The Ministry, through monitoring units in different organizations under its administrative control, makes sure that all publications, broadcasts and advertisements on national level do not contain or encourage violence, terrorism, sectarianism, religious discrimination and hate speech. It is further stated that the monitoring of social media does not come under purview of Ministry of Information, Broadcasting, National History and Literary Heritage. Pakistan Telecommunications Authority under the control of Ministry of IT and Telecom and Ministry of Interior are monitoring the social media in Pakistan.

89. *Sheikh Salahuddin:(Deferred during 44th Session)

Will the Minister for Information, Broadcasting, National History andLiterary Heritage be pleased to state:

(a) whether it is a fact that sectarian hatred and violences are beingspread in the country through Print, Electronic and Social Media;and

(b) whether there is any proposal under consideration of theGovernment to formulate a national policy thereof; if so, whenit will be implemented; if not, the reasons thereof?

Minister of State for Information, Broadcasting, National Historyand Literary Heritage (Ms. Marriyum Aurangzeb): (a) The Ministry ofInformation, Broadcasting, National History and Literary Heritage, is consciousof its obligations and hence carefully monitors the Print and Electronic Media tocheck any content related to Sectarian hatred and violence. The Ministry, throughmonitoring units in different organizations under its administrative control, makessure that all publications, broadcasts and advertisements on national level do notcontain or encourage violence, terrorism, sectarianism, religious discrimination andhate speech.

It is further stated that the monitoring of social media does not comeunder purview of Ministry of Information, Broadcasting, National History andLiterary Heritage. Pakistan Telecommunications Authority under the control ofMinistry of IT and Telecom and Ministry of Interior are monitoring the socialmedia in Pakistan.

(b) There is already a policy of zero tolerance against the projection ofhate speech and sectarian violence through Print and Electronic media. Differentorganizations working under the administrative control of Ministry of Information,Broadcasting, National History and Literary Heritage make interventions to checkany such activity on the national print and electronic media. Followings are thedetails;

(i) PRESS INFORMATION DEPARTMENT

PID keeps close liaison with the newspapers, magazines and printmedia organizations like CPNE, APNS, PFUJ , RIUJ and Press clubs tokeep them cognizant of government policy against hate speech and sectarianviolence (Annexure A,B, C,D)

(ii) PRESS COUNCIL OF PAKISTAN

Press Council of Pakistan is trying hard to implement Ethical Codeof Practice for print media in its true spirit. Clause (7) of the Ethical Codeof Practice is reproduced below:

“ (7) The press shall avoid originating, printing, publishingand disseminating any material, which encourages or incitesdiscrimination or hatred on grounds of race, religion, caste, sect,nationality, ethnicity, gender, disability, illness, or age, of an individualor group”.

PCP monitors the print media in context of hate speech andsectarian violence. The professional bodies of journalists are being remindedtime and again to follow PCP’s ethical code and restrain from spreadinghate speech and sectarian violence. PCP has sent letters to the professionalbodies of journalists as well as to the editors of newspapers to ensure theimplementation of PCP’s ethical code. (Annexure E,F,G,H,I)

Moreover, Press Council of Pakistan in its is quarterly meetingswith professional bodies of journalists i.e. APNS, CPNE and PFUJ,emphasizes on the role of print media in creating sectarian harmony in thecountry.

(iii) Pakistan Electronic Media Regulatory Authority (PEMRA)

Pakistan Electronic Media Regulatory Authority (PEMRA) wasestablished in March, 2002 through an Ordinance to facilitate the growthof Electronic Media and to regulate its operation in the country.

PEMRA regulates private electronic media through followingregulatory statues.

i. PEMRA Ordinance 2002 as amended by PEMRA (Amendment)Act 2007.

ii. PEMRA (Rules 2009.

iii. PEMRA (Television Broadcast Station Operations), 2012.

iv. PEMRA (Radio Broadcast Station Operation) Regulations, 2012.

v. PEMRA (Distribution Service Operations) Regulations, 2011.

vi. PEMRA (Council of Complaints) Rules, 2010.

vii. Electronic Media (Programs and Advertisements) Code of Conduct,2015.

There are certain instances when content reportedly spreadingsectarian hatred and violence was identified by PEMRA monitoring wing,considering the sensitivity of the matter and violations committed thereof,the Authority took contingence by taking legal actions against the licensee.

Details of actions taken by PEMRA on propagation of hate speechthrough TV channels are attached as Annex-J.

Policy formulation relates to Federal Government. However,relevant provisions of PEMRA laws dealing with sectarian hatred andviolence are reproduced as under:

PEMRA Ordinance-2002

20. Terms and conditions of licence.—A person who isissued a licence under this Ordinance shall.—

(c) ensure that all programmes and advertisements donot contain or encourage violence, terrorism, racial, ethnic or religiousdiscrimination, sectarianism, extremism, militancy, hatred,pornography, obscenity, vulgarity or other material offensive tocommonly accepted standards of decency.

PEMRA, Rules-2009

15. Programmes and advertisement content.—(1) Thecontents of the programmes and advertisements which are broadcastor distributed by the broadcast media or distribution service operator,shall conform to the provisions of section 20 of the Ordinance, theserules, the code set out in the Schedule-A and terms and conditions ofthe licence.

