The Sunshine Coast Planning Scheme is almost in public consultation phase. Now I know

‘planning scheme’ is an un-sexy term, but before you turn the page, let me just explain the

importance of this scheme. It governs how we live and manage our properties. When it comes

to adding a granny fl at or extra self-contained dwelling, it will decide if and how you can do this. Should you want to start a business from

home, it will also govern if and how you can do this. And for those who are considering knocking down that old shack to replace it with a duplex,

well, you guessed it. It governs that as well. In fact this scheme and the answers in it stipulate

how we can enjoy our properties now and in the future – especially when it comes to making

changes to it and doing small-scale development. I think it’s time we all took a few minutes out of our busy day to look at the scheme and have our

say, before we all sit on our hands and then whinge about it once it’s fi nalised.

MPP fi nds out how the Coast’s fi rst

amalgamated planning scheme could affect

our lifestyles, property market and regional

development.

It sounds too good to be true. The Sunshine Coast Council is about to give you the chance to comment on a wide-ranging new set of

rules governing your property, plus those in your neighbourhood, your suburb and right across our region. If you intend to do any kind of work to a block of land or on an existing house or other type of building, or if you just want a stickybeak into what could be done to a property or an area you want to invest in, the answers will be in the fi rst over-arching Sunshine Coast Planning Scheme.

There’s no catch. The opportunity to redefi ne and reinforce a new Sunshine Coast has arisen for numerous reasons. These include the March 2008 amalgamation of Noosa and Maroochy shires and Caloundra City; the ageing of previous town plans including Maroochy’s, which was signed off back in 2000; and changes under Queensland’s

new Sustainable Planning Act. It feeds off extensive public consultation the council

has already done for new strategies ranging from biodiversity and economic sustainability to structure plans for centres at Palmview and Maroochydore.

“People interested in property also may not realise that most local government planning schemes are reviewed every eight or so years,” says the council’s regional strategy and

planning executive director Warren Bunker,

“so they should be aware of what’s occurring, especially if there are changes of use.”

Warren likens the process to owners of shares regularly monitoring for adjustments in fi nancial markets or tax laws. “If I was buying a property, the planning scheme would be the fi rst thing I’d check out, especially in an area that’s growing so fast,” he says.

The new scheme is no small feat, considering the amalgamated Sunshine Coast now has about 150,000 rateable properties serving the residential, business and community needs of 330,000 people. “As our population grows, the

number of properties could double in 20 years,”says Warren. “If everyone has a different view, there could be thousands of options on what to do with each lot.”

That’s why the council was delighted on July 29, when it wrapped up two years of investigation and sent a draft scheme to the State Government. “I think property owners may be surprised how hard the council has worked to get this document right,” says councillor Russell Green, who holds the statutory and regional planning portfolio.

Russell explains that the planning scheme assigns a zone to every parcel of land in the region, along the coastline or in the hinterland, in industrial or business areas. “It defi nes preferred land use and building outcomes and types of applications, the processes to go through, the constraints or other elements associated with that land,” he says. “That’s what people want to know – how the scheme will affect the land they own or the land near where they live or want to live.”

?The next steps are for the State Government to consider its interests and the council to revise the draft. Then all will be revealed in a two-month public display. “That’s when property owners, the development industry, everyone, can run a fi ne-tooth comb over it and help make the document even better,” Russell says. The earliest this could happen is October and the expectation is before the end of the year.

After public consultation, the council will begin to give regard to the new scheme in its decisions on development applications. (Keep an eye on MPP and the council’s website at www.sunshinecoast.qld.gov.au for updates.)

Any new planning scheme has the potential to change not only lifestyles, but also the values of investments. A family may want to add a granny fl at to a $450,000 home in Caloundra. A small investor may want to knock down a Maroochydore shack to build units to rent out. A retired couple may want to buy into a street where no noisy businesses are allowed. A large-scale developer may want to subdivide a multimillion-dollar greenfi eld or infi ll land parcel. What’s permissible and what’s not?

While Russell emphasises the signifi cance of the new Sunshine Coast scheme in terms of its power to change the lay of the land, he says there are no big shocks in store. Overall it’s more a refi nement and merger of three schemes into one. For example, it eliminates confusion about whether two townhouses on one block are defi ned as a duplex or dual occupancy, which can affect approvals.

“Where possible, we’ve tried to be specifi c and show what sort of applications may be self-assessable, code assessable or impact assessable in a particular location,” Russell says. Building a duplex in a residential zone may face relatively simple criteria (self-assessable), whereas an application for a panel-beating business on the same block could face many hurdles because of expected community concern (impact assessable).

Maps overlaid on the scheme show building heights, fl ood-prone areas, fi re risks and other issues. Thirty-six communities have been identifi ed, each with their own look and feel. “What the community and council want to allow in Mooloolah is going to be different to Tewantin or Bulcock Beach,” Russell says.

In terms of generating economic prosperity and jobs, he says, “The new scheme will help anyone who wants to develop understand the ease with which it can be done – as long as they have the right application in the right location. We’ve thought about the residential choices to make available and where industry is best placed. When the economy [frees up] more funding, more development will be able to occur.”

Warren says the new planning scheme strives to balance “no-fuss certainty” with fl exibility, and consistency with local fl avour. “It will give people a degree of certainty about what can happen on their block or surrounding blocks, but it also provides some fl exibility for new uses as they arise,” he says. “For example, it can guide you on the acceptable scale of a home-based business in a particular street, to ensure it doesn’t impact on the amenity of your neighbours. There are big differences between a child-care provider with a few clients and a child-care centre, or one holiday cabin and a holiday park for dozens of guests.”

