be taken thereafter.

Will the Minister for National Food Security and Research be pleasedto state the quantity of wheat supplied by the present Governmentfor Thar, Sindh to meet the shortage thereof?

Minister for National Food Security and Research (SahibzadaMuhammad Mehboob Sultan): Provincial Food Departments are mandatedto provide wheat to their respective food deficit areas and vulnerable segmentsof the society. In this connection, Government of Sindh has started a pilotproject on nutrition programme for 50,000 families of Thar, including Mithi,Diplo, Islam Kot, Chhachhro and Nangar Parkar.

Under this pilot project, ration bags containing essential items ofnutrition would be provided to 50,000 families, and each bag will costRs. 4,500.

The pilot project which would be for three months would cost Rs. 220million every month and would go a long way reducing rate of mortality andmorbidity among poorest families. • Essential Drugs: 2.74% (70% of CPI)• Non-essential drugs: 3.92% (equal to CPI)• Lower priced drugs: 3.92% (equal to CPI)

(b) After announcement of CPI in 1st week of July, 2018 by PakistanBureau of Statistics, pharmaceutical companies submitted calculations ofincrease in prices of drugs under Drug Pricing Policy-2018. After scrutiny, itwas found that some companies had submitted incorrect calculations of 750drugs. Those companies were advised to re-submit calculations after correctionso that increase in prices was restricted to the limit prescribed in the Policy.

Minister for National Food Security and Research (SahibzadaMuhammad Mehboob Sultan): (a) Status of GMOs in Pakistan:

Ministry of Climate Change is regular convening meetings ofTechnical Advisory Committee (TAC) and National BiosafetyCommittee (NBC) to discuss on GM crops. They are registeringInstitutional Biosafety Committee (IBC) and there are 45 IBC inthe country.

Biosafety Rules were notified in 2005 to promote plantbiotechnology in Pakistan.

Research on development of GM crops is in process in morethan 40 national institutes. A number of cases related to researchon GM crops have been submitted to National Biosafety Centre,which is focal point of United Nation Environmental Programme(UNEP), Convention for Biological Diversity (CBD) / CartagenaProtocol on Biosafety (CPB) and regulate development releaseon GM crops.

Pakistan joined officially the club of Genetically Modified (GM)Crops growing countries in the April, 2010 when nine Bt cottonvarieties were approved for commercial cultivation. Up to now,more than 40 Bt cotton varieties have approved for commercialcultivation.

Biosafety field trials for GM corn have been conducted, but thefinal approval for commercial release of GM corn is still underconsideration.

(b) Ministry of National Food Security & Research through NationalAgricultural Research System (NARS) has struggled for increasing productionof both the major and minor crops in the country. PARC through itscoordination efforts with the NARS scientists released/recommended morethan 120 varieties of different crops with commodity based distribution as:wheat (29 varieties with yield potential of 5 to 7 tons/ha), rice (56 varietieswith yield potential of 9 to 10 tons/ha), sugarcane (8 varieties with yield potentialof 100 to 150 tons/ha), oilseeds (16 varieties), maize (7 varieties) and pulses(6 varieties).

Under this programme one liver transplant operation wasperformed, transplant recipient developed complications duringpostoperative stay and expired due to complication.

(b) The Unit for Hepatobiliary Surgery and Organ Transplant is fullyfunctional and carrying out surgeries. However to make liver transplantationfunctional again, the written test for appointment for one Assistant ProfessorLiver Transplant Hepatology Surgery and two (2) posts of Senior Registrar(One Transplant Hepatology and one transplant Surgery) has been taken byFPSC and the interviews are awaited.

The PC-1 of up Gradation of Liver Transplant Center is stillnot approved from Planning division in spite of the orders ofSupreme Court of Pakistan.

The facility for allotment of a residnetial plot on payment (in additionto the plot being given on turn through the FGE Housing FoundationScheme) when available was approved by the Prime Minister ofPakistan for Federal Secretaries / BS-22 Officers on 20-07-2006(Annex-A).

According to the initial criteria of the said scheme approved by thePrime Minister of Pakistan only Federal Secretaries / SpecialSecretaries/ Secretary General who had completed at least one yearin office were eligible. Furthermore, the period of re-employment asa Federal Secretary / Special Secretary/ Secretary General was tobe counted towards the eligibility tenure of one year (Annex-B).