Code of Conduct-2015

3. Fundamental principles:—The licensee shall ensurethat (1) No content is aired which—

(d) passes derogatory remarks about any religion, sect, communityor uses visuals or words contemptuous of religious sects andethnic groups or which promote communal and sectarian attitudeor disharmony;

(f) contains abusive comment that incites hatred and contemptagainst any individual or group of persons, on the basis of race,caste, nationality, ethnic or linguistic origin, color, religion, sect,gender, age, mental or physical disability;

(h) is likely to incite, aid, abet, glamorize or justify violence,commission of any crime, terror or leads to serious publicdisorder;

10. Religious tolerance and harmony:- Licensee shall ensure that:-

(2) Beliefs and practices of any faith are described accurately whendiscussed and interfaith harmony is promoted at all times.

(3) no programme or comment is aired which incites or condonesacts of violence and encourages violation of law in the name ofreligion, sect, community or ethnic group or any other pretext.

23. Hate speech:—(1) Licensee shall ensure that hatespeech by any of its employees or any guest in a programme is notaired.

(2) The licensee shall not relay allegations that fall within thespectrum of hate speech, including calling someone anti-Pakistan, traitor, or anti-Islam.

(3) Where hate speech is resorted to by any guest, the channel andits representative must stop the participant and remind him andthe audience that no one has the authority to declare any othercitizen as a Kafir or enemy of Pakistan, Islam or any otherreligion.

Explanation:—Hate speech includes any expression that mayincite violence, hatred or discrimination on the basis of religion,ethnicity, colour, race, gender, origin, and caste, mental or physicaldisability.

131. *Ms. Belum Hasnain:(Deferred during 46th Session)

Will the Minister In-charge of the Capital Administration andDevelopment Division  be pleased to state:

(a) the location-wise name of Kachi Abadis established in Islamabadso far;

(b) whether ownership has been given to residents of the saidabadies including the French Colony, Sector F-7 and the KatachiAbadis of Sector F-6, Islamabad; and

(c) the steps being taken by the Government to provide basicfacilities and improve living standard in those abadies?

Minister of state for Capital Administration and DevelopmentDivision (Dr. Tariq Fazal Chudhary): (a) There are ten recognized katchiabadies with a total of 3805 heads of households (i.e. 3805 housing units) in

Islamabad. All other settlements are illegal and unauthorized. The list of recognizedkatchi abadis is as under:—

(b) The proprietary rights are being given to all the eligible and bonafide dwellers of above listed abadis including the French Colony, located at SectorF-7/4. Proprietary rights and other facilities will be given to the residents of KatchiAbadi F-6/2 (known as 100 quarters) after finalization of validation process oforiginal dwellers of Katchi Abadi F-6/2, Islamabad.

(c) Government/CDA has taken following steps to provide basic facilitiesand improve living standard of residents of these recognized abadis:-

These katchi abadies are being rehabilitated with the applicaticn of threeconcepts of Urban Renewal, detail of which is as under:

A. UPGRADATION OF 04 KATCHI ABADIES AT PRESENT SITEIN EXISTING FORM

Following abadis have been upgraded at existing location:

i) G-7/1ii) G-7/2iii) G-7/3iv) F-7/4

The bonafide dwellers of these abadies are being issued application formsfor award of proprietary rights. Physical Infrastructure has been providedi.e. protection measures along the nullah sides, sanitary and sewerage system asper site position, upgradation and pavement of existing street network. M/s SNGPLand M/s IESCO are providing electricity and sui gas connections to the eligibledwellers of these katchi abadis as per policy in vogue.

B. RLOCATION OF KATCHI ABADIES TO MUSP FARASH,ISLAMABAD

Following 04 katchi abadis have to be shifted to Model Urban ShelterProject (MUSP) Farash, Islamabad.

i) Muslim Colony (Partially Shifted)ii) Haq Bahu (Shifted Completely)iii) Dhoke Najju (Shifted Completely)iv) Essa Nagri (Partially Shifted)

These bona fide dwellers of these abadis have been allocated 1233 plotseach measuring 89 Sq. yards in MUSP Farash, Islamabad. The scheme of MUSPFarash has been planned in three pockets which is spread over an area of 165acres consisting 4000 plots measuring 3 marlas each (The Price of eachPlot is Rs. 21,000, to be paid with down payment of Rs. 5000 and monthlyinstallment of Rs. 500). After completion of formalities, “Proprietary rights” willbe awarded, So far CDA has spent an amount of Rs. 20.820 Million on theprovision of constructicn of roads and streets, Drainage/ Sanitary system andWater supply through community hand pumps. M/s SNGPL and M/s IESCO willprovide service connections to the eligible dwellers of these katchi abadis as perpolicy in vogue.

C. UP GRADATION KATCHI ABADIES OF AT SITE IN THEFORM OF PLANNED PLOTS

Katchi Abadi G-8/1(J.Salik Colony and Hansa Colony) Out of 575eligible dwellers of abadi 540 heads of households have been allocated plotsin Improvement/Upgradation Scheme of Katchi Abadi G-8/1 and about 500have been shifted to the allocated plots in the same abadi and dwellers haveconstructed houses as per plan of the scheme. The cost of one plot isRs. 40,000/- payable in initial down payment of Rs. 5000/- and monthly installmentsof Rs. 500). The Up gradation of abadi is in process and the remaining dwellers

will also be allocated plots. All the basic facilities will be provided i.e. door todoor water supply connection, protection measures along the nullah sides, sanitaryand sewerage system as per site position, and pavement of existing street network.M/s SNGPL and M/s IESCO will provide service connections to the eligibledwellers of these katchi abadis as per policy in vogue.