When it comes to the property market, the scheme will also help people who are seeking suitable locations for specifi c purposes. “They can search the criteria to fi nd an area where their business fi ts, whether it needs infrastructure, high exposure on a main road or to be situated among similar businesses,” Warren says.

On a broader level, it’s hoped the new planning scheme fosters confi dence and diversity among investors at a time when the Coast sorely needs a healthier bottom line. “The scheme both facilitates development and provides opportunities for it to occur,” says Warren. “If a type of development is considered desirable in a certain location, it should progress fairly easily. If it’s something neither the council nor the community desires in that area, that will be made clear too.”

Award-winning real estate agent Rebecca Nolan from Next Property Group has decided to leave the real

estate industry, after a solid four years in which she scooped up a number of awards for being an elite performer.

The savvy 33-year-old says she has loved working in the property industry but made the decision to leave the long and demanding hours behind to spend more time with her family and daughter Ashley.

Rebecca is remaining quite tight-lipped about her next career move, but has indicated that it is in the resort management industry.

Meanwhile, Rebecca’s dynamic sales associate, Jasmine Chambers, will continue her sales career from the Minyama offi ce and is excited about the years ahead.

Next Property Group’s Loren Wimhurst says Rebecca will be greatly missed.

“I’ll miss Rebecca on a professional level but we will certainly continue a great friendship,” Loren says.

“Her decision to spend some quality time with Ashley and in another career is a great move – we have 100 per cent endorsed her next move!”

The latest local commercial data has just been released by Propell National Valuers. National research

operations manager Aaron Parker says it’s a sign of better times. “The latest fi gures for the value of non-residential building have been released by the ABS and all signs are looking good for the Sunshine Coast. From a low point in December 2010, the value of approvals has risen for both the March and June quarters of 2011. Much of this will be associated with the Maroochy Boulevard and Sunshine Cove areas, but also with the ongoing activity in Kawana and the development of non-residential-based construction within Peregian Springs and Mountain Creek. Overall, this increase in value and activity could be the beginning of the climb out of the doldrums that has been affecting the Sunshine Coast since 2009.”

While this eclectic feel may appeal to some, it’s been creating development approval nightmares for the Sunshine Coast Council for many years, prompting the council to amended its planning scheme for the suburb.

of the Bruce Highway, bordering Chevallum Road and extending to the Forest Glen local centre on the eastern side of the highway. An area at the base of Mons Road, the neighbouring nursery and land between Sandalwood Lane and Maroochydore Road has also been altered.

Ted believes the amendments will resolve any inconsistencies in land use. “Approximately 26 hectares of land will be rezoned for business and industry use on Sandalwood Lane and Old

Maroochydore Road, while around eight hectares will be rezoned for similar purposes on Mons Road,” Ted explains. “Another area at the Mons Road end of Forest Glen will be rezoned for special-purpose use like a retirement village.”

Forest Glen comprises mostly sustainable cane land, rural land and rural residential land. Pockets of business and industry currently exist. Ted says the council has repeatedly knocked back development applications which were contrary

extend to Sandalwood Lane. That area is very conducive to having light industry in there, which is part of the plan and something the Coast critically needs.”

The amendments will also enable the construction of a secondary access road to Sunshine Coast Grammar School from Mons Road, which is expected to reduce local traffi c congestion. The nursery bordering the school will be rezoned to include an area for both business and industry, and special purposes.

“During public consultation it was apparent residents were worried about business and industry coming up close to them because of the residential component,” Ted says. “So the area east of the new road into the grammar school is going to be rezoned special purpose with a view for a retirement village there.”

Ted says he has spent the past seven years lobbying for the proposed amendments to Forest Glen and is confi dent of State Government approval. He believes the rezoning changes will promote job creation through business development and expansion, and lift the value of properties in the area. “I want Forest Glen to have a mixed use and be a vibrant little centre,” Ted says. “I have a passion for it because I grew up around the corner.”

As Forest Glen businesses come to grips with the proposed planning guidelines, developer John Page continues to push his best environmental practices agenda, opening the environmentally friendly Village Green on Mons. The site houses Australia’s largest organic and wholefoods retailer, The Natural Foodstore, organic clothing company Sinerji, and the state’s fi rst electric vehicle charging station ChargePoint.

The vision for Village Green on Mons is to attract like-minded businesses with a strong commitment to the environment, and ChargePoint CEO James Brown says he couldn’t think of a better fi t for his company. “Village Green on Mons is all about a healthy lifestyle – caring for yourself and the environment, so too is ChargePoint, which will be able to deliver 100 per cent green energy,” James says.

The Natural Foodstore, Donna Potts, is an advocate of Forest Glen’s location for a business. She believes the store’s 23-year success at the same address stems largely from its proximity to the Bruce Highway, which enables customers to “drop in from all over South-East Queensland”.

Donna believes the proposed road changes in the planning amendments will benefi t local businesses but fail to address ongoing parking issues. “I think the new road into the school will be awesome, the roundabout instead of lights at the intersection will work well for our business, and the fact they need to move Owen Creek Road to the east to meet the roundabout is also another good thing,” Donna tells MPP.

“But I think the biggest opposition has been against light industry around the grammar school. It just doesn’t seem right, the two just don’t go together.”