The criteria of the scheme was revised from time to time and as perlast criteria approved by the Prime Minister of Pakistan on11-01-2008, all BS-22 serving officers of the regularly constitutedgroups are elgible for allotment. However, the officers already allowedtwo or more plots/ land/ houses by the Federal Government/ ProvincialGovernments and Government Departments/ Sub-OrdinateOffices etc. out of Government Owned land are not eligible. It isalso relevant to mention here that as per this criteria, regular judgesof Supreme Court of Pakistan serving on / after 01-01-2008, oncompletion of two years tenure as a judge in that court are alsoeligible (Annex-C).

The Ministry of National Health Services, Regulations and Coordination(Mo NHSR&C), however, has conducted a comprehensive situation analysis ofhealth facilities in Islamabad Capital Territory (ICT). Based on the situation analysisthe Ministry has set strategic priorities and developed specific action plans to fulfillthe health needs of the people within ICT areas.

(d) In this regard, the M/o NHSR&C is working on a comprehensivehealth strategy for ICT. The strategy is currently in draft form and once approvedwill provide guidelines and action points for improvement of health services in thecapital. As part of hospital improvement, a model of large hospitals is proposed tobe established which will incorporate best practices.

29. *Mir Amer Ali Khan Magsi:

Will the Minister for Water Resources be pleased to state:

(a) whether Right Bank Outfall Drain (RBOD) schemes for effluentwater from Balochistan and Sindh that falls into Jhall Magsi/Kambar Shahdadkot/Dadu are incomplete although theseschemes are in public interest; if so, the time by which theseschemes will be completed; and

(b) whether there is any proposal to build mini/medium dams on hilltorrent rain fall from Kheer Thar Hill?

Minister for Water Resources (Mr. Muhammad Faisal Vawda):(a) The project Right Bank Outfall Drain is being implemented to dispose off/drain out Balochistan & Sindh effluent into sea. The project is divided into

three packages i.e. RBOD-I, II & III. RBOD-I & III are being implementedby WAPDA in Jhal Magsi / Kambar Shahdadkot / Dadu Districts andRBOD-II by Government of Sindh from Sehwan to Sea.

The main system of RBOD-I & III Projects is functional. The overallphysical progress of these projects is 84%, 78% & 84% respectively.According to the approval of ECNEC dated 26­7-2017, the completiontimelines for these projects are fixed as November, 2019.

(b) Nai Gaj Dam Project, a multi-purpose Project is beingconstructed on Nai Gaj (one of the many Hill torrents emanating from Kirtharrange in western Sindh) in District Dadu, Sindh. The Physical progress of theProject is about 51%. The designed live storage of the project is 0.16 MAFto irrigation supplies to CCA of 28,000 acres of land. The project aftercompletion shall help reduction of flood losses on d/s side of dam, increase incropping intensity from 23.6% to 107.5% through surface irrigation.

Naulong Dam Project also a multi-purpose Project is planned to beconstructed on Mula River emanating from Kirthar range in District Jhal Magsi,Balochistan. It would provide live storage capacity of 200,000 Acre Feet.The Project would irrigate 47,700 acres land in Balochistan province. Therevised PC-I of the Project is under process of submission by WAPDA.

30. *Syed Rafiullah:

Will the Minister for National Health Services, Regulations andCoordination be pleased to state whether the Government is takingsteps to decrease the prices of medicines in the country?

Minister for National Health Services, Regulations andCoordination (Mr. Aamer Mehmood Kiani): The following steps have beentaken by the Federal Government to decrease prices of medicines in the country:

I. Regulation imposed:

Drug Regulatory Authority of Pakistan, with the approval ofFederal Cabinet notified a Drug Pricing Policy-2018 whichprovides a transparent mechanism for fixation, decrease &increase in maximum retail prices of drugs.

II. Reduction in MRPs of drugs:

Reduced Maximum Retail Prices of Originator Brands of 59 drugsvide S.R.O. 251(I)/2018 dated 21st February, 2018 have beennotified.

III. Encouragement of production of generics

Manufacturing of generic drugs is being encouraged and facilitated,as by and large the generic products are cheaper than the brandeddrugs. Priority and all facilitations are being given to themanufacturers of generic drugs and to make their investmentfruitful in the shortest possible time. For that purpose, meetingsof the various boards are being held frequently.

Priority is also being given to grant registration to new licenses/new sections to increase production of drugs which increasecompetition in the market which in turn results in the reduction ofprices of drugs.

IV. Coordination with provincial health authorities to monitorprices in the market

Under Section 6 of the Drugs Act, 1976, the storage and sale ofdrugs in the market is regulated by the Provincial Governments,therefore, DRAP has advised the Provincial Health Authorities totake action under the law against the companies who increaseprices of drugs more than approved prices.