62. *Mr. Junaid Akbar:(Deferred during 47th Session)

Will the Minister In-charge of the Capital Administration andDevelopment Division be pleased to state:

(a) whether there is any proposal under consideration of theGovernment to give Attendance Allowance to the citizens ofPakistan over 65 years who need help to lookafter themselvesbecause of physical or mental disability; if not, the reasonsthereof;

(b) if so, the steps taken in this regard?

Minister of state for Capital Administration and DevelopmentDivision (Dr. Tariq Fazal Chudhary): (a) In the wake of 18th ConstitutionalAmendment, the subject matter has been devolved to the provinces. Provincesmay have their own respective policy and law(s) on the subject, whereas, ICTbeing a Federal area needs to have its own policy and laws for the well being ofSenior Citizens.

At present there is no proposal under consideration in CA&DD to giveattendance allowance to the citizens over 65 years who need to help to look afterthemselves because of physical or mental disabilities. However the following stepsare being taken towards welfare of the senior citizens.

CA&D Division is actively preparing a comprehensive Welfare ofSenior Citizens Bill and after considering various proposals, a finalbill of Senior Citizens Welfare Bill 2017 was prepared by the LawReforms Committee of Law and Justice Division, with the mandateof Islamabad Capital Territory, to protect the social and economicwell being of the Senior Citizens. The same Bill is under considerationwith the Cabinet Committee on disposal of legal cases.

The same Bill will be presented in the National Assembly and Senateas Government Bill and after approval of the Bill by the NationalAssembly and Senate, the Senior Citizens will get opportunities andbenefits.

(b) Not applicable.

69. *Ms. Shahida Akhtar Ali:(Deferred during 47th Session)

Will the Minister In-charge of the Capital Administration andDevelopment Division  be pleased to state:

(a) whether it is a fact that  no proper arrangements for cleanlinesshave been made by the present Government in and out side theShah Faisal Mosque, Islamabad;

(b) whether it is also a fact that the said Mosque has not been whitewashed since long;

(c) if the answers to part (a) and (b) above are in the affirmative,the reasons thereof;

(d) the total number of staff working for cleanliness of said Mosquealongwith their scales;

(e) the date on which the said Mosque was white washedalongwith the expenditure incurred thereon; and

(f) the time by which said problems will be resolved?

Minister of state for Capital Administration and DevelopmentDivision (Dr. Tariq Fazal Chudhary): (a) it is not a fact that no properarrangements for cleanliness have been made by the present Government in andoutside the Shah Faisal Mosque, Islamabad. Fresh tenders of janitorial services ofthe Mosque along with procurement of cleaning machinery have been invited throughpress on 29­6-2017 and are under process of approval.

(b) It is not a fact that the said Mosque has not been white-washedsince long it was lastly white washed / painted in the year 2013.

(d) Cleanliness of Mosque has been out sourced since its operation and35 persons have been engaged by the contractor on minimum wages fixed by theGovernment.

(e) 2013 Rs. 3.823 Million.

(f) The problem has since been resolved.

84. *Dr. Nikhat Shakeel Khan:(Deferred during 47th Session)

Will the Minister In-charge of the Capital Administration andDevelopment Division  be pleased to state whether it is a fact thatseveral well known individuals have invested in the project regardingconstruction of the Grand Hyatt Hotel; if so, the date and amount-wise investments made by said individuals in the said project?

Minister of state for Capital Administration and DevelopmentDivision (Dr. Tariq Fazal Chudhary): As per record no one has so farapproached CDA for transfer/ purchase of apartment.

3. *Ms. Aliya Kamran:(Deferred during 50th Session)

Will the Minister In-charge of the Capital Administration andDevelopment Division be pleased to state:

(a) whether it is a fact that a number of letters have been writtenby the Constitutional Bodies to the Capital DevelopmentAuthority for installation of tiles in the Constitutional Bodies/departments; if so, the details thereof;

(b) the time by which the installation work of tiles will be completed;

(c) the names of those Constitutional Bodies where the said work ispending at present alongwith the details thereof;

(d) the total expenditures to be incurred thereon; and

(e) Approval of estimate has been taken from the competent authority.Tenders were called as per PPRA. rules, Payments were made according toquarterly release of Maintenance grant of Parliament House.

146. *Mr. Waseem Akhtar Shaikh:(Deferred during 50th Session)

Will the Minister In-charge of the Capital Administration andDevelopment Division be pleased to state:

(a) whether it is a fact that the Blue Area, Islamabad is beingextended;

(b) whether it is also a fact that various construction companieshave started construction work as a result of which severepollution is being spread in the residential areas of the SectorG-9, Ibn-e-Sina Road and surrounding areas, Islamabad; and

(c) whether it is further a fact that the said construction companieshave failed to control the said pollution; if so, the steps beingtaken in this regard?

The Blue Area has been eamarked in Master Plan ofIslamabad and same is being followed. Presently, the buildings in different parts ofBlue Area like F-7, G-8, and G-9 are being constructed by the auction purchasersof plots.

(b) It has been observed that few auctioned plots are being constructedupon near the residential areas of Sector G-9, lbn-e-Sina Road. However, notrees has been cut as these were empty plots while the excavated soil have beendumped as per SOP in depression areas in different right of ways and green beltsreclaiming the land.

(c) It has been observed that the construction sites have been cordonedoff/ covered by green cloth/ net to control any such matter.

Minister of state for Capital Administration and DevelopmentDivision (Dr. Tariq Fazal Chudhary): (a) Yes, all the premises of Faisal Masjidi.e. 51000 square meter covered area & other areas are under the use ofInternational Islamic University, Islamabad since its construction.

International Islamic University, Islamabad is of the view that they are thecustodian of Faisal Masjid and have authority to use/misuse its designated placesfor International Islamic University, Islamabad besides allotment of a Sector toInternational Islamic University, Islamabad in Sector H-10.

(b) Matter has been reported to Senate Standing Committee on CabinetSecretariat. (Public Petition No.PP.1873). It was apprised to the Committee thatIIUI administration had forcefully occupied the Grand Mosque’s premises eventhough they were allotted 700 acres land by the CDA.

This Motorway link falls under the jurisdiction of NHA. The Landacquisition of Sector H-16 is under process. Once land is acquired and PC-I isapproved, the work will be taken in hand. Meanwhile the NHA has been requestedto construct Underpasses / Flyovers on sectoral intersections.

Steps taken by the government of Pakistan to promote informationtechnology in the country

The following summarizes the efforts carried out by the Government ofPakistan to promote Information Technology in the Country:

To provide Digital Infrastructure for the growth of ICT sector, Ministryof IT has successfully conducted three spectrum auctions for 3G/4Gservices. These spectrum auctions have helped increase broadbandpenetration in the country from a mere 3.7 million in 2013 to over 47million in January, 2018.

To align with the emerging trends of technology, Ministry of IT hasissued a Policy Directive to PTA that enables Pakistan to test FifthGeneration (5G) mobile communications deployment in the Country.

The Telecom Policies were due for review by 2008. The presentGovernment in June, 2013, after taking office, took up the reviewand integration of policies on priority basis. After several rounds ofextensive stakeholder’s consultation, the Telecommunications Policy2015 that caters to the latest telecom sector trends was notified.

Taking into account the increasingly transformed role of InformationTechnology across all sectors of socio-economic development,Digital Pakistan Policy 2016-17 is being formulated based on multi-stakeholder model to rapidly transform the IT and other sectors ofeconomy.

The Parliament promulgated “Prevention of Electronic Crimes Act(PECA)” in 2016 that is aimed to prevent misuse of information

To nurture the incubation and entrepreneurship in the country, Moithas established first two state of the art National Incubation Centersat Islamabad and Lahore with the partnership of Private Sector .Three (03) additional National Incubation Centers at Karachi,Peshawar and Quetta are being established and innovation centersfor Fintech, Internet of things (IoT) and Robotics are programed tobe established.

Government of Pakistan has taken appropriate regulatory measuresto promote access to financial inclusion particularly for lessprivileged society of Pakistan. Due to these measures, 17 millionbranchless banking (Mobile Banking) accounts have been createdand on average 1.4 million branchless banking transactions are madeper day.

This Ministry, in-consultation with relevant stakeholders, has helped/prepare draft e-commerce regulatory framework to cater toConsumer Protection, Personal Data Protection, Cross-BorderElectronic Transactions, Dispute Resolution Mechanism and license/registration requirements which are the key elements of e-commerceeco-system.

“ICT for Girls” Program has been launched to spur the socio economicdevelopment of women & girls. As part of phase-I, 150 Digital labsare being established for training thousands of girls on ICT tools andtechnologies through Microsoft’s 4 C training. Same program hasbeen scaled to 226 public sector girls schools in Islamabad to trainover 110,000 girls per year.

First state-of-the-art National IT Park in Islamabad, to facilitate andhouse IT companies, is being established through financing from KoreaEximbank and the Economic Development Cooperation Fund(EDCF). This Ministry plans to establish such IT Parks in otherprovincial capitals of Pakistan as well.

In order to provide an enabling environment for the IT industry,various incentives for the sector have been awarded which include

extension of Zero rated income tax provision of IT exports by 3years till June 2019 (via Finance Bill 2016). In the current FinanceBill 2017-18, following additional incentives have been given to ICTSector:

o Exemption from Income Tax for technology Startups for thefirst 3 years.

o Export of IT services from Islamabad and other federalterritories shall be exempted from Sales Tax.

o IT Companies shall be allowed to open Foreign ExchangeAccounts in Pakistan.

o Reduction in Withholding Income Tax on mobile phone callfrom 14% to 12.5% and Federal Excise Duty from 18.5%to 17%.

o Custom duty on smart phones shall be reduced from Rs. 1,000/= to Rs. 650/=.

Other incentives for IT Sector include 100% equity ownership allowed toforeign investors, accelerated depreciation of 30% on computer equipment andAlternate Minimum Tax (AMT) at the rate of 2% instead of 8% to IT & ITeSProviders.

Under the USF programs, the original design to provide basictelephony & 2G services to unserved and underserved has beenreplaced with the commitment to cover such areas with mobilebroadband services.

The internet registry has been established to promote localcontent development. Through this internet registry local communityof Pakistan will now be able to register and use internet domainnames in native languages. This will help the citizens to access webpages in Urdu. In addition to making navigation easier, this will alsobe valuable in targeting local markets, non-English speaking internetusers and for local promotions.

Implementation of E-Government system titled “E-office Suite” forthe automation of core businesses of the government to ensureefficiency, accuracy, effectiveness and good governance, transparency

(a) as to when the Sector I-12, Islamabad was announced by theCapital Development Authority (CDA);

(b) the break-up of funds released and utilized for the developmentof said Sector during the financial year 2017-18;

(c) whether the CDA has taken notice of increasing illegalconstruction made by encroachers in the said Sector; if so, thesteps being taken in this regard; and

(d) the steps being taken to develop the said Sector at the earliest?