31. *Mr. Saad Waseem:

(a) the category-wise details of houses/flats controlled by EstateOffices, against whom more than one stay orders have beenissued by courts during the last five years till date and timesince each stay order has been issued;

(b) the procedure which is adopted by the Government to deal withsuch cases;

Minister for Housing and Works (Chaudhary Tariq Bashir Cheema):(a) Courts of Law grant stay orders only one time in the same case. Thereforequestion of grant of more than one stay orders in a same case does not arise.

(d) The Supreme Court of Pakistan in HRC No.20746/2018 directedto Civil Courts and High Courts to expeditiously decide the pending cases.The cases were accordingly fixed and disposed off. At present 12 cases inCivil courts, 26 cases in Islamabad High Court, Islamabad and 04 cases inSupreme Court of Pakistan are pending.

32. *Mr. Kamal Uddin:

Will the Minister for Water Resources be pleased to state whether theGovernment has plan to reduce the deficiency/scarcity of water inBalochistan; if so, the details thereof?

Minister for Water Resources (Mr. Muhammad Faisal Vawda):Federal Government is financing for construction of 29 water sector projectsincluding small & medium dams along with Kachhi canal project in BalochistanProvince through Federal Public Sector Development Program. These projectsaim at to provide water for irrigation and drinking purposes. Besides, inBalochistan delay action and recharge dam projects are also being financedfrom the Federal PSDP.

There are 28 ongoing small and medium dams projects being executedin Balochistan province from the Federal PSDP. The total estimated cost ofthese 28 projects is Rs. 63.993 billion. The expenditure up to 30-06-2018 is

Rs. 24.788 billion leaving behind throw forward of Rs. 39.205 billion tocomplete these projects. The current fiscal year has allocation of Rs. 5.415billion which is on lower side and require enhancement to complete theseprojects within next 2-3 years. If the current pace of allocation is continuedand it is not enhanced the ongoing projects would require at least more than 7years assuming there would be no cost overrun.

With the completion of these small and medium dams, total usablewater storage would be available to the tune of 620,000 acre-feet for reducingthe deficiency / scarcity of water in Balochistan.

Besides above, Kachhi Canal project is another mega project beingexecuted by WAPDA for Balochistan. This project is of vital importance byvirtue of its benefits to irrigate vast land in Balochistan leading to acceleratethe pace of economic growth. The essential works to complete the canal prismand the associated distributary system was completed for irrigation of 72,000acres land in District Dera Bugti and successfully started the initial filling of theCanal on 31st August, 2017 followed by release of water into distributionsystem at RD 1050.

It is, however, to be mentioned that due to non-development of thecommand area being the responsibility of the Government of Balochistan, thebenefits could not be transferred to the people of Balochistan for which theproject was aimed at. Reportedly, Agriculture Department, Government ofBalochistan has so far developed only 10,000 Acres of Command Area.

As a next step to ensure accrual of complete benefits of Kachhi CanalProject, WAPDA is preparing PC-II for conducting Detailed Engineering Designof Phase-II & III. Status of all packages is as under:——————————————————————————————Kachhi CCA RemarksCanal

(a) the number of patients registered and treated under the PrimeMinister National Health Programme during the last five yearsand the amount spent there; and

Minister for National Health Services, Regulations andCoordination (Mr. Aamer Mehmood Kiani): (a) Federal Ministry of NationalHealth Services, Regulations and Coordination (NHSRC) and Provincial HealthDepartments, through social health protection initiative of “Prime Minister’sNational Health Program (PMNHP)”, are providing free of cost healthinsurance to families living below poverty line of US $2 per day. The programwas launched from the districts of Islamabad Capital Territory (ICT) on 1stJanuary 2016 and as of today has enrolled 3.2 million poor families in 38districts in Pakistan (List attached in Annex-I).

In the first phase of this initiative the program is providing free of costaccess to indoor health care services worth Rs: 300,000/- for secondary aswell as 7 high cost priority treatments through 153 empaneled, public andprivate, hospitals across Pakistan (Benefit Package is attached in Annex-II).

As of today a total of 474,000 enrolled families have visited empaneledhospitals for services while 101,000 patients have been admitted in the hospitalsand secured free of cost indoor services, ranges from open heart surgery tominor disease admissions (List attached in Annex-I).

State Life Insurance Corporation of Pakistan, an insurance providerin the program, is providing services to the enrolled families at a health insurancepremium of Rs. 1,300/- per family per year. As of 30th October 2018 Federaland Provincial Governments have paid Rs. 4.9 Billion of annual insurancepremium to State Life for enrolment of the beneficiaries and provision of freeof cost services to enrolled families.

(b) Federal Government in collaboration of partnering ProvincialGovernments are working not only to expand Social Health Protection