Minister of state for Capital Administration and DevelopmentDivision (Dr. Tariq Fazal Chudhary): (a) Sector I-12 was announced on 08-06-2009 after approval of package deal between CDA and affectees of Bakra &Sorain.

(b) A budgetary provision of Rs. 100.00 million has been kept for“Development works in Sector I-12” in the CDA Budget 2017-18 which has notbeen utilized at yet.

(c) The illegal construction being raised in Sector- 1-12 has alreadybeen reported by respective staff.

As per available record, two boundary walls and a room stands demolishedin the wake of operation dated 08-12-2017 (photographs are attached).

A joint operation is being planned in collaboration with ICT Administration& ICT Police in order to remove illegally constructed structures on state land.

(d) The development work of Major Roads and Box Culverts has beenawarded through contract.

The work of the said infrastructure stand completed 76 % at site however,estimates for the development of Service Roads and Vehicular Roads of SectorI-12 are in under process.

The development work of said roads will be taken in hand after necessaryapproval from Planning Wing, CDA.

Annexure “A”

There are two parts in this question regarding completion of project andsecondly the Operationalization of the Airport. These parts are answeredseparately:—

a. Completion of Projects:

i. The overall completion status of project is at 98%.

ii. Airside: Runway Taxiways, Air Traffic Control Tower, Radar,Navigational & visual Aids and Aircraft parking stands is completedtested and ready for Operationalization of Airport.

iii. Landside: All facilities on Landside i.e. Access Roads, Parking areas,Cargo, Water Works, Electricity Grid Station and SewerageTreatment Plant already completed and tested and are in use. TheConstruction of Additional works on Landside i.e. Central Mosque,ASF Barracks, Aviation Building is in final Finishing stage.

iv. Terminal Building: is substantially completed. The installation testingand commissioning of equipment and systems is complete. It includesHVAC Elevators, & Escalators, Check-in Counters, Immigration,Counters. Furniture etc. However, integration of Baggage handling& special systems with building management and fire alarm is inprocess under supervision of project Management Consultants.

b. Operationalization of Airport

i. New Airport at Islamabad is the first GREENFIELD AIRPORTof Pakistan and is substantially completed.

ii. It was decided that Islamabad international Airport would be operatedby an International Airports operating company. The last date of bidsubmission was 21st December 2017. However, no companysubmitted their bids. Now CAA is working on the operationalizationplan, which may take 3 to 4 months to complete.

Minister for Federal Education and Professional Training (Mr.Muhammad Baligh-ur-Rehman): (a) Foreign funded scholarships areinternational opportunities with intense global competition; therefore, the exactnumber of slots for Pakistan or for any specific country is not shared/ intimated bythe donor agency/country.

These scholarships are received through various official channels includingEconomic Affairs Division, and the Ministry of Foreign Affairs etc. and are opento all international students. A large number of applicants from around the globe,compete for a single scholarship slot for such scholarships.

(b) A total of fifty four (54) scholarships were availed by the candidates,selected by the foreign donor countries/universities for PhD only, during the saidperiod (Annex-B).

These candidates were declared successful from a total of four hundredand thirty seven (437) candidates, who had been recommended by HigherEducation Commission for further consideration and final selection, by the foreigndonor countries / universities (Annex-C).

(c) The total number of scholarship lapsed during the said period cannotbe determined, since the number of Scholarships offered by the Foreign country isnot intimated.

Moreover, in compliance to the decision by the Ministry of FederalEducation & Professional Training in light of recommendation by Senate SpecialCommittee Meeting, HEC has established a one window operation cell i.e. ‘ForeignFunded Scholarship Section’ in August 2015, through which all foreign scholarshipsare advertised directly and processed accordingly. Therefore, the probability oflapse of any scholarship does not arise.

46. *Ms. Musarat Rafique Mahesar:

(a) whether it is a fact that poor performance has been made bythe Pakistan International Airlines during the last four years; ifso, the reasons thereof; and

(b) the action taken against the responsibles thereof?

Minister In-charge of the Aviation Division: (a) PIA is passing througha dire financial state. It is a fact that during the last four years the performance ofPIA is not up to the mark. Major reasons for the poor performance of PIA duringthe last four years mentioned below:

(i) During 2013-14, the fuel prices were very high (even above US$100.

(ii) Due to shortage of aircraft fleet, PIA obtained aircraft on lease (wet& Dry) from different countries / companies. Payment in this regardalso contributed in the increase of financial losses and poorperformances.

(iii) The navigation fees and other related expenses rose at high ratewhich led to excess expenses of PIA.

(iv) The salaries of PIA were increased in 2015 as a result PIA has tobear extra financial burden.

(v) PIA employees made a strike against the proposed privatization in2016. Several flights were cancelled due to which PIA suffered heavyfinancial losses.

Despite the above factors, PIA is improving and presently operates to 50destinations including 28 international and 22 domestic. It has a market share of27% in international and 67% in domestic air travel market as compared with24% and 48% respectively in 2015. Similarly seat factor has increased by 1.4%to 71.63% as compared against 2015. The number of passengers carried alsoincreased by 1.1 million to 5.486 million as against 4.394 million during 2015. Ithas registered and increase of 24.55 over the ‘year.

Following are some of the key steps being taken by PIACL to improvethe performance of PIA:

i. Fleet has been extended from.22 in 2013 to 37 in 2017.

ii. Delays due to technical faults have been minimized.

i. For customer satisfaction seat covers and carpets cover the entirePIA fleet has been replaced.

ii. As part of route rationalization process daily flights to Quetta,Peshawar, Multan and Faisalabad have been resumed with additionalfrequencies to Rahim Yar Khan, Bahawalpur, Balochistan andNorthern Areas. Similarly PIACL has resumed its flight operation toBarcelona (Spain), Bankok, Najaf and Salalah in 2016.

iii. To avoid delays due to security measures a public awarenessprogramme has been launched through daily newspapers.

iv. SMS service has been introduced to inform passenger regardingflight schedule.

v. An effective baggage identification system i.e. World TracerManagement has been introduced.

vi. Capacity Enhancement training for Cabin Crew is initiated with thecooperation of Qatar Airways.

vii. New uniform for Cabin Crew has been introduced so that a freshand smart look be given to the Cabin Crew.

viii. Media professionals are hired to improve the PIA image in publicthrough media.

ix. Human Resource rationalization at foreign stations have been initiatedand as a result more than 100 employees are retrenched.

x. Special relief flights were operated and more than 1500 strandedPakistanis in war affected Libya and Yemen were evacuated.

xi. During last four years PIACL uplifted 55,000 hujjaj per year with96% punctuality.

xii. PIA’s charter Business grew by 50% in 2014.

(b) The losses cannot be attributed to performance of any employee inparticular and therefore no action was required in this regard.

Minister of State for Information, Broadcasting, National Historyand Literary Heritage (Ms. Marriyum Aurangzeb): (a) The National Instituteof Folk and Traditional Heritage (Lok Virsa) and Pakistan National Council of theArts (PNCA) are the apex cultural bodies operating under the Information andBroadcasting Division. Moreover, Pakistan Broadcasting Corporation (PBC) andPakistan Television Corporation (PTVC) are also promoting culture in their dailyprogrammes. (b) Lok Virsa

During the last four years, Lok Virsa participated in the following twoevents to promote Pakistani Culture abroad;

(i) Youth Festival held in Sochi (Russia) from 19th to 22nd October,2017, wherein Pakistani intangible and tangible culture was presented.

(ii) Young singers of Lok Virsa performed/sung traditional songs ofPakistan in the event “The Child like innocence builds the worlddream” held in Beijing China, from 20th to 25th August, 2017.

In addition to the above, local cultural events are screened live on Internet,which are watched all over the world.

PNCA

Pakistan National Council of the Arts (PNCA) established under thePNCA Act, 1973 as an apex cultural body. During the last four years, PNCA hassent its 14 delegates & cultural troupes abroad for the projection of Pakistani art& culture at International level (Annex-I) and sixty cultural troupe/foreign delegateshave visited PNCA (Annex-II).

(b) According to the Recruitment Policy, all the prescribed quotasincluding 5% Minorities (Non-Muslims)quota is required to be reflected in theadvertisement for recruitment. (a) whether it is a fact that new electricity and sui gas connectionsare not being given to the residents of Sector E-11, Islamabad;if so, the reasons thereof;

Minister of State for Capital Administration and DevelopmentDivision (Dr. Tariq Fazal Chudhary): (a) Yes, it is a fact that new electricityand gas connections are not being given to the residents of Sector E-11, Islamabadwho are residing in such schemes/projects and buildings which have no approval/NOC of CDA. The issuance of NOC from CDA is mandatory for issuance ofNOCs for electricity and gas connections at the individual premises/buildings andin Housing Schemes. Previously Federal Cabinet has decided that telephone, gasand electricity connections will be provided in Zone 2 and 4 of Islamabad afterissuance of NOC from CDA.

(b) The reason is that all schemes in sector E-11 have to reserve and

provide 2% of the area in their scheme for graveyard. This %age is to be provided

The reason of declaring 03 schemes as unauthorized out of 05 approvedhousing schemes is that the sponsors of the schemes have failed to follow thedirections of CDA as well as to comply with terms & conditions of layout planapproval letters/NOCs arid making violations/changes in the approved plans ofschemes without any approval of CDA.

(b) Following steps have been taken to prevent accidents over PakistanRailways which have greatly reduced the number of accidents compared to previousyears;

i. Upgradation of unmanned level crossings throughout the PakistanRailways network in collaboration with the respective ProvincialGovernments. So far the Punjab government has expeditiouslyundertaken the up-gradation of vulnerable railway crossings andefforts are underway with the remaining provincial governments forimmediate allocation of funds for the purpose.

ii. The Punjab government has earmarked an amount of Rs. 610.275million for up-gradation of 75 vulnerable level crossings of which 50have so for been upgraded.

iii. Sindh Government has provided Rs. 87 million for upgradation of15 most vulnerable level crossings which is under tendering process.

iv. The Directorate of Public Relations has produced video messagesfor circulation over social media to inform the public about the dangersassociated with railway crossings, especially those which areunmanned.

v. Conversion of old age kerosene oil based signals with LED’s onmain line, which have better visibility.

vi. Automatic train protection has been installed on 42 locomotives andefforts are under way to install ATP system in the remaininglocomotives. This can minimize such accidents/incidents as this systemapplies brake automatically if the driver of a train fails to respond toa red signal.

vii. Introduction of new custom built railway crossing mechanisms arebeing developed which will definitely decrease the number of accidentoccurred on level crossing gates. The system will be replicatedelsewhere after successful trails.

viii. Training and refresher courses are conducted regularly at the PakistanRailway Academy, Walton. Special attention is being given to thetraining of the locomotive crews, guards, station masters and otherstaff concerned with train operations.

ix. Regular inspection in accordance with prescribed standards and quotaare conducted by the officers and officials of Pakistan Railways tomaintain safety standards. This process is being constantly monitoredat appropriate levels.

x. Special Bulletins/Instructions are issued regularly for guidance of staff.

xi. Special attention is being paid to the surfacing of roads, clearance ofcheck rails, maintenance of the cross level of track, clearance ofvisibility zones and maintenance of the level crossings.

Minister of State for Capital Administration and DevelopmentDivision (Dr. Tariq Fazal Chudhary): (a) As regard the compensation issuerelated to Sector E-12, the matter is under active consideration with standingcommittee of National Assembly. In the meetings of Assurance Committee it wasdecided that CDA should provided facts and figure and propose way forward onthe issue, under the above direction a survey of such awardees of BUP (Who hadnot get their benefit as yet) and Claim of Additional benefit for their grown up sonswas conducted by Land Directorate, CDA. The unverified result is 1315 Affecteesof five Mozas that fall in Sector E-12. Detail is available in the brief.

(b) After detail survey, a list of such Affectees was submitted to theCommittee of National Assembly on 09­05-2017 for a decision so that possessionof the area taken over for Development of Sector E-12.

Minister of State for Capital Administration and DevelopmentDivision (Dr. Tariq Fazal Chudhary): (a) No, re-construction is being carriedout at IJP, only Rehabilitation (special repair) has been taken in hand with date ofstart 18-05-2016, on recommendation of Pavement Expert of NHA.

Rehabilitation work includes:—

Triple Surface Treatment along Sectors I-12 & I-11.

Asphaltic Concrete deep patch work at sectional lengths alongSectors I-10, I-9 on both Carriage Ways.

Cleaning of existing Drainage System.

Improvement of shoulders with Triple Surface Treatment.

(b) Yes, work is being carried out in portions.

Rehabilitation (special repair) work has been carried out at differentsegments of both Carriage Ways of IJP, Road as per Standard Specification andapproved design. Maintenance activity since construction of the said road during2003-06 was minimal whereas, traffic intensity (both light and heavy) on IJP Roadis intense. Pavement on the both carriage ways was deteriorated due to severedistress level due to diversion of heavy traffic from Kashmir Highway during 2008till to date (after Marriot bomb blast). On the recommendations of PavementExpert Capital Development Authority decided to take up special repair works,as short term measure for this busiest Road from Pindora to G.T Road Link. As along term measure proposal is under consideration for re-construction and wideningof IJP Road (both Carriage Ways).

(e) Current ongoing activity will be completed by 31-01-2018 however,re-construction / widening will be carried out for permanent solution, after approvalof PC-I and allocation of PSDP grant by the Government.

(b) Yes, it is also fact that sewerage lines in the said sector have not beencleared.

(c) i. Branch Sewerage lines have been laid and manhole constructed buttrunk sewer line near out fall is yet to be laid due to design issue.After the completion of trunk sewer line the sewerage system will becleared.

ii. The inventories of sewerage system have been forwarded to theconcerned maintenance division for handing / taking over andoperation of the system. The manhole cover will be handed over tothe operation division for safety of the items.

(d) The said issue will be resolved within two months.

5. Mr. Muhammad Muzammil Qureshi:

Justification:

Due to acute shortage of Officers/Officials in NTB the abovementioned persons were absorbed in NTB.

(d) The only irregularity was observed in the case of Mr. Mir MuhammadSalman, Assistant Director (Tech) (BPS-17), the then Director General, NTBabsorbed him without approval of the Competent Authority i.e Secretary, Ministryof Federal Education and Professional Training, Islamabad.

In order to rectify the irregularity, NTB submitted the case to Ministry forEx-post-facto approval of the honorable Secretary, Ministry of Federal Educationand Professional Training for absorption of his services. The case is under processin Ministry.

Will the Minister In-charge of the Aviation Division be pleased to state:

(a) the flight-wise strength of ground staff of PIA during its domesticflights at present;

(b) the total number of ATR 42 and 86 flights operating in the countryat present; and

(c) whether it is a fact that luggage of some passengers remains inthe ATR flights?

Minister In-charge of the Aviation Division: (a) An average totalnumber of employees working per aircraft at airport are around 80. The strengthof employees cannot be segregated per aircraft because except Pilots all otheremployees are engaged on multiple assignments as per requirements / demandand nature of jobs.

(b) Pakistan International Airlines (PIA) is operating 02 types of ATR-42and ATR-72 in the country. At present, 42 and 62 (total 104) weekly flights arebeing operated by ATR-42 and ATR-72 respectively.

(c) PIA tries to facilitate its valued passengers with carriage of luggageon all its flight. However, the ATR aircraft has limited capacity to carry the luggage.Sometimes depending upon destinations and weather conditions especially duringhot temperatures pay load restrictions are applied, due to which off-loading ofluggage is required at times.

9. Mr. Siraj Muhammad Khan:

Will the Minister In-charge of the Cabinet Division be pleased to state:

(a) whether it is a fact that the amount of Rs.5050/- millions andRs.2840/- millions were allocated for Khyber Pakhtunkhwa(KPK) as part of the Prime Minister’s Global SDGs AchievementProgramme for the period 2016-17 and 2017-18 respectively;

(b) if so, the total out of said amount has been allocated for the NationalAssembly Constituency No.6, Nowshera-II since 01-01-2016; and

(b) No. Funds were not released for National Assembly Constituencies.As per Cabinet approved Policy Guidelines, 15 residents of the area or civil societyorganization make request for intervention. This request is forwarded to theconcerned Divisional Commissioner or relevant executing agencies for processing.

(c) As per Cabinet approved Policy Guidelines, PAO of concernedexecuting Agencies are required to submit completion certificates of schemescontaining achievements gained which are still awaited. Copy of Cabinet approvedguidelines are enclosed.

Pedestrian bridges will be constructed approximately after everyone km distance.

(b) In this financial year only Rs. 1,000 million have been allocated fromCDA Budget.

(c) No. Cost estimates along with tender documents have been preparedby the Consultants for the next phase (From Gulberg Green underpass to NavalAnchorage flyover). The tendering and other codal formalities for this phase willtake approximately two to three months.

11. Ms. Khalida Mansoor:

Will the Minister In-charge of the Capital Administration andDevelopment Division be pleased to state the time by which work onthe construction of additional three lanes on both sides of theIslamabad Expressway from Gulberg Greens Interchange to T-Chowkwill be started and when the same will be completed?

Minister of State for Capital Administration and DevelopmentDivision (Dr. Tariq Fazal Chudhary): As per approved PC-I only two additionallanes On both sides of Islamabad Expressway from Gulberg Green Underpass toT-Chowk will be added.

The work from Gulberg Green underpass to T-Chowk is planned to becarried out in two phases.

After the award of work the completion period for thisphase will be 18 months subject to availability of funds.

Furthermore, the design work is in progress for phase-II which is fromNaval Anchorage to T­Chowk.

12. Mr. Waseem Akhtar Shaikh:

Will the Minister In-charge of the Capital Administration andDevelopment Division be pleased to state:

(a) whether it is a fact that the sewerage, gas and water lines have beenlaid in Sector D-12/4, Islamabad; if not, the reasons thereof; and

(b) the time by which said lines will be laid?

Minister of State for Capital Administration and DevelopmentDivision (Dr. Tariq Fazal Chudhary): (a) Yes, it is a fact that all the services likesewerage, gas and water supply lines have been laid in Sector D-12/4 exceptnon-possession area and design of trunk sewer issue. However, 60% network ofSui Gas lines have been completed rest area of demand notice is awaited from theSHGPL. The SHGPL is provided gas connection to the allottees of sectorD-12/4 where network is laid

(b) The remaining water supply line and trunk sewer lines will be laidafter clearing of possession and design issues, within one month period.

M/s SNGPL is being passed to issue a demand notice and CDA willmake payment as same and thereafter work will be got completed within 03 monthby M/s SNGPL.

13. Mr. Sher Akbar Khan:

Will the Minister In-charge of the Capital Administration andDevelopment Division be pleased to state:

(a) the total number of officers who have worked on deputationbasis during the last seven years in the Capital DevelopmentAuthority (CDA) alongwith  the names and designations thereof;

(b) Out of 122 deputation officers, 03 officers were pinpointed / involvedin corruption cases (mentioned at column (b) of attached list (Annex-B).

Minister for Federal Education and Professional Training(Mr. Baligh-ur-Rehman): (a) Yes, it is a fact that Mr. Imran Shahzad, Assistant

Professor of Physics Department, Federal Urdu University of Arts, Science and

Technology (FUUAST), Islamabad could not avail the scholarship under the project

titled ‘Strengthening of Departments (Computer Science, Physics, Business

Administration & Law), approved at a cost of Rs.426.022 Million, due to the

following reason:

Despite being nominated for higher studies abroad, during the year 2007-08,

Mr. Imran Shahzad due to his personal reasons didn’t apply for a study

leave-a pre requisite to avail the scholarship.

Mr. Imran Shahzad availed study leave in December 2013 and proceeded

to Malaysia to pursue PhD from University Sains Malaysia, on self-finance

basis (Annex-I). He approached HEC in 2016 for grant of his scholarship.

His request was reviewed and it was intimated that scholarship cannot be

granted at this stage, as duration of the Project was completed and no

funds were available.

(b) Since Mr. Imran Shahzad did not apply for study leave; hence, was

not able to avail the said scholarship in 2007. Mr. Zubair Khan-Assistant Professor

of Applied Physics department, FUUAST completed the codal formalities of the

scholarship and proceeded to Malaysia for pursuing PhD studies in April 2010.

After completing his PhD from University of Malaye, Kualampur Malaysia,

Dr. Zubair Khan returned to Pakistan and joined his parent department i.e.

FUUAST.

Minister In-charge of the Establishment Division: (a) Nine (09) feereimbursement claims of D-Pharmacy were received from 1st September, 2017to 30th October, 2017.

(b) Fee has been reimbursed in four (04) cases which were foundcomplete and in order. However, four (04) case are presently pending for want ofsome vital documents such as attested copies of academic certificates, pay-slip,merit certificate, CNIC, detailed original challan of fee deposited. No action hasbeen taken against any official because the fees were not refunded being incompleteand not due to any negligence.

(c) As soon as requisite documents are received from the applicants,the cases will immediately be disposed of in the light of provisions of FEBF & GIAct, 1969 and FEB & GIF Rules, 1972 made thereunder.

(d) On four (04) applications, objections have been raised due to missingvital documents / information.

NIRM:

There is no emergency department in NIRM. Therefore dog and snakebite vaccines are not available.
